"INTRODUCTION Sheet mica is one of the most important minerals in modern industry. It is used in many kinds of electrical devices, and up to the present time no satisfactory substitute for it has been developed. It is necessary for the successful operation of airplanes, ships, motor vehicles radios, and radar equipment. Early in World y r II, the Array and Navy, foreseeing the need for conserving the stock of sheet mica on hand and realizing that imports from India and Brazil were falling off, had strategic mica placed on the critical war-materials list.Examination and exploration by the Bureau of nines indicated that there probably are large undeveloped deposits of mica in Alabama, some of which are near the surface and others at greater depth. The quality of most of this mica is high.During World War I, Alabama mica producers added materially to domestic production, but after 1920 virtually all of the mines closed end miners scattered. During World War II, when imports from India, Madagascar,Brazil,,other foreign sources were reduced, sometime was required for Alabama to act into production. Operators began to produce small quantities in 1942.The Colonial Mica Corporation was created by the Government during 1942 to buy Mica for the Metals Reserve Company, end later Colonial was made sole buying accent for strategic mica. About this time the Bureau of Mines estab¬lished the graphite field laboratory at Ashland, Ala. Samples of mica wore submitted for examination, and advice was requested by property owners and mine operators. This continued during 1943, when as many as 400 visitors a month called at the Bureau's Ashland field laboratory."

The principal objectives of this study are to: (1) survey electrical practices in metal and non-metal mines, (2) survey electrical practices in metal and non-metal mills, (3) clarify the federal regulations governing electrical practices in metal and non-metal mines/mills, (4) analyze electrical accidents, and (5) make recommendations aimed at improvement of the safety of electrical practices in metal and non-metal mines. Information was obtained from literature searches, accident reports, visits to 27 mines and 12 mills, and discussions with knowledgeable industry and government people. The various electrical power systems and practices at the mines and mills visited are described. Similarities and differences based on the type of mining and the minerals being mined or milled are presented. The federal regulations governing metal/non-metal mine/mill electrical practices (Code of Federal Regulations, Title 30, Sections 55.12, 56.12, and 57.12) are presented and discussed. Explanations of each regulation are provided in an appendix. The attitudes of mine/mill operators towards the federal regulations are described. An analysis of the electrical accidents in metal/non-metal mines and mills during the period 1972-1978 is presented. Recommendations, including specific research and development activities, aimed at improvement of electrical safety in metal/non-metal mines are submitted.

This report presents research results obtained in the investigation of deviation control of boreholes in the rotary drilling process. The approach taken in this research is the passive method of placing stabilizers in the bottom-hole assembly to control deviation. Extensive use was made of the drill string mechanics theories of Lubinski and Woods. Analog, digital and hybrid solutions to variety of boundary value problems were investigated in order to determine the best models for bottom-hole assemblies. Field drilling data was analyzed and the results obtained from various models were compared to the actual drilling results. Various accomplishments of this work have been published in open energy industry literature, with more publications to follow.

This report describes the results of a study of longwall ignition hazards and specific suppression systems to minimize each of the major hazards. The major ignition hazards were identified by conducting a literature search and conversing with knowledgeable individuals in the United States mining industry. Three classes of potential ignition suppression systems are discussed: triggered suppression systems for face ignition, passive suppression systems, and control of ignition hazard in the gob. The triggered suppression systems included protection for the shearer, head and tail gates, welding equipment, and the shearer power cable. Passive systems include improved ventilation and water sprays, and charges in the shearer head. Gob protection can be improved by isolating the gob from working areas and by introducting inerting agents into the gob.

This report analyzes the availability of chromium in the form of ferroalloy products (high-carbon and low-carbon ferrochromium and ferrochromium-silicon) and chromite products (metallurgical, chemical, refractory, and foundry sands) in market economy countries (MEC's). A total of 873.5 Mmt of in situ material, containing 202.5 Mmt of chromium, in 10 MEC countries was analyzed for availability as of the January 1989 study date. Extraction and beneficiation of this in situ material would result in 475.4 Mmt of marketable chromite products. As analyzed, 288.5 Mmt of these chromite products would be available for export or for internal chemical and refractory use and 186.9 Mmt would be smelted in-country to produce 74.3 Mmt of high-carbon ferrochromium, 3.9 Mmt of low-carbon ferrochromium, and 2.0 Mmt of ferrochromium-silicon, all available for export. A network flow model, which includes centrally planned economy countries (CPEC's), was also constructed to analyze world chromium supply and demand interactions for the period 1986 through 1994 and to address a hypothetical North American embargo on direct imports of all South African chromium products beginning in mid-1990. The model shows capacity constraints developing in the MEC high-carbon ferro chromium industry in 1987 and a possible subsequent overreaction by the industry in terms of new capacity additions. The results suggest that sufficient chromium is available to North America should an embargo on direct imports from South Africa be imposed by its governments. However, the effect on export revenues in South Africa is relatively small, and timely increases to world ferrochromium, chemical chromite, and foundry sand chromite capacities would be required.

