MANPOWER RESOURCES The optimisation of human effort has been an ongoing and significant process in the coal industry since industrialisation as we know it began. The extent to which the changes sought have been achieved has, over the years, been in the main determined by the economic and political forces existing at that time and the determination and character of the individuals involved. The question of optimisation is therefore not new in our industry. Hopefully this presentation will demonstrate to the reader the effect of previous measures adopted by industry to optimise all facets of its operation and in particular that of the human Resource.

Jetcrete Australia Pty Ltd, shotcrete contractor took the initiative in 2008 to discontinue the use of ‘road registerable’ concrete trucks for all underground works in Australia and internationally.The rationale for this decision was basic, safety. Historically these vehicles have been and still are involved in far too many accidents; this obvious trend needs to be addressed by engineering out the root cause of the problem which in this case is suitability for purpose.Road registerable concrete trucks have been widely used for the delivery of concrete in Australian mines for many years prior to and after the inception of wet shotcrete as ‘in cycle’ ground support in underground excavations around 1992. With this inception came a wide interest in the shotcrete process and an influx of new shotcrete contractors, all using road registerable concrete trucks to deliver the large volumes of Shotcrete required for these services and in turn largely increasing the use of these vehicles underground. The road registerable concrete trucks were difficult to control and each trip underground required the operators to maintain good management of the inherent risks. We virtually had no reasonable alternative for the industry and could only encourage the operators to drive with soft controls such as, reducing overall speed to a maximum of 15 km per hour when declining, regardless of the road conditions, coming to a complete halt prior to turning into any sharp corners, remaining in the same gear both inclining and declining.

The terms measured resources and proven reserves denote the highest level of estimation confidence in all of the major classification schemes. But what do they really bring to today’s project or mine with respect to production planning and expectations? Initial reserve declaration does not need measured resources, just indicated resources. Economic viability of a project is assessed on total reserves with nary a bonus for the amount of proven reserves. Production plans are based on grade and tonnage goals that may only coincidently correspond to proven reserves. So are the measured and proven categories still relevant? Historically, and almost exclusively in underground mines, companies only allowed mining in areas of proven reserves. Some companies still follow that philosophy. But many others will mine a mixture of probable and proven reserves without hesitation. Also what of the undeveloped project in a new district – what is to be made of their declared measured resources and proven reserves? Measured resources are commonly set either by some type of proximity to data scheme or a matter of ‘feel’ based on the qualified person’s experience. The parameters for reserve conversion focus on the project as a whole and then a portion becomes classified as proven reserves almost solely based on whether the resource category is measured. So should the mining industry continue to use these categories of resource and reserve classification? This paper will present arguments about making these categories once again more relevant. A more disciplined usage of these categories may re-introduce their relevancy in public disclosures of resources and reserves. As well a more consistent usage in operations may lead to increased confidence in managing production targets and costs.

The mining industry has aggressively sought competitiveness through increased productivity and return on investment. A primary strategy has been the pursuit of economies of scale. This has also been dependent upon the implementation of new technology and systems integration. System integration has been accomplished through the implementation of mine dispatch, global positioning and mine wide communication technologies. These technologies have tended to advance at different rates of development and implementation. The result has been that across the industry, and even within companies, mines are at various stages of operational system re-engineering in these areas, driven by improvements in productivity and operational efficiency. Although this strategy has been successful, little effort has been made to analyse change in operational performance in order to understand and model the effects of scale in a quantitative manner. This paper considers the particular impact of equipment scale, together with potential future trends. It then presents and demonstrates a preliminary method to quantify through simulation the anticipated benefits of economies of scale.

