All development proposals have to run the gauntlet of the approvals process. Major resource projects are generally subject to particularly intense scrutiny. The key element in the approvals process is that it is about making decisions that take into account the benefits or otherwise to society as a whole - the interests of any one group do not take precedence. Most groups tend to see their relatively narrow interests as representing those of the broader society. Each group develops their arguments for or against a project in isolation, and then presents these to an arbiter in an adversarial situation. From this mire of argument and counter-argument it is often difficult to discern just what the real benefits of a project are, and opportunities for agreement and constructive modification of proposals to meet real concerns are often missed. The contention made in this paper is that the inevitable differences between these various viewpoints should be harnessed to help the proponent to come up with a proposal that is clearly of overall benefit to society and which gains approval. It is better to accept that no one group has a monopoly on wisdom in this area and to engender an environment of creative tension in which the pros and cons can be broadly considered and good planning and design used to produce a proposal that has a high chance of success. There are a variety of ways in which this approach can be implemented. Some of these options will be discussed in terms of their likely applicability to energy projects and their potential for success.

The large increase in secondary industries in this country, during the war and post war periods, has caused a shortage of capacity for the production of merchant bar.To overcome this shortage, an expansion of rolling mill facilities has been undertaken by the Broken Hill Pty. Co. Ltd. A small, but modern, merchant mill has been erected at Kwinana in Western Australia and a strip and skelp mill is under construction at Newcastle. The latter mill will roll strip and skelp at present being rolled by the Newcastle 10 in. Merchant Mill, enahling this mill to concentrate on merchant bar production.The Kwinana mill was installed to supply the Western Australian market. This state has a small population (approximately 658,000) and is not at present highly industrialised. It was necessary, therefore, to design a mill which would be capable of producing a wide diversity of sections and could be expanded as the demand increased. To begin with capital expenditure had to be kept within reasonable bounds. The design work for this mill, with the exception of a few specialised items of equipment, was carried out at Newcastle.All design work for the Newcastle mill was carried out by the lVIorgan Construction Co. of America. Although initially intended for rolling flat. products, the designers were asked to make the mill as flexible as possible, so that should the market for flat products decrease, this mill with additional equipment could undertake the rolling of medium sized sections.

The treatment of hypersaline waters originating from numerous gold projects within the Western Australian Goldfields region via membrane technology has been assessed. A combination of Ultra-filtration (UF) and Nano-filtration (NF) using Ecotechnol’s modified elements effectively removes the polyvalent ions responsible for the high lime and cyanide consumption as well as the prevalence of scale formation characteristic of gold operations in this region. Through removing up to 98% magnesium, 94% calcium and 99.7% sulfates from hypersaline water with total dissolved solids from 40,000mg/L to 250,000mg/L, Ecotechnol and subsequent independent tests have demonstrated up to an 87% reduction in lime consumption and through the ability to increase the operating leach pH, reduce cyanide consumption by up to 28%.CITATION:Tapley, B, Stoitis, N and Lien, L, 2015. Full-scale marker experiments at Cadia Valley underground operations have been ongoing for over 14 years. Initial marker experiments were undertaken in the Ridgeway sublevel cave (RW) (2002), and subsequently at Ridgeway Deeps (RWD) (2008) and Cadia East PC1 (CEPC1) (2012) block caves. Over 25 000 markers have been installed at the three caving operations to date (approximately 20 000, 3000 and 2500 for RW, RWD and CEPC1 respectively). These experiments aimed to quantify and assess the geometry of the extraction zone, development of the extraction zone over time, variability of flow behaviour and factors affecting flow behaviour in both the near and far field cave column. This paper discusses marker recovery results from the RWD and CEPC1 caves.With respect to the two cave operations, marker recovery in both the near field (markers recovered vertically within 70 m of the extraction level) and far field (markers recovered vertically above 70 m of the extraction level) indicates disturbed flow behaviour where marker recovery is not spatially uniform during material extraction. Two distinct patterns or transient behaviours in the extraction zone are indicated. For RWD (advanced undercut), early material recovery was close to the major apex, and expanded towards the centre of the drawbell as more material was extracted. The inverse was observed for CEPC1 (post undercut), where recovery occurred in the centre of the drawbell initially, and expanded outwards towards the major apex. This trend of recovery for the two operations continued in the far field. In the region above the major apex, recovery was observed for all heights, with no clear height of interaction zone (HIZ) indicated. All of these behaviours significantly deviate from both conventional ellipsoidal flow theory and Laubscher’s (2000) design guidelines. For this reason these new mechanisms are termed the Disturbed Extraction Zone (DEZ).For the CEPC1 marker experiment, electronic markers were utilised to investigate the vector movement of material in the near field. Marker recovery movement vectors in the near field indicate extraction zone widths in the order 30 m, with localised marker recovery outside this region (significant horizontal movement of material potentially due to cave muck pile rilling and blast burden movement). In Northland, New Zealand, localised large deposits of halloysite clay have been produced by in-situ alteration of rhyolite volcanics of Pliocene or Pleistocene age, which were erupted through pre-Pliocene sedimentary strata and locally through Pleistocene basalt; and which were subsequently onlapped by further basalt flows. Alteration to clay has been a result of both hydrothermal and of meteoric processes, and decreases in intensity of alteration with increasing depth. The raw material is crushed and fractionated to produce a product of less than two micron particle size, which is of exceptional whiteness and brightness. The unique properties of the clays render them highly desirable for specialised ceramic purposes.