The present study was designed to explore the contribution of organizational climate and management practices to the injury experience in underground coal mines. A cross-lagged panel design was used in which miners from 22 mines completed questionnaires assessing 27 organizational climate, structure, and function dimensions on two occasions, The results strongly support the hypothesis that climate and management practice have casual effect on the incidence of disabling injuries.

To help reduce the Nation's dependence on imported chromite, the Bureau of Mines is conducting research on the use of dolomites as an alternate material. Dolomite is a plentiful domestic resource and offers certain advantages as a refractory raw material. A review of the literature has indicated that there are many sources of high-purity dolomite in this country and that European nations use a greater proportion of dolomite refractories, primarily in steelmaking, than the United States, The Bureau of Mines characterized 14 domestic dolomites as to chemistry, density, mineralogy, microstructure, and thermal behavior, to develop baseline data on their suitability as refractory raw materials.

"INTRODUCTION The Bureau of Mines was established in the public interest to conduct inquiries and scientific and technologic investigations concerning mining and the preparation, treatment, and utilization of mining substances; to promote health and safety in the mineral industries; to conserve material resources and prevent their waste; to further economic development; to increase efficiency in the mining, metallurgical, quarrying, and other mineral industries; and to inquire into the economic conditions affecting those industries. The organic act of the Bureau, as amended by Congress and approved February 25, 1913, made it the province and duty of the Bureau to ""disseminate information concerning these subjects in such manner as will best carry out the purposes of this Act.""In accordance with this directive, the Bureau reports the findings of its research and investigations in its own series of publications and also in articles that appear in scientific, technical, and trade journals; in proceedings of conventions and seminars; in reference books; and in other non Bureau publications. The number of these reports, the wide range of subjects they cover, and the variety of mediums in which they appear make the kind of list and index presented in this special publication both necessary and valuable. This issue describes reports and articles published during the period January 1, 1975, to December 31, 1979. Mercury has been used by mankind since prehistoric times. It has been, and is now, widely used in industry and medicine and has unique properties which make direct substitution difficult or impossible. At present its principal uses are for electrical apparatus, control instruments, electrolytic soda preparation, mildew-proofing paints, pesticides, and medical and dental preparations. Deposits of mercury are less common than those of other base and precious metals, but some of the deposits are very large and have been ample to meet the world's past demands. The price of mercury has had many sharp fluctuations, but in general, the limited number of producers has resulted in a more stable price structure than that of many other commodities. The United States has been one of the main producers of mercury, and from 1850 to 1961 produced 3,247,704 flasks. Yearly production since World War II has varied from 4,535 to 38,067 flasks. An estimate of domestic resources of mercury producible at various price ranges was prepared for each mercury mine by combining specific knowledge of mercury mineralization with estimates of potential, based on geologic information and past production history. The sum of the individual estimates for each price range is shown in a table. A parallel estimate of nationwide production potential was made from a study of past price and production relationships. These were analyzed by plotting yearly production figures against the previous year's price, expressed in dollars of constant purchasing power. An equation was fitted to the data by mathematical means and was used to extend the curve into areas of higher than historic prices. Potential production rates at various price levels were taken from this graph. The estimated yearly production rates were used to make an estimate of total potential based on the premise that production rates and reserves have a proportionate relationship. The rate of developing mercury reserves during the period from January 1944 to January 1962 is considered, and it is shown that if this rate can be continued, the mercury resources of the United States, at a constant dollar price of $500 per flask, are adequate to support a production of 60,000 flasks per year for 30 or more years. This publication contains a history and description of the mercury industry in every State which has had production and individual descriptions of all mercury properties which have reported significant production. Accompanying tables give the important facts about all known mercury occurrences.

This report describes a computer-based model for estimating the tangible costs of injuries and deaths from work-related accidents in underground coal mines. The study undertook to identify and quantify the elements of accident costs, including field visits to coal mines, insurance carriers, and public agencies. The mathematical models developed for each tangible element of accident cost are presented in Volume I -of the report. A listing of the computer programs which comprise the model and instructions for using the programs are presented in Volume II. Statistical distributions of mining family characteristics, data on 95 miners killed in underground accidents, and other basic data used to develop the model are presented in Volume III. Application of the model to a data base of 9,286 accidents which occured in underground bituminous coal mines during 1974 yielded a total of $56,900,000 in tangible costs to industry, mining families, and public agencies. Loss of income to the families of miners injured or killed in these accidents accounted for 47 percent of the total.

