The Bureau of Alcohol, Tobacco and Firearms (ATF) is responsible for the regulation and enforcement of the explosives laws codified in the Organized Crime Control Act of 1970, Title XI. To meet its responsibilities ATF has special agents, inspectors and specialists who regularly interact with the explosives industry. However, with just over 2,000 special agents and 800 inspectors and specialists, it is difficult to visit the almost 10,000 explosives licensees and permittees in the United States.

The scorched desert sands and life giving waters of the River Nile in Egypt have been the back drop to awe inspiring engineering feats for over 4,700 years. The latest engineering marvel to grace the land of the Pharaohs is the Mubarak Pumping Station Project at Toshka. This ambitious project aims to open up an area of 607,000 hectares (1.5 million acres) of barren desert to irrigation based farming with the supply of 29 million tonnes (32 million tons) of water per day, drawn from Lake Nasser on the river Nile. It is anticipated that this currently unpopulated area of southern Egypt will soon flourish and become home to several million Egyptians who will conduct their lives around the water supplied by the 230 kilometers (144 miles) of concrete canals. An integral part of the pumping station is the intake canal. The canal was excavated in two sections – the dry excavation, and the wet excavation. The wet excavation comprised of some 5.5 million cubic meters (7.2 million cubic yards) of rock to be drilled, blasted, and excavated, from the surface of the lake. The challenge at hand was how to achieve this safely, quickly, and cost effectively, with water depths of up to 45 meters (148 feet), excavation depths of up to 47 meters (154 feet), blast production rate peaks of up to 30,000 bank cubic meters (39,200 bank cubic yards) per day, blistering summer air temperatures up to 60°C (140°F), and security concerns about the storage of large quantities of explosives in the Middle East region. The solutions to these challenges were engineered by UEE Explosives and centered around the use of a microgel bulk explosive called Rioflex™ and an international team of engineers and operators from three continents. The microgel and accompanying pumping system allowed pumping rates of up to 17,400 kg (38,400 lb) per day, and more importantly, enabled the bulk product to remain as an oxidizing matrix whilst in transport and storage, transforming into an explosive only moments before being pumped into the blastholes. This case study outlines the underwater drill and blast process employed at the Mubarak Pumping Station Project at Toshka, and the novel solutions to the unique challenges encountered.

Whatever system is devised to control noise and ground vibration from blasting operations must present an effective compromise between the rights of the individual to be undisturbed by the actions of others, and the necessity for society, the whole of the population individually and collectively, to have the services and the products of commerce, industry and transportation along with the relaxation of recreational and cultural pursuits, all at a price within the means of the same society. One of the first jurisdictions in North America to attempt to quantify acceptable environmental limits for specific blasting operations was Ontario, Canada’s largest and most populous province. A process for development of guidelines applicable only to quarries and strip-mining operations was begun in 1974 and culminated with their inclusion in a “Model By-Law” published by the Ontario Ministry of the Environment in August 1978. This paper examines the process of development of the final guideline document and its application over the last 25 years. While acknowledging that the published guidelines for air blast and ground vibration control have provided a useful and generally workable framework for the purposes of land use planning and complaint or damage claim reduction, a number of flaws, weaknesses and misinterpretations connected with their application are identified. Recommendations for amendment of the controversial items are submitted with a view to making these and potentially similar guidelines in other jurisdictions, more acceptable to both government and industry.

The origin of the written blasting log or shot report can likely be traced back to the earliest annals of blasting and record keeping. These records were, for the most part, a way of checking inventory, production progress, or billing, and not necessarily designed with the intention of being used as a legal document in a court of law. As our litigious society has evolved to include far reaching regulatory requirements, however, the blasting log has developed to support and aid in the defense of the common blaster from blasting lawsuits by providing a comprehensive written report of his or her actions.

After a long week of work in Colorado Springs this past July, I was looking forward to flying home to start a long anticipated family vacation. As I grabbed my seat on the plane, a man sitting next to me innocently inquired, to the row as a whole and not to me in particular, “I wonder what the weather will be like in Phoenix”? To most people, this is a common (maybe the most common) topic of casual conversation. To a meteorologist that just dealt with six thunderstorm delays at a major golf event over 4 days, well, lets just say the smirk on my face said it all. After giving my flight mate a detailed forecast and a short explanation on why I would know such information, I sensed, correctly, the inevitable follow up question was coming. “Why would you need a meteorologist at a golf tournament?”

In early 1993, the Piney River quarry owned and operated by the Blue Ridge Stone Corporation of W.W. Boxley, received a series of complaints from the owners of a 130 year-old historic farmhouse that had been converted into a bed and breakfast establishment. Since the distance from the quarry to the farmhouse was substantial, a unique method of seismic data acquisition was utilized to determine if perceived blast effects were caused by air blast or low amplitude, low frequency ground vibration.

In the latest years, the use of innovative blasting techniques has become more frequent in mines all over the world. Such techniques allow the miner to be more aggressive in the distribution of explosive energy into the rock mass, e.g., stretching blasting patterns to improve fragmentation. Considering the different rock mass conditions and more energetic blasting designs, misfired shot events have occurred. After cause investigation, initiators have shown evidences of deformation by impact and/or loaded boreholes have resulted in emulsion desensitization, both presumably affected by dynamic pressure.

