Truck fires in a tunnel can create heat release rates (HRR) significantly higher than 100 MW. Because of a fast spread of smoke and heat the self-rescuing period is shortened significantly. Furthermore, it was experienced that firefighters are not able to approach the fire because of enormous heat and radiation. As consequence, the fire may spread to adjacent vehicles, which is reported for distances of more than 50 m. Tunnels can be damaged severely by fires and the repair works causes long closing time of tunnels. In addition to direct costs for the refurbishment of the tunnel, further economic losses will occur due to the closure time. Conventional deluge systems in Japanese and Australian road tunnels have been known since the 1960s. During the last years the research work was concentrated in the development of more effective and cost-effective solutions based on water mist technology. Orientating fire tests as well as specifications of minimum requirements were carried out within the European research project UPTUN. This basic work was extended by the safety of life in tunnels (SOLIT) research project, funded by the German government. The scope of SOLIT was not only to study the effects of water mist fire suppression systems in tunnels, but also the interactions with other safety systems, such as fire detection, passive fire protection or ventilation. Furthermore, the integration of active fire suppression systems into a holistic tunnel safety system was part of the work program. Within this research project a large-scale fire test program with more than 50 fire tests, including 25 truck fires with a potential HRR of almost 200 MW, was carried out in the test tunnel of San Pedro des Anes (Spain). Furthermore, a two-week testing and training period with the Madrid Fire Brigade was carried out after the SOLIT program. Two fundamental results were achieved during the fire tests:Primarily, water mist systems are able to control the HRR of fires in tunnels, so the atmosphere will be improved significantly. Hazardous effects of toxic smoke on people will be reduced and due to the reduction of temperatures and radiation, a firefighterÆs approach is improved significantly. Furthermore, the fire spread will be hampered and the thermal load on the building structure also be reduced. Secondarily, due to positive interactions with the ventilation system, the effectiveness of a tunnel ventilation system, longitudinal as well as semi-transversal, is increased significantly. Based on the results of the SOLIT research project, a water mist system was applied into several parts of the M30 tunnels in Madrid. As a basic principle the technical equipment and the methodology of implementation comply with the UPTUN 251 guidance, recommending minimum standards for water-based fire suppression systems in tunnels.

Project Sustainability Assessment - Matching Method to Enterprise Size Sustainable development requires managing natural resources, including minerals, in a way that is conducive to long-term wealth creation and the maintenance of capital (natural, social, human, economic and physical). One aspect of the minerals sustainability discussion focuses on replacing depleted mineral capital with other forms of capital so as to ensure that the contribution of a mineral project is net positive over its life. Another, equally important, aspect focuses on selection of projects and technologies that contribute to the achievement of a variety of sustainability objectives, such as environmental protection, efficient use of resources, water and energy, worker health and safety, and the equitable distribution of risks and benefits within and across generations. Technical feasibility and relative economic performance remain necessary decision criteria for mineral investment decisions, but they are no longer sufficient. Enterprises, regardless of size, are now confronted with the challenge of comparing investment alternatives based on a new, broader set of criteria. The field of integrated sustainability assessment (ISA) emerged in response to this changed social and business environment. ISA is a structured process for examining the economic, social and environmental impacts of a project or technology. The purpose of an assessment can be broad, a strategic review of corporate behavior for example, or quite narrow, input to a specific decision process such as the selection of a piece of equipment. There are numerous methods and analytical tools available to conduct ISAs and selection of the most appropriate for a given situation will depend upon temporal focus (retrospective to prospective), decision context (strategic, tactical or operational), and phase of the assessment process (problem structuring, analysis, resolution, ex post review), among others. Selection also depends upon enterprise size and the attendant availability of financial and human resources. Large multi-national firms often undertake complex, data intensive sustainability assessments, in part because the projects they are involved in are multi-faceted, long term, and require significant financial investments. Small and medium sized enterprises are seldom able to commit the same level of resources to an ISA, and if the projects they undertake are less complicated, a time consuming and detailed assessment may be unnecessary. Regardless of enterprise size, the tangible and reputational benefits of conducting as ISA must exceed the actual monetary cost of doing so. This presentation will provide an overview of available ISA tools, categorising them in terms of their data requirements, methodology, outputs and applicability in various decisions contexts. Distinction will be drawn between situations where reasonable approximations of project impacts can be expected to provide an adequate amount of information and those for which more detailed analysis is essential. Finally, ISA strategies that have been successful and cost effective at different scales of business enterprise will be identified. This is an abstract only. A key issue facing mine managers in remote locations in Australia and overseas is that of managing a fly-in, fly-out (FIFO) workforce. Current Australian research (Sibbel, in prep) indicates that FIFO employees and their families do not differ from the general population in terms of their overall mental health and the well-being of their family relationships. However, they do face unique issues/pressures associated with the lifestyle, the impacts of which are dependent on the policies and practices of the company as well as individual coping and support mechanisms. Successful management of a FIFO site and its employees therefore requires specialist knowledge and skills beyond those of a solely residential operation. The well-being of the FIFO workforce depends on both site and individual employee characteristics, and has implications for productivity and turnover, as well as safety and health. In addition, although FIFO separates individuals and their families in time and space, the interaction between work and home must be acknowledged and taken into account. Drawing on findings from recent Australian and international FIFO research (eg Annear, Poot and Kingston, 2006; Beach, Brereton and Cliff, 2003; Brereton et al, 2006; Gallegos, 2006; Keown, 2005; Parkes, Carnell and Farmer, 2005; Sibbel, 2001, 2004, in prep; Shrimpton and Storey, 1996; Storey, 2001; Watts, 2004) this paper discusses key understandings of both the positive and negative impacts of FIFO employment on employees and their families, and provides practical management strategies as an aid to the development of best practice. Individual impacts including fatigue and loneliness, as well as family issues such as communication, continually changing roles and responsibilities and the impacts of regular parent absence are key areas which can be ameliorated by appropriate management understanding and action. A flexible framework approach is presented that is suitable for a diversity of operations, including principal and contractor workforces of different sized operations.

