The literature dealing with the physical constants of nickel is so fragmentary and unrelated that a synopsis presents unusual difficulties. It is only within the last few years that investigators have understood the importance of placing on record not only the determinations they have made but also the composition, physical treatment, and past history of the material investigated. For this reason much of the earlier literature is valueless. Determinations have been made of the same physical constants on samples differing widely in origin, composition, and treatment, and the results differ widely among themselves. In the first place nickel is almost as flexible a term as steel. Its physical properties are widely influenced by its composition and treatment. It absorbs large quantities of gases and is exceedingly difficult to prepare in a state of chemical purity comparable to gold, silver, or copper. It is vitally affected by thermal and mechanical treatment. Hence in the following pages the recorded literature, where quoted, must be accepted with a certain reserve and used, as far as possible, as a check on later observations, in which these important factors are noted. In every case where new determinations are given, an attempt has been made to record all available information concerning the composition and treatment of the material used so that the data may serve as stepping-stones toward a wider knowledge of the properties of the metal. As this synopsis is an attempt by men of metallurgical training to do what should long before have been done by physicists, it is to be expected that certain errors may have crept in. If S (x) is the specific rate of breakage of size x and B (x, y) (see Table 1 for Nomenclature) is the cumulative breakage distribution function, the Herbst Fuerstenau2 assumption is that Inserting this assumption into first-order grinding equations it has been shown" that there are then simple analytical solutions to the grinding equations, as shown in Table 2. In this context "plug flow" is defined as all material passing through the mill in the same length of time, the residence time t. The term "n fully-mixed" means that the mill has a residence time distribution" which can be treated as if the mill were n equal fully mixed sections in series. In addition it has been shown that the assumption of Eq. 1 also leads to simple analytical solutions for closed-circuit, steady-state grinding with an ideal classifier at the mill exit returning oversize to the mill feed. The solutions are also given in Table 2, with µ as the ideal classifier cut size, C the circulation ratio, and Q (x) the size distribution of the circuit product. The specific surface area of these size distributions is where the density-shape factor k. is assumed to be constant with size. In practice, most methods of size analysis or area [ ] measurement have a finite lower limit, so that the integration is really performed from xm, to xm, For a realistic degree of grinding the value of So is dominated by the fine sizes because of the 1/x factor. Consider batch grinding of a feed of size y to y + dy. The key to maximum production of ingots for the war effort is maximum production of pig iron. For any given furnace and ore, the most important single influence on blast-furnace production is the quality of the furnace coke. It is generally recognized that undoubtedly deterioration of Pittsburgh coking coals will be accelerated by the depletion of some of the better grades of coal; the extension of mine mechanization, with attendant degradation of coal quality; and the opening of new coal fields, some of which are known to be fairly high in sulphur. All of these factors, contributing as they do to higher ash and sulphur, and not infrequently to inferior quality of coke, made it desirable that an extensive study be undertaken to determine the effect of washing some coals that closely approximate the average chemical composition of coking coals to be expected in the future, by the subsidiaries of the United States Steel Corporation in the Pittsburgh district. It was deemed advisable to study the improvement obtained by washing such coals and to determine the need for supplementing the existing coal washery at Clairton to assure continued maximum production of pig iron from presently available furnace stacks. The existence of the cog! washer at Clairton made ii possible to conduct tests on coals used in raw form and on similar coals after washing. This study covers an investigation of the quality of furnace coke as affected by washing coking coals, and is confined to the use of IOO per cent high-volatile Pittsburgh seam coals from Fayette and Greene Counties in the manufacture of furnace coke. It covers the improvement in chemical and physical properties as well as the degree of uniformity in coke obtained by washing these coals, and includes the effect on blast-furnace production and practice. The test period involved is four months; the plants, Clairton by-product coke plant, and the Carrie No. I and No. 2 blast furnaces at Rankin, Pa., Carnegie-Illinois Steel Corporation. Clairton By-product Coke Plant and Coai, Washer The Clairton by-product coke plant carbonizes 30,800 net tons of coal daily in 22 batteries containing 1482 ovens. Three oven sizes are used, commonly known as wide, medium, and narrow types, recognizing the difference in oven width. These ovens also differ in height and length. The present coal washer has a daily capacity of approximately 14,000 tons, leaving I6,800 tons to be carbonized in raw form. Washed coal is used on all the narrow ovens and on three of the six batteries with ovens of medium width, raw coals being used pn all the remaining ovens. The customary arrangement is 7

