THE treatment by chlorination of the Mount Morgan Gold Mining Company's ores was first accomplished, early in 1886, by a works having a capacity of 25,000 tons per annum. Shortly afterwards another works was established, capable of dealing with 50,000 tons per annum. The extraction of gold was originally successful and satisfactory, but running expenses were high, averaging £2 19s. 6d. per ton of ore treated. These works were believed to be the largest chlorination plants in the world at that time. As might have been expected, the mechanical details and chemical process had not been perfected, and, moreover, both works were hurriedly built, and operating expenses were not then considered of such prime importance, as the ore at that time was of very high grade; the large quantities of low grade ore since dealt with not being then considered, since the bulk of it was not even known to be in existence. These two works consisted of rock-breakers, high speed rolls, screens, elevators, &c., for crushing; a large number of small handrabbled reverberatory furnaces for roasting; one-ton chlorination barrels and three-ton leaching vats for chlorination. The transport of ore from crusher to furnaces, from furnaces to chlorination barrels, and the emptying of leaching vats was effected entirely by hand labour. This paper addresses the actions of the Australian mining industry, its regulators and educational providers towards ensuring that a pool of competent mine managers is maintained in Australia and that mine management remains a desirable career path for future mining professionals. The Australian and global mining industries are experiencing an acute skills shortage. Mine managers, traditionally drawn from the ranks of mining engineers, are at the sharp end of this shortage. Exacerbating the shortage is a perception that a professional mine manager is not an attractive career option. This perception is influenced by the following forces which combine to make the role of a modern mine manager very demanding:legislative requirements for owners and managers to ensure (guarantee) the safety and health of employees; an increasing trend towards prosecution over exposure to risks to health and safety a need to be more aware and responsive to community and environment; financial, technical and æpeopleÆ pressures traditionally associated with the job of managing a mine; and mine management roles being filled by younger and less experienced professionals. Universities and other educational providers have the challenge of both ensuring that undergraduates are exposed to these issues during their study and continuing to promote mine management as a desirable career option. Anecdotal and statistical evidence indicates that young graduates are choosing and remaining in technical roles rather than taking on the challenge of mine management. Furthermore, it is suspected that the issues referred to above are contributing to the low retention rate of young professionals at mine sites. The challenges are not insurmountable, however. This paper reviews the initiatives of industry, the regulators and educational institutions in addressing these challenges. It includes a focus on:prosecution policies and their impacts, tertiary education program content and delivery modes, CPD initiatives of the Mine Managers Association of Australia, and alternative pathways for obtaining mine management qualifications.

Pre-Miocene igneous rocks from the Phili pine island arc are characterised by 87Sr/86Sr and 143Nd/144Nd ratios typical for intra-oceanic island arcs where sediment involvement in the magma genesis was minor. Lead isotopic ratios are similar to Indian Ocean MORB (Mukasa et al., 1986a,b). Pliocene to recent volcanics, however, have more radiogenic Sr and Pb and less radiogenic Nd, except for the volcanics of the Bicol Arc, which have similar isotopic signatures as the Pre-Miocene rocks. We suggest that Pre-Miocene magmas and Bicol-Arc magmas have been generated in response to the subduction of the Philippine Sea Plate, their isotopic characteristics reflecting the composition of Philippine Sea crust. The Bataan arc magmas may reflect the larger amounts of sediments available for subduction in the South China Sea, while magmas of the Mindoro Arc, which are characterised by the most radiogenic Sr and least radiogenic Nd, may have been contaminated by slivers of the Mindoro-North Palawan terrane, which have been carried down to mantle depths after the collision of this terrane and the Philippine arc in Miocene (McCabe et al., 1982). This interpretation implies that Nd (and by inference other REE) can migrate from the subducted slab to the mantle wedge. Thus, variable Nd-isotopic ratios in island arc magmas (e.g. Sunda, Lesser Antillas) may not he a primary feature of the mantle wedge but a consequence of the release of Nd from the subducted slab.

