NECESSITY FOR PRICE FIXING DURING the latter part of 1916 and the early months of 1917, clue to war activities, there was a threatened shortage of coal which resulted in panic among consumers and a rush to obtain coal at once at any price. As a result of this insistent demand for immediate delivery, prices were bid up by the consumers to unprecedented heights; spot coal which had previously been selling at from $1.50 to 82 per ton was bid up to $5, $6, and, in exceptional cases, as high as $7.50 or more per ton. Then when the April, 1917, contract period arrived, contracts could be made only at prices ranging from $3 up to $5 and $6 per ton for the year's delivery. This condition caused such a demoralization of the business, and so much complaint, that some action to regulate prices was considered essential by the National Administration. LANE-PEABODY AGREEMENT In May, 1917, a committee under the chairmanship of F. S. Peabody, of Chicago, was appointed by the Council of National Defense, through Mr. Lane, to consider the whole question of bituminous coal. This committee, with the Secretary of the Interior, Mr. Lane, after numerous meetings and long negotiations with the operators throughout the country, announced on June 29 an agreement between the Committee and the producers, fixing a tentative maximum price for bituminous coal throughout the country at $3 per net ton f.o.b. mines, to which was added 25 c. for selling commission to wholesalers. This plan was based on the idea of fixing a maximum price, high enough to greatly-stimulate production, with the expectation that the laws of supply and demand would, with ample production, operate to maintain fair and just prices for coal throughout the country.

The behavior of particulate non-metallic materials in moving contact with smooth surfaces is of interest and concern to manufacturers and users of abrasives, of fillers, and of pigments alike. The theoretical aspects of the subject have been treated to considerable extent in the literature, and correlatic,ns are available that attempt to relate various methods of hardness determination." 2 The particle size and friability are characteristics of the abrasive that are not related to the smooth surface. The hardness, on the other hand, may be visualized as relative to that of the smooth surface. In a study of abrasive action, the role that hardness, per se, plays is a complicated one. For it is necessary to compare the "hardness" of the abrasive, usually a non-metallic, with that of the smooth surface, generally a metal. Hardness of non-metallics is defined as resistance to scratch and is almost universally described with respect to the Mohs scale.3 Minerals have been rated by Mohs numerically from the softest (talc = 1) to the hardest (diamond = 10). By definition, a mineral has a designated hardness when it is scratched by the standard that is numerically just above it on the scale; and conversely, when it scratches the standard that is just below it. Hardness of metals. however.. implies resistance to indentation, a property that has been measured by a number of methods. In fact, the indentation hardnesses of the standard minerals on the hlohs scale have been determined by the Rockwell tester. Reproduced below are two versions of this correlation. 'A conversion chart, prepared by Wilson Mechanical Instruments Division of American Chain and Cable Co., merely gives the conversion from Rockwell to Knoop hardness. The relation between Knoop indentation hardness and Mohs scale has been reported by G. S. Smith — A New Scale of Hardness, The Engineer, Aug. 26. 1949. G. F. Kinney in Engineerin Properties and Aplications of Plastics reports the Rockwell hardness of the minerals directly in the Mohs scale. Interest centered 1111 the technical papers which were keenly followed, with substantial discussion: During the entire week of the National Metal Congress (Oct. 3 to 'i), there were also other sessions of interest' to metallurgists, directed by the America11 Society for Steel Treating, American Welding Society, Production Division of the Society of Automotive Engineers, the Iron arid Steel and Machine Shop Practice Divisions of the American Society of Mechanical En,' the Wire Association and the American Drop Forging Institute. The National Metals Exposition at the 174th Regiment Armory was well attended.

