"Two recent decisions by the Canadian courts could reduce the taxes paid by many profitable mines in Canada. At a time when the mining sector is hurting from an ever increasing tax burden and soft prices, the results of two cases are welcome news. Mining companies are well advised to check prior years' tax returns in the context of these developments. IntroductionSince 1976, the income tax legislation has provided a reduced rate of tax for taxpayers engaged in the mining of mineral resources, through the mechanism of the ""resource allowance"". The deduction given for the resource allowance effectively reduces the federal rate of tax by one quarter on resource profits. In general terms, ""resource profits"" are defined to include a taxpayer's income from: the production and processing in Canada of ore to any stage that is not beyond the prime metal stage (or the pellet stage or its equivalent in the case of iron ore); and, royalties computed with reference to the amount of value of production from mining operations in Canada.In computing income from these sources, the taxpayer must deduct expenses that may reasonably be regarded as applicable to those sources, with the exception of expenditures for Canadian exploration and development or financing costs.As a result of the mechanics of the calculation of the resource allowance, one quickly realizes that the lower the expenses deducted from the resource profits, the higher the resource profits and consequently the higher the 25% resource allowance. The impact of the recent court cases is to narrow the range of expenses which are required to be deducted in the determination of the resource profits.The two cases are outlined below."

Placer Dome is learning from experience in Latin America, Asia and Africa, as well as in North America, that contributing effectively to sustainable human progress in the areas of its operations presents unending challenges to think creatively, communicate effectively and remain culturally sensitive. People must be better off in terms of their economic circumstances, their social conditions and the quality of their natural environment not only during the life of the mines, but after mines close. Stakeholders, all those who are directly or indirectly affected by a mining project, should be able to participate in decisions which affect them. The development of sustainability strategies, the monitoring of sustainability performance and the implementation of sustainability programs are best done in partnerships with governments, communities, nongovernmental organizations and multilateral development institutions. Ultimately, the success, if not the survival of mining, will depend on our ability to get the sustainability equation correct.

The major factors limiting the establishing of vegetation on the shale and sandstone wastes at Minto are high exchange acidity and low pH (shale pH 4-5, sandstone pH < 4). In the first revegetation program (1967-74), 3.8 million trees were planted without grading on 4,000 acres (red, jack and scots pine and black locust). White dutch and sweet clover, birds-foot trefoil and red top were established in selected areas, and ponds were stocked with brook trout. In the second phase of reclamation, beginning in 1979, a comprehensive plan will be initiated which will allow for forest production, wildlife development and recreational activities.

"The casual visitor is not apt to think of the Adirondacks as a one-time hive of mining and manufacturing activity. However, where there are mountains there are usually minerals and northern New York State is no exception.The Adirondacks are a rocky shield, a great stone cap pulled down over what is now northern New York. The bedrock consists of layered metamorphic rocks which were once sandstones or limestones on the bottom of a shallow sea that covered the region 1000 million years ago. The highlands are composed for the most part of the igneous rock anorthosite. Ancient earth upheavals at temperatures of at least 750°C mixed molten masses of anorthosite and the minerals it contained with the older metamorphic rock, resulting in deposits of iron-titanium oxide s, red garnet and other valuable minerals. Of these, the most readily recognizable was iron.The first hint of the existence of iron ore in the Adirondack Lake Champlain region of upper New York State seems to have come from a Swedish naturalist, Peter Kalm (1716-1769), who travelled through French Canada and visited the military outpost of Fort St. Frederic in 1749. In July of that year, Kalm wrote:""Among the kinds of sand which are found on the shores of Lake Champlain; one is black and the other garnet-colored... and they sparkle when the sun shines. All the grains of this sand without exception are attracted to the magnet, the uppermost or black sand being about a quarter inch deep...""Concerned primarily with the fur trade, the officers and men who occupied this remote bastion of La Belle France were apparently unaware of the industrial and commercial possibilities beneath their feet. No deposit of iron was then known to exist any closer than the Three River s area in Lower Canada."

Heap leach processes can encounter diverse flow conditions, such as infiltration into dry ore material, drainage, perched water tables and heterogeneous materials, leading to large variations in permeability and the creation of preferential flow pathways. Climate and meteorological conditions, such as precipitation, evaporation, and temperature, can also have a significant effect on the hydrodynamics of the heap. Nonuniform and adverse flow behavior within the heap contributes to reducing the leaching efficiency of the heap leading to lower metal recoveries. The variability of flow within the heap can result in solute transport problems, which limit the leach reaction kinetics. Therefore, understanding the flow and transport phenomena within the heap is critical in its design and optimization. A comprehensive heap leach model, developed within a computational fluid dynamics (CFD) framework, employs robust algorithms to solve diverse variably saturated flow conditions. The model allows for a wide array of complex thermo-fluid physics to be represented and captures suites of very complex reactions that are closely coupled with thermal conditions and key microbial populations. Employing a three-dimensional heterogeneous ‘test’ heap, a number of flow conditions are investigated and the sensitivity of metal recovery is discussed.

