Practical limitations to the usefulness of silicon steels are the hardness and brittleness silicon imparts to iron, making iron-silicon alloys of more than 8 per cent. silicon content unusable except where castings can be employed. In the use of commercial silicon steel, in thin rolled sheets, as in transformer construction, when the silicon content exceeds 4.2 per cent. the sheet is too brittle for satisfactory shaping by punching or similar operations. When such a brittle steel is sheared, it frequently breaks along a haphazard path in advance of the cutting tool. In Fig. 1 is shown a slightly enlarged view of the sheared edge of a 14-mil enameled sheet of nominally 4 per cent. silicon steel. In 5 in. along the sheared edge, only 44 per cent. was actually cut; the rest was torn, with the path of fracture varying widely from the path of travel between the shears. This is probably an extreme case of such brittle-ness, but a shearing or punching test is not necessary to reveal brittle-ness of this order; narrow strips will break when bent between the fingers. In Fig. 2, the proportion of actual cut edge is greater, but secondary fractures branch off at about 30" from the line of shearing in advance of the cut. Deprived of the support of adjacent parts of the sheet, the tips of the angles are bent out of the plane of the sheet by the shears, leaving a peculiar flared effect, like the set of the teeth on a saw. The model which Birkimer has developed to explain the increase in fracture strength of brittle, rock-like materials with increasing rate of loading may have some applicability. It should be noted that since his analysis presupposes elastic behavior he could equally well express his result as an increase of stress to fracture with increasing strain rate, a fact which is well known. Certainly his experimental results do not contradict his strain rate to the one third power law. On the other hand, we do feel that the data are insufficient and inadequate to establish the relation- ship definitely. 'In metals, the whole fracture picture is greatly complicated by concomitant plastic flow and, in rocks, by the presence of macroscopic flaws and inhomogeneties. Both lead to uncertainties as to the state of stress during the fracture process. He quotes in support of his theory Rinehartfs results on rock in which the latter found that under impulsive loading by explosives, rocks appear to be many times stronger than under static loading. We suspect that the observed increase has little specific relevance to the theory which Birkimer puts forward. Rinehart's measurements were made by spalling rocks using a sawtooth shaped stress wave of known intensity and duration. The rise time of such a pulse is essentially zero, certainly less than 0.1 microseconds, so that it is not possible to apply Birkimerfs theory quantitatively. We favor attributing the increase in fracture strength to two factors. First, the action takes place very quickly in an exceedingly thin region so that statistically the probability is small of encountering one or more of the large flaws that contribute so significantly to the reduction of strength of most rocks under tension. It is also conceivable that the compressive wave that has just passed by the region of fracture has strengthened the rock by collapsing some of the larger flaws. Little drilling has been done in Kentucky and Tennessee in 1923, with the exception of the Kettle Creek area on the Kentucky-Tennessee line. Oil prices fluctuated between $2.86 and $1.36 Per bbl. for light oil. The Kentucky production was slightly over 8,000,000 bbl., being 1,000,000 bbl. less than during 1922. Tennessee production was approximately 8500 bbl., being a decrease of 1000 bbl, over. 1922. During 1923, the first producing well was brought in, in Clay County, Tenn. Production in Tennessee will undoubtedly increase considerably in 1924, and Kentucky production will probably increase slightly. THE year 1923 has been a dull period in oil development in Kentucky and Tennessee, with the exception of the Kettle Creek area along the Tennessee-Kentucky line, in Clinton and Cumberland Counties, Kentucky, and Clay County, Tennessee. The price of oil during the year has been so low that wildcatters have shown little interest in drilling. At the beginning of the year, light oil sold for $2.31 per barrel and medium oil for $2.06 per, barrel. Prices increased to the highest point for the year in February, when light oil brought $2.86 per barrel and medium oil, $2.61. In April, prices had declined 35 c. while in May an additional decline of 25 c. went into effect. During June, prices declined 20 c. per barrel; during July, 45 c. per barrel; remained stationary during August and September, and dropped during November and December to the low price of $1.36 per barrel for light and $1.21 for medium oil. At present, an increase of 29 c. has brought the price of light oil up to $1.55, and indications are that the price will continue to increase during the coming months. It can readily be seen that during 1923 the price of oil was such as to prevent any drilling except that necessary to hold leases and to maintain production enough to take care of overhead expenses.

