PART A. ELECTRICAL EQUIPMENT – GENERAL Paragraph 1. Electrical Equipment; Examination. All electric equipment shall be examined, tested, and properly main¬tained by a qualified person to assure safe operating conditions. The examinations and tests shall be performed at intervals not exceeding six (6) months unless otherwise specified in Parts A, B, C, D, and E. When a potentially dangerous condition is found on electric equipment, such equipment shall be removed from service until such condition is corrected. A record of such examinations shall be kept and made available to an authorized representative of the Secretary and to the authorized repre¬sentative of the miners in such mine. Each item of major equipment, in¬cluding substations, switchgear, load centers, and so forth except powered hand tools, shall be recorded separately. The record of such examination shall include all dangerous conditions found, corrective action taken, and name of examiner, and shall be signed by the person responsible for main¬taining the equipment in safe operating condition, who shall also be a qualified person. Paragraph 2. Electrical Work; Qualified Personnel. No electrical work shall be performed on electrical distribution circuits or equipment, except by a qualified person or by a person trained to perform electrical work and to maintain electrical equipment under the direct supervision of a qualified person. Disconnecting devices shall be locked out and prominently tagged by the persons who perform such work, except that in cases where locking out is not possible, such devices shall be opened and prominently tagged by such persons. "A microscope-based spectrophotometer has been developed to measure superoxide release from single pulmonary alveolar macrophages (PAM) or other phagocytes in culture. Results indicate that PAM respond to stimulation by phorbol myristate acetate (PMA). It appears that some PAM do not release 02 upon stimulation by PMA; however, those that do release 0, show differences in: (I) the total amount of 0, released, (2) the rate of release of 02 and (3) the time delay for release of 02. The significance of measuring 02 release from single cells is two-fold. It allows the simultaneous study of 02 release and electrical potential changes across the membrane of PAM and it allows the study of differences in 02 release among cells. Thus, the function of Normal PAM and the dysfunction of PAM exposed to coal dusts can be more closely studied on single cells.Pulmonary alveolar macrophages (PAM), free cells found in the lungs, protect the lungs by removing inhaled foreign debris and bacteria. The macrophages do this by engulfing and then internalizing the foreign matter (phagocytosis). Stimulation of PAM causes the release of super-oxide radical (02) which has been shown to be the primary metabolite involved in the killing of bacteria by phagocytes (3,8,12). The super-oxide radical is highly reactive and is spontaneously or enzymatically converted to other antibacterial oxidants, including hydrogen peroxide (H202), singlette oxygen ( 02), hydroxyl radical toil'), and hypochlorous acid (HOCl) (2, 3,8,11,12).Exposure of PAM to dusts may lead to dysfunction of this cell-type and to a greater risk of lung damage or infection upon subsequent exposure to toxic dusts. To date, much of the research with this cell-type has used cytotoxicity (cell death) as a measure of dysfunction. Although this is an important end point, PAM dysfunction may occur at doses below those which lead to cell death. In addition, dysfunction has been measured using large numbers of cells. In order to obtain a clear understanding of the mechanisms involved in dysfunction, measurements should be made on single cells. As mentioned earlier, one of the major roles of this cell type is its anti-bacterial actions. Therefore, asessment of release of superoxide radical in single cells is important in determining the functional behavior of PAM before and after exposure to dusts. Since measurements of 02 production have not been made on single cells the purpose of this study is to develop the methodology needed to study release of 02 from single cells.Recent studies have suggested that a relationship exists between the release of 02 and changes in the electrical properties of phagocytes. The change in membrane potential is thought to be the initial step in superoxide production (6,9). Stimulants which cause 02 release also cause changes in the transmembrane potential of phagocytes (9) and in the permeability of the cell membrane to ions (6). For example, stimulants which cause the release of 0, from neutrophils have also been shown to increase the membrane transport of Na+ , K+ and Ca+2 and stimulation of macrophages leads to increases in Na and perhaps Ca permeability with a subsequent change in membrane potential. In some cases, phagocytic activity has been shown to depend upon the extracellular concentrations of these ions (6). Holian and Daniele (7) have shown evidence that the redistribution ofcellular Ca in alveolar macrophages is an initial step leading to 0, release. In order to provide direct evidence that 02- production is related to electrical changes across the plasma membrane of phagocytes, these two phenomena must be analyzed simultaneously on single cells. Ultimately, measurements of 0, release using the methodology developed in this study will be combined with electrophysiological tech¬niques to study both superoxide release and membrane potential changes simultaneiously on single PAM, and to examine the effects of coal and mineral dusts on their physiological fu"