This Is not a highly technical paper, but rather an attempt to give a general outline of coal mining for the benefit of those present who may have little or no experience in the industry, and is intended to give some general knowledge which may help to a better understanding of the problems of the industry. A knowledge of the disposition of workable material is necessary to give a comparison with other mining practices. Coal Is usually found in comparatively fiat seams of varying thickness, whereas other minerals are generally found in highly inclined lodes of variable width. However, even in comparatively flat seams unaffected by faulting, grades can, and do, vary greatly over short distances.This variation causes many local problems in working the small area affected. Even very steep seams, and some are much steeper than 1 in 1, vary considerably not only in grade, but also in direction of grade and level course. This is probably caused by folding during alteration of the shape and form of the basins after deposition.These swellies are common to most coal seams and vary only in extent. This type of variation in grade and direction of grade, while common to most ore bodies, is a matter of great importance in coal mining when it is considered that roadways are driven in the seam itself and have to be graded and made suitable for haulage purposes.The area of ground involved in an individual coal mining operation is often very large; many times larger than most metal mining propositions, and often comprises many thousands of acres.When it is considered that the specific gravity of coal may be only one-fifth of that of some ores mined, and the coal seam may be five or six feet in thickness, the vastness of the area necessary for continuous mining operations over many years will be realised.To achieve comparable outputs, with about five times the bulk of material to handle, much more ground and working places must...

An established method exists for the computation of rope lifetimes for shaft hoisting applications in the mining industry. In an earlier study, during the 1990s, an initial comparison of the calculated and actual rope life for various types of hoisting plants showed reasonably good correlation. In the meantime the calculation method has been developed further. The rotation behaviour of the rope during hoisting and the effects of multilayer spooling on drums are now considered in the assessment of expected rope lifetimes. The ability to determine an estimate of rope life in advance is particularly useful for mining companies. Such analysis allows them to predict the effects of rope choice in their particular application and thereby reduce the total cost of rope ownership. Such calculation techniques also allow designers of winding plants to identify aspects of the hoisting configuration that may negatively affect rope life. Often small (low-cost) changes, like increasing the diameter of head sheaves, can result in considerable improvements in rope performance. This paper describes the extended lifetime calculation method and gives further examples of the comparison between actual and calculated rope lives for operational double-drum mine hoists.

Environmental leaching methods such as the toxicity characteristic leaching procedure (TCLP) test or the ASLP test are used to assess wastes including mining and mineral processing by-products. These tests were initially designed as regulatory tests simulating conditions in a co-disposal municipal landfill waste facility and do not allow leaching performance to be predicted in site specific scenarios. Further, the assumptions underlying these tests tend to define worst-case scenario leaching conditions for by-products from the mineral industry disposed of outside a co-disposal scenario.   Recently some characterisation leaching test methods have been issued as ISO/TS standards (ISO/TS 21268-3:2007 and ISO/TS 21268-4:2007) that aim to define the leaching performance of soil type wastes and to predict the leaching performance of these wastes over long time frames. In this preliminary work these standards are trialled for by-products from the mineral industry and the quality of information that can be obtained from them compared to TCLP/ASLP tests.   Where clear comparisons were possible, the TCLP/ASLP tests were typically found to extract a similar, or often greater, amount of component than (i) tests conducted at the same pH but without the acetate buffer or (ii) for test conditions aimed at simulating long-term leaching in an eluate defined by the waste type. While further work is required, the preliminary results indicated that the tests may provide reliable long-term estimates of leaching performance of wastes in soil types of variable pH and provide a suitable basis for long-term planning for optimal waste handling, treatment or even re-use.

The mining industry worldwide relies upon the identification of resources that can be economically developed and operated. Access to land is paramount through all stages of the exploration, development, operation and rehabilitation stages. Clear rights to use of land for the purposes of mining must be available and protected throughout the life of the project. Stable and enduring criteria for mining of the resource, once identified, are required to attract exploration and development expenditure. The purpose of this paper is to investigate the varying approaches to granting access to land for use for exploration and mining development, including the processes by which a project is approved by community and government and the time scale for such approval. The paper concentrates on the legal issues arising throughout this process. The law is stated as at September 1997.

