An investigation was performed to determine the sequence of events which caused the 1987 surface subsidence and related damage to several homes in Walker County, Alabama, USA (see Figure 1). Surface affects compared to mine maps indicated the subsidence to be mine related. However, two coal seams had been worked under this area. The upper seam, the American seam ranged from 250 to 280 feet beneath the surface in the area in question. It was mined-out before 1955 by room-and-pillar method leaving in place narrow-long pillars to support the overburden strata, and abandoned in 1955. The lower seam, the Mary Lee seam, ranged from 650 to 700 feet beneath the surface. The Mary Lee seam had been abandoned in 1966 and subsequently became flooded. The dewatering of the Mary Lee seam workings in 1986 caused the submerged pillars to be exposed to the atmosphere. Due to multiple seam mining and the fact that workings had been inundated then dewatered, a subsurface investigation ensued to determine the sequence and ultimate cause of surface subsidence. Core sample tests with fracture analysis in conjunction with "down-the-hole" TV camera inspections provided necessary information to determine that the subsidence started in the lower seam and progressed through the upper coal seam to the surface. Evidence from the investigation program established that dewatering of the lower seam workings caused the marginally stable support pillars and the roof to collapse. This failure triggered additional subsidence in the upper seam which broadened the area of the influence at the surface.

The advent and easy availability of fast and powerful digital computers has marked a transition from one era to another in the field of process control in many industries. Mineral processing is no exception. Aims, practices and problems associated with process control of mineral beneficiation plants in the 'old days' are compared with those available at present. Although basic processes remain generally the same, there have been simultaneous social and economic developments, which directly relate to the development and present value of process control. Lower head grades are now treated, plant capacities have increased, and a large proportion of future capital in the mineral industry will be associated with large capacity plant, treating still lower grades. Environmental considerations have pressurised moves to better control in some areas. With these changes, economic operating incentives have changed, and process control has, in many plants, become more critical. Finally, while computer technology has developed recently at a very rapid rate, developments in the fields of instrumentation, basic on-line measurement and sampling have in general lagged behind, limiting the progress possible in process control. Scrutiny of the whole explosives industry has increased as a result of the terrorist attacks on the World Trade Centre and the Pentagon on 11 September 2001 and the bombings in Indonesia, including the Bali bombings last year. This has been highlighted in specific press releases from governing bodies, like the Department of Mineral and Petroleum Resources û Western Australia, on the necessity of being in compliance with regulations for storage of explosives. As a result, audits by inspectors to assess compliance are to be expected. In a proactive move, DynoConsult has assisted several customers through benchmarking current practices, in order to identify any areas of non-compliance to the statutory requirements for explosive storage and security. This paper discusses the outcomes of supplier discussions and customer audits and highlights the implications for the industry.

The paper reviews recent valuations of mineral properties, many of which are at an early stage of exploration. The various methods used are outlined. The problem of comparing, in terms of whether it is fair and reasonable, a highly subjective opinion of the present value of a portfolio of exploration tenements with a vendor consideration, the real value of which, in most cases, lies at some indeterminate time in the future because of the application by the Australian Stock Exchange (ASX) of escrow conditions, is highlighted. Examples are given of some of the questionable logic used by consultants in handling this difficult issue. A proposal for revision to current flotation and listing practice which, the author believes, would circumvent the problem and at the same time provide better protection for the investing public is offered for Consideration.

The mining industry has had lengthy experience with risk management involving technological situations imposing risks to people and property. In such situations the relevant parameters can be fairly well defined, the outcomes can be broadly predicted and probabilities of these can be estimated. Accordingly quantitative risk assessment can be applied. In recent years there has been increased emphasis in risk management on a broader set of potential consequences. These include potential impacts on the flora and fauna of ecosystems. These are typically poorly understood and this is especially true in Australia where the vast size of the continent and sparse population make gathering a comprehensive data base on biological resources a difficult task. The resulting scientific uncertainty and ignorance regarding the potential for serious or irreversible harm to the environment mean not only that quantitative risk analysis techniques are not appropriate, but also that the precautionary principle (PP) needs to be applied as a complement to qualitative ecological risk analysis. The potential for significant impacts is particularly high in Australian ecosystems. These comprise one of the 12 æmegadiverseÆ regions of the world in terms of biodiversity and, hence, have global significance. Moving from risk management to application of the PP by the mining industry provides a significant challenge. Application of the PP has no clear guidelines to follow and, to-date, has been highly unpredictable. However, there is much to be gained for industry in embracing this challenge and taking a pro-active approach in exploring methods that will provide for clearer guidelines and hence more certainty in outcomes of environmental management decisions involving precaution. As well, there could be considerable other advantages for the mining industry in terms of reputation assurance, community acceptance and greater certainty in terms of access to resources.

Preliminary project evaluation is relevant to the evaluation process of the decision makers (or executives) prior to making the critical business choices. Important to the assessment is an integrated sensitivity, scenario and risk analysis at every stage of a mining project. This should include the evaluation of different options taking into account uncertainties. Construction of interactive financial computer models where each element is functionally integrated into a fully integrated life-cycle allows rapid and automatic study of the sensitivity of each element through changes in the value of an input. The scenario analysis is the effect of changing more than one input at a time, organised through scenarios in a decision tree. Risk analysis is an integrated analysis of the effect of all uncertainties of the parameters, using Monte Carlo simulation. Key to the asset decisions process is that the decision maker is provided with the essential integrated decision information. We have clustered this information into several scenario groups. Within each group, two levels of uncertain information are distinguished: discrete scenarios critical for the decisions; and remaining uncertainty within the scenario (risk analysis) which can be modelled by continuous probability density functions (pdfÆs). For an asset, the relevant scenarios in each group and the associated continuous pdfÆs need to be defined. When the scenario groups and associated pdfÆs have been defined for the asset, the decision process can be started by structuring the different scenario groups in a Scenario Tree. A Scenario Tree contains decision and end nodes. Each end node corresponds to a completely defined mine project or asset model. The calculations for each end node result in a set of stochastic realisations for the reserves, production forecast, cash flow, and profitability indicators (NPV, IRR, DPR). Thus, a deterministic and fully probabilistic multi-commodity analysis tool is provided to investigate the sensitivity and robustness of decisions.

