A knowledge of the value of the activity coefficient of cobalt oxide in slag as a function of composition and temperature is necessary if effective strategies are to be devised to maximise the recovery of cobalt in nonferrous smelting processes. This work reviews previous studies and shows that comparison and evaluation of the results is hampered by variations in the choice of standard states for the species. Published results have been recalculated to a common set of standard states with a preferred value for the Gibbs free energy of formation of cobalt oxide. It has been shown that the value of the activity coefficient of cobalt oxide referred to the solid standard state in iron silicate slags is approximately two, at temperatures from 1523 to 1623¦K. It is suggested that some contradictory results are most likely due to errors in the measured partial pressure of oxygen.

This paper identifies the challenges and opportunities for mining companies and communities in investing in human rights compatible, credible, effective and representative company-community relationships.   The paper draws on the work of Professor John Ruggie, Special Representative to the United Nations Secretary General on Business and Human Rights, and his Protect, Respect and Remedy framework for business and human rights, The CDA Collaborative Learning Project, and the experience of Oxfam Australia. This paper begins with the premise that Australian companies commence operations offshore with high expectations and a willingness to work harmoniously with local communities. However, as companies increasingly engage in global operations - particularly in weak governance and conflict zones - the challenge to establish and sustain rights compatible, meaningful, corporate community relationships and grievances mechanisms becomes both more complex and necessary. Establishing trust and honouring commitments made to communities, including legacy issues, is a critical component in good corporate community relations.   The second part of the paper will identify some of the impacts and challenges of mining that need to be addressed in corporate community negotiations and consultation. Respect for indigenous people's rights and their right to give or withhold consent for a project to proceed is increasingly evident, as is the growing global expectations with regard to revenue transparency. As such, key challenges include: grievance mechanisms; free prior and informed consent; transparency and accountability; the gender impact of mining; resettlement, compensation and benefit sharing; and security issues.   Finally, the paper will provide practical guidance to companies on how to establish effective corporate community relationships. It will include examples, such as human rights impact assessments, gender impact assessments, and establishing local level grievance procedures. The paper will include an Oxfam Australia case study of a dialogue mechanism at Tintaya copper mine in Peru.

Computation is believed to be a powerful tool in scaling-up chemical processes and in designing materials, however, is being challenged by low predictability and limited scalability. This presentation will discuss the promising future of multi-scale computation in solving these two problems to realise the real-time simulation of industrial processes. Multi-scale structures are a common nature of most chemical systems and the meso-scale phenomena are believed to be the road blocks not only in improving the predictability of physical modeling but also in extending the scalability of computation. Focusing on the meso-scale phenomena, a series of research has been carried out at the Institute of Process Engineering, Chinese Academy of Sciences, for the past three decades. Starting with a simple idea of modeling the meso-scale clusters in gas-solid two phase flows, the so-called EMMS (Energy-Minimisation Multi-Scale) model was established. In verifying the stability condition of the model, the pseudo-particle approach was proposed to explore the micro-mechanisms in particle-fluid systems, and the strategy of the EMMS model was extended to other six different multi-phase systems, resulting in a unified conceptual formulation of multi-phase complex systems expressed by a multi-objective variational problem. In applying this model to different multi-phase systems and to industrial problems, it was recognised that the EMMS model defined a new paradigm of multi-scale computation by realising the structural similarity between software, hardware and the problems to be computed. This paradigm of computation was implemented on a multi-scale supercomputer with a capacity of 1.0 petaflops by integrating CPUs and GPUs (Graphic Processing Units), showing high efficiency and low cost. Running the EMMS model on this computer, the simulation of hydrodynamics of multi-phase systems can be speeded up very much, indicating a promising future of virtual reality of process engineering. The presentation will review this series of work, introduce successful applications in industries, and will be concluded by emphasising the critical importance of the meso-scale phenomena as the bridge between macro-dominants and micro-mechanisms. In the iron ore industry significant emphasis is placed throughout the mining process on meeting chemical composition specifications for the export of fine ores, however, little has been published on the implications of ore chemical composition for iron ore sinter and pellet product quality. The ore bulk composition, together with the nature of the minerals in the fine ore both play a critical role in determining the type of high temperature bonding phases that form during sintering and pelletising. This paper uses the experimental determination of phase relations in model sinter and pellet systems such as Fe2O3-CaO-SiO2 (FCS) and Fe2O3-Al2O3-CaO-SiO2 (FACS) to examine the links between iron ore chemical composition and the temperatures used during sintering and pellet firing. The phase relations help to establish the critical thermal and compositional parameters that control the bonding phase chemistry which in turn influences the physical characteristics of the sinter or pellet matrix. There is approximately 240 000 tonnes of arsenic trioxide dust stored in underground chambers at the Giant Mine in Yellowknife, Northwest Territories, Canada. To minimise the amount of arsenic released to the environment, a number of closure alternatives are being considered. One alternative is to mine the dust, encapsulate it and dispose the mixture into a secured landfill. The potential leaching behaviour of the encapsulated dust was examined in a laboratory programme. Cylinders of arsenic trioxide dust mixed with cement/aggregate and bitumen were prepared. The dust content varied between zero per cent and 60 per cent of dry weight charge. The cement cylinders were tested for strength, leaching and freeze/thaw durability. The bitumen cylinders were tested for leaching only. The results show that increasing dust content in the cement cylinders negatively impacts the strength and the freeze/thaw durability of the samples. A contributing factor is likely the high water to cement ratio in the samples. Leaching tests show that arsenic release from cement cylinders increase with increasing dust content. Arsenic concentrations in leachates do reach a plateau at a certain point in time. Arsenic release from bitumen cylinders was significantly lower compared to cement cylinders. Arsenic concentrations eventually were less than 0.05 mg/L in samples containing up to 25 per cent arsenic trioxide dust. Arsenic leaching rates were found to decrease by an order of magnitude over the course of three months.

