WHEN I was a boy I walked into Fairbanks in 1905. I was but a soft chechako, and arrived with blisters covering my feet, as a result of "mushing" the 400-mile trail on foot. Because of them, the display windows of the trading posts were first to catch my eye-dog and horse collars, harness and sled parts! And because of my enthusiasm for things adventurous, I looked long upon the prospectors' gold pans, shovels, rifles, camp equipment, and what not. Today those windows are filled with motor car accessories, tires and repair parts; yes, even thermos bottles and vacuum cleaners! There were many chance meetings with little parties of prospectors in my youth, and it always set my blood to tingling. Sometimes it was a 70-year-old sun-baked son of the Arizona desert, wrangling his stubborn, faithful jenny away from some outfitting store, at others a shovel-ended poling b0at in northern Canada, \vith the partners and the dogs towing upstream along the bank, or an old sourdough, with tug-rope around neck and hand on the spruce sapling gee-pole, mushing along behind his two or three old, plodding malamutes, dragging a little Yukon sled piled high with rusty sheet-iron stove, pick and shovel, cross-cut saw and axe, rifle, bales of dog salmon, and other paraphernalia. These meetings envisioned the panning of old creek beds and draws in the search for as yet undiscovered pay-channels; they meant the toughest kind of work sinking a hole to bedrock in some far-away valley of promise; they suggested wood fires to thaw the frozen muck and gravel and crude windlass and hand-made tub to hoist the water and the mud; but loudest of all they spoke of Adventure.

AT most smelting plants, forced draft, induced by high stacks or fans, is used to carry the gases away from the furnaces, roasters, or sintering plants. Gases moving under forced draft carry varying amounts of solids in the form of dust and fume. Where the weight of the solids is material, and the metal content high, it is usually profitable to treat the gases to recover these solids. Baghouses, Cottrell treaters, and settling chambers are the common forms of plants used to recover solids from gases. To check on the efficiency of these plants it is necessary to know the volume of gas leaving the plant and the amount of solids carried by the gas. As the volume of gas is equal to the product of the velocity of that gas and the cross-sectional area of the flue, the determination of the volume includes the measurement of the area of the cross section and the determination of the velocity. The velocity is generally measured by means of the Pitot tube and Ellison differential pressure gage, although low velocities are best determined by means of an anemometer. The dust concentration is determined by passing a measured volume of sample through a filter and weighing the dust caught. From this the dust concentration per unit of volume may be calculated. It is necessary to assume that the gas is homogeneous or that each cubic foot of the gas contains the same weight of dust as every other cubic foot. Having the volume of gas passing through a flue per unit of time, and the dust concentration of the gas per unit of volume, the amount of solids may easily be calculated.

INTRODUCTION The degree of success of any new project will ultimately depend on two factors: (i) the underlying economic strength of the project; and (ii) how successfully the parties involved can coordinate their interests to establish a financing structure which indeed capitalizes on the project's inherent economic attractiveness. A project's underlying economic attractiveness is determined by its inherent comparative advantage in accessing the factors of production, combining these factors of production to create a product and marketing this product. Initially, the decision regarding whether to go ahead with the project - the go/no go decision - has to be based on its total ability to generate cash flow returns to project participants to compensate them for resources committed and risks undertaken. The extent to which project sponsors will actually benefit from the project's inherent economic attractiveness is fundamentally dependent on their ability to establish the long-term financing arrangement which best meets the objectives and constraints of each project participant and sources the most advantageous funding. The decision regarding the financing of the project, the "how-to-go" decision, is then an attempt to find the capital structure, consistent with market terms and conditions and sound financial management policies which will best: (i) match planned outflows with cash inflows; and (ii) maximize the return for project sponsors. This article makes use of a case study to illustrate the analytical process involved in dealing with the go/no go and the how-to-go decisions on a project. Though most commonly applied to project finance situations, the guideline described herein is equally applicable to other financing situations, such as leveraged buyouts and debt restructurings, where timely repayment of debt depends largely on the future cash flows to be generated by the entity being financed. Our case study is of a hypothetical expansion of an existing copper mining operation in Latin America. The company, Latin American Copper (LAC) currently has 147 million metric tons of proven sulphide ore reserves. The existing mine complex consists of an open pit mining operation and a conventional flotation plant with a processing capacity of 20,000 metric tons of ore per day. LAC sells copper concentrates primarily to Japanese custom smelters. The mine has been in operation for 5 years, fine copper production last year was 108,240 metric tons, and LAC currently has assets of $175 million and net worth of $135 million. Due to a recent increase in proven reserves, LAC is considering doubling the treatment capacity of its flotation plant to 40,000 tons per day, and expanding its mining capacity to meet the additional concentrator capacity (the "Project"). Project capital expenditures and incremental working capital have been estimated at approximately $210 million. The construction period is expected to cover one year, including a three-month start-up phase. The Project is to be funded by a combination of equity, senior debt, including both supplier credits and/or commercial bank term loans, and subordinated debt. LAC's shareholders are willing to commit a maximum of $50 million to the Project. A government development agency, which is also a minority shareholder, might be willing to lend approximately $40 million to LAC in the form of subordinated notes, depending on the ability of the Project to generate foreign exchange reserves. Commercial banks cannot be expected to offer loans with maturities longer than ten years. The Project is expected to increase the value of the firm because: (i) It will solidify the Company's position as a low-cost copper producer by taking advantage of economies of scale. As a result of the expansion, cash production costs are expected to decrease 7.0[c]/lb. and all-in costs 11.0[c]/lb; (ii) The potential earnings stream from the sulphide ore reserves will be realized