Mine planning studies of iron ore deposits are often based on resource models generated by ordinary kriging. Ordinary kriging aims for local accuracy to minimise the variance of expected estimation error but this is at the expense of reproducing variability of the original sampling data. Hence mine planning studies using kriged models are likely to underestimate product variability, and the required blending and stockpiling capacity to reduce variability to an acceptable level. Instead, conditional simulation models of the main chemical variables in iron ore are able to reproduce likely variability to be encountered during mining and processing. This approach is demonstrated in a case study of the Weld Range bedded iron ore deposit in Western Australia, with a comparison of ordinary kriging and conditional simulation models. Conditional simulation models suggest that, compared with the single ordinary kriging estimation, there is likely to be far greater block variability for iron and impurities, a greater requirement for stockpiling and blending capacity, highest variability in initial years of mining and less variability in later years of mining for deeper ore. The conditional simulations provide a more realistic range of mining outcomes for production of high-grade ore, which may be seven per cent less than in the kriged model, as well as for lower expected project net present value (NPV). In year one, the kriged model is conservative for NPV; however, in later years two to five the kriged model has higher NPV than most conditional simulations, suggesting expected NPV based on the kriged model may not be achieved. For improved decision-making in mine planning, a complete range of possible outcomes from conditional simulations of the deposit should be considered rather than relying on a single kriging estimation that may be an end member case in the range of possible mining outcomes.

In order to realise seafloor massive sulfide (SMS) mining, the environmental baseline survey around targeted SMS mining areas and the creation of an environmental assessment technique suitable for quantifying the impacts of ocean floor mining are necessary. The targeted areas generally host large chemosynthetic communities in association with active hydrothermal venting. The ecosystem structure around the chemosynthetic communities has not been clarified yet in macro-scale or quantitatively. The systematic approach and plan for the baseline survey and the environmental assessmentÆs basic studies are introduced. An EXTENDED ABSTRACT is available for download. When a joint venture is established between a major and a minor, the co-venturers often have a number of divergent interests; the major may have put up significantly more capital into the project and will want to protect its investement; the major may have more financial resources and be more readily to commit capital to the project; the major may have more technical resources and expertise to provide to the project; the major may have other competing demands for its capital; the minor may be relying on rapid development of the project as its sole source of cash flow. Successful joint ventures arise when the co-venturers understand each others' interests and attempt to satisfy these interests. This could be achived by having a clear process and timetable for development of the project coupled with clear rules for distribution of income, the commitment of capital to the project and the provision of inter-company services. If divergent interests are either regulated clearly or eliminated, both co-venturers are more likely to seek common objectives in the joint venture with less scope for conflict. This paper, written from the perspective of a major, examines means of establishing successful joint ventures between majors and minors.

The subject of government involvement in industry is, to say the least, a touchy one. For many it conjures up thoughts of socialisation or nationalisation. For others it is a desirable objective and is seen as a means of social reform by giving government a greater say in the control and distribution of human, financial and natural resources for the betterment of the community. Whatever your point of view, it is difficult to deny that government involvement exists to lesser or greater degrees in all industries. The mining industry is no exception and the degree of government involvement is probably greater than it is in other industries. I think it is important to remember when talking about government involvement in industry to recognise that there are different types of involvement and that all governments have a right, if they so desire, to become involved in whatever way they choose. The decision of a government to increase its direct or indirect involvement must, of course, be taken in the national interest. Governments, if we are still old fashioned enough to believe in ministerial and electoral responsibility, must make up their own minds about whether their actions are in the national interest and they must be prepared to accept the consequences of that action, good or bad. During the past decade geopolymer technology has emerged as a possible solution for the effective stabilisation and solidification of waste materials. Amorphous to semi-crystalline geopolymers form by the co-polymerisation of individual alumino and silicate species, which originate from the dissolution of silicon and aluminium containing source materials at a high pH in the presence of soluble alkali metal silicates. It has been shown previously that geopolymerisation can transform a wide range of waste alumino-silicate materials such as fly ash and blast furnace slag into building and mining products with excellent chemical and physical properties, including high compressive strength as well as fire and acid resistance. These chemical and physical properties suggest that geopolymeric matrices derived from waste materials are well suited for environmental and other applications such as the encapsulation of mine tails, the immobilisation of heavy metals and also the fabrication of structural products. The current challenge is to demonstrate that a wide variety of natural Al-Si minerals could serve as potential source materials for the synthesis of geopolymers. Moreover, it should be shown on a large commercial scale that it is possible to encapsulate waste materials into the geopolymeric structure without compromising the chemical and physical properties of the final product for the desired application.

