The mining industry has a well deserved reputation earned over the years for innovation, engineering, management and the quick application to mining of emerging technology. The cumulative result is the economic exploitation of lower grade resources. The developments during the last decade have done nothing to tarnish the reputation. There are many that come easily to mind: the use of contractors for both surface and underground operations, a trend toward mine management contracts, the increasing recognition of the economic potential of ground support, and the development of physical measures to achieve it, - sophisticated measures to analyse blasting , and thus improve fragmentation, - instrumentation to assist geotechnical appraisal, - the development and application of the powerful and flexible, excavator, - the evolution of measures to improve grade control, - massive improvements in equipment productivity and reliability built largely around the application of hydraulics, - the development of powerful computer packages for orebody modelling, mine design and extraction, - simple "dense" fill systems, - maintenance management techniques including the greater use of off-site maintenance of exchange components, - the utilisation of communication systems for data transfer.

The Queensland Mining Act 1968-1972 has now been in force for almost two years. The Act was completely re-written and has made for easier working, e.g., there is no distinction now between Gold Mining Leases and other Mining Leases. For the first time in the history of Queensland, provision has been made for caveats, so that options etc. can be protected. The chief problem which has arisen so far has been the question of the Government issuing mining leases to the holder of an Authority to Prospect over areas which are included iri its Authority. Litigation has taken place and an Appeal, it is understood, will shortly be heard by the Privy Council. The provisions dealing with labour conditions have been brought up-to-date and generally speaking, they are quite clear as to the responsibility of the Lessee. The Mining on Private Land Act has been repealed and the provisions relating to mining on private land are now a part of the Mining Act itself. The Musselwhite mine, located in northwestern Ontario, Canada, has been an underground narrow-vein gold producer since the spring of 1997. As an exploration project at the feasibility stage, much effort was undertaken to generate a geostatistical resource model that would integrate the orebodyÆs geological features, as well as the controls on mineralisation. Today as an operating mine producing over 200 000 ounces of gold per year, reconciliation studies of the tonnes and grades treated at the mill, with the feasibility model, for longer time periods, and with the grade control models, for shorter time periods, show results that are in good agreement. It was clearly demonstrated with the reconciliation to production, that the key to good reconciliation remains in the proper selection and application of the geological resource estimation method. The application of a grade interpolation technique capable of capturing threedimensionally pertinent geological features, as well as accounting for spatial grade continuity, proved to be successful in the predictability of tonnage and grade at the Musselwhite mine. Along with good mine practices, this approach, which was carried through to the operation, has produced excellent reconciliation results. The ongoing reconciliation studies at Musselwhite allow for a constant revision of the grade estimation strategy. In return, this optimisation process adds value by raising the accuracy level of production expectations. As this is an evolving practice at the mine site, further implementation developments are recommended to integrate these reconciliation procedures on a more regular basis.

The bulk of the worldÆs production of iron ore is processed into steel. The needs of the steel industry therefore demand a high exploration and exploitation of iron ore. One trend within the industry has been a great increase in the demand of iron ore and this is reflected in an increase in world steel production from 1955 to date. In addition to the high demand for steel, is ChinaÆs high appetite to feed its steel industry. It is therefore important that the iron ore potential of Ghana is showcased for eventual exploitation by potential investors to meet this enormous demand for the commodity in the industry globally. Ghana has three main iron deposits of potential industrial and commercial importance. They are: Shieni sedimentary iron ore (reserves: 1.270 X 106 metric tonnes), Pudo titaniferous-magnetiferous iron ore and the Opon-Mansi lateritic iron ore deposits. The Opon-Mansi iron ore deposit occurs in the Western region of Ghana. The ore deposits are located on top of the range of 15 hills, which extend over a distance of 24 km from Opon-valley, south of the Western region to Dunkwa. The area has an estimated 147 Mt of iron deposit, with Fe content of 52.5 per cent. This paper looks at the iron ore potential of Ghana and how it is capable of attracting potential investors to exploit this valuable mineral for global consumption.

In recent years great efforts have been made in the optimisation of ball mill operation. This paper describes a methodology developed for modelling and optimising the steady-state grinding process. Thirteen basic similarity numbers of the process are derived. Based on these similarity numbers, we build a group of mathematical models which give a full description of the relation between dependent and independent variables. The parameter estimation and multi-objective optimisation of the grinding process have been done using these models, and validated with experiments in a continuous laboratory-scale ball mill.