Introduction The Cost program was developed to provide the planning engineer with a tool to evaluate the cost implications of the technical mine design decisions. Direct costing methods are employed, where feasible, to provide greater detail and accuracy in the primary cost centers. Options have been provided in the cost computation, economic analysis, and output data subsystems to increase the flexibility of the system. Computer Program The program is written in Fortran IV for use in the IBM System 360/370 computers. i. Main - The main routine reads and stores input data from three sources, user input, Cost Data Library, and data transfer from the Master Design Simulator. Data is trans¬ferred to the appropriate subroutines, as they are called, by means of labeled common blocks. ii. Subroutine CSTCOM - is a data modification routine which computes the peripheral charges related to labor and supervisory costs. iii. Subroutine MANPWR - interrogates section data to determine the total labor and supervisory costs for each cost center. iv. Subroutine CAPCST - computes the total capital investment for each cost center, including the economic life and salvage value of each element. Combustion aerosols consist mainly of elemental and organic carbon (EC and OC). Since EC strongly absorbs light and thus affects atmospheric visibility and radiation balance, there is great interest in its measurement. To this end, the National Institute for Occupational Safety and Health (NIOSH) published a standard method to determine the mass of EC and OC on filter samples. Another common method of measuring carbon in aerosols is the aethalometer, which uses light extinction to measure "black carbon" or BC, which is considered to approximate EC. A third method sometimes used for estimating carbon in submicron combustion aerosols, is to measure particle size distributions using a scanning mobility particle sizer (SMPS) and calculate mass using the assumptions that the particles are spherical, carbonaceous and of known density. With an eye toward evaluating the use of these methods for measuring carbon in freshly emitted diesel aerosols, the objective of this paper is to compare the results among these methods and to investigate the role of OC when measuring the mass concentration of elemental carbon (or black carbon) in aerosols emitted by a medium-duty Diesel engine. Results indicate that the aethalometer response correlates well with the data from filter samples (R2 = 0.99), with a very slight positive interference at high levels of OC.

At ordinary temperatures and pressures methyl ethyl ketone (MEK)-air mixtures containing between 2.0 and 11 vol.-pct. MEK and methyl isobutyl ketone (MIBK)-air mixtures containing between 1.5 and 7.5 vol.-pct. MIBK are flammable. However, MEK-bromochloromethane (BCM)-air mixtures containing at least 6.2 vol.-pct. BCM and MIBK-BCM-air mixtures containing at least 7.0 vol.-pct. BCM are nonflammable. Also, MEK-BCM-air and MIBK-BCM-air mixtures containing less than 18.7 vol.-pct. oxygen are nonflammable. To assure the formation of nonflammable mixtures when mixed with air, MEK-BCM vapor mixtures must contain at least 1.6 vol. BCM per volume MEK, and MIBK-BCM vapor mixtures must contain at least 2.8 vol. BCM per volume of MIBK; these quantities of BCM would be produced by liquid mixtures containing 55 vol.-pct. BCM in the first case and 60 vol.-pct. in the second. An MIBK-BCM-trimethylene chlorobromide mixture containing equal volumes of each liquid forms nonflammable mixtures with air at ordinary temperatures and pressures. The same is true of a liquid mixture containing 34.6 pct. (liquid volume) BCM, 34.b pct. perchloroethylene, 15.4 pct. MIBK, 7.7 pct. toluene, 3.85 pct. ethyl amyl ketone, and 3.85 pct. trimethylene bromide.

