RISKGATE, an Australian Coal Association Research Program-funded (ACARP) initiative, has been designed to assist the Australian coal mining industry in improving minimum standards for safety performance, efficiency, operating practice and training. The online system is innovative in that it is built upon a foundation of industry expert knowledge gathered through action research workshops, which is further supported by a broad array of industry, academic and technical resources. In operation, RISKGATE offers a continuum for knowledge transfer and communication of current practice in risk identification, assessment and management in the coal mining industry. The primary mission of RISKGATE is to focus industry attention on prioritising control management as a way to achieve acceptable risk.A Coal Mine Tailings Dam Module has recently been added to the RISKGATE suite. The key risk, or initiating event, associated with coalmine tailings dams is catastrophic failure of the dam, leading to the release of tailings and water. This can occur due to geotechnical instability of the dam itself or of its foundation, overtopping and erosion of the dam, and piping failure of the dam itself or of its foundation. Coalmine tailings dams are also prone to seepage into the foundation and through the dam, particularly during operation when large volumes of water are discharged with the tailings. The most significant risk associated with seepage is the release of potentially contaminated water to the environment. Contamination can take the form of elevated salinity, acidity and dissolved metals. Run-off from coalmine tailings can cause erosion and can also potentially contain contaminants. Desiccation of the tailings surface can result in dust generation and dispersion.The paper presents the background and context of the RISKGATE project, the need for the addition of the RISKGATE Coal Mine Tailings Dam Module, and a description of the developed module, including the five initiating events considered, their causes and associated preventive controls, and their consequences and associated mitigating controls. "Geometallurgy aims to improve resource efficiency by creating a spatial model of an orebody in order to forecast ore processing behaviour. This enables calculation of the economic value of each ore block and the use of this information for production optimisation and hence an improved economic return. Modelling uses different approaches to link geological information with mineral processing: traditional approach uses chemical elements; proxy approach – small-scale geometallurgical tests; and mineralogical approach – minerals.A geometallurgical model is obtained during execution of a geometallurgical program encompassing the entire value chain of ore processing. Available methods for establishing a geometallurgical model are in many cases limited and not yet comprehensively validated. Some of the limitations include: sampling density, assaying methods and quality, forecast accuracy block model content, geostatistical solutions for non-additive components, blending and assessment of positive impact of geometallurgy on the project. Synthetic ore models combined with process simulations and production scheduling, based on strong case studies, present a viable way to address these shortcomings. Such synthetic ore models will have realistic elemental and mineral distribution, textural attributes and 3D variability for input into the design of an appropriate geometallurgical program.A synthetic orebody was created for an apatite-bearing iron deposit. Variability in modal mineralogy was described by geostatistical parameters combined by a set of linear and trigonometric functions. The generated synthetic deposit model was used to develop a mine production plan to generate a simulated process feed. The process feed had detailed information required for beneficiation process simulation: modal mineralogy, chemical composition of minerals, grain size and specific gravity. The synthetic system was used to measure benefits that a geometallurgical program developed for real cases could provide, compared to production where only head grade is optimised. The Australian Broken Hill Consols Mine, situated some 600 yd east of the main Broken Hill line of lode, is noted for its rich ores of silver. In contrast to the vast conformable orebodies of the Broken Hill field, the Consols lode occupies a narrow fissure dipping to the south west at angles increasing from 240 through to vertical and transgressing the strike of the metamorphosed country rock at an oblique angle. This feature, together with the abundance of calcite and siderite and the virtual absence of silicate minerals in the gangue, has led to its classification as an orebody of the Thackeringa type (King, 1953). Recorded production during the period 1890 to 1903 is given as 845,000 oz of silver and 20 tons of lead.The unusually rich silver values of the Consols lode were concentrated at the intersection of the fissure with beds of amphibolite, whereas in the adjacent schists and gneisses the lode became markedly impoverished. From the surface to a depth of some 120 ft extensive surface oxidation had occurred, resulting in the breakdown of siderite and its replacement by limonite and associated manganese oxides.Silver halides, dyscrasite, acanthite and partly oxidised tetrahedrite were the main silver minerals in this zone. With increasing depth the lode material gradually reverted to minerals representative of the hypogene zone.The only previous work specifically on the mineralogy of the Consols lode is that by Smith (1922), one time manager of the mine. The Hamersley Basin of Western Australia holds significant tonnages of detrital iron deposits. Formed by a cyclic weathering and eroding sequence of nominally barren banded iron formation, they may form rich proximal accumulations of iron cemented gravels distal from any obvious hard-rock iron mineralisation. While generally small, they nonetheless represent excellent economic targets as they are near surface and easy to mine. The relatively high density of iron detritals, when compared with their sedimentary hosts, makes the gravity method the primary method of exploring for these blind deposits. Identification of possible trap sites is used as a precursor to gravity surveying, with magnetics used as an ancillary method prior to drilling. Application of the gravity method in this terrain is not straightforward. Detrital trap sites are best developed next to the spectacular cliffs that form the range fronts to the Hamersley Ranges. Precise terrain corrections and use of first vertical derivatives are routinely applied to gravity data in an effort to map every possible gravity high that may reflect the presence of a detrital accumulation. Extensions to Hamersley Iron Pty LimitedÆs BS2D deposit were discovered by the routine application of gravity. This methodology has been used to create a model by which exploration for detrital deposits continue to the present day.

