The US minerals posture will be increasingly dominated by three interrelated factors. First, when viewed over the long range, the US supply situation can be expected to steadily deteriorate as demand increases. Domestic high-grade ores have been used up, and other nations compete with the US for world supplies. Second, as environmental awareness becomes more acute, an aroused citizenry is demanding that minerals industries conform their operations to rigorous new standards. Finally, the changing energy situation that confronts the US is forcing an appraisal of energy-use patterns on operations previously guided solely by economic principles and not by national priorities. While future US mineral production and consumption patterns are unclear at this time, it is certain that US demand for minerals will continue to outrun domestic supply. Thus, the US is faced with a challenge of producing more minerals and metals from lower grade resources. Meeting this challenge means a strengthening of US research and development efforts, coupled with their application in the remaining leadtimes available. Some specific examples of how the US Bureau of Mines (USBM) is assisting in the processing of low-grade resources follow.

THE MAJOR use of spelter has always been for the coating of iron and steel products, the process of coating being known as "galvanizing" and the products themselves as "galvanized," except for a couple of years during the war, when the consumption for brass making became superior, in the United States at least, owing to military demands. Since 1919, however, the consumption of spelter for galvanizing has regained the premier position, but not with such a long lead over brass making as previous to the war. The last development is ascribable to two main reasons, viz., an increased demand for brass in new industries, especially automobile manufacturing; and a diminished use of spelter per unit of iron and steel galvanized. MAJOR IMPORTANCE OF SUBJECT The last mentioned matter has already been the subject of some discussion and of some literature. The galvanizers have been charged with deliberately thinning their zinc coatings, with the consequence of producing inferior goods and thereby jeopardizing the whole galvanizing business. Zinc producers have been concerned about this, out of consideration of both the less use of zinc per unit of iron and steel and the fear that, the number of units produced may be curtailed. It has been argued, among other things, that the present policy of American galvanizers would impair their ability to compete in foreign markets with British galvanizers, who have been represented as making a superior product.

IN 1942 Grossmann1 proposed that the hardenability of a steel may be calculated from its chemical composition by considering the base hardenability associated with its carbon content and grain size and multiplying this base by factors for each element present. Since Grossmann's original publication, several investigators2-5 have reexamined the multiplying factors for the individual elements and in general have found that the multiplying principle is valid. However, some of the individual factor curves developed have been in poor agreement. Inasmuch as the carbon-factor curve obtained by Grossmann was dependent [ ] upon the factors for all the other alloying elements present in the steel, it logically followed that his results were in need of correction in the light of the new data available for manganese, silicon, and the other alloying elements. Furthermore, in order to avoid the possibility that errors in the manganese, silicon, or other curves might influence the carbon-factor curve, investigation of iron-carbon alloys containing little or no manganese and silicon was necessary. That the effect of carbon on hardenability was greater than indicated by Grossmann is shown by a comparison of the diameters of completely hardened rounds of iron-carbon alloys with the ideal critical diameter calculated from Grossmann's factors. These alloys have a greater hardenability in a hite quench than predicted by Grossmann's factors for an infinite quench (Table I). [ ] Among the other important variables that were in need of further investigation were the effect of deoxidation practice on the grain-size correction curves and the effect of stable carbide-forming elements on the depth of hardening. Most of the work by Kramer, Hafner, and Toleman4 was done on silicon-killed steels. It was not known whether Grossmann's grain-size correction curves, deter- mined on aluminum-killed steels, was valid when applied to steels with different deoxidation practice. More data on the

