THE Employment Bureau of the F. A: E. S., conducted under- the direct supervision of the secretaries of the four Founder Societies, has wanted to extend its activities and usefulness but it is operating right up to the limit of its budget; consequently, anything which requires the expenditure of more funds cannot be -undertaken, for the present. A great deal of time has been spent in recording, classifying, and interviewing the men listed, but owing to the business depression, only a comparatively small number of men have been placed' luring the last few months. There are men in New York from all over the country. What the Bureau needs is more positions available. With this in view, a number of high-grade engineers, themselves in need of employment, volunteered their services for a publicity campaign in the City of New York. A definite mode of procedure was evolved, and the success of the movement has been considerable, so much so that it has been thought well to call it to the attention, of members elsewhere, so that similar committees ' and campaigns might be organized in other cities. Following is a chronological arrangement of the methods used.

(Read at the Amenia Meeting, October, 1877.) THE term "pipe-vein" has recently been applied in this country to certain deposits of lead ore in magnesian limestone. The use of the term has been twofold. It has been revived as a term found in textbooks on mineral veins, with the implied or declared assertion that the ore-deposits thus named in this country are similar to those which have borne the title abroad. It has also been advanced as an appropriate name for a new class of deposits, even if such a class had not previously been recognized. In either case, the assumption is that pipe-veins form a group or class by themselves, and are not merely interior and subordinate features in larger deposits. The peculiar mining law of the United States, which regards " the vein," whatever that may be, as the basis of title, lends a special interest to these claims. But the object of this paper is rather to discuss the subject from the standpoint of geology and technical literature. I shall briefly answer two questions : (1) What are pipe-veins as described in technical literature? and (2) Is the name appropriate or necessary for a new class of deposits ? Definition The term mineral inventory is a relatively new designation, born of the computer age and grown to common usage with the development of computer techniques for extending drill-hole sample values to regularly gridded data blocks representing in situ mineral values. The term has been generally accepted by geologists and engineers because it has a precise meaning which avoids many of the ambiguities of ore reserve. A mineral inventory is an estimated inventory of mineral in place and is usually achieved by dividing the deposit into regularly spaced gridded blocks to which are assigned estimated values using various extension techniques. A mineral Inventory makes no presumptions about the minability of the blocks or their cutoff grade. A mineral inventory estimate may be good or poor according to how much is known about the deposit, how extensively it has been sampled, and what techniques have been employed to assign estimated grade to the blocks Such an inventory, however, does not change with time, economic conditions, or mining technology, but only with new and better data and methods. The mineral industries are striving to expand their use of the computer's ability to process exploration, geologic, and mining data. Digital plotting programs and devices are continuing to gain wider use for lowering the cost and the time required to produce many types of maps and cross-sections commonly used by mining companies. Mineral engineers and geologists will soon be using a new tool, computer graphics, to greatly facilitate the use of computers to solve a large number of industry problems. By means of cathode-ray-tube (CRT) displays, an engineer can search large files of geologic data; display elevation contours, geologic structures, and ore grades; construct geologic and mining cross-sections; and compute tonnages for mining plans or ore reserve estimates. Examples of both digital plotting and cathode-ray-tube problem solving approaches are discussed in this paper.

The adaptation of aluminum to the construction of portable instruments of precision, where lightness is important, is well illustrated by the double reflecting and repeating circle, the invention of Captain Charles Hervey Tomnshend, of New Haven. One of these instruments, now exhibited to the members, has just been completed by Stackpole & Bro., of New York, and is made of aluminum, with the exception of a few minor pieces and a portion of the handle. This instrument is intended for use in a boat, and to be held in one hand like a sextant; and as it is a complete circle, lightness of the material becomes more important. The whole instrument, as shown, exclusive of the eye-pieces and the handle, weighs only one pound, or about one-third of the weight of a sextant of the usual construction. The circle, about nine inches in diameter, was cast in one piece from metal furnished by the Pittsburgh Company.

