Coal research and technologic work by the Bureau of Mines covers a broad program of investigation aimed at conservation and utilization of this important natural resource. Conservation is served by a constant search for higher efficiencies in mining, preparation, and use. Increased utilization is sought through various projects that probe new ways to use coal and expand existing coal markets. This report, the twenty-eighth in the series,3 gives the highlights of Bureau of Mines coal research and technologic work in 1963. The scope and complexity of the program makes it virtually impossible to report all progress on every project, even tor a 12-month period. Full insight into each project can be gained only through intensive review of basic objectives, past accomplishments, and current status of the work. Details of the work are given in numerous publications issued by the Bureau and its laboratories and centers located throughout the country.

This work is a codification and annotation of the Congressional enactments relating to minerals, mineral lands, and mining. It covers every enactment of Congress from the original ordinance of 1785 to the present time, as well as all sections of the Revised Statutes of the United States relating to these subjects. These laws are grouped according to their general subject matter, and are arranged thereunder in numerical or chronological order. Many of the mining statutes include matter not pertinent to the subject, and only those parts of such acts are quoted as will properly show their relation to minerals and mineral lands and indicate how they should be construed. Some mining acts have been repealed or have become obsolete, and others have become incorporated substantially in sections of the Re- vised Statutes; but these are retained in order to show the changes made, and the constructions placed thereon by the courts are given as aids in construing the new or repealing acts. The annotations consist of legal propositions abstracted from the decisions of the various courts and executive officers of the Govern- ment that have interpreted the sections and statutes so codified. These legal propositions are arranged under the different sections and acts with appropriate headings, titles, and subtitles, in logical order, exhibiting the present status of each particular section or act and its application to the subject of mines and mineral lands. The annotations do not purport to be abstracts of decisions on the sub- stantive law of mines and mining generally, but are limited strictly to the interpretation placed on a given section or act definitely re- ferred to by a court or executive officer by the number of the section of the Revised Statutes or the volume and page of the Statutes at Large in which the Congressional enactment is found. It may be observed that the legal propositions stated are not always pertinent to the particular section or act under which they are classed and of which they purport to give a construction. The arrangement, however, is not an arbitrary one, but is so made for the reason that the courts or officers in the construction of a particular section or act definitely referred to by number or volume and page incorporated in the decision matter not strictly pertinent to the par- ticular section or act so designated. This statement applies especially to the interpretations placed on the sections of the Revised Statutes. The 53 countries that constituted Africa in 1993 accounted for a significant portion of total world output of a number of mineral commodities. For the continent as a whole, world shares of most commodities showed little change from those of 1992 although most output volumes showed a slight decline. There were no significant production increases, but there were significant decreases of cobalt and copper because of political instability in Zaire and production problems in Zambia, of chromite resulting from cutbacks in South Africa and Zimbabwe, and of phosphate rock owing to a lower output by producers in general. (See tables 1 and 2.) Among the most significant mineral commodities produced in Africa, ranked by portion of world production in 1993, were diamond, cobalt, chromite, gold, phosphate rock, manganese ore, uranium and petroleum. Others of importance in world trade were andalusite, antimony, asbestos, bauxite, coal, copper, fluorspar, lithium minerals, platinum-group metals (PGM), titanium minerals (ilmenite and rutile), vanadium, vermiculite, and zircon. Several of these-chromite cobalt, diamond, and manganese-were not produced in the United States.

"It has long been recognized that the properties of polycrystalline substances are not the same as those of single crystals. These differences are especially marked in metels and metallic minerals, and are of greatest practical importance in metal working and ore treatment. The property changes encountered in passing from a metal single crystal to a poly-crystalline aggregate are the same as are produced by cold-working a metal or by the precipitation of a disperse phase. Hence, we may logically assume that the property changes are all due directly or indirectly to the formation of interfacial area or internal surface. Our problem, then, is to ascertain the physicochemical state of the metal atoms at such internal surface and show how this physicochemical condition accounts for the pronounced changes of mechanical, magnetic, and electrical properties that accompany increased internal surface.GENERAL CONCEPT OF INTERNAL SURFACEIn 1678, Huyghens attempted to explain the double refraction of calcite by postulating that crystals were built from a regular arrangement of ellipsoidal particles. Over 100 years later, Abbé Hauy concluded from his studies of cleavage that crystals might be built from small units, but the units were of the same shape as the entire crystal. This idea, which was prevalent in mineralogical thought before the advent of X-ray spectrometry, was discarded when the great success of Bragg made it appear that the chemical atoms were in reality the elements of structure. In the further development of X-ray technique, however, C. G. Darwin, in England, and P. P. Ewald, in Germany, found it necessary to postulate crystal units con¬taining many atoms. The latter gave the name of mosaic crystals to those so constituted. The individual units are supposed to Possess the ideal atomic arrangements revealed by the X-ray but are not oriented with respect to one another."