This paper examines the problem of optimising the life-of-mine costs of an underground mine, focussing particularly on the costs associated with the underground development needed to provide access to and haulage from the ore zones. This mine optimisation problem is modelled as a network and a solution technique is outlined. The effectiveness of this solution technique is then demonstrated by applying it to a prototype test example and some actual case studies. Finally, extensions of this technique to other underground mining problems are discussed.

We are moving into an era where we experience the consequences of the skills crisis û namely many resource models have been generated by inexperienced people under pressure to deliver high quality resource estimates in unsupported environments, often without technical mentors. These resource models form the basis of our decision to pursue actual mining. This begs the question: how valid are the resource models that form the basis of our mining decisions? This paper presents various model validation tools such as comparison of input and output statistics, swath plots, sectional or bench comparisons between drill holes and models as well as a variety of other approaches. Each model validation tool currently used in industry is examined:how the tool generates results,what assumptions exist,what constitutes a pass/fail in the test, and what interpretations to consider when using the validation tool. Each validation toolÆs suitability and the inherent flaws in the underlying assumptions are also discussed. These are supported with examples of good versus bad validations. Our principles based reporting codes provide flexibility in how models are generated and what approaches and/or parameters are used to generate resource estimates. This flexibility works well when used by experienced practitioners. However, our reporting codes assume a level of experience not always available in the current skills crisis. This paper seeks to provide minimum model validation prerequisites for model acceptance and suitability, regardless of the resource analystÆs experience. As we move forward, our immediate challenge is to ensure our baseline resource models are material, transparent and competent.

The Crown Minerals Act provides a new+framework for the management of Crown owned minerals and requires that regard be had for the principles of the Treaty of Waitangi. The Act requires the preparation of Minerals Programmes to achieve the Act's objectives of efficient allocation of rights and the recovery of a fair financial return on its minerals. Efficient allocation requires that a permit is allocated to the party which values it most highly. A fair financial return to the Crown must be considered in the context of the economic rent available from individual mineral projects, with the proviso that a nil return to the Crown as the owner of the resource will not be considered a fair return from the community's perspective.

Within ten months of the first significant intersection on the Vera deposit, approval was given to proceed with a $28.3 M underground development of the Vera-Nancy gold mine. Contrary to what the timeframe suggests, the development of the underground mine was planned in a logical and methodical manner which enabled confirmation of the resource, evaluation of the orebody for mining and sufficient production to recommence milling operations at the Pajingo treatment plant. This paper describes the underlying factors on which the project was planned and developed. The approach has successfully enabled the mine to be in production 18 months after discovery without compromising any future production or potential expansion

The optimal production of the metals needed by society is best achieved by a close synergy between concentrate production and smelting. For over 75 years commencing in 1923, such a close relationship was enjoyed between the Sullivan Mine in Kimberley, British Columbia and the Trail zinc-lead complex. An effective program of continual change and improvement at the Sullivan concentrator was achieved through a strong entrepreneurial spirit. This spirit was in part maintained through a favourable location in south-eastern British Columbia that resulted in a dynamic local community that has survived the closure of the mine. Innovations to be reviewed include feed forward reagent control, the use of column flotation to zinc and lead cleaning and the application of ultrafine grinding coupled with concentrate dewatering using hyperbaric filter technology.