The past five years have seen communications techniques and hardware developed by the Bureau of Mines and its contractors increasingly brought into use in U.S. mines. The Bureau philosophy has been to help develop and introduce new hardware that goes as far as possible toward meeting the mining industry's needs. The Bureau programs are also designed to provide continuous fallout of new communications capabilities which are introduced to the mine operators as they occur. As more progress is made in meeting mine communications needs, it is hoped that the mining industry will readily adopt the equipment and techniques that it finds most useful in meeting its individual needs. This paper reports on recent advances achieved in the development of improved mine communications systems. In May 1975 the U.S. Bureau of Mines (USBM) conducted a mine communications technology meeting to provide a brief overview of the USBM communications technology developments in the past 5 yr. This meeting lasted for 1 1/2 days. Therefore, I have elected to narrow this paper to a brief review of recent underground mine communication developments. STATIC soil investigations with more or less heavy loads and extensive borings do not always have efficient results; also, they are very expensive. The new geophysical method of dynamic tests described herein is simple and cheap and avoids several disadvantages of the routine investigation, thus forming a useful supplement to the older methods and even at times replacing various static tests. The fundamental principle of dynamic soil tests consists in the appli-cation of artificial vibration. The technique employed is essentially geophysical in nature and in some respects is akin to seismic studies. Artificial vibration may be excited by centrifugal forces resulting from eccentrically supported rotating masses. The reactions of soil and structures caused by these vibrations may be measured. Their dynamic constants, such as amplitudes, phase speeds, damping, reflection, and interference effects, can be investigated. This geophysical method has been used for several years with increasing success. The results of these tests, summarized at the end of the paper, indicate that this method opens a new field for the practical engineer in investigating soils (capacity and formation), foundations, dams and structures, and especially buildings that must withstand earthquakes.

The following are excerpts from the report of the Treasurer of the United Engineering Society, for the year ending Dec. 31, 1915. Finances Due to the growth of the activities of the United Engineering Society, it was found desirable early in the year to consolidate the various accounts and financial records of the Society and of the Library, heretofore kept separately, and to have all the data pertaining to the building and its operation in the charge of one individual. An assistant secretary especially assigned to this work has been appointed, and a separate office has been established. The Finance Committee has had all of the records brought fully to date and has prepared a new set of account books to meet the new conditions. THROUGH circumstances connected with the war, the senior author lost his records, therefore it has been impossible to include numerical data in this paper. The arsenical quicksilver ore investigated had been roasted, with poor metallurgical results. The vapor-tension temperature curves of mercury and arsenious trioxide are similar, and the arsenical compound hampers the coalescence of mercury drops in the condenser and is the cause of large stack losses. The ore was a gray limestone carrying small amounts of carbon and mineralized with cinnabar and two arsenic minerals, realgar (As2S2) and arsenopyrite (FeAsS). The proportion of realgar often exceeded that of cinnabar; the proportion of arsenopyrite was smaller. The grade of the ore varied between 0.8 and 4 per cent Hg. The problem was to make a high-grade mercury concentrate, as free from arsenic as possible. The water used throughout the testing was hard, having a pH of about 8. FLOTATION OF REALGAR Realgar showed a very strong tendency to float. It formed a film at the surface of the pulp and floated in abundance with only pine oil. Therefore an attempt was made to float the realgar before the cinnabar, but this was not very successful; the percentage of mercury in the realgar concentrate could never be brought below 2 or 3 per cent. Cinnabar slimed easily and floated with pine oil, so that some of it always accompanied the realgar. There was also the question of the cinnabar-arsenopyrite separation. On further investigation it was found that realgar can be floated not only with pine oil but even better with a combination of hydrocarbons and pine oil. Washing the ore with ether revealed that it contained hydrocarbons, which helped to float the realgar. In this connection it belongs to the same class as carbon, sulphur and talc. It can be floated also with a xanthate, when