The Work Health and Safety Act 2020 (WA) (WHS Act; DMIRS, 2020) and associated Work Health and Safety (Mines) Regulations 2022 (WA) (WHS Regulations; DMIRS, 2022), supporting guidance materials and other laws, such as the Sex Discrimination Act 1984 (Cth) (SD Act), have imposed new duties on every person or business conducting an undertaking (PCBU) in Western Australia, including those operating in the mining industry. These laws and associated guidance materials combine to require owners, operators and contractors to discharge positive duties and better report and manage psychosocial hazards in the workplace. For mine operators, there is a positive duty to not only identify and eliminate hazards relating to psychological harm, sexual harassment and gendered violence at work, but to also report incidents to the safety regulator that could result in serious harm, even while internal and police investigations are ongoing. Traditional mines safety teams are navigating the evolving frontier of psychological and gendered safety as the duties relating to psychosocial safety and sexual harassment at work continue to expand. This paper will review the legal obligations on PCBUs to conduct internal investigations into critical psychosocial incidents and gendered violence on mines, whilst balancing the demands and sensitivities of investigations by the safety regulator and police. There are emerging approaches to safety investigations that can aid PCBUs in managing their investigations of psychosocial incidents and gendered violence, including trauma-informed investigation techniques, collaboration with psychological experts and the use of limited legal privilege. Well managed and sensitive investigations can foster trust amongst workers, result in improved incident reporting by workers and lead to enhanced safety outcomes for the resources industry whilst preserving the legal positions of involved PCBUs. Specifically traversing the new duty to consult, cooperate and coordinate, this practical session will arm mine managers, safety professionals and human resources professionals, from mine operators and mining contractors alike, with tools and processes to bring to safety investigations, particularly on residential mine sites.

Movement of the fragmented rock mass is an inevitable consequence of open cut blasting. Uncontrolled, unaccounted movement from blasting commonly causes ore loss and dilution from waste mixing. Therefore, the prediction of the post-blast location of both ore and waste is vital in grade control and of direct interest to mining geologists. Direct measurement techniques have matured significantly over the past decade, but their use remains expensive and labour intensive. Access and safety issues are further disincentives to regular movement monitoring. What is needed is a combination of direct measurement to establish baselines and reliable predictive modelling.The W H Bryan Mining and Geology Centre of the University of Queensland has pioneered 3D blast movement modelling using ‘physics engines’ to handle in-flight collisions and predict the final resting place of blasted material. Open cut metalliferous mines are a demanding environment for this style of modelling as they can involve complex geometries and variable buffering, which leads to inconsistent confinement. A version of the model designed to deal with these complexities is under development. A well-controlled field trial was needed to validate this new version.A validation trial was completed at a gold mine in South-East Asia. The aim was to increase throughput by increasing the blast powder factor without losing grade through dilution and mixing with waste. Four blocks were blasted to identify the effect of bench height and face confinement on ore movement, fragmentation and process throughput. The powder factor and blast timing were kept constant. Movement of the broken rock was measured by placing blast movement monitors at known positions in the block and then locating them after the blast. The majority of sensors were recovered, providing a unique insight into blast movement dynamics and generating a substantial data set for model validation.The model (called ‘MetaMove ‘) was calibrated for one blast and applied to investigate the extent of grade loss and possible mitigation strategies. Conventional mining techniques that involved firing across the strike of the orebody, and no post-blast boundary adjustment of the ore/waste boundaries prior to digging, were found to cause up to 44 per cent loss of high-grade ore, depending on the grade distributions. Post-blast adjustment of the ore/waste boundaries can negate this loss. The model indicates that altering timing and ensuring that the block boundaries are well confined can further constrain the movement of ore/waste boundaries. Thus, the model can be successfully applied to minimise grade dilution and limit misclassification of ore as waste whilst using higher powder factors to increase mill throughput. Application of a calibrated model to move ore/waste boundaries prior to digging will enable the production geology team to add significant value to the mining operation.CITATION:Cocker, A and Sellers, E J, 2014. The Kwademen Au deposit was discovered in 1977- 1978 following a regional geochemical survey carried out as part of a UNDP (United Nations Development Programme) and BUMIGEB (Bureau des Mines et de la Geologie du Burkina) mineral exploration programme. The climate in Burkina Faso is rather dry, with markedly seasonal rainfall averaging 800 mm pa in the Kwademen project area. The relief is low and the drainage poorly developed, so that soil sampling was preferred to stream sediment sampling. Rocks have been subjected to deep lateritic weathering, so that they are transformed into a mixture of Fe-oxides and kaolinite over depths varying between 30 and 40 m. At the regional stage, soil samples (30-40 cm depth) were collected a a 300 x 500 m grid. The Kwademen deposit was indicated by Cu, Zn, Mo and Au anomalies. Subsequently, an area of 9.2 km2 was covered by a detailed geochemical survey by soil (100 x 50 m) and auger sampling. The regional anomaly was fully confirmed, and subsequent drilling intersected mineralized ore shoots, justifying the establishment of an evaluation project led by the U.N.R.F. (United Nations Revolving Fund) in 1983- 1985.

