During the course of an investigation by the Bureau of Mines into the causes, behavior, and control of anthracite-mine fires, it was observed that the carbon monoxide disappeared from a sealed fire area much more rapidly than could be explained on the basis of leakage of gases. Two suggestions were offered for this high rate of disappearance: (1) That the carbon monoxide, was oxidized at temperatures below 150° C. by either the anthracite or its ash (tests on many anthracites have shown that at temperatures above 150° C. carbon monoxide is liberated in the oxidation products when air is passed through it); (2) that the carbon monoxide was oxidized by micro-organisms present in the sealed area.

A new filter cassette is described which can be used with Coal Mine Dust Personal Sampler Units (CFR, Title 30, Part 74). The sealed cassette design reduces the chances of sample loss due to reverse flushing, impact or cassette opening. The filter capsule weight is approximately 400 milligrams and is stable for at least one year in storage. The alpha quartz content of the filter element is less than 5 nanograms per square millimeter of surface. The cassette is designed to be used with a new sampling head. The manufacturing costs of the new cassette will require an increase of approximately 30% in the selling price.

AGAIN in 1963, as in nearly every year since 1946, the Canadian mineral industry has established a new national record in value of mineral production. The 1963 estimated total value of $2,976 million is 5 percent higher than the 1962 value of $2,845 million.2 As in previous years, metals made up more than half the value of total production. For selected years since 1949 the category percentages and total value are as follows: [ ] Crude petroleum, Canada's most valuable mineral product, accounted for 21 percent of the total value of minerals in 1963. In descending order came nickel 12 percent, iron ore 10 percent, copper 10 percent, gold 5 percent, and uranium 5 percent. Asbestos accounted for 5 percent, sand and gravel 4 percent, and cement 4 percent. The complete list of Canada's mineral products includes more than 50 basic commodities.

In the years 1850 to 1923, the United States produced 2,426,000 flasks- (73,600 metric tons) of quicksilver worth $120,500,000. California yielded 2,195,000 flasks of this total; the remainder came from Texas, Oregon, Nevada, and A.rizona. Most of this metal has been extracted from low-grade ores, those containing less than 0.5 per cent mercury or 10 pounds per ton. The finished product or " virgin metal" is made at the mine and shipped in flasks. Quicksilver is unique in being the only metal that is liquid at ordinary temperature. Because of this and other physical and chemical properties, it is perhaps more indispensable to industry than any other metal. On the other hand, the quicksilver industry of the world is of vanishing significance" when compared to the major mineral industries with respect to quantity and value of product, capital invested, or the number of men employed. The peculiar value of quicksilver is due to the fact that in some of its applications no substitute is available and in others the substitutes would be unsatisfactory or extremely expensive. Scarcely a branch of science or industry fails to make some use of mercury or its compounds. As a detonator for explosives, mercury fulminate holds first place and in safety and reliability could be replaced only by the highly expensive silver fulminate.t vThrough its use in detonators and in the metallurgy of the precious metals quicksilver is of special importance to mining. In medicine,in the manufacture of electrical apparatus, the production of pigments and antifouling paints, and the general field of experimental science quicksilver is equally indispensable.

Falls of small pieces of rock from between roof bolts continue to cause fatalities and to injure hundreds of coal miners each year. Roof screen is the most effective way to prevent these incidents, but some mines are reluctant to use it because they believe installing screen can be awkward, expensive and time-consuming. The most common type of roof bolting machine used in mines today is the dual boom, outside-controlled roof bolter. Mines who install roof screen using these machines have developed some machine modifications and techniques to ease roof screen installation. This paper describes some successful techniques and machine modifications that are being used in productive mines to assist with roof screen installation. Since the material handling involved with roof screen installation can expose miners to an increased risk of musculoskeletal injuries, the National Institute for Occupational Safety and Health (NIOSH) ergonomists, designed machine modifications and implemented a series of tests to evaluate roof screen handling procedures for outside-controlled, dual boom roof bolting machines. Roof screen installation can also have a positive economic impact on a mine by reducing the cost of injuries, workers’ compensation, required spot or re-bolting, and clean-up of long term travel and belt entries.

