The Reconstruction and Research Division of the United States Council of National Defense has, up to date, prepared two reviews on the above subjects: one covers foreign countries and the other covers the activities in the States. These reviews contain information appearing in various Governmental and public periodicals. While the information on foreign countries is necessarily incomplete and fragmentary, its summation is perhaps the most complete work of this kind so far accomplished. The information from the states consists mainly of bills and ordinances introduced in the state legislature, municipal councils, legislature committee reports, programs suggested by governors, and other state and local officials and local organizations It is realized that a good deal of this information will be useful to engineers studying conditions in the various states, and especially to those who want an insight into the general condition in all the states. For instance, the reconstruction problem in each state involving highway, reclamation, buildings, etc., are covered in detail.

Fine powders of lead zirconate titanate have been prepared by three different methods such as ball milling, conventional coprecipitation and spray drying. Different powders have also been prepared by changing the process variables in each method. These powders were analysed for particle size chemical composition and reactivity. DTA, TGA and x-ray analysis have been carried out to study the lead zirconate titanate formation with reference to calcination temperatures. The calcined powders were then consolidated by compaction and sintering. An attempt has bean made to explain the consolidation behaviour of these powders on the basis of powder characteristics.

MUCH the same story can be told about the copper industry for the year 1944 as for the three preceding years. Operators report few or no technical changes at their plants and the main endeavor has been to maintain high production with existing equipment. No large new installations have been made to increase plant capacities and apparently over-all copper production has passed its maximum. The present decline in copper production results partly from the severe labor shortage. As is true of most industries; the outstanding fact about the copper industry during the past few years has been its tremendous and sustained production which has been maintained in spite of serious shortages in material. labor, and technical personnel. The figures in Table I give a concrete example of how production has been increased at one large smelter in the United States-the Garfield plant of the American Smelting and Refining Co. at Garfield. The phase diagram of the system Pb-In has been investigated between -27° and + 40°C, using nzainly X-ray dijfraction. In accordance with t her mo dynamic measurements by Heumann and Predel, a segregation occurs at low temperatures, though not in the form of a nziscibility gap. THE phase diagram of the system Pb-In has been the subject of extensive investigations,1&apos;1 but recently Heumann and prede13 concluded from their thermodynamic data that a new feature should occur below room temperature. These authors observed that the maximum values for the enthalpy and entropy of mixing, which occurred at a composition of 50 at. pct Pb, were +400 and —1.7 cal per g-atom deg, respectively. From this the authors estimated that a miscibility gap should occur below 30°C, centered at 50 at. pct Pb. Resistivity measurements seemed to support this view. These authors proposed the phase diagram outlined in Fig. 1. Three phases exist at 30°C: the tetragonal indium phase with c/a > 1, the tetragonal intermediate phase a, with c/a < 1, and the fcc lead phase. During an investigation of the superconducting properties of Pb-In alloys. it has been observed4 that aging a specimen with 50 at. pct Pb for 14 days at -18°C decreased the superconducting transition temperature about 0.13"K and tripled the transition width. In this paper, the results of an investigation of the Pb-In phase diagram in the temperature range from — 2T to +40°C are reported. Superconductivity and X-ray methods have been used. 1) SPECIMEN PREPARATION The materials were provided by the American Smelting and Refining Co. According to the manufacturer their purity was 99.999 pct. The weighed amounts of the constituents were sealed in quartz tubes under an atmosphere of 10 torr helium, mixed for 24 hr in a rocking furnace at 380°C, quenched in ice water, and homogenized at 20" to 30°C below the solidus line, established by Heumann and Predel. The annealing times were 144 hr for specimens containing Less than 30 at. pct Pb and 36 hr for the remainder. 