Coal production from underground coal mines has been important to the development of the industrial economy of the United States. Environmental problems have developed from some abandoned operations. These problems include: mine and refuse pile drainage, subsidence, unsafe mine openings and to a lesser extent mine gases, slope stabilities, mine and refuse pile fires and abandoned equipment and structures. Field investigations in three eastern coal mining districts, two in Ohio and one in Illinois, were performed to document the mine closure procedures used and subsequent problems that developed. The purpose was to identify, evaluate, and rank the seriousness of these problems. Based upon this evaluation, the undesirable present day situations could have been avoided or at least minimized by varying certain mining practices or mine closure procedures. It was found that federal regulations address all of these problems during the pre mining, active mining and post mining phases except for abandoned equipment which is the least threatening problem category. Ideally current practice would prevent future problems. However, the extensive and complicated nature of the legislation, environment and mining practices will necessitate adjustments to the law. The investigator recommends the following: 1) Goal oriented legislation encouraging complete resource extraction, standardization and compilation of mining generated hydrological data, periodic review of the coal mining regulations, and improved communication and cooperation between coal interests, regulators and the public. 2) Permitting effluent limitations to accurately reflect natural conditions. 3) Solidly back filling shafts and individual assessment of sealing or capping requirements. 4) Installing shaft vent pipes into the fill material to intercept and vent methane.

"These hydrocarbons belonging to the same chemical series as methane, having the general formula CnH2n have many chemical properties in common with methane and their addition to a lean gas charges the properties and burning characteristics of the gas in the same general direction although to a different extent. The hydrocarbons of this series do not readily enter into chemical reaction with other substances and therefore are incapable of combining with oxygen or polymerizing in the disturbing system and thus cannot cause gum and room troubles commonly met with in the distribution of manufactured gas.As the number of carbon atoms in the molecule increases, i.e. in proceeding from methane throughout the series, the oxygen requirements for the complete combustion of unit volume of the gases also increases; in other words, the calorific values of these hydrocarbons (as gases) increases from methane. Similarly the specific gravity increases from methane in the same order. In Table 1 are shown some of the physical constants and properties of a few of these hydrocarbons which hive bearing on their use for enriching gas."

This paper is a progress report on the study of mining methods and costs in the western United States and summarizes that part of the work pertaining to the undercut block-caving method of mining. Ore is mined on a large scale exclusively by the undercut block-caving method at the following six mines in the western United States: The Morenci branch of the Phelps Dodge Corporation, Morenci, Ariz.; the Ray mines of the Nevada Consolidated Copper Co. at Ray, Ariz.; the Inspiration Consolidated Copper Co. at Inspiration, Ariz.; the Miamo Copper Co. at Miami, Ariz.; the Ruth mine of the Nevada Consolidated Copper Co. at Ruth, Nev.; and the Consolidated Coppermines Corporation at Kimberly, Nev. The undercut block-caving method is also used at the mine of the Andes Copper Mining Co. at Potrerillos, Chile.

This paper is one of a series on mining methods and practices being prepared by the Mining Division of the Bureau of Mines . It describes briefly operations and mining methods at the Basic Refractories , Inc. , brucite deposit , the only commercial deposit of brucite in production in the United States . The mine and crushing plant are in secs . 26 and 35 , T. 12 N. , R. 36 E. , M. D. B. & M. , northwestern Nye County , Nev . , 1 mile east of Gabbs and about 33 miles northeast of Luning , a town on the Mina branch of the Southern Pacific Railroad and U. S. Highway 95. The evaporation of crude oil without doubt causes one of the largest single losses to which the oil is subjected after it is taken from the ground. The few days during which crude oil is stored on the lease before being taken by the pipe line, causes an aggregate loss per year from evaporation estimated at 122,100,000 gallons of gasoline in the Mid-Continent field alone. This has a value, at 22 cents per gallon, of $26,880,000 and represents about 3 per cent of the total gasoline produced in the United States from all fields and all sources. The specific objective of this three year study is to investigate the means of reestablishing non-polluted hydrologic systems in areas where surface mining directly impacts shallow ground-water resources. The research area chosen for the study is located near Colstrip, Montana it a new mine site where chemical analysis of core samples from the overburden suggested that excessive concentrations of several elements would he encountered during the mining process. This report discusses local vegetation; soils; and regional geology, and hydrology. Stratigraphic cross sections and regression analyses were used to study the litho-chemical relationships in the overburden. Cross sections indicated Inimical material may be related to both rock tune and position within the overburden profile. In overburden zoness where clay content was high, there was a greater probability that Pb, Cu, Ni, and Mn concentrations would also be higher than average; similarly, the likelihood of overburden exceeding a suspect level became less as the sand content increased. Highest value, of conductance were usually found within a few meters of the surface. High concentrations of clay, nickel, and zinc were frequently found directly above and below the Rosebud coal. Regression analysis indicated overburden SAR was predictable with only a Na analysis. A strong relationship also existed in the overburden between conductance, Ca, and Mg.

