It is interesting to study the noise standards that have been promulgated in the US over the last decade or so. These regulations are likely to have long-lasting impact. The Occupational Safety and Health Administration (OSHA) Hearing Conservation Amendment (March 1983) continues to have influence not only in the workplace but in the debate over new regulations. Both the Mine Safety and Health Administration (MSHA) and Federal Railroad Administration (FRA) regulatory preamble documents state the desire to be consistent with OSHA. An examination of Table 1, which compares the major components of the three regulations and the 1998 NIOSH “best practices” criteria, depicts the extent to which that intent is met. There has been some regulatory activity in the last decade which may give some hope for evolution and updating based on the wealth of science that has occurred during the last quarter of a century since the OSHA regulation was enacted. However there has also been some “back-sliding” toward more lenient standards. The MSHA noise standard made regulatory progress in September 2000 by emphasizing engineering and administrative controls, followed by personal protective equipment, in the hierarchy of noise intervention. MSHA’s requirement for technician certification (today only available from CAOHC) strengthened the training requirements for audiometric testing in hearing conservation programs and MSHA also added the requirement of dual hearing protection at 105 dB TWA. There were many subtle differences between OSHA and MSHA based on comments and a desire to clarify some of the vague aspects of the OSHA noise standard, and meet the needs of the regulated mining industry. One example pertains to the ceiling for exposures. OSHA says, “no exposures >115 dBA,” which is interpreted to mean no unprotected exposures above that level, giving credit for the assumed effectiveness of hearing conservation programs, hearing protection devices and administrative and engineering controls. MSHA specified that a “P” code1 violation be issued for any protected or unprotected exposures >115 dBA. The Federal Railroad Administration (FRA) noise standard for railroad operating employees, which went The Modern Evolution of Hearing Conservation Regulationsinto effect February 26, 2007, was expressly based on the OSHA standard but also uses MSHA for comparison. The preamble states that the FRA defers to OSHA as the “primary regulator of noise in the workplace,” but also acknowledges the need for some departure from the OSHA regulation (FRA Preamble II.B). As an example, FRA requires testing at 8000 Hz “because it will allow employers to identify hearing loss sooner.” The FRA rejected MSHA’s hierarchy of noise controls in favor of requiring specific engineering interventions and focusing on appropriate hearing protection which would still allow communication and audibility, and identification of excessive noise through employee-filed “excessive noise reports.”2 Where OSHA has no specific mandate requiring employees to take advantage of the employer-paid audiogram, it has been traditionally a condition of employment and is generally accepted that OSHA-covered workers require an annual audiogram. MSHA addressed this issue in its preamble; however, they made no significant change. MSHA employers are required to offer annual audiograms but MSHA stopped short of requiring employees to comply with annual audiometric testing. This report gives results of metallurgical investigations performed by the Bureau of Mines on mineral samples taken during April 1959, from Hawaiian bauxite deposits on the islands of Kauai, Maui, and Hawaii. The bauxite samples were tested at the Bureau's Rolla Metallurgy Research Center, Rolla, Mo., to determine if alumina could be extracted. The results were encouraging. Extraction of the alumina by the American Bayer type digest of crude ore samples from Kauai, Maui, and Hawaii recovered 78.8, 73.1, and 70.0 percent, of the total alumina, respectively. These recoveries were increased to 82.8, 85.5, and 79.5 percent by modifying the treatment, which consisted essentially of calcination and weak caustic desilication to provide a residue. The residue was then treated with calcium oxide and digested in a strong caustic solution to extract the alumina.

The Bureau of Mines conducted laboratory tests to evaluate the production of high-purity H3P04 by HCl digestion and solvent extraction. Both batch and bench-scale continuous tests were made. Western phosphate rock concentrates were acidulated with HCI, and the digestion liquors were processed by solvent extraction. Phosphoric acid was extracted with isoamyl alcohol and recovered from the organic extract by contact with an NH4F solution. This solution was fractionally distilled to yield high-purity H3P04. The raffinate from solvent extraction was treated with lime to precipitate CaF2, which was subjected to steam pyrolysis to generate HF. This method was successful in recovering 95 pet of the phosphate and 80 pct of the fluoride contained in the concentrates.

