Australia is now committed to the most significant period of infrastructure investment since the 1960s and the current climate of project finance and public private partnership (PPP) model uncertainty means it is imperative that the affordability and certainty in delivery of infrastructure projects is maximised.In light of the current and forecast levels of infrastructure investment it is worth drawing comparison with a similar period of Australian expansion when the nation’s first railways were constructed. Similarly to over a century ago, we are following a trend in rapid development and are already reaping the inefficiencies that could be avoided with broader technical planning and improved client coordination.The original rail networks were developed by the individual states before they combined to form a Federation of states in 1901. As a result of the adoption of different gauges by 1917 a passenger wanting to travel by train from Brisbane to Perth had to change trains six times.Similarly in 2011, there is little parity between Australian states on the quality requirements (performance specifications) for road tunnels. Differences between states start most significantly with the size of the specified traffic envelopes, thus the size of tunnel required. Where ambiguity and differences exist in project documentation, performance specifi cations (PS) and broad technical requirements for road tunnel projects, any associated risk in interpretation ultimately ends up being incorporated in the bidder’s (constructor’s) final sell price.Whilst not nearly as inconvenient as having to change train at each state border, and largely unnoticed by the general tax paying motorist, this paper examines examples of apparent minor differences in Australia’s recently constructed road tunnels to highlight the differences in road tunnel specifications.The paper identifies how these small differences manifest themselves in major price penalties between projects and further, highlights the need for further specification review, refinement and standardisation across road tunnel jurisdictions to increase road tunnel affordability.

Like many industries the coal mining industry has, since the beginning of this century, undergone many changes. Technological advances and the increasing demand for fossil fuels have introduced new mining methods and techniques which allow the extraction of thicker and deeper coal seams at higher rates of production. Most new methods of mining (or for that matter any other processes) introduce problems which the engineers of the industry are expected to face and resolve. Unfortunately, spontaneous combustion has plagued the coal mining industry since the first attempts to mine coal, and is no doubt partly responsible for the reputation that coal mining is a hazardous industry. The financial loss and toll of human lives due to the occurrence of spontaneous combustion of coal in coal mines is enormous, if not incalculable. Its occurrence today is less likely to claim lives, due to both improved methods of working and in the detection of spontaneous combustion sites.

The main problem of geostatistical simulations is to reproduce the real characteristics of the mineral deposit when there are few conditioning data. In this case, the geological interpretation, based on structures, geophysics and geological maps, plays the major role in terms of resource evaluation.The paper investigates the use of principal component analysis (PCA) to help classify multiple geostatistical categorical simulations considering the similarity among them and the interpreted model, herein referred as training image (TI).An iron deposit with four lithological facies, in a specific horizontal plane, was used as case study for two-dimensional (2D) simulations. Sequential indicator simulations (SIS) was used to obtain ten equally probable 2D images, which were generated and compared against the interpreted model (TI).In this study, 11 random variables are comprised by the vector of ten SIS realisations plus the training image (TI). The similarity between the TI and each SIS realisation is measured using the angle between the TI and SIS vectors projected in the new coordinate systems (PCA factors). It is possible to order the SIS realisations from the highest to the lowest PCA factor taking into account the TI similarity.The visual analysis of the images shows coherence in the PCA results as a method to measure similarity. This methodology can be used as a post-processing tool to rank simulation results and to select the ones which better represent the prior known geology or to compare the quality of different methods of simulation.

The Homer Tunnel is located in a remote area of the South Island of New Zealand and carries large numbers of tourists to Milford Sound through an avalanche prone area. The tunnel is 1280 m long with a steep ten per cent unidirectional grade descending to the west. Construction of the tunnel began in the 1930s and was completed to a nominal 6 m width in 1954. In 1996, two passing bays were stripped-out to accommodate bi-directional flow of tourist coaches. During all phases of construction and widening there have been episodes of strain bursting.The condition of the tunnel and standard of internal services is below current international practice, principally in terms of; in-tunnel air quality, fire life safety, ground support, and road safety. A number of near-miss events have occurred involving coach fires on the approaches and inside the tunnel. The national road authority, NZTA, is considering a substantial investment to improve amenity and safety of the tunnel.This paper describes the rationale for the proposed upgrade works and the investigations undertaken to enable that design. A holistic approach to road tunnel safety has been adopted that balances the key interrelated safety drivers, namely; tunnel lining, traffic operations, ventilation, power supply and egress while ensuring continuity of safe access to Milford Sound.

