The types of risk to mining projects using environmental protection as justification are examined. In Australia, Governments, whether Federal or State, enforce environmental legislation. The way they do This has an impact on the risk to a project. This is discussed and examples are taken from the Northern Territory uranium industry. Special reference is made to mine closures where the roles are not yet entrenched.

Reliability is not only important in coal mine planning, production and control. Reliability is also most important, and indeed is fundamental, to successful coal exporting.Coal preparation, blending, distribution, marketing and utilisation are areas of the coal industry in which reliability can be critical to coal exporting. A variety of rockbolt designs and resin anchors are currently in use in underground mines. This paper identifies possible risk factors that may affect the intended performance of rockbolts. The paper also presents the outcome of a study on the variability of some aspects of fully encapsulated rockbolts undertaken across seven coal mines within the context of previous research findings on rockbolt anchorage performance.

The C.S.A. concentrator of Cobar Mines Proprietary Limited was expanded in 1974 to treat 80 000 tonnes of copper-lead-zinc ore per four week period. Jaw crusher product is fed to two par- allel primary autogenous mills followed by a secondary ball mill. Each mill operates in closed circuit with cyclones. Indonesia remains relatively unexplored by modern methods. The great expectations created by the rush of companies taking up Contracts of Work over large areas during the epithermal gold/ring-of-fire boom (1985-7) have not been fulfilled. This is not necessarily a reflection on the prospectivity of Indonesia; on the contrary, many of the hopeful companies were,, under-staffed and under-financed to overcome the physical and logistic problems of exploring virgin jungle.After the stock market crash of 19th October, 1987, many of the weaker companies were unable to sustain their programs or to arrange farm-outs, and they have subsequently relinquished their tenements. In some cases, little or no field work has been carried out so that many areas remain untested. This poor performance will ensure much more rigorous scrutiny of future applications by the Indonesian authorities.

All high stopes and pillars in Anqing Copper Mine were extracted by use of large-diameter longhole mining method. The height of stopes was 120 m. The forced mining was the leading concept that the safe and efficient operation was carried out in this mine, while the mining production was faced with the major technical problems on the stability of both primary ore pillars produced in the first-step stoping of stopes and the cemented fillbody on two sides of stope in the second-step stopping of pillars. Starting with mining technology, the authors emphatically describe the test results obtained in Anqing Copper Mine and make an approach to the deployment prospects and development trend of large-diameter longhole mining technology in China underground metal mines.

The kinetics of the hydrogen reduction of iron oxides in granular calcined bauxite were studied at 550-1,050°C in a shallow bed reactor. The iron oxides behaved as a dispersion of particulate iron oxide in a porous alumina matrix in which the iron oxide particles were reduced independently. The observed rates of reaction were found to be virtually independent of the bauxite grain size. At 800,°C and above, the reduction was multistage, Le.1. Fe203 +2Al203 (matrix) ?2FeAl204, and2. FeAl204? Fe0 +Al203.Reaction 1 was very rapid. Reaction 2 was much slower, the latter stages being controlled, at least in part, by phYSIcal changes of the Fe0 and a-Al203 produced in the reaction. Owing to the observed nature of the material, the reaction rate controlling steps could not be determined.

Western Mining Corporation (W.M.C.)operate a 30 000 tpa nickel refinery at Kwinana, W.A. using the Sherritt Gordon Process. Following ammonia/air leaching of sulphideminerals and subsequent copper removal, nickel metal is produced as powder by hydrogen red-uction of the ammonium sulphate-rich solution. Batchwise reduction in pressure autoclaves is preceded by an oxidation/hydrolysis step to ensure nickel powder quality.The reduction process is energy intensive, requiring high temperatures and pressures. Present energy requirement is 24 GJ per tonne of nickel reduced. Of this, 95% represents steam and hydrogen consumption and 5% electric power. The design and operation of the red-uction circuit is reviewed, outlining the main areas of steam and hydrogen usage.

Wrenching between basement blocks is considered to be the mechanism whereby a well developed set of en echelon folds and an associated fracture system are developed in the Fitzroy Depression, Western Australia. The regular geometry of these structures accords with a right lateral regional coupling between high-standing, basement blocks bounding a trough filled with a thick pile of stratified Phanerozoic sediments. The structures developed during or after the Mesozoic Era, but the couple is inferred to have been applied to blocks outlined by old lineaments, which may reflect strains or ruptures in basement that developed during the Precambrian, and which were regenerated during Palaeozoic and Mesozoic time.

