(San Francisco Meeting, September, 1915) THE lead department of the El Paso Smelting Works at El Paso, Tex., is operated strictly oil a custom basis. The ores treated are drawn from the surrounding territory, comprising New Mexico, Arizona, western Texas, and northern Mexico. Ores received from the last-named section originally amounted to a very large tonnage, but of recent years have dwindled into comparative insignificance so far as this plant is concerned. This has been clue partly to the establishment of a lead-smelting plant at Chihuahua, which is much closer than El Paso to most of the important mines, and partly to the recent revolutionary troubles in Mexico. There are no mines of either lead or copper in the immediate vicinity of El Paso. In general, it may be said that the lead-ore supply of recent years has been uncertain and precarious, with a general tendency toward an excess of silica and a shortage of iron. This latter requirement has been met in large part by the use in El Paso lead furnaces of considerable amounts of roasted heady copper matte from the Chihuahua smeltery and of converter slag from the El Paso converters. These two materials, coupled with complex lead-copper ores from Bisbee, Ariz., have introduced into the lead-smelting operations a most unusual amount of copper, which has had an important bearing upon the smelting practice of the plant. This matter will be discussed later. The ore, loaded in either box cars or gondolas, enters the storage yard on four tracks elevated about 8 ft. above the ground. As all unloading is clone by hand, unloading platforms at the height of the car floor parallel the tracks on each side to afford a runway for wheelbarrows. At frequent intervals these lengthwise platforms are joined together by others running crosswise to facilitate the distribution of the ores evenly over the beds, which are located below and between the tracks. At present much of the bedding space formerly used for lead ores is given over to the copper department, but 20 bins of various sizes are retained for the use of the lead furnaces and the Huntington & Heberlein roasting plant. For many years the City of Prescot, about 8 miles northeast of Liverpool, has been the home of British Insulated Cables, Ltd., one of the largest wire mills and manufacturers of electrical equipment in England. Since this location is close to the industrial center of the country and the seaboard, with good railroad transportation facilities, it was a logical site for the new refinery. Early in April, 1932, the writer was called upon to prepare a preliminary layout and estimate of cost of the proposed plant, and shortly afterward, following a discussion of these figures with officials of British Insulated Cables, in England, the decision was reached to proceed immediately with construction of the plant. The refinery was built by British Insulated Cables, Ltd. Designing of the plant was started early in May, 1932, orders for equipment being placed as rapidly as possible. On July 18 the first steel was erected and the first charge was cast on Jan. 5, 1933. No difficulties of any consequence were experienced in starting the plant and the grade of copper produced was quite satisfactory after the first charge. The initial capacity desired was 2500 tons of refined copper per month. Since only one furnace was to be built, it was necessary that it should have sufficient reserve capacity to catch up after unavoidable shutdowns. It was also necessary to lay out the plant so that it would operate efficiently at this tonnage and at the same time permit expansion in the future, if necessary, to several times its original capacity. In order to meet these conditions and also to take full advantage of the space available, the layout shown in Fig. 1 was adopted. The principal plant structures are a blister storage aisle, casting building, wire-bar storage building and a coal-pulverizing building. Additional smaller structures include a brick and charcoal shed, pumphouse, drill room, water-cooling tower, clay-preparation shed, substation and plant office. WILLIAM WALLACE MEIN, known to his intimates as "Will" or "Billy", is a mining engineer who has taken the fundamentals of successful mining--operating, engineering, and financial-and applied them to the founding of new industries. Born in Nevada City, Calif., in 1873, Will Mein grew up in an atmosphere of mining, and began to develop his sound judgment in a practical way before starting his formal technical education. As a young man he supplemented his early observations by helping his father, Captain "Tom" Mein, on mining work in California and Alaska. He then went with his father to the Rand, and after a period of milling experience as operator and shift boss he became, in 1894, manager of the chlorination of gold ores at the Robinson mine.

