We Americans pride ourselves that ours is the greatest, most advanced and most civilized nation in the world, yet statistics indicate that apparently we have little appreciation for the lives and limbs of the people whose efforts give us whatever greatness we possess. The latest available statistics indicate that the annual accident death rate per 100,000 of population is nearly 80 or far higher than that of any other country in the world except Chile; is more than double the rate in Hungary, Netherlands, Ireland, Belgium, Denmark, Italy, Germany, Norway, Sweden, and Finland; is nearly double that of England, Wales, the Union of South Africa, New Zealand, Japan, Australia, and Scotland; and is 25 to 40 percent greater than Switzerland, France and Canada. To make matters worse, from the viewpoint of mining; the latest available statistics give mining by all adds the worst accident rate of the major industrial occupations in the United States, the accident severity rate for mining in 1935 being listed by the National Safety Council as 10.14, the next highest rate being 4.52 for construction, and the average rate for 30 main industries being 1.58. IMPROVEMENT IN SAFETY RECORDS Offsetting to a slight extent this rather dark picture is the fact that starting about 1930 the mine-accident rate in both coal and metal mining began to fall, reaching an all-time "low" in metal mining in 1932 and in coal mining in 1933. It now appears probable that the year 1936 has again lowered the accident rate in coal mining and this, together with the fact that the years 1933, 1934, 193 5, and 1936 all set much lover accident rates in coal mining than ware achieved for any similar previous period, gives hope that the trend is definitely in the right direction, though from the above figures mine-accident severity has a long, tedious road to travel before it becomes as low as the severity rate of all other major industries in the United States.

This report summarizes work performed under USBM Contract No. J0100047 revealing the performance characteristics of a composite-type resilient screen deck. The ability of the composite to perform or compete with steel in noise attenuation and longevity was of interest. Tests were conducted at the River King Preparation Plant of Peabody Coal Company. This facility was chosen because it provided parallel process flow and met standard coal cleaning requirements. Comparisons could be made between the adjacent resilient and steel screen decks under similar operating conditions. Noise reductions of 1-6 dBA were realized in the near field. Although the test period did not determine resilient screen life, indications are favorable for their longevity.

This Bureau of Mines publication reviews characteristics, manufacture, and uses of natural and synthetic iron oxide pigments. Supply and demand trends within the domestic industry and in foreign trade are presented for 1955 through 1976. Iron oxides are expected to continue in demand for traditional uses, and if anything, to be favorably affected by technological developments. Imports have been significant in relation to domestic production, most notably for synthetic oxides from West Germany and Canada.

The Bureau of Mines evaluated the potential availability of chrysotile, amosite, and crocidolite asbestos from 42 properties in market economy countries. This resulted in the development of tonnage-cost relationships indicating the quantity of grades 3 through 7 asbestos at various average total costs of production at 0% and 15% rates of return on invested capital. The availability of grades 2 and 8 was also evaluated, but since each is produced at only one property, no analytical results were given. Total demonstrated recoverable chrysotile fiber potentially available of grades 3 through 7 from the 42 properties evaluated follow: 1.59 million t, 21.00 million t, 16.74 million t, 15.54 million t, and 19.27 million t, respectively. The total amount of crocidolite is 1.69 million t. Owing to the good potential for discovery and development of new deposits, long- term availability of fiber of all three types is not in jeopardy. However, many of the crocidolite properties evaluated in the northern Cape crocidolite field of South Africa have relatively small demonstrated resources, and new deposits will have to be exploited by the late 1990's to sustain projected levels of production.

The Bureau of Mines has reviewed those portions of the "Tariff Schedules of the United States Annotated 1963" that are of interest to the minerals industry. This study shows to what extent rates of duty were altered (increased or decreased), and provides a bridge where possible from the old Schedule A classification sys tem to the new TSUS system of statistical reporting of import data. In general the new tariff has corrected previous classification defects and inconsistencies, but the rates of duties have not been materially changed.