Ecuador a gross domestic product (GDP) grew 8% despite a slowdown in production and sales of petroleum, the dominant economic sector. Crude petroleum exports, which amounted to about 35% of total exports in 1977, were valued et $484 million,2 a decrease of 14% from 1976 values. Petroleum export sales were depressed because foreign buyers were somewhat uncertain that State-owned Corporación Estatal Petrólera Ecuatoriana (CEPE) held legal title to the oil until final settlement with Ecuadorian Gulf Oil Corp. In addition to the legal complication, Ecuador maintained a relatively high export price for oil until late in the year. There was also a shrinkage of traditional U.S, markets owing to the Alaskan pipeline becoming operational and an increased availability of Mexican supplies. The export market was also affected by increased domestic production in Peru and Chile, which lessened their import needs, and the pressure of greater competition from the Middle East in supplying crude oil to Caribbean refineries. About 20.4 million barrels or 40% of Ecuador's total crude exports went to the United States. Only 27 wells were drilled in Ecuador during L977; of these, 16 produced oil, 3 were dry holes, and 8 were suspended. About 31 wells were planned for 1978. Three new oilfields were discovered during 1977; two by CEPE in northeastern Ecuador and one by the Argentine State oil company Yacimientos Petraliferos Fiscales (YPF), operating in Ecuador under a service contract. The overall purpose of this study was to develop and evaluate, in the laboratory, instrumentation and procedures which might allow for the use of physical measurements of earmuff attenuation which would yield results equivalent to those obtained from psychophysical measures of attenuation. The ultimate goal was to evaluate techniques which might subsequently prove feasible for physical measurement of earmuff attenuation in the field. Current instruments were modified to have a response similar to differrences observed in earmuff attenuation as observed in Volume 1 of the current contract. Mining noise spectra were selected and presented to a single subject seated in a diffuse noise field. The subject wore one of the muffs evaluated in the earlier study and was also fitted with two physical sound measurement systems. A linear system measured the "outside" noise level and a linear system plus "correction" filter measured the "in-side" noise level. These measurements indicated that, under the procedures presented in this report, a laboratory method for measuring earmuff attenuation is feasible and yields results comparable to an extensive psycho-physical procedure.

The National Institute for Occupational Safety and Health (NIOSH), Pittsburgh Research Laboratory, has undertaken a study to determine how well self-contained self-rescuers (SCSRs), deployed in accordance with Federal regulations (30 CFR 75.1714), hold up in the underground environment with regard to both physical damage and aging. This report presents findings regarding laboratory-tested SCSRs in the sixth phase of testing from mid-1996 to early 1998. The SCSRs were tested on human subjects and on a breathing and metabolic simulator. These results indicate that most of the apparatus, if they pass their inspection criteria, perform satisfactorily. However, the deployed CSE SR-100s exhibited significantly higher inhaled CO2 levels than new units, as in the previous phase. This will cause higher ventilation rates in most users, which will, in turn, result in higher breathing pressures, possibly causing users to prematurely remove the apparatus. CSE Corp. has developed a noise test that can identify apparatus suffering from chemical-bed degradation causing the early CO2 breakthrough. This test was added to the inspection criteria for the SR-100. In addition, several of the MSA Portal-Packs that passed their inspection criteria were found to have KO2 dust in their mouthpieces. Further investigations by NIOSH and the Mine Safety and Health Administration confirmed these findings, which resulted in the decertification of the apparatus and their removal from service.

