The arbitration process, and its drawbacks: Any time you have taken part in a major arbitration, and the decision, when it comes out, is not what you thought it would be (which is bound to happen occasionally), the normal reaction is something like æthe arbitrator got it wrongÆ. Again normally, when you have cooled down a bit, and you look in more detail at the decision, you can see, probably, æwhere he got it wrongÆ (it is only male arbitrators who get it wrong). Ultimately, when reason prevails, and you reflect on it, you can see that what really happened was that you failed to get the arbitrator to see what you were getting at in the point or points concerned. This is doubly frustrating, when you consider what has been involved in getting to this point, having been through it all at least twice. An alternative to this process may be the dispute review board.

The limited contrast range of conventional black and white imaging does not enable full use to be made of the dynamic range of the video signal obtained from a scanning electron microscope or microprobe. The use of false colour substantially increases the information that can be derived from such images enabling relationships to be displayed that cannot be observed in black and white. This capability is now used extensively in combination with quantitative electron microprobe analysis as a research tool for ore characterization and host rocks studies related to minerals exploration in the CSIRO Division of Exploration Geoscience.

In Australia, the term "heavy mineral deposits" is used to denote sands which contain variable but economic quantities of the minerals rutile, ilmenite and zircon, often with minor amounts of monazite and xenotime as co-products. Australia has been a significant producer of rutile, ilmenite and zircon from such sands for fifty years and has long been the leading producer of rutile and zircon. The industry had its beginnings with the mining of present day beaches in northern NSW in 1934. Early work was small scale and in some cases involved hand winning of naturally concen- trated mineral for direct export. During World War II and immediately after the industry became increasingly mechanised and by the 1970s on the east coast operated between Newcastle, NSW north to Fraser Island in Queensland. Deposits worked included present day beaches, fossil strand lines up to 5 km or more inland from the present coast and aeolian concentrations. In the mid 1950s, operations commenced on the west coast of WA, south of Perth. Western Australian mineral sands tend to be rich in ilmenite as compared to the east coast. However the WA ilmenites are lower in chrome oxide and make a better syn- thetic rutile feedstock.

At its Port Kembla Plant, Australian Fertilizers Ltd. manufactures Superphosphate and other Phosphatic Fertilizers.Phosphate Rock is received from Nauru and Ocean Island. It contains water insoluble tri-calcium phosphate, Ca3(PO4), to an average of about 86%.It is crushed to pass a 20-mesh x 26-gauge woven wire screen, and is then treated with Sulphuric Acid to give the product Superphosphate with a water solubie prosphate content of 20.5%, estimated as P205. Sulphuric Acid is made by the chamber process. Three sets of chambers are installed, on,e five-chamber set of timber frame work construction and the other two of more recent date, each with four chambers of steel frame work construction. A fourth chamber set is now being built.Sulphuric Acid is delivered for use. at about 70% H2S04, the strength depending upon the rock used.Mixing - The crushed rock and sulphuric acid are mixed in weighed and measured proportions respectiyely in one-ton batches in revolving cast fron pans, mechanically stirred. The mixture, while still slurry, is run into a closed horizontal concrete cylinder (den) where, with the completion of the chemical reaction, it rapidly sets as Superphosphate.Approximately fifty batches are required to fill a den. When full, the den is opened ana the mass cut out by a revolving cutter. The product is elevated and conveyed to any required position in the Superphosphate storage shed, where it dries and matures.Despatch - As required, the Superphosphate is excavated by a two ton grab and conveyed from the matured "dump" to bagging units where it is disintegrated, screened and bagged at twelve bags to the ton. The filled !Jags are closed by machine and delivered to railway trucks immediately.Mixed Fertilizers - Sulphate of Ammonia, Sulphate and Muriate, of Potash, and Blood and Bone are mixed with Superphosphate and thoroughly incorporated to give different mixtures to meet special plant requirements.