The disposal and subsequent encapsulation of mine tailings in a cost-effective and environmentally secure and responsible manner is one of the principal issues facing any modern mining project. A careful assessment of all options available for the capping and subsequent remediation of tailings is important because it can result in large capital, operating and closure cost-savings. For these reasons, the technology of geopolymerisation is receiving increasing attention for the stabilisation and solidification of waste materials produced from mining operations. The first part of the current study investigates the application of geopolymer technology to the capping of hypersaline mine tailings. It has been found that suitable geopolymeric materials which have satisfactory compressive strength, durability as well as low permeability, can be formed using between 60 - 75 per cent of mine tailings as the main ingredient. It has been established that geopolymeric materials have the ability to suppress dust generation and prevent salt precipitation on the surface of the mine tailings. The slurry-like consistency of geopolymers would promote efficient application procedures through established tailings disposal techniques. This is a possible close-out technique for hypersaline tailings storage facilities such as those commonly found in Western Australia, which meets both regulatory requirements and community expectations. The immobilisation of contaminant metals within geopolymers has been investigated in the second part of the present study. In particular, the leaching characteristics of Cu and Pb from geopolymeric matrices derived from different fly ash sources have been examined. Potential breakdown of each geopolymer containing metal contaminants due to the leaching of Si and Al from the geopolymeric matrix has also been investigated.

In Australia a social impact assessment (SIA) is generally required prior to the approval of a mineral resource extraction or processing projects as a part of the Environmental Impact Assessment (EIA) process. In recent years there has been increased attention on the adequacy of the SIA process applied in major project assessment. Most applications have focused on the impact identification process with little attempt given to the community negotiating power over how impacts will be addressed. The impact assessment tends to occur at a single point in time, with no subsequent re-evaluation or ongoing social impact management and monitoring process. The assessments rarely specify how responsibilities for impacts on communities may be apportioned between project proponents and government, and have been inadequate in dealing with cumulative project impacts. In Queensland, concern about these shortfalls have led to the release of the Sustainable Resource Communities Policy 2008 and requirements for social impact management plans (SIMP) to be developed for each resource development in the State. In this paper a 'pressure-state-response' approach to impact assessment is used to develop an 'impact-response-monitoring-evaluation' (IRME) framework that can be applied to ongoing evaluation and monitoring of social impacts. The framework is applied to coal resource developments in the northern Bowen Basin in Queensland to identify core requirements in a SIMP. The IRME framework is flexible enough to be implemented at various spatial and time scales, for the wellbeing of the local and regional mining and non-mining communities in Australia. The framework can be further examined in other mine developments and could be integrated with the existing mining or environmental protection acts.

The Ranger uranium mine has operated in the Kakadu region of the Northern Territory since 1979. The mine's water management system was designed to cater for the wet-dry monsoonal climate and to satisfy the recommendations of the Ranger Uranium Environmental Inquiry - Second Report, 1977 (The Fox Report) with respect to environment protection. The Fox Report advised that the aquatic ecosystem of the region must be protected and that the mine should collect all runoff from disturbed areas. Furthermore, the mine was to operate as a no-release system until release standards, based on the experience of several years of operation and on the results obtained from monitoring and scientific investigations, could be established. Monitoring and research data have now been collected for a decade. it is evident that lower-than-expected concentrations of chemical constituents are present in the runoff waters which are retained on site. Standards have been established for the release of these waters to the streams when in flood during the wet season. Mine water quality data and release standards are presented. It can be confidently concluded that controlled release will not cause detriment to the aquatic ecosystems of the Kakadu region. The Ranger operation has demonstrated that environmentally responsible management of mine waters is feasible for future mining ventures in the Kakadu region.

L44 Shaft is a major upcast ventilation shalt in the hanging wall of the 1100 Orebody. Various techniques for stripping a raisebored pilot hole were combined to produce L44 shaft. From the surface to 198 m depth, the shaft was concrete lined 7.3 m internal diameter. Below this the shaft was developed to 7.6 m diameter unlined. 11 level, 540 m below the surface, was the first readily accessible level connection. The section to 198 m depth was benched and concrete lined through weak oxidised ground. When more competent ground was encountered the operation was converted to horadiam stripping. This application of the raiseborer has led to a safer, more efficient method of shaft development.