Thermodynamic properties were determined by the Federal Bureau of Mines for lithium metasilicate (Li2Si03) and lithium disilicate (Li2Si205). Their enthalpies of formation were investigated by hydrofluoric acid solution calorimetry. The standard values are ?Hf°298 -393.8 ± 0.8 kcal/mole for Li2Si03, and ?Hf°298 -611.8 ± 1.0 kcal/mole for LiSi205. Enthalpy increments above 298 K were measured by copper-block drop calorimetry from 298 to 1,404 K for Li2Si03, and from 298 to 1,281 K for Li2Si205. Low-temperature heat capacities were determined adiabatically from 6 to 305 K for Li2Si205 only. The derived standard entropy is S°298 = 29.20 ± 0.10 cal/deg-mole. The various experimental data were combined with other data from the literature, and resulting properties of ?Hf°, ?Gf°, and log Kf were tabulated as a function of temperature.

Granites are classed as igneous rocks ; they have been formed by the solidification of rock magmas or solutions from deep within the earth . It is an almost invariable law of nature that magmas which cool quickly form fine- grained or glassy rocks , while those that cool slowly are completely crystallized and are coarser- grained . Granites , being of the latter class , are regarded as having attained their solid form at considerable depth below the surface under conditions of high temperature and pressure . The constituent minerals crystallized out slowly , the crystals interlocking with one another . The great depth of overlying rocks that must have been present when crystallization took place has been removed by erosion over large areas on the surface of the earth , in consequence of which granites appear at or near the surface in many localities . The chief minerals of which granites are formed are feldspars , quartz , and either mica or hornblende . All the essential constituents except mica are as hard as , or harder than steel , therefore granites are difficult rocks to cut and dress . Granites are usually red , pink , or gray , depending on the color of the feldspars . If hornblende or black mica is abundant the rock may be dark green or almost black . Granites are characterized by massive homogeneous texture . They are classified as fine- grained , medium- grained , or coarse - grained . Medium- grained granites are those in which the feldspar crystals average about one- fourth inch in diameter . If relatively coarsegrained crystals appear in a fine -grained ground mass the rock is designated a porphyritic granite . Uniformity in texture and grain size are desirable in building and ornamental stone , although occasionally rocks of variable texture , such as the porphyritic granites , are used . A rock may have the mineral constituents of a granite but show a banded or platy structure due to recrystallization , folding , or other changes while the rock was in a plastic or semimolten condition . Such metamorphic rocks are called granite gneisses . They are used occasionally for building purposes but not as commonly as the uniformly textured granites . - Granites are named from the most abundant mineral other than quartz and feldspar that they contain , being called , for example , biotite granite or hornblende granite . - Commercially other igneous rocks granitoid in texture but more properly classified as syenites , diorites , or gabbros may be classed as granites . Thus the " black granite " of Little Falls , Minn . , is a diorite , and the " black granite " of Eastern Pennsylvania consists of diabase or gabbro . The question is sometimes raised as to the depth to which a granite occurrence may extend . In this respect granites differ notably from limestones , sandstones , or other sedimentary rocks . The sediments were originally laid down in relatively thin beds , and individual formations providing rock of economic value may be quite limited in thickness . Usually the usable beds range between 40 and 200 feet in thickness . On the other hand , granite comes up from below . Its depth is unknown , but in general is very great . It may even be measurable in miles . The reserves of material at depth are to be measured , therefore , by the economic depth of working rather than by the vertical extent of the rock mass . Exceptionally , granites of commercial quality may occur in sills or sheets of limited thickness flanked on either side by rocks of different character , as , for example , at Westerly , R. I.