To aid in winning the recent world war, the Bureau of Mines conducted a National Fuel Efficiency Program, directed to commercial plants throughout the Nation, to save greatly needed fuel, a basic resource vital to industrial production. In planning this program it was realized that to accomplish a satisfactory reduction in fuel consumption in any plant, it would be necessary to reach, enthuse, and usually educate to some extent the actual operators of the various types of plant equipment. A major part of the programs consisted, therefore, of visits to plants and work with the operators, including a review with them of their operating conditions and of educational and guiding literature pertinent to the operating problems involved. Through a Nation-wide organization, local volunteer engineers served in making visits to local plants. Each cooperating plant appointed an employee as the "waste chaser," who headed the work of saving fuel in that plant. The educational literature was designed to interest the operator, as well as serve as a guide in eliminating waste of fuel. Volumes have been written on many subjects relating to the saving of fuel. Writings of the treatise type contain considerable good information but do not have wide appeal and probably will be read only by a few studious operators. The problem is not one of getting clown on paper everything that the experts know and would like to have the operator know, but rather to write something that will actually interest the operator and stimulate him to action. Past experience led to the adoption, therefore, of the "quiz-sheet" type of writing, using a quiz sheet of not more than two pages for any principal item. The results obtained during the National Fuel Efficiency Program in many types of plants further demonstrated that the short quiz sheet is satisfactorily appropriate and does accomplish results. Judging from the rapid pace of increased demands for mineral products, technological forecasting will become an increasingly necessary tool in mining. Even though the mining industry in 1966 produced more are than ever before, current extraction rates are only a fraction of what is expected in the later years of the twentieth century. If metal and mineral commodities continue to hold their respective and present share of markets, the prospect of coping with demands from a population that will double in the next thirty years can become an impossible task when viewed outside the limits of technological advance and change. Those mining companies that are doing little to develop new and expanding horizons for their operations cannot expect to survive. Nearly 90% of all metals and mineral products consumed last year was recovered by open-pit mining. This has placed great pressure on this segment of the industry which, consequently, has resulted in some spectacular developments. Already production rates at many places are dwarfing those of the Panama Canal and other well-known earth moving projects which are frequently identified as massive undertakings. With projects of this scale, the need for increased sophistication of engineering, planning, management and administration of modern mining installations has never become more apparent. The design of complete systems for the mine and plant that fit the mould of today's business and social environments is undergoing an evolutionary process.

TO ASSIST users in the selection of reliable and satisfactory respiratory protective devices, the Bureau of Mines bas established five schedules of minimum performance requirements for the approval of respirators. The current revisions of these schedules include 130 for self-contained breathing apparatus, 141F for gas masks, 19B and the amendments to 19B for supplied- air respirators, 21B for dust, fume, and .mist respirators, and 23B for chemical cartridge respirators. Copies of these schedules may be obtained from the Bureau of Mines, Publications Distribution Section, 4800 Forbes Avenue, Pitts- burgh, Pa., 15213. Approval tests on respirators are performed only at the request of the manufacturer of the respirator and at his expense. If the deice meets the approval requirements, a certificate of approval is granted on the complete respirator. This certificate states that as long as the respirator is manufactured as originally approved, or in accordance with any changes covered by an extension of the original approval, the manufacturer may advertise and sell his respirator as being approved by the Bureau of Mines. Many industries and regulatory agencies require that respirators approved by the Bureau of Mines he used where respiratory protection is needed. The Bureau of Mines, however, has no regulatory power over the use of the respirators that it approves. It acts as an impartial testing agency to insure the availability of suitable and safe respirators.

