This guide to the understanding of ore reserve estimation is the revised version of a report with a similar title circulated within the CRA Limited (CRA) group of companies in mid-1980. Asmentioned more fully later, other ore reserve situationswere known, or were met during the study, in copper,gold and nickel as well, where poor realization: expectationratios had ranged from embarrassing to disastrous.These made it clear that ore reserve estimation had to belooked at afresh.The fresh look has resulted in a broadening of theconcept of ore reserve estimation from its traditionalpurely computational basis to an approach embracingall the many things that can affect expectation andrealization as essential factors. Hence this guiderepresents a gathering together of what has been learnedand what should be known to all those concerned withore reserves in any of its diverse aspects.The study has been marked"by a number of changesof thinking. At first the aspects that appeared to requireattention were two; recognition that an ore reserve statementwas an estimate, not a precise calculation; and asearch for im improved estimation procedure adapted tolow grade ores with narrow economic margins. Threeyears later the view was that the need was to incorporateinto ore reserve estimation all relevant aspects of theproposed mining operation from choice of a samplingmethod to sales contract specifications.This study is thought to be unique in being frankabout weaknesses in ore reserve estimation and intreating failures not as natural disasters (like drought orflood, which have to be endured) but as potentiallyavoidable. It has led to three principal conclusions.

The dynamic response of holdup in a continuous ball mill has a direct influence on the rate function of grinding kinetics and is useful for predicting the variation in the size distribution of the finished product with time.A model was proposed involving three interacting, completely mixed chambers and this was used to derive analytically the transfer function of the system, from which the unit impulse response and the unit step response of the holdup with feed rate were obtained.The theory was confirmed by comparing it with previously published experimental data for the residence time distribution of particles passing through a ball mill.

For the past decade, demand for Australian resources has reached unprecedented levels, thanks mainly to the emerging superpowers of China and India. Meeting demand has meant miners and governments alike have ploughed billions into capital expenditure projects for logistics infrastructure such as roads, rail and ports, to support the ever expanding number of mines and mineral volumes. In more recent times, however, the effect of the global economic crisis has led to a decline in demand for Australian minerals. The downturn has seen companies lay off workers in droves, and delay or cancel expansion projects, in an attempt to preserve cash flow. Whilst the current economic cycle has hit the mining sector hard, it is an opportunity for companies to take stock of their existing operations and plan for the future. As mining companies grapple for scarce capital resources, it is inevitable that industry consolidation will ensue. This presents challenges and opportunities for both buyers and sellers alike, looking to expand operations, or sell off assets to raise cash.

Mr. Chairman, distinguished guests, ladies and gentlemen. Thank you for asking me to your conference, with its most fundamental and appropriate topic of 'Investment in Mining'. I must confess at the outset that I am one of those Australians who has rarely visited your fair land of New Zealand. This is in fact only my third visit, with all three related to Institute Conferences, and all much too brief. In so many ways your country provides a counterpoise to ours, despite the obvious disparities in size and population. And I am not only referring to the Bledisloe Cup! We would certainly each be much more lonely without the other, in this strange long-lost corner of the globe û if globes can have corners. Such an important factor in common in our shared heritages has been the mineral industry we have won from our alluvials and our rocks û especially for gold. So much of the major mineral developments which have supplied the world's appetite for metals and fuels in the past two hundred years has come from the countries settled in that period by people from Europe, especially those from the British Isles. So much of the technology for mineral and metal extraction has come from the skills of those people in New Zealand and Australia. And so much of the further development of metal processing and manufacturing of productive equipment has come from those people and from their cousins throughout the world. It is, I believe, a fair question to ask why we have failed to build on those early and considerable successes, and why we have in so many ways apparently been so content to allow others to add value to our raw materials, and to take our technological developments on to levels far beyond those that our domestic markets could sustain.