activated by a heavy-metal salt. The conditions favoring the two types of flotation are opposed, as activation by a copper salt facilitates xanthate flotation (in fact, is even necessary to it), whereas it hinders pine oil and petroleum flotation. One type of flotation can be termed nonpolar and the other polar, a distinction that has been stressed in a previous paper.1 DEPRESSION OF REALGAR AND FLOTATION OF CINNABAR 'Many chemicals were tested in an attempt to float the cinnabar and depress the realgar. Finally starch rendered soluble with caustic soda was tried, also several grades of commercial soluble starch, and dextrin was found to be the best and the most convenient reagent. The distribution of carbon and the type of substructure in iron-carbon martensites containing 0.02 to 0.57pct C has been studied in the as-quenched condition and after tempering at 25" to 700°C by using electrical resistivity, internal friction, hardness, and light and electron microscope techniques. in marten-sites containing less than 0.2 pct C, almost 90 pct of the carbon segregates to dislocations and to lath boundaries during quenching; in martensites containing greater than 0.20 pct C, appreciable amounts of carbon enter normal interstitial positions located far from defects. Tempering martensites with carbon contents below 0.20 pct at temperatures below 150°C results in additional carbon segregation to dislocations and to lath boundaries but no carbide precipitation whereas -carbide precipitation occurs in martensites with carbon contents exceeding 0.2 pct. Above 150°C, a rod-shaped carbide (either Fe3C or Hagg) is precipitated in all cases. At 400°C, spheroidal Fe3C precipitates at lath boundaries and at former aus-tenite grain boundaries. At 400" to 600"C, recovery of the martensite defect structure occurs. At 600" to 700°C, recrystallization of the martensite and Ost-waW ripening of the Fe3C occur. The effects of the carbon segregation that occurs during quenching and the subsequent substructural changes that occur during tempering on martensite tetragonality, hardness, and precipitation behavior are discussed. A mathematical analysis of carbon segregation during quenching is presented. RECENT studies of the strength of low-carbon martensitel-4 emphasize the importance of carbon segregation to the martensite lath boundaries and to the dislocations contained between them during quenching. Unfortunately, very few studies of the tempering of low-carbon martensites have been conducted, so the exact nature of this segregation is poorly understood. In fact, most early tempering studies5,6 were restricted to carbon contents greater than 0.20 pct. Moreover, these studies did not determine the amount of carbon segregated to the martensite substructure during quenching so that the initial state of the martensite was not established. Aborn7 studied the precipitation of carbide in low-carbon martensite during quenching but did not establish whether carbon segregation occurs prior to carbide precipitation, nor did he study the subsequent tempering sequence in detail. In the present work we have used electrical resistance and internal friction measurements, supplemented by electron transmission microscopy to establish the carbon distribution in as-quenched specimens. Specimens thin enough to avoid carbide precipitation (but not carbon segregation) were employed. The redistribution of carbon on subsequent tempering below 250°C was followed by measurements of elec- trical resistance. Additional studies were made on specimens tempered at 250" to 700°C to elucidate the overall tempering behavior of low-carbon martensites, including the formation of cementite and recrystalli-zation of the martensite. EXPERIMENTAL PROCEDURE Eight iron-carbon alloys with 0.026, 0.057, 0.097, 0.18, 0.20, 0.29, 0.39, and 0.57 wt pct C were prepared as 8-lb ingots by vacuum melting. Typical impurities in wt ppm were 40 Si, 20 Mn, 30 S, 10 P, and 10 N. These alloys were hot rolled to 3 in. plate at 1095°C) (2000°F). The hot-rolled plates were surface ground to remove scale and the decarburized layer, then cold rolled to 0.010 in. sheet. Specimens cut from the sheet were austenitized for 30 min at 1000°C (1830°F) in a vacuum tube furnace in which the pressure did not exceed 2 x 10-3 torr. Chemical analysis of specimens after austenitization indicated no decarburization at this pressure. Immediately before quenching, the furnace was filled with prepurified helium. The specimen was then pushed rapidly through an aluminum foil gasket, which sealed the bottom of the furnace, into an iced-brine bath (10 pct NaC1, 2 pct NaOH). The quenching rate at the M, temperature is about 104'c per sec for 0.010 in thick specimens, as calculated from Newton's law of heat flow2 using a heat transfer coefficient of 25 ft-'. This quenching rate is sufficiently high so that all the alloys transformed completely to martensite throughout the entire 0.010 in thickness and no carbide precipitation