Chance find of an economically important mineral on the sur- face and its exploitation without proper exploration work, has become the habit of humanity since the Bronze Age. The explora- tion and exploitation techniques have, however, been substan- tially improved in the technologically developed western world and system controlled major communist countries. Nevertheless, the greatest need is felt in the Third World countries where large mineral potential exists, but with inadequate investments in exploration and exploitation techniques, a handicap that has been beneficial to the more developed countries, since long. The great number of the Third World countries which are striv- ing hard to develop, need to formulate mineral exploration and exploitation strategies which could enable them to develop their resources. This requires planning and creating new concepts of ore deposit types and genetic models, rheology, economics and their innovation and integration. The following approach could help them to be economically "more independent" by the end of this century. 1. Bridging of pure and applied geology gap, and creating con- sciousness of research and development. 2. Revision of mineral resources concepts adopted to modern technological world. 3. Improved mineralogical research, and determinative miner- alogy as an important asset. 4. Creative research and establishing know-how, with philosophical base for regional exploration projects. 5. Indepth investigation into the origin and growth of earth as a system, and its importance in the association, quality, and quantity of metallic, non-metallic and energy resources con- centrations. 6. Mineral beneficiation, targets and strateties; methods of eco- nomic and improved recovery systems. Development of alter- native technology, and utilization of mineral technology strategies. 7. Theoretical and practical modelling by conventional and com- puter techniques of the existing and expected mineral resources, and mineral development. 8. Critical analysis of the status of mineral economics of the Third World and developed world with forecasts for the year 2000 based on problems faced by the developing world. 9. The Runruno Gold Project is located on the island of Luzon, approximately 200 miles north of Manilla in the Philippines. The mine is an open cut operation and uses the proven BIOX® and carbon-in-leach (CIL) processes to recover gold, and the ASTER™ process for detoxification of the CIL residue prior to discharge to the Residue Storage Impoundment (RSI). Work to date has defined a mineral resource of 1.39 million ounces (Moz) of gold, and the operation will produce 96 700 oz of gold per annum over a mine life of 10.4 years. The BIOX circuit is designed to treat 140 000 t/y of concentrate with a design capacity of 404 t/d of concentrate at a design sulfide sulfur grade of 17% S2-.The Runruno BIOX Plant is the first application of the Outotec BIOX Generation III design principles, focussing on ease of operation and maintainability. During development and implementation, the project team focussed on identifying opportunities to optimise the capital efficiency while not compromising on the operability or overall efficiency of the process or the equipment. The BIOX plant also incorporates the latest developments in the design of the BIOX agitators for more efficient mixing and gas dispersion. This paper will discuss some of the critical aspects and decisions taken during the development and implementation of the BIOX Process at the Runruno Gold Project. The paper will highlight some of the factors affecting the commissioning process as well as the improvements seen through the introduction of the Generation III BIOX design principles. The carbon-in-pulp (CIP) process is now well established in the South African gold industry, with a total of over I million metric tons of material being treated each month in six large plants. This tonnage is derived from ground ore, from filtered pulp, from calcine, and from reclaimed sand-tailings dumps. With this new process and the new large plants, those concerned with CIP are experiencing a learning process, since each new plant presents a different set of problems to be overcome. The knowledge and experience gained from these plants is being shared, and will be of benefit in the design and operation of new plants. The CIP process can be subdivided into the following unit operations: prescreening at a fine size, adsorption, acid-washing and elution, reactivation, and electrowinning. Results concerning each of these unit operations, which were obtained from pilot plants and from large-scale CIP plants in South Africa, are presented. The latest developments in each of these areas is summarized. Tables that are included as an appendix contain some information concerning the equipment in these new CIP plants plus operating results from some plants.

A major challenge for closure planning at mining operations below the water table is evaporation from final void pit lakes and concentration of salts, which can impact on downstream groundwater (and surface water) flows and quality. Where such impacts are deemed unacceptable, the closure approach that is often adopted is to infill the final voids with waste rock to above the pre-mining water table to prevent the development of a pit lake and subsequent evaporative losses. BHP Billiton Iron OreÆs Marillana Creek (Yandi) mining operations face these issues. The orebody is a channel iron deposit that forms the major aquifer in the region, which will be completely mined as a series of elongated open pits over tens of kilometres. The major constraint on mine closure planning was the stripping ratio of less than one, which means that there is insufficient waste rock to infill all areas to the pre-mining water table. Hydrogeological investigations and groundwater modelling indicated that standard mine closure approaches would result in pit void lakes becoming saline sinks unless the residual void geometry was optimised to minimise evaporation and maximise throughflow. The solution developed is a cost-effective long-term mine plan that meets all mine closure objectives, and involved:the selective infilling of all pits, largely using run-of-mine waste dumping with limited re-handling; the diversion of the major part of up-catchment creek flows around the mining operations to allow mining of the resource under Marillana Creek crossings, which in turn restricted overall aquifer recharge and reduced the elevation of the long-term water table; the diversion of some minor creek tributary flows into specific locations within the mine path to induce hydraulic gradients to maintain groundwater throughflow and water quality; and close integration of mine plan optimisation (mining and waste dumping schedules) with groundwater modelling scenarios to achieve acceptable environmental outcomes. This approach is designed to result in no reduction in downstream surface water flows or quality, maintenance of adequate downstream groundwater throughflow to support groundwater dependent ecosystems, and no reduction in the beneficial use status of the downstream groundwater resource.

