The work of the electrical section of the Bureau of Mines may be considered to have had its beginning in April , 1909 , when H. H. Clark was , appointed electrical engineer in the U. S. Geological Survey. The first manuscript prepared by members of this section was Miners Circular 5, which was issued in October , 1911. During each succeeding year additional papers have been published dealing with questions relating to electrical safety. Since 1916 the electrical section has also conducted laboratory investigations on flame safety lamps and gas- detecting devices and has published reports relating thereto . The following selected list of publications covering safety studies and activities of the electrical section has been prepared for the convenience of those who wish to keep themselves advised concerning electrical safety matters . The list includes only such publications as are applicable to present-day prac tices .

Overexposure to noise remains a widespread, serious health hazard in the US mining and other industries despite 25 years of regulation. Most categories of illnesses and injuries associated with mining have improved, with the exception of hearing loss. The drilling of rock in a confined work environment contributes to high levels of noise exposure in mining. The National Institute for Occupational Safety and Health (NIOSH) is conducting research to reduce the noise exposures of jackleg drill operators and to prevent additional cases of noise induced hearing loss (NIHL) by developing and evaluating low-cost retrofit noise controls for equipment. This report describes the procedure for the measurement and reporting of noise from portable pneumatic tools such as jackleg drills. The technique used in this research allows for the determination of the source A-weighted sound power levels and the radiation patterns in octave and 1/3 octave bands. Overall sound power level is also determined. This paper also reports the results obtained by using this procedure to evaluate a SECO S215 standard production drill and a CSIR Miningtek prototype rock drill incorporating engineering noise control measures. It was found that by using the manufacture?s recommended operating pressure of 496 kPa (72 psi) that the CSIR prototype?s sound power was 10 dB(A) less then that of the SECO S215.

As part of the Bureau of Mines subactivity in secondary resource recovery and to expand the Nation's mineral base, the Tuscaloosa Research Center made characterization and preliminary beneficiation studies of the waste residues from various coal-conversion processes: from pilot plant tests of the Synthane process for coal gasification, the Synthoil process for coal liquefaction, and the solvent-refined coal (SRC) process for sulfur removal from coal. Those coal conversion processes selected for this study were based on the availability of pilot plant samples. Physical, chemical, and mineralogical examinations of the wastes made to determine the mineral content prior to physical beneficiation tests indicated that in addition to significant quantities of carbon, some trace elements offer potential for concentration.

"A coordinated, integrated research effort aimed at studying the scientific, engineering and medical aspects of the respirable dust problem is underway in the areas of dust generation, dust dispersion and dilution, dust characterization, interaction of dust and lungs, and relationship of seam characteristics to dust generation and mobility. (FIGURE 24) The Center's research program explores these concerns with the objective of refining existing strategies and developing new respirable dust control techniques that are consistent with the dust-lung interaction processes that lead to mine worker disability. The fundamental aspects of this work are applicable to the control of respirable dust problems in both hard rock mines and coal mines and to other dusts such as diesel-generated.Research projects in the Generic Mineral Technology Center for Respirable Dust have effected several improved methods for the preparation and characterization of the dusts needed by these projects. Superior procedures for generating ""standard"" dust samples have been developed and are in regular use in the laboratory. Questions raised during the course of some projects regarding ""stale"" versus ""fresh"" dust have led to the development of sampling techniques where the dust is directly collected in a surfactant. MSHA and CANMET have requested and received information on Center generated software. An equipment manufacturer, TSI, Inc., requesting input on modifying the inlet of an aerosol sampler has been assisted as a result of research that was conducted at the University of Minnesota.The objectives, scope and progress of all the research projects in the Center, in the form of abstracts and reports, have been detailed in Volume 1 of this series. Research papers written by the principle investigators and resulting from the findings of projects (FIGURE 25) and which are funded by U.S. Bureau of Mines grant number G1135142 have been published in Volumes 3 through 6 and Volume 8 of this series. Volume 2 relates the cooperation and interaction of the U.S. Bureau of Mines and the Generic Mineral Technology Center for Respirable Dust in research on the problem of respirable dust in the mineral industries."