In the minerals industry allocating capital for setting up a new project or for upgrading an existing facility usually requires that a compromise be found between the initial cost of equipment, its operating performance and on-going operating costs. To maximise the return on the investment usually requires that various possible combinations and layouts of equipment be assessed. This task is both difficult and time consuming. Computer simulation can be used as a means of determining the expected operating performance of a range of alternate equipment configurations. Simulation is a particularly important technique for analysis as it is one of the few approaches that allows the analyst to take into account the variability inherent in a mining process. While computer simulation is a well established technique its use, until recent years, has been limited to large organisations with access to substantial computing facilities. However, with the current availability of low cost computing platforms combined with easily understood animated displays, simulation is now becoming more widely used across the industry.

Traditionally gold producers had built up hedge books to protect themselves against adverse changes in the commodity price, but diversified mining groups were staunchly opposed to hedging in any shape or form. The situation has evolved over the past few years. Gold miners have been reducing the size of their hedge books in line with the rising gold price. Commentators have talked about ædouble-digit dehedgingÆ and have suggested that this is the final countdown for gold hedge books. It sounded as if the era of hedging by mining companies was drawing to a close. But as appearances can sometimes be misleading, we decided to find out what mining companies were actually doing. Companies listed on stock exchanges are now obliged to give details of their derivatives holdings in their annual reports. Two or three years ago there was no such obligation. Our reality check was based on the latest annual report issued by three multinational mining groups; two with diametrically opposed views on hedging (Rio Tinto and Barrick) and the third (BHP Billiton) with an intermediate position. This snapshot of their derivative positions at a point in time revealed that Barrick and BHP Billiton have substantial derivatives positions (worth billions of dollars) to protect against adverse changes in foreign exchange rates and interest rates. Moreover Barrick has recently started hedging against increases in fuel prices. Despite its opposition to hedging, Rio Tinto has derivative positions worth several hundred million dollars, but these are primarily a legacy from various mergers and acquisitions over recent years or were entered into as a condition of project financing. Lastly we were surprised to discover that Barrick was holding asset-backed commercial paper (ABCP). So the idea that mining companies donÆt hedge their risks is just another urban myth.

Three decades ago mining companies, principally in North America, aided by machine and explosive manufacturers, started significant attempts to develop and implement automated mining systems, mainly underground. These tended to be motivated by decreasing cost, increasing productivity, reducing labour requirements, and improving safety. These are important business drivers, however, little attention was given to the underlying goal of mining automation, namely to bring upstream processes in control and reducing variation, as seen in downstream mineral processing plants.This paper first reviews the nature of Lean Thinking and its application in the context of the growing commitments by industry to develop future automated mine production systems. The paper then makes reference to prior and current experiences in open pit blasthole drill and shovel performance monitoring, to demonstrate the principle that machine performance data offers as a means, not only to characterise the dynamic geological and working environment, but also to provide a foundation for automation. In this case, drill and shovel monitoring was originally motivated as a means to optimise blast fragmentation through more effective drill and blast designs that are based on an accurate determination of the bench geological and geotechnical characteristics, hence managing variation in the drilling and blasting process. This paper considers how automating and integrating such components of the mine production system would bring processes into a controlled state, creating value at the face, within a framework of Lean mining.

The 1981 Review: In the late 1970s there was an upsurge of interest in the prospecting and mining of this countryÆs mineral resources. That upsurge of interest was accompanied by a mounting public concern over the damage mining operations might do to the environment. Concern was also expressed about what some people perceived as inadequacies in the legislation which regulates mining and the grant of mining privileges, and inconsistencies in the relationship of that legislation to other legislation regulating land use and the use of resources.

According to the data provided by the most recent European Survey on Working Conditions, roughly 25 per cent of the European working population is exposed to mechanical vibrations for no less than one quarter of the work shift duration, while around ten per cent are exposed for the entire work shift. The occupational exposure to whole-body vibration (WBV), in particular, represents a major health risk in mining, quarrying and civil excavation activities. In accordance with European Directive 2002/44/EC, the latest version of the Italian law on physical risks has recently confirmed the possibility of using relevant literature data on vibration magnitude in order to evaluate personal occupational exposure (vibration database or data provided by the manufacturer). Still the alternative option, based on field measurements, represents the most appropriated method of risk assessment, as it accounts for the actual operating condition at the workplace; actual operator and vehicle under investigation and specific working cycle. The article discusses the vibration measurements taken on a number of heavy machinery (excavators, loaders, trucks, dumpers, etc) employed for talc extraction in a mine located in Sardinia and the resulting personal exposure for the drivers. The assessment was carried out in accordance with the specifications of ISO 2631-1 and EN 14253.

