The Kelian gold mine which was developed in East Kalimantan Indonesia in 1990 - 1992 is scheduled to complete mining and processing operations in 2004. This will have a major impact on the neighbouring communities who have benefited from the jobs, economic activity and infrastructure development which has been generated by the mine. Currently, there are no formal regulations or standards specifying the procedures for relinquishment of mining leases in Indonesia. Furthermore, a move towards regional autonomy, providing greater authority and responsibility to local (regional) areas, has recently been implemented in Indonesia and limited capacity exists in the new regional governments. Consequently, in October 2000, Kelian Equatorial Mining (KEM) initiated a partnership with the local community and government to explore sustainable post-closure options for the mine site and community development programs. The Kelian mine closure strategy seeks full involvement of all stakeholders through the Kelian Mine Closure Steering Committee (MCSC) in the development of sustainable solutions which will enable communities to secure long-term benefits and minimise post-closure risks from the KEM operations. This organisation, jointly chaired by the Head (Bupati) of the regional West Kutai government and the KEM President Director, with representatives from the local communities, governments and NGOs, has developed a Charter, a website and evaluation criteria to ensure accountability and transparency. There are four technical working groups, consisting of representatives from the mine, local community leaders, NGOs, Universities, Local, Provincial and Central Government Departments, which report to the Steering Committee. These working groups have researched, developed and recommended sustainable options to the Steering Committee. The MCSC has met quarterly to examine options in accordance with the criteria set out in the Charter and has endorsed sustainable solutions which have support from Government, Community and the mine. This paper describes the closure risks, sustainable outcomes derived through the Kelian mine closure steering committee process and outlines the methodologies used to develop and endorse sustainable solutions in a society with limited capacity undergoing enormous change and uncertainty.

Sampling errors result from heterogeneities within the lot under study. Within a rock mass in situ heterogeneity results in the geological nugget effect, which accounts for most of the natural variability. In broken rock, constitution and distribution heterogeneities are important. A major result of the constitution heterogeneity is the Fundamental Sampling Error (FSE) which is the smallest residual error that can be achieved. It cannot be eliminated, but can be minimised and refl ects the fact that the broken rock sampling process is never completely free of error. Together with other sampling errors, FSE contributes to the total nugget effect. The FSE for a sampling protocol can be evaluated using the so-called Gy equation. Its practical applications to low-grade gold ores have often been unsuccessful due to problems linking the FSE and minimum sampling mass and the defi nition of key parameters such as the liberation diameter. Well-designed sample protocols minimise the total sampling error and hence the nugget effect. Reduction of the nugget effect is a key requirement for all sampling programs whether related to exploration and resource evaluation, metallurgical test sampling, grade control or metallurgical plant sampling. This contribution reviews the relationship between heterogeneity, FSE and nugget effect in gold deposits; and emphasises the need for FSE management throughout the mine value chain.

Mine waste rock is unavoidable in the recovery of ore by open pit mining methods. Effective management of waste rock movement covers the removal and placement of the waste rock, generally in a surface dump in the most cost-effective way while satisfying the long-term environmental expectations. Since the 1960s, there has been significant research carried out into planning of ore movement from open pit mines such that the overall net present value (NPV) of the project can be maximised. Currently, several software packages are available to achieve this task as a common practice within the mining industry. However, planning of mine waste rock movement is still achieved manually, as the available software does not consider optimal waste rock movement and dump design. This paper describes a tool to optimise waste rock placement, which minimises the haulage cost while creating environmentally friendly waste rock dumps through selective placement and encapsulation of the reactive waste rock in the dump. The embedded methodology in this tool has been developed based on the mixed integer programming (MIP) modelling technique to optimise the waste rock movement. The methodology provides an easily-manipulated and fully-automatic tool for professionals to complete waste rock dump scheduling in four main steps: data input, model construction, model computation and solution retrieval. The production at First Quantum Minerals’ (FQM) Kevitsa Mine, located in northern Finland, commenced during the second quarter of 2012. Presently, the mine processes approximately five and half million tonnes of ore annually, producing nickel, copper and platinum group metal (PGM) concentrates. In order to support fast production ramp-up and optimise the performance of flotation thereafter, an extensive advanced flotation control solution was implemented by Outotec in collaboration with FQM Kevitsa.In addition to basic process instrumentation and process control, each of the 14 Outotec 300 m3 and another 26 cells, ranging from 20–160 m3, have been equipped with state-of-the-art systems providing froth image analysis and automatic froth speed control. Also, the flotation cell levels are stabilised with advanced feed-forward level control.The online analyser provides key feedback information of the process performance for the advanced process control (APC) system. Based on this information, APC system defines grades and recoveries according to rules defined by Kevitsa process metallurgists. This system executes the control strategies for optimising the production of concentrates.Throughout the implementation and support phases, specific and intensive attention was paid to ensure plant personnel gained full understanding of interacting with the system and how to incorporate their process experience and skills to optimise the APC strategy. This level of expertise is also a valuable asset in understanding the APC system’s contribution to the overall performance of the plant as well as providing the ability and confidence to define key performance indicators used for continuous assessment. FOR some reason there is not any extensive literature in print on the electrolytic refining of copper, although the method is in general use in America and Europe. In Australia there are but three plants in existence one small one at Wallaroo, in SouthAustralia; one at Lithgow and one at Port Kembla the last two being in New South Wales. The largest of these is the Port Kembla plant. It is also the most modern, and embodies all the latest appliances and improvements of electrolytic practice.The plant and methods about to be described is that at Lithgow, with which the writer was associated for some years, and the experience gained there may be of interest. Electrolytic refining of copper is one of the simplest operations of metallurgy, but, like all metallurgical operations, it requires constant attention and a large amount of common sense. The man in charge should be endowed with an insatiable curiosity as to why certain things are occurring, and an instinct of cleanliness, whichmy first mentor in chemistry, Mr W A Dixon, once impressed on me was better than godliness.