occurred in the martensite. All specimens were immediately transferred to liquid nitrogen after quenching and stored there until needed. Tempering below 250°C (480°F) was done in silicone oil baths thermostatically controlled to *;"C. Tempering above 250°C was done in circulating air furnaces or lead pots with the specimens contained in evacuated silica capsules. Electrical resistance was determined by measurement of the potential drop across both a standard resistance and the specimen, connected in series. All resistance measurements were made in liquid nitrogen (77K, -196°C) to minimize thermal scattering of electrons and thus maximize the contribution of impurity scattering to the resistance. Specimen dimensions were 5.10 by 0.19 by 0.025 cm. Although the precision in the electrical resistance measurements was +0.1 pct, the electrical resistivities could only be measured with an accuracy of +5 pct because of uncertainty in the specimen dimensions. Internal friction measurements were performed in an inverted pendulum apparatus at vibration frequencies of either 1.9 or 66 Hz. The specimen dimensions were 5.10 by 0.375 by 0.025 cm. Hardness measurements were made with a Leitz-Wetzlar microhardness machine with loads of 100 g. Specimens were examined by light microscopy after etching in 2 pct Nital and by electron transmission microscopy after preparation of thin sections by electrolytic thinning in a chromic-acetic acid solution.

While this device is not new in its inception, its peculiar advantages failed to be of practical utility until furnace-builders instituted the mechanical reform of supporting the upper and lower water-jackets by hanging them from an I-beam frame, independently upheld by iron columns, instead of resting the entire weight of structure on the bottom, as practice formerly prescribed. The Colorado Iron Works were among the first to build copper-furnaces of this description, and the device, illustrated herewith, has been installed by them in three recent plants,—two furnaces for the Westinghouse interests near Ely, Vermont, and one for the Grand Prize Copper Company, of Gila county, Arizona. The jack-screw supports (Figs. 1 and 2) and the familiar iron bottom of former practice are retained as integral parts of this new furnace-bottom. And, instead of resting inert on the tapfloor of the furnace-room, the jack-screws are supported on and bolted to two I-beams the length of the furnace, placed immediately beneath, and parallel to, its sides. These I-beams are bolted to, and supported by, three steel axles equipped with small flanged wheels, the whole constituting a carriage, which runs freely on a track. The entire apparatus is movable or rigid at will, for the wheels are easily braced, if the tension of the tightened jack-screws does not serve to hold the whole in position. The advantages of this design will be at once apparent to those who have had practical experience in barring furnaces provided with stationary iron bottoms. It is a well-known fact that the larger part of the time occupied in cleaning and preparing a frozen furnace for active service is necessitated by working in a confined place where the temperature is uncomfortable, and that in such case the débris must be removed from

MUCH discussion has occurred as to the use or uses which might be made after the war of either or both .of the large diameter (24 inch and 20 inch) War Emergency pipe lines built by y the United States Government during the war, to move crude petroleum and refined products such as gasoline and light distillate fuels. Indeed, the disposition and future use of these lines constitutes, in the minds of many people, one of the most important problems of postwar readjustment in the Oil Industry. The two lines, running from points in Texas to the New York-New Jersey-Philadelphia area, were constructed only because of the inability during the war to continue normal ocean tanker movements from the Gulf Coast to the East Coast. Physically they could continue after the war to move crude or refined products, and it appears that lines of such large diameter as these, if operated at or near capacity, could move these liquids at costs per barrel which might be considered in the same general cost range as for tanker movements.1 If, therefore, we were to look forward at the end of the war to a shortage of tankers, it is probable that the continued use of these pipe lines for petroleum movements to the East Coast would be worth considering, as against building new tankers to take over the movement, provided there were no other economic or national defense reasons for restoring tanker fleets and no other better use for the pipe lines. Because of the extensive tanker construction program which has been and still is in progress, and because of our Navy's marked success in combating the submarine problem, it appears to be quite possible, however, that instead of a shortage of tankers at the end of the war, we may have a surplus instead. If