The Institute has established this lectureship to honor the memory of a great American metallurgist, one whose fame has continued long after his passing. As one scientist recently stated it, "All metallurgical texts gradually become outdated and outmoded, except those of the great Henry Marion Howe." It seems fitting, then, that, once every year, we shouId review, in his honor, some aspects of the science in which he was such a distinguished leader, and also discuss any new data that may help to clarify our concepts. It is my privilege, for which indeed I express the deepest appreciation to this Institute, to offer for consideration a few thoughts on the toughness and fracture of hardened steels. Before proceeding to the data, I wish to express my great indebtedness to many associates whose stimulating discussions, generous contributions of data and cooperation in experiments are gratefully acknowledged. (But I wish to absolve them of any blame that may arise from the way in which their discussions and data have been used!) First, Dr. Edgar C. Bain, Vice President, Carnegie-Illinois Steel Corporation, whose amiable but merciless criticisms and always constructive and thoughtful suggestions help unfailingly to guard against pitfalls. Introduction The discussion to be offered here will deal with quench-hardened steels only, and may perhaps be considered under three headings: 1. It was found that, when ferrite was precipitated in the (prior austenite) grain boundaries of hardened steel, the notch-bar toughness was much less than in pieces fully hardened. Industrial minerals enjoyed a fairly successful year in 1978, despite the sluggish economy, inflation, and environmental restrictions. A glance at US Bureau of Mines statistics shows that, in general, production of industrial minerals increased from + 1% (salt) to as much as 26% (sulfur, other than Frasch or recovered). A few industrial minerals showed a decline; fluorspar production, for example, registered a 23% decrease in 1978 from 1977 due to the closing of three domestic mines. Bromine, natural sodium sulfate, Frasch sulfur, and vermiculite also had production decreases of 2-6% in 1978.

Mine financing, or providing adequate capital for developing and bringing a mining property into production, is an essential requirement for a successful operation. Today it presents a different picture than even twenty-five years ago. The day appears to be gone when a mining property could pay its own way from grass roots to production. The country has been quite thoroughly combed for surface showings from which sufficient initial profit could be immediately garnered to pay for further development and production facilities. The four M's for success in mining-mineral, market, management, and money-are still essential; but doubled or tripled wage costs and steep advances in cost of equipment and supplies throw increased emphasis on adequate capital funds for bringing in a prospect and making it a producer. Consequently, the old picturesque, although seldom rewarding, grub- staking procedure where a single venturesome citizen might advance funds to a prospector on a fifty-fifty basis for whatever discovery he might find, has largely disappeared. Its place, to some degree, has been taken by the small syndicate of venturesome members who band together for furnishing funds to a group of prospectors for the same general purposes. Such a syndicate has a definite organization and is usually assured of sufficient initial funds, or flow of funds, to carry on work for several years. It is headed by an engineer-promoter who has had considerable field experience as well as personal knowledge of his prospecting crews. For the owner of a potential mining property who has ample capital, the problem is to determine (1) justification for the necessary investment in exploration and development, and (2) the economics of the enterprise as to size and degree of integration of the final operating entity. If the owner of such a property has little or no capital, he also faces these same basic problems but, in addition, must be able to present the findings of fact and persuade the prospective investor that the enterprise will produce

MR. CHAIRMAN: Congratulations! Your four-ring milling show this year was a dandy. It cleared our minds, for a few hours at least, of what Hitler, Hirohito, the New Deal, and the tribe in the Treasury are trying to do to strangle American enterprise. We mustn't forget this, but it's a relief to get our thoughts away from it occasionally. GRINDING-There was a further contribution to the excellent work that the Allis-Chalmers laboratory staff has been doing for the grinding fraternity in compiling-and publishing-a carefully quantitative list of comparative resistances of ores and other materials to comminution (T.P. 1579, Bond-Maxson). A diagnostic accuracy of ± 10 per cent was claimed for estimates based on these figures. Are they really that good? How about some of you men in the field writing M&M about it?