Most of the world's economically significant volcanogenic massive sulphide (VSM) deposits are considered to have formed in submarine arc and backarc settings. While the Kermadec-Tonga arc is an excellent example of an intra-oceanic arc setting, it remains largely unexplored in terms of submarine mineral resources. More than half of this arc (~1400 km of the >2500-km-long feature) lies within the EEZ of New Zealand, where it is defined by at least one sub-aerial and 33 submarine volcanoes. The NZAPLUME (New Zealand American PLUme Mapping Expedition) cruise of March 1999 provided a systematic assessment ofhydrothermal activity on the southernmost 13 submarine volcanoes along the southern Kermadec arc. Using prospecting techniques based on the physical and chemical detection of hydrothermal plumes, we discovered that more than half (7 of 13) of the southern Kermadec volcanoes host one or more active hydrothermal systems at depths ranging between <200 to 1800 m. Chemical results show that the fluids discharged are compositionally diverse among volcanoes and between sites at a single volcano. Plumes over more than half of the volcanoes are gas-rich (He, CO2, H2S) relative to mid-ocean-ridge (MOR) plumes. In addition, most sites are highly enriched in Fe, yielding Fe/Mn values that far exceed those for MORs. One interpretation consistent with these observations is compositional overprinting by addition of magmatic fluids, which are typically highly enriched in gaseous and ionic components. Regardless of the source, it is clear that the ligands (HS-, Cl-) required to efficiently transport base (e.g. Cu, Zn, Pb) and precious (e.g. Au, Ag) metals to the seafloor are abundant in Kermadec arc fluids. We conclude that modem analogs of VMS deposits are likely forming at multiple sites along the Kermadec arc and within the EEZ of New Zealand.

Laboratory testwork was carried out on an overall orebody composite, of 2.9 per cent Cu and 4.2 per cent Zn, prepared from drill core taken from the Currawong fine-grained, copper-zinc massive sulphide deposit near Benambra in Victoria. While 90 per cent of the copper was readily recovered in a concentrate of 20 per cent Cu, after grinding to 95 per cent passing 38 microns, zinc responded poorly to conventional flowsheet/reagent regimes. Experience elsewhere with the use of reverse cleaning, to separate pyrite from sphalerite, led to a series of tests in which better (but still modest)metallurgical results were obtained. The best result was a zinc recovery of 55 per cent in a concentrate of 50.5 per cent Zn. The major loss of zinc occurred in the reverse cleaning stage where the unit recovery of zinc was similar to pilot plant results achieved at Mount Isa Mines on similar feedstock. Diagnostic mineralogy suggested that an overall zinc recovery of 70 per cent was probably the practical upper limit, at a 50 per cent Zn grade.