This investigation was conducted jointly by the Bureau of Mines and the Geological Survey to obtain further information on the source and economic possibilities of the copper mineralization exposed on the Copper Giant group of claims, Ajo mining district, Pima County, Ariz. The Copper Giant group of claims was first brought to the attention of the Bureau of Mines by Joseph Hunter (deceased), Phoenix, Ariz., part owner of the claims. In December 1942 these claims, and an adjoining group, were investigated by T. C. Denton, mining engineer, formerly with the Bureau of Mines, and Nels P. Peterson, geologist, Federal Geological Survey. It was concluded the area could not be considered as a source of copper for immed- iate emergency needs and that further investigation of the area, at the time, was not warranted. In the spring of 1948 the lessee, J. H. Greenway Albert, requested Bureau of Mines assistance in developing the property. J. H. Hedges, former chief, Tucson Branch, Mining Division, and Lincoln A. Stewart, mining engineer, Bureau of Mines, made a cursory examination of the property and noted that at numerous places, low-grade copper mineralization appeared on fractures and bedding of the Locomotive fanglomerate and Ajo volcanics, which are thought to be of Tertiary age. During the period of May 11 through 14, 1949, Bureau of Mines engineers3 mapped and sampled two areas of mineral- ization. On June 2 and 3, 1949, the areas selected by the Bureau and three other nearby mineralized areas were investigated by C. A. Anderson and R. S. Cannon, Jr., of the Federal Geological Survey. As a result of these examina- tions, further investigation of certain areas was believed to be merited. The Copper Giant area was selected as the most favorable in which to carry out exploratory and development work. The field work on the project was started in October 1949 and completed in December 1949. It consisted of road building, trenching, sampling, topo- graphic and geologic mapping, diamond drilling, and logging of core. Samples taken on the project and during preliminary examinations totaled 64, of which 63 were surface samples. Diamond drilling, started October 10 and completed December 7, consisted of two holes for a total depth of 1,542 feet.

Under contract with the Federal Bureau of Mines, Bituminous Coal Research, Inc., performed a statistical study to find less expensive and time-consuming methods of monitoring the noncombustible content of coal mine dust. Calculations based on thermodynamic considerations verified the reasonableness of Federal rock-dusting requirements. The results of extensive sampling in southwestern Pennsylvania mines indicated that, at the 95-percent confidence level, the present system of sampling at 200-foot intervals may be replaced by sampling at 500-foot intervals, and that a 1-inch scoop floor sampler may replace the standard 6-inch scoop for floor sampling. Further field testing is recommended.

The U.S. Bureau of Mines investigated a hydrothermal sulfidation (HTS) and chloride leaching procedure to recover lead and silver from plumbojarosite. The plumbojarosite, generated during pressure-oxidative leaching of zinc concentrate in a commercial operation, contained, in percent, 25.4 Pb, 18.8 Fe, 1.4 Zn, 29.5 sulfate (S042.), 3.2 elemental sulfur (SO), 13.4 total S, and 7.4 tr oz/st Ag. The HTS was conducted in an autoclave and converted the plumbojarosite into amorphous iron oxide and liberated the Pb and Ag as sulfides (S2) The best operating conditions were 50 g of plumbojarosite and 7 pct So (2.04 g So added) in 500 mL of 2.0-mol/L NH3 at 150° C for 1 h. The sulfidation product contained, in percent, 37 Pb, 28 Fe, 2 S042., 7 total S, and 11.2 tr oz/st Ag. Flotation of the sulfidation product was conducted at pH 3 with 15-pct pulp density and 2.4lb/st of isopropyl xanthate as collector. The flotation concentrate contained 43 pct Pb, 25 pct Fe, and 13 tr oz/st Ag. FeCl3 leaching of the sulfidation product in a resin kettle extracted 98 pct Pb and 97 pct Ag from the sulfidation product, and HCI-Oz leaching in a shaker glass bottle extracted 99 pct Pb and 98 pct Ag. Both leach residues met the Environmental Protection Agency's Toxicity Characteristic Leaching Procedure (EPA-TCLP) standards for nonhazardous wastes. The HTS and chloride leaching procedure is a potentially effective method for detoxification of plumbojarosite-bearing residue from the zinc pressure-leaching circuit.

"INTRODUCTION This paper describes a method for the rational sorting of particles by means of a laboratory batch jig. Its purpose is to show that a material can be reliably appraised for gravity concentration without the drudgery of sink-float fractionations.Development of the batch- jig method of testing was incidental to a study of the Birmingham, Ala., red-iron ores now being conducted by the Bureau of Mines in cooperation with the University of Alabama and the ore-producing companies.APPLICATIONOres and coal are commonly tested for their gravity-concentration characteristics by specific-gravity dissections in heavy liquids. The heavy liquid most commonly used for coal is zinc chloride and for ores they are benzene, carbon tetrachloride, acetylene tetrabromide, methylene iodide, and thallium malonate formate. The last is poisonous and corrosive to the skin but is essential for separations in the 3.3 to 4.4 specific gravity range. The last two of these liquids are expensive, and several of them are hard to obtain now.Although it is not suggested that heavy-liquid dissections be eliminated entirely, sometimes a more reliable evaluation of coal and ore can be obtained by other and more simple means. For example, sink-float data were unsatisfactory as a guide to commercial gravity concentration of a red-iron ore because they did not take into account the difference in particle shape of the hematite and gangue and the differences in true and apparent specific gravity of the hematite grains, some of which were porous. For this ore, the batch-jig method of testing herein discussed proved advantageous. Not Only did the batch-jig data give a truer picture of the concentration problem, but only about one-tenth the time of the conventional sink-float tests was required."