WHEN the price of crude oil was advanced on July 26, 1928, with some 4,000,000 bbl. daily of potential production shut in under proration regulations, and with as much more new production shortly available from semi-proved undrilled reserves, students of the oil industry were made to realize that a new order of things now prevailed in petroleum economics. A new interpretation of the law of supply and demand had taken the place of the archaic method of influencing current production by changing crude price levels. Proration had caused the change. The long period of over-production just experienced, the prospects of a potential over-supply far into the future, had set up certain forces which brought about some fundamental changes. Their cause, effect and future influence can best be developed by a detailed study of the history of the period since war-time regulation

T HE preceding chapter has recorded the initiation of mineral industry education during the period 1890-1910 in numerous institutions that had not previously offered it. It should also be emphasized that in many institutions where instruction had begun before 1890, as recorded in earlier chapters, but had not yet become firmly established,, this period was one of marked growth and development. This was not universally true, however, for at the Universities of Pennsylvania, Michigan, Illinois, Wisconsin, Washington (St. Louis), Iowa, Vanderbilt and Tennessee, and at the Polytechnic College of Pennsylvania, mineral industry instruction was being dropped during this period, instead of gaining in strength. It is necessary to emphasize this, because writers on the subject have not infrequently , attempted to make a much too simple correlation between mineral -discovery or production and the intensity of student interest in mineral industry curricula. It would naturally be true that periods of large mineral production would, in general, coincide with cycles of business prosperity, and the latter are conducive to starting new ventures, educational as well as business. It should be equally evident that opportunities for business and professional success might, in such periods, appear to increase at a more rapid rate in industries other than mineral, or in the utilization of minerals rather than in their production. The author has not been able to perceive any simple and clear relation between interest in mineral industry education and mineral discovery, production, and utilization, or general business prosperity. On the contrary, the more the problem is studied the more complex the factors involved in it appear to be. In a later chapter an attempt will be made to analyze them in more detail.

Further details of the 97th meeting of the Institute, at Spokane, have been sent to members in the Special Circular of May 8, 1909, and for convenience a summary of the additional information is given later in this announcement. In spite of the present small number who have joined the party, final arrangements have been made to complete the itinerary given in the circular. It is greatly to be desired, both in behalf of the Institute and in recognition of the special courtesies to be extended on the trip, that the party be made larger. Exceptional facilities to visit the many mines and smelters have been freely provided; and members are requested to make all reasonable effort to attend the meeting at Spokane and participate in the excursions. . For those who cannot take the entire trip, it may be possible to provide special Pullman accommodations after leaving the Yellowstone Park. In order to make the necessary arrangements, however, the names of members and guests contemplating this partial trip should be sent at once to Mr. Theodore Dwight, .39 West 39th St., New York, N. Y. A special train of Pullman cars will leave Chicago September 16. This train will be side-tracked at all places visited, and the sleepers will be available for lodging and the dining-car for meals (luring the entire trip, except while taking the tour through the Yellowstone Park. The general cost of the trip per member will be $300, which includes transportation, berth, and meals for the entire trip from Chicago back to Chicago, almost 6,000 miles, and the tour through Yellowstone Park, occupying in all about 30 days. HE State of Utah has an area of 84,990 sq. mi., and like other inland states in the West its population, although steadily increasing, is relatively small. The fact that it is a state possessing vast mineral resources is attested by a careful study of statistics which have been compiled by Federal and State investigators. Some idea of the extent of these resources and the degree of development of a particular state or region may be gained by such a study, but in the case of Utah statistics and other available information fail to portray completely the true extent and value of its existing metallic and non-metallic resources. The State is probably more widely known for its production of metallic ores which has placed it in an eminent position among the metal mining states of the Nation.