A study was made to delineate the dislocation mechanistns controlling prismatic and basal slip at low temperatu.ves in titanium containing approximately 100 ppm interstitial impurities. Mechanical tests were performed on single crystals prepared from electron-beam zone-refined crystal bar by a thermal cycling technique. Measurements were made of critical shear stress and activation volume as functions of temperature. The study revealed that, for prismatic slip, two overlapping thermally activated processes aye rate-controlling below 300°K. From absolute zero to 220°K, reasonable agreement is obtained between experiment and the mechanism which involves overcoming 01. the Peierl's stress by the formation of double kinks in dislocation lines lying in close-packed directions. Between 220°and 300°K prismatic slip is controlled by a difierent thermally activated process which is characterized by a stronger temperature dependence of critical shear stress. Above 300OK, prismatic slip is controlled by an athermal process. Basal slip is controlled by a thermally activated process between 195' and 400°K. An approximate analysis suggests that it is the Peierl's mechanism that is rate-controlling in this range. Below 195°K, the occurrence of mechanical twinning obscures the features of basal slip. Above '400 X, basal slip is controlled by an athermal process. TITANIUM, an hcp metal with a less-than-ideal axial ratio of 1.587, deforms primarily by {1010}( 1210) slip at low temperatures.'-3 The critical shear stress is strongly affected by the presence of interstitial impurities. For example, churchman3 reported that a decrease in the combined nitrogen plus oxygen content from 0.1 to 0.01 pct decreased the critical shear stress for prismatic slip from 9.19 to 1.4 kg per sq mm at room temperature. Basal slip, however, is less strongly affected by interstitials; Churchman's data for {0001}( 1210) slip show a smaller decrease in critical shear stress from 10.90 to 6.3 kg per sq mm at room temperature, for the same decrease in interstitial content. In the present study, an attempt has been made to delineate the dislocation mechanisms controlling prismatic and basal slip in titanium. In view of the strong effects that impurities may have on at least some of these mechanisms, experiments were performed on material of reasonably high purity, so that comparisons could be made with investigations on material of both lower and higher impurity contents. EXPERIMENTAL PROCEDURE Single crystals were prepared from 1/4-in.-diam electron-beam zone-refined crystal bar, furnished by Materials Research Corp. The analysis of the zone-refined material is given in Table I, indicating that the interstitial content is of the same order as the purer of the two materials investigated by Churchman. The Vickers diamond pyramid hardness number of this material was 85.6. This value agrees quite well with the correlation between hardness and interstitial content proposed by Ogden and Jaffee.4 On the basis of hardness, the material investigated in this study is, therefore, intermediate in purity between that studied by Churchman (Vpn = 97) and that studied by Spangler and Herman (Vpn = 62.4).5 Single crystals were grown by thermal cycling through the a-ß transformation. Two-in.-long by 1/2-in.-diam bars were heat-treated in vacuum for 4 hr at 1160°C. The temperature of the furnace was then lowered to 865°C, and the specimens were maintained at this temperature for 7 days. This procedure was repeated several times, resulting in the growth of individual crystals up to 14 in. in length. Specimens for testing in direct shear along either {l010}(1210) or {0001}(1210) were obtained by electrical-discharge machining. The specimens were in the form of cylinders 1/4 in. in diam by approximately 1/2 in. in length, with a reduced section 1/8 in. in diam and a in. in length. All specimens were electropol-ished subsequent to electrical-discharge machining. The ends of the test specimens were cemented in stainless-steel collars. Shear tests were conducted in an Instron Tensile Tester at various temperatures from 4.2° to 508°K. Measurements were made of critical shear stress and activation volume. The latter measurements were performed by measuring the change in flow stress upon cycling the strain rate between ?1 = 2.62 x 10-3 per sec and ?2 = 2.62 x 10-4 per sec. ThiS note reports on the variation with temperature of critical stress for basal slip of binary solid-solution single crystals of indium and of thorium in magnesium. PROCEDURE Alloy single crystal spheres were acid machined to 3/8-in. diam cylinders with the basal planes of the crystals normal to the cylinder axis and then annealed at 810°K. Here in the Orient we engineers are .learning a new meaning for the word "orientation"- hereafter that engineering term will be a synonym for gracious hospitality, and "to orient" will mean to turn a whole country over to the World Engineering Congress. Mere geographic distance is no longer able to separate nations, for the conquest of distance is one of the triumphs of 'modern engineering. We of the Americas are fortunate in the position of our continents: with their shores lapped by the waves of two oceans, we face' two great civilizations, the' Occidental and the Oriental, and thus we can share the intellectual resources of these two older cultures.

