The Atlantic Refining Company of Cuba started a deep test upon a long, narrow, surface-defined anticline 3 km. south of Remedios, a town on the north coastal plain of Santa Clara province, in December 1938. The Atlantic Refining Co. is doing extensive seismograph arid gravity-meter work in Matanzas arid Santa Clara provinces. The Shell company was rigging for a deep test in western Havana province at a location about 2 km. west of the town San Antonio dc los Banos New Petroleum Law More serious attention was given by some of the major oil companies to the development of petroleum in Cuba as a, result of the passage of a Petroleum Law ill that country on May 9, 1938. Under the old mining lam of Cuba, which gave no special treatment to petroleum, the usual provisions giving reasonably satisfartory guarantees to encourage investmerit of foreign capital were either entirely lacking or were 30 ambiguously expressed as to require legislative action. Under the new law, Government royalty is fixed at 10 per cent with the provision that it will be reduced to 9 per cent on crude petroleum that is refined in Cuba. Royalty to the surface owner is 1 per cent. A surface tax on a sliding scale from 10¢ to 406 per hectare per year is applicable to all exploitation concessions granted under the law or adapted to its provisions. In Canada, the economic climate for mining is still warm, but a noticeable chill set in last November when the Government published a White Paper on tax reform known as the Carter Report. Moreover, this chill could drop to a freeze injurious to the whole Canadian economy if two of the proposals in the Carter Report are adopted. The offending suggestions call for an end to (1) the depletion allowance and (2) the three-year tax holiday for new mines. Both of these tax incentives have played a major role in the postwar development of the Canadian economy and will, if undisturbed, play an even more important role in the future. The fact that they have worked and worked well is evident from the record. Fruits of an Industrial Beanstalk Excluding fuels, the value of Canadian mineral production was just under $3 billion in 1968-almost nine times as much as in 1946. With fuels included, the figure is $4.25 billion, or almost ten times as much as in 1946. Proportionately, this growth far exceeds that of Canada's manufacturers or of her economy as a whole. Table I traces the overall mineral production growth by principal products. Of particular interest here are petroleum, iron ore, natural gas, sulfur and potash, the combined production of which has grown from little or nil to a point where it now accounts for more than 40% of Canada's mineral output.

BY far the most conspicuous of the Pennsylvania slate districts is that extending from the New Jersey line at the Delaware Water Gap westward almost to the Schuylkill River. This covers parts of three counties in east-central Pennsylvania: Northampton, Lehigh, and Berks. The most important development, both in geographic size and product importance, is in Lehigh and Northampton counties. The greater part of the region is underlain by only one formation-the Martinsburg, consisting of slates, clay slates, and sandy shales, all of the Ordovician period. The slate-bearing Martinsburg formation is underlain by Cambro-Ordovician limestones. Immediately overlying the Martinsburg formation is the Tuscarora quartzite of the Silurian period. The Martinsburg formation itself is divided into three distinct divisions, termed simply: the upper, the middle, and the lower members. Commercial slate has been extracted from all of these members, but the formation of greatest importance is the upper member, representing 2600 ft of the total formation thickness of nearly 11,000 ft. The upper member is commonly referred to as the "soft slate" and consists of three facies: 1) beds of blue-gray, very sandy, almost quartzitic slate, in many places, approximately a medium-coarse sand- stone with calcareous cement; 2) blue-gray sericitic slat-the dominant rock type of this member-with occasional chloritic beds; and 3) dark gray or virtually black, highly carbonaceous beds, referred to locally as "ribbons."

Public Law (PL) 95-87 contains explicit demands for land use planning in its reclamation and designation sections. Both sections require recognition of local land use plans; however, they are not well integrated. Accommodation to these planning requirements affords an opportunity to create better links among local land use planners, the state's permitting authority and designation office, and mine designers. Mining companies should take a more positive interest in local land use plans and in resource inventories. States should coder handing down to local government the responsibility for accepting mine permit applications and designation of unsuitability petitions.

