This paper presents one of a series of digests of foreign mining legis- lation and court docisions that is being prepared in advance of a general report relative to the right of American citizens to explore for minerals and to own and operate mines in vericis foreign countries. This interpretation of the laws - of Italy has been prepared, in part, from an aclysis made by John W. Frey, for merly associate mineral economist, U. S. Bureau of Mines. It incorporates addi- tional data and comments offered by Enrico Giobbe Della Pitta, a well-known Italian lawyer, in response to a questionnaire. These comments were forwarded by Harold H. Tittmann, American chargé d'affaires ad interim, at Rome, and trans- mitted to the Bureau of Mines through the courtesy of the Department of State.

Hand portable truck axle scales were purchased from the Martin¬Decker Company, Santa Ana, California, for weighing the rubber-tired mine shuttle cars. The scales consisted of two hydraulic load-pads, measuring 4" thick, and 21" long by 13" wide at the pad surface and one totallizer-dial indicator unit. The development of a technique to install the scales effectively for shuttle car-weighing followed an evolutionary process. The setup which finally proved to be effective entailed countersinking and level¬ling the load pads in the floor on the shuttle car trackway such that the tops of the pads were three inches below the floor level. A plat¬form consisting of two braced side-by-side 3" x 8" lumber planks was made. The platform was placed across the load pads with six inches of overlap on each side to provide room for imperfect tracking of the shuttle car. Additionally, 3" x 8" lumber planks were imbedded across the runway immediately behind and ahead of the platform. These auxili¬ary planks were firmly braced into the floor by vertical posts or jacks set against the roof; the planks constituted a stable approach platform to enable the shuttle car to roll unimpeded onto the scale platform in either direction of travel. Figure 22 shows this arrangement in detail. The setup of the scales was done during non-production hours prior to the first working shift of the week. This task took seven to twelve hours with two men. During the actual weighing experiment, the following limitations were realized. 1. The U.S. Bureau of Mines characterized Hg-containing wastes and used a thermal-desorption process to remove and recover the contained Hg. The wastes were generated by an electrical-parts plant engaged in the assembly of Hg-containing switches and contained phenolic resins and paper insulating materials mixed with soil. The average Hg content was 396 ppm. Numerous characterization tests showed the Hg was tightly absorbed and could not be removed or concentrated by leaching or gravity separation techniques. Laboratory retort tests showed the Hg content reduced to < 16 ppm in 2 h at 400 °C; rotary-kiln, thermal-desorption tests required 4 h at 450 °C. Airflow through the retort im¬proved thermal-desorption efficiency, but vacuum operation only slightly reduced the temperature needed for thermal desorption. Offgases from decomposition of organic materials were burned in a high-temperature afterburner and subsequently cooled in a heat exchanger to condense water vapor. Finally, the Hg vapor was condensed and absorbed from the offgas by activated charcoal. Mercury recovery was over 99.99 pct of the desorbed Hg. Thermal-desorption processes have had wide application to many Hg-containing wastes, and historical experience in Hg mining has demonstrated its potential cost effectiveness.

In investigating general problems that relate to the fuel resources of this country, and in testing fuels belonging to or for the use of the Government, the Bureau of Mines has given considerable attention to the efficiency and economic value of producer-gas power plants. Government inquiries during the past eight years not only have shown a very low fuel consumption per horsepower-hour for these plants but have demonstrated conclusively the possibility of utilizing commer- cially low grades of bituminous coal, lignite, and peat in plants prop- erly designed for the use of these fuels. The anthracite plant has been recognized as a commercial possibility for several years, although the cost of the fuel used has in general restricted these plants to com- paratively small units. The commercial development of the producer-gas power plant in the United States has been largely within the past six or eight years. In 1909 the United States Geological Survey published in a bulletin entitled "Recent Development of the Producer-Gas Power Plant in the United States" a list of producer-gas power-plant installations. The data presented in that bulletin showed a strong development in this field and led to much conjecture as to the future of this type of power. Owing to the extensive introduction of the steam turbine, however, many persons predicted the almost immediate doom of the producer-gas plant. In addition to the inroads made by this formida- ble rival, the interest of the gas-engine enthusiasts became centered to such an extent in the oil engine that the gas producer was relegated to second place by many and absolutely abandoned by some. During the past three years the belief of many who were formerly firm be- lievers in the gas producer has been that this type of power has reached its height of development in this country and that from a commercial standpoint it can no longer be regarded as a complete success. Lower the respirable dust expo-sure of longwall mine workers by reducing the amount of air-borne respirable dust generated during coal extraction. Approach Increase the moisture content of the coal seam through water infusion before the coal is mined. How Water Infusion Works Increasing the moisture content in coal tends to prevent respirable dust from becoming air-borne during mining and transport. The moisture content of the coal seam can be increased by infusing water into the seam. Water under pressure is forced into the cracks (cleats) of the coal seam through sealed bore-holes. The effectiveness of water infusion is a function of the amount of water the coal seam accepts (its infusibility), which depends on the cleat density (cleat spacing) and cleat size (crack diameter). Thus the effect of water infusion on dust control depends mainly on coal seam characteristics. Water infusion techniques are generally used to restrict the flow of methane gas to the working face; however, the technique provides an alternative dust control method in mines with severe dust problems which limit production.