Since Jameson Cell flotation technology was first installed in a coal flotation application in 1988/89 at Newlands Coal Handling and Preparation Plant (CHPP) there have been fundamental improvements to its design which has led to its current status as the leading technology in Australia for fine coal flotation. These improvements, which include key hardware modifications, consist of the re-development of the orifice plate to produce considerable increase in wear life and reduction in power consumption for a given air entrainment and a significant increase in the amount of air that is entrained. Modifications to the downcomer allow maximisation of residence time and air entrainment while changes to the feed and air distribution system allows a reduction in installation cost and a reduction of solids ingress into the air line. Additionally, operational improvements such as the use of recycle to maintain constant flow to the cell feed are discussed. The recent installation at Hail Creek in the Bowen Basin, which consists of three B6000/20 Jameson Cells (6 m diameter bottom-fed distributor with 20 downcomers) will be reviewed as a case study. The latest design and operability of the cells are summarised and compared against one of the original designs at Riverside CHPP also in the Bowen Basin.

Iron ore sinter quality depends heavily on the mineralogy, textures and physical structure of the sinter, which is formed upon solidification of the primary sinter melt. The interactions of the initial sinter melt with its surrounding materials will impact on the properties of the primary sinter melt and consequently the solidified structure of the sinter. By using a high-temperature visualisation system, in situ studies have been conducted on the effects of melt compositions (Al2O3, SiO2 and MgO) on the interfacial phenomena of the sinter melt on a natural iron ore substrate. It was found that the melt composition significantly influenced the wettability between the sinter melt and the iron ore substrate. The interactions between the sinter melt and the natural iron ore substrate were also examined. Such interactions can lead to further changes of sinter melt composition and hence the sinter melt properties that, in turn, further affect the wetting behaviour of the sinter melt.CITATION:Ma, M P, Lu, L, Hapugoda, S and Manuel, J R, 2013. THE problem of satisfactorily eliminating the fumes and dust which are unavoidably produced in various metallurgical and manufacturing industries is one which has received considerable attention in the past, and has been the subject of much investigation and research. The solution of this problem was urgently desired for two reasons, the principal one being the fact that a considerable percentage of the total process losses in many industries was represented by the commercial values of the fumes and dust that escaped from the stack.The other reason is that, in some instances, the emission of the matter is regarded as objectionable. Various methods have been designed with a view to solving the problem thus presented, and the latest development that has beendesigned is the process of electrostatic precipitation. Continued investigational and developmental work with this process has already demonstrated its applicability to many industries, and new uses to which the process can be put are being opened up. Its use is already widespread, and the economic success that has attended its application in most instances would indicate that its use will become more general in the future.It has proved its ability to treat gases over wide ranges of temperature, and has successfully handled various types of fumes whose chemical characteristics differ very considerably. In many processes it has now come to be regarded as standard equipment.HISTORY OF ELECTRICAL PRECIPITATIONThe first recorded observations on the influence of an electrified insulated wire on gases containing solid particles in suspension was made as early as 1824 by Hohlfeld, in Leipzig. He found that, if he electrified a wire hung in a bottle filled with smoke, the smoke cleared rapidly, and a deposit formed on the sides and bottom of the bottle.