2) SUPERCONDUCTIVITY EXPERIMENTS The specimens were quenched from the homogeniza-tion treatment into ice water and their superconducting transition temperatures T, measured. The procedure used has been described in Ref. 4. The transition was detected by the change of the mutual induc- tance of two coaxial coils containing the sample. T, was defined as the temperature at which 50 pct of the total change in inductance had occurred. The repro-ducibility with which T, could be measured was i0.002"K. Then the specimens with lead contents between 38 and 75 at. pct were aged for 7 days at temperatures between -30" and 40°C. If this treatment caused T, to change by more than 0.005"K or the width of the transition to increase by more than 0.002"K, it was concluded that the specimen had undergone a phase change and no longer consisted only of the fcc lead phase: as it did immediately after homogenizing. The result is shown in Fig. 2. From this one can estimate at what temperatures and concentrations phase changes occur. The X-ray measurements were based on these preliminary results. 3) X-RAY EXPERIMENTS Because of the softness of the material, relatively coarse powders. 75 p, had to be used, which were filed in a helium atmosphere from homogenized specimens. The powders were annealed at least 30 min at temperatures between 120" and 16OJC, depending on their concentration, and quenched in ice water. Then their X-ray patterns were taken at -178°C with a Picker diffractometer, model 3488K, and a cold stage. on which the specimen was in thermal contact with a liquid-nitrogen reservoir. In this way the following relation was established for the fcc lead phase: a = 4.697 + 0.00247C for 40 5 C 5 75 11 where n is the lattice constant (A) and C is the at. pct of lead. The coarseness of the powder made it impossible to use lines with 0 > 75 deg; therefore n was averaged from lines with 45 deg 5 0 5 75 deg. The results were reproducible to within i0.05 pct. Relation [I] is very similar to the one found by Heumann and Predel at room temperature. UP to a certain limit, the increase of pressure on the diamond-drill increases the rate of progress in drilling. That limit is set by the resistance of the diamonds to compression; and beyond it, the destruction of the stones will involve an. economic loss, both in time and in money. It is, therefore, important to all diamond-drillers to know what is the resistance mentioned. In Europe, operators usually follow an empirical rule, which directs the maintenance of a pressure, on the area-of the bottom of the drilling-tool, of 12 kg. per sq. 4m. For the tools in ordinary use, this is equivalent to 1 kg. per sq. mm. of the diamonds set in the tool So far as I know, American drillers are using pressures as high as 50 to 60 kg. per sq. cm. of the total area of the drill, and the consumption of diamonds (on Denny&apos;s authority, 0.2 carats per meter bored) is greater in America than in Europe. But the reason for this difference may be the comparatively larger size of the diamonds commonly used by American drillers. With the assistance of my friend, the late S. Woisslaw, who was the pioneer of diamond-drilling in Russia, I selected from his stock a number of black diamonds, which I subjected in my laboratory to compression-tests. To prepare regular cubes for such tests, as is generally done with other stones, would have been not only costly, but, what is more important, practically useless. I therefore determined, in order to assimilate as nearly as possible the conditions of actual use, to place each sample between a hard plate (corresponding to the rock) and a softer plate (corresponding to the bottom of the tool), into which it would be pressed during the test.

Trends in the metal mining industry were definitely down in 1954. With a record in 1953 of $1.8 billion output, the last year dropped to $1.5 billion, the lowest value since 1950. The decrease in iron ore production alone accounted for at least 10 pct of the decline. PROBABLY more than any previous year, political debates of 1954 marked a new high for the mining industry. Lead and zinc prices gave forth with minor rallies producing no real improvements. An anticipated drop in copper prices never came to be. Early in the year arguments for more free trade versus tariffs to restrict imports were voiced eloquently by Charles P. Taft, president, Committee for a National Trade Policy, and Andrew Fletcher, president, St. Joseph Lead Co.