THE power requirements of the Mount Lyell Mining and Railway Company at Queenstown, Tasmania, have, since the inception of smelting operations in June) 1896, been derived continuously from the extensive forests in the watershed of the Queen River, adjacent to the works, the fuewoodbeing of good quality, mainly composed of myrtle or beech (Fagus Ounninghami), eucalypts, and manuka (Leptospermum ericoides). The country is very rugged and mountainous, indented by numerous ravines and gullies, and intersected by, many creeks, which are subject to periodical floods, under the influence of a heavy and persistent rainfall, which averages about 110 in per annum. The areas so far exploited aggregate a total of about42 square miles, and this denuded country gives promise of ultimately becoming very valuable pastoral ground for cattle-raising. It has been proven theoretically and experimentally that the use of 10 - 30 per cent DRI in blast furnace along with iron ore or sinter results in lower coke rate and higher productivity. However, to-date this remains unpractised on a regular basis mainly because of economic reasons. The DRI produced by several methods are expensive and difficult to store/handle in large quantities because of its reactive nature and thus DRI in blast furnace remains unacceptable.

Hot briquetting is a reliable, fully developed industrial concept for the passivation of direct reduced iron produced with the various processes of direct reduction. During hot briquetting, the large specific surface area of direct reduced iron is drastically reduced, and therefore the well-known problems caused by reoxidation and overheating are avoided. Even the shipping instructions published by the International Maritime Organisation (IMO) confirm that Hot Briquetted Iron (HBI) can be handled and shipped without special precautions. From the mid-1970s until today, after extensive pilot testing of the technology, a number of industrial plants for the hot briquetting of direct reduced iron have gone into operation. Additional hot briquetting plants for already established but also for new direct reduction processes are tinder construction or in different stages of planning. A rotating disc geometry was used to provide a uniformly accessible surface for a kinetic study of copper cementation with zinc in sulphate solution. For copper concentrations of the order of 10 p.p.m., a porous, adherent deposit is formed on the zinc surface and this has a significant influence on the reaction rate. When the specific mass of deposit is less than about O· 35 mg/cm2 the surface may be considered as smooth and the rate is described by simple convective counter diffusion of zinc and copper ions through a laminar diffusion boundary layer to the deposit-solution interface. In the presence of additional deposit, the diffusional mass transfer rate is increased by increased surface roughness.The rate under these conditions is first order, with the degree of enhancement independent of further increases in the specific deposit mass. Experiments conducted at Tahmoor Colliery, Sydney Basin, have demonstrated the variability in chemical and isotopic composition of seam gases issuing from boreholes in the Bulli seam and desorbing from lump coal from the same source.From this work it appears that an immediate preferential release of methane accompanies the physical disturbance of the coal seam by penetration with development or drilling or by detachment. In addition, both early released methane and carbon dioxide are depleted in 13C relative to later desorbed gases, therefore the analyses of gas samples taken after such events may not reflect the true bulk composition of the undisturbed seam gas in situ. A method for overcoming this problem by taking gas samples at depth in the "steady state" is proposed.