This section will outline procedural, statistical, and model applications developed for specific problem solving and for specific applications in beneficiation processes. Iron Ore Processing Introduction of taconite as a basic raw material in the iron ore industry took place with application of high order technical resources for process development and engineering. This investment of resources encouraged computer utilization to maximize efficient use of capital. From this recognition, process control computers have been installed for operations use in the major taconite plants of the iron range. One of these installations, the Minntac Division of U. S. Steel at Mountain Iron, Minnesota, is described in the paper by Chase in these proceedings. Other computer techniques used in taconite processing are outlined by Tuttle, Ahlquist and Carlson, representing Erie Mining. In this volume Tuttle, et al. describe statistical methods for development of information in taconite beneficiation. Statistical methods used in iron ore processing are described by Volin in treating flotation data as outlined in prior proceedings of the symposia and in other publications. 1,2,3 Industrial Minerals The use of linear programming for feed blending at the Carlsbad operation of International Minerals and Chemicals was outlined by Nunnekoven in 1963.4 Subsequent application of this procedure at the Kingston phosphate operation in Florida was described by Loper. Continued development led to installation of an on-line computer in the Kingston plant which reached operational status in 1967.6,7,8 Application of an on-line computer to industrial mineral production accomplished at Kingston is regarded as a milestone in computer use development. Following this achievement, the Cominco potash beneficiation plant near Saskastoon in Canada was automated by installation of an on- line computer programmed to carry out direct digital control functions to effectively operate the plant by process computer. Mineral exploration activities are benefiting from new interpretive techniques which have become economically practical with computers. Government agencies, educational institutions, and industry have each contributed research and development efforts for improving the mathematical analysis and graphical display of exploration data, resulting in operational aids not foreseeable a decade ago. Progress has been worldwide and is expanding rapidly. Books 1-10 are supplementing the periodic literature, at least one abstracting service is now active, 11 and an association has recently been formed to encourage and publicize advances in this field. 12 With the diversity of applications, only partial coverage of the subject can be made at any single symposium. Four of the six papers in this section report on the current state-of-the-art in selected areas of interest: graphics, time-sharing, mathematics, and economic analysis. The remaining two papers are descriptions of advanced statistical techniques for gaining additional information during exploration, and illustrate methods which will become more commonly applied in the future. "Computer Graphics: A New Tool for Exploration and Mining" describes the use of a computer and accessory equipment as an information retrieval device, graphically merging and displaying pertinent information for visual inspection and interpretation. This is a rapid means of studying information which has been pre-stored in a form accessible to the computer. Time-sharing is a means of achieving a comparable rapid response when calculations are being performed. The paper, "Some Applications of Time-Sharing in Mining Geophysics," describes the experience of one company using a time-sharing facility for geophysical computations. Another paper on this subject, stressing mining applications, has recently been published. 13

ONE of the largest hard rock operations ever undertaken on the continent is part of the Aluminum Co. of Canada's gigantic British Columbia development in the mountainous wilderness back of the north coastal port of Prince Rupert. To provide electric power for the huge aluminum smelter under construction at Kitimat, 400 miles northwest of Vancouver, Alcan is reversing the flow of a 5000 sq mile drainage area by blocking the eastward-flowing Nechako River with the largest sloping clay core dam in the world. The backed-up waters of a 110-mile chain of lakes will be tapped at their eastern end by a 10-mile tunnel piercing a mile-high mountain range. From this tunnel water will pass through penstocks to a subterranean powerhouse after a drop of 2600 ft and empty into the Kemano River almost at tide water. A projected battery of eight turbine-driven generators will produce more than a million