ThE phase relationships for the MnO-MnS system have been investigated only in the eutectic region. wentrupl reported a eutectic at 1280°C (2345°F) with approximately 50 wt pct of each component, as based on the earlier work of Andrew, Maddocks, and Fowler.2 More recently silverman3 corrected these figures to 2275° ±10°F (1246°C) with 63 wt pct MnS and 37 pct MnO. Neither Wentrup nor Silverman investigated the solid-solution limits in this system. However, Wentrup did suggest with his phase diagram sketch that the maximum solubility of MnS in MnO is 10 wt pct, and the solubility of MnO in MnS is nearer 20 wt pct, Fig. 1. These figures have been utilized in subsequent publications without further verification.4 There had been evidence found in this laboratory that the above solid-solution figures were high. An investigation was therefore conducted using the following procedure. Samples containing MnO and MnS were contained in platinum foil, heated just above the eutectic temperature in a purified nitrogen at- mosphere, and quenched into distilled water. The MnO had been prepared by calcining reagent grade MnCO3 in nitrogen at 1400°C. Only MnO was detected in subsequent X-ray diffraction analyses. The MnS had been prepared by sulfur deoxidation of reagent grade MnSO4 according to the reaction: MnSO4 + S2 ? MnS + 2SO2 The details of the sulfide preparation procedure, which utilized atmospheric sulfur pressures at 950°C, are discussed elsewhere.5 The sulfur content of the sulfide was determined to be 36.8 * 0.2 pct, which matches the stoichiometric value of 36.9 pct. No evidence of either MnO or MnSO4 was detected microscopically or by X-ray diffraction. The single-phase combinations of MnO and MnS at the eutectic temperature indicate the limit of solid solution as shown in Fig. 2(a) and (c), and the revised phase diagram is shown in Fig. 2(d). The melting temperature for MnO is that provided by Glasser.6 The eutectic temperature of 1232° ± 5°C and eutectic composition of 64 wt pct MnS are in close agreement with Silverman's correction of Wentrup's work. The maximum solubility of MnO in MnS was determined to be 1.7 ± 0.2 wt pct. The maximum solubility of MnS in MnO was determined to be 1.8 ± 0.2 wt pct. These figures represent the lower limit for the presence of liquid at 1260°C and are significantly lower than the earlier estimated solid-solution figures. INTRODUCTION Coal quality control in mining and mine planning has always been important and has become even more essential in recent years due to environmental considerations. The primary consumers of the sub-bituminous coals found in the Powder River Basin are electric utilities that require low sulfur coals to meet government air quality regulations. Electric generating plants are designed to burn coal of a specific quality, and the supplier of that coal must be able to guarantee shipments within specified quality tolerances. Over the past several years, Exxon Coal USA and, more recently, The Carter Mining Company, a division of Exxon Coal USA, have established an evaluation and development program to accurately define the geology and quality of their coal properties. This requires an adequate drill hole density so that detailed correlations of the coal seam and the lithologic units, or benches, within the coal seam can be made. These units are recognizable in the core and also on geophysical logs. Like any systematic approach, geologic modeling has been refined and improved through new technologies. Today, coal seam properties are mapped using computer applications. Rapid access and manipulation of these data allow for optimization of mining efforts. This presentation will demonstrate how a detailed mapping program can be important in both pre-mine development and in-pit quality control.

IN 1939, at the request of The Koppers Coal Co., the Koppers Company Research Department established a Stoker Coal Research Laboratory for the purpose of investigating the performance characteristics of stoker coals in typical domestic stoker installations. Fig. I is a photograph of part of the laboratory. The material in this paper deals with the performance of one coal in a single installation. Presented are details of this installation, mechanical characteristics of the stoker, and the results of a series of burning tests in which adjustments were systematically varied. SUMMARY OF RESULTS Mechanical Features I. A large percentage of the total power consumed by a domestic stoker is used to operate the gear case and motor (Fig. 3). 2. The power consumption per ton goes down with an increase in rate of coal feed (Fig. 4). 3. The automatic air control in this stoker showed advantages over manual control (Fig. 5). 4. The air velocities through the retort tuyeres were uniform around the retort, but varied between the rows of tuyere rings (Fig. 6). 5. The crushing of coal with this stoker increased the minus 1/8-in. from 1 1.6 per cent to 19.2 per cent. There was a noticeable segregation of coal as it came from the retort and distribution was not uniform (Fig. 7). 6. Measurement of air entering over the fire showed that with some not uncommon adjustments this air may he a high percentage of the total air supply (Fig. 8 and Table I). Operating Performance I. The removal of clinker was shown to give a period of poor performance characterized by a high fuel-bed resistance and a high percentage of carbon monoxide in the flue gases (Fig. 10). 2. The fuel-bed resistance was found to decrease as the fuel bed built up in a normal response to heat demand after a prolonged hold-fire (Fig. II). 3. With intermittent operation the burning rate was almost always less than the feeding rate. The wide variations were found to be greatly dependent upon the length of the On period and the length of the intervals between On periods (Fig. 12). 4. The maintenance of a low furnace draft led to less fly ash, better clinker formation, and higher efficiencies (Fig. I3). 5. The maintenance of a minimum of excess air also resulted in less fly ash, better clinker formation, and higher efficiencies (Fig. 14). CURRENT widespread applications of aluminum in such industries as transportation, mining, and construction would have amazed the early proponents of its use, including Napoleon III, French Emperor Batik ill the middle nineteenth century, when aluminum was a precious metal, Napoleon had visions of making his army light and mobile through the use of aluminum for gun carriages, helmets, canteens, sabers, and similar articles. Whereas the emperor failed in his objectives, the modern Napoleons of industry have .been successful, and today aluminum finds its greatest applications wherever there is mass ill motion. Its lightness has made possible such modern marvels as the Union Pacific streamline trains, the Boeing and Douglas giant airships, and up-to-date mining equipment such as the new Calumet and Hecla mine skips.