Since the advent of plate tectonic modelling, the Ramu-Markham valley has been thought the site of a classical island-arc/conti- nent collision zone. In this interpretation the units south of the Markham Valley are held to be island are / micrcontinental mate- rial accreted to Australia and those north of the valley are thought to represent a separate Finisterre island-arc terrane. Recent remapping by the Geological Survey of Papua New Guinea shows: (1) there is no terrane boundary along the Ramu-Markham valley (2) the Finisterre Volcanics are probably part of either a fore-arc sequence or oceanic plateau obducted onto a microcontinent/ volcanic-arc composite terrane, accreted to the continental Australian plate. A new tectonic model is proposed for northern PNG and involves: (I) Eocene to Late Oligocene subduction below a microcontinent remote from Australia to produce the Sepik are and related intrusives, the Finisterre Volcanics (fore-arc or possible oce- anic plateau), together with the Alife blueschist. (2) obduction of the Sepik arc in Late Oligocene-Early Miocene times over the advancing Australian plate. This resulted in crustal melting, some of the products of which are the Mid- dle to Late Miocene Akuna and Bismarck intrusive complexes of the Maramuni arc. (3) obduction of the Finisterre Volcanics began in Early Pliocene times and continues today. (4) post-Middle Miocene mineralisation is the result of melting after obduction of the Sepik microcontinent.

Australia is a world leader in the design and operation of mines accessed by the decline method. Literature indicates that a number of metalliferous underground mines using the decline system are also increasing steadily. This increase has generated a great deal of interest in underground haulage systems in future due to the huge costs involved in the development of declines. Studies have also shown that the current method of accessing orebodies by the conventional decline method has proved to be expensive, especially for narrow vein deposits. This is because decline development costs are influenced by mine planning and design parameters as well as available haulage systems that the mining engineer can choose from. The current access method suggests that more waste material is being extracted because of the size of decline openings adopted (5.5 mW and 5.5 mH). Also the conventional 1:7 decline gradient and turning radius of 20 m makes decline lengths, as well as the duration of development, excessively longer. This paper discusses results of a mine design case study with monorail technology as a method of accessing and developing the decline. The proposed system is economical, has high advance rates and offers a significant reduction in capital expenditure. The study compares costs, development metres and the duration of decline development using the monorail system with the conventional (truck haulage) access method. Results obtained indicate that the monorail technology has the potential to reduce the decline length by over 62.6 per cent and decline costs by 63 per cent for the case study. The monorail system also reduces the total capital development costs by 22 per cent for the same case study. Due to rapid development resulting from increased advance rates and the shorter decline length coupled with smaller decline openings, the time to access the deposit reduced by 71.8 per cent. This case study demonstrates that the economics of narrow vein deposits can be improved significantly by using the monorail system of decline development.