this should turn out to be the case, then there would seem to be considerable doubt that these lines would continue to be used for moving petroleum or products to the East Coast at the expense of tying up tankers. It would hardly seem probable that the owner of any such tankers would ship via one of the large lines at the expense of tying up one of its own tankers, unless the pipe line tariff rate charged was lower than the out-of-pocket cost of operating a tanker as against the out-of-pocket cost of keeping it tied up. And considering that a substantial part of the cost of operating a tanker goes on even when it is tied up, it is very difficult to figure out how any pipeline tariff could be established that would be low enough to compete with individually owned tankers that otherwise would be idle. Certainly a pipe line tariff rate high enough to cover direct costs plus even a low rate of depreciation and return on the investment would be far above the out-of-pocket tanker operating costs. In view of these considerations, it has seemed desirable to examine with some care some of the various alternatives that have been suggested as to other possible uses to which these lines might be put. One of these is for transportation of natural gas to the New York-New Jersey Philadelphia area. This Eastern area, located at the destination of these lines, contains the heaviest concentration of population in the United States, and is not now served with natural gas. In spite of potential theoretical and economic advantages of large-diameter ball mills, many manufacturers elect not to build them owing to what is perceived as an excessively large design risk. This is because traditional predictions for mill scaleup to large diameters are not always accurate. Alternative methods of analysis and scale-up are required. Recent studies have shown that detailed population balance models which account for important grinding subprocesses (grinding kinetics, material transport, and classification) are capable of predicting the performance of small- and intermediate-diameter mills (up to 4.3 m, or 14 ft) from small-scale batch tests. These same models are used in the current study to predict the performance of a "borderline "large ball mill (4.7 x 5.5 m, or 15 x 18 ft) at Asarco's Sacaton operation, a ball mill (5 x 5.8 m, or 16.4 x 19 ft) at Kennecott's Chino operation, and one of the world's largest ball mills (5.5 x 6.4 m, or 18 x 21 ft) at Cities Service Pinto Valley operation. Model parameters required for scale-up have been estimated in a 380-mm-diam (15-in.-diam) batch mill. Predictions are compared with the results of detailed plant sampling in the three plants. For the Sacaton and Chino operations, the error of the predictions was found to be less than 2.5%, while the corresponding error for the Pinto Valley operation was less than 2.7%. It is concluded that proper representation of the major subprocesses of grinding in the model equations is the key to achieving accurate scale-up. Of special importance is the need to account for the size distribution of the grinding media and the influence of the size distribution environment in the mill on grinding kinetics.

COMPLETION of the Rainbow Bridge across the Niagara River and Gorge this fall marks a new page of achievement in the annals of bridge- building. Symbolic of the amity between two great nations, the new bridge provides an additional gateway across the most peaceful border in the world. Ground was broken for the project May 16. 1940, at a site close to that formally occupied by the Falls View Bridge which was destroyed by a record ice jam in 1938. At this point, about 2000 ft. deep and 1000 ft. downstream from the American Falls, the gorge is about 200 ft. deep and 1000 ft. wide. The great steel arch of the bridge has a span of 950 ft. and rises from its supporting abutments on the American and Canadian sides of the river to the level of the top of the gorge. This is said to be the longest hingeless arch in the world.

ANDREW FLETCHER, newly elected Treasurer and Director, has spent his entire mining career in the employ of the St. Joseph Lead Co. and brings to the Institute Board a career rich in financial experience and varied in interest and accomplishment. "Drew" Fletcher was born in New York City on Feb. 6, 1895. After graduating from the Sheffield Scientific School of Yale in 1916 as a mechanical engineer, he became a shipyard mechanic in Wilmington, Del. The next thirteen years saw. him gradually enlarging his responsibilities until he ultimately became the head of the W. & A. Fletcher Co., in Hoboken, N. J., ship repairers. In 1929 his program for merging the Fletcher plant with five other New York shipyards was finally consummated in the formation of the United Dry Docks, Inc., which subsequently was purchased by Bethlehem Steel, with the result that today the old Fletcher yard and organization has been expanded into one of the finest ship repair units in the United States.
