Significant progress has been made in the reduction of serious injuries and fatalities resulting from mine blasting operations. Despite the progress, injuries and fatalities continue to occur. A leading cause of injuries and fatalities from blasting continues to be inadequate blast area security. Even though significant improvements in technology have been made, insuring adequate blast area security remains a challenge and requires constant vigilance. The advances in technology have created safer blasting products and have improved productivity and economics by enabling large, more efficient and effective blasts. However, as blasts grow larger in size, the complexity of adequately securing the blast area increases even more. Periodically the basic fundamentals involved in blasting safety should be reviewed, particularly for securing a blast site regardless of the size of the planned blast. Factors such as flyrock and toxic fumes must be taken into account to insure the safety of persons and property from the results of a blast. This paper examines the factors related to injuries due to inadequate blasting shelters and blast area security, and identifies mitigation techniques. The key concepts are: (a) accurate determination of the bounds of the blast area, (b) clearing employees from the blast area, (c) effective access control, (d) use of adequate blasting shelters, (e) efficient communications, and (f) training. Fundamentals are reviewed with an emphasis on analyzing task elements and identifying root causes for selected blasting accidents. Mitigating techniques are presented along with discussions and examples.

The mining literature is replete with descriptions of methods and costs of operation at producing mines. To day the mine manager can find published information bearing upon almost any problem with which he may be faced. From this literature he can familiarize himself with methods employed by otter operators for coping with problems similar to his own, under more or less parallel conditions. Transaction of mining societies, publications of the U. S. Bureau of Mines, technical journals, and handbooks all afford valuable information dealing with operating methods and costs, Very little has been published, however, regarding methods and costs of equipping and developing new properties and bringing them to tae productive stage. There may be some question in the minds of many as to the value of papers on this subject, due to the great variety of conditions encountered. No two prospects are alike. Obviously, it is impossible to forecast what expenditure will be required to develop a mine from a raw prospect or even to predict whether the prospect can be developed into a productive mine.

Fieldner, chief engineer, Experiment Stations Division of the Bureau of Mines.Routine determinations of the fusibility of coal ash are made in the laboratories of the United States Bureau of Mines by the gas-furnace method. This method was standardized after considerable experimentation5 on the nature of the fusion of coal ash and the various factors which affect its determination. The method was subsequently adopted by the American Society for Testing Materials as one of its standard tests."

"While serving as surgeon with rescue car No 11 of the U. S. Bureau of Mines, the writer visited the principal metal-mining camps of Utah during the latter part of 1919. In visiting the mines, meeting and conversing with miners, and talking over the medical situation with physicians in the various camps, the number of cases of lead poisoning encountered was great enough to attract attention.With a view to procuring more definite information as to the number and distribution of cases of lead poisoning throughout the State, a study of the records of the State Board of Health was undertaken. Utah had no ordinance re¬quiring the reporting of occupational diseases, so it was not possible to secure data an cases A study of the mortality records by years gave the following results.:Year Deaths from lead poisoning.1910,11911,01912,21913,11914,61915,41916,11917,31918,11919,2These few deaths would seem to indicate a fairly low case rate, but when it is realized that lead poisoning is rarely an immediate cause of death and that the train of sequelae in this disease frequently leads to chronic involvemeets of the digestive, nervous, circulatory or genito-urinary systems, it is apparent that the number of deaths showing lead poisoning as the cause can not be taken as an index of the cases prevalent. The time elapsing between the presence of the active signs of lead poisoning and the terminal illness from pathologic conditions excited by lead absorption may be years, and the initial cause, lead poisoning, is frequently lost sight if entirely, hence the death certificate shows no evidence of the primary cause."