The Ekati Diamond MineÖ is CanadaÆs first diamond mine and is located 300 kilometres northeast of Yellowknife in the Northwest Territories. The development of the mine supports sustainable development through the integration of environmental, economic and social considerations with the broad aim of minimising environmental impacts while maximising opportunities and benefits to northern residents and northern businesses. The environmental assessment and regulatory processes for the Ekati Diamond MineÖ were the most extensive seen in the NWT to that date; in Canada only uranium mines receive more attention. In addition to the regulatory requirements, an Environmental Agreement was negotiated with the Governments of Canada and the Northwest Territories to address environmental concerns not covered by existing legislation and regulation. Under the agreement an Independent Environmental Monitoring Agency was set up to oversee the regulatory process and implementation of the Environmental Agreement. Environmental stewardship is implemented through an Operational Environmental Management Plan, part of which includes effects monitoring programs for wildlife and aquatics where available traditional ecological and scientific knowledge are integrated to broaden our understanding of the tundra environment. A Socio-economic Agreement was concluded with the Government of the Northwest Territories to maximise employment and business benefits to the north. Voluntary and confidential Impact Benefits Agreements (IBAs) were also negotiated with four Aboriginal groups who use the area where the mine is located. The intention of the IBAs is to foster development initiatives and a partnership thereby helping to insure that benefits from the project flowed to the Aboriginal groups despite a lack of settled land claims in the region. All these were completed before commercial production in October 1998. Employment targets of 62 per cent residents of the Northwest Territories and 31 per cent Northern Aboriginal have consistently been met thereby ensuring benefits flow to residents of the Northwest Territories. In 2000, $316 million was spent to support operations at the Ekati Diamond MineÖ. Of this, 82.2 per cent of total spending and 26.6 per cent total northern spending was northern and northern Aboriginal businesses, respectively. The environmental and socio-economic monitoring results are reported annually to the responsible government agencies and potentially affected Aboriginal groups. To date, there have not been any significant adverse environmental effects documented and socio-economic targets have been met.

Fe-26Si-9B (wt per cent) alloy has been identified as a potential high-temperature phase change material (PCM) due to its attractive properties, such as its high latent heat of fusion and low volumetric change during solid/liquid transition. For the successful utilisation of this alloy into thermal energy storage (TES) systems, the development of a cost-effective production method is essential. Presently, the Fe-26Si-9B alloy is produced by mixing FeSi alloys with either pure boron element or FeB alloys. However, the use of pure boron is financially prohibitive, and the carbothermic reduction results in high greenhouse gas emissions and high energy consumption in the production of FeB alloys. In this regard, our study proposes a silicothermic reduction method to produce Fe-26Si-9B PCM by using FeSi alloys and B2O3-based oxides. Accordingly, the influence of various parameters on the production process was investigated, including operating temperature, holding time, B2O3 content in the added oxides, and initial Slag/Metal (S/M) ratio. Based on the experimental results, the optimal parameters for producing FeSiB alloys with over 9 wt per cent boron were determined. Consequently, it was documented that the FeSi alloys and the added oxides enriched with 50– 65 wt per cent B2O3 should be subjected to temperatures ranging from 1550–1650°C, maintain an initial S/M ratio exceeding 1, and ensure a holding duration beyond 1 hr. Moreover, the energy consumption of this process was estimated to be ~1.86 MWh/t metal and the mass loss was lower than 7 per cent. Therefore, silicothermic reduction offers a sustainable approach for producing FeSiB alloys with a boron content above 9 wt per cent.