The Bureau of Mines has started an engineering study of oil recovery by miscible-phase displacement. As a preliminary part of the investigation a literature and patent study was made to prevent duplication of work already done, to become acquainted with those actively engaged in research of this type, and to learn where the recovery method has been attempted. This bibliography gives results of this study. The bibliography includes 254 references to U.S. and foreign patents and published literature relating to miscible-phase displacement processes of oil recovery. It is divided into the following sections: (1) U.S. patents, (2) foreign patents, (3) literature references, (4) author index, and (5) publication and source reference. The patents and literature references are listed alphabetically by author by intervals of years. References to February 1963 are included.

In 1939, the author made a survey of relative gravity in the Mediterranean-basin, 41° 35,5' to 41° 56.3' northern latitude and 0° 10,3' to 0° 28' longitude, referred to Mt. Mario. Ten stations were covered; 25 other stations had been occupied in the vicinity of Rome and in Albanian mountains during previous years. The new measurements revealed gravity anomalies ranging within the following limits: (1) With a free-air reduction, between + 29 and + 120 mgl., average + 60 mgl.; and (2) with a Bouguer reduction, between + 22 and + 87 mgl., average + 41.5 mgl. - V. Frequently, also, the inattention of managements to the details of operating costs is responsible for their increase. This is not due to negligence but rather to the necessity of confining attention to the problems involved in producing material to supply orders. When market conditions change and consumer demand becomes stabilized or contracts, the producer r s attention usually is directed to assuring the orders necessary to keep his enlarged facilities busy. Hence, competition increases and soiling prices decline.

Residents of Maxwell Hill, a suburb of Beckley, West Virginia, reported from January until March of 1988 a series of earth tremors. The tremors rattled dishes, and the noises associated with tremors were sometimes loud enough to wake people at night. These events were puzzling because Beckley is in an area of low seismic activity. Maxwell Hill is located above abandoned coal mines, though no direct subsidence damage to surface structures has been documented. A research program was initiated to determine whether subsurface ground movements associated with the abandoned mines could be responsible for the seismic activity experienced at the surface. A hypothesis is proposed which states that seismic disturbances can be caused by abandoned mine failure when two conditions are met. First, some instability must exist at the mine level. The most likely cause of instability is the failure of pillars of coal that were left for support at the time of mining. Second, subsurface movements can result in significant seismic activity only when the rock above the mine contains at least one very strong and brittle layer that is prone to fail violently through rupture or fault slip movement. Analysis of the data indicates that both hypothesized conditions for mine-related seismicity appear to have been satisfied in the case of Maxwell Hill. It has therefore been concluded that the earth tremors experienced by Maxwell Hill residents probably are related to the abandoned mines. Analysis of the potential magnitude of these events indicates that they are unlikely to cause significant surface danlage. The probability that future events will disturb the residence of Maxwell Hill should be quite low based on the identified mechanism.

Detection modes, fire signatures, and environmental considerations are included. Preliminary results of long-term in-mine tests are presented.

In this National Institute for Occupational Safety and Health (NIOSH) investigation, numerical modeling is used to evaluate the degree the pillar strength is increased with a rectangular pillar over a square pillar. Three-dimensional models are developed with pillar sizes and geometries typical of underground limestone mines in the United States. Physical properties for the models are based on geotechnical surveys of nearly 30 underground limestone mines. To examine the effects of pillar length on pillar strength with the modeling, a parametric study was conducted where the pillar width was held constant while the length and height were varied resulting in width-to-height ratios ranging from 0.5 to 1.5 and width to length ratios ranging from 1 to 6. There are two aspects to pillar strength and failure. At relatively low stresses, pillars can fail as a result of geologic structure. At greater depths and sufficient extraction ratios, the pillars can also fail as a result of the vertical stresses exceeding the pillar strength. The effects of increasing pillar length regarding both strength aspects are presented in this study. Equations were developed for the increase in pillar strength with both height and length based on the model results. The results from these equations were compared to those from previously developed empirical equations for rectangular pillars. For the more slender limestone pillars with a width-to-height ratio below one, there is little increase in pillar strength for length-to-width ratios above 2 and almost no increase with length for a width-to-height ratio of 0.5. Only with the more squat pillars is there a significant improvement in strength with length. The gain in pillar strength with length for the pillars is explained by the change in the ratio of the area of the pillar affected by the ends to the area of the pillar. For the squattest pillar, the change in strength is also affected by an increase in pillar confinement along the central length of the pillar as the pillar transitions from a square to a long rectangular pillar. With geologic structure, added pillar length can significantly improve the pillar strength, depending on the strike of that structure with respect to the long pillar axis.