THIS paper discusses what mining reports should contain when presented to the California State Corporation Department, to accompany applications for the sale of stock to the general public, but the principles involved apply to mine financing everywhere. Such reports should 'be as clear and concise as possible, endeavoring to tell the truth in as few words as necessary. Should the engineer be aware that his report is to be used in connection with the sale of stock to the general public, he should consider the public as his client as well as the person who actually employs him. It is always required that the engineer be favorably known and of recognized standing. The following points should be given careful attention : 1. A legal description and location of the property. 2. Transportation conditions, and how they may be expected to affect the operating costs. 3. A brief history of the property, its production record as to tonnage, grade, and character of the ore should be given. Should the property have suspended operations for any reason, this should be given. Any details of former operating costs should be given, especially as to how any improvement could be made, due to better methods which might be employed.' 4. The main geological features and whether they are such as to lead the engineer to believe that the mine may possibly 'be exhausted or the ore of such grade as to be no longer profitable. If he considers them favorable, he should give his reasons for the belief that further development work may produce profitable results. A map showing these features should be submitted, and it is not necessary that such map be highly colored or contain any more than the essential matters. 5. Drilling activity increased in Illinois in 1935. There were 34 com-pletions as compared with 26 in 1934 and 18 wells were drilling at the end of 1935. Some large blocks of acreage were leased in Marion and Clay counties near the central part of the Illinois structural basin. Production of oil in the state totaled 4,305,000 bbl., a decrease of 4 per cent from that of 1934 There was some curtailment of production in the early part of 1935 but none after April 30 as shown in the following table. AT the outset, the authors of this paper desire to file a disclaimer and an, explanation. They have no inside information from occult sources; neither of them feigns clairvoyant powers in the slightest degree. It is true that they have indicated on be graphs an approximate trend for the consumption of seven important mineral commodities up to the year 1954. At best this is a risky business; the figures do not pretend to be any- thing more than reasoned conjectures that are predicated on an attempt to evaluate some of the more obvious of the many factors that are likely to have a bearing on the future.

The self-diffusion coefficient of chromium in various alloys in the iron-chromium system has been measured. A variation in Dofrom 10-4 for pure chromium to a maximum of 102 near 60 pct Cr appears with a range of activation energy from about 50 to 80 kcal per mol. The general pattern of behavior observed is not consistent with present theories of diffusion by a vacancy mechanism. Suggestions are made for further clarifying experiments. RECENT work on the self-diffusion of chromium,' ?-uranium2-4 and ß-zirconium,23, 26 has indicated that these elements have very low Do (10-3 to 10-4) compared to that conventionally expected for vacancy diffusion. Pound et al.5 have suggested that this may be due to ring diffusion being operative, and have proposed a model which gives Do of the correct order of magnitude. The essential difference between this model and Zener's earlier model6 is that whereas Zener assumes tight coupling between atoms in a ring to establish a vibrational frequency, Pound's model allows the atoms to vibrate essen- tially each in their own normal modes. The probability of each atom moving in the correct direction to cause a ring of n atoms to rotate by 2p/n must then be calculated as a "synchronal entropy" which may be -20 e.u. for a 4 atom ring. In iron, the latest determinations of self-diffusion yield Do in the range 18 to 522.7-9 The most accurate is probably that of Borg and Birchenall8 which is 118 ± 3. This value is not inconsistent with that expected for a vacancy mechanism. Since iron and chromium are very closely similar in size, are both transition metals, and their solution is thermodynamically ideal at temperatures of interest in diffusion, it appeared that a determination of self-diffusion coefficients, Do and Q as a function of composition would be of substantial interest to diffusion theory. The following measurements were made with this purpose in mind.

There have been major changes in the makeup and nature of the uranium exploration industry in recent years. Significant price increases precipitated an increase in exploration activity-according to the Department of Energy, exploratory drilling in 1977, by 140 companies, was almost 8 million m (26 million ft). This represents a 37% increase over the prior year's drilling. Projections for 1978 indicate at least 9 million m (30 million ft) of exploratory holes will be drilled in the US. Exploration expenditures in 1979, including land acquisition, drilling, and other costs, were estimated by DOE at over $236 million. Domestic expenditures for 1978 are estimated at over $250 million.