"Peru does not produce ammonium nitrate; nevertheless it is a large consumer of both, porous prill (PP) and high-density (HD) varieties. Explosives cost is an important preoccupation in Peru, due tofluctuations of the imported ANFO grade Ammonium Nitrate (AN). The use of Gasified Emulsion (GE)-manufactured with much cheaper HDAN- has become an alternative to reduce such costs. However, some problems were reported in the application of pure GE, including explosive percolation in highly fractured rock and lack of sensitivity by the effect of hydrostatic pressure in very deep holes. It was, hence, proposed to have an explosive based on GE too, but more robust and capable to keep the shape of the explosive column into the blast hole, by minimizing the leakage into the cracks. This could be achieved by adding limited amounts of lower priced HDAN, at the same time of providing gas pressure benefits. Other alternative is to add a low-density material, such as polystyrene prills, into the GE, although it reduces the explosive energy. The chemical gassing controls the density of GE, thus it can be obtained a wide range of densities."

These are generally produced using laboratory techniques which may not accurately reflect the quality and performance of the product in the field.

Previous researchers have put forward two different theories as to the origin of air overpressure from quarry blasting. In 1980, Siskind et al postulated that the initial face movement gave rise to the displacement of air and that this resulted in the air overpressure pulse. However in 1990 McKenzie et al carried out research that indicated that the air overpressure pulse came into being as a consequence of the shock wave created by the detention of the explosive charge in a blast hole. In an attempt to evaluate these hypotheses, an investigation was undertaken over a 4-year period with the aim of determining the precise origin of air overpressure. The research was carried out at a chalk quarry in the North of England.

Proper risk assessment and blast design are very desirable to the execution of a blast. Not only will this ensure that it achieves its desired outcome, but the probability of complaints and litigation will be reduced. Blasting engineers rely heavily on site-specific data for analysis and input to the blast design equations, and therefore data collection is critical to this process. The traditional approach to data collection is to carry out site-specific reconnaissance by visiting the site, but the time spent doing so can be reduced if a remote sensing approached is adopted.

Blasters with the United States Antarctic Program (USAP) have developed techniques for opening access holes in floating sea-ice where the use of conventional drilling equipment is impractical. The blasting techniques have proven successful in sea-ice ranging from 8 to 15 feet thick. Previous published work has treated in detail blasting holes in floating ice from 2 to 6 feet thick.

Blast fragmentation, determined using image analysis was correlated to drill monitoring parameters in an open pit operation. Average fragment size and 80% passing size showed strong correlation with specific energy of drilling as well as with torque, while the same passing sizes did not correlate well with the rate of penetration. It was also determined that the uniformity of fragmentation decreases with the specific energy of drilling. Thus drilling monitoring parameters appear to be valuable in determining the blastability of the rock mass, enabling adjustment of blast loading to respond to changing conditions in the rock mass.

This paper describes several damages of blasting operations on some case studies, analyzes causative factors, and emphasizes preventive measures. Due to several complaints from some host mining communities as a result of blasting operations; two quarries from Nigeria suburbs were visited for study. The blasting design parameters in the mining companies were examined. Also, the history and existing conclusion of the neighboring buildings were studied using structured questionnaire, personal contact and visual examination. From the study carried out, it was discovered that varying negative environmental and socio economic problems resulted from the effects of vibration and flyrock on the nearby agro mining communities. The consequences are not limited to distortion of landscape but also include extinction of some animals, poor agricultural productivity; such as damages to economic trees and reduction in the yield of crops, health problems as a result of shock resulting to psychological disturbances, communal conflicts, blast induced cracks of structures and sometimes total collapse of host agro mining buildings, thus indicating that most mines did not comply with the safety concept of the existing environmental laws and regulations. Based on the results of the study it was recommended that proper blast design of quarries/mines should be conducted and the compulsory use of seismograph will be crucial in developing predictions. Environmental impact assessment should always be conducted before, during and after each blasting operation. I went to an underground limestone mine recently to demonstrate the use of borehole liners. The liners were for horizontal holes in a normal “V” cut tunnel round. I hadn’t been in this mine for about 40 years. What a change. Way back they used cap and fuse and lit each fuse individually with a blowtorch. The face was about 40 feet wide and 14 to 16 feet high. They used ladders to get to the upper holes. The rounds were mostly slab rounds. I never saw this happen but had heard several times that the first holes were going off before the last holes were lit. I guess if this was true the use of slab rounds was a plus for safety. As far as I know they never had an accident but it was a scary procedure. There were a lot of scary procedures in the past and thankfully things have changed.

This paper presents the results of a preliminary study on blast-induced vibrations conducted at a Radioactive Waste Storage Facility, located in Spain. The study was undertaken as a preparatory step prior to the blasting operations required for the construction of a new platform located near critical infrastructure housing very-low, low and intermediate-level radioactive waste. The primary goal was to establish a site-specific vibration attenuation curve to safely determine allowable explosive charges based on their distance to sensitive structures. The study followed the criteria defined in the UNE 22.381-93 standard, which regulates permissible vibration levels for different structural typologies. In this case, the existing facilities were classified as Type III structures, given their heightened sensitivity to vibrations. Two experimental campaigns were conducted. Test 1 consisted of a series of 10 individual blasts with increasing charges, monitored by five strategically placed seismographs to record seismic wave propagation and determine the attenuation parameters via regression analysis. Test 2 simulated a production blast using operational charges of 41.7 kg (91.93 lb), applying different delay sequences (42 ms and 25 ms) between holes to assess wave interference, resonance, and constructive effects. Data analysis showed that the longitudinal component dominated vibration transmission, and the predominant frequencies in the most critical zone ranged between 18 and 20 Hz. Based on these values, a conservative peak particle velocity (PPV) limit of 4.75 mm/s (0.19 in/s) was established for blast design. The recorded vibration levels during the tests remained within regulatory limits, with maximum values of 2.35 mm/s (0.09 in/s) and 2.86 mm/s (0.11 in/s) for the sequenced blasts, and peak acceleration of 0.0464g.