A program was written which utilizes a remote teletype input to a time- sharing computer to plot charged particle or X-ray energy spectra which are stored in the memory of multichannel analyzers. The program, written in FORTRAN V, accepts the data printed out by the pulse height analyzer on paper tape and then, after reading these data tapes into the computer, plots on the teletype the desired energy spectra on a scale automatically adjusted for the maximum number occurring in the data. The program is flexible enough so that the researcher can subsequently expand or contract the vertical (intensity) or horizontal (energy) scales. With a slight modification, the program will accept data printouts from scalers or analog to digital converters. The program also includes a feature for integrating the energy peaks obtained by pulse height analysis.

Transient electrical noise events pose serious problems for data acquisition systems used in monitoring acoustic emissions in laboratory and field environments. The U.S. Bureau of Mines has designed and constructed a trigger discriminator circuit for use in ultrasonic acoustic emission studies. Designed for use with signals in the frequency range of 50 to 400 kHz, the instrument examines .incoming signals for frequency content, amplitude, simultaneity, threshold crossings, and number of channels above threshold. If preselected criteria on these properties are met, a plus 5-V pulse is output that may be used to trigger a data acquisition system, allowing rejection of noise events that do not possess useful information. The system was designed for four input channels, but may be expanded to more channels with minimal design changes.

Research was conducted by the Bureau of Mines to determine feasible roasting methods for the removal and the recovery of germanium, cadmium, and lead as enriched fractions from sphalerite concentrates. The two types of roasting processes studied were: (1) Batch, with a stationary bed, and (2) continuous, with a suspended bed, Results indicated that either method gave satisfactory metallurgical recoveries} but the continuous process is recommended because of inherent advantages. Final products were enriched fractions that could be treated by conventional methods for production of metallic germanium, cadmium, and lead. In the batch process, the concentrates were placed in a large tube furnace and heated at 1,080° C, an average of 3 hours. During the heating period, inert, reducing} or sulfur-laden gases were passed over the stationary charge to convey the sublimed metal sulfides from the hot portion of the tube to a lower temperature condensing zone at the end of the tube, where the metal sulfides were collected on baffles and recovered. In the batch and fluidizing roasting processes alike, the gases passed over or through the charge and served only as carriers for the sublimates and as suspension media in fluidization roasting. Since both processes depended on the volatilization, at relatively high vapor pressures, of the sulfides of germanium, cadmium, and lead, it was imperative that very little oxygen come in contact with the charge to alter the sulfide minerals. Germanium has a high affinity for oxygen, but in this instance it was buffered by being in solid solution in zinc sulfide.

This paper is concerned with the theoretical study of UHF radio communication in coal mines, with particular reference to the rate of loss of signal strength along a tunnel, and from one tunnel to another around a comer. Of prime interest are the nature of the propagation mechanism and the prediction of the radio frequency that propagates with the smallest loss. Our theoretical results are compared with measurements made by Collins Radio Co. This work was conducted as part of the Pittsburgh Mining and Safety Research Center's investigation of new ways to reach and extend two-way communications to the key individuals that are highly mobile within the sections and haulage ways of coal mines.

This chapter includes tables for 1979 that were not available in time for publication in the 1978-79 Minerals Yearbook, but it does not include corresponding tables for 1980. The value of raw nonfuel mineral output in 1980 was estimated at $24.8 billion, 8.5% above the 1979 value. Of the 21 metal commodities produced, quantitative output increased for 11 and decreased for 10. The values for 10 metals were up, 10 were down, and 1 was unchanged. Among the 47 non-metallic commodities produced, 14 showed quantitative increases, 32 declined, and 1 was unchanged. In terms of value, 32 nonmetallics increased, and 15 declined.

