DETAILED knowledge of purchase specifications established by coal consumers is essential to the successful design and operation of a coal-preparation plant. ANTHRACITE Specifications should be considered by both the consumer and the producer as guide posts outlining a certain path for both to follow. Plants differ, therefore specifications must differ to meet the varied requirements. Specifications are not of themselves a "cure all" or an assurance of complete satisfaction in fuel utilization. Specifications should not be regarded as a license to engage in an orgy of buying any and all coals that may happen to fall within their limits. This would lead to the indiscriminate mixing of coals which may vary in their burning characteristics. Different coals of equal grade tend to be individualistic in their burning characteristics. Rather, specifications should be used to help simplify coal selection, to reduce the actual number of coals used over a given period; in other words, to have a stabilizing influence on coal or customer turnover. In the final analysis, the use of too many coals per year in a plant is costly to both the consumer and the producer. Too many sources usually result in higher operating and maintenance costs for the consumer and higher sales costs for the producer. Finally, the statement included in the report accompanying the com¬prehensive Coal Selection Charts prepared by the Coal Committee of the National Association of Purchasing Agents, and released in 1938, is significant. This Committee worked diligently for a period of 15 years seeking to find a scientific and reliable method for selecting coals. The two following paragraphs are quoted from its report: More important is the fact that no ready-made classification or set of specifications can possibly replace the judgment and resourcefulness of an experienced combustion engineer or fuel technologist, nor the usual need for full scale plant tests under the exact conditions of use before a final decision is made ...

INTRODUCTION Three major plant processes control the operation of an uranium in-situ mining plant. The three pro- cesses can be categorized under the headings termed - loading, elution, and precipitation. All other plant processes can be subcategorized under the three. In summary, the major plant processes in an in- situ mining plant are: 1. Loading - The pregnant lixiviant from the production wells flows through anion exchange resin. The loading of the uranium on the resin is controlled by various factors, such as ionic strength, valence, functional groups, etc. 2. Elution - The uranium-loaded resin is eluted or regenerated by a high ionic strength solution. The effluent from this process is de- fined as the pregnant eluate. 3 . Precipitation - The pregnant eluate is chemically treated to attain the ideal conditions for the selective precipitation of uranium. Hydrogen peroxide is an ideal precipitating agent under URI conditions. This paper will focus on two of the major processes: Elution and Precipitation. For the most part this relatively young industry has grasped the theory of liquids in continuous flow for the operation of the plant processes. Likewise, URI initially operated the two processes of interest with the continuous flow concept. Through laboratory experiments, URI has abandoned the flow concept and operates the eluting and precipitating stages with the concept of "batch" processes, whereby only one container, filled to a specified liquid level, is chemically processed. In the proceeding sections, each of the two pro- cesses will be discussed in detail, from their original concept to the present operation. Only minor modifications were made to the existing circuits for the conversion with results revealing a greater level of efficiency. ELUTION The elution of the loaded anion exchange resin can be achieved by different high ionic strength solutions. The selection of constituents is dependent on both chemical and economic considerations (i .e., efficiency and operating/restoration factors). The regenerant presently used is a pH 9.5 solution containing 7.5% NaCl and a mixture of Na2C03/NaHC03. expressed as 2.5% NaHC03.

The data in this paper were collected to show both the volume and speed with which bituminous mines have indefinitely suspended operation while economic advantage in the industry has so gravely declined. The study was limited to the bituminous coal-mining states east of the Mississippi River, wherein conditions affecting production and demand are more common respectively to all of the mining districts included and represent about 95 per cent of the nation's coal mining. Data for the compilation of these statistics and for the construction of these graphs have been obtained in all cases from state mine department reports, except from those of Ohio and Virginia. In Virginia essential individual mine data were secured from an authentic source, but no individual Ohio mine information is obtainable, because all Ohio fact-gathering agencies are prohibited by law from revealing such data. In other states the facts were tabulated and later checked with the cooperation of Chief Mine Inspectors. In all, excluding Ohio, over 17,000 individual annual mine returns were examined. Special information was secured from each state mine department about suspensions in 1932. Accurate information was not available from all states about nine abandonment due to exhaustion of coal reserves, and while these were completed for several states, it has not been shown because it was not perfected for all states. However, the total observed sample mas comprehensive enough to show that exhaustion accounts for a very limited part of the suspended production. Wherever mention is made of '(suspended productionJ' the largest annual output of the mine in the five years prior to suspension has been taken as the measure of its probable production had it continued to operate. A mine is not regarded in this category, as having suspended, when it merely ceases to produce. The word "suspension" is used only where there is a complete abandonment of activity for an indefinite period, as evidenced by the fact that both ventilation and pumping are discontinued.