As set forth in the decision of the Trail Smelter Arbitral Tribunal, dated April 16, 1938 This Tribunal is constituted under and its powers are derived from and limited by the convention between the United States of America and the Dominion of Canada signed at Ottawa, April 15, 1935, duly ratified by the two parties and ratification exchanged at Ottawa, August 3, 1935 (hereinafter termed "the Convention") . . . The duty imposed upon the Tribunal by the Convention was to "finally decide" the following questions: (1) Whether damage caused by the Trail Smelter in the State of Washington has occurred since the first day of January 1932, and, if so, what indemnity should be paid therefor? (2) In the event of the answer to the first part of the preceding Question being in the affirmative, whether the Trail Smelter should be required to refrain from causing damage in the State of Washington in the future and, if so, to what extent? (3) In the light of the answer to the preceding Question, what measures or regime, if any, should be adopted or maintained by the Trail Smelter? (4) What indemnity or compensation, if any, should be paid on account of any decision or decisions rendered by the Tribunal pursuant to the next two preceding Questions? In this decision reported to the Government of the United States of America and to the Government of the Dominion of Canada, the Tribunal answered the first question in its entirety and reserved decision on the other three questions in accordance with the following extract from their decision

Studies were made on the projectile impact sensitivity of explosives by subjecting explosive samples to the impact of metal projectiles fired from a 0.50- caliber gun . The projectiles , in the form of right cylinders , made plane surface to plane surface contact with the explosives . Pressures in the explosive were investigated with an expendable pressure transducer in some instances . The physical model of the projectile - explosive interaction describes , in principle , the duration of the peak shock pressure in terms of the projectile and explosive geometry and the steady- state penetration of the explosive . Of the explosives studied , liquid hydrogen- solid oxygen and liquid oxygen - solid or liquid hydrocarbon fuel were the most shock sensitive ( requiring an initiating shock of about 1.0 kb or 987 atmospheres pressure ) ; cast TNT was the least sensitive ( requiring an initiating shock of more than 110 kb pressure ) . Measurements of pressure in the explosive showed some moderate space resolution by the transducer and gave pressure distributions in agreement with expectations from the model of the shock processes . The appearance of the recovered projectiles and the calculated initiation shock pressures suggest that the solid explosives were initiated directly to high- order detonation , whereas the liquid explosives were probably initiated to low- order detonation-- with a subsequent , later transition to high- order detonation .

The purpose of the initial research performed under this contract was to determine the margins of safety in explosion-proof (XP) enclosures, which were designed and certified according to the current schedule (Schedule 2G). Results from this work provide baseline data on the current schedule, from which a new schedule can be formulated to give equal or greater levels of safety. Results and discoveries in the initial work led to an expansion of the contract to cover, additionally, weld quality in enclosure fabrication, reliability of enclosures with windows and lenses, and performance tests for enclosure qualification. Finite element calculations and hydrostatic tests revealed wide variations in the margins of safety in the enclosures studied; however, only one enclosure had a safety factor which was less than one. Results from a weld quality survey led to the recommendation of AWS Welding Standard D14.4 for the fabrication of XP enclosures. Based on other work, accelerated aging tests were recommended for qualifying plastics and adhesives that are used in some enclosures, and a Structural Performance Test was developed to test enclosure strength for a minimum static pressure of 150 psig.

"INTRODUCTION This report deals with a comparatively simple application of some of the engineering principles involved in the evaluation, installation, and operation of air- or gas-injection projects and well-clean-out and repair methods to increase the producing rates of oil wells in partly depleted pools during the war. The methods suggested for developing gas-injection projects take into consideration that in general no new wells will be drilled because of wartime restrictions of equipment and manpower and that only existing wells and second-hand machinery will be used. Because air will be employed as the injection medium in secondary-recovery operations where natural gas is scarce and expensive, the disadvantages and hazards accompanying, its use are discussed. Engineering techniques recognized as best modern practice are discussed in relation to the effect of simple air-injection development of properties on postwar operations and Probable ultimate recovery of oil. The report is an introduction to where, when, why, and how an air-injection project should be installed and operated; it is not intended to be an engineering manual for technical guidance in the selection, development, and operation of simulative methods of oil recovery.The report is intended mainly for these thousands of operators in the Appalachian region owning a few wells prodding small quantities or oil daily. Many such operators are anxious to increase their production rates by simulative means and to rehabilitate their wells so that they will produce more oil to help win the war but, in general, are unfamiliar with secondary-recovery operations and cannot afford to hire technical assistance."

