Its importance to each operator is dependent on the amount and type of waste he dumps into the rivers and streams; on whether this waste pollutes the waters sufficiently to make them unfit for potable water, irrigation, and conservation of wild life; and on whether this waste makes a safety or health hazard. Through the years our growing population and industry have made increasing demands on the mineral industries, the suppliers of the raw materials on which our industries are based; and we have met these demands at some sacrifice to the natural beauty and cleanliness of our country. INCIDENTAL to a description of the hytlrographical basin of the Quemahoning in Somerset county, Pa., as a coal-field, I have, without a personal survey of the whole county, taken the pains to collate a synopsis of' leading facts, so car as available, relating to its coal resources. This is here presented, in view of an interest in the subject, growing out of a nearly central traverse of the county, in common with the southern tier of counties of the State, west of Blue mountain, by a new trunk line of railway—the South Pennsylvania. The political east-and-west boundaries of Somerset county, Pa., following the bold topography of Allegheny mountain and Laurel hill, are in common with the east-and-west boundaries of the First Bituminous Coal-basin formed by these ridges respectively, except the southeastern townships which lie on the eastern slope of Allegheny mountain. The nearly parallel anticlinals of Negro mountain and the so-called Viaduct axis stratigraphically divide the basin into three sub-basins, which, in order from east to west, are known as follows, viz. : I. Berlin-Salisbury (Eustern) Sub-basin : Between Allegheny mountain and Negro mountain, embracing the Berlin section of Barren coal-measures, the Salisbury section of Upper Productive coal-measures, and the Meyersdale and Garrett sections of Lower Productive coal-measures. 11. Somerset (Middle) Sub-basin: Between Kegro mauntain and the Viaduct axis, so called from the viaduct on the Conemaugh river, which there crosses it; embracing the section of Lower Productive measures of Mineral Point and Casselman on Castlenlan river, and of Somerset. 111. Johnstown- Confluence (Western) Sub-basin: Between the Viaduct stratigraphical sub-axis (which is less strongly marked topograpically in Somerset county as a ridge than in Cambria county), and the Laurel Hill graud axis. EXPERIMENTS performed in this laboratory on the flow of gas-liquid mixtures through unconsolidated sands have been described and discussed in an earlier paper.4 In these earlier experiments a definite relationship was found between the liquid saturation of a sand and its permeability to the liquid or gas phase. Furthermore, the nature of the sand, the permeabilities of the sands over a range between 17 and 260 darcies, appeared to have a negligible effect upon the saturation-permeability relation. Likewise experiments indicated that the viscosity of the liquid, or the substitution of an immiscible liquid for the gas phase, had only a very slight effect on the permeability-saturation relation. This con-clusion has since been definitely confirmed by the experiments of M. C. Leverett3 on the flow of oil and water through unconsolidated sands. The sands used by Leverett were of very low permeability (between 6.8 and 1.04 darcies), while the oil-water viscosity ratio varied between 90 and 0.057. Since the sands that constitute petroleum reservoirs are largely con-solidated, although of widely varying degrees of consolidation, it was desirable to extend the experiments on gas-liquid mixtures to consolidated sand. In the study of consolidated sands additional variables are involved, but for the initial experiments the only new variable to be intro-duced was the cementing material.

A THOROUGHLY modern coal-handling system has been installed at the Pittsburgh Terminal R. R. & Coal Co.'s new No. 8 shaft, or Coverdale mine, about 11 mi. (17.7 km.) from Pittsburgh on a spur f the Montour R. R. The Pittsburgh seam, which is the one worked, is reached at a depth of 342 ft. (104 m.). Power is delivered to the mine at 22,000 volts over a transmission line of the bow-arrow type of construction. A private telephone line connecting the various mines and the main office in Pittsburgh is carried on the same poles. The high-tension line is brought to an outdoor, step-down, transformer substation, where three 833-kv.-a., single-phase, 60-cycle, oil-insulated, self-cooled transformers reduce the potential to 2300 volts. The transformers are protected by electrolytic, aluminum-cell lightning arresters, horn gaps, and choke coils. High and low-tension busses, together with fuses, choke coils and air-break horn-gap switches with their remote-control operating mechanism are mounted on a substantial structural-steel tower 25 ft. (7.6 m.) in height. MINE SUBSTATION The transformer substation is adjacent to a pressed-brick building that houses direct-current substation equipment together with switchboards, etc., for the control and distribution of power. This building also contains the hoist for the men and supplies.