The production and processing of crude petroleum and natural gas are the dominant economic sectors of the Middle East, providing more than 80 % of the region's foreign exchange. In 1992, the 15 countries that constituted the region accounted for 29.5 % of world crude petroleum output, 20 % of world natural gas plant liquid production, and 5 % of world dry natural gas production. Only Cyprus and Lebanon were not crude petroleum producers. A fairly wide range of non fuel minerals is also produced in the region. The most significant are boron minerals, bromine, chromite, gypsum, phosphate rock, potash, strontium, and sulfur. However, the variety of minerals produced, output levels, and the size of the overall non fuel mineral economy of the region is dominated by Iran and Turkey. Turkey, with a diverse mineral production and strategically situated between Europe and the Middle East, was first in world production of run-of-mine boron minerals, second in strontium behind Mexico, and fourth in pumice. It was also a significant world producer of chromite, magnesi'lm compounds, mercury, and sodium sulfate. Turkey was also the Middle East's largest cement and steel producer. Iran continued to expand output of most mineral commodities following the war with Iraq from 1980 to 1988. It was a significant world producer of gypsum and strontium and on its way to becoming a major iron and steel producer in the region. Despite a very small domestic mineral industry, Israel was second in world production of bromine and a significant producer of phosphate rock and potash. In terms of processed minerals, Israel was a major world diamond cutting center and exporter of cut diamond. Jordan ranked sixth in world production of phosphate rock. Saudi Arabia was eighth in world production of sulfur.

This examination of Pacific Northwest (Idaho, Montana, Oregon, and Washington) ferrous scrap-industry operations, principally those in Oregon and Washington, points out factors influencing the supply and consumption of scrap materials, such as the complete dependence of steel ingot producers in these States on scrap as a metal raw material and the sizable quantity of scrap exported from Seattle and Portland to Japan. The pattern of the industry is presented as a movement of materials from their diverse sources to the consuming market. The geographic locations of the consuming industries in relation to the areas generating scrap materials and the movement pattern of the supply from source to destination strongly influences the cost of the commodity. The best measure of the scrap supply available in an area is experience in terms of how much scrap was withdrawn at a given price. Scrap availability is not finite, because the return of materials as scrap is secular and influenced by constantly varying market conditions. Steel ingot producers use 75 percent of the approximate 500,000 tons of scrap consumed in Oregon and Washington; steel foundries take 15 percent of the total; and iron foundries, ferroalloy plants, and other miscellaneous consumers utilize the remainder. Also, from 1955 to 1960 an average of about 200,000 tons has been exported annually from Oregon and Washington. The foreign exports are supplemented by lesser shipments to other steel producing States, principally in the western United States. From 1955 to 1960 the preferred and higher value heavy melting scrap grades accounted for about 60 percent of total withdrawals which varied between 600,000 and 950,000 tons annually. Total crap withdrawals from Oregon and Washington are projected to 1.8 million tons by 1985, 60 percent (1.1 million tons) of which will be heavy melting grades. No. 1 heavy melting scrap is most attractive to scrap consumers at $35 per ton or less. Price-supply relationships compared with projected scrap requirements indicate future prices possibly over $35 per ton. High prices over a long period could motivate the Pacific Northwest scrap consumers to produce steel from iron ore. However, technologic changes taking place at integrated steel plants could reduce scrap withdrawals from the Pacific Northwest, which might keep the scrap price sufficiently attractive to obviate production of competitive iron products by the Pacific Northwest scrap consumers.

This computer program determines the price per ton of coal needed to obtain a profit of 12 percent discounted cash flow. From a predetermined equipment and manning list, the program calculates all costs and prints seven tables, Including the equipment and manning tables and the discount cash flow table. Forty-four of the input variables may be readily changed to study their effects upon the final price per ton of coal or upon individual cost items. The method is adaptable for any type of mining and with additions, for beneficiation processes. This program was written in Fortran IV for use on the IBM 11302 and with few modifications can be used on other computers.

United States newspapers of 25 or 30 Years ago ran headlines every few weeks telling of some mine disaster. Each disaster was a first-page attraction for a day or so then was forgotten until the next sensational event, frequently another mine disaster, a few weeks later. Interspersed with the large mine disasters were the so-called ?snipping? mine accidents that caused the death of one or two mine workers. The summation of mine fatalities of all types usually exceeded 3,000 a year, and nonfatal accidents to workers in mines of the country approximated 250,000 annually. From 1906 to 1910, inclusive, there were 84 major explosion disasters (about 17 per year) in. United States coal mines. The resulting fatalities totaled 2,388 for the 5-Year period. These frightful catastrophes helped the number of fatalities in coal mines of the country to reach the enormous total of 13,288 for the 5 years, or an average of 2,658 per year.