There is a sense of geometallurgy being new; a new methodology for mining project development and improved operational strategy. One of the main challenges that any ænewÆ technology faces is a validation of the value and the need to produce case studies. However, producing case studies can often be problematic particularly given the long cycle from mineral deposit project, through feasibility and construction to stabilised operation of a mine.However, the roots of geometallurgy go back quite some time. Successful practices with geometallurgy can be seen from as early as the 1980s. Many times those practices were not called geometallurgy but something else and, in other cases, what can be seen are various components of the geometallurgical ævalue chainÆ.This paper will analyse a selection of published past practices from a geometallurgical perspective to demonstrate the value realised from the application of this methodology. Gold recovery by the cyanidation process is often accompanied by the leaching of other species. This leads to the depletion of the level of free cyanide and oxygen available for gold cyanidation. The largest proportion of the consumed cyanide is diverted by the cyanicides (eg S, Cu, Zn, Fe, etc) into non-valuable complexes.COREMÆs Extractive Metallurgy team has been conducting a research program on the improvement of the gold cyanidation process. As a part of this program, the current study aims to investigate the effect of certain operating parameters on the reactions involved during preoxidation and cyanidation. Flotation tailings and single mineral samples such as pyrite, sphalerite and chalcopyrite, along with their different combinations, were analysed to highlight the influence of ore mineralogy on the operating conditions. The effects of different kinds of oxidants (oxygen, hydrogen peroxide, ferricyanide and ozone) and chemical additives (ammonium sulfate) were investigated.Experiments conducted in alkaline solutions reveal that mineralogy is a key parameter since pyrite, chalcopyrite and sphalerite react quite differently during preoxidation and cyanidation. A significant increase in sulfur dissolution, especially on pyrite, was observed by applying preoxidation. H2O2 preoxidation showed a positive effect on increasing sulfate formation, a desirable by-product from the cyanide consumption point of view. Preoxidation of synthetic ores with ferricyanide resulted in boosting thiosulfate formation. Tests conducted on flotation tailings from a polymetallic mine revealed that a short preoxidation increases the dissolution of the ore leading to higher gold recovery and lower cyanide consumption. Regarding the formation of thiocyanate, the most undesirable by-product of the cyanidation, ferricyanide and ozone were found particularly efficient to hinder their formation. Cannington Mine is an underground silver lead zinc operation located in north-west Queensland which has been in production since 1997. Ore is primarily moved through an underground material handling system comprised of a crusher, conveyor and hoisting shaft. The Fowler Shaft was constructed in 1997 using a strip and line method with the intent for it to provide a means to hoist ore from the loading station 600 m below surface. The shaft also serves as the route of key services including high voltage power, mine dewatering and fresh air. Despite the adherence to a mining exclusion zone, large-scale change in geotechnical conditions around the shaft were first observed in 2015. Ongoing ground movement around the shaft lead to cracking and delamination of the concrete liner. Shaft management required the on-site team to measure deformation rates and magnitudes, forecast change, manage rockfall risk and deforming pipework, and ultimately, hoisting skip clearance. Monitoring techniques to observe and measure deformation were required to evolve with the magnitude of movement. Some techniques leveraged off modern technology while some of the most useful techniques were based on logic and first principles. All shaft deformation management strategies relied on the co-operation and alignment between Cannington’s Infrastructure Maintenance, Survey and Geotechnical Departments.