In the Unfederated Malay States, with the exception of Johore, the rights of suzerainty, protection, and administration were transferred by giam to the British Government in 1909. In the States of Kelantan, Trengganu, Kedah, and Perlis, the rulers are assisted by State Councils and by British advisers appointed by the British Government.3 With respect to Johore, the largest, richest, and most highly organized of the Malay States not in the Federation, the treaty of December 11, 1885, with Great Britain, defined the relations of the State to the British Govern- ment and allowed the Maharaja to assume the title of "Sultan"; an amendment to this treaty (May 12, 1914) provided that the Sultan should be advised by a British officer, the General Adviser. ...... The political organization of the States is reflected in the mining legis- lation, Johore being the only one having a comprehensive code. "Sillimanite, kyanite, and andalusite are aluminum silicates having the same chemical composition (Al2Si05) and are used in the ceramic industry for the manufacture of high-grade refractories. ""Natural sillimanite with added corundum or other alumina to just short of mullite 2SiO2) proportions is unequalled for jobs where strength at high temperatures, resistance to spalling, and resistance to slagging by acid slags is desired. High-grade porcelain ware also requires these minerals.""At the same cost, sillimanite would be preferred for most uses, but the lack of any large source of sillimanite has given economic preference to kyanite or andalusite for special refractories and high-grade porcelain ware.""3/The possible economic value of the sillimanite schist in the piedmont Plateau was first recognized by Dr. L. L. Smith, of the University of South Carolina, who published an article in the Engineering and Mining Journal, August 1943, on an occurrence of sillimanite schist in South Carolina.The Bureau of Mines was interested in developing a large source of sillimanite to relieve the shortage of high-grade refractories, and initiated a project to locate the ore-bearing areas in Georgia and South Carolina and to develop the most favorable ones.Two hundred and seventy-eight outcrops of sillimanite-bearing schists were found by a Bureau of Mines engineer.4/ The schist occurs irregularly throughout a belt extending from Talbot County, Georgia; to Spartanburg County, South Carolina, about 220•miIes long and approximately 15 miles in maximum width. The Bureau drilled four areas of the more coarsely crystallized schist in Georgia and South Carolina:In its program of exploration of mineral deposits, the Bureau of Mines has as its primary objective the more effective utilization of our mineral resources to the end that they make the greatest possible contribution to national security and economy. It is the policy of the Bureau to publish the facts developed by each exploratory project as soon as practicable after its conclusion. The Mining Branch, Lowell B. Moon; chief; conducts preliminary examinations, performs the actual exploratory work; and prepares the final report. The Metallurgical Branch;.R. G. Knickerbocker; chief, analyzes samples and performs beneficiation tests. Both these branches are under the supervision of Dr. R. S. Dean, assistant director."

The prevention of accidents from falls of roof and coal requires a considerable amount of personal judgment , for conditions are different even in adjoining working places in the same mine , and conditions may change from hour to hour even in the same working place as the coal is shot down and loaded . Experience has shown that many men can not or do not exercise enough care to protect themselves from injuries ; moreover , where the foremen have been made directly responsible for the safety of the men under them , accidents from falls of roof and coal have , in many instances , been reduced as much as 50 per cent . There is now no question that careful , constant , and intensive supervision is essential in preventing acci- { dents and more especially accidents of this class . Falls of roof and of coal account for approximately 50 per cent of all coal mine accidents and annually result in the death of approximately 1,000 men and cause lost - time injury to approximately 50,000 men . These and other accidents are recurring with little or no diminution , usually not because of the lack of knowledge of safe and dangerous practices , or of the technique of safety , but largely because of the lukewarm interest of major executives in safety or the failure of mine officials to formulate and to enforce common - sense rules and regulations . When failure is the outcome of a sincere attempt of the managing officials to teach safety to the miner , the fault may usually be attributed to misguided effort . Various solutions for the problem of eliminating accidents from falls of roof or coal have been suggested , some of which are : Standard system of timbering for the specified mining districts ; departure from the room-and - pillar system to a more concentrated system of mining ; more intensive supervision - that is , 1 section foreman for every 25 loaders instead of 1 section foreman for 75 , 80 , or even more loaders the practice in most mining districts . - However , investigations conducted by the writer at numerous mines operated by a number of mining companies in several districts show that employees and officials alike are inclined to work under loose and unsupported roof , relying solely on the " drummy " sound and on their judgment and experience as to whether the roof will stay in place for one hour or for several hours . With but few exceptions , men who had been injured by falls of roof or ccal or were found working under loose and unsupported roof , admitted that they knew of the possibly unsafe condition , but it was their opinion that the roof or coal was not loose enough to fall for some time .