The literature dealing with the electrical conductivity of solid dielectrics, including all its aspects and its relationships to other physical properties of these materials, is extensive and scattered in many books, phamphlets, and periodicals. It is believed that most of the important contributions to this field up to October 1943 have been listed and abstracted in this circular. Also included are some general references on static electricity. Methods of removing static charges are described; methods of and conditions for measurements of resistivity are discussed; equations for the calculation of resistivity are given; and methods of resistance measurements in Situ are reviewed. Data on the variations of resistivity with changing conditions as well as explanations for them have been collected, and three tables showing the resistivity of various dielectrics at different humidities are included. The appendix contains a short development of the mathematical formulation of the charging and discharging currents due to interfacial polarisation. INTRODUCTION Methods for Removing Static Electricity Of the various means employed for preventing or removing accumulations of static electricity in industrial processes, grounding is the most common and most generally effective. It is a precaution readily applied to stationary machines anti may often be utilized to good advantage to rid persons and portable equipment of an acquired charge. There are many situations, however, in which direct low-resistance grounding cannot be used, either because the charged bodies are insulators or are inaccessible, or because contact to a ground lead might give rise to a hazardous spark. If the charged body is a conductor, contact made to a neighboring conductor, even though the latter be insulated from ground and of relatively small capacitance, may also result in the occurrence of an incendive spark. In such instances, static electricity can sometimes be removed most satisfactorily by means of strong atmospheric ionization produced by radioactive material, X-rays, ultraviolet light, or A. The importance of United States coal exports as a component of the national economy, the potential for growth of these exports, and the inter-national character of this sector of the coal industry are described in this report. The report summarizes some of the many background elements in the rise of United States coals to preeminence in highly competitive world markets. It presents some insight into this important sector of United States industry and the positive contribution of this sector to the Nation's balance of payments. It contains pertinent basic statistics on production, trade, and consumption of coal in most major markets for 1960-66. The report examines the movement of United States coals from mines to export markets, tracing and describing origins, exit ports, prices, and trends as well as inland and ocean freight rates and other data vital to an under-standing of some of the practices and complexities of the United States coal markets abroad. A brief sketch of coal production and consumption in principal importing countries is also presented with a short review of some of the more current practices and problems of these countries. Coal produced in inland areas of the. United States can be moved to and distributed economically within coal-producing countries overseas and in Canada. Quality coals from the United States can successfully compete with foreign coals in nearly any area of the world on a truly economic basis because of their high grade and their low cost which derives from the high productivity of the miner and from reasonable ocean freight rates. Because of tariffs, trade embargoes, quotas, and other restrictions, how-I ever, foreign coal markets are relatively limited. Further limitations are imposed in some countries by economic conditions which restrict all imports as a matter of financial and economic necessity. Despite these obstacles, United States coals have brought lower cost quality coals to a large segment of the foreign energy market.

"INTRODUCTION Zinc must be of high grade to satisfy the present demand. Even when the amount of premium paid is small, the purer metal as the buyers' preference. The following specifications for spelter were taken from the American Society for Testing Materials for 1927, Part I, pane 524. (The specifications for 1930, p. 582, are tile same.)Another specification for zinc of a much higher grade than any of the above has been established lately by the same society. The committee on zinc die-casting (Proc. Am. Soc. Test. Mat., vol. 31, 1931, p. 263) reached the following, conclusions: I. ""That the purest of zinc is necessary to produce stable zinc-base die castings, and as a result requested specifications for zinc spelter .with total impurities not over 0.02 percent."" Their tests showed that the die castings made of the purest zinc had the least elongation and the greatest tensile strength, and exhibited the least changes with temperature.Still more far-reaching claims are made for the properties of zinc containing over 99.99 percent metal. Zinc foil, for instance, may someday be made as a common commercial product. It would seem likely that the demand for zinc of high grades rill continue and that even purer varieties may be desired. This demand fits in with the modern trend in manufacturing plants of reducing the number of variables to a minimum by using pure materials, and of controlling the processing of metals during their various stages of fabrication by mechanical means instead of by expert laborers."

A series of four coal combustion experiments (I)' was conducted at the National Institute for Occupational Safety and Health, Pittsburgh Research Laboratory in the Safety Research Coal Mine to evaluate the response of optical and ionization smoke and CO sensors to a small 0.61 m square smoldering coal fire which transitions to flaming combustion in the presence of diesel emissions. With the increased utilization of diesel engines in underground coal mines, it is important to be able to discriminate fire products-of-combustion (POC) from diesel emissions. One proposed method to accomplish this is the deployment and interpretation of multiple sensors.

When the Q-system was launched in 1974, the name referred to rock mass classification, with focus on tunnel and cavern support selection. Besides empirical design of support, the Q-value, or its normalized value Qc, has been found to correlate with seismic P-wave velocity, with deformation modulus, and with deformation. The Q-system provides temporary or permanent support for road, rail, and mine roadway tunnels and for caverns for various uses. It also gives relative cost and time for tunnel construction for a complete range of rock qualities. There are also indications that Q has captured important elements of the cohesive and frictional strength of rock masses, with Qc resembling the product of rock mass cohesion and rock mass friction coefficient.