Following closely Marcona Corp.'s announcement of its new Marconaflo process for transporting mineral slurries by ship (see pp. 96-97, Sept. 1969 [ ]), Midland-Ross Corp. (M-R) now heralds its metallized iron pellet process which supplements Oregon Steel Mills1 (Oregon Steel) new Portland, Ore., plant. Harry J. Bolwell, president of M-R describes the company's M-R Pellet as "the most exciting advance in steelmaking in a decade, one which will profoundly affect the industry." In fact, other knowledgeable industry spokesmen believe that with these developments the mini-steel plant era is now here and that this technical development along with the Marconaflo process will revolutionize iron ore shipments and steelmaking. The M-R president predicts that electric furnaces can account for 20% of the annual U.S. steel production by 1975, compared with 14% at the present time because of these developments.

The number of seismograph field crews employed in the active survey of potential oil territories is still on the increase, owing to the ever pending threat of a shortage in the supply of crude oil. It is to be expected that for years to come the seismograph will be responsible for discovering many new oil fields, both in wildcat territories and in deeper formations, and that the seismographic campaign will go on unabated. Yet improvements in instrumental design, in the field and interpretative techniques, are brought about year after year, and lead to the reshooting of areas many times surveyed previously. Notwithstanding the experience gained by the past eight years of active work in reflection seismographic surveys, the results given by this method of mapping deep formations have in many instances been at variance with the information subsequently obtained by the drill. To overcome this shortcoming, geophysicists have used closer spacing of the shot points and closer control of the depth points. The method discussed here is being used actively in the Mid-Continent region and endeavors to reduce the interpretation work to a mere mechanical technique, leaving as little as possible to the opinion of the interpreter. The New Method Field Technique.—In sectionized territory where country roads are available every mile, shot points are preferably located every 1/4 mile when six detectors are available or every % mile when eight detectors are at hand. The disposition of individual spreads is represented on Fig. I; in each case a shot point is located at the section corners. Fig. 2a represents the layout of a spread between shot points, the vibration detectors being preferably equidistantly located. Normally in the 1/4-mile control, the distance between shot points is 1320 ft. and the distance between detectors 220 ft. When shooting from shot point S.P. The recent concern for the recovery of even the finest fractions of coal preparation plant feeds has created needs for new equipment. Thermal dryers currently available have difficulty reducing the filter cake moisture on down to the desired point. This difficulty involves 1) the physical problem of handling this wet, sticky material and making each particle accessible to the hot gases, and 2) removing the extremely fine dried particles from the cooled gases. The dryer described in this paper handles the first of these problems, and eliminates the second by the substitution of steel balls for air as the heat transfer medium. As a general statement, the cost of preparing coal for market is inversely proportional to the size of the lumps or particles. In the not too distant past the finer sizes were discarded as being uneconomical to treat and this practice might be still continuing if it were not for the insistence of the public that this material be kept out of our streams. This being the only cost-free outlet, the disposal of fine refuse became a significant item of expense in every preparation plant. When this happened it was only reasonable to look to the recovery of the values in this material, not only to defray this expense, but to reduce the tonnage which had to be wasted. There seemed to be no device available suited to reducing the moisture in this material to what the market requires. All of the fine coal dryers commonly employed make use of air to bring the heat of combustion into contact with the coal particles. Any device employing air as a heat transfer medium, has the following two strikes against it in attempting to handle 28 mesh by 0 filter cake: 1) It is practically impossible to bring the hot air into intimate contact with the enormous number of fine particles stuck together in the cake. 2) Even if this can be effected, it is impossible to remove the dried coal from the air. A wet scrubber must be employed, the discharge of which must go back to the filter and dryer as a circulating load of the most objectionable sort, being the extreme fines. Various compromises have been used to cope with the problem of drying this relatively small tonnage of high moisture coal. Often some of the dried coal is mixed back with the feed to the dryer in an attempt to make the mixture more handleable and more available to contact with the hot air than the filter cake alone would be. This may help to some extent with the first problem but it does nothing about the second and a dryer operated in this way has to be oversized. Sometimes the filter cake is mixed with a coarser fraction for the same reason. Here again, while this may make a mixture (the particles of which are more readily brought into contact with the hot air), the problem of getting the fine coal out of the air remains and a larger percentage of the total coal to be dried is handled by the most expensive means. Mechanical dewatering has accounted for more and more of total coal drying lately and in many cases would satisfactorily handle the whole load, down to 28 mesh, if there were a means available for doing a good job on the —28 mesh by itself. The dryer which is the subject of this paper was designed expressly for doing this job — drying fine material by itself regardless of how wet it may be to start with, how fine it may be, or how gummy and sticky these properties in combination may make it. THE development, within recent years, of core drills capable of drilling holes up to 72 in., or even more, in diameter, has made possible an entirely new and valuable method of geologic exploration, Although little used until recently as an exploratory tool except in the United States, by the Tennessee Valley Authority and the Corps of Engineers of the U. S. Army, for the exploration of damsites, the large-diameter core drill may be used to good advantage in other types of geologic exploration. Its princi-pal utility is that of supplementing, rather than replacing, other means of exploration. Although core is frequently recovered intact, the greatest advantage of large-diameter drilling is that the holes produced are large enough to be entered by the geologist and engineer, and thus afford an excellent means of examining undisturbed rock. The walls of the holes are smoothly cut, and in some rocks nearly or quite polished, so that the most minute details of structure and stratigraphy are clearly disclosed. Such features as faults, joints, bedding planes, weathered "seams," and beds or layers of soft materials, which are not always amenable to disclosure by cores recovered from small-diameter holes, are conspicuously displayed in the walls of large holes. Frequent reference to the drilling of large-diameter holes is made in engineering literature, but comparatively little emphasis has been placed on their value in geologic investigation. It is, therefore, intended that the present paper acquaint the geologist, as well as the engineer, with the large-diameter core drill and the technique involved in its use, and also with its advantages, disadvantages and limitations as an implement of geologic exploration.