A new instrument for measuring bulk and grain vol-urnes is described, and compared in accuracy with two modifications of Nutting&apos;s method, All three methods are reasonably fast, and in all three the probable error in the determinations of bulk volume can be kept down to about 0.1 to 0.2 per cent. INTRODUCTION The new pycnometer described in this paper is designed to give speed without sacrificing accuracy. Some time ago Russell1 described a somewhat similar appa-ratus; however, the instrument described in the present paper is more accurate. Nutting&apos; designed the pycnom-eter shown in Fig. 1 (A and B), and Pirson3 has shown points like those of Fig. 1-D. The procedure described in this paper for using Nutting&apos;s pycnometer has been modified from that used by Nutting. CHOICE OF LIQUIDS The best liquids for measuring grain volumes are hydrocarbons or chlorinated hydrocarbons which evaporate slowly. Trimethylbenzene or mesitylene, triethylben-zene, carbon tetrachloride, and tertalin have been used for this purpose. Any of these liquids or mercury may be used for measuring bulk volume. PREVENTING ERRORS DUE TO INVASION OF LIQUID Errors due to the invasion of the porous, permeable bulk samples by the liquid of measurement may be prevented or greatly reduced by using mercury, by applying an impervious coating, or by soaking the bulk samples in the liquid of measurement until bubbles cease issuing from them. Errors are produced only by the invasion of the samples which occurs between movement when the samples are weighed in air and the moment the weight of liquid displaced by the sample in the pycnometer is determined. No error is produced by varying degrees of filling of the pore space of the samples by the liquid of measurement. The excess liquid should be wiped from the samples immediately before the weight in air W1, is determined, and they should be placed in the pycnometers immediately. OPERATION OF NEW INSTRUMENT The new pycnometer is shown in Fig. 2. It consists of two glass parts which fit together at a ground glass joint. The spaces J and D are connected by fine glass tubes E, and the space J must be larger than the space D by at least the volume of the largest sample to be tested. The projections H afford a grip for twisting when the two parts tend to stick together. The position of the sample in mercury is shown by I, and in other liquids by M. PACKARD, Butte, Mont.:-I would like to ask Mr. Braly if he has any information as to the relative efficiency of the sinking pump, using it as he refers to it, discharging the exhaust into the water column or otherwise. MR. BRALY :-I have never gathered any information on that point. It is a question of getting the work done. In driving the shaft, using that method, we find it easier on the men and everything else. In the bottom of the shaft, if you exhaust back into your column, it is a quiet. shaft. Another thing is the freezing: if you are sinking with air in your pump, you will find it is liable to freeze, and in that case as the air is still under compression it will not freeze the pump. The difference is very small if there is any. But, as might be expected, the pump is a little less efficient when exhausting the air into the column. MR. PACKARD :-I suppose all of us know what a pump in the bottom of the shaft is. My experience has been, although I have no figures, that the capacity of a pump is quite considerably decreased if you are pumping, say, from a depth of 200 ft. through a No. 7 Knowles pump, when you exhaust the air into a column, but, on the other hand, it is also my impression that we can raise the water to a little greater distance. I would like to get some figures from somebody who has made actual tests.

DISREGARDING for the present the economic side of a new device, let us turn to that feature of the conical pebble-mill which is of interest from a scientific point of view, and consider the device as a puzzle in which the theories of the cylindrical type of mill have been increased. Many articles have been written on the theory of the tube-mill, and explanations have been made which do not explain.; but these have evolved suggestions of practice which have resulted in changes in the tube as to length, diameter, feed, discharge, speed of rotation, rotation on hollow trunnions, rotation on rings, and changes in the operation as to quantity and size of pebbles, charge of load above or below the axis, crushing by causing the larger pieces of the material of the charge to act as grinders, etc. The practical worker in crushing is first interested in the endeavor to reach an economic means of accomplishing a desired end; but the improvements in crushing-practice have been largely left to the manufacturer of machinery, who, as a rule, has little, if any, knowledge of the specific requirements-such as sizing for concentration without pulverizing the metals, instead of pulverizing the rock or gangue; the metals being the more friable, while the rock is tough and not so easily disintegrated. A reversal of this practice is the aim of sliming direct for cyanidation. In the ordinary cylindrical mill, having a diameter of 4 or 5 ft. and a length of from 15 to 27 ft., it has been found that the maximum size of the particles of the charge must not exceed 1 mm. (about 25 mesh), some of which, upon entering the mill, is immediately reduced to a slime. Henry Carlisle: This is June, 1961, and my friend Arthur Bunker is on the other side of the tape recorder. I, Henry Carlisle, am pursuing the hobby of chronicling the interesting parts of the mining careers and the lives of well-known mining engineers. Now, Arthur, supposing we skip, for the time being, where you were born and brought up, and start right in with where you went to school. Arthur Bunker: I graduated from Taft School and then went to Yale, Sheffield Scientific School, and took a course in electrical engineering. I was quite fascinated by higher mathematics and physics, and this offered more in mathematics and physics than any other one of the engineering courses at that time. The school was only a three-year course, and so I graduated from there in 1916.