DESIRABLE as it is to summarize what has been set forth in preceding chapters, the task can only be approached with great hesitation. What follows represents the personal views of the author at the moment of writing, reserving the privilege to change them on more mature reflection or in the light of further evidence. With that reservation they may be stated somewhat as follows. Education for the mineral industries falls into two categories; general education and technical vocational, using the word vocational not in its usual sense but to signify preparation for specific activities, in which sense a law school is a vocational school. Even at the beginning, as indicated in the first chapter, mineral industry education was partly general and, partly technical and that relationship still persists, because technical education requires a firm basis of general education. Our general American system is to provide free public&apos; general education through the twelfth grade, or completion of high-school work, though there are already many technical vocational high schools, and even in a community where nearly all the young people are preparing for entrance to college there will be some who wish to qualify for employment at the end of the high-school course, or even on completing junior high. Our educational system, therefore, has not only to provide education for those who intend to proceed beyond the twelfth grade but also for those who, for a variety of reasons, may wish or be forced to cease full-time education at any level between the first and twelfth grades. This study has been chiefly concerned with the problem of what kind and how much technical education to provide for those who have completed the twelfth grade and who wish to make their living in the mineral industries. (Washington Meeting, May, 1905.) SEVERAL years ago, Mr. Robert A. Cook described and illustrated in our Transactions 1 a mechanical coke-drawer, patented in 1891 by Mr. Thomas Smith of the Thorncliff Iron Works, Sheffield, England, and first introduced in the United States in, 1896, at the coking-plant of the Latrobe Coal Co., Latrobe, Pa. This machine has not received any very extended application in this country, although it was successfully used in two places for a number of years. The present. paper describes a new and simpler machine, containing few wearing-parts capable of withstanding continued rough usage. Anything which tends to prolong the general use of bee-hive ovens will be welcome to those who are interested in cheapen¬ing the cost of producing coke in such ovens, especially if it provides satisfactory mechanical means, replacing the hard labor involved in drawing coke by hand with the old-fashioned ?duck bill.? The difficulty of finding efficient coke-drawers, especially during the summer season, and in the South, is notorious. Yet, notwithstanding the great improvements that have been made in retort coke-ovens, new bee-hive ovens are continually constructed; and a machine which will successfully compete with hand-drawing, and, at the same time, add to the efficiency of the bee-hive oven, seems to deserve notice. The machine here described was put in operation at the Frick Coal and Coke Co.&apos;s plant, known as Continental No. 1, at Uniontown, Pa., in October, 1904, and is reported to have met successfully all the tests to which it has been subjected. The paper reviews the evolution of electrolytic zinc, describing some of the major obstacles that have been encountered and overcome. The chief remaining limitations of present-day standard practice are: Difficulty of obtaining high extractions, especially from low-grade and complex ores; filtration troubles, if ores contain much soluble silica; and irregularities in electrolysis, if more than certain limited amounts of antimony, arsenic, cobalt; etc., are present in the ores. These factors dictate a relatively high-grade plant feed, thus subjecting the electroytic-zinc process to the same kind of limitations as the zinc smelter. The "high acid process," in which both acid strength and current density are raised to about four times the usual figures, is described. This system concentrates both plant and operations, allows a simple type of flow sheet, and. minimizes some of the difficulties above mentioned. The large-scale operation of the process is described. SOME time ago, at a meeting of the Institute Prof. J. W. Richards1 said, "I take exception to the statement that all the factors in the production of electrolytic zinc were known long ago. There is possible in my opinion an improvement of perhaps 50 per cent. in the new electrolytic processes." An examination of the literature of the subject will show the justness of Professor Richards&apos; contention. The work of the earlier investigators was carried on in the shadow of difficulties that, today, are hardly more than memories. We seldom hear now of zinc sponge, that bête noir of the electrolytic-zinc pioneers. Zinc sponge, was the name given to a