This paper briefly reviews the history of mine haulage trucks. It reviews producti- vity limitations with respect to size or speed. Changing haul requirements once again create the need for more flexible mechanical drive power transmission equipment. The new equip- ment however is designed to provide extended life between overhauls as compared with previous mechanical transmissions.

"In the last decade Afitex developed the Draintube™ geocomposite, which provides simultaneous drainage and waterproofing functions. This new type of drain tubes planar geocomposites (DTPG) differs from other geocomposites as the drainage core is composed of multiple corrugated and perforated pipes instead of biaxial or triaxial nets. Many Southern African mining operations produce mine water which is beneficially and productively utilised on the mine sites and to support other water uses. Mine water treatment typically takes place within the context of integrated mine water management involving pollution prevention, waste minimisation, recycling and reuse as well as river discharges. Development of new and improved mine water treatment has focused on the neutralisation of metals removal, desalination of high sulfate waters and passive treatment. Mine water neutralisation processes now incorporate a combination of natural limestone and lime treatment, as well as features to maximise gypsum precipitation. The South African CSIR developed a suite of limestone-based neutralisation processes, which include reuse of CO2 and CaCO3 generated in the process. Desalination of high sulfate mine water is typically done using one of the following technologies:biological sulfate removal with different approaches to the handling of the sulfide generated in the process, and ultrafiltration (UF)/reverse osmosis (RO) treatment with different approaches to the handling and disposal of the brine. The current research and development focus is the separation and recovery of saleable products from the treatment residues and brine streams.

Gold is actively precipitating at grades up to 80 g/tonne at and near the surface of the Waiotapu geothermal system, located in the Taupo Volcanic Zone of New Zealand. Many characteristics of this active system makes it analogous to the environment deduced for epithermal precious metal mineralisation in the circum Pacific region.The near surface area of the geothermal system is approximately 17 km2, caused to an extent by the upflow of deep, neutral pH fluids being deflected into a lateral flow of several km. This fluid has pervasively altered the rhyolite pyroclastic and ash deposits to an assemblage generally characterised by the term propylitic; major vein mineralisation is not observed. The temperatures at the 1100 m limit of drilling are 300¦C, and decrease to the surface along a boiling point curve.Condensation of steam and H S (subsequently oxidised) at the surface (derived 2from deep boiling) results in the formation of heated acid sulphate waters. These have caused a shallow (50 m) cap of advanced argillic alteration. Mixing of this oxidised condensate with the deep neutral pH fluid appears to be the principle cause of gold deposition from thiosulphide complexes. The major focus of gold mineralisation is in Champagne Pool, a hot spring which fills one of several 900 year old hydrothermal eruption craters.

Hydraulic transport of coal has been used for many years on the West Coast of New Zealand to extract small blocks of steeply dipping coal. Recent development at Strongman 2 Mine has seen the use of high pressure monitors to cut coal and a corresponding increase in the scale of production.This paper provides a brief introduction to hydraulic mining, describes the present system used at Strongman 2 and discusses future potential development.

In April 2000 Mount Isa Mines installed hoist ropes of a new design on the double-drum winder at their P49 shaft. The ropes, CASAR Duroplast, were about three times as expensive as the previously used triangular strand ropes. The P49 shaft is situated at Mount Isa MinesÆ George Fisher Mine, located some 30 km north of Mt Isa. This shaft used the tried and proven 6 x 33 triangular strand style ropes. The rope life attained by these ropes at the time was acceptable due to many years of satisfactory performance. The following study indicates the improvement of service life using CASAR Duroplast rope in P 49 shaft, which depends on shaft and winder parameters of that particular shaft and cannot necessarily be generalised to other shafts.

Civil engineering infrastructures are often subjected to different types of natural and mechanical activities. These influences may result in serviceability or even in stability of structures due to material deformations, increased water content within the materials used or the formation of internal or adjacent cavities that may threaten the infrastructure. Construction practices can lead to development of such defects in the form of cavities. In civil engineering it is crucial to detect these variations in material properties and to detect the presence of defects. However, as they are often hidden from view, these attributes may be difficult or impossible to target with traditional testing methods. For these reasons rapid geophysical methods, such as ground penetrating radar (GPR), are increasingly being used. At the University of Queensland (UQ) GPR is used for detection of voids and cavities which have been caused by an over excavation of the earth pressure balance machine (EPB) operating in a closed mode.A variety of numerical simulations using the finite-difference time-domain (FDTD) methods and preliminary experiments have been carried out in order to specify information about the nature, type, size, location and other characteristics of targets to be detected by GPR. In doing this the difficulty of interpreting GPR data, which is mainly due to the complexity of the factors involved in multiple possible solutions of the observed features, can be overcome.