No oil territory in the world has been so rich in large producing wells, in a comparatively small area, as the Baku field. Particularly is this true of the Bibi Eibat field, which formerly produced millions of "poods," of " gusher," or as it is called in Russia, " fountain " oil. The Bibi Eibat and Balachany fields have been exhausted of gas and ruined by water, but the Surachany and Benegadi fields are still fountain territories and many outlying districts that have only been prospected produce rich fountains. The method of controlling fountains, or gushers, is the result of growth, along with the Russian system of drilling, where large diameters and riveted casing have been in vogue. The screw casing is seldom used except to exclude water. Formerly the method of finishing wells and the condition of the casing at the top of the well would not permit the use of gates, manifolds, and connections as is standard elsewhere. The life of the flowing wells is very short, particularly those 10 in. (25 cm.) or more in diameter, which produce large quantities of sand and often flow for but a few days and are then a complete loss. More than 1,000,000 poods in 24 hr. have been claimed in several instances, but in no case was the flow for more than a few days. The oil sands of this district are free uncemented sands and vary in thickness from paper thin to a maximum of 10 ft. (3 m.). The sands are interlaid with strata of soft clay. In spite of this, the practice has been to drill into such sands and produce from the open hole without screen or liners. Sometimes the casing is set below the oil sand but in this case holes from 2 ½ to 3 in. in diameter are drilled opposite the oil sand, which would not have the effect of a screen.

The use of petroleum-barren aquifers for underground storage has become extremely important to the natural-gas industry. A critical problem in assessing the feasibility of a specific aquifer for such use is the permeability determination of the caprock over the proposed storage project. The approach used here is to conduct both static and dynamic field tests on the aquifer being analyzed. Valuable information on the possibility of communication between the storage aquifer and any other aquifers above can be obtained by measuring hydrostatic water levels and water analyses. Significant differences in such data give evidence of the lack of communication between the intended storage reservoir and other horizons. The dynamic approach requires that one well be pumped in the storage aquifer, and changes in fluid levels recorded in both the aquifer and its caprock. The interpretation of the data from such pumping tests involves the solution of nonsteady radial flow in an infinite aquifer and the influence on such flow of a leaky caprock. A finite-difference model has been used to investigate this problem, and the transient behavior has been solved numerically with a digital computer. It has been found that the pressure transients in the storage aquifer are not affected significantly by moderate caprock leakage. The pressure behavior of the caprock is a much better indicator of the degree of leakage, and generalized solutions for this behavior are included. Field data are presented to demonstrate both the static and dynamic approach. If is concluded that appropriate investigation of the groundwater hydrology in an aquifer-type gas-storage project can provide much valuable information for determining the effectiveness of the caprock to hold gas. INTRODUCTION Underground storage of natural gas in the United States has been developing at a rapid rate over the past few years. In 1955, the total gas-storage capacity was about 1.6 trillion cu ft; by 1961, this figure was almost 3.2 trillion cu ft, an increase of 100 per cent in six years.&apos; This trend un- doubtedly will continue because the economics favor the development of gas storage, as opposed to the construction of new pipelines, to meet the inherent cyclic demand for fuel in the metropolitan areas of this country.&apos; About 15 per cent of the current underground gas storage has been developed in petroleum-barren aquifers, i.e., geological domes or anticlines in which no commercial quantities of oil or gas had been produced prior to the storage operations. The necessity for using barren aquifers outside many metropolitan areas of this country has been due to the lack of depleted oil or gas fields that were near enough and large enough to meet the demands of such consuming areas. Pipeline companies have developed aquifer storage along their transmission lines to meet the fluctuating needs of their complex systems. Considerable thought has also been given to the problem of storing gas in a structureless aquifer, both in this country&apos; and in the Soviet Union outside the city of Leningrad.