SYNOPSIS OF LAW All useful substances of the mineral Kingdom belong originally to the State. The soil and subsoil are regarded as two distinct parts, the latter extending indefinitely in depth (Art. 2). The subsoil is under the dominion of the State, which may either abandon it to common use, grant it gratuitously to the owner of the soil, or alienate it, in return for an annual fee, to any individual or association that applies for it. The U.S. Bureau of Mines performed experiments to determine if primary gas toxicities that evolve during the early (~300° C) and later (~.400° C) combustion stages of polyvinyl chloride and chlorinated brattices could be predicted by a smoke particle characteristic, which could be used as a simple and inexpensive test parameter. The experiments were conducted in an approximately 20-L furnace at set furnace temperatures of 2500 and 1,0000 C, for 14 min duration, with an airflow through the furnace of 10 L/min. The variables studied, as a function of time, were the hydrogen chloride (HCl) and carbon monoxide (CO) concentrations, sample and furnace temperatures, the sample mass weight loss, the average smoke particle diameter (dg and number concentration (no), and the product of the average smoke particle diameter and concentration (dgno)' Results show that the inverse of the smoke particle diameter-concentration (l/dgno) correlates directly with the primary gas toxicities evolved during both stages of combustion.

"INTRODUCTION This report on the properties of motor fuels sold through service stations in the United States is a continuation of a series of reports made in accordance with a cooperative agreement between the Coordinating Fuel Research (CFR) Committee of the Coordinating Research Council (CRC) 3/ and the Bureau of Mines of the United States Department of the Interior. The first of these reports presented data on motor gasolines sold during the winter of 1935-36. 4/ Further reports were issued describing motor gasolines sold during the succeeding summers and winters to and including the summer of 1941. 5/ No reports were made on motor gasolines Bold during the winter of 1941-42 and during the summer of 1942. However, starting with the winter of 1942-43, the semiannual reports were resumed. 6/The present report presents analytical data for 1,499 samples, representing the products of approximately 105 companies. As in previous surveys, the companies covered by the survey include both large and small suppliers. Conforming to former reports, the data cover three groups of samples - regular-price, premium price, and third-grade gasolines.As the number of analyses submitted for samples of third-grade gaso¬line are not considered adequate to represent this type of motor fuel, data for these analyses have not been averaged, but the individual items are tabulated. The number of samples, items and brands comprising each group is as follows; Regular-price, 872 samples, 266 items, and 83 brands; -premium-price, 584 samples, 217 items, and 72 brands; third-grade, 43 samples, 32 items, and 21 brands. The Bureau of Mines produced several series of titanium castings in order to investigate the feasibility of producing commercial-grade titanium castings in bentonite-bonded olivine or zircon sand molds. The use of these molds for titanium casting was investigated as a possible alternative to the industrially used rammed graphite process. Parameters investigated were mold mixtures, mulling, gating, venting, drying, and mold washing. The investigators found that castings with superior ductility and fatigue life, compared with rammed graphite castings, could be made by fume-free pro-cesses in molds bonded by western bentonite, using either olivine or zircon sand. Zircon molds were satisfactory for both light-and heavy-sectioned castings. However, olivine molds were suitable only for light-sectioned castings because the mold-metal reaction became excessive during the pouring of heavy-sectioned castings.

Lower accident rates were the outstanding feature. of the second annual sand and gravel safety competition conducted in 1930 by the United States Bureau of Mines in cooperation with the National Sand and' Gravel Association. Both the frequency and, severity rates for accidents were greatly reduced as compared with those shown by the first year's contest, that for 1929. Three times as many plants were enrolled, and the number of man-hours of work represented was more than doubled. Seventy-six sand-and-gravel plants, situated in 20 States, participated in the Competition, as compared with 26 plants, located in 13 States, in the year before. The number of man-hours of employment, which indicated the amount of exposure to occupational hazards, was 4,915,592, an increase of more than 100 per cent over the previous year's total of 2,259,572 hours. The frequency of accidents declined from 74.4 per million hours for all plants enrolled in the first year's contest to 42.7 per million man-hours for all plants enrolled in 1930. The accident-severity rate was reduced from 9.7 days of disability per thousand man-hours of exposure in 1929 to 5.9 days of disability per thousand man-hours of exposure in 1930. The actual number of accidents reported for 1930 by 76 plants included four deaths and 206 injuries whereas the 26 plants that were enrolled in 1929 reported three fatalities and 165 injuries. Under the rules of the contest all "lost-time" injuries are reported--that is, all injuries that disable an employee for more than the remainder of the day on which the accident occurred. If the employee is physically able to resume his work on the day following the accident, the injury is not classed as a lost-time injury. The contest covered accidents and man-hours worked by all employees at the plant who were employed by the same company, and included work up to the point of delivery of the material directly to consumer or to independent agency of transportation--in other words, to point of relinquishment of control of the material by the producer.