This paper covers only the energy uses of natural resources and does not deal with non- energy uses, which in 1975 were of the order of 10 per cent of the total consumption of energy resources. The United Nations `J' Series of Statistics ex- presses each of the various forms of energy in terms of its coal equivalent in metric tonnes and this basis is followed in this paper. THE de-silverizing of base bullion at the Port Pirie works is carried out in accordance with the principles of the well-known Parkes process. The base bullion produced by the blast furnace department carries (apart from silver values) impurities, the chief of which are copper, antimony, and arsenic. In order to more clearly indicate the grade of the base bullion, the following analysis, representative of a half-year's production of base bullion, is submitted...Before proceeding with the actual operation of de-silverizing, it is necessary that the impurities, copper, antimony, and arsenic, should be eliminated. This is accomplished in the following steps :- (1) Removal of Coppel - Copper is largely present in the base bullion as dissolved sulphide, and this is removed by liquation in a reverberatory type furnace, of which the following are the essential details :-Working temperature 7500 to 8500 C.Coal consumption per 24 hours 2 tons.The hearth of the furnace is encased in a steel tank 22 ft. 4 in. long by 13 ft. 4 in. wide by 2 ft. 10 in. deep; the bottom of the tank is covered by a depth of composition conforming to the invert :-Cement 39 cwt.Brick dust 8.4 tons.Fireclay 0.6 tons.Sand 0.6 tons...

Research in the field of cut-off grade optimisation has shown a relationship between cut-off grade, project life and net present value (NPV). Lane’s theory demonstrates that cut-off grades can be optimised in order to maximise project profitability. Although the theory forms the basis for many open pit mining projects, application of the theory in underground mining remains limited to-date. The main reason for this is the complex interaction between all processes in underground mine planning, which makes it difficult to apply Lane’s mathematical optimisation approach.Recently a new stope optimiser product was released. The AMS Stope Optimiser automates the design of underground stopes at user-defined cut-off grades and allows for rapid evaluation of mine designs at different cut-off grades. Using this software, an optimisation approach was developed and validated on an underground gold deposit in northern Sweden. Potential project NPV increased by approximately 30 per cent when using this new approach.Spatial grade uncertainty in mineral resources was identified to be a major risk in underground stope design. The optimisation approach was further extended to account for grade risk using estimated and stochastic simulated resource models. Grade control is a process of maximising value and reducing risk, through the delivery of quality tonnes to the mill via the accurate definition of ore and waste. It essentially comprises data collection, integration and interpretation; local resource estimation; stope design; supervision of mining and stockpile management. The foundation of all grade control programs should be that of geological understanding led by high-quality mapping and sampling to drive appropriate estimation strategies and mining. Gold veins show various complex features relating to erratic grade distribution (nugget effect), variable geometry and internal architecture. These include variations in dip, strike and width, late-stage faulting/shearing effects and geometallurgy. Such variations generally require close geological understanding to ensure optimum grade, minimal dilution and maximum mining recovery. A well designed grade control program will prove to management and stakeholders that by applying geological knowledge, the mining process can be more efficient and cost effective. This paper reviews the issues of grade control in underground gold mines and focuses on integrated mapping and sampling through three case studies.

The South American mining community leads the world in recognition and adoption of the latest grinding mill relining technologies. Clearly this region has recognised the benefits of improved relining performance as a defence against the Global Economic Crisis. Five of the six RUSSELL TWIN 8 Mill Relining Systems, ordered to date, are either operating or being manufactured for South American mine sites. The sixth is for Sino IronÆs Cape Preston Project in Western Australia. This paradigm shift, towards very short relining times, aims at displacing mill relining activities from the critical path of concentrator maintenance shutdown schedules. The first uses of the RUSSELL TWIN 8 Mill Relining System have seen some of the highest semi-autogenous grinding (SAG) mill new liner placement rates ever observed by Russell Mineral Equipment (RME), as would be expected with two, independent Machines working simultaneously in the one mill. The liner replacement rate, averaged over the whole reline is good (27 per cent improvement over single Machine System in the same mill) but short of full potential. This modest result can be attributed to reline crews unfamiliarity with RUSSELL TWIN 8 System operation. This paper compares a sample of conventional (single machine) RME Mill Relining System performance data with one ædouble headÆ mill liner handler by others. Early performance of EscondidaÆs new RUSSELL TWIN 8 System performance is then compared with recent single machine data from Escondida, immediately prior to RUSSELL TWIN 8 commissioning. RME and Escondida look to constantly improving RUSSELL TWIN 8 System performance as full operational familiarity is achieved. The preparation of this paper revealed a need to develop a global industry standard for mill relining data collection. A web based platform to develop data collection templates is also discussed in Appendix 1.