peculiar, soft, black, non-adherent form of zinc deposit that was utterly useless for melting into ingot form. At the big plant at Cockle Creek, New South Wales, in 1897, Edgar Ashcroft2 said that the solution in the plant would suddenly, and without ascertainable cause, go "bad" and begin to deposit spongy zinc. The most delicate, even spectroscopic, methods of analysis were unable to detect any difference between "good solution and "bad" solution; either form might change to the other on being kept for a while. &apos; In recent years the metallurgical field of the copper industry has expanded greatly, the copper ores have become lean add diverse in charactcr, and we are obliged to treat such ores on a very large scale. On the commercial side, the operating and consulting staffs of the great mining companies have been enlarged and organized, and no great capital expenditure is decided upon until it has been investigated and recommended by a highly organized force of specialists as a committee. I believe that in the scientific field and in the most valuable proceedings of our -various societies the old idea of one-man point of view and one-man treatment of principle and detail together has been splendidly developed and should continue, but for the advancement of our art we should deliberately discuss subjects among ourselves in order to do away with the idiosyncrasies of the individual and to gain a composite view reprcscnting the best thoughts of many men. In the development of new ideas leading to the introduction of new methods, the societies could enlarge their present great field of usefulness if such discussion be had, and in my opinion further great good could be done if a number of men of different qualifications and experience would join in preparing a joint book, each dealing with his particular problem, but consulting the other men. In this way individualism would be preserved and various processes would be described, and if properly reviewed the paper would be palpably capable of analysis, and the student would have at his command the associated efforts of a group of qualified engineers. I have neither the time nor the qualifications to make an investigation and study in detail of hydro-metallurgical processes, but for some years I have foreseen the development of such processes, and I have a deep interest in the subject and have given some of its phases careful consideration from a long-distance viewpoint. I have assisted in directing many experiments and in reviewing the merits of many processes, and am glad to make some introductory remarks with the understanding that other gentlemen present will freely and candidly enter into the discussion and help to fill out the few bare bones that I can uncover.

Introduction There is probably no field in which materials research has played a greater role than that of electronics. However, to trace present and future patterns of materials research in electronics is not an easy assignment, since this industry has a high degree of dynamism in its growth, and is busily engaged today in the scientific improbabilities of only recent yesterdays. On the other hand, this task seems especially appropriate since electronics is a truly frontier industry - one whose place in American industries has advanced from 50th prior to World War II to 6th in 1967, with sales of more than $22 billion. And this growth has been associated with the equally rapid progress of science and technology over the period - in particular with the emergence of materials science as a vital force in underscoring this progress. For several reasons this parallel growth is not too surprising. First, by its very definition electronics is a science that essentially deals with the nature, behavior, detection, generation, control and utilization of electrons in solids or at their surfaces. Second, in the electronics industry, systems are made of an integration of components, and these components with their interconnections are made of materials. Thus, the basic building blocks of systems are materials; and it has been largely the advances in materials research and technology that have led to new and improved devices and systems. It follows, therefore, that the broadening of the frontiers in electronics through the exploration of new territories is tantamount to scientific discovery and materials innovation to a degree found in no other major industrial activity. But to put this in the proper perspective of present and future materials trends, it would be appropriate first to survey historically the progress in electronics by pointing out major scientific discoveries and associated materials research patterns that have led directly to its tremendous growth. Then from this base we can consider recent trends in materials research that could form the basis for future progress in the electronics industry. In my review I shall examine the areas most familiar to me, so I must acknowledge at the outset that this survey is not all-inclusive.