As shallow coal reserves with easier mining conditions are exhausted, future deep coal mining with difficult mining conditions may face significant economic, technical and environmental challenges. Moreover, due to increased coal production capacity with the new generation longwall systems, predicting adverse mining conditions has become more important than ever before. The potential impact of these difficult conditions is an increase in mining risks and costs. Reliable prediction of rock mass deformation, mine stability and mine water inflow is not only essential for improving mine safety and reduction of coal production costs, but it is also important for the assessment and management of the environmental impact of mining. This paper briefly describes an integrated approach to mine groundwater simulation and prediction. Central to this integrated approach is a three-dimensional computer code called COSFLOW, developed by CSIRO of Australia in collaboration with NEDO and JCOAL of Japan to address the pressing issues of mine water management. COSFLOW incorporates unique features that make it ideal for the simulation of coal mining and examining the interaction between rock fracture, aquifer interference and water flow. This paper also presents an example of an application of the integrated approach and COSFLOW in water inflow prediction at Springvale Mine in New South Wales.

The objective of this paper was to determine if recent advances in numerical electromagnetic wave propagation modelling techniques could be used to study the propagation of GPS signals over arbitrary terrain. Specifically the effects of diffraction and multipath were to be modelled accurately for propagation over arbitrary terrain surfaces defined by a digital terrain model. Ideally the model was to be in three dimensions and cover an area of a few square kilometres with a simulation height of a few hundred metres. Simulations were to run on current technology PC's with run times less than a few hours. A relatively new technique that involves a numerical solution to the Parabolic Equations can be used to solve for two-dimensional propagation over any type of terrain. The PE provides a direct solution of Maxwell's wave equations by approximating the Helmholtz scalar wave equation. This technique does not rely on the study of individual ray paths as used in the Geometrical Theory of Diffraction (GTD). It was decided to develop a two dimensional Parabolic Equation code, using the Fourier Split/Step method that allowed propagation over arbitrary terrain (; ; ). The model boundary conditions assumed that the satellite transmission was a plane wave, and that the lower boundary was a perfect reflector. Propagation simulations from the model accurately provide the amplitude and phase of the propagated plane wave at all points within the model domain. The PE model was used to study the effects of diffraction and multipath caused by various types of terrain commonly found in an open cut mining environment. The study of diffraction errors was relatively simple, because we are simply concerned with amplitude of the signal as it diffracts about an obstacle. If the amplitude is above the level receivable by a GPS receiver then the diffraction error can be obtained from the geometry of the terrain obstacle. The study of multipath is more complex, as the computed phase from the PE model is ambiguous and the presence of multipath can only be inferred. Thus the absolute magnitude of the nmltipath error is not currently determinable, though the results of some new work is shown here. This paper shows that diffraction effects can cause significant errors in range. It also shows the effects that multipath has on the received amplitude of the signal and the received phase of the signal. A discussion is made of further work that is presently underway that will allow the direct determination of the multipath error by comparing the ambiguous phase with a reference phase.

This paper discusses the potential role of underground space and tunnelling in urban planning in Australia. The paper gives examples of the infrastructure and commercial applications of underground space which have been effectively used overseas but have been slow to be considered as a part of urban planning in Australia. In particular, the paper looks at underground quarrying and underground commercial development and their potential use in the urban environment. Existing sites and potential sites for quarrying and/or commercial use have been classified using a system developed by the author. Underground quarrying may provide some solutions for planning problems involving sand and aggregate supplies, waste disposal and other uses. Commercial development involving underground excavation may be accepted if the cost of underground commercial development can be shown to be equivalent to the cost of above ground development. The paper concludes that one role of the underground construction industry is to promote tunnelling and underground space amongst architects, town planners and planning decision-makers. The Australian Underground Construction and Tunnelling Association (AUCTA) and the Australian Society for Trenchless Technology (ASTT) should be instrumental in actively promoting the use of underground space in society.