Mining has played a significant role in human development and without the mining sector, society would not enjoy a large number of the benefits that it does today. However, mining has also carried with it some important lessons, which remain the source of ongoing learning. One of these lessons is the poor closure or abandonment of mines, worldwide. This has in many cases resulted in large tracts of unproductive land, representing a source of environmental pollution and a safety hazard to the community. Frequently associated with this is a legacy of mining communities having fallen into economic and social decline, beyond mine closure.Due to this legacy, governments, society and the mining sector pay far greater attention to mine closure planning today, than was done in the past. Typically closure planning has focused on the engineering aspects of a mine, namely decommissioning of the workings and plant; dismantling of unusable infrastructure; and rehabilitation of disturbed land. These are important aspects of closure but a more holistic, long-term approach is required which encompasses environmental and social aspects and aims to leave a positive legacy behind.In planning for a mine closure scenario with a lasting positive legacy, it is critical that the broader receiving environments (social, economic, physical and biological) within which a mine is located, define and drive the closure plan and the mine planning as a whole. This ensures that the broader environment influences mine closure, as opposed to looking at how a closed mine will impact on the environment. The ultimate aim is to first understand the broader environment and then to fit the closure of a mine into it. The earlier this approach is followed in the life of a mine, the greater the operational time frame available, and hence a better chance is presented for planning and managing a mine towards the desired, tested and agreed post closure scenario. Within this broad context, there is tremendous scope to achieve successful mine closure. However, it is critical to note that mine closure is not the sole responsibility of the mining companies, and neither is it possible for said mining companies to achieve mining closure alone. This concerted effort requires a multi-stakeholder approach in which partnerships are created and risks, responsibilities and opportunities are shared and managed. To achieve sustainable closure, a multi-stakeholder approach based on an initial forward-looking closure vision is required. This approach provides an early basis for consideration of alternative land uses and economic options from which specific actions to achieve the preferred option can be defined. The Anglo American plc Mine Closure Toolbox has been formulated and developed around this concept. Probabilistic seismic hazard analyses (PSHA) have now gained wide acceptance in the development of design criteria for major projects. When used with regional criteria the procedures have also allowed the preparation of more rational seismic zoning maps. Seismic zoning maps using various levels of results from PSHA studies around the Pacific Rim now include Canada, Indonesia, New Zealand and the United States. Some Pacific Rim countries such as Chile where the seismic exposure is dominated by subduction events have no subdivision into separate zones.Approaches to risk based zoning are being considered in several Pacific Rim countries including Australia. Australian studies must face problems similar to parts of the Eastern United States where seismic activity is low with irregular and infrequent occurrences of moderately large earthquakes. The perception of the seismic exposure by both regulatory agencies and the public at large is different when considering areas of low seismicity. There is therefore a need to make different interpretations of the results of PSHA studies in these areas of low seismicity. The aim of this paper is to explore some of these differences by comparing the results from two site specific studies from areas with widely differing seismic activity rates.

The Ernest Henry Mine (EHM) in Queensland, Australia is a Sub-level Caving operation that started production below the previously mined open pit at a depth of 535m. Current Production mining has progressed to a depth of 730m, with planned production mining to extend down to at least 1000m below surface. The inclined nature and geometry of the orebody combined with geological structures provides for challenging mining conditions. Over several years, Ernest Henry Mine has introduced measures to improve outcomes based on observations, monitoring and data analysis. As mining progresses deeper, EHM will continue to proactively take steps to ensure future outcomes are anticipated and mining can continue safely and uninterrupted. The focus of this paper is on the changes in seismic- and stress-driven behaviour of the rockmass experienced at EHM, the ground control measures implemented, and the anticipated future conditions and controls required. The Iron Ore Company (IOC) of Canada Mining and Operations Departments expressed an interest in reducing the amount of oversize material (>1 m × 1 m × 1 m) being produced and its subsequent downstream effects including in-pit sorting and reduction, damage to mobile equipment, and significant delays in the loading pockets and the primary crushers. To achieve this goal an oversize reduction project was undertaken by the mine and to date has significantly improved upon baseline measures.One key approach used to reduce the amount of oversize was the implementation of thicker emulsion. The introduction of a thicker emulsion into the blastholes provided more resistance to the forces created by dynamic water and reduced the infi ltration of the emulsion into the cracks and fissures of the rock mass. Blast results showed reduced amounts of oversize and more consistent fragmentation throughout the muck piles. Additionally, a significant reduction in nitrates leached into the mine water discharge has been realised.To determine the effectiveness of the oversize reduction project, IOC used shovel based camera technology to assess fragmentation presented to the shovel at the digging face. A digital vision system (DVS) was installed on one of the shovels to capture images that were stamped with global positioning system (GPS) locations. A large population of digital images was analysed to produce a robust fragmentation distribution baseline that was used as one of the mine key performance indicators (KPI). Changes to blasting practice were subsequently measured against the baseline KPI to assess effectiveness.