1. In the United States, the industrial application of centrifugal force for separating phase constituents has been confined almost entirely to aqueous systems at room temperature. This paper presents results for experimental tests on the use of centrifugal force for separating the liquid and solid phases in molten nonferrous alloys. 2. The development and use of a small centrifuge for treating molten metals is described. The centrifugal apparatus was, in essence, a 3-inch diameter spinner pot, which revolved, within -a gas -fired furnace, at speeds up to 3,000 r.p.m.

"Inhaled dust particles of appropriate size contact cells of the alveolar region.' The acute response to coal dust appears to involve a variety of cell types, including alveolar epithelial cells, interstitial fibroblasts, both resident and recruited macrophages, and cells of the immune system. Direct and indirect effects of dust, which may be mediated by soluble factors,'' can initiate acute and long-term lung injury. While it appears that epithelial cell growth and differentiation, along with integrity of the epithelial basement membrane, may play a role in the long-term response to dust exposure, little is known of the role the alveolar epithelium may play in the progression of injury. The broad hypothesis that underlies these experiments is that short- and long-term consequences of coal dust exposure involve changes in structure and function of the alveolar epithelium and the underlying extracellular matrix. Recent studies show that coal dusts exert direct effects to modify pulmonary epithelial cell-extracellular matrix interactions in vitro.3EXPERIMENTAL PROCEDURESType II cells isolated on day 0 by density centrifugation and differential attachment4 were plated overnight in D MEM containing 10% fetal calf serum before exposure to anthracite dust PSOC 867 sonicated into culture medium (750 ug/mL).3 Synthesis of extracellular matrix proteins was determined on day 3 of primary culture, as detailed elsewhere. 5 Cells were removed from extracellular matrix by extraction with NH4OH and high salt. Extracellular matrix synthesis and fibronectin content were evaluated based on radiolabeling with 3 H-leucine and on Western blot analysis, respectively. Additional analytical methods and calculations are detailed elsewhere.3-5"

As part of a continuing effort to maximize metal recovery from domestic secondary resources, the Bureau of Mines investigated a process for recovering the metallic portion of scrap alkaline batteries. A pyrometallurgical method for recovering nickel and cadmium from Ni-Cd scrap batteries previously developed on a laboratory scale, was scaled up to 25-and 43-pound charges. The method employed reduction and/or decomposition in a retort using a minimum of 2.5 percent carbon as a reductant. Metallic cadmium was distilled at atmospheric pressure and a minimum of 900° C. Purity of the recovered cadmium was 99.8 percent minimum and the nickel-iron residue contained less than 0.02 percent cadmium.

"Standard rock dust for use in the rock dusting of coal mines might be defined tentatively as powdered mineral, light colored and free of carbonaceous matter and free silica, all of which will pass a 20-mesh screen while 50% of it will pass-through a 200-mesh screen.Such dust may be prepared from limestone, gypsum, anhydrite, or shale free of sand and flint. For the initial rock dusting of the average nongaseous bituminous mines enough standard rock dust should be applied so that the combustible content of the resulting mixture of rook dust with mine dust shall not exceed 45%, a range somewhere between 35% end 45% being the practical objective sought.All entries, slopes or passageways and room necks should be rock dusted.Additional safeguards are:a.,Rockdusting roomsb.,Scattering of dust in vicinity of shots before firing.c.,Placing of barriers in the mouths of panels, cross-entries and other key positions.Redusting becomes necessary whenever the combustible content of the mine dust exceeds the permissible maximum. This should be determined by regular, systematic sampling, followed by a simple analysis of the samples for combustible content. A Bureau of Mines volumeter for measuring the density can be used for the determination of combustible content."

This report describes Bureau of Mines research to develop methods to evaluate loading on longwall roof supports to permit better design and more efficient utilization of these structures in compliance with the geological conditions in which they are employed. The resultant vertical and horizontal force acting on the canopy of a shield can be determined, either from a statically determinate solution assuming rigid-body mechanics and elimination of certain unknowns, or from an elastic solu-tion by analysis of the load-displacement relationship of the shield structure. A two-dimensional rigid-body model is presented that determines resultant shield forces by measurement of leg, canopy capsule, and lemniscate link forces. An elastic solution is presented, in the form of an elastic stiffness model with two degrees of freedom, which describes the load-displacement relationship from the stiffness of the shield structure as determined in the Bureau&apos;s Mine Roof Simulator (MRS). The ability of both models to determine resultant forces acting on the shield canopy are evaluated from full-scale tests in the MRS. More advanced numerical models are also discussed as part of the Bureau&apos;s continuing effort in the evaluation of roof support structures.