"Abstract- In the southern Gaspé Appalachians, gold mineralization is spatially associated with the Acadian dextral strike-slip Grand Pabos-Restigouche fault system. Two different structurally-controlled gold prospects, the Lac Arsenault and the Saint-André-de-Ristigouche, are described to unravel the genesis of gold mineralization in this part of the Canadian Appalachians.At the Lac Arsenault gold prospect, gold mineralization consists of Au-As-Pb-Zn-Cu-(Ag) polymetallic fault-filled quartz veins with laminated textures emplaced in brittle-ductile sinistral X shear fractures. Mineralized veins are hosted by Middle Ordovician graywacke of the Arsenault Formation, belonging to the Dunnage Zone, the Early Paleozoic oceanic domain of the Appalachians. Terrigeneous rocks of the Arsenault are regionally metamorphosed at the lower greenshist facies and the mineralized veins are included in a zone of Fe-carbonate alteration.The Sb-Au-As mineralization of the Saint-André-de-Ristigouche gold prospect, in the southwestern Gaspé area, comprises extension veins in the extension direction emplaced in brittle conditions. Mineralized veins are hosted by calcilutite and laminated silty and argillaceous limestone of the Early Silurian part of the White Head Formation, which belongs to the Gaspé Belt, the Middle Paleozoic successor basin in the Gaspé Appalachians. Metamorphic grade of the White Head Formation in the southwestern Gaspé area is very low, but the gold mineralization is included in a zone of hydrothermal propylitic alteration which includes two Cu-skarn mineral occurrences. The Lac Arsenault gold prospect has many characteristics of "greenstone-hosted quartz-carbonate vein" deposits whereas the southwestern Gaspé area, which includes the Saint-André-de- Ristigouche gold prospect, shows affinities with the geological setting of sediment-hosted gold deposits (Carlin-like deposits). The two gold prospects are controlled by the Grand Pabos- Restigouche fault system but they were not emplaced at the same level in the crust. Acadian strikeslip fauting played a major role in their respective genesis in providing channelways for ore-bearing fluids. The recognition of the analogy of the geological setting of the southwestern Gaspé area with that of Carlin-like mineralization gives new ideas for exploration in the area and elsewhere in the Appalachians.Résumé - Dans le sud des Appalaches de la Gaspésie, on trouve des minéralisations aurifères spatialement associées au système de failles de coulissage dextre acadien de Grand Pabos-Restigouche. Deux indices très différents, Lac Arsenault et Saint-André-de-Ristigouche, sont décrits pour évaluer la genèse des minéralisations aurifères à contrôle structural de cette partie des Appalaches canadiennes. Au Lac Arsenault, la minéralisation aurifère comprend des veines polymétalliques à Au-As-Pb- Zn-Cu-(Ag) en remplissage de failles. Ces veines à texture laminaire se retrouvent dans des zones de cisaillement fragiles-ductiles senestres de type X. Les veines minéralisées sont encaissées dans les grauwackes d’âge Ordovicien moyen de la Formation d’Arsenault appartenant à la zone de Dunnage, le domaine océanique du Paléozoïque précoce des Appalaches canadiennes. Les roches terrigènes de l’Arsenault sont métamorphisées régionalement au faciès inférieur des schistes verts et les veines aurifères sont dans de larges zones d’altération dolomitique (Fe-carbonate).Dans le sud-ouest de la Gaspésie, la minéralisation à Sb-Au-As de Saint-André-de-Ristigouche est dans des veines d’extension comprises dans la direction d’extension et mises en place dans des conditions de déformation fragile. The difference in age, host rock lithology, alteration and style of mineralization indicates a fundamental difference in the format ion of gold deposits in the Flin Flon and Amisk Lake areas. The Flin Flon area contains early quartz-sulfide-gold veins fo rmed within intermittently active fractures and later plutonic hosted deposits thought to be generated in a porphyry system. In the Amisk Lake area two types of gold occurrences are recognized: I) gold-quartzcarbonate- sulfide veins within or flanking fault zones and 2) structurally and stratigraphical ly controlled zones of dissem inated and vein type sulfide-gold mineralization within extrusive and intrusive rhyolite and dacite porphyries. Both types of deposits are set within supracrustal rocks. are accompanied by intense alteration haloes and were formed prior to the major deformation event suggesting an early, epigenetic hydrothermal origin.