A mining company has entered into contractual commitments to supply certain quantities of its product to clients in each time period. Failure to fulfil its obligations would damage its reputation as a reliable supplier. The planned production would normally be sufficient unless major problems such as highwall failures, roof falls, natural disaster, or strikes that interrupt production or delays in obtaining environmental permits, occur. To overcome these difficulties, the company may be able to obtain more of the commodity: from its strategic stockpile (if there is sufficient there); by buying it on the spot market; or for some commodities such as gold and uranium, by leasing it. Two sources of uncertainty, the spot price of the commodity and the occurrence of serious incidents that interrupt production, are considered. For simplicity it is assumed that the commodity price follows a geometric Brownian motion, that productions incidents have a binomial distribution, that they are independent from one time period to another and that they do not affect prices. A branching tree structure is used to model the joint evolution of prices and production incidents. The aim of this research project was to evaluate the companyÆs options for fulfilling its contractual commitments. When evaluating these options, multi-stage stochastic programming with recourse was used to solve this problem because in addition to providing the dollar value of the project, it gives decision-makers the æroadmapÆ to reach the optimal value. That is, how much material should be bought/sold on the spot market, how much to add to/subtract from the stockpile, how much to lease and in the worst case what the shortfall would be, for each time period as a function of the current spot price and breakdown status. A case-study over a five-year period is used to illustrate the proposed procedure. In this study the production would be sufficient to cover the companyÆs contractual commitments unless production incidents occur. Focus is on evaluating the impact of the quantity initially in the stockpile on the value of the project when the commodity market is tight, that is, when only small quantities can be bought on the spot market or by leasing.

This is what I term ... the graveyard end of any Conference. It's almost over. Those of you remaining are either all talked out or past the information overload stage. And some of the sensible? ones have left for more exciting field trips, or gone back to their work-site where they earn their daily crust, or headed off South to another Conference of interest to the Energy sector that is being held currently in Christchurch. But that's OK. I have a thick skin! And neither am I particularly Politically Correct! I am not a miner: I am not involved in the mining industry in a hands on way at all. I am not even an academic. I am not even too sure why I am here ... apart from the fact that I agreed to come! At various times in my life I have been a D istrict Councillor, Chairman of a Regional Council and even an MP. I am a supporter of responsible mining.  All of what I have to say is my own point of view rather than that of either the Coal Producers' Federation or the mining industry. That is not to say that we are often in agreement, but I thought I would clear that point right at the outset. And some of what I will talk about will not strictly be to the topic - it's hardly mind-bending riveting stuff. Well, is it? But obviously because you are still here you have some interest in the topic.

Coal exploration has traditionally involved the acquisition of data to enable a resource to be quantified and qualified to the extent that its economic potential can be determined. This process commonly relied on: drilling to determine the depth and thickness of coal seams, broad characterisation of the overburden and interburden, and to provide cores for coal quality analyses; basic wireline logging to cross-check the depth and thickness of coal seams and provide some indication of rock mass strength; and basic surface geophysics and remote sensing to identify major geological structures. In recent years, the adoption of the JORC Code as a basis for the reporting of resources and reserves has placed a greater emphasis on the need for detailed, reproducible data sets that not only satisfy the traditional requirements of mine planners, but also satisfy the governance requirements of corporate and financial institutions. Similarly, the development of sophisticated numerical modelling techniques for use in both open cut and underground mine design, has seen a greater demand for precise geotechnical data, in situ stress characterisation and hydrological information as routine input to the design process. These requirements, coupled with the prevailing trend toward high capital, relatively inflexible mining techniques less tolerant of geological surprises, and the need for consideration of environmental issues such as groundwater impacts and surface subsidence, requires that modern exploration programs be multifaceted, and designed to commence capturing data relevant to ædownstream issuesÆ even during the initial phases of exploration planning.