Production from a major, deep orebody requires the construction of two 6 m diameter, 1000 m deep ventilation shafts over the next three years. Further ventilation upgrades have foreshadowed an additional 1500 m of 6 m diameter shafts beyond that. After reviewing the construction alternatives it was decided to raisebore the first shaft in one pass using Western Mining Corporation's 121R raiseborer and the Wirth sequential head. The significant cost and speed of construction potential of 6 m raiseboring justified the risks associated with this new technology. Large diameter sequential head raiseboring has only been carried out in South Africa. Over the last three years many lessons have been learnt and the technology has progressed to being considered feasible. Operating practice and the optimisation of raiseboring performance for specific ground conditions are the areas requiring further work. The development of large diameter raiseboring in South Africa and the site preparation and initial operation at Z.C. Mines are described. Comment on actual operating experience includes the geotechnical investigations, the raiseborer foundations, cuttings disposal and the drilling of the pilot hole which has progressed to beyond 450 m. Unforeseen difficulties with the verticality of the pilot hole and with mud losses illustrate the types of problems that can be expected.

There are four main types of base metal and gold mineralisation recognised in the central Pine Creek Geosyncline. These are stratiform, polymetallic veins, stockwork/concordant gold-quartz veins and unconformity related uranium-gold-platinoid mineralisation. The stratigraphy of the central Palaeoproterozoic Pine Creek Geosyncline has been simplified into three groups comprising the Batchelor, Frances Creek and Finniss River Groups in ascending order. Stratiform mineralisation occurs within the Frances Creek Group. The earliest mineralisation is found adjacent to circular faults ringing basement highs. Higher in the stratigraphy, stratiform mineralisation is often associated with zones of high compression in the vicinity of basement highs. A synsedimentary-diagenetic origin for stratiform mineralisation is proposed. Polymetallic vein mineralisation occurs within the Frances Creek and Finniss River Groups. Its composition changes systematically through the stratigraphy similar to the stratiform mineralisation. The mineralisation is structurally controlled and usually occurs in the vicinity of basement highs. Stockwork-concordant gold-quartz vein mineralisation is hosted by the upper Frances Creek and Finniss River Groups. It occurs within compressional zones and along the Pine Creek Structure corridor around, above and particularly between basement highs. Mineable reserves occur in thick continuous semi concordant quartz-sulphide veins and/or stockworks. Unconformity related uranium-gold-platinoid mineralisation shows a close spatial relationship with the Palaeoproterozoic/Mesoproterozoic unconformity. The mineralisation is localised by structures formed during Mesoproterozoic deposition and is commonly adjacent to Archaean basement or its remobilised equivalents. The type of mineralisation (stratifom/polymetallic vein) is a reflection of local stress regimes, structure and physio-chemical conditions. An initial phase of stratiform mineralisation is postulated to have occurred with the first significant marine transgression in a tensional regime. A second phase occurred later during a compressive regime. "Ihermochemical sulphate reduction of mineralising fluids by hydrocarbons is invoked as the precipitation mechanism for the polymetallic vein type of mineralisation. Hydrocarbon generation is postulated to have occurred within the Frances Creek Group, in many places contemporaneously with the movement of mineralising fluids and basin compression. Polymetallic veins formed from the interaction of mineralising fluids and hydrocarbons which were trapped in suitable structures. An abundant, continuing supply of hydrocarbons was necessary to form significant deposits. Where these conditions were not net, the mineralising fluids largely continued their ascent to the near surface environment to form stratiform deposits. The stockwork/concordant gold-quartz vein mineralisation is a later event and occurred during the relaxation of compressional defonnation after deposition of the 1-inniss River Group.

The Cannington silver lead zinc deposit is located near Mt Isa in North West Queensland. This world class orebody is owned by BHP World Minerals (BHP) and is estimated to contain 45 million tonnes of ore at an average grade of 11 per cent lead, four per cent zinc and 500 grams/tonne silver. At BHPÆs planned 1.5 Mtpa extraction rate, the mine life will exceed 20 years. Construction of the underground mine, which commenced in August 1993, was carried out by Peabody Resources Ltd (Mining Services Division) (PRL) for BHP Minerals Pty Limited (BHP) under contract packages totalling approximately $100 M using several innovative techniques to deliver safety, quality and time related project goals. Client/Contractor Partnering, resulting in harmonious working relationships, a combined commitment to the achievement of an excellent safety record, and a seamless transition from the construction phase to operation of the mine, has been a feature of the project.

Froth flotation is widely used for the separation of particulate materials in the world. It is a complex process whose operational behaviour in process plants is difficult to predict. A comprehensive phenomenological dynamic flotation model was presented at the 1982 IMPC. This model uniquely linked the particle/bubble interactions and water transport phenomena to the flotation cell hydrodynamics. The model was used as a dynamic framework to analyse and develop process optimisation strategies. New developments in mineralogical characterisation, real time information management systems and data validation simplify the implementation of flotation technologies for mine to mill grade recovery optimisation. With recent developments in software programming, dynamic simulation enables process engineers to develop process alternatives interactively. This paper presents such an implementation of current process analysis tools and an updated froth flotation dynamic model. It demonstrates how this new environment can be used to improve our technological knowledge of flotation, eg alternative bubble/particle attachment and detachment microprocesses can be incorporated. The dynamic flotation model has several manipulated variables (such as feed flow rate, per cent solids, aeration, wash water flow rate, frother flow rate, specific power energy (impeller speed/delta pressure), cell geometry and tails flow rate) and evaluates the dynamic effects of these variables on grade and recovery.