In 1877 the Pennsylvania Railroad Company removed an old bridge from its line at Duncannon, Pa., built intermediate piers and erected shorter spans of the Pratt truss type, which had previously been in use on another portion of the road. The design of this truss would not admit of diagonals larger than 19 inches diameter, and in order to stiffen the bridge somewhat steel rods were introduced for the main diagonals in the first and second panels, 19 inches and 18/8 inches diameter respectively. These rods were threaded without upsetting, and by the ordinary formulae the strains were of the same intensity upon both, viz., 16,000 pounds per square inch with the maximum loading. The other main diagonals in the truss are 19 inches diameter, and of iron. It was specified for the steel rods: Elastic limit,.......46,000 Ibs. Tensile strength,. .. ,. .. 80,000 lbs. Elongation,,.,.,. 20 per cent. The steel was procured without difficulty, and it allowed a factor of safety of 23/4 at elastic limit, while a similar factor of 2½ had for a long time been successfully used for iron. In the course of three years, from time to time, six of these steel rods broke, three of them being 18 inches in diameter, and three 19 inches in diameter. The broken rods were tested, and three of them analyzed at Altoona to ascertain the cause of failure, and what modifications should be made in the steel for such service. Examination showed that all the rods were broken in detail close under the nut. The threads were well cut and properly rounded at the root. testing the rods micrometer screws, reading to .0001" with c bell to signal the contact, were attached to the test pieces, and by this means the modulus of elasticity and elastic limit accurately obtained.

Uranium metal with a purity of about 99.9 pct was produced on a large scale by fused salt electrolysis with a material efficiency of about 90 pct. The material efficiency depends mainly on bath composition, electrolysis temperature, electrode smothering, and elutriation during washing of the powder. RESEARCH and development work on fused salt electrolysis carried on by the Westinghouse Lamp Div. Bloomfield, N. J., was done under the Manhattan District Corps of Engineers and later under the Atomic Energy Commission for the commercialization of uranium production for the first atomic pile at the University of Chicago in 1942. From the conception of the atomic bomb project it was recognized that metals with impurity levels having little metallurgical significance would be required. Permissible impurity levels were based on neutron absorption. Of particular significance was boron, which could not be present in amounts exceeding 1 ppm. The electrolytic method as developed in 1930 by Driggs and Lilliendahl,1,2 and later improved, yielded uranium of very low boron and other deleterious impurity content. No other method was capable at that time of producing uranium metal of the required purity.' The low boron content of uranium produced by the electrolytic process resulted from the availability of the reactants which were low in boron content, and from the inherent elimination of boron in the fused salt bath. Since the heart of any electrolytic process is the electrolysis cell, this paper will deal with the development of the original bath composition for the efficient production of uranium from a batch process to one of continuous operation. Emphasis also will be placed on other factors which will affect the material efficiency of the process. With the laboratory cell the material efficiency of uranium powder recovery in the early electrolysis was relatively low, about 35 pct based on the ratio of uranium recovered to uranium added. This early process also had other defects. The electro- lytic bath could not be used continuously. After three runs from a freshly charged crucible, the deposit showed a tendency to slip off the electrode as it was raised from the bath. This condition necessitated pouring the charge every fourth run and preparing a new bath. It was assumed at that time that this condition was caused by the increasing fluoride concentration with each addition of uranium salt, which adected the mobility of the uranium ions. Experimental The electrolysis cells differed in size only. They were of the floating cathode type. The laboratory cells were 21/2 in. ID and 6 in. deep and operated at 30 amp and 5 volts. Production was about 150 g metal powder per 8 hr. The plant cells (5 units) were 9 in. ID x 21 in. deep and operated at 1800 amp at 12 volts. The total production unit was designed to produce 250 lb of uranium powder per 8 hr day. Because of the tendency of uranium fines toward spontaneous combustion, material efficiencies were based only on the recovery of useful coarser metal which could be safely handled. The reported efficiencies are of particular significance only as related to the same group of experimental procedures. At the start of the project no changes were contemplated until previous data could be definitely confirmed. Therefore, the first experiments were with the 50 pct CaCl2-50 pct NaCl mixture. The material efficiency of uranium deposition as a function of the number of electrolyses is shown in Table I. In Table I, the decrease in efficiency at 800°C with number of runs is apparent and confirmed the earlier data. Operating at 900°C enabled the number of runs to be doubled, but before pouring the charge the efficiency of recovery became poor. This test indicated that the improved efficiency might have been caused by an increase in the fluidity of the bath.