Flotation testing has been done at laboratory scale on hematite mineral and ore samples using stage additions of various hydroxamates. Chemisorption of hydroxamate species onto the hematite surface was inferred from the results, possibly involving both the undissociated hydroxamic acid and hydroxamate ion as maximum recovery occurred close to the pKa of the hydroxamic acid. Flotation testing on a specular hematite ore containing 40 per cent Fe and 42.5 per cent silica gave highest iron grades in concentrate at pH 6, in contrast to published data which suggested pH 9 as the optimum value for ore processing. Using octyl hydroxamate, a rougher concentrate assaying 67 per cent Fe at 51 per cent recovery was obtained using four stage additions of 50 g/t at pH 6. For lower grade concentrates still meeting the chemical analysis for pigment grade micaceous hematite (minimum Fe assay 60 per cent) iron recoveries of 80 per cent were possible for stage additions of 50 g/t octyl hydroxamate in the pH range 6-8.

The Horn Island gold and mineral field produced 194 kilograms of gold in the 4 years subsequent to its discovery in 1894, from an area of shallow workings 1.5 kilometres x 0.5 kilometres. Gold deposits in the adjacent Prince of Wales, Hammond and Possession Islands also drew attention at that time.These islands form part of a Carboniferous sequence of ignimbrites (Torres Strait Volcanics) intruded by the Badu Granite and minor volcanics within the Cape York-Oriomo Ridge. Gold is associated with the epithermal stages of igneous activity. Recent exploration has defined sub-horizontal zones of disseminated gold mineralisation in the sub-surface, as well as reserves in the outcropping sub-vertical structures mined in the past. Released estimates of 170,00 tonnes proven ore and 550,000 probable ore at 4 grams per tonne gold, have been established.Gold is mostly contained in quartz vein stockworks and hydrothermal breccias within the intensely propylitised medium grained granites which form the local host rocks within the coarse grained Badu Granite. Associated vein minerals are sulphides (primarily of lead, zinc and iron) and calcite. Various intrusions of porphyry, aplite and granodiorite occur through the prospect area.

For many years, in numerous settings, the need for a language-fair and culture-fair assessment test has been identified as a significant issue for employment and selection for training of remote indigenous community members. Pivotal to the successful implementation and application of such a test is for it to gain the acceptance and trust of the local indigenous communities as a fair assessment and for it to provide organisations with an accurate predictive tool. However, when western tests have been used with indigenous groups, inherent language and cultural bias have had a significant negative impact in terms of community acceptance. These have also affected the accuracy of performance predictability. The Queensland Test was developed to overcome these problems. Originally developed for use in Papua New Guinea, it reduced training failures by 20 per cent. Later refinements were made and it was used with Aboriginal Australians. Since 2002, assessment tests have been used by the Freeport mine in West Papua to support their recruitment, selection and training processes for the local indigenous community, the Seven Suku Tribes. The initial process included the application of standard æwesternÆ assessment tests, which did not provide valid selection predictions, with community members and elders describing these tests as unfair and the organisation being concerned that the results were not accurate. A trial of the Queensland Test was conducted and a high correlation was established between the performance of FreeportÆs current Seven Suku employees as assessed by their managers and their Queensland Test results. Based on the results of this pilot the Queensland Test was successfully implemented as the primary selection tool for potential employees from these local indigenous groups. The testing materials and method gained community trust and support, with tribal elders describing the Queensland Test as a fair and suitable selection tool for their community members. Such results have sparked an interest within the Australian Mining industry, with similar results being reported from a recent trial. The Queensland Test has been implemented at a major site in Queensland and is being investigated for use elsewhere.

Ridgeway Gold Mine is part of Cadia Valley Operations which is wholly owned and managed by Newcrest Mining Limited. It is an underground sublevel cave (SLC) operation mining approximately 5 Mt per annum. Ore control systems at Ridgeway have been designed to deliver gold and copper metal production through focussing on the ore characteristics that impact on mine and mill performance and ultimately metal delivery. This is achieved using data collection and management systems which allow data to be collected digitally with æat captureÆ validation routines. These data form the basis for forecasting and on-going systems analysis which aim to accurately assess local in situ and drawn ore characteristics. Physical attributes of ore such as draw characteristics, brow conditions, visual grade estimates and draw point sampling are routinely recorded. Ore tracking and accounting systems monitor gold and copper grades, copper mineralogy, host lithology and ore sizing. These factors have material impacts on concentrator throughput and metal recovery. Draw point recovered grades are routinely reconciled back to design data to monitor and assess draw performance. Statistical variance controls are also employed to analyse mine and plant performance and guide actions.