The green field discovery of a two million ounce high-grade refractory gold ore deposit in the Indonesian Province of Sulawesi Utara, led Newmont to utilise its proven technical expertise in dry grinding and whole ore roasting to develop a 2000 tonne per day, 160 000 ounce per year operation in this remote and picturesque location.Located at an elevation of 250 in above sea level and ten kilometres to a deep water natural harbour, the hard rock open pit mine, process plant and infrastructure facilities were built to budget at a capital cost of US$132 million. The plant was commissioned with oxide ore, with the first gold poured in March 1996 and with refractory ore in January 1997. The operation rapidly met its production targets because of extensive forward planning and training programs developed for the local workforce. The presence of steep topography, fertile coastal plains, high rainfall, high seismicity of this location led to the decision to dispose of neutralised tailings in deep water off the coast instead of impounding tailings in a dam. This paper describes the development of the project and the challenges in developing a gold operation in a remote location which lacked infrastructure, the steps taken to ensure a smooth commissioning, and the selection of the workforce to operate a technically sophisticated facility.

During operations, mining and metallurgical processes may generate effluents such as tailings water, acid mine drainage (AMD) and seepage and process acid streams. Depending on the type of ore and the metallurgical process, these effluents may contain one or more toxic compounds (eg acidity or alkalinity, cyanide, ammonia and/or nitrate, heavy metals, total suspended solids (TSS), sulfate) in elevated concentrations requiring treatment before their discharge to the environment or recycle/reuse in the process. Natural oxidation of sulfide minerals present in mining wastes (eg tailings and waste rock) at mining sites may generate AMD, which is characterised as a low pH, high acidity effluent containing heavy metals and sulfate. If generation of AMD cannot be controlled and/or prevented, AMD needs to be collected and treated for neutralisation of acidity and reduction of metals and TSS to meet regulated water quality standards. It is important to note that some of these compounds may persist in run-off from mine sites, even after the mine and processing facilities are decommissioned. Treatment of mining and metallurgical process effluents can be accomplished by means of various physical, chemical and/or biological methods. The mode of process application may vary from the use of either specifically designed, controlled and automated facilities or passive systems. Lime neutralisation and precipitation is the most common method used in the mining industry to treat AMD. To reduce the problems associated with disposal and long-term storage of the resulting sludge, the use of a high-density sludge process (HDS) has become a preferred option. The use of other chemical reagents, waste or by-products from other industries, and biological sulfate reduction methods can also be considered as viable options for site-specific situations. Recently, several passive treatment systems have been designed and successfully operated, even in the cold North American climate. This paper will discuss available options and provide insights for selecting a suitable method for a given situation using case studies from projects conducted by Golder Associates around the world over the last decade.