The purpose of this investigation has been to study one method for making ordinary carbon steel by the powder metallurgy technique. This method con- sists of pressing and subsequently sintering an intimate mixture of iron powder and gaphite in a suitable atmosphere to Produce a steel. Two types of iron Powder have been studied, electrolytic and reduced. The sinkring of mixtures of loose Car-bonyf iron and carbon black for several hours at I000 to 1100 C. (1830' to 2010°F.), followed by forging of the resultant ingots to bars, has been studied by Offermann.' TrailZ has reported on the properties of hydrogen-reduced and electrolytic iron powders, both containing 0.5 per cent carbon. Methods for making steel bodies by powder metallurgy have also been sug- gested by Goetzel13 who recommends the addition of steel powder of well-defined carbon content to pure iron powder, and Volterra,~ who suggests compaction and subsequent sintering of a mixture of steel powder, iron oxide and iron powder. Additional methods for making steel bodies by powder metallurgy have been reported in the literature by Kohering Allen,6 Balke,7 Wulff,8 Boegehold,9 and others.,0,11,12 It is felt that the method of pressing iron powder and graphite, as described herein, lends itself best to production be-Cause of the lubricating action of the

SEC. 1. The membership of the Institute shall comprise seven classes, namely: 1. Members; 2. Honorary Members; 3. Senior Members; 4. Associates; 5. Junior Members; 6. Rocky Mountain Members; 7. Junior Foreign Affiliates. All shall be equally entitled to the privileges of membership, excepting that no member of any class whose residence shall be outside of the United States of America, except those residing in Mexico and Canada, shall be entitled to vote. SEC. 2. Members: A person to be eligible for election or transfer into the. class of Member must be at least 27 years of age and must have had at least six years' employment in the practice of engineering, mining, geology, metallurgy, or chemistry, during at least three years of which he must have held positions of responsibility in one or more of these fields. This shall not apply to Rocky Mountain members. SEC. 3. Honorary Members: Each candidate for Honorary Membership must be recommended by at least ten Members and must be elected by ballot at a meeting of the Board of Directors by the unanimous vote of the Directors present; provided, however, that the number of Honorary Members shall at no time exceed twenty. Such election shall automatically act as a transfer of such member from any other class of membership to which he may belong. SEC. 4. Senior Members: The Directors may, at the special request of any Member or Associate who has reached the age of seventy years and who has paid dues for thirty years, transfer such Member or Associate to the class of Senior Member; and in special cases may waive either the requirement as to age or as to the number of years for which dues have been paid. SEC. 5. Junior Members: A person to be eligible for election to the class of Junior Member must be qualified -through education or experience to hold a subordinate position in engineering, mining, metallurgical, geological or chemical work. He shall be not more than 33 years of age at the time of election. .SEC. 8. Associates: A person eligible for election or transfer into the class of Associate shall be one, who, in the opinion of the Committee on Admissions and the Board of Directors, is suitable for such election or transfer by reason of his interest in or connection with mining, geology, metallurgy, or chemistry. SEC. 7. Rocky Mountain Members: Membership in a special class of life memberships without annual or other dues and without right to receive the printed literature distributed to other members or the right and privilege of wearing the official badge of technical members, is given to all members of the Rocky Mountain Club at the time of consolidation. These special Rocky Mountain memberships shall be claimable by any member of the Rocky Mountain Club, not already a member of the Institute, availing himself of the privilege within ninety days after mailing of notice to him, by the Secretary of the Institute. Junior Foreign Affiliate: Upon appropriate action by the Board of Directors and with its approval, members in good standing of any technical society having its headquarters outside of the United States of America, Canada, or Mexico,