The real gross national product (GNP) advanced at a annual rate of 3.1 % during the second quarter, following a revised 3.4% increase in the first quarter (see table 1). Export growth continues to play an important role in the rising output. Combined with the decline in imports, it resulted in a noticeably improved trade position. Imports of consumer goods, including automobiles and food, fell while exports rose. Imported cars have been losing ground to domestic cars. The foreign car share of the U.S. market fell from 36% in October 1987, to 29% in May 1988. Business spending for new plant and equipment contributed strongly to the GNP increase. Equipment purchases, particularly of computers, rose at a 14.8% annual rate, following a large first-quarter gain. Purchases of structures rose 11.8%. The other key component of business spending, change in business inventories, declined from the first quarter. Inventory buildup in late 1987 had been considered excessive.

Computer programers are often required to make modifications to unfamiliar Fortran routines. This Bureau of Mines report describes a computer program designed to aid the programer in such a situation by reorganizing: Fortran routines. This reorganization includes a sequential renumbering of the routine's statement numbers, a sequential renumbering, and relocation of format statements, an alphanumeric reordering of dimensioned and typed variables, a uniform pattern of text spacing, and a sequential numbering of the records in the final Fortran routine. The computer program has been extensively tested by the author and has proved to be a valuable tool for reorganizing Fortran routines developed under contract and later utilized by the Bureau, and for preparing routines for publication.

Deposits of gray hematite occur in two districts in Talladega County, Ala., the Emauhee-Tallasechatch and Weewoka, both in the; vicinity of Wintorboro, 50 miles east of Birmingham. The deposits were investigated by the Bureau of Mines in 1945 and 1944. Approximately 15,000 feet of diamond drilling was done and 6,000 linear feet of trenches excavated and sampled.

The Bureau of Mines has engaged m a program to determine the availability of land for mineral exploration and development in Alaska. Land availability, based on ownership and Federal and State laws and policies, is compared with mineral terranes and mineral deposits. This is the fifth of six regional studies, which cover the State with a comprehensive set of maps and data compilations. This study covers an area of 112.3 million acres in western Alaska. In July 1986, 41.0 million acres, 37% of the study area, were available for mineral exploration and development; 14.6 million acres, 13%, were available with restrictions; and 56.7 million acres, 50%, were unavailable. Nearly 65% of the unavailable land is classified as national parks, preserves, wildlife refuges, and wild and scenic rivers. Of the 34.0 million acres of mineral terranes that underlie the study area, 12.9 million acres, 38%, are available for exploration and development; 3.6 million acres, 11%, are available with restrictions; and 17.5 million acres, 51%, are unavailable.

This report is Volume I of a three volume final report on the micro-seismic monitoring of a longwall coal mine. Volume I deals for the most part with the detailed aspects of the microseismic field study itself, however, brief references are made to other secondary studies described in Volumes II and III. During this field study a mobile microseismic monitoring facility and associated transducers were employed to detect and record microseismic activity above a longwall panel at Greenwich Colleries, Barnesboro, Pennsylvania. The fundamental objectives of this study were (1) to evaluate the feasibility of detecting microseismic activity originating from longwall mining operations using an approximately planar, near-surface, geophone array installed above the longwall and (2) to attempt to locate the sources of the various microseismic events. This investigation has proven that, using the techniques developed it is possible to detect microseismic events at depths of more than 400 ft and at horizontal distances in excess of 800 ft from the source. The majority of the observed events were found to have frequencies on the order of 10 to 100 Hz, and particle velocities of 50 to 300 µips. When a suitable velocity model was utilized, most of the events located were computed to be within ±100 ft vertically of the coal seam and ±50 ft horizontally of the longwall face. The results of the overall research project suggest that additional research should be undertaken in a number of associated areas.