"The website www.economicevaluation.com.au, which had its origins at the Project Evaluation Conference 2009, provides a free way for industry professionals to teach themselves economic evaluation. At its core is a set of fast-moving modules and three worked examples.The website recognises that economic evaluation is a discipline with a hierarchy of three levels:decision-makingevaluating the project/businesshands-on modelling.There are a set of modules for each level that describe the concepts and activities in detail. These emphasise that the most important and rewarding work is the evaluation of Level 2. The economic model created in Level 3 is merely a working tool and should not become a sophisticated ‘trophy’ in Excel that only one or two people can comfortably use.Hands-on modelling contains three sets of practices designed to make any model rigorous and intuitive so that it can be easily understood and used by others in the project team. Even if the model develops into a long, detailed and complex workbook, it should remain easy to follow and be intuitive. The website advocates freedom to devise any architecture that best suits the project under study, but promotes rigour through the following practices:four cash streams and graphsthree architectures – concept, prefeasibility and feasibilitysix principles.The modules in the Level 2 evaluation use conversational language to describe in detail the broad range of activities needed to properly understand and characterise a project/business. The Split Rock low grade copper prospect was discovered in 1969 by Cyprus Mines Corporation using stream geochemistry. Cyprus "Imes carried out geochemical and geophysical investigations, geological mapping, and percussion and diamond drilling, and concluded that the grade of mineralisation was too low (0.1% copper) to be of interest. In the present study, the geology was remapped and very substantial differences from the previous observations are recorded. (lineraliced acid dykes in a 1 000 foot hole drilled by Cyprus Mines had a total inter- section of almost 300 feet with an average crade of 0.4% copper. Surrounding drill holes at distances of 500 feet did not intersect +hese dykes. This group of drill holes occupies a small part of an area about 2 km by 1 km which was affected by intense quartz sericite pyrite alteration along many fractures with an associated soil copper anomaly. It may be that the quartz sericite alteraiion with feeble copper mineralisation represents hydrothermal alteration emanating `rom a mineralised intrusion of which the dykes mentioned above are off shoots.

The Dugald River lead-zinc-silver deposit is located approximately 60 km north-west of Cloncurry and 87 km north-east of Mount Isa. The development project is expected to turn operational in 2018. The resource is estimated to contain 61.1 Mt at 12.6 per cent zinc, 1.9 per cent lead and 34 g/t silver, with a projected mine life of 25 years. The evolution from exploration project to development project has presented multiple challenges for the technical team. Understanding and modelling the structural complexity of the deposit has been one of these challenges.Historically fault zones were logged as a lithology, with structural measurements recorded in a separate database table. When underground drill programs and development commenced in late 2012, it was recognised the deposit was more structurally complex than had been modelled. The extensive number of fault zone lithologies in core logging, made it difficult to identify fault trends and model faults in 3D software packages.In 2014, a structural project was conducted to produce a fault model for the deposit. The project highlighted that by logging the faults as a lithology, a shortage of fault characteristics was being recorded. Additionally, structural information could not be filtered to identify different fault sets due to the lack of information available to filter on. One of the major outcomes of the study was to change the methodology for the structural logging of drill core.Faults are now logged in a separate structural log. The structural log collects two types of information: interval data and point data. The interval data represents the damage zone of the fault in the surrounding rock and the point data the plane of movement for the fault. The faults are further characterised by their intensity on a scale of one to five, the type of fault structure (fault breccia, fault vein etc), the minerals present on the fault surface and structural measurements when available.The new data set allows fault data to be filtered based on fault characteristics, making implicit and explicit modelling of the faults more timely and accurate. The data set can be used to produce fault wireframes as single surfaces from the point data or hanging wall and footwall surfaces from the interval data. The reverse flotation of Itabirite iron ore is typically performed after a desliming step in which most of the sub-10 µm particles are removed. This is done to limit processing problems such as poor flotation recovery of SiO2 due to slime coatings and increased slurry viscosities, unmanageable froths and increased losses of hematite particles due to entrainment. However, the rejection of ultrafine particles contributes to large losses in iron recovery and may contribute to the instability of tailings dams. The aim of this study is to decouple the effects of ultrafine particles in the pulp and froth phases to better understand the processing capabilities of the fines fraction. The flotation test work was performed in a special-purpose continuously operated laboratory flotation cell that has a deep froth section to simulate plant-scale froth conditions. Five conditions of fines addition were investigated at three different froth heights and a solids concentration of 50 per cent. The behaviour of the pulp and the froth were decoupled using froth stability and froth recovery tests. This showed that, even though there is an exponential increase in froth stability at increasing fines quantities, the performance of the pulp has the overriding effect on the overall SiO2 recovery. Pulp zone, froth zone and overall SiO2 recoveries showed that overall recoveries increased by about 3.6 per cent for every 1 per cent decrease in fines content. This meant a large increase of 20 per cent in SiO2 recovery when going from undeslimed to deslimed feed. This was driven largely by increases in the pulp zone recoveries, which were about 4 per cent for every 1 per cent decrease in fines content. The froth recoveries, on the other hand, decreased by between 0.75 per cent and 2.5 per cent for every 1 per cent decrease in fines content, depending on froth height. This paper explores further insights into iron ore flotation processing at different slimes concentrations.