An approach of geological mapping and descriptive criteria has been used to identify hydrothermal eruption breccias, named the Onemana Breccia. These in part mantle a gold bearing fossil hydrothermal system located on the eastern side of the Coromandel Peninsula, New Zealand. Whilst eruption breccias are documented from active and recent geothermal centres within the Taupo Volcanic Zone and in Northland their recognition at Onemana is the first confirmed discovery for this lithotype within ancient hydrothermal systems of the Coromandel Volcanic Zone. At Onemana the widespread occurrence of silicification, sinters, volcanic lake sediments, eruption breccias and advanced argillic alteration allows classic hot spring epithermal modelling. The geological setting, distribution, lithological characteristics, hydrothermal alteration and trace element geochemistry of the Onemana eruption breccias are described. These breccias are closely comparable with hydrothermal eruption deposits elsewhere, particularly those in active ore forming hydrothermal systems. Consideration is given specifically to the role of the Onemana Breccia in an exploration strategy for discovering epithermal gold-silver deposits.

The Ernest Henry mine is a transverse sublevel cave (SLC), which is relatively unique due to the 45 degree inclination of the orebody. To economically recover ore, each sublevel is horizontally offset from the previous level by around 25 m, depending on the orebody geometry. Mine development, slotting and initial production within this zone occurs in a high stress abutment that increases in magnitude at depth. These areas are seismically active and close to the hanging wall where cave propagation is yet to initiate. High stress conditions and the close proximity to the cave seismogenic zone results in challenging geotechnical conditions in the step out zone of each level and requires management of hazards including stress driven rockfalls, rock bursts and pillar failure.This paper outlines how these hazards were forecast using numerical modelling and geotechnical monitoring. Risk management techniques included dynamic ground support design, development of a new mine layout and extraction sequence as well as delayed re-entry into seismically active areas. Ongoing monitoring, instrumentation measurements and field observations were used to track the effectiveness of the controls.Future production levels are forecast to experience increasing stress and seismicity, which will increase demand on excavations and installed ground support. Yallourn brown coal and its characteristics have been the subject of innumerable papers and discussions. The Lurgi process adopted for the production of Towns gas by the gasification of brown coal has been described frequently in literature.The application of the Lurgi process for the gasification of Yallourn briquettes has naturally lead to some unexpected problems. Rather than attempt to review the whole field of experience gained in the first two years of operation of the gasification plant at Morwell, this paper attempts to describe two problems encountered, peculiar to the fuel used, and the steps taken in overcoming them.THE PROCESS AND PLANTTo clarify the conditions surrounding the problems, it is necessary to briefly describe the gasification and cooling processes and plant.Brown coal briquettes are gasified in a pressure generator, using a mixture of steam and oxygen as a gasifying medium. Crude gas produced in the generator is washed and cooled in the waste heat boiler and coolers. Figure 1 shows an arrangement of the generator and coolers. The gasifying medium enters the generator through a hollow shaft in the base. Pilot Plant confirmatory testing of the treatment route developed in the Metallurgical Laboratory is an essential factor in the development of complex ore bodies. Objectives should be well defined to permit the efficient planning and cost effective operation of the pilot plant project. The primary objective for the pilot plant should be to confirm the viability of the developed flowsheet on a continuous basis, examining only major variables such as ore types, quantum changes in grind, comparison between bulk and sequential flotation circuits, use of flotation columns, evaluation of autogenous grinding and production of samples of concentrates for market evaluation. Secondary objectives may include the collection of engineering design data and the production of a comprehensive report to Bankable Document standards to provide technical support for capital financing. The complexity of the ore body and the scale of the final operating project together with the pilot plant objectives will determine the extent of the pilot plant operations. The level of expenditure associated with a pilot plant can vary, in total cost and as a percentage of the total development capital investment required to take the prospect from exploration to a producing mine. Factors contributing to expenditure are discussed. Associated with cost considerations is the level of confidence mining company investors can have that their capital investment will return dividends.