"An EXTENDED ABSTRACT is available for download. A full-length paper was not prepared for this presentation. The Nam San copper-gold deposit was discovered in 2011 and is a likely blind extension of the Permian age Phu Kham structurally deformed porphyry/skarn copper-gold deposit.The Nam San mineralisation is hosted within a dominantly sericite altered schist unit located to the north of the current Phu Kham open pit operation and is overthrust by an allochthonous barren cover sequence of limestone, granite and sandstone. Reinterpretation of the Phu Kham geology developed the concept of a possible telescoped porphyry copper-gold system at depth. Initial drilling intersected remobilised copper mineralisation in a basal conglomerate, confirming the concept. A reconnaissance vector array induced polarisation (IP) survey identified a deep chargeability anomaly from which a drilling target was developed from 3D inversion modelling of a detailed follow up dipole-pole-dipole anomaly. Drilling of the chargeability anomaly intersected the blind Nam San copper-gold mineralisation beneath the thrusted cover sequence.The key discovery parameters are the result of an integrated exploration program that included reinterpretation of the local stratigraphy, which developed the concept of a deep blind orebody, IP surveys capable of penetrating through the barren cover and a commitment to a deep directional drilling program to test these concepts and targets. There are several well-known, extensively researched and tested methods of suppressing a coalmine methane and coal dust explosion. The choice of method used is dependent on the legislative requirements of each country, which in turn are influenced by mining conditions in that jurisdiction. For example, seam gas content and the dustiness of the coal will combine to create the hazard, while the physical and chemical properties of the seam might influence the possibility of ignition sources such as frictional ignitions. The mining method and layout will also influence the choice of preventative or proactive suppression devices. The decision as to which method is approved and adopted should be based on currently tested and available technology and the latest research outcomes, and should be subjected to a rigorous risk assessment, since a methane explosion propagating into a coal dust explosion cannot be countenanced.Every new technology must undergo stringent tests and these tests must be certified by accredited research facilities or laboratories. Upon approval, an explosion suppression system or the critical components of such a system should be tested in a more realistic environment. This environment can ideally be found in an operating underground mining section for evaluation purposes. Based on the insight gathered in such an environment, a realistic evaluation of the effectiveness of a potential system can be carried out. The explosion suppression system described in this paper has been tested on numerous occasions at accredited test facilities. The technology described in this paper has been used in various applications in underground coalmines and has been adapted to fulfil and exceed the requirements set out for methods currently in use. Sufficient time has elapsed since the enactment of the amendments to the mining legislation in 1981 to enable an examination to be made of the way in which the licensing system operates in practice. One of the most important decisions in resource management in New Zealand is whether or not rights of access to the resource should be conferred by the Crown upon an appropriate private sector participant. The licensing system is the means for allocating these rights of access. The manner in which the licensing system is administered, therefore, is crucial to natural resource management in New Zealand. What is the mining licensing system in New Zealand designed to achieve? This simple question admits of no easy answer. Is it the identification and development of the mineral resources of New Zealand? Are these objectives tempered by issues of resource conservation and environmental protection? Is a balance to be achieved among these competing factors? Does the legislation contain any priorities? Does the system respond in an ad hoc manner to particular facts and circumstances or does it operate within a more predictable framework? To what extent are decisions made on access to minerals with reference to the development or conservation of other resources? These questions may be summarised in the title to this paper which poses the question whether mining licences are instruments for resource management.