The United States Bureau of Mines contracted Norecol to prepare a report identifying the regulatory processes associated with metal mine development in British Columbia using the Snip Mine as a case study. The intent of this study is to assist industry and regulatory agencies in developing understanding as to differences in objectives, perspectives and operating methods. The case study will be incorporated into a larger report summarizing the comparative advantages and disadvantages of metal mine permitting in British Columbia and Alaska. The purpose of the report is to identify the development schedule and permitting process at Snip which will assist the U.S. Bureau of Mines in suggesting improvements in environmental review and permitting processes for mine developments. The report provides an abstract of the environmental assessment review processes in Canada and the Mine Development Review Process in British Columbia and provides an understanding of the linkages between policy, legislation, and environmental review.

Bulk density tests were made on a Western U.S. coke oven plant blend to obtain bulk density control data that would be directly transferable to plant practice . Maximum bulk density values were obtained at zero surface moisture . Increase in surface moisture to about 6 percent decreased the bulk density to a minimum value . Increase in the fine grinding of the blend , at constant surface moisture , decreased the bulk density . The effect of oil on bulk density was observed with five oils at concentrations ranging from 1/8 to 1-1 / 2 gallons per ton . Maximum bulk densities were obtained within the 1 / 2- to 1 - gallon - per - ton range . Essentially the same bulk densities were obtained with petrolatum- and nonpetrolatum- containing oils . Storage effects were observed on samples tested at selected intervals from 0 to 56 days . No significant change in bulk density took place if no surface moisture was lost during storage .

"INTRODUCTION The investigation of the general hazards of combustible gases and vapors in manholes owned by the Edison Electric Illuminating Co. and the study of methods for eliminating these hazards, conducted by the Bureau of Mines, the Edison Electric Illuminating Co. of Boston, and the Boston Consolidated Gas Co. since 1929, was continued during 1933.From May and through December 1933 these tests were supplemented by a study of the manholes of the New England Telephone & Telegraph Co. The test crew was under the direct supervision of John Campbell, superintendent of the Special Service Department of the Edison Electric Illuminating Co., and F. M. Goodwin, vice president of the Boston Consol¬idated Gas Co.The procedure of sampling manhole atmospheres and of shipping the samples to Pittsburgh was the same as that used heretofore. In previous reports the relative explosibility of the samples was calculated by adding the percentages of the illuminants, hydrogen, carbon monoxide, methane, and ethane, dividing the total by 6.5, and multiplying by 100. Experience has shown that the factor 6.0 is more nearly correct; therefore, this has been used in calculating the relative explosibility of all the samples listed in appendix A and B of this report. If gasoline vapor is present a smaller factor must be used.ACKNOWLEDGMENTSThe cooperative investigation was arranged through the interest and effort of W. C. "Compliance standards for respirable dust, which are reduced because of high quart: concentrations, have become an industry-wide problem. Research on the physical and chemical character of quart-classified particles in respirable coal mine dusts indicates that they may exist in intermixed layers or may be coated by clay or coal material. The relative amount of intermixing varies with the coal seam being mined. If most of the quart: particles of a mine dust are ""pure,"" then the dust may have a high fibrogenic risk potential because of truly free silica and the compliance standard should be lowered. lf, however, quart: is locked inside another material matrix, or coated, a reduced compliance standard may not be appropriate.Although much research has been done on coal workers' pneumoconiosis (CWP) over the past decades, the etiologic agents of the disease still have not been pinpointed. The predominant methods of characterizing respirable coal mine dusts were bulk analysis techniques for determination of elemental and mineralogical concentrations, the results of which were used in statistical analyses to determine relationships between dust composition and the occurrence of CWP. These methods are incapable of finding the etiologic agents in the dust primarily because of complicated and confounding physiochemical factors, which may be discovered if the focus of characterization was done on a dust particle level.The SEM/EDXA-based research discussed here shows a significant difference in the number of ""pure"" quartz particles in respirable dusts collected from different mines. Some of the results have been reported previously (Grayson, Andre, and Simonyi, 1988). Concurrent research by other investigators (Wallace et al., 1989) demonstrates an SEM/EDXA-based methodology to pinpoint the location of the ""contaminating"" substance(s ) in a quartz-classified particle. The research of the European Economic Community has also begun analyses on the respirable-dust-particle level (Robock and Bauer, 1988).Since the compensatory and intangible costs of CWP are substantial in the United States, it is important that the etiologic agents be determined and then either controlled or neutralized in a cost-effective way. This line of research is especially important consid-ering the forecasted. near-term growth of coal production and the evolution of high productivity longwall panels (an immediate problem in compliance) and continuous mining sections ( a probable future problem).This need has been accentuated now that nearly all respirable dust samples submitted to MSHA are analyzed for free silica (Tomb, Parobeck, and Gem, 1986). Today a real problem exists in the coal industry, both underground and surface, because of high quartz levels in respirable dusts causing substantially reduced compliance standards (Murphy, 1989).The combined results of the respirable dust particle investigators indicate that conventional bulk sample analyses may not faithfully represent the amount of biologically available or active quartz in all mines with a high level (greater than 5% ) of quartz in the dust For example, some mine dusts might contain predominantly occluded (or coated) quartz particles where bulk analysis would result in anomalously high ""free silica"" measurements. The same result would occur when quartz particles are intermixed substantially with other minerals that can alter the surface of the composite particle away from a quartz-behaving character."