&apos;," Conditions such as these have led to the development of aquifer gas-storage projects in many parts of the U. S. Most of these developments have centered in the Mid-Continent area, and the greatest amount of activity has been concentrated in Illinois.6 Thus, the use of petroleum-barren aquifers for gas-storage purposes has become extremely important to the natural-gas industry. There are three basic problems in developing aquifer-type storage: (1) finding an adequate geologic structure, (2) finding a suitable storage reservoir within the structure and (3) determining the tightness of the caprock over the intended storage zone. The first two problems can be solved by applying conventional methods of exploration geology, but once these problems are solved, the question arises as to why no oil or gas is present in an otherwise favorable setting. Two situations are possible: (1) an adequate source bed was never present, or (2) a source bed was present but the petroleum seeped away because of a leaky caprock. Determining the tightness of the caprock is one of the most critical problems in assessing the feasibility of a specific aquifer for storage purposes. In attacking this problem, one usually takes cores of the caprock and subjects them to a rigorous investigation. Such core data are desirable, but they only detail the matrix properties and cannot be expected to reveal the gross characteristics of the caprock. Several gas-storage projects in the U. (New York Meeting, February, 1929) IN THIS paper, major attention is given to misfires in mines where electric multiple shot-firing is the system used. Misfires are sometimes caused by one action or condition and at other times by a combination of two or more. They may be divided into two classes: (1) those caused by workers in the mines, (2) mechanical or manufacturer&apos;s causes. The second cause will be discussed first. MISFIRES CAUSED BY FAULTY DETONATORS The important part of an electric blasting cap, to the user where multiple shot-firing is done, ass in the steep-pitch, thick-vein, anthracite mines, is the bridge wire. In single shot-firing this factor is not apparent, but in mines where multiple firing is done any variation in the resistance of the bridge wire, where full or even rated battery capacity is required, will most likely cause a misfire The reason for this is obvious. If the resistance in the bridge wires is not the same, some of the detonators will fire because of their greater comparative resistance. Variance in resistance of bridge wires is caused by a slight difference in the diameter of the bridge wire, also to a difference in the composition of the bridge wires. Again, where the bridge wires have become rusted, there will be a variance in resistance. About the year 1922, one of the large coal companies was greatly alarmed by the number of serious and fatal accidents caused by misfires. The general manager issued an order that these accidents must be greatly reduced, and if possible, entirely prevented.

MUCH of White Pine&apos;s success is due to the mechanization of mining operations and the development of an efficient beneficiation process to extract usable copper from the low-grade ore (averaging slightly more than 1 pct copper content). When the mine was first opened, all ore was trucked to a conveyor system installed in the slope leading out of the mine. But as new mining areas have been opened up at increasing distances from the slope, conveyors have replaced the trucks for much of the haulage. This conveyor program is expected to continue as mining progresses. Here is how the present underground system functions: Run-of-mine ore is dumped into two truck hoppers and withdrawn from the bottom of each hopper by a 60-in. apron feeder 22 ft long (see diagram). Collecting conveyors 54 in. wide and 44 ft long receive the material from the apron feeders and discharge to two main-line 54-in. conveyors, one 2000 ft and the other 2600 ft long. Operating at 312 fpm and handling 1200 tph, the main-line conveyors converge near the bottom of the tunnel leading out of the mine and discharge into two 72x168-in. Vibrex screens. Ore under 8 in. goes directly to the bin beneath. The oversize is fed to two 32x40-in. jaw crushers and after crushing joins the 8-in. material in the bin.