THE lead and zinc region of SW. Missouri is interesting, not only by reason of the value of its output, which ranges in the neighborhood of ten million dollars a year, but even more because of the facilities which it offers for the study of certain forms of ore-deposits, of which the loci and genesis are somewhat obscure. Although the mineral species found in the region are few and of common occurrence, crystallization has taken place on a generous scale, and unusual forms abound in many combinations, presenting examples of pseudomorphism, paragenesis, metasomatic replacement and the action of mineral-depositing and mineral-dissolving waters. For the mineralogist, lithologist, and specialist in certain lines of metamorphism, it has peculiar attractions, while the systematic geologist will perhaps find its chief claim to attention in the simplified problem it presents, in the study of ore-deposits. In addition to the phenomena above enumerated, it presents instances of well-developed comb-structure in the ores, fissures and faults, and slickensides-features usually associated with extensive movements in the earth's crust, and believed by some authorities to prove the deep-seated origin of the ores. In connection with these occurrences, the absence of all igneous rocks from this region is noteworthy and significant. For that reason, the simplified case presented by the Joplin region, from which these rocks have been eliminated as a factor, is specially valuable. Having had unusual opportunities to watch the development of this district, I have been deeply interested in the bearing of the revelations of the Joplin mines upon questions of universal importance to the science of ore-deposits ; and it was to my great regret that the project of a meeting of the American Institute of Mining Engineers at Joplin, proposed in 1892, was

Among the zinc base alloys used for casting in metal moulds, pnrticularly die casting, those alloys containing aluminum usually together with copper, are probably the most widely used. The reason lies in their desirable mechanical properties and the fluidity and absence of hot shortncss which facilitate ca,sting. Objection to the use of these alloys may be raised on account of the rather frequent instances of failure of a type variously described as disintegration, exfoliation and intererystalline corrosion. In all cases which have come to our kno~vlcdge where the conditionsof service were known, failure has occurred upon cxposurc to moisture and heat varying from a hot moist atmosphere to lligh pressure steam. RIoreover, the alloys described in all such roses contain impurities or alloying metals which the present authors have found to have enormous accelerating effects on intererystalline oxid:~t'ion in zinc-aluminurn alloys. Thus Williams1 experimented with an alloy containing a large percentage of tin exposed in Cuba. Baucr2 reports failure of a boiler plug containing over 1 per cent. of impurities, doubtless lead for the must part, and Rawdon's3 examinations were madc on an alloy containing 0.1 per cent. lead also exyosctl to thc Tropics. No thorough investigation of the nature and cause of this type of failure has been made heretofore, so far as the authors are aware, although Rawdon correctly classified it as internal oxidation. We have, therefore, carried out this investigation in order to det'ermine the exact nature of this phenonienon and the effect of other metals present as impurities or intentional additions in accelerating or retarding it. In the appendix we include a considerable amount of data which may be valuable in selecting an alloy combining good physical properties with high resistance to oxidation. At the last meeting of the Institute, several contributions were made to the subject of miners' aid funds. Such matters will always form important factors in the administration of large industrial enterprises. From the frequently remote and isolated position of mining properties, it is a subject that often forces itself upon the attention of the mining engineer. Local conditions are usually so variable that no single method can be found equally well adapted to all localities. At the same time, a study of different types is often suggestive and valuable, and it is with this in view that these notes are presented. The Miners' Fund of New Almaden is a remarkably successful example of what may be done for miners by a wise and at the same time firm management, by simply directing their own efforts and without incurring any great expense to the stockholders,—a practical consideration not without importance in most cases. A LUSTY baby of the Institute, the Coal Division, showed that it had acquired a full set of teeth and was capable of man's work at the Division meeting at Fairmont, W. Va., on March 26 and 27. At this second of a series of field meetings, the first of which was held in Pittsburgh last fall, the industry in the East was represented from top to bottom and good humor and enthusiasm were the predominant notes. West Virginians are always good hosts and this meeting would have proved the statement to any inclined to doubt it. The spacious auditorium of the Fairmont Hotel was arranged for the technical sessions, the hotel being headquarters for the meeting. About a hundred and twenty-five representatives were registered and in attendance when Thomas G. Fear, chairman, opened the morning session at 10 o'clock Mr. Fear first introduced Howard Eavenson, vice-chairman of the morning program, who, as chairman of the Coal Division, had labored long and cheerfully to make the meeting successful. Mr. Eavenson talked briefly on what the organization was doing, pointing out that these field meetings were designed to bring the members into closer touch with the parent Institute and give the younger engineers in the field a better opportunity to participate in the work the Institute is doing. He congratulated the various committees for their work in promoting the meeting.