Among the various methods of thick-seam mining already well-tried in practice longwall caving with extraction of a single slice, as thick as possible, abandoning the top and/or the bottom coal, seems to be the most suitable one for the Australian coal mining industry. The production units of the future should be equipped with heavy double-drum shearer-loaders, wide armoured conveyors, (with one or two central chains) and shield support. Material of this type has been developed for seams up to 6 m thick. Output figures of more than 6,000 tROM/d from a single face can be looked upon as a quite realistic expectation. The problems of co-ordinating such large production units with the whole layout of the mine are discussed. The factors to be taken into account in the planning work and for preven- tion of mine fires caused by spon- taneous combustion are dealt with. For economic reasons the highest possible utilization factor of the very expensive equipment must be aimed at. Furthermore, the seams or parts of seams to be extracted should be carefully selected.

The first 12 m diameter rakeless thickener in the Australian gold mining industry was installed to treat plant tailings at the St Ives gold plant in April 2000. The plant processes approximately 3.2 M tonnes of ore producing about 430 000 oz of gold per annum using conventional crushing, grinding, gravity and carbon in pulp processing methods.The main benefit sought from the thickener was to improve water recovery in the plant and provide water for a 55 000 oz per annum heap leach operation. The thickener design indicated that more than 128 m3/h of overflow water could be returned directly into the plantÆs water circuit, relieving the demand on the borefields. The resultant surplus in the water circuit would then be available for the heap leach project. Based on laboratory and pilot plant scale tests conducted by EIMCO the thickener was designed to handle up to 700 m3/h of tailings slurry (450 tph of solids) with a 40 per cent oxide component in the ore blend. The normal plant throughput is 565 m3/h of slurry (400 tph of solids). Gold mineralisation in most areas at St Ives comprises quartz-sulphide vein and breccia lodes with common albite-biotite-chlorite alteration assemblages. There are well developed supergene gold horizons in the clay-oxide profile above most of the deposits (Osborne, 2002). This results in a wide variety of ore types being treated. At times 40 - 50 per cent of the ore may be oxide in nature. After some commissioning difficulties associated with instrumentation, the thickener has performed satisfactorily although it has not reached its design capacity. The maximum density achieved under normal operating conditions with 20 per cent oxide ore is about two per cent below the design. The thickenerÆs performance deteriorates further with increasing amounts of oxide ore in the blend. The thickener has provided sufficient water for the successful operation of the heap leach and has also provided some down stream benefits for the gold plant by way of pH and cyanide conditioned thickener overflow water.

Many of the discrepancies that appear when comparing the results of reducing machinery are due to the nature of the materials reduced and the conditions under which they have been treated. It is therefore necessary that manufacturers should employ standard materials in their tests that sufficiently approximate the substances to be ultimately treated if the information is to be of any value to the purchaser. Another advantage to be gained by employing universal standard materials is that by their means one is enabled to compare the relative values of different types of machines. At present much of the data meted out to the public is insufficient to enable them to judge fairly. Of course the best test would be to send some of the stone tor which the machine is required, to be treated by the various crushers in the market that are likely to be suitable for the purpose, but this is not always possible. It would not take long to become accustomed to judge of the value of a machine for a specific purpose if it was guaranteed to work a certain quantity of some standard rock, even if that standard were not identical with the material to be treated.There are many points to be considered before selecting a machine, such as the size of the rough stone it will take, the size to which it will reduce it the proportions of various grades made when crushing to pass through a given mesh the form of the delivered particles the time taken to treat a+ certain quantity the horse-power required to drive the machine, both when loaded and unloaded whether constructed to crush wet or dry the wear and tear of the machine its total weight and weight of the heaviest part the cost of machine what attention it required whether the wearing parts are readily replaced, and several other points common to all machinery. 'When considering these varying quantities, we can tell at a glance certain machines that are suitable for a particular sort of work, and can then compare those belonging to the same class, thus avoiding errors made purposely or through ignotance by persons interested in different machines, who frequently compare machines originally constructed for.