A sample of pyritic gold concentrate was investigated by wet chemical and electron optical techniques. Sub-samples were roasted in a laboratory scale fluidized bed roaster in the temperature range 400-700¦C. The calcine was characterised, and cyanide-leached using a standard bottle rolling test. Gold extraction efficiencies varied with roasting temperature. At temperatures of 400 and 450¦C gold ex- tractions of less than 40% were achieved, but between 500-700¦C the extraction had increased to 93--98Z. The surface area of the calcine varied with roasting temperature, reaching a maximum at 500¦C. There was no correlation between the surface area of the calcine and the efficiency of gold extraction.

The design and installation of a major on-line stores and purchasing system, with built-in maintenance reporting and plant register capabilities, needs more than just close attention to computer design details. When the system must be available almost 24 hours a day to a number of mine stores sites, and is used by a variety of mining staff including engineers and stores clerks, as well as by remote purchasing and office staff, then simplicity of use, availability, fast response times, and other human factors become vital. Critical aspects include easy to use screen design, involving a change from the traditional hierarchical menu system, and fallback and recovery to the last transaction. Business, people and systems objectives need to be established at the preliminary design stage, so that results can be measured and corrective action taken. The amount and type of user involvement and training, at all stages from initial design to systems tuning, has a major effect on people wanting to use the system. Active user participation in systems design, data definition and collection, and use of relevant training material is needed. Project management and design problems can arise in working with database oriented computer staff, and certain design features are found useful in ensuring a responsive, robust overall system.

Agitation leaching data has generally not been analysed to extract the maximum amount of information that is available. Analysis of heap leaching systems has been developing over the last five years to include the underlying rate determining process. This has been found to be diffusion control for all copper leaching; irrespective of whether they are oxide or sulfide minerals. Extension of the diffusion model has enabled better scale-up protocols to be developed. Acid consumption in copper heap leaching operations has been found to be a first-order chemical controlled system. The analysis of the data is relatively straightforward. However the interpretation and scale-up is not as direct as for agitation leaching. The differences in the residence time distributions (RTDs) are required to properly account for the scale-up between test columns and field. The leaching of oxide copper in agitated systems has also been found to be diffusion controlled. However, there are significant differences in the control mechanisms. Initially the leaching control is the supply of acid to the mineral surface. This is limited by the diffusion through the surface boundary layer and is thus subject to the level of agitation. Higher agitation provides thinner boundary layers and faster diffusion rates. Similarly, higher grade material creates a thicker concentration boundary layer and relatively slower leaching. Acid consumption in agitated leach systems is also a first-order system. However, the interpretation of the RTD is easier from batch testing to continuous multiple CSTR series plant operations. Altering the method of acid delivery can significantly reduce acid consumption rates. Predilution of the acid minimises the local acid concentration near the addition point and can reduce the consumption by up to 50 per cent. Modelling of the combined leach rate(s) and acid consumption rates in agitated systems allows comparison of various leaching strategies and selection of the most appropriate. Similarly, the model allows the identification of economic limits to leach recovery; where the cost of acid consumption is greater than the value of the copper recovered. From this analysis selection of residence times for agitation leaching can be determined. The modelling tools are useful in identifying optimum conditions for the leaching process.

In the 1890s, The Goldfields Water Supply Department in Western Australia commissioned the diamond drilling of two deep artesian exploratory water bores near Coolgardie (Blatchford, 1899). At the time, in spite of strongly-worded advice to the contrary from the Government geologists, there was a wide popular belief that you could obtain artesian groundwater virtually anywhere providing you drilled deep enough. The first Coolgardie hole was drilled to over 900 m, despite the fact that the bore penetrated granite from a depth of 5 m below the surface. Drilling proceeded for more than 16 months, between July 1896 and November 1897. A small quantity of salt water was struck at a depth of 36 m. The second bore was mercifully terminated at a depth of 50 m, also in granite, with again only a small inflow of salt water. Such were the desperate lengths that were pursued to obtain a reliable water supply for the influx of people in the Eastern Goldfields gold rush. The WA Goldfields continued to rely on huge condensers for water supply until that great engineering feat, the construction of a water pipeline from Mundaring Weir to Coolgardie, was completed in 1903. An enormous network of rail tracks penetrated outwards from Kalgoorlie and Coolgardie for the collection of timber, principally to feed the condensers. Remnants of the rail network are still visible today. The acute shortage of fresh water led to great deprivation, disease and death among the early miners. Today, the water problems faced by the mining industry are thankfully not as severe, but they are nevertheless no less challenging. The southern part of the WA Goldfields is a notoriously difficult area for finding potable quality groundwater. Even as recently as the 1990s, there were occasional serious efforts to find potable groundwater in that area, some very imaginative and innovative. One mining company, working south of Southern Cross, spent many months experimenting with recovery of potable quality water from a shallow freshwater lens overlying hypersaline water in a low permeability weathered granite aquifer. They used very low capacity pumps manufactured from car windscreen washer pumps powered by solar panels.