Recent employment figures (taken from the Mine Safety and Health Administration&apos;s database) indicate that the number of independent contractor&apos; employees working in the coal mining industry has doubled over the past ten years. As their numbers increase, they become a more visible segment of the industry. [ ] Increased exposure to mining hazards has also brought an increase in the number of fatalities involving independent contractor workers. One gauge that is traditionally used to evaluate the overall safety of an entity is the "number of fatalities." Over the five-year period from 1985-89, 27 independent contractor employees were fatally injured while working on coal mine property. This number increased to 45 fatalities during the subsequent five-year period from 1990-94. Nearly half of these fatalities (47%) were due to accidents involving powered haulage (See Table); 13% were electrical accidents; and 9% were machinery accidents. Combined, these three accident classifications accounted for 69% of all coal nine independent contractor fatalities. Information taken from fatality data is an important piece of the safety puzzle; however, other variables need to he examined in order to better define contributing factors associated with accidents. More specifically, information on trends in fatal and nonfatal accident and injury data is necessary before deciding what approach should be used to improve safety. In order to implement appropriate safety strategies, it is important for safety practitioners to examine all available lost time accident and injury information. The following coal industry data sites specific and present trends of independent contractor employees working in underground locations at coal mines, surface areas of underground coal mines, surface coal mines, and preparation plants. The data compares employment and accidents for time periods at the beginning and the end of a ten-year span from 1985 to 1994. Because the number of incidents involving independent contractors in certain accident categories during any one year may be small, three-year totals are used; the first three years (1985-87) of the ten-year period are compared with the last three years (1992-94). [ ]

The REL of 1 mg/m3 for respirable coal mine dust does not assure a zero risk for the development of occupational respiratory diseases among all miners exposed during a full working lifetime. Consequently, a medical screening and surveillance program that includes initial and periodic chest X-rays and spirometric examinations is important for the early detection of disease and the prevention of "material impairment of health or functional capacity" [30 USC 8 11(a)(6)(A)]. The medical screening and surveillance program is also useful for disease surveillance, which includes the tracking trends, the setting of prevention and intervention priorities, and the assessment of prevention and intervention efforts. NIOSH encourages both underground and surface coal miners to participate in the medical screening and surveillance program.

"INTRODUCTION During the past several years the Southern Experiment Station of the Bureau of Mines, with the cooperation of the University of Alabama, has given attention to hydraulic classification. One of the things this work has revealed is a variability not generally recognized in the conditions of teeter at different depths. This report depicts the passage of material through a teeter column and its emergence as a classified product.The work was made possible through the development of a classifier for several hundred pounds per hour permitting a small quantity of coarse spigot material to be discharged without the usual interruptions caused by stop-pages. Previous designs of small classifiers have been unsatisfactory because the,orifice used to control the quantity of spigot product as subjectto stoppages, particularly when attempting to discharge a small quantity of although the classifier used in this work has been described in detail in a previous publication 6/ its principal features will be discussed briefly herein. The main subject matter of the paper is based upon the three figures that illustrate in panorama the conditions that exist in a classifier during the continuous classification of bituminous coal, anthracite coal, and an iron ore trailing."

The last previous Bureau of Mines publication relative to details of permissible methane detectors (Bulletin 331, published in 1930) describes detectors of four different types, namely flame, combustion, catalytic, and a combination Weatstone-bridge and catalytic type in which catalytic action at the surface of a platinum filament when in methane causes a change in the temperature and resistance of the filament, thus unbalancing the bridge circuit and giving a reading proportional to the methane concentration. Three detractors of the latter type have been approved since 1930. A brief description of each follows: U. C. C. Detector Approval No. 902, covering the U. C. C. indicating detector, as described in Bulletin 331, was extended. January 27, 1930, to cover important changes in design that permit checking the calibration of the detector at any time whether in gas or fresh air. Essential features of the detector are shown in figure 1.