Development of SAG liners has always been a strong focus and interest in mineral processing as SAG liners significantly impact on plant performance (throughput and grind size), material costs and plant downtime. SAG shell relines typically determine the frequency and duration of plant shutdowns. Early SAG shell liner designs relied heavily on practical experiences and were limited in their size due to weight restrictions. Significant developments in Discrete Element Method (DEM) modelling, material and manufacturing technologies and larger reline machines have resulted in new and improved liner designs. This paper discusses the evolution of SAG shell liner design and its progression to the Skip Row design. Case studies have been provided for the Skip Row design in a variety of applications such as Single Stage SAG (SSS), SAG and Ball (SAB), SAG and Ball with Crushing (SABC) and Pre-Crush at a variety of mill diameters ranging from 24 foot to 34 foot. Keyboard patterns of hundreds of minor faults with vertical displacements of 3 mm to 2 m occur within the Greta coal seam and cause serious mining problems in collieries. Many of the faults are concentrated in linear zones termed swarms. One swarm is 600 m wide and more than 800 m long and others are of comparable size.The minor faults between the swarms are normal and are relatively widely spaced and show dip-slip movements, but the faults within a swarm are clustered and show strike-slip and oblique-slip movements. Fault swarms ofthis size and frequency have not previously been described from the Sydney Basin or on a comparable scale elsewhere but appear to be a widespread phenomenon in Australian coalfields. The faults are assigned to classes onthe basis of orientation which are then assigned to sequential phases I to IV on the basis of offsetting relations between representatives of each class. Phase I faults are minor thrusts. Phase IT, Ill, and IV faults are concentratedin the swarms and show sinistral strike-slip and normal dip-slip movements. The interference of slickenlines indicates that multiple movements have occurred within a single phase; their order is (i) strike slip (ii) dip slip and (iii) oblique slip. All faults truncate and post-date both cleat and sedimentary "stone" dykes.Phase I minor thrusts trend at a high angle to the Hunter Thrust and are considered to predate the Late Permian movements on the Hunter Thrust. Phase II and III minor faults are younger and may be any age between the latePermian and Tertiary.

Currently, Kanieri Gold Dredging Limited operates the only large scale gold dredging operation in New Zealand. It dredges a claim in the Taramakau River using the bucket dredge 'Kanieri'. This dredge, a 'Yuba' type, was designed and built in the 1930s. On the current claim it works about 12 hectares of ground a year. Because of its design, the tailings from the 'Kanieri' make land restoration difficult. This was unimportant until it commenced its new claim ML-32-310 in 1978. The conditions, attached to this licence required it to restore the land for afforestation, the designated use fur the Crown land being mined. With the company planning to work future claims on the Grey River, it decided to undertake restoration work on the Taramakau to demonstrate its capability of establishing pasture land on tailings, a more difficult task than restoring the land for afforestation. After two years and the restoration of two blocks totalling 22 hectares, reasonable pasture establishment has been achieved. Much has been learned to date and further refinement of the techniques used will take place over the next two years. The quality of the tailings produced has improved as a result of the limited modifications possible on the existing dredge. This has been significant in achieving better results. The knowledge gained will be taken into account in future dredge design. Both the Company and its Consultant are confident of achieving satisfactory restoration of dredge tailings for pasture land.

Indosinian (T) orogeny amalgamated the Mongolia-Xingan fold zone, the North China continent, the Yangtzi platform and the SE China fold zone into a unified continent. The early to middle Yanshanian (J-K1) orogeny created a Cordilleran type active continental margin in East Asia, reactivated the consolidated East China continent, and generated a large amount of granitoids, calc-alkaline volcanics and W, Sn, Mo, Cu, Au, and U ore deposits. The late Yanshanian (K2) orogeny began a transition to the western Pacific type continental margin. A tensional environment led to the development of peralkaline magmatism and tne formation of continental basins with red beds. The Himalayan (Tr-Q) orogeny was characterised by a backarc spreading and rifting regime. The dominant magmatism was continental basaltic.

A commercial Philips X-ray Fluorescence (X.R.F.) analyser was converted to an experimental instrument suitable for determination of the accuracy to be expected of X.R.F. on line analyses of concentrator slurries. Problems with stability of slurry sample presentation were eliminated by a number of minor modifications.By the use of multiple linear regression techniques instrument calibration equations including error terms were determined for copper flotation feed slurries. Results indicated that the accuracy of copper and iron analyses of flowing slurry samples could approach that of static pressed powder samples.Possible means of reducing the error terms to a level of at least that of pressed powdel' samples involve alternative methods of compensating for the per cent solids in the slurry, Design is under way for installation of a plant unit.