Allan Gibb, Queensland, Australia (communication to the Secretary*):—It is gratifying that Mr. Edward Keller,' who has clone so much work elucidating the principles of copper-metnllurgy, should have subjected only that portion of our investigation relating to magnetic iron oxide to anything like adverse criticism. Situated as we were on a rnining-camp, it was impossible to undertake work that would cover all the intricate possibilities connected with the materials commonly classed as matte. We therefore began the investigation on matte produced from ores that contained no other components than the sulphides of copper and iron that would be likely to enter into the composition of matte. We were, accordingly, free from ally possibility of magnetic iron oxide entering the matte, unless it were formed in the operation itself. The work done on this subject was incomplete, and the results thereof recorded as giving only negative evidence as to the absence of magnetic iron oxide. It would have been better to have left the matter open, as " not proven." The trend of the investigation was to account for the insufficiency of sulphur in matte to satisfy the requirements of ferrous and cuprous sulphides. So far as our deductions are correct, it was unnecessary to consider the (in our samples) somewhat doubtful constituent, magnetic iron oxide. The mattes that mere investigated were among those mentioned by Mr. Keller, " which scarcely show ally magnetic property." The samples showed no such property. There was no unaccountable variation in the specific gravity, which only varied, as would be expected, with the proportion of ferrous sulphide. FOR a better understanding of the melting and refining processes, the oxygen content of the steel bath should be determined. The oxygen content influences many process and product variables such as the efficiency of alloy recoveries, the ingot structure (through reaction with carbon in the steel), certain reaction rates, cleanliness (formation of indigenous oxide inclusions), and mechanical properties. Many methods of sampling liquid steel for oxygen have been devised. These methods can be divided into two main groups: 1) taking samples directly in the furnace or ladle;'-'0 2) removing the metal from the furnace or ladle in a sampling spoon and pouring it into a mold, or drawing the metal from the spoon into a sample holder.11-l4 The advantages and disadvantages of the two general sampling methods are presented in Table I. The bomb-sampling technique described by Huff, Bailey, and Richards8 has been used by the Crucible Steel Co. in certain research projects where oxygen contents were needed. It was recognized that a localized boiling condition could result when the mold is introduced into the steel bath, although the work of Gilbert and Bailey9 seems to indicate that the carbon boil occurring in the bomb-sampler cavity has a negligible effect on the oxygen content. In order to confirm the reported negligible effect of a carbon boil, additional work was done with adaptations of the conventional bomb sampler. The methods used are shown in Fig. 1 and are as follows: 1) Type A: aluminum wire (0.125-in. diam) coil in cavity; steel cap over mouth 2) Type B: aluminum cup in cavity; aluminum cap over mouth, 3) Type C: aluminum cup in cavity; steel cap over mouth, 4) Type D: fine aluminum wire (0.013-in. diam) in cavity; steel cap over mouth. The amount of aluminum wire in the Type A and D samples varied from 0.8 to 1.2 pct of the sample weight. The aluminum cups averaged 2.0 pct of the sample weight; the latter were used to ensure that the steel contacting the walls of the bomb cavity was fully killed. Samples were taken from plain carbon heats made in open-hearth furnaces. This grade of steel before silicon additions is essentially an Fe-C alloy and the effects of other alloying elements on the oxygen activity can be neglected. The results of sampling with the bomb samplers is shown in Fig. 2 where the percent oxygen is plotted against the percent carbon on log-log paper. Spoon sample results on the same grade of steel where the sample was killed in the spoon are shown in Fig. 3. The oxygen contents were determined by the vacuum fusion method. In 1948 when the U.S. Bureau of Mines began the investigation of domestic monazite placers for the Atomic Energy Commission, deposits of this type amenable to large-scale operations were unknown in the U. S. Intensive search for such deposits had not been carried out in the past. Problems to be met included scarcity of men with placer experience and need for development of new exploration, evaluation, and analytical procedures. As a result of the exploration program three dredges have gone into operation in one area in Idaho and another dredge is operating in South Carolina. Search for Deposits In the search for areas to be investigated for monazite, the first step was a thorough study of all available literature reporting occurrences of the mineral. Initial work was guided largely by many reconnaissance reports prepared by the U. S. Geo- logical Survey and the AEC. As the work progressed many new deposits, not mentioned in the literature, were called to the attention of USBM engineers by prospectors who had noted the presence of the yellow, heavy sand while prospecting for placer gold. Every prospector was given an attentive ear.