Cliffs Natural Resources Pty Ltd (CNR) operates iron ore mines in the Koolyanobbing region of Western Australia. Ore is mined from three locations, separated by many kilometres. The ore is stockpiled at these locations, according to an in-house ore classification system (based on grade and source) and then trucked to the crushing and screening plant at Koolyanobbing. Lump and fines products are railed to Esperance for ship loading and export to Asian customers. CNR prides itself on the relatively low inter-shipment grade variability of the products. The Koolyanobbing crusher is fed using a daily blend plan, generated to maintain lump and fines product grades within acceptable tolerance ranges around targets. Achieving low variability requires predicting lump and fines grades as accurately as practical from the estimated head grades of the ROM ores potentially going into the blend. The grade prediction model may be either a direct prediction of crushed lump and fines grades and lump percentage, or be split into two stages: the bias between blasthole estimated head grade and crusher head grade and then the lump-fines algorithm for splitting the head grade between lump and fines products. The lump-fines algorithm comprises the percentage of lump and the difference between the lump and fines grades. We describe a weighted least squares (WLS) regression model for predicting crusher grades and lump proportion from the estimated head grade for Fe, P, SiO2, Al2O3, Mn and S. The method is applied to CNR production data, where the regression model explains approximately 60 per cent of the variance in the crushed ore grade, for both lump and fines. A further small but significant improvement in prediction can be achieved by including the ore classification data in the model. The regression errors exhibit strong positive serial correlation, indicating trends in grade error across multiple blend records. To compensate for the longer-term error, an exponentially smoothed model was developed and applied to the daily grade blend errors. This gave an increase in the longer-term variance explained and therefore an improvement in grade prediction.

A glasshouse experiment was set up to investigate arsenic uptake in rye corn grown in different arsenic rich substrates. Sods of material were taken from various locations and planted with rye corn seeds. The plants grew for 13 weeks after which time the above ground biomass was harvested. Analysis of the rye corn plants showed a narrow range of arsenic concentrations, which did not reflect the arsenic contents of the soil. Comparison of the results from this study with previous work showed the glasshouse rye corn to have lower arsenic concentrations in above ground biomass than rye corn grown in field conditions. The environmental conditions present on the tailings and water-rock interactions were considered the main factors involved with the difference in arsenic uptake between field studies and the glasshouse study. This suggests that bioavailability processes are influenced by a variety of factors and cannot necessarily be predicted by the use of soil factors or glasshouse trials alone as is often done when planning phytoremediation work and mine shut down.