The Bureau of Mines human factors research program is directed toward reducing accidents and improving the overall efficiency of the person-machine environment interface found in surface and underground mines. The focus of the hum factors program therefore, is to insure that sound knowledge is available concerning human capabilities and limitations, and that this knowledge is applied to the design, of mining equipment, work tasks, and management procedures. The papers presented in these proceedings summarize some of the recent Bureau research in hum factors. The papers focus on two broad areas, human resource issues and human engineering of equipment, tools, and work procedures found in mines.

This preliminary bulletin was written as the first of a series of several on the significance of drafts in steam-boiler practice, the succeeding bulletins to be along the same lines but of a more advanced character. The conclusions arrived at are tentative, and are the result of a study of one of the many problems growing out of a general plan of the United States Government to increase the efficiency with which the coals of the country are being used. Greater efficiency requires better boiler and furnace design. The experimental study of drafts on which the conclusions presented in this bulletin are based formed part of the fuel-testing investigations that were carried on by the technologic branch of the United States Geological Survey and have been transferred to the Bureau of Mines. The experiments made seem to indicate that it is possible to double or treble the capacity of a plant without making any radical changes the furnaces and boilers. These increases require about double and treble the quantities of air to be put through the fuel beds and boilers. It also seems probable that rebafHing the boilers will often permit the capacity to be doubled or trebled, while still getting more steam than formerly per pound of coal for uses outside the boiler room. These experiments were undertaken with the object of clarifying ideas concerning the passage of air through fuel beds and boilers. Measured weights of air were passed through two beds of lead shot, series, one of which remained always the same and represented a boiler; the other being varied as to size of shot and depth of bed, and representing a fuel bed. Careful observations were made of the weight of air passing through the beds per minute. All data were plotted in many charts, so as to permit the study of them from several points of view. A number of laws were deduced bearing on the relative amounts of power required to force air through fuel beds of various thicknesses, composed of various sizes of coal, and through boilers of various lengths and areas of gas passages. An important part of the discussion relates to an increase in the capacity of boilers by increasing the amount of power applied to pressure and exhausting fans and thus forcing several times as much air through the fuel beds and boilers. may be possible, as a result of these investigations, to raise the rate of working the boiler heating surface to three or even four times its present value. Such an increase would undoubtedly mean new designs of grates, stokers, furnaces, and boilers, especially fitted for high rates of working. Fan equipments designed to supply three or four times as much air under several times the pressure would be provided with more efficient engines, thus giving an additional factor favoring high-capacity working. It must be borne in mind, as stated above, that the results are tentative. It will cost money to force gases at high speeds through fuel beds and boilers, and there will soon be pressing need of such quantitative data as will enable the largest possible part of the energy imparted by the fans to be advantageously utilized. As a service to research and production groups, succeeding bibliographies will be issued as new acquisitions accumulate in the Zirconium Information Center sponsored by the Department of the Navy, Bureau of Ships and the Bureau of Mines at the Bureau's Northwest Electrodevelopment Laboratory, Albany, Oreg. The initial volume, Information Circular 7771, Bibliography of Zirconium, covering 969 abstracted reports and 645 United States and foreign patents, was published in April 1957.

A new U.S. Bureau of Mines 6.8-L ignitability furnace was used to study the thermal autoignitability of dust clouds. This furnace has a quartz window to allow observation of the early stages of the ignition process and to allow measurement of the dust explosion temperature. Thermal ignitability data were obtained for various carbonaceous and metal dust clouds, with particular emphasis on various ranks of coal dusts. One of the reasons for the construction of the new 6.8-L furnace was to evaluate the effect of chamber volume on the measured autoignition temperatures. Therefore, data from the 6.8-L furnace were compared with data measured earlier in a 1.2-L furnace. The conclusion is that the autoignition temperatures measured in the 6.8-L furnace were only slightly lower on average than those from the 1.2-L furnace. These data on the minimum autoignition temperatures of various materials will be useful in analyzing the thermal ignition hazards of dust clouds in the mining industry and other industries that manufacture, process, or use combustible dusts.

Laboratory amenability studies as well as a pilot heap-leaching investigation of low-grade sandstone uranium ores from Wyoming, New Mexico, and Colorado are described. Sulfuric acid heap leaching with oxidation, for 120 days, extracted up to 98 percent, 90 percent, and 79 percent U308 from Wyoming, New Mexico, and Colorado ores, respectively.