This progress has been driven by improvements in mining and processing technology, the high price of gold and by a favourable legislative, political and taxation environment. This paper concentrates on improvements in gold project development, process engineering and technology as seen by BHP Engineering, Perth, Australia.The paper describes technical aspects of successful gold project development including metallurgical testwork, feasibility studies, choice of process flowsheet (gravity, heap leach, carbon in pulp (CIP), carbon in leach (CIL) or other routes). It sets out our views on plant design, plant construction, procurement and project management.A case study for a small plant recently completed in the Philippines is presented as a solution to the problems often encountered in treating quartz vein gold deposits.

The development of the SECV brown coal open cut at Loy Yang will require depressurisation of aquifers both within and below the coal seam sequence in order to maintain open cut stability. Prediction of future open cut dewatering requirements at Loy Yang Open Cut and evaluation of the regional consequences of dewatering has required development of a detailed hydrogeological model of the Loy Yang area. The complex stratigraphy of the coal seam and aquifer/aquitard sequences at Loy Yang have been analysed and integrated with the hydrogeological concepts developed from regional groundwater studies to formulate a realistic hydrogeological model as a basis for finite-element flow modelling.

The stability of the coal pillar was analysed and a reasonable size of coal pillar determined, in accordance with the elastic region rate. Following residentsÆ concerns that the ongoing operations of Collinsville Coal (CCP) mine may be resulting in the release of contaminants, including products of acid mine drainage (AMD), into downstream environments, the Queensland Environmental Protection Agency (QEPA) issued CCP with a Notice to Conduct or Commission an Environmental Evaluation at Three Mile Creek. A key objective of the Environmental Evaluation was to assess the extent and magnitude of impacts to aquatic communities and their habitats. A multidisciplinary investigation examined a suite of physical, chemical and biological indicators to meet this objective. The study also aimed to identify contaminants of concern and the location of potential pollutant sources. Potential indicators of AMD, including elevated dissolved solids concentrations and low pH, were evident within the mine lease. However, significant differences in concentration of these indicators upstream and downstream of the confluence with Three Mile Creek were not observed. Although only proxy indicators of AMD contamination, these results suggest that the extent of impacts downstream is minimal. For the purpose of this study, physio-chemical indicators were selected on the basis of those best likely to provide an understanding of the likelihood of contamination, within the constraints of readily available long-term monitoring data. Ecosystem health indicators were adopted to supplement the existing data set and provide a more æroundedÆ perspective of water quality attributes within the system, generally unattainable by standard physio-chemical assessments. In contrast to AMD products, sediments were considered more likely to have a widespread impact on aquatic ecosystems. Waterways throughout the study region, including those unaffected by mining, have been affected by broad-scale sedimentation and were typically highly turbid. Due to the many diffuse sources of sediment potentially liberated within the catchment, the contribution of the mine compared to other land uses on total sediment loads entering streams is difficult to determine. This is clearly a major management issue for mines throughout the Bowen Basin. Streams of the central Queensland region display enormous variability in water flows and physio-chemical characteristics over a range of spatial and temporal scales. This variability presents major difficulties in distinguishing anthropogenic impacts from natural variability (noise). Despite this variability, impact monitoring by mines in the central Queensland district has tended to focus almost entirely upon physio-chemical indicators. The results of the present study indicate that a multiple indicator approach to environmental assessment is more useful for separating mine related impacts from natural ænoiseÆ and impacts from other land uses. In the absence of such information, by adopting the precautionary principle of Ecologically Sustainable Development (ESD), there is potential for an environmental impact to be incorrectly attributed to mining when other activities in the catchment may be contributing to changes in stream æhealthÆ.

A probabilistic approach is proposed for updating open pit slope sta- bility based on successful performance. The suggested approach is developed within the framework of Bayesian probability theory. In seeking solutions to geomechanics problems consideration must be given to inher- ent variability of shear strength parameters and to the errors in the esti- mation of these parameters. The latter can be significant and may lead to consistent overestimation or underestimation of the values derived from site investigation and testing. Conventional deterministic methods of slope stability analysis do not allow systematic modelling of uncertainties in applied loads or in shear strength parameters. Within a probabilistic framework indicators of stability may be calculated, e.g., the reliability index and the probability of failure. Based on observation of slope per- formance at any given stage of a project, the mean or the standard devi- ation (or both) of a shear strength parameter may be updated. Consequently the indicators of stability can also be updated. The appli- cation of such an approach is demonstrated by an illustrative example.