The Queensland Department of Mines believes it is in the best interests of the gold mining industry to reduce and control the environmental impacts from gold mining since that is the community expectation.The Department of Mines has set as a special condition of many recently granted Mining Leases the requirement to submit a "Description of Operations" for the approval of the Minister, prior to commencing initial mining operations. In order to facilitate compliance by lessees with this condition an explanation is given of the reasons for this condition and how it is intended to achieve the objective of environmental protection.Environmental impact is operations dependent. Impact on a lease will vary quite significantly with the scale and methods employed. Before a lease can be granted and mined it is therefore necessary to have this information. The parameters of operations most critical both in terms of environment impact and economic viability are worked out and agreed with the lessee before the lease is granted. An approved description of operations which is required now, prior to the start of mining, provides the details of that agreement for the security and benefit of the lessee and the inspectors. It also provides the details of operations and environmental controls which were not required prior to the grant of the lease but are nevertheless required and necessary for compliance with the environmental standards.

The Kalkadoon Granite is regarded as composite in character with at least two different phases. The older phase is considered older than the sediments of the Western Geosyncline, and the younger phase is considered younger than the sediments of the Western Geosyncline.Consequently, the older phase could be a time equivalent of the Ewen Granite, whereas the younger phase could not. An age of 1760 million years seems plausible for the older phase, and an age of 1540 millionyears seems appropriate for the younger phase.

The results of theoretical and technological investigations have been presented for the application of electrochemical technology in copper-nickel flotation processing schemes. The sorbed xanthate and dithiophosphate products on chalcopyrite and pyrrhotite have been studied in distinct polarisation conditions of mineral suspensions. Optimum electrochemical pulp treatment parameters have been worked out for copper, nickel, pyrrhotite and other flotation cycles. The method has been examined in pilot plant conditions over a long period of time, technological efficiency has been evaluated corresponding to the industrial flotation process at the Norilsk plant.

This paper explores the recent escalation in public opinion for business to demonstrate the social value it generates through its activities. The concept of social capital is analysed, including the linkages between social and environmental values. Also discussed are the challenges inherent in devising a method for evaluating social value, determining appropriate performance indicators and then evaluating acceptability of outcomes. The theme you will be addressing over the next few days is "The Twenty First Century - Mining, for Mankind" - a theme that must be regarded as an enormous challenge for the entire minerals industry. Previous conferences, starting in 1924 in London and followed by two others in the United Kingdom, have also taken place in Canada (three), Southern Africa (three), Australasia (two), and Hong Kong (one), but this is the first to be held in Singapore.

Most who obtain this level of responsibility have gained their training from watching the good and bad of their predecessors and the successful ones have themselves graduated from the school of hard knocks. This paper attempts to provide some helpful guidelines and direction for those who aspire to better manage a mineral processing facility. The authors have 20 years combined experience in senior management roles at nine different mineral processing operations in Australia and overseas, covering gold, base metals and mineral sands. The current Mining Act has been the mechanism for administering and encouraging the State's mining industry through the 1970's up to the present. Although it has been subjected to considerable amendment there continues to be judicial challenge as well as criticism in relation to ambiguity of interpretation. Expansion of the mining industry and pressures placed upon "it by the ever increasing interaction with other land users have highlighted deficiencies in the current legislation and the need for a strong and progressive Act covering the rights and obligations of miners and their relationships with those outside the industry. - It is considered that the most positive results can be achieved by a complete redrafting of Queensland's mining administrative legislation.

Since its introduction in 1989, the Australasian Joint Ore Reserves Code (the JORC Code or the Code) has been one of the success stories of the informational interface between the mining industry and investors. This is due variously to the user-friendly nature of the Code itself, to its practical approach to this complex subject, and to the way in which its requirements have been implemented in practice. Recognition of its utility and effectiveness has influenced a significant number of mining countries to re-assess their reporting standards with the positive outcome being that for the first time, a set of standard international definitions for reporting of mineral resources and reserves is a realistic possibility.

The development of computers is examined in the context of the mining industry. The risk element is given as a reason for the slow introduction of the computer into mining. Dealing with mining's uncertainty is seen as a major role for computers. The use of computers is traced from early accounting applications to current involvement with all aspects of mining. The problems associated with increasing use of computers and their impact on management is discussed in depth. Disenchantment of management is thought to arise from unfulfilled expectations. Contributory causes are given as overselling of computers, reaction against change, speed and growth of computer technology. The solution is seen to lie in a more dominant role for user management in the development of computer systems and greater emphasis on education. The computer of the future will then become integral to the mining process as an extension of management's planning and control function.

The successful application of flotation is now over one hundred years old. However in a practical industrial sense, it still remains predominantly an art rather than a quantifiable science. Moreover, the laboratory testing, interpretation and application of the technology can still be tedious, time consuming and costly. This paper outlines the use of proven statistical design of experimentation software for rapid optimisation of flotation testing with limited representative sample utilisation. This results in less costly required testing, a more thorough understanding of results and the ability to simultaneously optimise several variables and outcomes at once. At the Center for Advanced Mineral and Metallurgical Processing, this testing methodology has been used successfully in many metallurgical development and plant optimisation projects thereby confirming its real world utility and application.