Research was conducted to develop operating techniques and define some of the limiting parameters for microbially converting hydrous calcium sulfate to hydrogen sulfide. The work was carried out in either glass stoppered flasks or anaerobic fermentors. Using the criteria of pH, temperature, number of bacteria per milliliter of test solution, and hydrogen sulfide produced, it was shown that hydrous calcium sulfate could be microbially converted to hydrogen sulfide at a rate of 7.3 g H2S/1 of fermentor volume per 24 hours. The various parameters defined were pH, temperature, and medium exchange rate. These were shown to be a pH range of 7.2 to 8.8, a temperature range of 30° to 35° C, and a medium exchange rate of 70 percent of the ferment or volume per 24 hours. It was also shown that a daily waste was between 50 and 77 percent as effective as sodium lactate in supporting the production of hydrogen sulfide and that by utilizing a gas to purge the fermentation system, a 1.7-fold increase in hydrogen sulfide was obtained.

This report summarizes the procedure and results of an investigation to determine the stresses in the rock around an underground opening in the Climax molybdenum mine, Climax, Colo. This study is part of an overall investigation conducted by the Bureau of Mines to determine the stresses induced by block-caving mining. The purpose of this study is to obtain estimates of the magnitudes and directions of the principal stresses, the location of the maximum stress concentrations, and the effect of topography on the stresses.

"In recent years efficient safety organizations have been considered essential at all well-managed metal mines. Statistics from numerous mines throughout the country show that the expense of operation of these safety departments is repaid many times by the saving due to fewer accidents. Men trained in first aid, mine rescue and fire-fighting are important parts of the safety organization at most mines. It is more desirable, however, to lay stress ma accident prevention and fire precautions rather than on first aid and fire fighting. Both of these phases of safety work have been well developed in the Globe Miami district. The co-operative mine rescue organization* in this district under Orr Woodburn, is one of the best in the country. Mine rescue teams are kept trained at all the mines and the oxygen breathing apparatus is constantly maintained in good condition. Miners are also trained in first aid, and are offered incentives to make themselves proficient both in mine rescue and first-aid work.The Old Dominion Company is among the leaders in the safety movement in the Globe-Miami district. The safety department at this mine was established January 1, 1914, and has been developed to a high degree of efficiency. W. G. McBride, general manager of the company, takes an active part in the safety work and has given Albert Talon the safety inspector, his active support in developing the organization. The success of the department is dos largely to the ability, tact, and personality of the men directing the work.The following description of the establishment and operation of the safety organization at this mine was prepared from information supplied by Mr. Tallon."

This Bureau of Mines report provides information on the first 49 water-flood projects (or units) in Nebraska. All injection was in the ?D? or "J" Cretaceous sands of western Nebraska. Specific data presented include location, map, discovery and development, water supply and injection, oil and water production, estimates of oil in place, primary and secondary recoveries. The 49 projects studied) including four dual-zone projects, should recover about 126.5 million barrels of oil. Eighty-six percent of the estimated oil had been recovered by the end of 1966. Abundant water was found near most projects.

Use of digital computers makes possible a more efficient and complete analysis of data from a mineral deposit . This computer program was written and used during an investigation into the efficiency of methods of computing grade and tonnage of ore , wherein it was necessary to make repeated computations involving different combinations of data . As part of the total metallurgical system to recover metals from secondary resources, the Bureau of Mines conducted froth flotation research, using cationic reagents to recover glass from urban refuse. Batch flotation tests showed that high-quality cullet can be obtained from glass-rich aggregates derived from municipal incinerator residues and unburned refuse. This was confirmed by pilot plant operations treating 350 pounds of flotation feed per hour. Aggregates containing 85 to 90 percent glass were wet-ground to minus 20 mesh, deslimed in two stages, and fed to flotation cells. The glass was selectively floated using an amine collector, usually in an amount under 0.2 pound per ton of solids in the feed. The glass concentrates from the rougher cells were cleaned by refloating two or three times. Over 90 percent of the glass in the deslimed feed was recovered in the cleaned concentrates.

The Bureau of Mines program of investigation and development of domestic mineral deposits had as its wartime objective the most effective immediate utilization of these resources in the interest of National security. Since the war, the results of individual projects are being prepared for publication as rapidly as practicable. Numerous chromite deposits were examined, among them those of the French Hill Mine in northern California. Situated 16 miles east of Crescent City, 76 miles from the nearest railroad shipping point at Grants Pass, Oreg., this deposit had a recorded yield of about l4,000 tons of metallurgical-grade chromite to the end of 1943. By the end of 1946, total production was more than 25,000 tons, averaging 43 percent Cr2O3, with a chrome:iron ratio of about 2.5:1.