Contacts with energized conductors are a major cause of electrocutions in underground coal mines. Sensitive ground fault interrupters (GFI's) installed on in-mine three-phase ac utilization circuits would probably prevent the majority of these deaths. A sensitive GFI is a protective device that detects and interrupts small deadly ground currents in the milliampere range before those currents can cause ventricular fibrillation in humans. Commercially available three-phase sensitive GFI's have not been specifically designed for application in coal mines. The Bureau of Mines therefore tested three commercial GFI models to determine their worthiness for mine power systems. GFI design and construction, transient immunity, reliability, and time-current characteristics were evaluated in laboratory tests. No commercial device was found suitable for mine use without design modifications. The tests results will serve as a basis for the development of a mineworthy sensitive GFI in ongoing Bureau research.

Since 1922 when the Bureau of Mines issued a report2 covering the slate industry in detail, changes in technology have taken place which have an important bearing on the industry. The present paper comprises a record of these changes. Though the value of slate, for roofing, structural, blackboard, sanitary, and electrical uses is generally recognized, it has many competitors. To meet this constantly increasing competition producers are promoting economies in manufacture, and improving processes, thereby lessening costs of production, and are placing on the market products of the highest possible quality, thus creating satisfaction and confidence on the part of the user. This endeavor to place the industry on a better basis, both as regards processes and products, is shown in the recent developments in technology which are presented herein. "INTRODUCTION In city smoke-abatement work it is customary to require approval of the sizing of fuel-burning equipment. This is to insure that, with reasonable attention, the equipment can be operated essentially smokelessly, having such features as ample furnace volume and air supply. To answer the many inquiries that come to the Bureau of Mines as to what dimensions are acceptable and standard, the requirements of a number of smoke-abatement ordinances have been tabulated.CONCLUSIONSStudy of these tabulations shows that even after many years of fuel-burning practice and experience there is no common standard. Variations in the requirements for the same type of equipment under the same conditions of operation are great. This causes considerable difference in installation costs. Over-all costs being affected, the competitive positions of different types of fuel-burning equipment are also affected. It is apparent that there is a lack of information as to proper dimensions that is commonly accepted as authoritative.DISCUSSIONTable 1 gives the minimum furnace-setting heights required by various cities for mechanical underfeed stokers installed under H.R.T. boilers. Figure 1 shows a typical installation. The dimension given for each case is the distance from the dead plate of the stoker to bottom of boiler shell, unless otherwise noted. As shown in the table, different cities use different size-classification systems; it is not possible to make complete, exact, direct comparisons. Table la gives a comparison for various cities, showing the approximate percentage difference in H.R.T. furnace-setting heights required from those recommended by the Stoker Manufacturers' Association arbitrarily chosen to serve as a basis of comparison. The percentages are approxi¬mate because they were calculated as if all heights as given were measured from the dead plate of the stoker. In two cases a lower height is permitted, in a number of cases the height may be the same, and in a number of cases the height must be greater. The percentage increase goes to 100 in one case. Lack of uniformity is quite evident."

This Bureau of Mines report summarizes some recent results on the sensitivity of various experimental explosive systems using ammonium nitrate (AN) as the oxidizing agent. The sensitivity survey included drop-weight and friction testing and sensitivity to initiation by projectile impact and a No.8 blasting cap. It was found that certain types of AN prills can result in cap-sensitive mixtures when combined with No.2 diesel fuel (Fa); prilled AN mixed with nitromethane also result in cap-sensitive mixtures. Mixtures of AN prills and neat 1-and 2-nitropropane were not cap-sensitive, and the use of powdered or grained aluminum in AN-FO did not adversely affect the sensitivity except possibly to increase its sensitivity to friction.

Current methods of inspecting wire rope for broken wires or excessive wear include visual inspection, physical measurements of rope diameter, and electromagnetic nondestructive testing (NDT). Visual inspection and physical measurement arc the least comprehensive methods. Electromagnetic NDT enables a more thorough assessment of the condition of a wire rope, but the repeatability, accuracy, and objectivity of this method can be improved. One means of achieving this goal is to use a computer to analyze the test data and determine the condition of the wire rope, including the presence of broken wires and corrosion, and the amount of wear. An off-the-shelf data acquisition and analysis system was tested in a U.S. Bureau of Mines laboratory using a continuous loop of wire rope containing fabricated flaws. The test rope was run through a commercially available NDT instrument. The output of the instrument, normally connected to a paper strip chart recorder, was digitized and analyzed with a personal computer. These initial tests were successful in showing that the use of a computer can improve current methods of NDT waveform collection and analysis.