CLAY mining in the 'United States is by no means a small industry for approximately ten million tons of shale and clay are recovered yearly. The bulk of this tonnage enters into the manufacture of paving, building and refractory brick, draintile, pots, sewer pipe, stoneware, and wall and floor tile. This group of manufactures is commonly known as the heavy clay products industry. The winning of the raw materials for this industry constitutes merely a step in the manufacturing process because the manufacturer usually owns and operates his own source of supply. The mining of kaolin and the whiteware and chinaware claps, however, is usually a separate industry.

As this is the age of reform, a uniform mining law for North America is a moot subject for discussion at this meeting of the Institute. The question is one of peculiarly technical and, in many respects, local character. We all appreciate the value of the metal-producing industries and recognize the necessity and importance of a well-considered and evenly balanced mining law as a branch of our jurisprudence either for the Provinces or the Dominion as a whole. Mining has taken its place as a foremost industry and legislation that seeks to control and govern it is the concern of not only the active miner but the citizens of the state. A law that, through its charitable measures brings into being the prospector, the pathfinder and superstructure of all mining activity and industry, protects his interests, safeguards invested capital, and encourages and enforces development, possesses at least the salient requirements of a businesslike Act. The manner of doing so is, I think, one of local and internal concern. May I be permitted to say without presumption that of the five mining codes, or Acts, that we have in the Dominion of Canada born and bred within the Provinces of British Columbia, Ontario, Quebec, New Brunswick, and Nova Scotia, some of them could be materially improved. In many respects they do not measure up to the times; they were no doubt creations of merit at the date of their birth but they have not been clothed in seasonable raiment as the years passed by. It is a stern fundamental principle that all natural resources are the inalienable property of the crown. If it is mineral land, then it follows for the protection of the state and the direct advancement of the occupant that the land should be developed as such. The method or machinery by which this must be accomplished is a matter of detail, not of principle. If the right to possession as a licensee depends on discovery, it is not inconsistent with the duty the crown owes to, the state that a grant in fee should pass to the discoverer if there is imposed, after patent issues, a requirement of continuous work or the alternative of an acreage tax sufficiently burdensome to make it unprofitable that the land should be held in an undeveloped state. If, this requirement is recognized, the mental distinction between a grant and lease ceases to exist. A

The flotation response of quartz in the presence of calcium chloride and various fatty acids is presented. Flotation is not effected with lauric acid until calcium laurate is precipitated in solution, while flotation is obtained with the 9, 10, and 11-carbon members before precipitation of the calcium carboxylate. The active species responsible for flotation is suggested to be a basic aqueous complex, e.g. Ca(OH) (RCOO) (aq), and a possible mechanism of adsorption is given. Most of the previous work on activation in non-metallic flotation systems has involved the use of high molecular weight collectors, such as oleic acid or alkyl aryl Sulfonate.1-7 In these studies the levels of addition of collector and activator required for flotation were much above the concentrations necessary for precipitation of the metal-collector salt. In fact, Clemmer, Clemmons, Rampacek, Williams, and Stacy1 have stated, "Our experiments on a variety of materials have demonstrated that the metal salts which react with anionic collecting agents, as soaps and alkyl sulfates, to form relatively insoluble compounds may be employed as activating agents provided an optimum quantity is used at a proper pH." On the other hand, Gaudin and chang8 obtained flotation with additions of barium and lauric acid below the level required for barium lautate precipitation.