In 1984/85 financial year Australia produced 529 thousand barrels per day (kbd) of crude oil. By far the major contribution (453 kbd) was light waxy oil from offshore Gippsland, Victoria. When these discoveries were made in the latter 1960s, imported oil was available in abundant supply and at low prices. Because of this, the Gippsland producers persuaded Government to control the marketing and pricing of their crude, and thus provide the required security of offtake. Political events in the middle East created supply shortages during the 1970s, and dragged up government selling prices for OPEC crude oil. Thus Arab Light crude that sold for less than US$2/barrel (bl) in 1970 reached $34/bl in 1981. Following the consequent decline in world oil demand, in 1982, Australian refiners sought to evade their obligation to lift Gippsland crude. Hence, in 1983, the Government was forced to introduce a floor quota of 385 kbd of Gippsland crude liftings and to allow producers to export any additional production refiners did not require. On expiry of the old arrangements, Government introduced a partial free market from January 1985, whereby the balance in excess of 350 kbd may be sold to Australian refiners at negotiated prices, or exported as before. In 1984/85 exports were some 90 kbd and will be higher in the current year. About half this total has been exported by BHP, providing valuable experience and lessons which are described in the paper.

The nation of Fiji is located the South Pacific on the æRim of FireÆ some four hours flying time from the eastern sea board of Australia. It is a tourist destination situated on the main route from Australia to the Americas. Fiji is a developing country that has had a fewsetbacks but the country has able, happy people that are very resilient. Most importantly, the country is a safe destination for tourists and businesspeople as the local people are friendly, have good ethics, and most speak English. Fiji is a very willing nation, hungry for knowledge and advancement. The Fiji geological setting on the æRim of FireÆ, that runs from New Zealand across the Pacific through Fiji and on to Papua NewGuinea, has many large deposits of gold and copper. Fiji is an exciting destination for mineral explorers with discoveries of gold, silver, manganese, bauxite, iron and copper. Gold was first discovered in 1921 and the first two mines opened in 1935; one of which was Emperor Gold Mining Company (EGM) the other being Mt Kasi. EGM mines gold on the margin of the Tavua caldera, some 85 km north of the Nadi international airport. EGM has operated continuously for close to 70 years, producing approximately 6.9 million ounces of gold and has an underground reserve of 847 600 ounces with a total mineral resource of 12 335 600 tonnes at 10 g/t (as given in the Emperor Mines Limited Annual report 2003). The mineralisation in Fiji is very exciting and it is common to discover spectacular intersections and outcrops, which are typical for this type of epithermal narrow vein mineralisation, but be aware that the orebodies are variable and not easy to understand.

Enhance Fine Particle Flotation by Hydrodynamic Cavitation Difficulties in fine particle flotation are well documented. Microbubble flotation has been found to greatly improve the recovery of fine particles and in situ gas nucleation by hydrodynamic cavitation incorporated in the design of modern flotation machines has shown great performance in fine particle flotation and potentially in coarse particle flotation. In this presentation, we will provide an overview on gas nucleation by hydrodynamic cavitation and its role in fine particle flotation with focus on the progress made in our research laboratory. Hydrodynamic cavitation was achieved and the critical role of dissolved gases in the liquid was elucidated by visualisation in a high intensity agitation cell. The in situ gas nucleation on fine particles by hydrodynamic cavitation was identified by zeta potential distribution measurement in model systems. Gas nucleation by hydrodynamic cativation was found to effectively aggregate hydrophobised fine particles thereby leading to enhanced flotation kinetics. This is an abstract only. No full paper was prepared for this presentation.