horsepower, although, initially, three generators of 140,000 hp each will be installed. Power will travel 50 miles across another mountain range, over a glacier, and across an arm of the ocean to what will ultimately be the world's largest aluminum smelter-a plant 2 ½ miles long. Ore smelted at Kitimat will come from Jamaica, but carving the tunnel, penstocks, and powerhouses cavern out of the heart of a mountain is so vast a job that most of the problems of a major mining operation are encountered. The powerhouse cavern alone is a big hard rock job. This chamber lies 1400 ft back from the mountain face and will eventually be 1100 ft long, 80 ft wide, and an average 118 ft high. Now under construction, the roof of this cavern will take the form of a parabolic arch. The prime contractors, Morrison-Knudsen Co. of Canada, are to excavate a length of 700 ft by May 1954. This section will provide a main control room, erection bay and space for eight generating units. The roof arch is to be lined with reinforced concrete and a plan now under study provides for concrete curtain walls separated from the rock sides of the cavern to prevent moisture accumulation. Cavern Excavation Excavation of the cavern began with the driving of an 8x8-ft exploratory drift 1500 ft long. Two horseshoe-shaped access and tailrace tunnels were bored to serve excavation work. These tunnels are approximately the same length as the exploratory drift and 25 ft high. The floors of both tunnels were graveled to permit the use of rubber-tired equipment. Eventually, the tailrace tunnel will be enlarged to 40 ft height to drain water from the turbine pits below the powerhouse floor. When the tunnels reached the cavern location, a mucking tunnel, approximately 25 ft square, was driven the projected length of the powerhouse at the floor level of the cavern. Another tunnel, 10 ft square, was carried in the same direction from the exploratory drift at the level of the arch spring line, 65 ft above the cavern floor. To connect these two tunnels, seven shafts 10 ft wide and approximately 80 ft long were driven through to the lower mucking tunnel, 65 ft below. These shafts were located on 120-ft centers, the length of the powerhouse cavern. Blasting is done from this upper tunnel to the final line of the roof arch. Two bulldozers, an International TD-24 and a TD-9, doze blasted material to the shafts where it drops to floor level. From here, the rock is loaded by Eimco loaders and power shovels into rubber-tired Koehring Dumptors and Euclid end-dump trucks. The arched roof section will be completely excavated and concreted before vertical blast holes are drilled down from the level of the arch spring line to the floor of the cavern. The arched roof section with its parabolic curve will have a width of 80 ft and a rise to the crown of 47 ft.

The solid solubilities for thirteen rare-earth metals in gold were determined by using the X-ray parametric method. Solubilities ranged from 0.1 at. pct for lanthanum in gold up to 8.8 at. pct for scandium in gold. The solubilities from lanthanum to gadolinium were very small and essentially constant, but a sharp increase occurred from gadolinium to scandium. The large solubilities for the heavy rare-earth metals were not expected because of the large size and electrochemical differences between rare-earth atoms and the gold atom. Contributions from first- and second-order elasticity theory plus an electronic contribution were found to reasonably account for a more favorable size factor. Electron transfer from the rare-earth metal to the gold Is thought to occur such that the resultant rare-earth and gold electronegativities are favorable for solid-solution formation. It was also found that this mutual adjustment of size and electronegutivity does not occur if the pure-metal size factors are greater than a critical value of 25 pet. The eutectic temperatures for ten systems were determined and these remained fairly constant at approximately 809 "C for the lighter lanthanide metal-gold systems until the Er-Au system was reached, at which Point the eutectic temperature successively increased reaching a maximum of 1040°C in the Sc-Au system. This rise was correlated to the size factor becoming more favorable for solid-solution formation at erbium. The valence state of ytterbium was found to change from two in the pure metal to three when ytterbium is dissolved in the gold matrix. RECENT results1 reported concerning the solubility of holmium in copper, silver, and gold, showed that the solubility of holmium in gold was quite large, 4.0 at. pct, compared with 1.6 in silver and 0.02 in copper. The small solubilities of holmium in silver and copper are quite reasonable in view of the large size difference (22.2 and 38.2 pct, respectively), large electronegativity difference (0.59 for both systems), and possible unfavorable valency factor (assuming one for silver and copper and three for holmium). The large solubility in gold, however, is unexpected because these same factors are also unfavorable for holmium and gold (22.5 pct size difference and 0.69 electronegativity difference), and because the light rare-earth metals, lanthanum, cerium, and praseodymium, have negligible solid solubilities in gold.2 In view of this unexpected behavior, it was felt that a study of the solid solubilities of most of the rare-earth metals in gold would be desirable to better understand the factors involved in the formation of solid solutions. Of the rare-earth metals added to gold in this study, only ytterbium is divalent in the pure metallic state (the other rare-earth metals are all trivalent) and many of its physical properties (such as the metallic radius, electronegativity, and so forth) are much different from those of the normal trivalent rare-earth metals.' The properties of ytterbium are such that one would expect solid-solution formation to be less favorable for ytterbium in gold than for any of the normal trivalent rare-earth metals. But chemically ytterbium is known to possess a stable trivalent state, and it is quite possible that ytterbium may alloy as a trivalent metal under certain conditions rather than as a divalent metal. Because of the dual valency nature and because so little is known about the alloying behavior of ytterbium, the gold-rich ytterbium-gold alloys are of special interest. EXPERIMENTAL PROCEDURE Materials. The gold used in this investigation had a purity of 99.99 pct with respect to nongaseous impurities. In general the rare-earth metals were prepared by reduction of the corresponding fluoride by calcium metal.3 The impurity contents of the metals used in this study are given in Table I. Preparation of Alloys. Two- or 3-g alloy samples were prepared by arc melting. The samples, with the exception of some of the Er-Au alloys, had weight losses of 0.5 pct or less. All alloy concentrations noted in this paper are nominal compositions. After arc melting, the alloys were wrapped in tantalum foil, sealed off in quartz tubing under a partial atmosphere of argon, homogenized for approximately 200 hr at 780°C, and then quenched in cold water. X-Ray Methods. The X-ray parametric method was used in determining the solubility of the rare-earth metals in gold. filings were sealed in small tantalum tubes by welding under a helium atmosphere. The tantalum tubes were then sealed in quartz tubing under a partial argon atmosphere, and annealed for times ranging from 1/2 to 3 hr (the length of time was inversely proportional to the an-

Introduction This paper is a general description of current central Florida phosphate mining, beneficiation, and product transportation. It is directed and believed to be of interest to engineers not familiar with this industry. Deposit: The phosphate deposits of central Florida are generally located in a five county area which includes Polk, Hillsborough, Hardee, Manatee, and DeSota counties. Geologically, the deposit is of marine origin and is identified as the Bone Valley formation. This formation is Pliocene to Recent in geological age and overlies a Miocene limestone formation known as the Hawthorn. The Bone Valley formation sediments are regionally characterized by equal proportions of apatite, quartz, and clay. The clay is predominantly of the mont-morillonite family. On a local scale, however, the proportions of these three major constituents vary considerably. The phosphate occurs as the apatite mineral (Ca 10F2(PO4)(6) and with the clay and sand, the minable ore is commonly referred to as matrix. This matrix is overlain by unconsolidated overburden of sand and sandy clays, ranging in depth from 10 to 45 ft. The matrix usually occurs in fairly horizontal continuous beds from 3 to 25 ft in thickness. The bedded limestone formation lies directly below the matrix and is generally well defined. The phosphate particles range from 3/4 in. to 200 mesh (Tyler) in size. The phosphate particles coarser than 14 mesh are called pebble phosphate and those less than 14 mesh are termed flotation feed which, when beneficiated, subsequently become concentrates. Through mining and beneficiation, phosphate quality is measured in BPL percent which stands for bone phosphate of lime units. In subsequent chemical manufacturing, the quality is indicated by P205 content. The deposit is economically characterized by various ratios such as tons of product per acre and cubic yards handled per ton of product. Magnesium, iron, and aluminum content are also considered in