THERE have been no publications on the wire texture, on the cold-rolled sheet texture, nor on the recrystallized sheet texture of vanadium. Since it has a body-centered cubic structure, it would be expected to show strongly preferred orientations such as are found in iron' and molybdenum.' The wire textures of body-centered cubic iron,3 tungsten," molybdenum,5 antalum,6 iobium,6 and brass6 have been found to have [110] directions lying parallel to the wire axis. Wires of iron,' containing 1.95 pct V or 1.95 pct Si,7 and steel8 retain their texture upon recrystallization. Molybdenum9 and tungsttln' wires retain their texture after recrystallization at low temperatures. A [loo] recrystallization texture has been reported for mo1ybdenum9 and for a Fe-Ni alloy (53 atomic pct Ni).10 The cold-rolled sheet texture for iron,' mild steel," and molybdenum chiefly one in which the [110] directions lie parallel to the rolling direction and the (100) planes lie parallel to the rolling plane with a deviation from this position chiefly about the rolling direction as an axis. This paper presents the cold-rolled and the re-crystallized wire textures, and the cold-rolled and the recrystallized sheet textures for vanadium. The results show that the textures in vanadium are not significantly different from those reported for other body-centered cubic metals. The vanadium used in this investigation was the so-called "ductile" vanadium which has a nominal composition within the following limits:12 0, 0.05 to 0.12 pct; H, 0.001 to 0.004; N, 0.02 to 0.04; C, 0.03 to 0.07; and V, 99.8 to 99.9. The wires were formed by rolling annealed rods of 0.280 in. diam to 0.028 in., a reduction in diameter of 90 pct. The wires were then electrolytically etched to 0.005 in. diam and used as such for specimens. Annealed sheet was reduced 95 pct in thickness from 0.100 to 0.005 in. with a two-high, 4-in. diam mill using reductions no greater than 10 pct per pass. In order to avoid temperature effects, the sheet was allowed to cool between passes. X-ray specimens were made in the form of posts from the sheet. The sheet was mounted in a fixture and the edges were polished using metallographic technique. Each edge was alternately polished and etched during the last stages in order that all worked material would be removed. These post specimens were approximately square in cross-section. The specimens to be recrystallized were wrapped in tantalum foil, sealed in evacuated quartz tubes, and annealed at 1600°F. The X-ray data were obtained from transmission shots made with a 0.030 in. pinhole camera, and molybdenum radiation with a zirconium filter inserted between the specimen and film. The grain size was sufficiently small in both the cold-worked and recrystallized material to give satisfactory results with the specimens stationary. The current status of the US lead and zinc industries was reviewed by J. G. McCullough, president of Amax Lead and Zinc Inc. He reported that in the US, lead and zinc are separate industries because of the nature of mineralization. The large Mississippi-type zinc deposits are practically lead-free, and while the new lead belt in Missouri has some zinc content, it does not have the same favorable economic impact as in the complex massive sulfide ore bodies being developed elsewhere.