Strategic mine scheduling is an industry best practice for increasing the long-term value of mining operations and supply chains. The application of optimisation technology such as mixed integer linear programming (MILP) is able to achieve a mathematically optimal result for a given scheduling model. Such a model will typically define the available source material, processing options and desired constraints for accessing and processing the material. Most strategic scheduling models, however, do not include a sufficiently detailed model of capital expenditure options related to capacity expansion.Typical strategic schedule models do not include important capital expenditure features such as capacity decay or expiration (limited lifespan of trucks), precedence relationships over time (rail construction before a new plant or non-linear expansions due to economies of scale) or mutually exclusive option sets (choices of plant size). By not including these features, a strategic mine scheduling model for a capital-sensitive operation is unable to be optimised to deliver maximum value or profitability.This paper presents several results of MILP optimisation using advanced capital expenditure modelling for mining operations and supply chains. Results of the study demonstrate that optimising capital expenditure at the same time as optimising the mining schedule allows for minimisation of capital purchasing, optimal timing for those purchases and optimal scheduling around them. "There have always been development projects that fall short of expectations. In the last decade, we have seen more than the usual number of mining and oil/gas development projects taking significantly longer to develop and costing materially more than expected. The recent resource-equity market slump proves that investors are now far more cautious about investing new capital in the mineral and petroleum resources sector.What have we learned since 2005? Why have projects missed their targets? Why do investors often feel misled?Valuation of a project and the estimation of value is a more complex process than the evaluation of the merits of project development. The merit of project development can be clear from a prefeasibility evaluation, but this is no reason to skip the rigour of a feasibility study. The valuation of any project that is developed with any added risk should be discounted for this added risk.The development of a project impacts on other stakeholders, and the indirect cost of these impacts can have material implications for the cost structure, time and ultimate valuation of the project for its financial backers. The development of new projects (and thereby supply) can also have an impact on commodity prices, and therefore an impact on returns for financial backers.This paper will provide commentary on the author’s experiences and observations as a project developer and operator for 25 years, before becoming a project financier a decade ago.CITATION:Rozman, L I, 2016. Two key elements in the design of a pastefill or high density hackfill system are the preparation of the backfill material and its distribution underground. This paper examines these two areas. Owing to the essentially impervious nature of total mill tailings, preparation of pastefill and high density fill from current tailings involves a physical dewatering process. There are currently three methods available for this process: I. Vacuum or pressure filters. These represent the 'traditional' approach to the preparation of pastefill. 2. Paste production storage mechanism. This is a thickening/storage mechanism developed with the specific objective of producing paste/high density backfills. 3. Fluidization. This system utilises silos fitted with simple dewatering devices and nozzles. Recently developed by CANMET, it provides the simplest and most economical approach. This paper describes and compares the three preparation methods, from a practical and an economic point of view. Once the pastefill/high density fill has been prepared and binder added, the backfill must be distributed underground into the stopes. A fundamental factor in the design of a distribution system is the rheology of the material- No two materials will exhibit the same properties, and a sequence of rheological and related testing is required prior to the completion of the design of the underground distribution system. This paper covers the testwork normally required and discusses the fundamental design parameters of pastefill distribution systems. The final section of this paper summarises the use of pastefill at three mincsin Canada.

The sixth international symposium on mining with fill nearly coincides with the 25th anniversary of the Jubilee Symposium on Mine Filling. That symposium, held in August 1973 in Mount Isa, in part to commemorate the 80th anniversary of The Australasian Institute of Mining and Metallurgy, was the first in what has turned out to be a very successful series of symposia. Subsequent symposia were held in Sudbury, Canada (1978), Lulea, Sweden (1983), Montreal, Canada (1989) and Johannesburg, South Africa (1993). The series of symposia has now become an established part of the mining industry calendar, and it will be interesting to see which country is given the honour, and accepts the challenge, to organise the next symposium.One way of predicting the future, or some small part of it, is to revisit where we have already been with a view to determining the existence of any trends that may impact on the future. An historical review of filling practice and research, with special emphasis on Australian experience in particular and worldwide in general over the previous 25 years, will enable me to address the historical and predictive objectives. Controversy can always be achieved by producing a best of list; it can be guaranteed that everyone will disagree with at least one of the nominations. On this occasion, the best contributions by individuals or groups in a number of areas of mine fill technology, over the last 25 years, will be the basis for the nominal awards. The controversy can be increased by posing a number of questions that, hopefully, some of the authors will address during their presentations. I imagine the social functions will be busy enough, but the questions may just add to the cut and thrust of the debate.