During the past two years California has developed a new and important oil-field: I refer to Midway. This field produced the famous Lake View gusher, which is credited with a total production in excess of 8,000,000 barrels. Fortunately for the oil industry of the State, this well is now a thing of the past, and nothing, save a great crater-like opening marks its location. The pipe is entirely worn away and gone; and it is a matter of serious doubt if there can be anything done that will cause the well to produce again. Fortunately, also, there have been no other wells in that field or elsewhere throughout the State that in any may compared with the Lake View. Midway is noted for large wells, of from 500 to 2,000 barrels production; but the decline is rapid, and a few months serve to bring the output down to a few hundred barrels. In the oil-territory heretofore blocked out as proved and probable, there have been, during the year, many changes. Some areas which were expected to be fairly productive have apparently failed; others, more strictly "wild-cat," have come in; while in some of the older fields there are properties which are beginning to shorn evident signs of exhaustion. On June 15, Dr. E. E. Southard gave the following report to the Advisory Committee on Industrial Mental Hygiene of the. Engineering Foundation. Psychiatric social work, a new specialty in social work, was the topic of several section meetings (500-600 in attendance) at the National Conference for Social Work, held at Atlantic City, June 1-6. The new specialty was stated, by Dr. R. C. Cabot, to be the greatest single advance in medical social work since its establishment. Reports from three schools (Smith, New York, Philadelphia) indicate a good production rate of personnel, probably at least one hundred a; year, chiefly to be absorbed by hospitals, unless industrial psychiatry steps into the field. No detailed public announcements concerning industrial psychiatry were made; but private discussions elicited approval only for the program. Indications are that many non-medical social workers will decide to get additional training to go into medical social work and then to specialize in psychiatric social work and that many medical social workers will desire to specialize in psychiatric social work, with a view partly to entering reconstruction work, partly to entering industrial psychiatry. Suggestion has been made that psychiatric social workers may go into some kinds of, employment management and may look for special courses to that end. Evidence. has been brought that certain "compensated" psychopathic employees have been good (even very good) workmen: emphasis should be laid on this point to show the constructive aspect of industrial psychiatry:

Hibbard, New York City (communication to the Secretary): The title of Mr. Sargent's paper is somewhat misleading, since the paper itself relates chiefly to various kinds of annealing and their effects, and in very small part only to heat-treatment proper. This term has a well-defined meaning in steel metallurgf, and always includes a rate of cooling faster than the material treated would have in the open air. In bringing about this accelerated rate of cooling, some medium other than air at rest is brought into contact with the heated steel. Usually a liquid (almost always either oil or water) is employed ; but for certain steels a blast of air, and for others an easily fusible or soft metal, such as led (either solid or melted), may be used. Heat-treatment usually includes also subsequent moderate heating, followed, it may be, with another accelerated cooling.

Hydrologic and economic criteria figure in many obvious ways in water resources development, but they are rarely linked quantitatively, and most of the applications are pertinent only to the case in point. In the preparation of a regional plan for the massive program of groundwater development in the Punjab, situations have arisen where the choice among two or more alternatives was made by analyzing the economic implications of critical hydrologic parameters. Two of these situations which are of more or less general interest are described herein. The first involves basic development policy, i.e., the question of whether groundwater development should be based on the demand of the economy, or the conservation concept of safe yield. The analysis demonstrated that mining of groundwater is clearly indicated for areas where alternative supplies are unavailable. The second problem involves integrating hydrologic data into an economic model to determine optimum well design. From an analysis of all pertinent factors, a simple nomograph was derived for determining well specifications on site during construction. The nomograph can be modified for use in any alluvial terrain. In the Northern Zone of the Indus Plains —the region known as the Punjab- Pakistan is proceeding with integrated development of water and land resources on a scale never before contemplated. The heart of the development plan is a massive program of groundwater development to supplement canal irrigation supplies and to provide drainage relief to the irrigated lands. By the close of 1966 about 2500 high-capacity wells were in operation and furnishing the water supply and drainage requirements for nearly two million irrigated acres. The development plan calls for the construction of a total of nearly 30,000 wells with an aggregate capacity of 120,000 cfs by 1980. This is part of an integrated program eventually affecting over 20 million acres of irrigated lands. [This development program is administered by the West Pakistan Water and Power Development Authority (WAPDA) for which the firm of Tipton and Kalm-bach, Inc. serves as regional planning consultant for the Northern Zone. The material presented herein is derived from planning studies which have been made in connection with the preparation of a regional development plan for the Northern zone.] Pakistan is proceeding with this large-scale development of land and water resources at a time when she is at the threshold of an almost calamitous population growth. Furthermore, she is attempting this development at a time when most of her usable land is already occupied and her food demands exceed current production. Here in the Northern Zone is one of the largest continuous areas of irrigated land in the world, easily irrigated, with a warm, dry climate and ample potential supplies of surface water and groundwater. Except for an abundance of land and labor, other primary resources are lacking or in very limited supply. The agriculture sector so dominates the economy that only by means of an effective development of the agricultural resources can other sectors grow and contribute to a viable economy. Because of inadequate irrigation, farming here has not effectively participated in the twentieth century revolution in agriculture, and only by means of massive development of potential supplies can Pakistan catch up. Capital for any kind of mass development must come from the outside. But the overriding restraint to development of the land and labor resources is the availability of water. ECONOMICS OF DEVELOPMENT The decision-making process in planning regional development becomes increasingly complex as the various sectors of the economy become more highly developed. Where, as in this case, one sector dominates the economy and its development can be considered the key to development of other sectors, the decision-making process is simplified and it is easier to identify alternatives and to trace the prob-