In late 2014 the Flinders Power Management Team was executing business improvement plans to ensure continued electricity generation until 2028 and beyond. Six months later, in June 2015, the Board announced the closure of the Flinders Power South Australian business, including the Leigh Creek Coal Mine, the Northern and Playford Power Stations located at Port Augusta and the 250km railway line. The announcement was preceded by a brief period of internal planning. A date was soon set for ceasing coal mining operations, being November 2015. The mine is unique in many ways. Located approximately 550km north of Adelaide the site has over 100 years of history and was formerly operated by the South Australian Government. Privatisation in 2000 saw the mine continue operation under Perpetual Leases from the South Australian Government. The leases included exemptions from multiple sections of the Mining Act 1971, obliging primary regulation under the Mines and Works Inspection Act 1920. The coal, being a low rank sub-bituminous brown coal, is prone to self-heating and spontaneous combustion. The mine and company town Leigh Creek were the economic and cultural heartbeat of the community. Facilities at the mine were shared by the community and vice versa. While many mines across Australia and the world enter periods of care and maintenance, few have been actively closed to the point of relinquishment (Bennett and Lacy, 2016). A swift decision to close, followed by a short mining operations shutdown period, presented significant technical and regulatory challenges for both the mine operator and for Regulators. The subsequent joint risk mapping process employed by Flinders Power and South Australian Mining Regulators was a unique real-world example of collaborative mine closure planning and execution. Lessons learnt are valuable for all mines, production facilities and for Regulators, even for those who may wrongly assume that closure is many years away. CITATION:Williams, B and Querzoli, A, 2018. As an integral part of the conversion from rail haulage to conveyor haulage at Henderson, over six kilometres of drifting and several large complex openings were mined. The deepest of these areas was nearly two kilometres beneath the surface, bringing all of the challenges of rock stress and heat that come with mining at these depths. Though many mines operate at these depths, the development of the infrastructure necessary to support a 36 000 tonne per day caving operation brought some unique challenges to the development mining activity. The issues handled include: finding experienced staff for a æfast trackÆ development program; rock bursts and ground conditions; inflow of 50 degree centigrade water; acceleration of the project completion; large diameter raise boring and difficult muck handling.

The development of a design-and-construct tunnelling project in Australia from its concept to its construction requires designs to be prepared and reviewed at several distinct stages prior to documenting ‘for construction’. On recent projects the post-tender stages have been variously called 30 per cent—70 per cent—100 per cent; or concept–substantial–final; or system definition–preliminary–critical. The design is reviewed at each stage by the designer’s internal reviewer, the contractor and its independent advisor(s), the owner and its independent advisor(s), the project’s independent certifier, proof engineers and often third-party stakeholders and their advisors. Documentation for each stage often dominates the design effort, at times distracting from design. This paper presents the authors’ experience of this design-and-review process. Comparisons of design budget and actual design spend and design program implications are presented. It is postulated that a subtle change has occurred in our industry that has diminished the value of the design dollar. Is there a better process? Process optimisation and continuous improvement are usually acknowledged when making a process more effective, efficient and transparent. During the last few decades, thousands of companies around the world have used total quality concepts in order to establish a continuous improvement process in their companies. Typically these companies apply some kind of Kaizen-type tools and expect results in the short term; however, the great majority of companies are poorly implementing these continuous improvement programs.Usually the most common reasons for failure of the program are lack of commitment from leaders, lack of discipline and engagement from the team to follow process and lack of clear targets for the program. When the results do not come at the expected timeline, it is common to simply drop the current process and apply a different approach from another company or consulting firm.This paper will explore some successful cases of companies that have invested time and effort to establish a reliable and sustainable process of continuous improvement. The focus will be case studies of mines and smelters around the world that use the plan–do–check–act (PDCA) cycle to increase productivity with the best services and lowest costs.