Future developments in the mining sector will be driven by the need to increase safety, ecological sustainability and efficiency. Autonomous systems represent a huge step towards achieving these goals. This paper describes the basic infrastructure of an autonomous system – essentially a network of distributed sensors. Although the sensors are distributed, the overarching communication network with its related middleware offers a transparent and uniform layer. This middleware acts as an abstraction layer which priorities information and provides information to other platforms on request. This permits higher-level autonomous functionality to utilise all information available in the system regardless of where data has been generated or via which physical communication link it has been processed.The Personnel Proximity Detection (PDD) system is described in detail as an example, with details not only of the system itself, but also of the essential full integration and how the abstraction layer allows this technology to be plugged in at any location of the network. The paper ends with a summary of the content and a conclusion.

High-nugget gold orebodies are difficult to model in 3D because samples from diamond drill core are generally too small to provide reliable estimates of the gold content of the larger body of rock, and therefore interpolation of gold assay values between drill holes is also unreliable. As a result, gold resources are generally underestimated in areas of high nugget. In practice, proxies for gold mineralisation, such as presence of alteration, specific structures or high vein density, have been used by geologists to predict rocks which are favourable for mineralisation. However, there has been no automated method for combining the predictive capabilities of several proxies, except by human judgement.We have been developing a method to combine several different types of geological features or geochemical analyses into a single measure using conditional probability. Conditional probability provides a meaningful numerical measure for the favourability of rocks for containing high-grade gold mineralisation. This measure can be interpolated in the exploration space, providing a sound basis for a 3D model of the orebody. We have developed this technique using data from the Sunrise Dam Gold Mine, which is a high-nugget orebody hosted in a structurally complex Archaean greenstone belt and which has historically proved to be a very challenging orebody to model.CITATION:Hill, E J, Nugus, M J, Clark, F, Oliver, N H S, Cleverley, J S and Carswell, J T, 2013. Classification within the Inferred Resource category is based on geological judgement and the balance of extrapolation versus interpolation that the Competent Person is prepared to accept. These resources are typically drilled at spacings well in excess of the geostatistical range and at a density that is non-uniform. In many cases, a substantial proportion of the available data will be historical, and should be considered with more recent data sources. The provision of a robust geological model will increase the confidence in any resource estimate, and should be viewed as a critical component. The definition of Inferred Resources is of great importance to vein gold projects, since Indicated and Measured Resources generally require costly underground development for delineation. Indeed, many gold vein operations possess substantial quantities of Inferred Resources (>75 per cent) in their resource inventory both at project start-up and during production. This contribution explores a number of the key issues when using the Inferred Resource category and presents four recent case studies.