Noise is one of the most pervasive health hazards in mining. A compilation of Mine Safety and Health Administration (MSHA) noise survey data for fiscal year 1990 shows that approximately 40% of the total samples taken for longwall occupations exceeded the Permissible Exposure Limit (PEL) of 100% (Gigliotti et al., 1991). To effectively determine worker noise exposures on longwall coal mining systems, it is necessary to provide accurate baseline measurements for these mining systems. This research was designed to develop measurement methods and test procedures for identifying noise sources that are major contributors to the underground noise exposure of longwall coal mining system workers. The measurement system that was used to analyze the noise sources around a stageloader used stationary dosimeters in a documented repeatable pattern to record the sound pressure and dose levels. A time-motion study of the cutting cycle and stageloader operator’s work cycle was done to correlate the sound levels at measurement locations and the resulting operator’s daily dose with significant noise events. Results from the underground measurements show that the highest sound levels recorded were at the stageloader discharge segment and tailpiece controls, where sound levels remained about the same throughout the test.

A unique circumstance created by monitoring a pre-driven longwall recovery room permitted measuring the stresses of a coal pillar throughout its entire life cycle in less than a week. A fender pillar, created in approximately the middle of a longwall panel at a depth of 650 ft, transformed from a solid barrier pillar - to a yielding pillar - to a residual pillar as 3 ft slices were methodically removed with the longwall shearer. The complete transformation, or life cycle, took place in less than 12 hours. The stresses were quickly transferred from the pillar onto the standing pumpable concrete supports and into the outby pillars. Roof to floor closure measurements, combined with the timing of the pillar behavior, provides a detailed look at the uncontrollable convergence of underground mine openings. Pillars remain the most important form of “primary support” and understanding these life cycles is vital for safe and efficient mine design, in both room and pillar and longwall panel extractions.

The Bureau of Mines estimated the cost for ,3 uranium ion-exchange recovery system using five grades of 17.0, leach solution producing 815,570 pounds of U 0? per year from an ammonium bicarbonate in situ leach solution. The system flowsheet consisted of four unit operations: (1) Multiple-compartment ion-exchange (MCIX) absorption; (2) MCIX elution; (3) precipitation of the uranium as yellow cake, filtering, calcining, and packaging; and (4) waste disposal. The total fixed capital cost of a system treating 2,000 gallons per minute of 0.1-gram-per-liter-U308 leach solution was estimated as $6,888,000. For n basic case of an MCIX system depreciating in 9 years, unit production cost of U308 was $3.51 per pound. A decrease in feed solution grade from 0.[4] to 0.03 gram per liter increased the production cost exponentially. Shorter depreciating periods significantly increased the production cost particularly for the lower grade feed solutions.

The National Institute for Occupational Safety and Health designed and conducted a study in an underground metal mine to assess the effects of selected diesel emissions control technologies on the concentrations of diesel particulate matter and gases in underground mine air. The control technologies studied included diesel particulate filter (DPF) systems, filtration system with disposable filter elements, diesel oxidation catalytic converter, and biodiesel blends. Each technology was tested on a mining vehicle operated in an isolated area of an underground mine supplied with fresh air. These isolated zone tests allowed for the operation of vehicles under conditions and over duty cycles that closely mimic actual duty cycles of production equipment. The DPF systems reduced the elemental carbon (EC) concentrations in mine air between 88% and 99%. The same systems reduced total particulate matter (TPM) concentrations in mine air by approximately 75%. The biodiesel blends B20 and B50 caused a reduction in the EC concentrations of 26% and 48%, respectively. Those blends also reduced TPM concentrations by 9% and 24%, respectively. The use of #1 diesel fuel reduced EC concentration by 13% compared to #2 diesel fuel. An increase in nitrogen dioxide concentration of up to two times was seen when platinum-catalyzed DPF systems were tested.