In the treatment of auriferous copper containing bismuth, I have recently observed a small quantity of a grayish-white alloy, which on examination, proved to be Bi containing in solution, as it were, a crystalline alloy of Bi and Au. This compound makes its appearance on the surface of the auriferous Cu in small globules as the latter cools. These globules are rapidly attacked by nitric acid, and fine needleshaped crystals of Bi and Au separate out. They arc insoluble even in strong nitric acid. On examination, the crystals mere found to contain : Gold, 69.94 per cent.; silver, 0.63 per cent. ; bismuth, 29.43 per cent. (No. I).* The residue is very fusible, and at a temperature considerably below its melting-point it oxidizes rapidly, changing from its original gray color to a greenish-yellow (No. 2). On melting in a crucible under flux, a bronze-colored alloy is formed that has the specific gravity 15.47—somewhat higher than the calculated specific gravity of a simple mixture of the two metals in the proportions named. Alloys of Gold and Silver.—In following out my investigations by repeated examinations of this alloy formed at different times, I found that, in dissolving a miscellaneous lot of the alloy in nitric acid, some gold-yellow crystals were formed, which I succeeded in separating from the BiAu alloy by washing. THE decision of the lower court (United States District Court for the Southern District of New York) in the suit of the Dwight & Lloyd Sintering Co., vs. John E. Greenawalt has been affirmed by the United States Circuit Court of Appeals for the Second Circuit. In the original suit, infringement of seven patents was alleged, these covering the process of producing a sinter .out of finely pulverized metalliferous ores as practised in shallow pans operating intermittently in distinction to the Dwight 6: Lloyd continuous machine. The court found that the long delay in bringing suit precluded any recovery of profits from the defendant under the basic down-draft sintering patent, although Dwight & Lloyd are recognized as the inventors of this' contribution to the art and its .importance is acknowledged.

THE organization of the Board of Directors was effected Tuesday afternoon in ' executive session. Messrs. Bassett,. Buehler, Cates, Daveler, Eavenson, Eilers, Elliott, Evans, Guess, Lovejoy, Moulton, Rickard, Tally, Turner,, Wraith and Wright being pres¬ent. Messrs. Tally, Bassett, Rickard, Mathews and Cates were chosen to form the Executive Committe with Mr. Tally as Chairman, and Messrs. Krumb, Guess and Moulton for the Finance Committee with Mr. Krumb as chairman. Karl Eilers was reelected as Treasurer and H. Foster Bain as Secretary, after which the Directors adjourned for the usual dinner reported elsewhere. At the open session of the Board, at which in addition Messrs. Allen and McAuliffe were present, the work of organization was continued with appointments to committees as listed herewith. Various actions of the Executive and Finance Committees were confirmed, the budget for 1931 formally approved, the meeting dates for the year adopted, 34 new Members and Associates, 13 Junior Members and 31 Student Associates admitted by election and transfer and 29 resignations accepted.

Mr. AllaW Gibb, of Mount Perry, Queensland, Australia, in an interesting and instructive paper,* describes fully the great difficulties metallurgists encounter in seeking to produce marketable copper by smelting refractory ores containing arsenic, antimony and bismuth. After reading this description, I prepared a paper for the Institute, which was, however, through a misunderstanding on my part, published in the San Francisco Mining and S'cie~ztiJic Press of April 4, 1903, after its acceptance by the Council, and without credit to the Institute. Consequently, it cannot be reprinted for the Transactions of the Institute; and I can only here summarize its contents and conclusions, referring the reader to the article above named for further particulars. In that article I omitted the col~sideration of bismuth, which we do not encounter in our smelting at Val Verde, and added lead and zinc, which Mr. Gibb had not discussed; and I undertook to shorn, by the record of a year's practice of the Val Verde Copper Co., Arizona, that copper-ores containing arsenic, antimony, lead and zinc may be successfully smelted, without preliminary roasting, in an ordinary blast-furnace with hotblast, making a normal slag, such as one would aim to make under ordinary conditions with cold-blast, so as to produce a marketable matte, containing not less than 45 per cent. of copper, free from arsenic and antimony, and below the limit in lead and zinc penalized by the refineries.