In carrying out the provisions as set forth by an Act of Congress (36 Stat. 369) approved May 16, 1910, effective July 1, 1910, and the amended Act of February 25, 1913, (37 Stat. 681), the Bureau of Mines, among other activities, conducts inquiries and scientific and technologic investigations concerning mining with a view to improving health conditions and increasing safety and disseminates the general information gained by these studies. Through the medium of these publications, the causes as well as the methods that have been found most satisfactory in combating undesirable conditions are brought to the attention of the mining industry. This bulletin describes health and safety reports that have been published for the period July 1, 1955, through June 30, 1961. Technical Paper 705 issued in 1948 contains a listing of all Bureau of Mines publications dealing with health and safety in the mineral and allied industries from 1910 through 1946; Bulletin 558 contains a bibliography of such reports that were issued from January 1947 through June 1955.

The Territory of Afars and Issas is to receive its independence from France on June 27, 1977. The Territory's economic income was based on entrepôt trade through the port of Djibouti and trans-shipment of goods on the Chemin de Fer Franco-Ethiopian (CFE) railroad. The Territorial budget was scheduled to in- crease from $32.6 million3 in 1976 to $36 million in 1977, despite severe shortfalls in 1976 stemming from inflation and a persistent balance-of-trade deficit. Subsidies from France continued to sustain the economy, and the French pledged to provide approximately $140 million in aid annually after independence. In 1976, financial agreements were concluded with a number of Arab oil-producing countries, including Saudi Arabia which granted $10 million toward development projects. The new Republic of Djibouti is scheduled to become the 49th member State of the Organization of African Unity (OAU) and the 21st member of the Arab League, and to receive aid from their financial institutions. "Explosions in bituminous coal mines are preventable. The combination of adequate ventilation, thorough rock-dusting, and water on the cutter bars of mining machines and of empty and loaded cars will certainly reduce the hazard to a minimum, if not remove it entirely. This is the attitude taken by the Woodward Iron Co. in lessening or removing the dust and gas explosion hazard from its Dolomite and Mulga mines.This report was made possible through the willingness of Frank H. Crockard, president of the Woodward Iron Co. to make records available and to authorize their publication for the benefit of the coal-mining industry.The compilation of these data and preparation of maps was facilitated by the cooperation of M. Heard, general superintendent of coal mines, J. B. Whatley, assistant general super-intendent of coal, and R. P. Whetmore, chief mining engineer.The Dolomite and Mulga mines are about 16 miles southwest of Birmingham, Jefferson County, Ala., on a company owned and operated railroad which connects ore mines, coal mines, coke ovens, and furnaces.In the Dolomite property there is a 30°, 860-foot, double-tracked slope for hoisting, three manway and air slopes and one air shaft, all in rock.At Mulga there is a 220-foot hoisting shaft, an air shaft and two manways, and material and air slopes, all in rock to the coal bed.The coal in both mines comes from the Pratt bed, which is the next coal above the Mary Lee bed in the Warrior Basin. The coal is horizontal or slightly undulating, with thickness varying from 36 to 72 inches and averaging 50 inches.The method of mining is essentially room-and-pillar with modifications for mechanized sections. The mines produced approximately 1,100,000 tons with 2,328,309 man-hours exposure n 1929 and 900,000 tons with 1,697,436 man-hours exposure in 1930.Through the work of the safety department the entire personnel in the coal mines, as well as in other departments, makes safety an essential part of efficient operation.Both mines are gassy; Dolomite produces about 334,000 cubic feet and Mulga about 919,000 cubic feet of methane every 24 hours.The ventilation maps, two of Dolomite mines (figs. 1 and 2) and one of Mulga (fig. 3) give as much of the details of ventilation as is practicable to put on maps of such scale. As will be seen from these maps there are two main ventilating fans in Dolomite mine and two in Mulga mine and the general direction of the air travel is indicated by long arrows to fan 1 and short arrows to fan 2 in each mine. Each fan has a gas or steam auxiliary drive and each mine has a complete fan and power unit ready for operation in emergency.In Dolomite, recently taken data show that fan 1 exhausts 82,000 cubic feet of air per minute at 3.2-inch water-gage pressure, with an analyzed methane content of 0.15 per cent, and fan 2 exhausts 115,500 cubic feet of air at 3.8-inch pressure and 0.10 per cent of methane. In addition, a Capell fan at No. 2 air shaft is a standby or emergency unit.In Mulga recently taken data show that fan 1 exhausts 83,000 cubic feet of air per minute at 3.0-inch pressure and 0.18 per cent of methane, and fan 3 exhaust 119,000 cubic feet of air per minute at 5.4 inch pressure and 0.35 per cent of methane. Fan 2 at No. 2 shaft is a standby or emergency unit for the Mulga mine.The ventilation is on a split system in both mines. All part split and total returns are measured, sampled, and analyzed weekly, requiring one man two days each week. During December, 1930, 77 samples were collected and analyzed in Mulga and 78 in Dolomite. Two weekly reports covering part of December, 1930, are given here so that they can be studied to show control of ventilation in the Dolomite and Mulga mines. In the event that a split sample shows more than 0.50 per cent of methane, immediate steps are taken to lower the explosive-gas content. The reports follow:"