Research undertaken by the Bureau of Mines in 1938 has resulted in the development of titanium from a laboratory curiosity to a commercial metal. Along with processes for producing the metal, it was necessary for the Bureau to develop methods for analyzing the metal, raw materials, and intermediate products. Some of the methods developed have been published.3 4 5/ General Services Administration (GSA) was responsible for purchasing titanium metal under Defense Production Act contracts with commercial producers. GSA designated the Federal Bureau of Mines to analyze this metal and establish its compliance with Government specifications. A substantial quantity of tin was found in some of the samples analyzed, and in July 1957 tin was added to the list of impurity elements to be determined. The specifications limited the amount of tin in titanium sponge to a maximum of 0.10 percent. A program was immediately initiated to investigate methods and techniques for determining tin in the range of 0 to 1.0 percent. A method accurate at the 0.10 percent level was necessary, as this level was the critical range for acceptance or rejection of the metal.

This study is intended to serve three roles. First, it is the second annual edition of this study in a separate volume that represents a global overview and summary to supplement and complement the five regional volumes that now constitute the U.S. Bureau of Mines international, geographically arranged studies. In this regard, it also extends previous works under this title that appeared in the inter-national volume of the Minerals Year-book from the inception of that volume (the 1963 edition) until it was subdivided into six separate volumes in 1989. Following the traditional format of past chapters under this title, the basic statistical presentations herein deal chiefly with 1990, and in a few instances with 1988 or 1989; these latter two only because more recent, comprehensive global statistics simply are not yet available owing to delays in data collection and processing in some countries and continued governmental suppression of data in others. The second role of this study is to provide an update to the coverage of events impacting on the world's mineral industry that have occurred between the end of 1990 and the preparation of this study. Inclusion of this update is almost essential because of the potential effect of some of these events on global mineral industry activities.

The effect of slag composition on lead losses to slags and on the behavior of associated accessory elements in lead blast furnace smelting has been studied by the Bureau of Mines. Equilibrations of 30 g of lead and synthetic slag doped with Cu, In, TI, and Sb at 1,200° C in CO-C02 atmospheres revealed the importance of the FeO:Si02 ratio and the basicity ratio, (CaO+MgO):SiO2, of the slag. Lead losses to slags increased with an increasing FeO:Si02 ratio and decreased with an in-creasing basicity ratio. Copper and indium distribution coefficients, [Lx =] increased from 15 at the lower basicity ratios to near 60 at higher basicity ratios. LTI values increased from 20 to 150 as slag basicity increased. Lcu, Lin, and LTI were relatively in-dependent of the FeO:Si02 ratio, but increased with greater amounts of accessory elements in the system. Antimony distribution alone was shown to be strongly affected by FeO:Si02 ratio, although data were scattered. LSb values ranged from 20 to 800 and decreased sharply with increasing FeO:Si02 ratios. The basicity ratio and the level of accessory element load did not have any noticeable effect on LSb.

The preface of the United States Bureau of Mines Manual of First Aid Instruction contains the following paragraphs: One of the most important inquiries that Congress has authorized the Bureau of Mines to conduct relates to health condi- tions among those engaged in the mineral industries. Investigations made early with a view to bettering these conditions demonstrated the need of prompt care of injured miners, as, under the difficulties inherent to mining and other mineral industries; wounds seemingly unimportant, if not treated promptly, may become infected and possibly cause permanent crippling or even death of the porach. In the past many seriously injured persons have been treated by fellow workers ignorant of approved means of treatment and transportation and have been handled in such a manner as to cause suffering and to accentuate injuries to such a degree as to bring about permanent disablement. Accordingly, the need of general instruction in first aid became apparent. It must be recognized that the conditions in and about the mines, mills, smelters, quarries, oil fields, etc., usually present difficulties not found in large industrial centers where experienced surgeons are available and hospitals close at hand. Many mines are isolated and, when an accident occurs several miles underground, there may be a serious lapse of time before the injured person can be brought to the surface and taken to the hospital or given attention by a sur- geon who may have to come a long distance. Under such conditions it has been frequently demonstrated that, if effective first aid is not given, the injured person may die or become permanently crippled... First-aid instruction has been found to be an excellent aid3in pre- venting accidents. Rock mechanics measurements indicate that the present two-bed mine design used at the Big Island trona mine, Green River, Wyo., results in stable workings. Vertical pressure changes in the lower panel pillars and horizontal pressure changes in the lower bed roof and floor indicated negligible upper bed mining influence. Pillar stresses stabilized soon after upper bed mining was completed. Strata movements in the pillar ribs, roof, and floor were also negligible and stabilized soon after completion of upper bed mining. Using tributary area theory, the confined core approach, and studies of model trona pillars it is shown that increased extraction ratio is possible. A program of gradually increased extraction ratio accompanied by simple measurements should result in a mine design that includes both higher recovery and long-term stability.