Recent advances in ruggedised industrial control system technology and architecture in combination with latest technologies in the fast-evolving 3D LiDAR sensor sector becoming available have enabled the implementation of sophisticated automation algorithms for mining equipment such as bucket wheel reclaimers, as published by the authors in the peer reviewed AusIMM 2019 Iron Ore conference proceedings. This paper provides an overview of a second use case for such automation technology in bulk material ports integral to iron ore operations. The real-time 3D machine-vision based port automation system described in this paper was originally developed for the BHP-Mitsubishi Alliance’s (BMA) Hay Point port. The system has seen deployment at other major mining and general ports in Australia, such as at Dalrymple Bay Terminal (DBT) (shown in Figure 1) managed by Dalrymple Bay Infrastructure Management (DBIM), Hay Point, Queensland. Good morning ladies and gentlemen, and may I extend a particularly warm welcome to our shores to those of you who have travelled from overseas to attend this conference. I trust that you will find your visit to New Zealand both rewarding and enjoyable.   This is now my fourth appearance at a New Zealand minerals conference, the second of which has been jointly co-hosted by AusIMM and Crown Minerals. Since taking on the role of Associate Minister of Energy, I have had the opportunity to meet most of the industry players, and to visit a good number of the major mining operations. Through all of this I have become increasingly aware of not only how dynamic the minerals and coal industry is but also the array of factors that affect investment decisions in this business. Many of these factors, such as commodity prices and availability of investment funds, are determined primarily on the international stage. Others however, such as the allocation, regulatory and the fiscal regimes for minerals, are closer to home and are directly influenced by government policy decisions. I will talk more on what the government proposes in this area shortly.   But first, I would like to commend you all on your industryÆs continuing contribution to New Zealand Æs economy. 2004 has seen New Zealand Æs mineral and coal output top $1 billion for the second consecutive year. To put this achievement in perspective, it represents a staggering 47 per cent increase over the national output value recorded just five years ago. Notable contributions over the year came from gold which increased production to 10.2 tonnes (up nine per cent), ironsand production at 2.3 Mt (a 20 per cent increase), and industrial rocks and building stones (up six per cent) with rock for building, cement and roading showing significant rises on the back of strong regional growth and infrastructure development. Many regions, in particular Auckland, Bay of Plenty, Wellington and Southland, recorded significant increased regional activity with supply often struggling to meet demand. By contrast the coal sector had a relatively steady year with production remaining stable at just over five million tonnes for the second year running. Coal exports however are now consistently exceeding two million tonnes annually, generating export earnings of over $200 million, and could well be higher with rail capacity improvements. Many countries throughout the world are now importing our high quality bituminous coal for steel manufacturing and other industrial uses.

The minerals industry, as many other industries, has a wealth of indicators and a thriving æindustryÆ in their development, measurement and reporting. It is natural for this to occur for a new endeavour. However, perhaps it is time for the community concerned with minerals industry indicators to ask whether we have achieved a certain maturation whereby proliferation of indicators may be replaced by a more disciplined and constrained approach. In many natural and engineered systems, thermodynamics provides well-understood and tested constraints. Indicators that are uninterpretable in this framework are not considered acceptable. This paper provides initial evidence that such a formalism may be possible for mine sustainability. The formalism developed does not claim to have the rigour of thermodynamics. However, it does provide a first step towards formalising selection of indicators on the basis of their true comprehensibility. A set of simple equations is developed that represent the conventional five capitals (actually we use six because we separate renewable and non-renewable natural capital) and how they are linked. This is coded into a simulation model. The base equations are then used to develop a system level indicator of sustainability performance, which is asserted to be a reflection of the mineÆs reputation. We define a least sustainable state, termed æmaximum revenue mining (MRM)Æ in the system and define the degree of system sustainability as how far the system is from the MRM. We then introduce a simple mechanism whereby different actors can express differing views on the emphasis for the distance from MRM. Sustainability thereby becomes a non-unique thing that is defined by a distance from MRM and a set of preferences across the capitals.