The paper focuses on explosibility conditions in underground coal mines, the behaviour of explosions from initiating gas ignitions to violent dust explosions and the effectiveness and limits of operation of current designs of passive explosion barriers in suppressing the flame front. Areas of particular emphasis include: passive explosion barriers are not designed to protect personnel in the flame initiation zone and its immediate surroundings; passive dust and water barriers are generally considered ineffective against methane ignitions of the magnitude that can occur at the working face; dispersal of suppressant from passive barriers is adversely influenced by equipment, including conveyor belts, located in the barrier zone; current regulations in Australia do not specify the installation of barriers in all roadways leading to the face, so their use has a limited capacity to contain explosions; a manifest design limitation is that passive barriers are restricted to one operation and are therefore ineffective against repetitive fire gases explosions; and the practice of stone dusting in roadways inbye the barrier zone could conceivably adversely affect the operation of passive barriers. The paper discusses performance evaluations made in full scaleexplosion galleries and the use of alternatives to passive barriers,including the installation of active barriers under some circumstances.

This paper explores recent industry training programs and lessons for supervisors. The Belbin Team Role model was used to increase participants’ awareness of behaviour and its application. The application of the Belbin model to underground, open cut mine and quarry supervisors is discussed.The key to team success may rest with the expertise and experience of its members, but increasingly effectiveness depends on how team members understand, acknowledge and support each other’s behavioural strengths. Discovering strengths is a challenge, both for their measurement and for the encouragement of team members to use the knowledge of themselves and others in the team. Using behavioural models provides a constructive approach and a language for supervisors as they build personal motivation and engagement.Prima facie, the mineral industry’s work may be too vigorous for teams and their managers could be more prone to use ‘solo’ or traditional management styles. Managers and supervisors must know when work allocated to a team is appropriate or where individual effort should be applauded and rewarded. For practical people with well-developed technical skills, improving the soft skills necessary for a supervisor requires some reflection and effort. The Belbin behavioural model can be an effective tool for recognising characteristics that can assist teams to be more productive.Experiencing the Belbin Team Role model as part of an industry qualification is important for supervisors studying to refine their team leadership skills. Data are available for participants to assess the nature of their teams and to confront the appropriateness of the behavioural mix for the work of the team and its individual members.So what are the next steps? All team development must have a place in the strategic thinking and plans of the enterprise. In May 1991, AZSA commissioned a new conventional Cell House. This paper focuses on the major improvements introduced in the design and the construction of the equipment, machinery and control. An effective control system together with good reporting and routine operation has resulted in quality control of the Cell House at the highest possible level. Consequently the monthly current efficiency consistently averages above 93 per cent with a total energy usage of 3000 AC kWh/t of cathode zinc. The new concept for the year 2000 and beyond is introduced.

The Australian Coal Combustion Testing and Research Facility has been operating commercially for one year and during that period coal product evaluations have been conducted on behalf of four coal companies and one electricity commission. The facility is equipped to assess the behaviour of steaming coal in milling, combustion (including flame stability, burnout and heat transfer), ash deposition and erosion, fly ash collection and gaseous emissions. The relevance of the results of the pilot testing to industrial practice was demonstrated during the calibration of the facility using four coals burnt in Australian power stations. The calibration coals were from the Tarong and Gladstone Power Stations in Queensland, tluja Power Station in Western Australia and Bayswater Power Station in New South Wales. Also an opportunity arose to visit an overseas power station to observe a full scale test burn using one of the early coals tested on a commercial basis in the combustion test facility. The calibration trials showed excellent agreement with industrial coal performance in t:orms of flame stability, turndown, carbon burnout and gaseous emissions. Encouraging correlations were also found in the case of furnace radiation, boiler deposits (slagging and fouling) and electrostatic precipitation. In the case of the last group the only real reservations about the correlations are due to the non-availability or qualitative nature of results collected around the power stations. In all cases there is a high degree of confidence in the facility's ability to predict the relative performance of different coals and in some cases direct numerical predictions can be Made.