THE area dealt with in this paper is included within a radius of about 3 miles of the Poimena township. The theory of sampling (TOS), and therefore representative sampling, is based on three fundamental principles: sample correctness, which handles the search for non-bias; segregation, the effects of which must be eliminated or minimised; and variance control to help achieve the desired reproducibility. After briefly reviewing these very few, albeit essential first principles of Gy’s TOS, the state-of-the-art in TOS is examined through the prism of these principles and the prospects for the future are explored, with suggestions for further research where relevant. Regarding segregation, which is currently the focus of much research, new orientations are proposed. For correctness, which takes on a major importance when it comes to sampling devices, some new, important principles that have been put forth by recent research, are described in details.CITATION:François-Bongarçon, D, 2014. The history of mill liners has evolved over time and this paper tracks the changes and development of liner technology. It provides an overview of the primary types of liners, the design and the materials of construction. The design of a mill liner is driven by application, materials of construction, casting technology and handling issues. The choice of solid steel, grid liners, rubber or composites and magnetic liners is based on many factors.The methods used for monitoring wear and predicting eventual change out time are many and varied. The contribution of discrete element modeling (DEM) analysis in predicting wear profile is discussed.Mill trajectory and DEM software programs are used with great effect to predict the effect of lifter height, face angle, high low lifters or mill speed. In the field, trial and operational experience is used or improvements/design concepts at one operation are applied to another. Broken mill lifters, accentuated wear and other problems can be better understood using hardness testing, chemical analysis and photo micrograph analysis of pearlitic or martensitic structure along with fracture face observations. This forms a part of the typical root cause analysis. However given correct and sound liner and lifter, feed and discharge design media selection, and materials of construction, the majority of premature liner or bolting failure is normally attributed to incorrect operational methods such as excessive high ball to feed ratio, incorrect mill speed relating to lifter ball throw, incorrect media selection, "tramp" material entering the mill charge from upstream or recirculating process and understanding the specific mill operation in question.It is hoped that this paper will benefit mill operators who are faced with challenges of improving wear life and at the same time optimizing mill throughput and performance.CITATION:Connelly, D and Thompson, C, 2013. The Barrick Osborne concentrator has gone through a number of upgrades since commissioning and has increased production from the original 119 t/h design capacity to a milling throughput of 265 t/h in 2008. This was achieved incrementally over several years, by maximising operating efficiencies, in order to minimise capital expenditure, and take advantages of economies of scale; but more importantly it was reached with no measurable loss of recovery. Osborne currently processes a blend of underground and open pit material from the nearby Trekelano deposit. Following primary/secondary crushing, the material is processed through a rod/ball mill grinding circuit ahead of rougher/scavenger flotation that produces a copper concentrate. Osborne was seeking a further increase in plant throughput of the order of 15 per cent, but at more sustainable levels of secondary crusher plant utilisation. In early 2008, Osborne contracted Metso Process Technology and Innovation (PTI) to review the entire process from run-of-mine feed to final copper concentrate. This review would be done concurrently with surveys of both the crushing/grinding and flotation circuits being performed at the same time. The outcome would be a steady-state model of the complete flow sheet allowing the crushing/grinding model to interact with the flotation circuit model, such that overall process optimisation was possible. This was to apply both by exploring the operating limits of the currently installed plant, as well as looking at the logical next stage of capital plant expansions. Surveys of the crushing and grinding circuits were conducted at the Osborne concentrator in May 2008. The main objective of the surveys was to review the potential of increasing grinding throughput whilst maintaining the flotation feed 80 per cent passing size. This would also require improving the efficiency of the crushing circuit which was already operating in excess of 80 per cent of the time. Steady-state simulations were performed using the developed circuit models to identify opportunities to increase throughput and alleviate high circulating loads in both the secondary crushing and grinding circuits. Due to operational changes, the recommendations resulting from this project were considered by Osborne but have as yet only been partially implemented.  This paper covers part A or the crushing and grinding component of the project. A separate paper discussing part B or flotation is also being presented at this conference. The results of interactive simulations between the flotation and grinding circuit models are included in part B of this paper.