evaluating ore reserves. These elements are often critical to the chemical fertilizer processes. Presently, an ore body is considered economically minable if it meets the criteria shown in [Table 1]. These, of course, are general guidelines and specific costs and returns on investment must be considered in each case for acquiring reserves. On a new grass-root venture, a 20-30 year life is generally expected with a mineral recovery of 80%. History and Uses Phosphate mining in central Florida began around the turn of the century. However, in the early days, only pebble phosphate was produced until about 1930 when technology was available to beneficiate the -14 + 150 mesh particles. The -150 or -200 mesh material was discarded as it is today. The basic processes for beneficiation are washing, scrubbing, desliming, sizing, and flotation. These basic unit processes are essentially the same today although many improvements have been developed since the early days. Phosphate is used primarily in the production of high analysis fertilizer chemicals, typical of which are triple superphosphate, monoammonium phosphate (MAP), and diammonium phosphate (DAP). Phosphate is also used in the production of food preservatives, dyes for cloths, vitamin and mineral capsules, steel hardeners, gasoline and oil additives, toothpaste, shaving creams and soaps, bone china dishes, plastics, optical glass, photographic films, light filaments, water softeners, insecticides, soft drinks, road fill, and livestock feed supplements. Florida produces over 80% of the nation's marketable phosphate rock and one-third of the world production, according to the US Bureau of Mines. This amounted to approximately 35 million tons in 1975. Exports of Florida phosphate rock were to such countries as Canada, Japan, West Germany, Italy, and India, with Canada and Japan being the major users. Almost 95 o of all outbound cargo shipped through the port of Tampa is phosphate rock or related products. Beneficiation Following is a description of Agrico's new Fort Green beneficiation plant which is typical of the newer large capacity plants being built in the field. Agrico's Fort Green mine was completed in 1975 and is located in the southwest corner of Polk County and is directly adjacent to Manatee, Hillsborough, and Hardee Counties. With some minor differences, Fort Green is typical of a modern central Florida plant. The rated capacity is 3,000,000 plus tons of product per year and this varies according to the richness of the ore being handled. A simplified flowsheet is presented in [Figs.1 and 2]. This plant is served by three draglines of the 40-cu-yd class. The phosphate beneficiation is usually divided into three major functional steps: (1) washing and screening to produce a pebble product and flotation feed, (2) feed preparation and (3) flotation to produce concentrates. The typical plant is similarly divided into these three functional areas. Washer: Briefly, the slurried matrix is pumped from two draglines simultaneously at a combined rate of about 20,000 gpm at 2000 tph (solids) to rotary trommel screens sized to make a 7/8-in. separation. ([See Fig. 1]-) The trommel oversize is sent to hammermills where it is crushed and returned to the trommel screens, or pumped to tailings if minor impurities (Fe203, A1203, MgO) are too high. The trommel undersize is pumped to 14 mesh stationary (static) flat screens. The flat screen over¬size is subjected to three stages of 14 mesh vibrating screening and two stages of log washing in order to produce a final pebble product. The pebble product (+ 14 mesh material) is conveyed by belt conveyor to a large on-ground storage pile. Pebble product is reclaimed through a tunnel and loading system below

The need for more efficient utilization of labor in the metal-mining industry has been the subject of several recent editorials in the mining press, and one attractive possibility for such improvement lies in the designing of future milling plants particularly with economy of manpower in mind. We are accustomed to think of mill design as the selection and coordinated arrangement of process equipment, but if labor is to be efficiently utilized it must be given early consideration in planning the new mill. There are three good reasons for economizing in labor: (I) to reduce costs, not only in the form of wages but also in housing, hospital, welfare, and other obligations that a company accepts when a new man is added to the payroll; (2) to prepare for recurrent periods of manpower shortage, during which a well-designed plant can manage to get along with skeleton crews; (3) because a milling plant that must depend upon an inordinately large labor force for its operation and maintenance is certain to be