In today&apos;s modem copper electro-refineries, increasingly higher average current densities are being employed. With these increases many refineries are approaching their limiting current density. The nearness of the average operating current density to the limiting current density has placed increasing emphasis on the need to maintain an even current distribution. This paper explores the importance of maintaining even current density and discusses the factors, processes and practices that are necessary to achieve and maintain high quality production at high operational intensity.

"A lest apparatus has been developed for obtaining the relations among confining stress, porosity and percolation rate for hydraulic sand backfills. The apparatus can also be used to evaluate internal drainage characteristics and the effects of partial saturation on percolation rates. The test apparatus, test procedures and typical test data are presented in this paper.IntroductionAlthough the standard percolation test has become an accepted method of evaluating the drainage characteristics of hydraulically placed tailings backfill, it is recognized that the test results require considerable interpretation due to the following factors: (I) The results can be markedly influenced by varying sample preparation procedures, which vary the amount of material segregation in the sample . In particular, a thin layer of slimes on the top of a sample can control the flow of water into the sample. Wall edge effects can also affect the test results. (2) The in-place porosity of the backfill is not duplicated in the test sample and empirical formulae must be used to estimate the variation of percolation rate with porosity. (3) Internal drainage characteristics and the percolation rate of partly saturated fill cannot be evaluated in the standard percolation test.In addition to eliminating these problems, the compression percolation test apparatus also provides additional data on the mechanical properties of the backfill. Compressibility (or bulk modulus) is measured at different stress levels during the course of a test and this information can be used in evaluating the usefulness of the fill in providing ground control and in limiting ground subsidence. The engineering design of mine backfill is becoming an important part of the over all design of underground mine operations. The design problems are sufficently different from conventional civil engineering soil mechanics problems that new test methods and design procedures are required."

Flotation works very well for particles that are typically in the range 20 to 150 µmin diameter, for base metal ores. In this range, it is possible to get quite high recoveries in conventional flotation machines. Outside this range, the recoveries decline progressively, whether it be with the very fine or the coarse end of the size spectrum. In this paper, the reasons for the drop-off in recovery are briefly reviewed, together with strategies for future work. Recent progress in the author&apos;s laboratory will be described. These include the Concorde Cell, which takes advantage of the high dissipation rates in the shock wave created when a gas-liquid mixture reaches supersonic velocities. The environment thus created is very beneficial for the flotation of ultrafines. For coarse particles, the reasons for the drop-off in recovery can be related to the highly turbulent nature of the pulp in a conventional flotation cell. To improve recovery, it is necessary to find a way of bringing particles and bubbles into contact in a quiescent environment. A new process for coarse particle flotation will be described, in which a fluidized bed is created in the flotation cell. The flow conditions are very gentle, and the high solids concentration leads to rapid rates of capture of the particles. Experimental results are presented. It is apparent that the maximum floatable size for coal and minerals can be increased by a factor often over the limits found in current practice. Advances

Orogenic gold deposits represent a major class of deposits that are found in various rock types of various ages. Those deposits show a strong structural control that usually complicates their interpretation at the regional and deposit scales. The Rosebel Gold district located in Surinam (South America) is hosted in a Paleoproterozoic greenstone belt of the Guiana Shield, and has been recently classified as one of those orogenic gold deposits. The gold district comprises eight distinct deposits located along three different structural trends and within different rock types. The mineralization is undefonned and shows a strong structural control characteristic of orogenic gold deposits. All the deposits of the Rosebel Gold district have been subject to a detailed structural analysis that has led to the elaboration of a new structural model for the whole gold district, which is now differing considerably from the previous models. This characterization had direct implications at three different scales. 1- While the older models were considering some areas of the property as gold-barren, the new structural model has led to recent exploration campaigns which have revealed positive results. 2- At the deposit scale, the comprehension of the various vein systems and of the folding of the host rocks has helped the establishment of optimized drilling campaigns. 3- At the mining scale, the comprehension of the architecture of the veins helps for the elaboration of optimized mining method. This study thus shows that the structural analysis of orogenic gold deposits is critical, and should be a priority for exploration and production in any mine.