To those who have been engaged in the construction of mining and metallurgical plants during the war and post-war periods, it is quite unnecessary to point out the large increases and violent fluctuations in prices of basic commodities and the steady and persistent rise in labour costs. It may, however, be of interest to present these facts in graphic form, and survey the relative heights of the various maxima and the lead and lag of individual waves. Since Descartes demonstrated for us moderns the analogy between geometric form and algebraic statements, the two-dimensional graph has found widespread application. Mathematicians have developed for our information, if not for our confusion, the triangular diagram and the solid three-dimensional figures, which have proved so useful, at least in the hands of the metallurgists at Port Pirie. The model (Plate 1.) which is exhibited here does not pretend however, to indicate the connection between any three inter-related variables, and it is not proposed to burden members with any abstruse mathematical expression for the irregular surface of the blocks. While time is an ordinate common to all sections of the model, each illustrates separately the variation in cost of some particular quantity between the years 1914 and 1922. It is an easy matter to record such individual variations, but it would be an impossible task to state any equation describing accurately the dependence ot the prices, say, of hardwood or of galvanized iron upon that of labour at any particular point of time. The cost of living curve, which has attained such prominence, if not notoriety, in the last few years, is the result of an attempt to show the mass-effect of the components. It is the difficulty found in "assigning the correct weight to the separate items which makes the aggregate curve somewhat misleading at times.Turning to the model, it will be noticed that each section consists of half a dozen pegs.. The first in each row,that coloured red, represents the cost of some particular quantity, such as bricks, timber or coal, at Broken Hill in 1914. A key premise to this paper is that most people involved in the design and implementation of drilling and blasting operations could benefit from a greater understanding of the geological materials, deposits and landforms they are dealing with. The second key ingredient for successful blasting is the concept of blasting objective. Mine operators and blasting contractors must be clear on what drives their costs (blasting leverage) and should formulate blasting objectives and operational targets which help in this regard. Many operators ignore geology descriptors and features apart from the name of the rock and start crudely quantifying the rock mass properties in terms of uniaxial compressive strength, or even worse still as hard or soft. This occurs too early in the design process and not much attention is paid to the geological materials, geological structures and the characteristics of the deposit they intend to excavate. In effect the rock type name and the strength descriptor become the site geology. Furthermore many blasting operators do not formalise their blasting objective, do not set operational targets and do not measure results to the degree required for continuous improvement. In this paper a number of civil, surface mine and underground mine blasting applications are tabulated in terms of typical blasting objectives and common geological materials. A good description of geological materials can convey a lot of useful information for blasting operators if they are able to accommodate this knowledge. In addition a clear statement of the blasting objective and associated operational targets will maximise the likelihood of achieving blast-driven downstream productivity improvements. The first half of the presentation covers the principles involved in project finance and the second half moves to aspects more specific to the mining industry. I have worked for 3 years at Rothschild Australia. Rothschild provide finance for projects in the mining industry, world wide. We finance both large and small projects, with facilities varying from $2m to $100m.

With the recent collapse in commodity prices the size and number of resources project has diminished markedly in recent years. Coupled with the disappearance of the "open cheque book approach", this has led to a revival of the lump sum or turn key project. The key features of this mode of development are compared with the "owner managed" and "reimbursable cost plus fee" alternatives - with respect to schedule, cost and quality control. Key facts for the successful implem- entation of this mode of development are identified. However, the approach is not advocated for all projects and the potential shortfalls are also identified.