Because of the renewed importance of the strategic metal manganese the Bureau of Mines in conducting further research on pyrometallurgical methods of beneficiating manganiferous iron ores and low-grade manganese ores. Published data on the Pyrometallurgical of manganese ores have been reviewed by Joseph.5/ A method of treatment that has received less consideration than others is the matte smelting of manganese or the separation of manganese from the iron and the gangue in an ore b, formation of a matte, that consists principally of esulfide of manganese. A procedure of this type has been patented by Betts.6/ Lofquist7/ claims advantages for the production of a sulfide-oxide matte as a method of recovering manganese in alloys containing manganese and iron.

In Bureau of Mines research on recycling chrome refractory wastes, used refractories from argon-oxygen decarburization and electric steelmaking furnaces were beneficiated, concentrates were reformed into briquets, and modulus of rupture tests were conducted at 1,350° C. The test results indicated that the beneficiated minus 6-mesh material could be used for producing magnesia-chrome refractories.

Engineering and economic evaluations were performed by the Bureau of Mines on 14 Frasch sulfur, 1 native sulfur, and 21 metal sulfide operations in 11 market economy countries. The evaluation included discounted-cash-flow rate-of-return economic analyses at 15 pct to determine the average total cost of production of these two commodities and the potential availability of elemental sulfur (8) and pyrite concentrate. The Bureau evaluated the potential availability of elemental sulfur and pyrite concentrate. Approximately 279 million metric tons (Mmt) of pyrite concentrate at 46 pct 8 is potentially recoverable from 422 Mmt of in situ metal sulfide ore. Nearly 89 pct of the total pyrite concentrate is available at an average total cost of production below the January 1984 pyrite concentrate market price ($43/mt). About 185 Mmt 8 is potentially recoverable from 253 Mmt of in situ elemental sulfur. About 99 pct of this sulfur is available at an average total cost of production below its January 1984 market price ($131/mt).

Rate minima are encountered in the reduction of magnetite with hydrogen. In a certain temperature zone, the reaction rate decreases with rise in temperature. This is inexplicable by classical kinetic theories; neither is a transition in reduction mechanism suitable for interpreting the observed behavior, This anomaly can be fully explained by hypothesizing two species of chemisorbed hydrogen with different adsorption coefficients and activation energies for adsorption. Competition between two energetic states of adsorption occurs with temperature rise, with the low energy state predominating below the anomalous temperature zone and the high energy state above it. The presence of two possible adsorption sites appears to be characteristic for oxidic adsorbents.

In This Chapter [Geologic features associated with anomalous methane emissions Gas outbursts and blowers Methane drainage strategies for mitigating anomalous methane emissions and General considerations for a methane drainage program] This chapter summarizes how certain geologic features may be associated with unexpected increases in gas emissions during coal mining. These unexpected emissions have the potential to create explosive conditions in the underground workplace. Also discussed are the generally used practices to alleviate potential hazards caused by gas emissions associated with these geologic features. INTRODUCTION Unforeseen mine gas emissions in quantities sufficient to create hazardous conditions have been attributed to sources outside the mined coalbed since the first documentation of methane explosions in coal mines [Payman and Statham 1930]. Geologic features such as faults have long been recognized as conduits for gas flow from strata adjacent to mined coalbeds [Moss 1927; Payman and Statham 1930]. Other features such as sandstone paleochannels, clay veins, and localized folding have also been recognized for their impact on gas emissions into mine work-ings [Darton 1915; Price and Headlee 1943; McCulloch et al. 1975; Ulery and Molinda 1984]. The fact that strata adjacent to mined coalbeds can emit large quantities of methane gas into mine workings is not surprising from a theoretical perspective. Many researchers have recognized that during the burial and diagenesis of the organic matter forming today’s minable coalbeds, similar dispersed organic matter in adjacent strata has produced methane in quantities far exceeding the storage capacity of the coal and surrounding rock [Juntgen and Klein 1975]. It is not surprising then that large quantities of methane can remain trapped in these strata. A potential hazard occurs when mining of a nearby coalbed causes pressure differentials and mining-induced fractures conducive to gas flow into the mine workings from these strata. This gas flow may be facilitated or temporarily impeded by the presence of geologic structures or anomalies.