Traditional methods for installing gaskets for segmented bored tunnels have relied upon different bonding procedures with adhesives that carry a series of disadvantages to segment producers. Fixation of the gaskets into the concrete segment as part of the casting procedure has been developed over the last 20 years and has emerged as an economical solution to produce high-quality tunnel segments for various technical tunnel applications. In 1980 Pancontinental Mining Limited decided that while the Jabiluka uranium project was still a major focus of the company's efforts some diversification was necessary. At this time it was decided to include precious metals in Pancon's exploration and acquisition objectives. As a result the now Paddington Gold tenements were acquired, explored and developed. Today, it rates as the 6th largest gold mine in Australia and at an expanded throughput of 1.2 million tonnes per year of ore it will produce about 110,000 ozs of gold per year. Following extensive exploration activities by Pancon's Exploration Division the Operations Division continued with development drilling finally proving up a reserve of about 8.4 million tonnes at an average grade of 3.2 g/t. An in- house preliminary feasibility study was followed by a two phase feasibility study by Davy McKee. This resulted in a recommendation to the Pancon Board of Directors to develop Paddington with an annual throughput capacity of 875,000 tonnes. The optimisation of a metallurgical plant requires two kinds of sampling systems. The first provides samples to follow process changes, so in due time actions to maintain key parameters within pre-established specifications can be applied. The second provides composite samples at the end of a working shift to demonstrate that valuable constituents sent to the plant went to either a final concentrate or to the tailings in a logical, expected proportion. Contrary to what many experts may claim, these two kinds of sampling requirements are incompatible and cannot be fulfilled using the same sampling systems; this is because the required samples have completely different objectives. A process control sample is an instantaneous sample with increments taken at short intervals, and the objective is to know where the process is at any given time. Excellent accuracy is not a must, however good precision is recommended since a possible process correction may need to be made. Online analysers fed with in-stream stationary cutters or other kinds of in-stream or by-stream probes can do well for such a mission. A composite sample for metallurgical accounting with increments collected over a long period of time, for which excellent accuracy and good precision are both required, must be generated by sophisticated and extremely well-maintained cross-stream sampling stations. The use of process control sampling systems to achieve good metallurgical accounting has been promoted by several manufacturers of sampling equipment around the world; it is a grave mistake that is misleading top management and a practice that should be scrutinised and preferably eliminated. The total cost of horizontal development can be minimised by optimising the cost of each of the component operations (eg drilling, blasting, etc). Component costs should not be minimised. To optimise blasting results (ie the mean advance per round, muckpile characteristics and overbreak), operators need to optimise the blast design and drilling and blasting procedures. The costs of pulling extremely long (say >6 m) rounds, producing unnecessarily fine fragmentation, and minimising overbreak are excessively high. Operators should continually consider how they can shorten the cycle period by saving time at the face. To enable it to be matched to the pertinent rock properties, the blast design needs to be based on as much relevant experience as possible. To develop the most valid correlation between blasting results and blast design, the latter must be implemented carefully and accurately, but without sacrificing speed excessively. The total cost can often be reduced by using: 1. computer-controlled jumbos (to reduce the period and cost of drilling and to increase drilling accuracy); 2. larger diameter (51 mm to 64 mm) and longer (4.5 m to 6 m) blastholes; 3. at least three large diameter ( ¦89 mm) relief holes that are 0.2 m to 0.3 m longer than the blastholes; 4. explosive products that are selected on the basis of proven reliability and overall cost efficiency rather than price; and5. stemming (to increase the amount of effective work done by each kilogram of explosive and, hence, to reduce the powder factor and possibly the number of blastholes and the costs of drilling and initiation). Non-perimeter blastholes should be charged with ANFO or a bulk emulsion of established performance. Upper perimeter blastholes should be charged with a bulk explosive with a much lower effective density. But where geology varies considerably, greatest control over overbreak could possibly be achieved with the versatile pre-assembled charge shown in Figure 1. This paper presents numerous potential ways in which the total cost of development can be minimised. It concentrates on recommending blast design features and the safe, rapid, cost-effective implementation of designs.

Deposits of chromite are in associated with ophiolite complexes in Papua New Guinea. No deposits which are currently exploitable have been recognised, but large resources that may be economic in the future are present at Ramu area and on the Morobe coast. These are contained either in laterites or in sediments derived from ultramafic members of the ophiolites. There are possibilities of establishing further resources either in similar settings or associated with ultramafic members of alkali intrusive Complexes.