Reserve Mining Co. produces 5 million tons of iron ore pellets per year. The finished product runs about 65.50 pct Fe, with 7.75 to 8.00 pct SiO2. Less than 12 pct arrives at the blast furnaces smaller than % in. This plant was originally designed to produce 3.75 tons annually—not 5 million. To handle the increased tonnage a fifth fine crushing line was added, and some very minor changes were made. When production can be stepped up 33 1/3 pct without extensive additions or changes—within the short period of a year—basic engineering has been sound. Operators of the plant consider it the best design job they have seen or heard of, and competent authorities have said that start-up was quicker and easier than for any previous large-scale minerals beneficiation plant. One big advantage is the elbow room allowed. Generally speaking, there is an eternal conflict between operator and designer over space. The designer has his costs per cubic foot, and he is keenly aware that if he permits the number of cubic feet to rise unnecessarily, total costs will be too high. But this was a new operation, and on a large scale. There were no proven standards to go by. Realizing this, Reserve's engineers provided ample and efficient access to machinery, allowing extra space for unanticipated situations. In three years of production this planning has paid off handsomely. Gravity Flow Saves Time and Money: This plant is on a rocky hillside, the car dumper about 270 ft above Lake Superior. In locating buildings and placing machinery the designers mad= good use of gravity flow, at considerable financial savings. In the concentrator building from rod mills to filters, gravity carries the material between all stages of the operation except one—the closed circuit pumping of concentrate between cone classifiers and ball mills. Since no machine is located directly above any other, an observer can stand on the truck ramp adjacent to the offices and laboratory and see practically every phase of activity in the huge building. THE type of gas producer in which the ashes are fluxed and run off as slag was among the very earliest made. Ebelmen built the first one in 1840 at Audincourt, France, only a year after the installation of the first gas producer of which we have record. Charcoal was used as the fuel, with blast-furnace slag and clay is flux. My interest in this type of producer began when as a boy I saw the fluxing producer at Chester, N. J., which was invented by W. J.. Taylor, and described by him in 1881.1 This producer was invented independently by Mr. Taylor to meet the difficulties he experienced in making producer gas for roasting sulphurous iron ores. It will be of interest to review briefly his description of his producer. It was built like a small blast furnace, having a hearth 24 in. in diameter and 24 in. high. The bosh angle was 25° from the vertical; the diameter at the bosh 4 ft. and at the top 3 ft.; the total height 12 ft. The producer contained one water-cooled tuyere 12 in. above the bottom, with a 1.5-in. nozzle.. Depth of the coal above the tuyere; 6 ft. Mr. Taylor mixed the coal with from 30 to 40 per cent. of basic blast-furnace slag to flux the ash. Occasionally some limestone was also used, but never limestone alone, as the use of the furnace cinder gave a larger volume of slag and made it easier to maintain a proper fluidity. . The producer was blown with a small Weimer blowing engine, delivering 300 ft. of air per minute, at from 1 to 1.5 lb. pressure. The slag was tapped every 2 hr. and was black and glassy in appearance. Broken or egg size anthracite was used. The fine sizes of anthracite could not he made to work. Mr. Taylor expressed the belief that bituminous coal could be used if not too fine, but no experiments were made with this coal. Runs were made of four weeks' duration, with no stops or changes. While electric lamps both of the cap and hand type are being introduced into many mines requiring the use of safety lamps, the oil-burning safety lamp is still used in the great majority of cases, and even where the former are used the latter must continue to be employed when testing for gas. It is not the intention to discuss here the relative merits of the two types, but simply to give a comparison of the illuminating effect or candlepower of several kinds of ordinary safety lamps used for general work and for testing. Few data have been published in recent years on this subject and because of this it is hoped that the following information may be of some interest and value. The lamps tested were in all cases of standard size and in good condition, all practically new, and were