The Bureau of Mines 8-liter flammability system was used to study the effectiveness of a variety of powdered inhibitors in preventing the propagation of explosions of coal dust or methane in air. Over 35 different chemical additives were evaluated against Pittsburgh seam pulverized coal. The least effective inhibitors were the carbonates, which required mass additions in the range of two to three parts inhibitor to one part of coal dust in order to prevent propagation. The most effective inhibitors were the derivatives of ammonium phosphate, which were effective quenching agents at additions of only one part inhibitor to four parts of coal dust. Alkali halide powders were of intermediate effectiveness. These laboratory-scale results are in good agreement with full-scale mine experiments in all cases where detailed comparisons have been made. Data were also obtained for the effectiveness of several of the same powdered inhibitors against methane-air explosions. Their relative order of effectiveness and the concentration ranges required for quenching the gas explosion are comparable to those measured for coal dust explosions. Data are also presented for the effectiveness of N2 and CF3Br addition. Some preliminary data are also presented for powder addition to methane burner flames. Those data are compared with other burner data and evaluated in terms of their relevance to explosion tests.

The atmosphere in part of an air-sealed coal mine was monitored continuously through a drill hole for oxygen content to determine the effectiveness of sealing a mine against the entrance of air and the major force that caused the phenomenon of mine breathing through the overburden. The differential pressure across the seal and the barometric pressure on the outside also were recorded. A general correlation, obtained between the oxygen level, differential pressure, and barometric pressure, indicates that changes in air pressure are the cause for periodic replenishment of the oxygen in the mine. Mine effluent quality was determined by conditions in many sections of the mine and could not be related to the oxygen level at the drill hole.

Two lime sinter processes for recovering alumina from clay, the double-leach process and the single-leach process, are evaluated in this Bureau of Mines report. In both processes, clay and limestone are mixed and sintered to form calcium aluminate from which alumina is extracted as sodium aluminate by leaching with a dilute solution of sodium carbonate. The pregnant liquor is desilicated, then carbonated to precipitate alumina trihydrate which is recovered and calcined to a,-alumina. The fixed capital costs for plants producing 1,000 tons per day of alumina are $85 million for the double-leach process and $86 million for the single-leach process based on a Marshall and Stevens chemical equipment index of 240.0. Because plant locations are variable with respect to the proximity of clay and limestone deposits, a nomograph is included to determine operating costs at various delivered costs of clay and limestone. For plants at which the delivered cost of clay containing 30 percent A1203 is $2 per ton and the delivered cost of limestone is $1 per ton, the operating costs are $81.04 and $89.87 per ton of alumina for the double-leach process and single-leach pro-cess, respectively.

"Results of a research effort directed towards identifying and measuring the genotoxic properties of respirable particulate matter involved in mining exposures, especially those which may synergistically affect genotoxic hazard, are presented. Particulate matter emissions from a direct injection diesel engine have been sampled and assayed to determine the genotoxic potential as a function of engine operating conditions. Diesel exhaust from a caterpillar 3304 diesel engine, representative of the ones found in underground mines, rated 100 hp at 2200 rpm is diluted in a multi-tube mini-dilution tunnel and the particulate matter is collected on 70 mm fluorocarbon coated glass fiber filters as well as on S"" x 10"" hi-volume filters. A six mode steady state duty cycle was used to relate engine operating conditions to the genotoxic potential. Results to-date on diesel exhaust have indicated that use of a primary component of pulmonary surfactant as a medium for collecting and applying respirable particulate material to cells for mutagenicity testing offers a true representation of in-vivo delivery of such respired aerosols to pulmonary cells and the genetic material within. Protocols have been developed to sample and assay the diesel soot and diesel soot/mineral dust complexes which would not compromise the surf ace and physical properties of the particulate material. Evidence has been gathered to show that diesel soot expresses mutagenic potential as dispersions in DPL in the Ames tests as well as sister chromatid exchange activity in the animal lung fibroblast ·derived V79 cell line. The results are comparable to the standard solvent extraction procedure. INTRODUCTIONDiesel engines are primarily associated with transportation; however, they are also very common in the work place. Of particular concern is the use of diesel engines in mining operations. Currently there are 1,950 diesel machines working in underground coal mines throughout the country. These units are used in 151 mines encompassing nine different states (MSHA, 1991). It is believed the use of diesel powered equipment has contributed to higher productivity in these mines. However, the exhaust from diesel engines operated in underground mines has been a subject of concern during the past decade because of its suspected relationship with health aspects. The particulate matter generated by the diesel engine is of particular concern."