NEW economic forces are at work in the petroleum industry.. In order to visualize these forces and clearly see their bearing on the producer, refiner and marketer, it is necessary to see in perspective the economic evolution of the business. For several decades prior to 1913 the outstanding feature of the petroleum industry was a trend toward integration, culminating in a huge combine, the Standard Oil Co. An important aspect of this integrative trend, however, was its concentration on the combination aid control of refining and marketing, leaving crude oil production, for the most part, to the exigencies. of small-unit competition. It is a noteworthy coincidence that during this era the law of oil and gas was formulated and applied, whereby these substances had to be reduced to possession to establish ownership; and the forces of competition in crude oil production were thereby intensified. It was to the interest of an industry, safeguarded in its control of manufacturing and markets, to have supply stimulated by legal convention as well as by individual initiative in order that the growing demand could be met without interruption. And so over-production of crude oil during this era was no handicap, but rather an aid, to the progress of the industry.

Technical and financial feasibility studies conducted at the Middle East Technical University, in Ankara, Turkey, have revealed that a 400 km long prospective slurry pipeline between Hasançelebi and Iskenderun could efficiently and economically transport iron concentrates, with a size of 55%-325 mesh and of amounts varying between 0.25 and 8.0 million tonslyear. Particularly for annual throughputs above 500,000 tons, favorable results have been obtained regarding the processing of the ore, the applicability, the transport cost, and the foreign ex- change currency savings.

A hydrogen peroxide precipitate process has been adopted by Atlas Minerals for the recovery of uranium oxides from sodium chloride strip solutions. Adoption of the process was based on laboratory and plant tests comparing hydrogen peroxide with other precipitants. Plant operation has demonstrated that the hydrogen peroxide process consistently yields uranium concentrates of high purity and barrens of low uranium content. Increased U3O8 concentration in the product, reduced levels of impurities which incur penalties, and higher product density have produced economic advantages.

The section along the left bank of the Susquehanna, in Lancaster County, from Falmouth to the Maryland line, which the writer made in 1877 to accompany his report on that county, was redrawn by Professor Lesley, as stated in the prefatory'letter to Vol. CCC. (p. x.).* As then stated, neither the numerous data, nor the general features of the structure obtained by the writer, were changed ; but enough was done to make a discrepancy between the text and the section as given; and some important points were made less clear in the published section than they were in the MS. map. Amongst other portions of the section, that between the railroad stations, 1190 to 1224, gives the impression on the published maps of a much too definite superposition. A few words will be devoted to this region in the following communication. There is absolutely no room to doubt the structure for about four miles on .each side of the Tocquan axis. The dips are gentle, and in opposite directions, and the lithological characters constant within ordinary limits of variation, nor do these characters resemble those of the rocks which flank these gneisses and mica schists to the northwest and the southeast. For the same reasons it is evident that the rocks which occur within these eight miles or so, represent an horizon below the basement of the fossiliferous or palaezoic series. (San Francisco Meeting, September, 1015) THE gold precipitate from the zinc-dust presses in the cyanide plant of the Alaska-Treadwell Gold Mining Co.; Treadwell, Alaska, is treated, in the refinery adjoining, by the Tavener or lead-smelting method. About. 3 or 4 tons of this precipitate are produced monthly having a gold assay value of $40,000 to $60,000 per ton. It was formerly the practice to treat the by-products from this process, consisting of 2 tons of slag, 300 lb. of matte, 500 lb. of refinery refuse, flue dust, etc., in a 24-in. water-jacketed blast furnace. This' practice was discontinued in the summer of 1914 by reason of the difficulty of keeping the lead-well open when treating a high-grade lead product; of preventing the loss of gold in the flue dust; and of avoiding injury to the general health of the refinery operators; a plain single-phase electric furnace was substituted for the blast furnace. The furnace was constructed from an old steel acid drum by cutting off the top and introducing a cable, made from strands of bare copper wire, through the bottom and spreading the strands out fan-shaped on the inside of the drum. Powdered graphite, obtained by grinding up old crucibles, mixed with 10 per cent. cement, was tamped wet into the bottom of the drum, around and completely covering the copper wires. The graphite was carried up to the bottom of the furnace, or lead-well, and acted as the lower electrode. The sides were built up of ordinary firebrick forming a melting chamber 14 in. in diameter by 20 in. high.