John Birkinbine, Philadelphia, Pa.: Mr. Sperry's paper is certainly a valuable addition to the literature upon alloys with iron, supplementing the data already published concerning the influence of manganese, chromium, tungsten, titanium, aluminium, etc.; and it is to be hoped that the presentation of information upon the influences of nickel may bring out comparisons with other alloys. Taking into consideration the properties of nickel, and its use as an alloy in heavy forgings, as set forth in the paper, there would appear to be no serious difficulties in utilizing this alloy by extending its application to pieces of more moderate size. The melting-temperature of nickel, as stated by Mr. Sperry, is considerably lower than those given by various authorities. Its point of fusion being so near that of iron, and its density but little greater, the difficulty of alloying it in the foundry should not be serious, particularly if it is applied as a ferro-nickel. The addition of nickel monoxide (NiO) to molten steel would appear to be less desirable than the application of metallic, nickel or of ferro-nickel, if such is produced on a commercial scale and at a satisfactory price.

Lufthansa flight 497 roared down the runway and climbed rapidly through the early morning mist hanging over Pudahuel airport and the city of Santiago, Chile, into the brilliant sunlight above the clouds. As the plane banked onto course for Lima, Peru, we got what was possibly our last look at the beautiful snowclad mountains that ring Santiago. To the northeast was the massive hump of Aconcagua, the highest mountain in the Southern Hemisphere, wreathed in clouds and virtually looming over Rio Blanco, the new mine put into production by Cerro de Pasco just one short year before. Almost a thousand miles to the north lay the massive open pits of Chuquicamata and Exotica, and a little closer to Santiago the El Salvador mine. Behind to the southeast, clinging to the steep slopes of the Andes, was the large and awe-inspiring El Teniente mine at Braden. These mines, once the bastions of such companies as Anaconda and Kennecott, had a new owner-the Government of Chile. On the plane were a number of people who had spent a large part of their lives in Chile operating these mines and plants, and who now were suddenly faced with the necessity of starting new lives somewhere else. To them, this was their last look at the country which not too long ago was their home, a bittersweet moment of reminiscence and a time for questioning what the future held.