Carbon rich graphite deposits found in Sri Lanka are of inorganic origin and they occur as narrow steeply dipping veins. The vein width of these deposits varies from a few centimetres to metres, with an average vein thickness of 1 m. It is believed that the carbon rich fluid intruded into fracture zones under high pressure and the temperature has crystallised into graphite. This process has also generated many minuscule graphite veins centred on main mineralisation, which has reduced the host rock overall rock mass rating. These discontinuities could also be considered as joints with graphite infill. Graphite mining at Bogala Mines, Sri Lanka is a unique example of narrow vein mining faced with numerous wall stability issues resulting from weak graphite infilled joints.The Bogala vein type graphite orebody has an average vein width of 1 m. Overhand cut-and-fill mining method is used for stoping. The stope consists of two boundary winzes for material handling, access and ventilation. Mining is done on the strike of the vein and the average mining slice height is 2 m. A void to the height of one mined slice is left below the mining level during mining. Waste rock resulting from vein blasting and mine development is dropped into this void as fill rock. Any void height left greater than a single slice height will increase stresses in the stoping zone. This will increase formation of rock blocks and their effective separation from wall rocks. Split miniscule veins occurring around main mineralisation intensifies rock block formation in an environment of mining induced stress release. Consequently, any rock blocks sliding into stopes on graphite infilled joints will behave under constant normal stiffness (CNS) conditions and their shear strength will converge rapidly towards remoulded shear strength of graphite alone. Unlike with general infill deposited in joints, graphite has a very low friction angle and with its slippery nature, a small thickness may affect in great deal to reduce joint shear strength.In addition to immediate filling of excavated voids, controlled vein blasting and spot bolting have improved mine safety. Furthermore, rock bolts connected to each other through iron plates and anchored to anchor bolts installed in non-fractured solid rock are practiced to stabilise rock falls and wedge failures in narrow vein graphite mining. Base metal ores contain low levels of toxic/hazardous elements such as arsenic, antimony, bismuth, cadmium, lead and mercury. Given the large tonnage of base metal ores mined and processed each year globally, the accumulated mass of minor elements introduced into the biosphere is large and could be expected to have a significant environmental impact. Life cycle analysis (LCA) is a methodology that has been developed to assess the environmental impacts of material supply chains over their entire life cycle. Assessing the toxicity impacts of metallic wastes and incorporating these impacts into LCA methodology is not a simple task given the complexity of the issue. However, research and methodology development is in progress internationally to address this. Despite limitations concerning the lack of a coherent framework for characterising the toxicity impacts of metals, including issues such as bioavailability, a study was carried out to give first estimates of the relative toxicity impacts of various waste streams from metal production processes. The wastes considered were: red mud; sulfide tailings (copper, nickel, lead/zinc); lead/zinc slags; synthetic rutile residue; iron oxide residue; and copper slags and anode slimes. These toxicity estimates can be considered the æworst caseÆ scenario for these wastes, where all the metals present are bioavailable. Combining estimates of the amounts of the various waste streams produced in Australia each year with the toxicity results showed that despite their relatively low human toxicity impact per unit mass compared to some other waste streams, red mud and the various sulphide tailings had the highest annual human toxicity load on the environment, along with copper smelting slag and dust. Data from the pH dependent leaching test reported in the literature were assumed to represent first approximations of metal bioavailability and used to compare the two approaches to estimating the toxicity impacts of red mud.

The Collie River catchment, located approximately 200 km south of Perth, covers an area of around 2830 km2 and is the source of run-off to the Wellington Dam, an important irrigation water resource for the Collie Irrigation District. The salinity of the Wellington Dam has increased due to historical clearing and irrigators currently use water with salinity levels approximately twice that of the Murray River in South Australia (Water and Rivers Commission, 2001). The Collie River Salinity Situation Statement (2001), released by the Water and Rivers Commission (now the Department of Water), identified realistic actions that could achieve the salinity reduction target. Subsequent benefit-cost analyses and prefeasibility studies recommended the diversion of the most saline flows in the Collie River away from the dam as an immediate intervention (URS, 2003). The East Branch of the Collie River above the locality of Buckingham (20 km east of Collie) contributes around half of the salt that flows into the Wellington Dam and the diversion and storage of the saltiest flows from the East Branch at Buckingham was identified as a viable option for reducing salinity in Wellington Dam. The proposal had one problem û the water could not be disposed of as quickly as it was diverted. However, in the vicinity of the diversion site were a number of coal mine voids and after preliminary discussions, the Government/Griffin Coal alliance was formed and from this the opportunities have continued. Diverted water would be stored temporarily in an adjacent mine void (Chicken Creek 4 void) and then disposed of to the sea. The disposal options included Western Power CorporationÆs saline discharge pipeline from Collie Power Station, or a new pipeline. The diverted water was also identified as a potential raw source for treatment and use in industry. This has opened up opportunities including desalination, water efficiencies in the power stations, increased reliability of water supply for the power stations, water for new industries, wastewater disposal options and extra water for PerthÆs water supply. In the process of solving the water storage problems the project introduced a range of mine water quality problems û heavy metals and pH û and the Department of Water (DoW) is now working with the mining industry and the Centre for Sustainable Mine Lakes (CSML) to develop treatment and management technologies. The project has received support and funding through the National Action Plan for Salinity and Water Quality (NAP) and it has been possible to accelerate and enhance this project as a result of NAP. The DoW has developed the proposal to an advanced stage and gained approvals for the capital diversion program to go ahead. The partnerships have expanded to include the second mining company, Premier Coal, the Water Corporation, Western Power and the Harvey Irrigation Cooperative. The proposal could feasibly result in a $90 million integrated water management initiative for Collie using the latest technology, mining operations and providing water for value adding industries in the local area. The DoW is not a mining company; however, our experience in managing water in times of shortage, environmental water quality criteria, competition for water and managing community expectations will have the same success factors:consultation and knowing your community and stakeholders, sharing issues and working in partnership can provide results far greater than the initial issue, even brackish water has value, every sector is in competition with each other and has to have a share of the water, an integrated approach can provide opportunities for development in areas of water shortage, and never think of water as wastewater.