THE GREAT INTEREST in decomposition and trans- formation, so evident in the study of alloys during the last two years, was reflected in the many papers on this subject, presented at the first session of the Institute of Metals, Tuesday morning. Dr. F. A. Thomson, of Montana State School of Mines, presented the first paper by C. Wilson, H. F. Silliman, and E. C. Little, "Rate of Precipitation of Nickel Silicide and Cobalt Silicide in the Hardenable Copper-nickel-silicon and Copper- cobalt-silicon Alloys." Dr. R. F. Mehl, in discussing this paper, stated that the title was somewhat deceptive, as it indicated that the rate of precipitation is determined; the method used is a measurement of electrical conductivity and hardness, neither of which is suitable for a quantitative measurement of rates of reaction or precipitation in the solid state. Hardness is also uncertain because it depends so much upon particle size. Of the various methods proposed for the study of rate of reaction and precipitation the evaluation of volume of reaction produced from the area of photomicrograph is the best.

The disseminated lead district of Southeast Missouri lies 70 miles south of St. Louis. The only metal of economic importance in the ore is lead, but minor amounts occur of iron, zinc, copper, cobalt, nickel, silver and cadmium. These minor metals, as might be expected, tend to concentrate in both the flotation and table middlings. In the past, some zinc has been recovered by differential flotation. The silver and cadmium tend to associate with the zinc, and some recovery is made of these two metals at the smelter. The lead occurs as galena, or lead sulphide. The minor metals are also present as sulphides. The presence of oxidized lead is suspected, but has not been definitely proved. The gangue is chiefly dolomitic limestone, with small amounts of sandstone and shaly glauconitic and chloritic minerals. The ore contains about 3.25 per cent lead, occurring as galena disseminated through the gangue. Some of the galena is very finely disseminated, and the mineral in the gravity tailings, or chat; is seldom or never in the free state. The method of treatment of the ore has been evolved over a period of 75 years; hence probably is not far from correct. The milling processes have tended toward simplification during the past 15 years, but recoveries have never been sacrificed for the sake of simplicity. In many cases, simplification of flowsheets has led to better recoveries and operating economies. A simplified flowsheet is shown in Fig. I. The St. Joseph Lead Co. operates four mills in the Flat River district, with a normal total capacity of about 21,000 tons per day, divided as follows: Federal mill, 11,000 tons; Leadwood mill, 4500 tons; Desloge mill, 3400 tons and Bonne Terre mill 2400 tons. The methods of concentration used at these plants are similar in principle; they differ mainly in details and in the type and size of the equipment used. The process of concentration may be divided into five main steps; i.e., dry crushing, wet grinding, classification with its attendant desliming, tabling and flotation. A brief description of these processes will be given, noting important differences in the various plants, and also noting the more important changes or developments of the past few years. Dry Crushing The run-of-mine ore is hoisted in skips, the capacity of these skips ranging from 23/4 tons to 81/4 tons. At the Desloge plant, the ore is hoisted in 2-ton mine cars on self-dumping cages. All ore is hoisted at shafts adjacent to the various crushing plants, no ore being transported on the surface. Primary breaking at all the mills is accomplished with 9E Telsmith breakers. Preliminary screening is provided ahead of most of these crushers, either by station-