The Group IV elements germanium, tin, and lead form nine 1:1 compounds with the Group VI elements sulfur, selenium, and tellurium. This paper reviews the properties of the pseudobinary solid solutions formed by these compounds, including the extent of mutual solid solubility, temperature-composition phase diagrams, transport properties, deviations from stoichiometry, optical properties, and energy band structure. Particular emphasis is placed on the Pbl-xSnxTe and Pb1-xSn,Se alloys with rocksalt structure, because of current interest in these malerials for generating and detecting infrared ,radiation. ThE Group IV elements germanium, tin, and lead form nine 1:1 compounds with the Group VI elements sulfur, selenium, and tellurium. Some of the physical and electronic properties of these compounds, including their melting points1-8 and energy gaps,4'9-12 are listed in Table I. Four compounds (SnTe, PbS, PbSe, and PbTe) have the cubic rocksalt (Bl) structure. At room temperature GeTe has a rhombohedra1 structure closely related to the B1 structure, into which it is transformed at about 400°C. Four compounds (GeS, GeSe, SnS, and SnSe) have the orthorhombic B29 structure. In samples which have not been intentionally doped with impurities, the electrical conductivity is due primarily to electrons or holes produced by the ionization of donor or acceptor lattice defects associated with deviations from stoichiometry. Undoped samples of PbS, PbSe, and PbTe may be either n type or p type, depending on whether they contain excess lead or an excess of the Group VI element, respectively, but only p-type samples of the other compounds have been reported. This paper will review the properties of the pseudo-binary solid solutions formed by the nine 1:l compounds. The topics to be considered include the extent of mutual solid solubility, temperature-composition phase diagrams, transport properties, deviations from stoichiometry, optical properties, and band structure. Particular emphasis will be placed on the Pb]-xSnxTe and Pbl-xSnxSe alloys with B1 structure, which are promising materials for generating and detecting infrared radiation in the 8 to 14 µm atmospheric window and beyond. MUTUAL SOLID SOLUBILITY The extent of mutual solid solubility in the pseudo-binary systems has been investigated for fourteen of the eighteen ternary systems (in which the two terminal compounds have a common element) and for nine of the eighteen quaternary systems. In most cases, X-ray diffraction measurements made at room temperature were used to determine the structure and lattice parameter(s) of the phase(s) present in samples of various compositions prepared by freezing from the melt. In many investigations, including the extensive studies of Krebs and co-workers,13'14 the samples were annealed at elevated temperatures before X-ray measurements were made. In some cases, metallographic examination and thermal analysis have also been employed. The results for the ternary and quaternary systems are summarized in Tables II and III, respectively. (The original references should be consulted for the annealing temperatures.) The solubility of one compound in the other is at least 5 mol pct in all cases, and is often much larger. Complete solid solubility has been observed in all systems so far investigated in which the terminal compounds have the same structure, although in the PbS-PbTe system complete solubility is limited to elevated temperatures. Thus complete solid solubility occurs in five systems where both compounds have the B1 structure (SnTe-PbTe, PbS-PbSe, PbS-PbTe at temperatures above 805°C, PbSe-PbTe, and SnTe-PbSe) and in three where both compounds have the B29 structure (GeS-SnS. GeSe-~n~e-, and SnS-SnSe), as well as in two involving GeTe and a compound with B1 structure (GeTe-SnTe and GeTe-PbTe). On the basis of thermal analysis data, complete solid solubility at sufficiently high temperatures has also been reported for the GeSe-GeTe2 and SnS- pbS22 systems. This seems unlikely, however,

JUST as I have told you that it is impossible to give an exact rule for the bell scale, so I say the same concerning the clappers. Yet, if one wishes the bell to sound well, it is necessary that it have a proportioned blow; for if it is struck with a clapper that is lighter than it should be, it will not give out all the sound that it contains, and if it is struck with a heavier one than it can support, it is forced and the sound is made crude and harsh, in addition to the danger of breaking the bell. Therefore-the clappers must be made so that they bear a certain proportion to the bell, and in order not to proceed by chance, I have diligently tried to find the method as well as possible. I have found that experienced masters [99] have given to bells weighing ten pounds a clapper of one and a half pounds [and, to larger ones, clappers as tabulated on the next page].* Larger numbers than these I have not found because, in truth, few of the extraordinarily large ones are made in our regions. In my opinion, the masters should not be limited to these rules for the differences in clappers but should proceed according to the kind of bell, using a certain discretion for it is not possible to give a definite rule.