Callie underground gold mine is part of the Newmont Tanami Operations, and is now the primary provider of ore to the Granites processing Mill. The Callie underground mine has produced in excess of 7.6 million tonnes (Mtpa) of ore, since production began in 1998, with a current production rate of 1.9 Mtpa. Callie underground uses sublevel open stoping with extraction through a combination of primary and secondary stopes. The primary stope filling strategy utilises cement aggregate fill (CAF) to allow full recovery of secondary stopes. The Callie backfill operation has had a continuous testing program in place during this time, which has resulted in a great deal of information available for post fill analysis. All CAF placement into primary stopes for Callie has been via surface boreholes and this has given Callie mine an understanding of some of the issues related to borehole design, type of linings to use depending on angle, depth and quantity of fill into stopes. Finally backfill barricades at Callie have undergone a number of changes during the time to optimise the design based on whether CAF or sand fill is used. This paper discusses the CAF backfill practices and testing methods used for backfilling operations at Callie.

Historically, most of the gold produced from Kalgoorlie has been derived from the gold and gold telluride Golden Mile lode systems dominantly hosted within the Golden Mile Doler-ite and to a lesser extent, Paringa Basalt. In more recent times the gold-quartz stockwork ore bodies within Unit 8 of the Golden Mile Dolerite at Mt Charlotte have become increasingly imp-ortant.Extensive low grade gold mineralisation has now been defined to the north and east of Kalgoorlie within rock units of the Golden Mile sequence not generally considered to be highly prospective.Two main types of mineralisation have been defined. The first comprises variably mineralised and altered quartz-albite porphyr-ies emplaced within talc-carbonated Hannans Lake Serpentinite (Mystery deposit). There is intense fuchsitic, pyritic and carbonate alter-ation of the serpentinite adjacent to the porphyry bodies. Gold mineralisation is assoc-iated with fine-grained disseminations and veinlets of pyrite and narrow quartz and quartz-tourmaline veining within the porphyry and adjacent fuchsite-carbonate rock. Removal of moisture in steam-fluidized, mainly steam-heated, fluidized beds makes possible significant energy savings over conventional forms of large-scale drying. The systens are described and their applications to brown coal and alumina hydrate are reviewed. In application to brown coal the use of the system to permit meeting diurnal variation in power station output, and the use of triple-effect drying to minimise coal usage and to avoid the necessity of recovering in the turbines the energy in the steam from the last dryer are discussed. To facilitate the rapid adoption of the systems proposed, studies are being made of heat-transfer to dried coal, of moisture equilibrium in pressurized and vacuum systems, of tapered beds as a means of reducing carrier steam and permitting wider size variation, and of the use of carrier solids for drying lump materials.

While sampling techniques used by the mineral industry continue to improve, sampling is still an area which is often neglected. It is often left to personnel who do not fully appreciate the significance and importance of sampling. Yet sampling and sample processing are of vital importance. There is little point in making major capital investments in the latest analytical equipment and spending considerable time obtaining the best analytical precision, if the sample provided for analysis is seriously biased in the first place.

An investigation was carried out at Diavik Diamond Mines Inc (DDMI) to identify and quantify the mechanisms through which ammonium nitrate (AN) was entering the mine discharge water. The goal was to develop and complete an investigation of the potential AN loss mechanisms in order to assess their contribution to ammonia in the mine water system. The initial phase of the project involved the collection and analysis of blasting and water quality data that were used to determine the mechanisms by which the ammonia enters the mine water system and to establish a baseline data set for comparison with results from future trials designed to reduce AN loss. Three potential options for reducing AN loss were identified through the first phase of the project. The second phase of the project involved conducting a series of monitored trials with changes made to the drilling and blasting process. The results of these trials were compared to the baseline data set to determine if the changes introduced for the trials had reduced AN losses while producing satisfactory blast results. This paper describes the process for the collection of the baseline data, provides an analysis of the resulting data, discusses the changes made to blasting operations in order to minimise AN loss and describes the results observed subsequent to these changes.