The recent paper by Dr. Edwards upon the copper deposits of Australia furnishes a perspective upon that portion of the Commonwealth's mineral deposits which is the more welcome because it has been long overdue. The paper yields in compressed form and in handy arrangement for reference the more relevant data to end of 1938 for all of Australia's important copper deposits 'past"and. present, and for many of the lesser ones. The information supplied 'obviously' has 15een collected' painstakingly and compiled with discrimination.Such published surveys of a national character have been far too few.The Mineral Resources Survey branch of the Department of Supply and Shipping at Canberra has been engaged for several years upon comprehensive compilations of data concerning each of the more important minerals used in industry. Presumably the results will be published after the war. The group will constitute an impressive and valuable series.As yet the work has not been completed, and, for security reasons, much of that which has been finalized is not publicly available. This makes the paper by Dr. Edwards the more timely.In the compilation of data by those not acquainted at first hand with many of the districts involved it is inevitable that, from reading of the literature alone, certain misconceptions will arise relationships become confused; and some of the more recently acquired information unavoidably fail to be taken into account. One need only compare his own impressions of a district, gained from reading the published literature prior to inspection, with the impressions later arrived at following a visit, to realize the difficulties in appraising the various features,in their proper relationships.On the whole, Dr. Edwards has, kept such misinterpretations at a minimum, which is a tribute to the care he must have exercised in analysing the vast fund of data perused. A few errors of statement, mainly concerning, Queensland deposits, have been noted. None is vital, but in the interests of accuracy it seems well to point them out.QUEENSLANDMount IsaOn page 108 Mount Isa's prospective output of 12,000 tons of copper per year is stated as coming from the Doherty section (O'Doherty, Black Rock mine, R.B.),- the copper ore-body is said to occur in dolomitic limestone (-Page 110)-, and Mount Isa's copper output for 1938 from that source is given as 22 tons. On page 145 the same prospective copper output is stated as coming from a body lying out in the hanging-wall of the silver-lead-zinc...

The Resource Management Act 1991 represented an innovative and unique piece of planning and environmental legislation when it was introduced. Since the Act was passed into law in 1991 it has been subject to nine amendments, many of which were of the ætinkerÆ variety. These amendments recognise that the Act has not been as successful in providing the æone-stop shopÆ for resource users that the Act was hoped to be. The latest and most significant attempt at changing the Act was the Resource Management Amendment Act 2003. The amendments made by the Amendment Act have proved to be largely unsuccessful in achieving any significant changes to the way resources are managed in New Zealand, and have failed to address many of the concerns which drove the original Resource Management Amendment Bill in 1999. The recent decision to discontinue further investment in Project Aqua has once again placed the Act in the spotlight as a significant hand-brake on major projects. This particular event has led to yet another review to be undertaken this year. The review will focus on five key areas:   1.   achieving the right balance of national and local interests; 2.   improving the design and process for local policy formulation; 3.   improving the consent decision making process; 4.   allocation of natural resources (water, air and geothermal); and 5.   supporting measures for building capacity and promoting best practice and implementation at the local authority level.  It is important for the business community and the mining industry in particular to seize the opportunity that this review provides to make sure that any amendments undertaken as a result of the review achieve the aims listed above. The review needs to be considered in light of the current regime for the management of natural resources in New Zealand. In addition to the Resource Management Act 1991, the Crown Minerals Act 1991 and the Building Act 1991, which form the core resource statutes in New Zealand, there have been other developments affecting the regime. Special legislation over and above the Resource Management Act 1991 has been enacted to protect the Hauraki Gulf and special legislation is currently being considered to protect the Waitakere Ranges in Auckland. In the Hauraki District mining is prohibited in some areas and a plan change mechanism is specified as the appropriate tool to use in the event a mineral resource is to be developed in those areas. The current review is a further opportunity to remedy the inadequacies of the Act.

The New Zealand Minerals Industry is small but growing. Over the next 10 years it will be facing stiff international competition for skills to support this growth, particularly from Australia who are forecasting that a further 70 000 people will be employed by 2015.   The value of commodities mined and quarried in NZ continues to increase; and the value of coal, metals and industrial minerals production reached $1.505 billion in 2006, an increase of 15 per cent on 2005. Production increases will continue à. Latest Crown Minerals statistics show that national prospecting and exploration expenditure rose to $29.9 million in the year ended March 31 2006 û an increase of 46 per cent from the $20.4 million spent in the March 2005 year. The equivalent 2001 year expenditure was only $2.48 million.   The industry already experiences difficulty in recruiting the people it needs with ongoing demand for skilled underground miners, trades people, and mining professionals. This discussion paper will outline the national context with regard to labour, skills and training. It will suggest options and provide an opportunity for conference participants to discuss the way forward.