A study has been made of the transformation kintetics and morphology in gas-quenched Fe-5 pct Ni alloys. Massive ferrite or nlurtensite was found to form at temperatures in agreement with earlier results. Surface Preparation appeared to have the greatest effect in determining the type of transformation Product formed. Grain size change, subgrain morphology, and dislocation densities of massive ferrite were essen-tinlly invariant functions of cooling rate. The mar-tens~tic structures were typical of transformation in austenite grains of the order of the sample thickness. BY introducing the idea of a massive transformation in dilute iron-base alloys, Gilbert and Owen in 1962 served to stimulate a closer inspection of phase transformations in ferrous systems.' A wealth of literature has followed concerned with the morphology,2-5 transformation mode,2'3'6-8 and thermodynamics of transformations.2,5,9 interesting controversies have resulted from the experimental observations; closer attention has been paid to the definition of massive transformations and still to be resolved is the Ms temperature of pure iron. The purpose of this note is to report some observations made in a detailed kinetic and metallographic examination of the transformations that occur in gas quenched Fe-5 pct Ni. The results are pertinent to the Ms extrapolations that have been made for pure iron and the observed substructure of massively transformed alloys. PROCEDURE The material used in this investigation was cast as a 5 lb vacuum induction melted, carbon deoxidized heat. The ingot was hot worked to a strip 0.10 in. thick, decarburized, and cold rolled to final thickness. Specimens were punched to sample shape and decarburized in wet hydrogen at 600°C. The chemistry of test specimens is indicated in Table I. Samples 1 by $ in., by thickness were resistance heated and rapidly cooled in an apparatus as illustrated in Fig. 1. Similar helium quenching apparatuses have been described previously;2,6'10 the distinguishing feature of this apparatus is the nozzle geometry. Twin nozzles with three convergent-divergent, sonic ports were mounted perpendicular to the specimen for quenching purposes. The specimen temperature was monitored with an intrinsic 3 mil chromel-alumel thermocouple spot welded to the specimen and con- nected to an oscilloscope. A single switch stopped the current flow through the specimen, opened a gas flow solenoid valve, and initiated an oscilloscope sweep. Cooling rates were read directly from a photograph of the oscilloscope trace and the quenching rates quoted later were made at a point immediately prior to transformation on the trace. All quenching studies were conducted either under a vacuum of 10"-5 torr or a helium atmosphere. The sample geometry was chosen large enough to permit optical and electron microscopy to be performed on samples. The samples were electropolished for both types of examination in a perchloric-acetic solution. Electron microscopy was conducted on a HU 11A microscope operated at 100 kv. Dislocation densities were determined at the same general operating reflection (110) on foils thick enough to produce Kikuchi patterns. RESULTS AND DISCUSSION Transformation Temperature Observations and OD-tical Microscopy. The quenching results of this study are illustrated in Fig. -2(a). Samples which were treated in the as-decarburized condition transformed in a manner similar to that reported previously—a decrease in transformation temperature occurred as the quenching rate increased until a plateau region was reached. Within the scatter of the results obtained here, there was no break in the transformation temperature-quenching rate plot. This suggests no change in transformation mode. Further metallographic examination confirmed this observation. A martensitic transformation was obtained for similarly treated samples except that the surface was first electropolished. The Ms temperature was approximately 85°C below the plateau determined for the unpolished samples and cooling rates as slow as 2000°C per sec were adequate for producing marten-site. AT the meeting of the Board of Directors on Jan. 28, 1927, the tentative budget of this Institute for next year was discussed, and in connection with the evident necessity for a larger income to meet increasing demands for service, the advisability of in- creasing the dues of members, was brought up. W. Spen- cer Hutchinson advocated an upward revision of the dues "believing it necessary that the Institute have a larger income, in order that it may carry on necessary work and render adequate service to its membership." Since this is a matter that directly affects every member, .President Taylor was directed to appoint a committee, which he did, consisting of George D. Barron, W. H. Bassett, and R. H. Sweetser, with T. T. Read as secre- tary, to bring in a tentative outline of the main factors in the problem for discussion at the annual meeting, on Feb. 15, and to prepare, after they have had the benefit of the discussion at that meeting, a report for the board. The amount of the annual dues is fixed by the con- stitution and can only be changed by proposing an amendment to the constitution. This amendment would have to be submitted to the members by letter ballot at the time of the election of officers for 1928, so that no change can be made in the dues for 1927 in any case. WHY THE INSTITUTE NEEDS MONEY At the annual meeting past-president Reynders, as chairman of the executive committee made the follow-ing report, which since it admirably sets forth the rea-sons why an increase in the dues has been suggested, is included here. "The report of the president has covered the situation so fully that little is left for me to say. However, a word in regard to the functions of the executive com-mittee may not be out of place.