Dusts can be filtered out of air streams onto polymer surfaces by electrostatic trapping resulting from the spontaneous transfer of electrons upon contact between dust particles and the polymer surfaces. Such spontaneous contact electrification has been studied quantitatively in this contract with the aid of modern semiconductor charge-sensors with the aim of determining what basic principles govern the sign and magnitude of contact electrification. Information obtained by capacitance-voltage measurements of thin polymer films on silicon showed that charges as large as 4 x 1012 electrons per cm2 develop spontaneously, and that such a charge gives adhesional forces of 165 pounds per square inch (11 atmospheres). Direct measurement of dust polymer contact electrification, using silicon surface channel conductance sensors, also showed spontaneous charges of more than 1012 electrons per cm2. Some polymers can either donate or accept electrons. These included chlorinated polyethylene, chlorinated polypropylene, polyethylmethacrylate, and a copolymer of maleic anhydride with n-octadecylvinylether. Other polymers never accepted electrons but could donate electrons; these included polystyrene, pulychlorostyrune, polyvinylchloride, polyvinylacetate, a polycarbonate (Lexan), and cellulose tributyrate. Contact electrification studies were made with dusts (coal dust, a channel black, or a silica powder) contacting thin films of various polymers solvent-cast onto the semiconductor charge-sensor. Sometimes charging was instantaneous and sometimes slower, but in all but one case (coal dust on a copolymer of maleic anhydride with n-octadecylvinyl ether) the charge trunsfer was a donation of electrons by the polymer to the dust. This summary of State laws on explosives was compiled primarily to ascertain what subjects relating to their control have been acted upon by each State legislature and , in general , how they have been treated . It does not include any legislation passed after 1942 , or any proclamations , regulations , or administrative orders . It does not purport or attempt to be authoritative . If any problem arises involving interpretation of the statutes of any particular State , the original source must be consulted for the exact words used by the legislature . This summary , however , will be useful in determining whether relevant statutes exist , and in locating thern quickly, with a minimum of effort . It will be of value also in comparing statutes in one State with similar statutes in other States to determine what construction has been placed upon them by the courts of these jurisdictions or to contrast the varying provisions of many States upon a similar subject . To make these comparisons easier , the statutory provisions for each State have been grouped under several major topics in outline form . Although this sometimes has resulted in disruption of the continuity of individual acts , the increased general clarity and availability of comparable sections have more than justified the procedure followed ,

This chapter summarizes data on crude nonfuel mineral production for the United States, its island possessions, and the Commonwealth of Puerto Rico. Included also are the tables that show the principal nonfuel mineral commodities exported from and imported into the United States and that compare world and U.S. mineral production. The detailed data from which these tables were derived are contained in the individual commodity chapters of volume I and in the State chapters of volume II of this edition of the Minerals Yearbook. Although crude mineral production may be measured at any of several stages of extraction and processing, the stage bf measurement used in this chapter is what is normally termed "mine output." It usually refers to minerals or ores in the form in which they are first extracted from the ground, but customarily includes the output from auxiliary processing at or near the mines.