The regulatory process by which governmental authorities acknowledge and, in turn, permit the location, construction, and operation of large scale energy-related facilities has become extremely detailed in recent years. One example of the detail that is entailed in the regulatory process is the number of permits that must be acquired by operators prior to the construction and operation of energy-related facilities. It has been estimated, for example, that 75 permits are required prior to the opening of a new coal mine in Pennsylvania while 50 are required in Kentucky. From the perspective of facility owners and operators the regulatory process often appears overly complex and may be perceived as a constraint to the corporate decision making process. From the perspective of those responsible for administering regulations, the process is perceived as a means by which public desires-pursuant to social objectives such as environmental protection and occupational safety-can be achieved. As a result of conflicting organizational interests, the clash between energy facility owners and operators and their regulators appears to be inevitable. Furthermore, the resolution of this conflict lies in the trade-off between objectives and the costs of regulation. The balance of objectives and costs is a subject of the political process and not a topic of consideration in this paper. This paper is concerned with the actual administration of regulations, that is, the implementation of that which arises from the interplay of organizational interests. The paper assumes that environmental control laws will not likely be repealed, that regulations to implement the intent of these laws are here to stay and thus the paper seeks to assess how regulations are administered at various levels of government pursuant to objectives. The paper hypothesizes that the administration of objectives (or policy) has an impact on decision making which affects energy facility decision making. While recognizing the fact that regulatory policy cannot be totally divorced from administration, this paper proceeds under the assumption that elements of the regulatory process may be examined individually. The subject of this study is limited to the interplay between regulatory agencies and their clientele.

It would be a difficult matter to trace from the beginning the very few improvements made in the burning of fuels prior to 1860. Donbtless the crossing of the sticks of wood in building a mood fire early appealed to our savage ancestry as a means of expediting its effectiveness for their crude culinary purposes. Stones and andirons came later in assisting the admission of air to the under part of the fuel bed, while beacons and cressets, utilized metal bars as supports for the same purpose. It is probable that Tuba1 Cain owed his success to the use of bellows making possible the use of mixed fuel and charge upon a hearth. With the development of working in cast iron, grate bars came in, and they are still with us doing duty in every household and almost every art where heat is a factor. Little was done beyond these crude methods prior to 1860. With the advancement of knowledge came the fuel-gas producer, a natural child of the retorts employed in supplying illuminating gas. It is only within the last 15 years that the conclusion became general that complicated systems for saving heat would not remedy deli-. ciencies in its primary development, and within that time there has been great advancement in the means of producing initially a fire of high effciency, so that to-day we are moving rapidly toward both high development and high absorption, with the resultant of high efficiencies. In studying the subject of the availability of pulverized coal as a fuel, it may occur to ask, why has this not come up earlier? This, question would be naturally prompted by recalling the fact that Thomas Crompton&apos;s English patents upon his methods were issued to him nearly 40 years ago. A conclusive answer to this, however, is that Crompton at that time had very crude facilities for making what was at best a very imperfect pulverization of the coal, arid the expense of preparation mas very great. WITH respect to theories of recrystallization in metals plastically deformed, it has been said that the present status of this subject is far from satisfactory.1 It may also be said that before any mechanism of recrystallization for metals and alloys can be set forth in a satisfactory manner, there must be made available considerable data on orientation changes that occur during the deformation and recrystallization processes. Although extensive data have been published on recrystallization in single crystals and in polycrystalline specimens, more results of a type that can be classified according to simple orientation changes would be desirable in this complex field. It might even be said that before classifications are made according to types of orientation changes, it may be possible to classify a considerable amount of data into certain kinds of orientation states if groups of common or nearly common orientation occur. Methods for computing the probability of occurrence for various types of groups have been published2 and it has been pointed out in particular that it should be possible to analyze orientation data for high-order twin relationships between old and new grains even when agreement is not at all exact. In this connection, work on recrystallization in silicon ferrite reported in a paper concerned with complex groups of annealing twins&apos; indicated that some data were consistent with primary nucleation occurring according to a second-order or a third-order twin transformation. However, further work in this latter direction was definitely needed. It is, therefore, the purpose of the present paper to report data and analyses for primary nucleation in silicon ferrite following small deformations that have been carried out at the Pittsfield Works&apos; Laboratory of the General Electric Co. Analyses have been made with the aid of standard groups of twins that are reported elsewhere .4 PREPARATION OF SPECIMENS AND EXPERIMENTAL PROCEDURE The material used in the present investigation was taken&apos; from the same heat of steel as that used in a prior report.3 The finished strip in both cases was made by the Allegheny-Ludlum Steel Corporation according to methods that produce a high degree of preferred crystal orientation. Samples with large grains had the following composition: 3.45 per cent Si, 0.003 C, 0.008 P, 0.020 S, 0.075 Mn, 0.031 Al and 0.072 Cu. Thickness of specimens was 0.012 inches.