THE petroleum economics session," held on Wednesday morning, Feb. 20, 1929, presided over by Campbell Osborn, chairman, proved to be of un- usual interest and resulted in serious and constructive discussion of the papers presented. The first paper on the program, "Gasoline Economics and Refinery Operation," was by H. J. Struth, petroleum economist of the Gulf Publishing Co., Houston, Tex. While this paper was intended to cover the re- finery situation, it also presented the author's reasons for believing that the oil producer should give cognizance to gasoline demand as a most reliable barometer by which to parallel the production of crude petroleum. The discussion which followed brought out some interesting points in connection with the immediate outlook for the industry as a whole during the present year. Some advanced the opinion that, regardless of the out- come of proration efforts, the refiner is in a position to conduct his operations on a reasonably profitable basis, provided that he exercises control over them. This would mean running less crude and resorting to wider utilization of cracking to produce the gasoline demand. Thus, if the refiner uses diligent care in scheduling his still runs, the producer will be obliged to carry over a large stock of crude this year, unless he is able to keep production below the limits prescribed by the demand for gasoline.

I DESIRE to submit, for the consideration and information of the members of the Institute, the following data, drawings, and tables, showing what I believe will be interesting information with regard to the diamond drill, and its uses in developing mineral lands. I would first say that the results given have been obtained during the past two years by means of two drilling machines belonging to the Lehigh Valley Coal Company, operating on their coal lands in the Mahanoy, Lehigh, and Wyoming regions. 1st. A tabulated statement, giving location of borings, date, progress, total cost, itemized cost per foot, etc. 2d. Section showing strata bored in Nos. 5 and 10 holes at Mt. Carmel, see Plate VI. 3d. Section showing strata bored in No. 19 hole at Hazleton, see Plate VI. 4th. Photograph and description of drill No. 2. From the first it will be seen that the total number of test-holes bored up to May 1st of this year is 24; 9 of these are in the Mahanoy region, 6 in the Lehigh region, and 10 in the Wyoming region, in all of which cores have been taken for the whole distance. The total distance bored is 9902 feet. The majority of the holes have been put down for the purpose of proving the lower veins of the coal series, and have had to encounter the harder rocks of the coal formation. Much of the distance has been through the lower conglomerates, going in some cases through the coarse egg conglomerate, the foundation of the coal deposit, and to the green sandstone and red shale which underlie it. These lower sandrocks and conglomer¬ates are among the hardest known to geologists, and present a formidable resistance to the exploring drill. This fact must be taken into consideration in comparisons of cost of drilling, and when considered will still further improve the very favorable results I am able to show in my statement of costs. In illustration, I will cite the work of one bit when boring in the upper or softer rocks of the Wyoming region, where 280 feet were obtained without resetting, while in the Lehigh and Mahanoy regions, in the lower and harder rocks, bits set with the same quality of diamonds would only bore from 3 to 20 feet before being worn out. Probably the largest single tungsten deposit in the U. S. is one that has yet to produce any tungsten; it is not even listed in tables showing U. S. reserves. This deposit is at Searles Lake, Calif., where the brine contains about 70 ppm WO3. Small though the concentration is, the amount of brine in the lake is so great that it is estimated at 170 million lb of WO3 (8.5 million units), equaling the total of all other known reserves in the U. S. This dry lake is located in the basin formed by the Argus and Slate ranges in the northeastern corner of the Mojave Desert (Fig. 1). It consists of a massive salt body some 35 sq miles in extent, varying in thickness from 0 to 120 ft and containing more than 3 billion tons of salt. A central section of about L. G. CARPENTER and D. Except for the exposed sodium chloride (10 to 15 ft thick) the body consists of a very complex and heterogenous mixture of soluble crystals, containing at least eight major phases. It is only about 53 pct solid, the voids being occupied by a dense brine which is the raw material for two chemical companies operating in the valley.