Introduction Historically, the presence of methane has been a problem, mainly in and around the working areas of active coal mines, and only in these areas has drainage been considered. Drainage, where practical, has been achieved through the drilling of holes forward into the coal and the surrounding strata from the working area. These holes generaly have been short in length, although where methane drainage operations around a longwall face have been undertaken, the holes have had to be longer in order to adequately drain from the center of the face into the access gate roads. In recent years, attempts have been made to degasify the coal seams in advance of mining, without disruption of the mining cycle. This is done by drilling much longer horizontal holes through the coal in advance of the working area. Under the aegis of the federal government, methods have also been developed for draining coal seams of their methane content in advance of mining, but from shafts sunk from the surface, without using the active area of the mine as the location for the drill holes. Development of methane drainage has recently been encouraged by the potential use of the drained methane as a commercial energy source, with a need, therefore, to adequately organize a collection system, separate from mining the seam for coal. This has already been successfully accomplished, for example, in the Federal No. 2 mine of Eastern Associated Coal Corp. starting in 1975 (Johns). However, whether the system gains access to the coal through horizontal drilling from a pre- existing mine or via access through a separate shaft from the surface, long horizontal holes are required to adequately tap the methane reserve. It is to this regard-the actual drilling of the horizontal holes-that this paper is directed. It will examine potential benefits that may accrue, both in conventional horizontal hole drilling from a mine site underground, and also in drilling from the surface if a high pressure water jet drill is used to drill the degasification holes. Long Hole Drilling from an Underground Site Personnel from the Bureau of Mines have recently examined methods for conventional drilling of long horizontal holes to gain access for methane drainage. They have shown that it is possible (Cervik, Fields, and Aul) to drill out some 610 m using a conventional drilling system. Three types of bit were used in the program and by alternating between a drag bit, tricone bit, and plug bit, advance rates of between 0.6-3.6 m/min were achieved. Hole diameters varied from 7.6-9.2 cm in surface tests at bit thrusts of 1360 kg. A hole was then drilled and maintained in relative alignment within the coal seam for a distance of 640 m. Thrust levels had to be lowered to between 363-680 kg across the bit. Because the loads were smaller than those used in the surface trial, advance rates in the hole were of the order of 10-38 cm/min. The thrust level was lowered since it was found that the level of the thrust controlled the inclination of the drill so that, for example, a thrust of 363 kg caused the hole to incline downward, while at greater than 544 kg the hole inclined upward with the 9-cm-diam bit. Thrust levels increased 227 kg when the hole diameter was raised to 9.2 cm, although in such a case penetration rates in excess of 56 cm/min could be achieved. Horizontal Water Jet Drilling of Coal The University of Missouri-Rolla has recently undertaken research for Sandia Laboratories on the use of high pressure water jets as a means of drilling through coal. The initial experiment in this program called for drilling a hole horizontally into a coal seam from the side of a strip pit using water jets as the cutting mechanism. A very simple setup [(Fig. 1)] was used in this program and a 15-m hole was drilled at an approximate drilling speed of 1.2 m/min. The nozzle was designed so that the hole dimension was approximately 15 cm across [(Fig 2)] and the thrust was maintained at levels below 91 kg in moving the drill into the coal face. The system used was very crude and comprised a high pressure water jet drill enclosed within a 5.7-cm outer diameter galvanized water pipe to provide rigidity to the drilling system. This pipe sufficed to maintain hole alignment over the 15-m increment. While it is premature to make long-term predictions on ultimate applicability of this sytem to long hole drilling, certain inherent advantages of water jets can be delineated from research results and suggest considerable advantage to further research in development of this application. High pressure water was supplied at approximately 62 046 kPa from a 112-kW high pressure pump, with a 83 L/m flow through the supply line to the nozzle. The drilling system consisted of a nozzle rigidly attached to the front end of the galvanized piping. The experimental work herein described is presented in support of the following broad hypothesis: Conditioning of metals and metallic sulphides by amine collectors involves metathetic reaction at the solid surface between the collector and an oxidized metallic compound, to produce a coating comprising an amine-bearing compound of low solubility in the system. The type of reaction is different in acid and in basic solutions; both types may occur simultaneously in near-neutral pulps. Experimental The experiments comprise contact-angle tests with a variety of metals and metallic sulphides and extraction teats on ground chalcocite. Contact-angle tests were made principally on metals. Covellite paralleled metallic copper in amine solution at pH 8.8 (Table 3) and in alkaline water, but maintained an angle of about 70° in Io-3 HCl solution, where metallic copper lost its angle. The tests with anionic collectors (Table I) indicate that the behavior of metals in general is parallel to that of their minerals in anionic solutions. It is believed that this is generally true with cationic collectors also, but the covellite test is a warning against a broad assumption to this effect. All test specimens were mounted in Transoptic.* All tests in conditioning solution were preceded by a test in distilled water; cleaning and polishing were continued in every case until the angle in water was zero. Subsequent transfers into and out of solutions and test cells were made in such a way as to prevent exposure of the surface to air.1 The amine used was primary laurylamine, Armour and Co., AM-1120. It was used in the form of the hydrochloride, obtained by precipitation with gaseous hydrochloric acid from an ether solution of the amine, and purified by two recrystallizations from ether-alcoho1.2 Inorganic and other test reagents were standard laboratory grades. Temperatures were not controlled; the probable range of test-solution temperatures is 650 to 80°F.