The increased effectiveness of a two-phase spray system (TPSS) over a single-phase spray system (SPSS) for dust suppression is reported in several laboratory studies. The dust collection efficiencies of SPSS and TPSS were studied in a model experimental longwall gallery facility at Pittsburgh Research Laboratory at NIOSH (USA). The experimental design consisted of two factors: pressure, and airflow. Each factor had three levels. SPSS experiments were conducted at only one pressure (1035 kPa) which is nearly 1.5 times higher than the highest air and water pressure for TPSS experiments. The results of the study are presented in this paper. While it appears that TPSS performed better than SPSS, the data is not sufficiently conclusive on this aspect. The differing spray characteristics of the chosen TPSS and SPSS nozzles did not allow a direct comparison of the two systems. In the TPSS arrangement, considerably greater turbulence in airflow is created around the shearer; it is likely that at least in the immediate vicinity of the tailgate drum, there is a roll back of the dust/mist cloud into the walkway. Therefore, positioning of the personnel upwind of the tailgate drum is necessary to avoid high dust exposures. The rate of decrease in concentration with TPSS is higher than that with SPSS. This may be due to the greater atomization of the water. The test set-up did not allow the study of conditions when coal is cut from tail to head where the potential for personal exposure is high. Changes in the experimental design are necessary to overcome some of the reasons expected for the inconclusive results.

Because of U.S. dependency on imported critical metals, the Bureau of Mines has conducted research to evaluate the possible substitution of nitrided low-alloy steels for higher chromium-containing alloys. The corrosion data for nitrided steels are limited primarily to the Soviet literature. The objective of this study was to determine the corrosion properties of six commercially nitrided low-alloy steels in a 5-wt % NaCl solution at pH 4. Weight-loss tests indicated that, in deaerated test solutions, most of the nitrided steels were less corrosion resist-ant than nontreated steels. However, electrochemical tests indicated that under more oxidizing conditions, nitrided materials are converted to a passive state with a significantly reduced corrosion rate. Elec-trochemical tests performed in an aerated environment confirmed the passivity of the samples in an oxidizing environment.

The addition of a force gage and a reaction detector to the Bureau of Mines drop-weight impact apparatus made it possible to examine the details of the force exerted on the specimen and make estimates of the time to reaction. With the current setup the force was found to be oscillatory and not reproducble. However, single well-defined pressure pulses can be delivered to the explosive sample by modifying the drop-weight tools. With a modified test arrangement, the time to reaction and the peak force and energy at the time of reaction were determined as a function of drop-weight height for several different explosives. All these parameters were found to decrease as the rate of force application was increased. The same parameters were also found to vary with the thickness of the test sample. The implications of these results are discussed in terms of practical drop-weight testing.

The energies of combustion of zirconium carbide and hafnium carbide were measured by combustion calorimetry and the heats of combustion and formation. of zirconium carbide and hafnium carbide were derived . The results are-- ZrC AH298.15 ( combustion) = -308.60 ± 0.55 kcal /mole , AH298.15 ( formation) -47.0 ± 0.6 kcal /mole , AH298.15 = HfC (combustion ) = -306.08 ± 0.20 kcal/mole , AH298.15 ( formation) -52.3 ± 0.4 kcal /mole . = INTRODUCTION This report contains the results of calorimetric measurements to obtain the heats of formation of zirconium carbide ( ZrC) and hafnium carbide ( HfC) . The work was conducted as part of a Bureau of Mines program for determining the heats of formation of oxides , carbides , and nitrides by combustion calorimetry . Combustion calorimetry is one of the most precise calorimetric techniques . The chief obstacle to obtaining accurate heat of formation values for carbides , and the chief reason for the variation in the results of different investigators , is the lack of purity of the carbide samples . Corrections for impurities always involve assumptions which lead to uncertainties . In general , a large impurity correction is accompanied by a large uncertainty in the final result .

In this research by the Bureau of Mines, slightly lean CH4-O2-Ar flames at 0.042 atm with and without small amounts of the inhibitor CF3Br were probed using molecular beam and mass spectrometric techniques. Ratios of product concentrations to reactant concentrations were formed and compared with the equilibrium constant for seven reactions--(l) H+O2 = OH+O, (2) O+H2 = OH+H, (3) OH+H2 = H2O+H, (4) OH+OH = H2O+O, (5) CO+OH = CO2+H, (6) Br+HBr = Br2+H, and (7) H+HBr =H2+Br--to determine to what extent they may be considered balanced in various regions of the flame. With the possible exception of reaction 4, none of the reactions are completely balanced until maximum flame temperature is reached. Once the reactions become equilibrated, their balance is maintained as the temperature and radical concentrations falloff in the secondary reaction zone. Reaction 7, in inhibited flames, is balanced at relatively low temperatures, comparable to reaction 4. Reaction 6 was found not to balance in either the secondary or primary reaction zones. Radical decay in the secondary reaction zone was analyzed using the pool-decay concept. The important recombination reactions were judged to be H+OH+M~H2O+M, and H+O2+M?HO2+M. A rate coefficient of 2x1016 cm6 mole-2 sec-1 is calculated for M = the burnt gas mixture of Ar, HaO, CO2, and 5x1015 cm6 mole-a sec-1 is calculated for M = Ar (both for T = 1,750±150 K).