Large GDP increases in the Pacific Rim countries have been accompanied by similarly large increases in demand for oil products. In the case of residual fuels, this demand has been tempered by the substitution of other energy products such as coal or gas.In the region's developing and newly industrialised nations, it has not been possible to make the very large investements in infrastructure which allow other energy sources to be used for transportation. As a result, GDP growth has been mirrored in the demand growth for automotive fuels. Other non-sustitutable products such as lubricants have also benefitted by the region's GDP growth.The combination of a number of years of sustained growth, coupled with increasing quality requirements is now stretching the upgrading capacity of the region's refineries. If, as seems likely, the region continues to enjoy a high GDP growth rate, then this will be accompanied by increasing reliance on finished products coming out of the Middle East. The owners of the most simple form of refinery in which crude is simply distilled and the naphtha reformed into petrol will face major capital investments. If they decide not to bear this cost, they will face increasing problems in selling their surplus residual fuel oil at an economic price. Quality will become an increasingly important issue. Not only in the well publicised areas such as unleaded petrol, but also for products such as lubricants which play a major role in the efficiency of modem equipment. Quality of service such as hours of opening, ease of access, and service station facilities will also become increasingly important as the oil companies use these to attract customers and gain brand differentiation.

Previously published stream quality data and AMD (acid mine drainage) analyses have been collated into a database (DAME û Database for Assessment of Mine Environments) and additional samples including NMD (neutral mine drainage) have been collected from coal mine drainages on the West Coast. Variations in the chemistry of mine drainage samples can be related to four factors: 1.       regional geology (Brunner Coal Measures or Paparoa Coal Measures) 2.       mine type (open cast or underground) 3.       hydrogeology 4.       local geology   In general mines hosted in Paparoa Coal Measures produce NMD whereas mines hosted in Brunner Coal Measures produce AMD with highly variable chemistry. Differences in coal mine drainage chemistry between mines hosted in Brunner and Paparoa Coal Measure sequences can be measured with acid-base accounting geochemistry. Correlation of ANC (acid neutralising capacity) and MPA (maximum potential acidity) analysis of rocks with mine drainage samples is substantially better than correlation of NAG (net acid generation) analysis with mine drainage chemistry.   It is likely that NAG analysis over estimates acid generation potential of some samples due to release of organic acids that are not released under environmental conditions. In general, differences in mine drainage chemistry between Brunner and Paparoa hosted mines are attributed to the effect depositional environment and diagenesis on coal measure composition. Exceptions to generalisations relating mine drainage to Paparoa or Brunner host rocks are likely where local geological conditions cause increased deposition of pyrite in Paparoa rocks and additional analyses are required to confirm interpretations.   Based on the interpretation of these results a mine drainage chemistry hazard model has been constructed. The hazard model predicts likely variations in mine drainage chemistry based on the four factors listed above. The hazard model has implications for mine related water quality risks. For example, ecotoxicity, human health affects and selection of remediation techniques are all sensitive to mine drainage chemistry.

For resources projects with healthy net present value (NPV) and low cash flow volatility, conventional discounted cash flow (DCF) analysis will continue to provide the dominant investment decision-making criteria. However, DCF analysis can be biased because it often applies a single risk-adjusted discount rate (RADR) to compare the value of projects with different risk characteristics. Many of the difficulties with DCF modelling arise from analystsÆ inability to determine appropriate risk discounts and to estimate expected spot prices inputs for the commodities produced over the life of the project. Modern asset pricing (MAP) is a very valuable complement to DCF analysis in addressing some of these issues. Most papers dealing with MAP, however, while academically rigorous, tend not to be explicit in terms of practical application of this methodology in routine project evaluation. This paper has the objective of reviewing the MAP methodology and of demystifying its complexity, by providing a simple but realistic step-by-step evaluation of a mining project, comparing its DCF and MAP NPV values. The paper concludes that MAP provides a minimum, risk-adjusted æfloorÆ value, thus representing a valuable complement to any DCF valuation.

Bench stoping operations at the Isa Lead mine have been underway for over 11 years. They were implemented to address safety, productivity and mining cost concerns noted with cut and fill mining operations which were then being used to extract ore from the Racecourse orebodies. This paper describes the main features of benching operations at the Isa Lead mine and identifies the key elements for the success of the method. Four case histories are presented which highlight several of these factors.