The prime objective of geometallurgy is to improve the profitability of mines through the use of spatial models of rock properties that have a significant impact on value. Although a key property is the grade of the component of interest, because it directly influences the revenue from saleable material, increasingly attention is being focused on other attributes. These 'non-grade' variables may have a less direct, but equally profound impact on value, either by reducing potential revenue (eg lowering recovery, deleterious elements, etc) or increasing mining or treatment costs (eg comminution, grindability, throughput, reagent use, etc). Collectively, these variables have been described as 'geometallurgical'. There are three main areas of activity required to realise the value of geometallurgy: 1. acquisition of appropriate data through sampling and measurement, 2. building spatial models of geometallurgical variables, and 3. using these models to optimise value. Each of these is built on the foundation of the preceding step. In building reliable spatial models, it is critical that the amount of error introduced to data by the sampling and measurement processes is understood and quantified, in order that the inherent variability of the component of interest can also be properly understood. Management of the quality of grade variables is now applied (with different levels of diligence and success) across nearly all sectors of the mining industry, not least because of the necessity to adhere to Codes of practice (eg JORC, 2004). The necessity for quality management and at least the broad framework of what to do in practice is reasonably understood by many relevant professionals. There are also a number of tools, including software products, statistical analyses and presentation formats, available for those managing grade data. It is also abundantly clear, that in many cases people have little understanding of why they are doing particular quality control activities, or how to sensibly interpret the results. The same is not true for many geometallurgical variables. In almost all instances the authors have seen, the magnitude of sampling and analytical/measurement error variance embedded in geometallurgical test data is untested and unknown. This is partly because until relatively recently, metallurgical data has mainly been collected for the purpose of process and mill design, with few, expensive tests carried out on 'average' samples of the orebody. Increasingly however, there is a move towards collection of much larger data sets from spatially distributed sampling, and thus a growing necessity to understand the errors inherent in both sampling and analysis of these types of variables, and how to manage them. In order to understand how the quality management practices applied to grade variables can be extended to geometallurgical variables, it is essential to understand the theoretical foundation that supports these practices. This requires an analysis of the concepts that underpin the 'principles of additivity' (Matheron, 1963), the 'theory of sampling' (Gy, 1982, Pitard, 1993), and 'statistical process control' (Shewhart, 1930). Relevant concepts are then integrated to form a foundation to develop methods to improve the quality management of geometallurgical variables. Application of this framework will significantly increase the integrity of geometallurgical data, the reliability of geometallurgical models and ultimately the value derived from implementing geometallurgy. Mining law has developed in Great Britain (GB) over centuries, mainly in response to lessons learned after disasters and other major incidents. This has led to a culture of preventing repeat accidents, rather than predicting and controlling unsafe acts or conditions.This paper explains how, initially in response to a government drive to reduce the burden on industry, the opportunity was taken to review and reform all 48 sets of GB mining-specific law into a single document. The rationale for the design of the Emergency Egress (escape andentrapment) strategy for one underground metal mine has beenpreviously described (Brake, 1999). Two of the key conclusionsfor this mine, which is equipped with 30 minute oxygen-generating self-contained self-rescuers (SCSR), were the need to ensure no person is ever more than 750 m from an emergency refuge station (ERS) and that it could take up to eight hours to rescue workers from undergroundå. These conclusions were based on a number of considerations including the non-availability of a credible, æpersonalÆ entrapment procedure at the workplace, the duration of self-contained self-rescuers when used for travel, the need for rapid æclearingÆ of mine personnel to effectively and safely target mine search and rescue resources and the maximum time to either put a fire out, or to rescue affected personnel. As there is no Australian standard for refuge stationsç (or for self-rescuers), this paper follows with guidelines for the location and specification of both fixed (permanent) and relocatable Emergency Refuge Stations (ERSs) that may be applicable to other underground Australian metal mines.

SMC Resources Limited is implementing a selective mining approach at the Hadleigh Castle mine, formerly operated by Aurora Gold Limited. The main ore zone has a length of 250 metres and dips at 40 - 45¦ to the south. Gold mineralisation occurs in a variety of quartz-sulphide lodes in sericitised granodiorite. Shallow dips, alteration intensity and mineralisation style combine to make mining relatively difficult. Previously unworked, high-grade, shallow dipping (30 - 45¦), narrow quartz-sulphide lodes within the hanging-wall of the deposit are also being selectively exploited. Annual production of 35 000 oz Au is forecast from 185 000 tpa ore grading 6.5 g/t Au over a currently envisaged mine life of six years. Operations completed to-date include deepening the decline and access development of the first two levels beneath the previous workings. Longhole stoping operations have commenced in the main ore zone with air leg stoping also underway in the hanging wall lodes.