"Abstract - Gold mineralization in the Main Reef Complex at Sheba Gold Mine is hosted within shear zones in a sequence of shales and greywackes of the Fig Tree Group. Competency contrasts between these rocks and a steeply dipping chert unit provided a locus for the development of right lateral steeply dipping shear zones. A set of flatter dipping shear fractures crosscut these zones with their intersections defining a system of en échelon ore shoots.Mineralization is both of vein type and disseminated strata-controlled replacement type. The latter occurs mainly within the wall rocks to the shear zones. Arsenopyrite and pyrite are the major sulfides, with arsenopyrite being confined largely to greywacke beds and pyrite to the more iron-rich shale units. Gold was introduced, together with minor sphalerite, pyrrhotite, chalcopyrite and early arsenopyrite, toward the end stages of a first pyrite phase. The mineralizing fluids were introduced along dilated cleavage planes and, emanating from these, produced a series of replacement fronts. Mineralization was syntectonic to late tectonic and occurred under conditions of progressive deformation, resulting in sulfides which are concentrated in the hinges of shear-related folds and semi­ massive sulfides within tension fractures which are folded, attenuated and fractured .An analysis of the structures shows a sequence of events in which an initial ductile simple-shear event with a steep sense of movement was succeeded by a more brittle strike-slip event. Mineralization is temporally related to the latter. This evolution in structural style was probably related to reactivation of the Sheba Fault as a transcurrent fault during emplacement of large granitoid bodies."

The first commercial application of the Dynatec two-stage zinc pressure leach process commenced operation at the metallurgical complex of Hudson Bay Mining and Smelting Co., Limited in Flin Flon, Manitoba in 1993. A key feature of the successful leaching operation is the presence of iron in solution, which facilitates oxygen transfer in the autoclaves and enables rapid oxidation of zinc sulphide minerals. At the same time, the solution from which zinc is recovered must be essentially iron free. Precipitation of iron from the solution starts in the autoclaves and is completed in subsequent atmospheric purification steps. Conveniently, these iron precipitation steps also remove nuisance elements such as arsenic and fluoride from the solution, while producing solids with good liquid-solid separation characteristics. This paper provides an overview of the current operations in Flin Flon, with particular reference to the behaviour and deportment of iron throughout the zinc plant.

"An experimental study of chemically enhanced filtration and dewatering of fine coal slurry with and without additives was carried out. The experiment involved determination of effect of slurry concentration, additives (cationic, anionic and nonionic), filter area, filtration velocity, particle size and cake resistance on dewatering and filtration using vacuum filtration cell. Finally, the rate of filtration and dewatering and optimum amount of additives used were determined under suitable filtration condition. Overall, it was found that the filtration and dewatering characteristics were enhanced by increased slurry concentration, larger filter area and larger particle size. In addition of additives, the kerosene was found to be best for enhancing the filtration which yielded cake moisture reductions of approximately 17% by weight. At optimum dosages, the final cake moisture contents were reduced by 3.6% and 5.8% by weight using the appropriate surfactant and flocculent, respectively.INTRODUCTIONFor India, it is estimated that coal constitute a principal source of energy for the next several decades. It is majorly used at thermal power plants to generate electricity and also to a great extent in steel and cement industry. It has been observed that its consumption is increasing so as to meet the energy requirements of the country. It has been found that in a coal preparation plant; approximately 20-25 percent coal is of the mined coal of the range below minus 0.5 mm (28 meshes). Generally, this fine fraction is discarded due to its high cost of processing and further utilisatisation is very minimal. But with ongoing research and development for advanced clean coal technology, various new techniques have been evolved to maximize the utilization of available coal. In recent time technologies such as column flotation, cleaning of fine size coal to lower the ash content and low pyretic sulfur is feasible at high recovery value. But in various researches it is found that one of the biggest hurdles in utilization of fine coal cleaning technology by the coal industry is the economic dewatering of the fine clean coal product. Thus, until an economical and practical solution to dewatering of fine clean coal is achieved, the efforts devoted to developing fine clean coal technology will be wasted. In this paper an effort toward enhancing and developing the optimum technique of dewatering and filtration of fine coal slurry has been made."

The Kilmar dolomitic magnesite deposit~ in sourhwesr Quebec lie in Grenville Province sedimentary rocks that strike north and dip steeply west. The sediments comprise quartzitic, carbonate and argillaceous members. The middle or carbonate member hosts the magnesite and, like the two other members, has been intensely mewmorphosed. Magnesite occurs as lenticular shaped zones of altered limestone and is mixed with 5 to 30% dolomite crystals. Diopside, serpentine and mica are common accessory minerals. Magnesite appears to have formed from merasomarism of all or part of the carbonate member due to intrusion of hot magnesia-rich solutions. Magnesite is mined from a 490 m vertical shaf1 and is milled and burned into clinkers, which then are shipped 10 pyroprocessing industries around the world.