This research explores the emergence of leadership in a crisis situation. The study by the U.S. Bureau of Mines focuses on three underground mine fires and the resulting evacuations. The subjects for this study are 48 coal miners, who evacuated the mines as part of eight escape groups, The subjects described their escape during an open-ended interview. Data were coded according to: (a) evidence of leadership behavior, (b) evidence of lack of leadership behavior, and (c) characteristics of the individual in each group who led the subjects out of the mine. During analyses, attributes of the leaders, who facilitated the escapes, were noted and compared as were instances of lack of leadership. The structure of the group leadership before the crisis was compared with the reality of the leadership during the crisis. Some groups experienced an apparent breakdown of leadership during their escape, while others witnessed the emergence of leadership. Consensus characteristics of the leaders, who emerged during these crises, are discussed and generalizations drawn. Research into leadership during emergency escapes is needed to provide information for training in prevention, escape, and rescue. The authors suggest questions for further investigation and topics for further inquiry into the area of leadership evolvement during crisis.

[Frequent accidents in the transportation and. handling off petroleum and its more volatile products, serve as a reminder that this is indeed a hazardous undertaking and should always be conducted with due caution. On October 4, 1920, vapors in the held of the British tanks steamer G. R, Crowe became ignited and, caused an explosion which, it is reported, killed 5 men, injured. 40 others and endangered the lives of some 300 more. On November 10, 1920 the Morgan, Line freighter El Mundo was almost totally sot destroyed in New York harbor by fire caused by an explosion of gases in a fuel-oil tank. These two disastrous explosions emu emphasize the ever- present danger attending the use of petroleum products. This is also shown by the frequent occurrence of minor fires and explosions, caused by careless handling of baseline, which result in loss of life or serious injury to railroad employees, to oil-tank drivers, and to individuals in various walls of life. Statistics indicate that the lighter cuts of petroleum products, because of fire hazards, are dangerous, and are so considered by the railroad and other transportation companies. According o the Bureau of Explosives (Bar-eau of Explosives Report No. 13 p. 7) during 1919 transportation of gasoline in the United States resulted in 172 accidents, causing 2 deaths and 31 injuries, and a property loss to the extent of $687,966. Among the causes of ignition, an open light in the vicinity of the container stands out most prominently.]

"During recent months much criticism as to the efficiency of mine labor has been heard from various, sections of the country. No doubt much of this criticism has been well founded. The present lack of efficiency and of stability is due primarily to a spirit of restlessness and partial irresponsibility engendered during the transition from war conditions to peace time conditions. This spirit or unrest not only among the laboring classes but in every branch of the human family following a period of intense nervous tension in a nation appears to be a natural sequence of war and beyond the control of man. This condition will gradually disappear, and the majority of our people will again assume their natural order of living, but labor will for a considerable period be sensitive to these influences, whether they be exerted for good or for evil. Employers of labor should take cognizance of this fact and bend every effort towards the development of measures that promote efficiency and permanence of the working force.Labor efficiency depends upon many and varied factors. Some of these factors as applied to mine labor are briefly enumerated in the following paragraph:Selection and Placement of Manpower:In the selection of men the two main considerations are physical ability and adaptability. The laws of mechanics should be applied in the selection of men as in the selection of machinery. If a machine is required for a certain class of work, the type of machine known to be mechanically fit for such work is selected. Likewise, men should be selected with regard to their physical and temperamental fitness for the kind of work expected of them."

The discovery of the Oklahoma City field and its rapid development into one of the major oil-producing districts is an outstanding epoch in the history of the petroleum industry not only of Oklahoma but also of the United States. The relatively great depth to which the wells were drilled and the large initial production of high-gravity oil are of special significance. The field has boon under proration almost from the time that its development began, and many new production problems have developed out of the changed conditions of operation. The discovery well was first tested in December 1928 at a depth of 6,402 feet, with an initial production of 4,847 barrels of 38,5.° A.P.I. gravity oil, and several months later was, completed at a depth of 6,624 feet, The large initial production, the high pressure, and the large gas volume in the different horizons of the discovery well suggested the potential possibilities of gas and oil, production in formations of Pennsylvanian and pre-Pennsylvanian age.