IN THE operation of oil properties there are various difficulties with pumping wells which can often be overcome or greatly lessened if sufficient attention is, directed towards pump and tubing problems. The difficulties referred to are the wearing out of pumps, sanding up of pumps, and the sanding up of the hole. As the perforations in the oil strings are large and the oil and sand loose and unconsolidated considerable trouble is often encountered in pumping wells due to the ease with which&apos; the sand can come into the holes. DETERMINING FLUID LEVEL In determining the proper depth at which to tube a well it is essential to first find out something about the behavior of the fluid in &apos;the hole: Facts in regard to this natter can be obtained by finding the fluid level on pulling the tubing, by making a pumping test on the well tubed to various depths, and by bailing tests during cleaning out work. In ordinary oil field operations it is customary to take the fluid level at the time of pulling the tubing. This &apos;can only be done when the pump is not sanded up. WHAT DOES "MAGNETIC" MEAN? The word magnetic has several meanings. When used, as it usually is, without qualification one is often unable to tell which meaning is intended. 1. A body is magnetic which has power to attract iron magnetically. Such is a lodestone or magnet, either permanent or not. This is an active sense or meaning in that the body itself does the attracting or is .magnetic. 2. A body is magnetic which may be made to attract iron magnetically, as the iron core of an electro-magnet when not magnetized by the current. This is a potentially active meaning, the body being capable of becoming a magnet. 3. A body is magnetic which has the property of being. attracted by a magnet magnetically. Such are iron, cobalt, nickel, magnetic oxide of iron, magnetic alloys, etc. This is a passive meaning, the attracting being done by the actively magnetic body. R. B. T. KILIANI, New York, N. Y.-I wish to present some figures based upon actual observation extending over a few months time which seem to prove the author&apos;s conclusions. It is a comparison of two machines operating on the same ore, in the same plant, one taking the undersize of ½ -in. screen and the other taking the undersize of 8-mesh. Each of the machines was first operated as a pebble mill, with flint pebbles, in open circuit, then with metal pebbles in open circuit and, finally with metal pebbles in closed circuit. For the first case, the percentage of oversize on 48-mesh, Tyler screen, in the discharge, varied, in the mill taking ½ -in- feed, from 37.2 to 19.9 per cent. The second mill, taking the 8-mesh feed, had a variation in oversize on 48-mesh, from 36.8 per cent: to 0.5 per cent.; so it is seen there is considerable variation in these figures. I have computed the tons per kilowatt-day reduced through 48-mesh for each machine under each one of these conditions, giving 6 sets of figures. The first of these I called 1.0 and determined the ratio of the others to this.. In the snipe way, I figured the relative mechanical efficiency according to Kick&apos;s law, using&apos; the figures given by Mr. Taggart in his paper, for ordinal numbers of the Tyler screens. I have also figured the efficiency in mesh-tons per horsepower according to Gates&apos; method by plotting the screen analyses of feed and product and multiplying the area by a constant dependent on the scale used. The commercial efficiency of tons per kilowatt-day reduced through 48-mesh checks very closely with the efficiency by Rittinger&apos;s law, within 1 per cent. except in one case. Mainland China, with one-fourth of the world&apos;s population and one-tenth of its coal production, can no longer be ignored as a considerable force on the world energy scene. In terms of annual productivity, China&apos;s 300 million tons of coal rank third behind the Soviet Union with 655 million and the United States 557 million (1968 Minerals Yearbook. USBM). When viewed from another angle, 1967 figures show that increased productivity from all coal-producing continents, with the exception of North America, was led by Chinese-dominated Asia with a 19% gain. Not unpredictably though, China, on a per capita basis, is closer to the bottom of the list among members of the industrial community. Despite its misspent youth, and despite the set- backs caused by the Big Leap Forward of the late 50&apos;s and the Cultural Revolution of the late 60&apos;S, the People&apos;s Republic has managed to make some impressive strides in developing its coal industry over the past twenty years.

It takes off an average of 20 per cent. water besides topping the oil. Part of the crude oil is run through an electrical separator before running to the topping plant, but the entire crude averages about 20 per cent. when it enters the topping plant. DAVID T. DAY, Washington, D. C.-I suppose most of the work contemplated in these large topping plants is simply to deal with topping the oils with only a small percentage of water in them. A. F. L. BELL.-Not more than 2 per cent. of water can be handled in ordinary stills without causing trouble. At our Gavotte refinery, where the oil runs from 15 to 30 per cent. water, we carry 20 lb., pressure oil our stills to hold the framing down, we can do that with small stills, with large one&apos;s it would not be safe; but with a retort, the quantity of water contained in the oil does not affect its working. It simply means additional fuel to evaporate the water.

At that time my father was a school teacher, but he later entered the Congregational ministry. He was pastor in several small Minnesota towns, so we moved about quite a bit.