"The northeastern region of British Columbia contains large quantities of high-quality metallurgical coal. To market the coal, it was necessary to provide the required infrastructure which included rail access. This paper presents the role of the British Columbia Railway in the northeast coal development.In 1976, B.C. Railway undertook to study two main routes, one originating at Chetwynd and the other at Anzac, both located on the main line, north of Prince George. The routes studied are briefly described, detailing the methodology and engineering analysis carried out to permit the selection of a single route that would be the most cost effective, taking into consideration the construction, maintenance and operating costs. The operating parameters, track and grade standards, anticipated tonnage, construction costs and the final route selected are also presented.Pre-engineering analysis and studies of the route selected originating at Anzac, known as Tumbler Ridge Branch Line, and which commenced in 1977, were concluded in 1978. New mapping was developed to a scale of 1:2000 with good vertical and horizontal control. Based on the mapping data, terrain analysis, and designs developed, an estimate of construction costs and schedule of work was developed.Authority to proceed with the final design and construction was provided in December 1980, with the first shipment scheduled for December I, 1983. Final designs of all structures are discussed, including schedules, cost to completion, and control systems utilized. The decision to electrify the Tumbler Ridge Branch Line and related topics are discussed, with a brief description of train operations. The present status of the project is also presented."

The author points out that corrosion works 24 hours a day, every day. It is an economic reality that the cost of corrosion is inevitable and that its cost should be incurred in the least expensive way. An economic evaluation technique to properly assess its relative impact is the Discounted Cash Flow Method. Various remedial and corrosion control measures are available and these, when coupled with a planned corrosion control program, help reduce the cost of corrosion.

THE gold mining industry in Canada is today the most important stabilizing influence in the country. This factor was brought out particularly during the &apos;depression&apos; years, when steady employment was given to men in that industry and the monies spent in supplies and power in turn benefited the country to a great extent. At the same time, a commodity was produced which was saleable in any market of the world, thus maintaining Canada&apos;s credit in foreign markets and keeping her trade balances equalized. We have a vast area known as the Precambrian Shield. The agricultural possibilities of this area are practically negligible and it will depend entirely upon the mineral and forest resources to make this district an economic factor in the life of Canada. To date, from the mineral point of view, we have been highly successful. There are, however, still vast areas to be explored. It is tedious and laborious work, entailing great individual hard-ships and the expenditure of much energy and money. During my thirty years&apos; experience in the search for, and operating of, gold mines, I have come to the conclusion that although individuals may give all their time, energy, and money, Governmental assistance is absolutely necessary in the development of hydro-electric power sites and roads. The Governments, to date, have given splendid co-operation along these lines, but in order that this great industry may go ahead they should continue their good work and, if possible, give greater relief from taxation to mines situated at a considerable distance from the railway.

"This paper aims to contribute to the knowledge of the mechanical properties of the shales and greywackes which constitute the flysch-type deposits of the Baixo Alentejo Flysch Group, in the south of Portugal. These formations are flysch-type deposits constituted by sequences of usually thick greywacke beds alternating with thin shale beds, which include sometimes intercalations of conglomerate beds. All the sedimentation of these flysch formations was controlled by tectonics. At the same time, should have occurred along with the first Hercynian deformation phase, a low-grade metamorphic event (chlorite zone), that affected these flysch deposits. This study highlights the influence of anisotropy and heterogeneity of these flysch rocks on their physical and mechanical characteristics. The anisotropy verified in some physical properties and on mechanical properties, due to the foliation makes difficult the sample preparation for the laboratory tests. Besides, it induces a scattering of the properties values measured, as for example, the strength and the deformability. The heterogeneity is related to the main features of these geological formations, which are constituted mostly by thinly stratified greywackes and shale beds, which sometimes may affect the results of the laboratory tests making them less representative. The study is made by using both shales and greywackes that constitute these flysch-type deposits in order to evaluate their geotechnical properties, mainly of the shales. Samples of these two rock materials, are tested accordingly a laboratory testing programme, which includes which included mineralogical analysis (X-ray diffraction), physical tests (bulk density, porosity, and void index) and mechanical tests (uniaxial compression, and deformability tests). INTRODUCTIONOne of the factors that most influence the geomechanical behavior of rocks, as well as rock masses is the anisotropy. The word anisotropy comes from two Greek words ""anisos"" (meaning uneven) and ""tropos"" (meaning direction). A body or material is considered to be anisotropic, where the same property has different values depending in which direction it is measured, therefore, an anisotropic material is one whose magnitude of the properties depends on the direction in which these are studied or measured. Otherwise, it is about an isotropic material. However, the fully isotropic materials are quite rare in nature."