It has long been known that closed circuit grinding with a classifier improves grinding efficiency, reduces unit specific power consumption, and reduces over grinding. The classification device removes material from the circuit that has reached the desired size and returns coarse material back to the mill for further grinding. The efficiency of the classifier is an important factor in the overall performance of a grinding circuit. The classifier affects the capacity of the grinding circuit and the metallurgical performance of downstream operations. Cononish is a steep, narrow NE-SW trending vein system that was emplaced into late Proterozoic metasediments. It shows brittle style deformation and postdates metamorphism and associated Caledonian foliations. The ore shoots plunge 45¦SW, have a 40 to 80?m intersection with the existing underground development and extend between 40 and 260?m down plunge. Small-scale sulfide-bearing domains within the vein carry the highest gold grades. They collectively define the ore shoots, where one or two and rarely three of the domains are present at an individual site in the vein. Gold occurs as electrum, with minor native gold. Silver occurs additionally as tellurides and native metal. The gold/electrum is fine-grained, generally <100?¦m in size and locally clusters. Visible gold up to 2000?¦m in size is rare. Gold and silver are generally spatially associated with sulfides in quartz. The main sulfide is pyrite, but galena, chalcopyrite and sphalerite occur also. Electrum and gold occur with galena in pyrite-hosted fractures. Gold is also associated with the contacts between galena and pyrite grains. Discontinuity of individual domains, variation in domain thickness and internal heterogeneity results in short scale variation in grade across the structure. Over 16?km of diamond drilling and a 1.2?km exploration adit has provided data to support a Mineral Resource estimate of 169?000?oz Au and 631?000?oz Ag reported in accordance with the 2004 JORC Code.CITATION:Dominy, S C, Platten, I M, Xie, Y and Sangster, C J S, 2013. I The South Platform of the Gippsland Basin is an extensive area of shallow basement covered by a relatively-thin Late Mesozoic-Cainozoic section. Although the sporadic exploration to-date has not resulted in any hydrocarbon discoveries, the area is under-explored and its taste potential has not yet been fully evaluated. The best potential appears to be in areas underlain by the Golden Beach Megasequence where structures are mainly related to basement fault blocks.

ADDRESS BY THE PRESIDENT OF THE INSTITUTE (MR. J. G. SYMONS) IN PRESENTING THE AWARD TO ELLIOTT SYLVESTER TIMOTHY O'DRISCOLLTim O'Driscoll comes from a mixture of Irish and Scottish stock. His family on the paternal side settled on land in Western Australia in the middle of the last century. His family on the maternal side were part of the W.A. goldfields scenc, including places such as Kanowna, and the Great Fingal mine, near Cue, where his grandfather lies buried.The combination of land and mining environments may perhaps have contributed to an innate interest in geology shared by Tim and his two brothers, all of whom became geologists.Tim showed an early liking for mathematical and geometric subjects, and in his B.Sc. studies at the University of Western Australia he took a major in mathematics along with geology in 1940.His first job was on the Kalgoorlie Golden Mile, and then at Norseman. After serving as a flying boat navigator in the north and south Pacific theatres in World War II he returned to Kalgoorlie and thence to Broken Hill.

For more than 15 years after the Northparkes orebodies were first discovered in 1976, the project was delayed by the need to find an economic way of mining the low-grade E26 deposit. The decision to use a low-cost block caving method to mine the orebody was made in the early-1990s; but the project's future did not solidify until 1993 when a radical new approach was adopted which sought to integrate business imperatives with technology and organisation strategies. The approach led to the establishment of a strategic vision which tied together all the components that could have a major impact on the project, to provide a framework for guiding strategic choices. The strategic vision strived to break away from the old rules of how mines are organised and operated; and involved finding imaginative new ways to radically redesign mining processes to achieve quantum leaps in performance.

The 50 million tonne Mount Morgan gold-copper deposit (4.99 g/t Au, 0.72 per cent Cu) was an irregular pipe-like body of quartz and pyrite, with subordinate chalcopyrite, magnetite and gold. Mineralisation was hosted by the Middle Devonian Mine Corridor Volcanics which occur as a roof pendant within the Late Devonian Mount Morgan Tonalite. On three sides, the deposit was enclosed by a series of normal, concave, listric faults and surrounded by outward-dipping Mine Corridor Volcanics. The tonalite which bounded the western side of the deposit transgresses the domal structure with no apparent interference. A pipe of intense, texturally-destructive, quartz-sericite-chlorite ¦ pyrite underlay and partly surrounded the deposit.The volcanic setting of the deposit, its shape, metal content and associated footwall alteration are consistent with a subsea-floor replacement origin for the gold-copper mineralisation. Mineralogical studies have confirmed the deposit has been recrystallised and annealed by a thermal metamorphic event, most likely the intrusion of the Mount Morgan Tonalite. Pyrrhotite Pipe mineralisation replaces annealed massive pyrite, suggesting that it formed during retrogressive metasomatism associated with tonalite emplacement. Telluride minerals have a close association with chalcopyrite, and no evidence for a late telluride paragenetic stage was observed. Telluride mineralisation is inferred to be genetically related to the massive sulphide mineralisation, and a separate magmatogenic origin for this mineralisation is discounted.