PURSUANT to a recommendation made by the Section delegates at their conference at the Annual Meeting of the A.I.M.E. last February, the Directors, at their meeting on March 15, 1944, appointed a committee charged with the duty of investigating the present status of licensing and registration of engineers, and to make a report on the whole subject for the information of the mining fraternity. The committee consisted of E. W. Ellis, chairman, H. D. Keiser, Henry T. Mudd, J. J. Croston, and Simon Strauss. Messrs. Keiser and Strauss were unable to assist in the work of the committee, and Mr. Mudd was forced to resign in July, his place being taken by A. F. Greaves-Walker. Able assistance was given the committee by T. Keith Legare, executive secretary of the National Council of State Boards of Engineering Examiners, and by Ed. ward Larson, executive secretary of the National Society of Professional Engineers. The accompanying somewhat condensed version of the report of Mr. Ellis's committee, dated Oct. 15, 1944, is confined to facts rather than to recommendations. The "Model Law" to which reference is made was first drafted by repre¬sentatives of six national engineering societies in 1911. It has since been amended many times, the latest version dated June 1943 is recommended to the State Licensing Boards as a pattern for formulating or amending state laws. A copy of the "Model Law" in pamphlet form will be sent to any member on request from A.I.M.E. headquarters while the supply lasts. The report:

It is now generally admitted by experts that at least so far as rapid progress is concerned the Alpine system of tunnel-driving is superior to any other. This is perhaps natural in view of the record of experience in driving tunnels through the Alps. These great mountain-chains cannot be treated in the ordinary way by shaft-sinking and driving headings, thus multiplying the points of attack. The work must be done from the ends only, hence speed in driving is of the utmost importance ; and, as necessity is the mother of invention, the concentration of effort to make progress has resulted in an organization and in mechanical appliances that have produced results so much in excess of the usual practice, even in America, that a discussion of the subject in detail should be of much value to the engineer and contractor. The first Alpine tunnel mas the Mont Cenis, length 7.5 miles, driven with a progress that averaged about 7.75 ft. per day. Next came the Saint Gothard, 9.5 niiles long, 18 ft. per day; Arlberg, 6.5 miles long, 27.25 ft. per day; Simplon, 12.25 miles long, 36 ft. per day. The figures represent progress when driving from two headings, so that by dividing them in two we get the daily single-heading progress. The latest of the Alpine tunnels is the Loetschberg, now being driven. In this work the world's record has been beaten by a single day's record in one heading of 36 ft. and by an average daily record in one heading of 29.5 feet. The Alpine range forms a natural barrier between a large section of northern and southern Europe. This range extends from the southeast of Prance to the frontier of Hungary, betveen Italy and the plains of sonthern Germany. The contour

IT is not my purpose to burden you with many statistics. The charts herewith should be considered merely as indicating the trend. I believe' that is what is really of interest to us. It is difficult, if not impossible to forecast with any assurance future developments, because of possible new mines, competitive materials, curtailment' or increase in the use of the metal in certain markets, and many other factors that have a vital bearing on any industry. Fig. 1 shows United States smeltet output of copper, starting with 1845. It is estimated that in 1928 the smelter output of copper will be about 1,010,000 tons. Between 1895 and 1905 it increased about 200,000 tons, and between 1905 and 1915 about 240,000 tons. Between 1915 and 1925 the increase was about 140,000 tons. This is an average increase over 30 years of about 190,00Q tons per ten-year period. At the present time the indications are that this demand for increased production will continue. As to whether or not we have the supplies or facilities to maintain this increase or a greater one, remains to be seen. Provided it is possible for United States smelters to increase their production, they should be producing at the rate of about 1,210,000 tons or more per year by 1935.

It is both an honor and a pleasure for me to be the keynote speaker for the Paul F. Kerr's Symposium on Applied Mineralogy. Professor Kerr was a man for all seasons to his students, and he treated all students as distinct individuals. Philip Bethke in his memorial to Dr. Kerr summed up our remembrance best by stating that "We have lost our most successful educator-administrator-scholar, who was our steadfast teacher-counselor-mentor-friend." His unique trait was the ability to bring out the best in a variety of individuals In order that their performance was at the peak of quality.