The Big mine has been a source of mica and high-grade felspar from separate zones in the same pegmatite dike since 1914. In 1943 it became the outstanding producer of strategic mica in New England. The urgent need for sheet mica led to core-drilling by the Bureau of Mines from February to May 1914. Nine diamond-drill hob's aggregating 1,474 feet in length were drilled by the Bureau of Mines with the objective of developing extensions of the known mica shoots. The use of large-diameter bits made it feasible to obtain reasonably reliable results in diamond-drilling this type of deposit.

In making any canvass of secondary metals great care must be exercised to avoid duplication or exaggeration of net consumption. One of the major difficulties is to trace the metal accurately as it passes through the many cycles of manufacture. Greater or less duplication probably occurs in any canvass. The manufacturer of tin plate, for instance, purchases primary pig tin exclusively as a raw material. Most of it goes into the coating on the steel sheet, but a substantial part emerges in the form of byproducts such as scruffs and drosses. These are sold to other plants, where they are used in the manufacture of alloys and chemicals. Alloys and chemicals, however, are not necessarily articles for final consumption. The alloy may be sold in ingot form to a bearing manufacturer, who, in turn may produce some scrap, which he may sell to still' another plant that may make still other products. There is a considerable return of tin in the form of waste products from chemicals sold to the silk industry. Even tin plate does not represent an ultimate use of tin because the tin-can maker produces large amounts of clippings, which are sold to detinning plants, where the tin is recovered and used again for some other purpose. Thus the degree of duplication in consumption statistics depends on the point in the industrial cycle where consumption is measured.

The U.S. Bureau of Mines Information and Analysis Directorate collects worldwide data on virtually every commercially important non fuel mineral commodity. These data form the base for tracking and assessing the health of the minerals sector of the U.S. economy. The Bureau's data collection activity was instituted by the 47th Congress in an appropriations act of August 7, 1882 (22 Stat. 329), which placed the collection of mineral statistics on an annual basis. The most recent authority for the U.S. Bureau of Mines survey activity is the National Materials and Minerals Policy, Research and Development Act of 1980 (Public Law 96-479, 96th Congress). This act strengthens protection for proprietary data provided to the U.S. Department of the Interior by persons or firms engaged in any phase of mineral or mineral-material production or consumption.