Strategies and achievements in the Asian steel industry to construct industrial ecological chain are reviewed largely in the case of Japan, Korea and China. Emphasis is placed on the development of resource circulatory system for the minimisation of various wastes and emissions of green house gases (GHG), toxic gases and polluting particulates. The minimisation includes:Rationalisation of iron and steelmaking processes; Implementation of available relevant measures/technologies; Life cycle assessment in designing steel from semis to assembled products; Reduction, reuse and recycling of materials and energies; and Utilisation of core competence technologies to process domestic and industrial wastes. In view of global nature of the above wastes- and emission-issues, inter-industrial linkage and international cooperation across the borders in the Asian countries have become more important. Inter-industrial linkage definitely serves to cut back the wastes and emissions. Examples of such linkage and factors influencing the sustainability of the linkage are described with expectation for further development of the linkage. Importance of international cooperation cannot be overstressed under the circumstances where steel production in China exceeded 220 Mt and world production exceeded 945 Mt in 2003 and is still increasing. Practical measures are discussed to enhance the linkage and cooperation for effectively promoting the reduction, reuse and recycling, including implications for the nonferrous industry.

Staurolite is one of the major contaminant minerals contained in the Tiwest Cooljarloo orebodies. Approximately 80 per cent of staurolite in mined ore, reports to the heavy mineral concentrate that is supplied to the Dry Mill. Staurolite in heavy mineral concentrate is typically five per cent by weight and has no significant effect in the Dry Mill other than to occupy equipment space, reporting as a tailing, that requires transportation and disposal back to the mine site. Staurolite is an aluminosilicate with a MohÆs hardness of 7.5. It is known to have potential as an abrasive blast agent and it is produced in substantial quantities in the USA for that purpose. Research indicated that there was potentially a market for staurolite within Australia, as a replacement for some of the lower grade abrasives as well as a material of choice. A small tonnage of staurolite product was manufactured through a simple circuit within the Dry Mill in December 1998. This was subjected to industrial scale tests by external companies specialising in sand blasting. The most significant batch of tests were conducted at the Tiwest Chandala site on plant and equipment undergoing corrosion repairs. Staurolite was tested against three other commercially available abrasives and compared very well with respect to surface profile, surface texture, coating adhesive strength and dust generation. As part of a due diligence study, free silica, radiation and heavy metals contents of spent abrasive and dust was investigated. This information was needed to seek approval from the appropriate Western Australian statutory authorities to sell staurolite as a product. Approval was received in November 1999. Tiwest has since installed a production circuit in the Dry Mill capable of producing 20 000 tpa of Staurolite.

It is possible to closely simulate the product sizing distribution from an industrial rod mill by the correct choice of parameters in laboratory batch milling. For laboratory batch rod milling, changes in per cent critical speed and per cent rod volume cause the product sizing distributions to move in parallel at a constant slope. For ball milling, larger sized media in batch milling grind more coarse material giving a closer simulation to the industrial rod mill product. Changing the feed size distribution by removal of coarse particles or addition of fine particles changes the product sizing distribution, but would not normally be practiced in laboratory testing. These data should be applicable to many instances where laboratory simulation of an industrial product size distribution is required.

The current genesis of pisolites and channel iron deposits (CID) has been defined in a way that presents CID as unique in the world. The published material on detrital pisolites mostly details the West Australian CID; most other global occurrences of iron-rich pisolites would seem to have an in situ genesis. An alternate theory for the origin of the Hamersley CID is suggested, involving an older greensand protore derived from volcanic ash and deposited on a glaciated Hamersley surface. This paper presents the author's observations, sampling and mapping after several years study and exploration for pisolites and CID in WA and in some locations overseas. It is not what one would call scientifically complete, and possibly asks more questions than it answers, but it is presented as a point for discussion.