The 53 countries that constituted Africa in 1989 accounted for a significant portion of total world output of a number of mineral commodities. Among the most significant minerals to be produced in Africa were andalusite, antimony, asbestos, bauxite, chromite, coal, cobalt, copper, diamond, fluorspar, gold, lithium minerals, manganese, phosphate, platinum-group metals, and the titanium minerals-ilmenite and rutile, vanadium, vermiculite, and zircon. Despite the underdevelopment of much of Africa, mineral raw materials played a very important part of the national economies of many of its countries. In terms of percent-age of export earnings, minerals accounted for more than 90% in some cases. In several countries with agrarian economies and little economic diversification such as Angola and Guinea, a single mining operation could represent an important source of foreign exchange. These latter operations tended to be the more easily mined surface deposits of diamond, gem stones, and precious metals. Mineral commodities for which Africa had a high percentage of world output were bauxite, 16%; chromite, 44.5%; cobalt, 76.5%; copper, 13.9%; diamond, 50.7%; gold, 32.9%; manganese, 27.1 %; phosphate, 22.1 %; platinum-group metals, 48%; uranium, 29.2%; vanadium, 54%; and vermiculite, 41 %. Several of these, chromite, cobalt, diamond, and manganese, were not produced in the United States.

The goal of the Bureau of Mines diesel engine research program is to reduce exhaust emissions and minimize the risk of fires and explosions caused by the use of diesel- powered equipment in underground mines. This program has led to a fundamental understanding of the problems and to solutions that allow diesel equipment to be used safely and effectively. This volume contains reports of the presentations made at the Bureau Technology Transfer Seminar on Diesels in Underground &fines given in Louisville, KY, and Denver, CO, on April 21 and April 23, 1987. It also contains three reports of related research, not presented at the seminar, which highlight the significant achievements of a joint US.-Canadian research program on diesel emission control technology for underground mines. Topics covered in this volume include discussions of industrial hygiene problems associated with the use of diesels, accident statistics, fire and explosion control systems, measurement of diesel pollutants, emission control techniques including engine maintenance, fuel additives, diesel particulate filters, and ventilation of diesel sections. An alternative to diesel power, the hydrogen-powered mine vehicle, is also described.

This report summarizes the results of a one-year agreement for research on the electromagnetic environment in coal mines, which was conceived as the beginning of a long term cooperative program between ITS and the Bureau of Mines. The concepts on which it was originally based are a result of the report on mine rescue and survival by the Committee on Mine Rescue and Survival Techniques of the National Academy of Engineering, dated March 1970. This report drew particular attention to the need for improved communications during and following mine disasters. In particular, the outstanding problems identified were the location of, and communication with, trapped miners. Some tentative solutions, generally involving long-wave electromagnetic signals, were offered. Consideration of the problems of disaster location and communication soon leads to consideration of the communications techniques (or lack of them) for use under normal mining conditions. In particular, if a disaster communication and/or location system is to be readily available and operable under disaster conditions, it should also be usable during mining operations. In this way operators can become familiar enough with the system to operate it during disaster conditions, as well as provide a mechanism for regular testing.

"Underground operation.In its broader sense the term ""mining"" is applied to all processes whereby raw materials are taken from the earth to be used as sources of mineral products. In a more restricted sense ""mining"" is applied to underground operations as contrasted with open pit work designated as quarrying. The tern is used in the restricted tense in this paper; for it relates to the exploitation of limestone deposits by modern methods of underground operation rather than by open pit methods.Present tendency toward miningIt may seem to some readers that a paper on mining limestone will find little general interest among lime plant operators, for only a limited number of them have yet resorted to this means of procuring raw materials. It is noteworthy, however, that a growing tendency exists toward underground operation, for one by one quarry owners are faced with increasing difficulties in open pit operation. It seems desirable, therefore, for operators to keep closely in touch with this gradual change in process, to inquire into the underlying causes, to compare costs, and to study the effects of the change in method on subsequent steps in calcining the stone to produce lime."

For the world mineral industry as a whole, the year 1981 was a period of continuation and, in some instances, an acceleration of negative trends extending back into 1980. Most available statistical data reflected stagnation or downturns in activity. Levels of production, trade, and consumption declined for a substantial number of leading mineral commodities, including, most notably, steel and petroleum. Investment, if not lower than in 1980, was evidently increasing at a more modest rate. Prices for major mineral commodities were generally lower, at least in terms of constant dollars, and in some cases even in terms of current dollars. Prospects of a major reversal of these patterns seemed dim. The mineral industry, however, was far from alone in this general downturn; most other elements of the national economies of the world's nations fared little better. General conditions of inflation, recession, and reduced industrial product consumption were reflected in most other sectors of the total economy. International political events continued to influence mineral output and flow but had less influence on overall levels of activities than on the geographic distribution of these activities. The Iran-Iraq war certainly played a role in reducing mineral industry activities in those nations, but the commodity most affected, petroleum, was available from other sources in sufficient quantity that, in the face of reduced demand, a substantial surplus developed.