"A preliminary examination of the Bi-Metallic molybdenum prospect was made in October 1944, as a result of which it was recommended that a trench exploration project be undertaken on the property. This report presents the information obtained from project work done during June 1945.In its program of exploration of mineral deposits, the Bureau of Lanes has as its primary objective the more effective utilization of our mineral resources to the end that they make the greatest possible contribution to the national security and. economy. It is the policy of the Bureau to publish the facts developed by each exploratory project as soon as practicable after its conclusion. The Mining Branch, Lowell B. Moon, chief, conducts preliminary examinations, performs the actual exploratory work, and prepares the final report. The Metallurgical Branch, R. G. Knickerbocker, chief, analyzes samples and performs beneficiation tests. Both these branches are under the supervision of Dr. R. S. Dean, assistant director.With respect to this report, special acknowledgment is due S. H. Lorain, chief, Albany Division, Mining Branch, for aid in preparing the report.The property is situated in the NW1/4, sec. 26, T. 39 N., R. 29 E. about 21 miles northeast of Tonasket. Tonasket (population 643), the nearest town, is a way point on a branch line of the Great Northern Railway. The prospect is reached by a good gravel road through Havillah to Vincent's ranch, about 3 miles northeast of Havillah. From the ranch, an abandoned dirt road extends to the portal of the Moly alit, about 1 mile distant. The mine road could be kept open without difficulty if properly graded and surfaced."

Ten composite samples of Mesabi Range nonmagnetic taconite from the Hibbing, Minn., area were evaluated by flotation and by reduction roasting-magnetic separation to determine their potential as a future source of iron are. Only one of the composites yielded concentrates that could be considered marketable, using as a criterion a 10-to-1 iron-to-silica ratio. Cursory petrographic examinations of all 10 composited samples and a detailed mineralogical study on 1 sample suggest that unfavorable mineralogical associations between iron and gangue minerals are responsible for their poor beneficiation characteristics.

The U.S. Bureau of Mines conducted experiments in the intermediate-scale fire tunnel to assess the influence of air velocity on the gas production and smoke characteristics during smoldering and flaming combustion of Pittsburgh seam coal and its impact on the detection of the combustion products. On-line determinations of mass and number of smoke particles, light transmission, and various gas concentrations were made. From these experimental values, generation rates, heat-release rates, production constants, particle sizes, obscuration rates, and optical densities were calculated. Ventilation has a direct effect on fire detection and development. The results indicate that, in general, increased air velocity lengthened the onset of smoke and flaming ignition, increased the fire intensity, but decreased the gas and smoke concentrations. Increased air velocity also lengthened the response times of all the fire sensors tested. Rapid and reliable detector response at this most crucial stage of fire development can increase the possibility that appropriate miner response (fire suppression tactics or evacuation) can be completed before toxic smoke spreads throughout the mine.

"INTRODUCTION During the course of research on the beneficiation of the Big Seam iron ores of Birmingham, Ala., an urgent need was felt for quick iron assays of grab samples for mill control. Since the gangue minerals in these ores - quartz, limestone, and clay - all have about the same specific gravity, the use of a specific-gravity method was anticipated as a means of measuring the iron content. The idea of estimating the composition of a mineral mixture by measuring its specific gravity is by no means new. However, the usual method of carry in out this idea proved unreliable when applied to the Big Seam ores. The usual rapid method of determining specific gravity consists of measuring the volume of a known weight of sample that has been dried at high temperature. The inadequacy of this method led to the development of the rapid, modified, specific-gravity determination described in this paper.This work- was an incidental development resulting from research on beneficiation of iron ores by the Bureau of Mines, United States Department of the Interior, in cooperation with the University of Alabama and ore producing companies of the Birmingham district."

This report covers operations at the Crystal-Victory and Minerva No. 1 mines in Hardin County, Ill., which are operated by the Minerva Oil Co., Fluorspar Division, with offices in Eldorado. It describes the exploration, development, and mining practices, giving costs of each. Transportation, equipment, power, labor, and other influencing factors also are discussed. The mining methods employed are those most applicable to the flat-bedded replacement deposits common to the Cave-in-Rock section of the Southern Illinois fluorspar district. The fluorspar beds occur from surface exposures to 1,000 feet deep. In this district churn drilling is the method practiced for exploring flat-bedded deposits from the surface. Aerial photography and geochemical methods for indicating mineralization have been helpful in planning a drilling program. A program usually includes enough drilling to obtain only sufficient data on the value of the ore body and its structure to justify initial development and purchase of the mineral rights under option.