THE Annual Meeting-numerically the 162d meeting-of the American Institute of Mining and Metallurgical Engineers will be held at the Pennsylvania Hotel, 7th Ave. and 33d St., New York, Feb. 18-22, with the exception of the following events: the Mineral Industry Education Division will meet Sunday afternoon and evening at the Columbia University Men's Faculty Club, 400 West 117th St.; and a meeting of the Section Delegates, the annual business meeting of the Institute, and an executive session of the Board of Directors will be held in that order Tuesday afternoon in the Engineering Societies Building, 29 West 39th St., where the Directors will meet in the evening following their annual dinner to the Section Delegates. The Pennsylvania--one of the Statler group of hotels-was selected as headquarters because it has the physical equipment and facilities-for registration, technical sessions of all sizes, luncheons, social events, etc.-as well as the prominence and location desirable for an Institute annual meeting. This plant was built in 1907 at the Bankhead mines to manufacture briquettes by the Zwoyer process under license from the Zwoyer Fuel Co., of New York, N. Y. The building was constructed to contain two units, each of a capacity of 10 tons per hr.; one unit was installed at the time the building was constructed, and the second unit is now being built. The coal used is an anthracite, which is more friable than that of Pennsylvania, and, as a consequence, a larger percentage of dust or waste is produced, which was formerly thrown upon the slack-pile as waste, but is now passed to the ? dust-bin " in the breaker, from which it is conveyed to the briquette-plant.

For the past fifty years or more, the structural features of the Cordil-leran mountain system of western United States have presented some most interesting problems. Any geologist or engineer living in this region, or even making occasional examinations of the mines, will lose much of interest and importance if he is not familiar with the literature. Some of the greatest works on geology have been the result of studies carried on in sections of this region. Among the more important of the earlier works are those of Dutton,l King,2 Gilbert3 and Powell;4 of the more recent Lindgren,5 Ransome,6 Spurr,7 Butler8 and others have contributed much. Many of the papers are largely of scientific interest but even these lay the foundation for the commercial application of the broader features of the geology. I have read many of these works with the keenest interest and pleasure; in fact, some have been read until some of the more important findings seem to be my own. In this paper, however, it is my aim to accept credit for little more than the labor of assembling some of the ideas of others. In attempting to study precipitation from a tetragonal lattice, using solid solutione of bismuth in tin, it was found that although a Widmanstätten pattern is observed1,4 only a qualitative analysis of the orientation relationships is possible, because of the unusual structural changes that accompany the precipitation process. Microscopical Studies Alloys were made from Chempur tin (Standard samples 42b and 426, National Bureau of Standards), and bismuth (Kahl-baum C.P.) by melting weighed quantities together under palm oil, stirring well, and castilig in a heated graphite mold. The polishing and etching techniques employed largely govern the visibility of the structural changes. The preliminary surfacing operations were similar to those recommended by Villela and Bergekoff,5 through Behr-Manning 3/0 abrasive papers, lubricated by a solution of paraffin in kerosene. A rough metallographic polish was next given, using a thin cotton cloth charged with relevigated alumina (maximum particle size of about 4µ) and soap solution; repeated etching and polishing served to remove disturbed metal. For high-power examination better preparation was necessary. It was found that on such soft metals the threads of the fabric, rather than the abrasive, cause most of the scratching. Cotton outing flannel, which had been brushed so that the nap lay down, was fairly satisfactory, but a heavy grade of silk velvet (not the noncrushable kind) was found to be better, especially after some use. A better procedure was as follows: The metal lap was warmed slightly, and a 4-in. circle of woolen broadcloth was cemented to its center by a thin film of melted paraffin. The broadcloth was then moistened with water, and a 30 to 40 per cent solution of sodium hydroxide heated to about 50°C. was poured over it, allowed to stand for I to 2 min. and then washed off. It was neither necessary nor desirable to remove all the sodium hydroxide from the cloth, since its etching action aided in the removal of the flowed layer from the sample. The cloth was then charged with a paste of the relevigated alumina in water. Since this lap did not remove deep scratches, it was necessary previously to polish the specimen on some material such as the silk velvet. The sodium hydroxide softens and partly gelatinizes the woolen lap covering, permitting a scratch-free polish, but its action continues, and the cloth deterioratcs after about 24 hr. This is not serious, because a new lap can be prepared in about 5 min., and only small pieces of cloth are used. Etching with a strongly acid solution of ferric chloride was found satisfactory for removing the flowed layer.