Electronic detonators bring a fundamental and radical change to the potential of rockbreaking operations. The immense technical challenge of safely merging electronic systems with explosives has been largely overcome, but a surprisingly difficult obstacle has been to convert users to the much more capable electronic systems, in routine as opposed to exotic applications. Unit cost is probably the main point of resistance. For years papers have confirmed significant improvements in blasting results, feeding through to enhanced bottom line value for the whole operation: much reduced environmental impact, and improved control over fragmentation, muckpile shape and overbreak. In Africa, a number of operations have been employing the technology for sufficient time to see enduring improvements in throughput, control and cost structure, and these improvements have fed through to the planning process: both the cost and the benefits are part of the plan. This has essentially rendered very unattractive the option of reverting to pyrotechnic systems and incurring the penalties previously unseen but now understood to be avoidable. Examples given are of improved throughput at opencast and underground mines, and greatly extended life at an urban quarry. The general experience of management in implementing the technology is that it over-delivers: adopted to solve one particular problem, significant other issues are also addressed. These extra benefits were quite logical, but not at all obvious prior to implementation. Exploring this reality is essential for harvesting the benefits of the technology sooner rather than later.

The concept of large trucks underground has been around for some time. While the road train concept is gaining momentum, there are underground mining applications where these trucks have not been suitable. Unfortunately few of the ægreenfieldsÆ projects that are most suited to the road train concept have come æon lineÆ since the underground road train was first introduced to Australia in 2001 so that the trucks have generally been adapted to existing operations. As at December 2004, there were 17 road trains operating underground in Australia, one being rebuilt and one under construction. This paper addresses the necessity for the mining industry to have an integrated ore transport system that starts at the underground load haul dump unit (LHD) in the stope production area and finishes at the crusher feed at the processing plant. Chute and orepass designs are investigated, as well as feeders to determine the best load and haul system for large-scale trucking. The paper also discusses potential developments in the large truck scene. The paper highlights the cost and productivity gains by introducing large trucks and associated integrated ore transport systems underground. While 400 vertical metres was seen as the limit of vertical hauling in the 1970s, one kilometre is a common discussion point for trucking limits today. In real terms the cost of underground trucking (including ownership costs) has decreased from $1.50 - $2.00/t.km in the mid-1990s to $1.00 - $1.20/t.km at present.

The potential of air rate profiling to significantly improve the flotation performance of a bank of cells has been shown by numerous studies. To date many profiles have been evaluated; balanced, increasing, decreasing and combinations of these. An increasing air rate profile, where the air rates are increased proportionally to each cell down the bank, has been typically found to yield improved flotation performance compared to other profiles. Air rate profiling has two distinct components; determining the correct total air rate for the bank, and determining the correct distribution of that air. This can be done simultaneously by finding the optimal air rate to each cell in the bank in turn through air recovery optimisation. Air recovery is the fraction of the inlet air which overflows the weir of a cell as unburst bubbles. The peak in air recovery (PAR) is a robust measurement of optimal performance for the operating conditions in the cell, and sets the PAR air rate. In this study, plant trials of different air rate profiles and profiling based on PAR, were evaluated. The total air rates to the bank for all profiles tested were approximately equal, allowing direct comparison. The highest cumulative mineral recovery was achieved by operating at the PAR air rates for each cell down the bank. Different distributions of the same total air rate to the bank gave the same cumulative upgrade ratio, but lower cumulative recoveries. In this work the upgrade ratio is defined as the ratio of the concentrate grade to the feed grade. The increase in cumulative mineral recovery, at the same upgrade ratio, in this study was greater than 33 per cent. Air recovery based optimisation of air rates to banks of cells significantly improves flotation performance as it simultaneously determines the optimal air rate to the bank, and the optimal distribution of that air.

Placer Dome Asia Pacific operates eight mines in the region and has two closed operations that are either under rehabilitation or at the latter stage of care, monitoring and maintenance. All operating mines are scheduled to close within the next ten years based on current proven reserves. Mine closure planning and associated risk assessments are integrated into both strategic planning and day-to-day operations within the Placer Dome group. Mine closure is all about predicting the potential risks and Placer DomeÆs knowledge has improved following the planned closure at Kidston Gold mine in North Queensland. Planning for closure commenced in earnest in 1994, and focused on identifying the issues and associated potential risk to the environment, and ensuring that the most suitable control measures were implemented leading up to and following closure in July 2001. At all times during the process of planning, implementation, safety contractor management and post closure, the identification of risk and potential threats to the business have been identified and managed. Post closure risk assessment of rehabilitation strategies potential to fail has been completed in conjunction with URS and opportunities to manage these potential failures in perpetuity will be discussed along with lease surrender. Misima Mines is currently processing low-grade ore and plans to close in 2004. Planning for closure has been ongoing for several years with a focus on the social aspects and the impact of the mine closing on a remote island community. Misima Mines has assessed the risk profiles using a community closure focus group, to identify both the biophysical and social aspects for closure.