inefficient in other respects, for many of the shortcomings in design that make necessary the excessive use of labor are generally not corrected merely by having too many men. A simple example of this is a poorly designed ore-feeding system : if this is inadequate to the extent that one man must be constantly unclogging feed chutes, it may help the situation to put two men or three at this task instead of one, but the feed rate will still be inconstant. First of the factors that affect labor saving is the location of the mill. This is often determined by transportation costs alone, and as a result the mill may be placed close to the mine regardless of the nature of the terrain. The designer must then adapt his layout to the conditions, favorable or not. This happens often at small properties, where capital investment may seem more important than operating expense. In most instances, however, a mill site carefully selected for the advantages it gives the designer in laying out the plant is the most economical in the long run, even if it involves a slight increase in cost of ore haulage. Given some freedom of choice, the design engineer may be able to find just the piece of ground that provides the proper gradient for the needs of the flowsheet, permits installation of essential yards and trackage, and perhaps supplies an excellent site for a tailing dam. Further justification for having placed the mill not too close to the mine sometimes emerges only years later as an opportunity to treat ores from other properties. When it is known from the beginning that the new mill will serve a number of scattered mines, a free choice of mill site is naturally stimulated. We the undersigned, being all persons of full age and citizens of the United States and a majority residents of the State of New York, desiring to form a corporation pursuant to the provisions of the Membership Corporations Law for the purpose of incorporating, as provided in Section 5 of Article I. of said law, the existing unincorporated association known as American Institute of Mining and Metallurgical Engineers, Incorporated, do hereby make, acknowledge and file this Certificate for that purpose, and do Certify as follows: I. That the American Institute of Mining Engineers is an unincorporated association organized and existing with the object of promoting the arts and sciences, connected with the economic production of the useful minerals and metals and the welfare of those employed in these industries by means of meetings for social intercourse and the reading and discussion of professional papers, and to circulate by means of publications among its members and associates the information thus obtained. II. That the persons duly appointed or designated to manage the affairs of said association are designated by the rules thereof Members of its Council; that the undersigned are all members of said Council as the same was constituted on the 29th day of December, 1904. III. This paper outlines in a step-by-step approach all of the major tasks to be undertaken for the design of a complex multi-seam open pit coal mine. Examples are drawn from three such projects in the Hunter Valley of New South Wales, Australia, where computer techniques for equipment production rate estimation, mining block layout, and mine scheduling were used extensively. The paper is divided into two sections - Conceptual Planning and Detailed Planning; and the various tasks associated with these sections are discussed in detail, with examples of typical problems to be overcome.

More economical methods of rock disintegration are needed for mining and for rapid excavation. Two major systems are drill and blast and mechanical excavation, including tunnel-boring machines. Current drill and blast methods are cyclic and there- fore limited in speed of operation. Boring machines are limited to moderately hard rock due to bearing and cutter wear. The recent development of ANFO, which has reduced blasting costs markedly, was largely fortuitous because of the method of manufacturing AN prills. New slurries and fluid explosives are easy to load and have high energy-pressure characteristics.

Rapid growth rate of surface mining for coal has caused many states to increase the rigor and complexity of their surface mining codes. The promulgation of federal surface mining standards may cause those states containing federal land to amend their codes also. Presented is an up-to-date review of these codes with tabular summaries that divide the codes into operative functions. These summaries will be of use to new operators, multiple-state operators, and state officials. Suggestions are made for industrial efforts to present workable and acceptable amendments to these codes.