This report incorporates a review of available dewatering technology and an evaluation of its relevance to surface coal mines in the Interior Province of the United States. Guidelines for the selection, design and construction of dewatering systems are included. On the basis of documented experience, candidate dewatering systems were selected and evaluated with respect to their anticipated impact on the environment and mine operations. Included in the discussion is a summary of laws and regulations which can impact on dewatering operations. Following this discussion, geologic and hydrogeologic conditions within the Interior Province are described and potential dewatering problems at surface coal mines are identified. Model mines are developed which exhibit the most difficult dewatering problems identified, and it is demonstrated how available technology can be utilized to deal with these problems. Dewatering of coarse-grained, high permeability terrace deposits might be economically feasible today. Low permeability, saturated glacial tills or lake deposits appear to be significantly outside present economic feasibility for dewatering.

This report is one of a series prepared by the Bureau of Mines on manganese deposits of the Northwestern States. It describes properties on the Olympic Peninsula, Wash. Exploration by the Federal Bureau of Mines in 1939-40 and 1954-55 on several typical deposits is summarized, and examination data are presented for other manganese deposits on the peninsula. An attempt was made to list all known occurrences; however, some properties are abandoned, and their exact location is unknown.

Kroemer(1-3) and Kroemer et al.(4) define the isoinertial technique of strength assessment as one in which mass properties of an object are held constant, as in lifting a given weight over a predetermined distance. Several strength assessment procedures possess this characteristic. Most commonly associated with the term is a specific test developed to provide a relatively quick assessment of a subject's maximal lifting capacity using a modified weight-lifting device.(1,5) The classic psychophysical methodology of assessing maximum acceptable weights of lift is also considered an isoinertial technique under this definition.(6) While the definition provided by Kroemer(1) and Kroemer et al.(4) has been most widely accepted in the literature, some have applied the term "isoinertial" to techniques that differ somewhat from the preceding definition, such as in a description of the Isotechnologies B-200 strength testing device.(7) Rather than lifting a constant mass the B-200 applies a constant force against which the subject performs an exertion. The isoinertial tests described here apply to situations in which the mass to be moved by a musculoskeletal effort is set to a constant. Is Isoinertial Testing Psychophysical or Is Psychophysical Testing Isoinertial? As various types of strength tests have evolved over the past few decades, some unfortunate developments in terminology have arisen to describe and classify different strength assessment procedures. This is particularly evident in sorting out various tests that have been labeled "isoinertial." One example was cited earlier. Another problem that has evolved is that the term "isoinertial strength" has two connotations. The first is the conceptual definition: isoinertial strength tests include any strength test in which a constant mass is handled. In practice, however, the term is often used to denote a specific strength test in which subjects' maximal lifting capacity is determined using a machine and a constant mass is lifted.(1,5) Partially as a result of this dual connotation, the literature contains references to both "isoinertial strength test" as a psychophysical variant(8) and the psychophysical method as an "isoinertial strength test" (4,9) To lay the framework for the next two chapters, the authors will briefly discuss some operational definitions of tests of isoinertial and psychophysical strength. In stating that the isoinertial strength test is a variant of the psychophysical method, Ayoub and Mital(8) refer to the specific strength test developed by Kroemer(1) and McDaniel et al.(5) Clearly, this isoinertial protocol has many similarities to the psychophysical method: both are dynamic; weight is adjusted in both; and both measure the load a subject is willing to endure under specified circumstances. However, while both deal with lifting and adjusting loads, there are significant differences between the psychophysical (isoinertial) technique and the Kroemer-McDaniel (isoinertial) protocol in their procedures and the use of the data collected in these tests. The coal-bearing areas of Kansas cover approximately 18,800 square miles (23 percent of the state's total area). Coal in Kansas ranges from lignite to high volatile bituminous, located principally in the south-eastern part of the state. Kansas reserves are estimated to be 987,500,000 tons, approximately 0.2 percent of U.S. reserves. Coal beds generally occur in thin seams up to five feet thick. The overburden-to-coal stripping ratios in Kansas are among the highest in the nation, typically 20 to 1, with some ratios up to 35 to 1. The first commercial coal mining operation in Kansas opened in 1865 at Fort Scott in Bourbon County. As in other states, coal production in Kansas increased during the industrial revolution, and then fell as industry converted to alternative fuels. Production peaked in 1916 and 1917, with annual production of 7,250,000 tons. Coal production today is by surface mining methods. The Kansas regulatory program was approved April 14, 1982; the Abandoned Mine Land Program was approved February 1, 1982; and the emergency program authority was approved January 10,1989.