selected from a collection of about 100 with a view to obtaining results on as many different common types as possible. With the exception of the gasoline-burning lamps, five different oils were used in each lamp to determine whether particular oils were suited to particular lamps and whether there was any great difference in the illuminating power of the different oils, or whether some oils would maintain their illuminating power better than others throughout a working period of 8 hr. No attempt was made to determine the amount or cost of oil burned by each lamp, but the condition of the lamp, wick, glass, and gauzes was noted after each test. Description of Apparatus Used The candlepowcr was determined with a Weber photometer, Fig. 1, which consists of a tube A containing a movable milk-glass screen adjustable by the milled screw B. The distance of this screen from the standard light at C is read on the scale attached to A. The standard light consists of a benzine lamp so arranged that the height of the flame may be adjusted exactly by observing it against a scale in the lamp box through an opening in the front. The lamp to be tested is placed at D so as to illuminate a milk-glass screen in the holdcr at E. INTRODUCTION Economists have long expressed suspicion of the economic theory of natural resource exhaustion, even in writing articles which have contributed to it (1). Indeed, the gap which separates the pure theory from practical management seems unusually wide. It is doubtful whether a mine manager could possibly know enough about the relevant parameters of his mine to steer it along the optimal paths described by the theorists (2). Nevertheless, enough faith in the theory remains that mine managers are suspected of being a separate breed whose behavior must be studied in special courses using specialized text-books, collections of readings, and journals (3). The implied hypothesis, that mines and natural resource firms are managed differently than other firms, is the subject of this paper. In the next section the theory is developed and analyzed. In section III, I discuss the implications of the statistical results that have been obtained. Finally, conclusions are reserved for section IV. THE MODEL A key difference between the traditional theory of natural resource production and that of other forms lies in the set of variables which ire assumed to jointly determine the quantity of output the firm will produce. THE Bingham area in the West Mountain mining district on the eastern slope of the Oquirrh range, some 28 miles southwest of Salt Lake City, has been the most consistent producer for the United States Smelting Refining and Mining Company, production having been continuous, except for minor interruptions, since the organization of the United States Mining Co. in 1899. This production has come from fissures and mantos largely within limestone members aggregating something less than 10 per cent of a thick quartzite sequence of Pennsylvanian age which has been warped into an open syncline plunging northwesterly. Bedding on the easterly limb dips 10°-45° but steep-ens to 90° and even overturns on the westerly limb. Ore bodies cluster about the more northerly of two elongate interconnecting stocks of monzonite which have risen in an axial position within this syncline. Largely within the more northerly of these stocks is the low-grade copper ore body exploited in the Utah Copper open cut of the Kennecott Copper Corp. The values, in seams, minute fracture fillings, and disseminations of pyrite and silica, pervade not only the stock but adjacent sediments, and form a nebulous, sprawling mass which both mineralogically and geographically is the center of the district. This report covers a study of three different methods for drying ultrafine coals by sound waves. Ultrafine material is classified as coal which passes through a 100-mesh sieve. During the investigations, it was found that the addition of acoustic radiation to the drying of ultrafine coal is effective in increasing the rate of drying; the effect of acoustic radiation to improve drying decreases with an increase in the temperature of the system; the drying rate increased 10-40% when acoustic radiation was introduced into a rotary kiln but was dependent upon the environmental conditions; the application of vertical vibrations to multi-tiered drying screens increased the rate of moisture removal ten times over that obtained in the rotary kiln; the formation of coal balls in any of the drier systems retards the rate of drying; the higher the initial moisture content of the coal the greater the amount of coal balls formed.