STRETCHING from New York southwestwardly to Georgia is a great range of hills and mountains consisting of pre-Palaeozic schists, slates, and gneissic and granitoid rocks, known locally by many different names; in Pennsylvaniaa as the South mountains, the Berkshire or Durham and Reading hills, and in Virginia and farther south as the Blue ridge. To the northwest of this range lies the " Great Valley," underlain by Lower Silurian limestones, and known as the Lehigh valley, Cumberland valley, Shenandoah valley, valley of Eastern Tennessee and Georgia and by other local names, but all these are parts of one valley, geologically and geographically continuous from New Jersey to Georgia. Lying upon and along the northern flank of this range of mountains, and dipping northwestwardly under the limestone of the valley, is the Potsdam formation (Primal or No. 1 of the Pennsylvania Geological Survey), which consists of sandstone or conglomerate overlain by slates. The latter are sometimes arenaceous and occasionally are replaced in part by sandstone. This formation varies from a few feet to several hundred feet in thickness. At the outcrop the slates are completely decomposed, oxidized or disintegrated, forming a belt of clay several hundred feet wide occupying the interval between the outcroppings of the sandstone and limestone. This clay-belt includes a more or less continuous series of iron-ore (brown hematite) deposits, which have been, and still are, extensively worked. The belt is more or less continuously mineralized with iron throughout its length, and hundreds of large deposits of ore have been developed and worked, producing many millions of tons of ore.

Two magnesite ores containing 3.15% and 8.73% SiO2 and a calcined magnesite product assaying 2.6% Si02 were first reduced in size to -20 mesh by roll crushing. 'They were then treated dry on a high intensity magnetic separator to reduce their silica content by rejecting iron-stained silicate minerals in the magnetic fraction and obtaining marketable magnesite or calcined magnesite as a nonmagnetic product.

The idea of burning blast-furnace gases directly in gas-engines, instead of under steam-boilers, as had previously been done, was first put into practice barely ten years ago, almost simultaneously in Great Britain, Germany and Belgium. The pioneers of this movement made their first experiments with small engines. After these experiments had given satisfactory results, and it had been shown that the thermal value of the poor blast-furnace gases, in spite of defective scrubbing, could with safety be directly transformed into mechanical work in the gas-engine, there very soon arose a considerable demand for gas-engines of large power, similar to the large steam-engines employed in metallurgical works. In face of these sudden requirements, the gas-engine builders were placed in a difficult position; for up to that time the gas-motor was considered as suitable for small engines only, and it was generally believed that the limit of size had been attained with 100 to 150 effective h.p. in a single cylinder. Manufacturers of gas-motors, however, did not underrate the advantages offered by this new field for their manufactures, and it so happened that in Germany the Berlin-Anhaltische Masch-inenbau-Gesellschaft, of Dessau, was the first to undertake the construction of a 600-h.p. two-cycle gas-engine, with two cylinders of the Oechelhauser-Junkers type, for the Hoerder Mining & Smelting Company. The engine was started in 1898, and, with a few improvements and alterations, is still working satisfactorily. This engine worked with astonishingly high effciency, considering the period. An Engineers' Symposium was held Wednesday evening, Mar. 26, in the auditorium of the Engineering Societies Building, 29 West. 39th St., under the general auspices of the Local Sections of the American Institute of Mining and Metallurgical Engineers, American Society. of Mechanical Engineers, and the Society of Automotive Engineers. It was participated in by members of the American Institute of Electrical Engineers, American Society of Civil Engineers, American Chemical Society, American Electrochemical Society, American Institute of Chemical Engineers, American Society of Heating and Ventilating Engineers, American. Society of Refrigerating Engineers, New York Electrical Society, Brooklyn Engineers' Club, Illuminating Engineering Society, Institute of Radio Engineers, Municipal Engineers of the City of New York, Society de Chemie. Industrielle, Society of Chemical Industry, and the Society of Naval Architects and Marine Engineers. In opening the meeting the chairman, Gano Dunn,* said: The program calls this an engineers' symposium, which means a putting, together of things, and these things tonight are ideas of fundamental relations to the engineering profession and the engineering societies. Not only engineers, but all men nowadays are examining their views in respect to their relation to what we call Society. My conception of Society is that there is no such thing in the concrete sense of the word. It is an abstraction, and just in proportion as it is a generalization and broader in scope than the particulars from which it is drawn, so is it emptier of content. That does not mean that it is not important, but it does mean that we should be careful and not be led astray into a zeal for doing things for Society that we would not do for our fellow engineers and our brothers. The man who is unwilling to do something for his brother or fellow engineer and yet urges that same thing for Society-is thoroughly inconsistent and, in my opinion, wrong.