An experimental induration facility has been developed and used for conducting iso- thermal tests and plant simulation studies on the thermal induration of iron ore pellets. The influence of time, temperature, lime content, ore type, shale content and particle-size dis- tribution (e.g. Blaine Index) is being studied in a continuing programme. The present paper deals with experiments relating to the first three of these parameters and illustrates the use of an experimental design suitable for statistical analysis. The relations between isothermal data and the results of complete simulation rests are discussed.

IN carrying out experiments to determine the amount of metal taken away by fume or fine dust the apparatus used requires to be strong and compact, as it is generaIIy necessary to work on a staging fixed at considerable distance above the ground and against a smoke stack or flue. It is essential that the test be carried out at a part of the stack welI away from any bends, to prevent eddies. The method described below has been used for estimating the dust losses from Dwight & Lloyd sintering machines, antimony drossing furnaces, pot sintering trials, etc., and has been founc! satisfaetory. It is welI to bear in mind that the longer the period over which dust coIIection is extended, the more valuable the result is likely to be. The rateof aspiration of the gases through the apparatus is kept as regular as possible by changing the filter thimbles frequently, and the rate of flow should correspond closely with the rate of flow of the gases up the stack.The apparatus required for carrying out a test is as folIows :-{a) Thermometers : two are required, one for taking the temperature of the gas in the stack and one for giving the temperature of the gas in the aspirating drum. The methods employed in dressing 'the tin ore up to the required percentage of purity depend mainly on the type of ore crushed.These may be briefly divided into two distinct classes-viz., q, free: milling ore and a complex milling ore. In the former the ore is practically free from the common metallic sulphides, such as pyrites, mispickel, blende, galena, etc., and 1!' clean concentrate of 70 per cent metallic tin can be directly obtained in one continuous act of concentration; in the latter, however, in order to get a good extraction, it is only advisable to primarily concentrate up to 30 to 40 per cent. tin oxide, the rest being the sulphides of the metals. This concentrate is then roasted, re-ground, and re-concentrated up to 70 per cent. metallic tin on a separate set of tables.In the complex milling ore the tin is intermixed very closely with the sulphides, so that it becomes necessary to collect all the mineral present in order to obtain clean tailings. Stamp mills are the most popular machines for the primary crushing in the district, but whether they are invariably the best for the purpose is rather an open question. No doubt for some of the very tough chloritic ores they are the most efficient, but for a brittle quartzose ore, such as the free milling proposition usually is, the writer thinks Oornish rolls would well hold their own, especially when the tin occurs coarse, as is so often the case with this class of ore. With the advent of the resources boom in the late-1960s most of the larger scale resources projects in Australasia were commissioned on an æowner miningÆ basis, where the mine owners owned and operated the primary mining equipment. Then, in the 1980s with the arrival of the gold mining boom in Western Australia and elsewhere, a change occurred û most of the mining activities were carried out on a contract mining basis. Over recent years, however, there has been a marked trend amongst larger Australasian open pit mining operations back towards owner-controlled and operated mining operations. The reasons for this are many and are addressed in the paper, but centre on the concept of the owner being prepared to assume more of the mining risk in exchange for the advantage of not having to pay a contractorÆs profit margin. Where mining contracts are entered into, the older æschedule of ratesÆ format is being replaced with less adversarial and more entrepreneurial contract alternatives involving operating cost and risk sharing in a spirit of æfair dealingÆ. Leasing and maintenance issues have also been influenced in recent years by the advent of more flexible contract arrangements with equipment suppliers. Group purchasing has also had some influence for project operators. For many mine owners, the optimal risk management profile involves a practical offsetting of the assumption of mining risk on the one hand, against the removal of litigation risk and potentially reduced operating costs on the other. Potential pitfalls may arise where equipment size and type requirements vary with time or where manpower management, mining flexibility, job skills or safety exposure factors are relevant. These issues are commented on in the context of some well known examples, and an update is provided on contract mining versus owner operation in large-scale Australasian open pit mining generally.