AT PRESENT, I am connected with an investigation of the so-called fatigue of metals under stress. So far we have studied the more fundamental and simple case of the repeated stress, without the additional complexity of impact, which might bring in other factors. We feel that this investigation, which has been in active progress for a little over a year, has shown more conclusively than has been shown before that steel under repeated applications of stress, reversed from positive to negative, will not fail below some fairly clearly defined limiting stress that,, so far we can see, does not bear any definite relation to the ordinary elastic limit, being as large as the elastic limit in some cases and about one-half the elastic limit in others. I might be asked, first, what is fatigue. The old view is summed up "in the word "crystallization." The idea was that under repeated stress the material changed its crystalline structure. I do not know of any evidence in favor of the theory that metals materially change their crystalline structure under repeated stress. The crystals are broken under repeated stress. The second theory, advanced by Bauschinger, the German scientist, is that under repeated stress some inherent property of the material changes its elastic limit; it is an inherent property of the material, possibly some property of the amorphous cement between the crystal. The third view is that all fatigue of metals is the result of the spread of damage from little localized overstresses. I do not feel justified in stating my positive belief in the third view as against the second, but I have yet to run across a case of failure of steel or other metal, either in the laboratory or in service, that could not be explained by the gradual spread of damage from some nucleus. We have found, for example, that it is possible to subject a homogeneous steel, like Armco iron or a 0.90 per cent. carbon steel, that hag been thoroughly annealed, to one hundred million reversals f stress as high as the elastic limit of the steel with no sign of failure. We stopped the test at one hundred million because the machines Were required for other work. DURING the years 1875 to 1879 I had charge of the Rockwood furnaces and mines, situated forty miles from the nearest railway communication at that time, and one hundred miles north of Chap tanooga, Tenn., by the Tennessee River. The small furnace with old-fashioned stoves, then in blast, was built under great difficulties by General Wilder. The early conditions were somewhat as follows: The ore was fossil ore of the Clinton group ; very fine and generally wet, without other admixture. The coke had a large amount of ash, and the fur" nace appeared to be badly scaffolded at times. On many days only a few tons of iron could be obtained. The founder generally id creased the revolutions of the engine when signs of chilling appeared,. The cinder at such times was black, very scoriatious, often closely resembling mill cinder. When the pressure was increased (the joints being the old-fashioned rust joints), leaks in the blast-pipe occurred It was noted that when the blast was stopped, and the leak bolt imperfectly remedied, the furnace improved a little. This set me thinking on the right track; and I took the responsibility of be coming my own founder for a time. A scaffolded condition had existed, and the situation was a trying one. Strange to say the negroes proved excellent furnace-men. Conceiving the hearth of the furnace to be similar to the grate area of a steam-boiler, capable of disposing of but so much fuel per hour, and requiring only a corresponding amount of air, it follows that an excess of air will burn the fuel not yet arrived at the hearth!, and raise the melting-point far above the tuyeres. This might pro duce scaffolding or at any rate choke the boshes, and leave less fuel to be consumed in the hearth. Thus for the time being less ail;. would be needed, as the continued burning of fuel in and above the boshes, would only aggravate the trouble. This condition of affairs accounted for the black cinder; the heat above having melted ore not yet perfectly reduced. This view decided me to reduce the revolutions of the engine; thefurnace finally became gray, as might have been expected. Any attempt to increase the speed produced black cinder and hard iron ;

There are several methods described in the literature for the determination of the order and the rate constant for the flotation of minerals. These often involve some type of computational or graphical procedures. A relatively simpler method developed on the basis of a technique used by Chang" in chemical kinetics is described in this paper. Chang's technique, like most others in chemical kinetics," is based on the law of mass action which states that the rate of a chemical reaction is proportional to the active masses of the reacting substances at any given time. Application of this law to the flotation of minerals would involve the adaptation of the terms "flotation" for "chemical reaction" and "floatable amount of the minerals" for "the active masses of the chemical reactants." There are indeed a large number of physical processes controlling the actual flotation rate. The most inefficient one of these could be considered equivalent to the slowest reaction in a series of chemical reactions. If variables such as aeration rate and agitation are kept at constant levels, the rate of flotation under free flotation conditions (i.e., conditions under which the suspension is dilute) will be given by the following equation: where C is the concentration of the floatable minerals in the pulp at any given time t, K is the rate constant, and n is the order of the reaction.