THE strength of hard drawn copper wire is a question of considerable importance to both manufacturer and consumer. Unlike steel and alloy wires, in which strength is governed by both chemical and physical considerations, the high conductivity required for copper wire in the electrical industry generally precludes the possibility of obtaining tensile strength through the use of alloys. Consequently, this strength is largely a matter of the physical structure, and all factors known to affect this structure, such as rolling temperature, die contours, lubricants, drawing speeds, etc., are matters of prime importance. The experiments described here have been carried out during the past year at the Baltimore plant of the American Smelting & Refining Co., in connection with a general investigation of some of the questions mentioned above, with the object of studying the physical structure of hard drawn copper, wire and the influence of certain factors on that structure. The work has been of an exploratory nature, rather than comprehensive, but it was thought that the results might prove of sufficient general interest to warrant their publication. The bulk of the hard drawn copper wire used in places where strength is an important factor is manufactured to strict specification, based usually in the United States on that of the American Society for Testing Materials (B-1-23). This specification calls for almost as high a value of tensile strength; consistent with elongation, as it is possible practically to obtain, and only physically perfect material can be relied on to meet such a specification. Obvious defects, such as laminations produced through fins in the original rods or brittleness due to overdrawing, are usually recognized and need only passing reference. Laminations can be detected by twisting and untwisting the wire several times; they will show up on the surface in the form of fins. Fig. 1 shows a very bad example of this defect. The wire may be perfectly smooth before twisting but when such laminations are present they will readily show up under this treatment. This trouble is caused by similar defects in the original rod produced by overfills in rolling. Fig. 2 shows the cross-section of the rod from which the wire in Fig.1 was drawn.

IT is not possible to include in this paper, limited as it is in scope, the many diverse steps toward the reduction of mine accidents that are taken in the mines that produce the nation's coal. Every coal-producing state has enacted laws covering proper mining practices, and the major portion of these are directly related to the safety of the mine employees. The United States Bureau of Mines, the American Institute of Mining and Metallurgical Engineers, The American Mining Congress, a number of national, regional and state organizations, as well as the coal technical press, have covered time and time again all of the "do" and "don't" phases of mine operation that bear on the important question of mine and employee safety. Within the past 15 years The Union Pacific Coal Co. has attempted to put into practice in its mines in southern Wyoming these many good recommendations, finding some value in all, and yet, to secure substantial results, the management found it necessary to resort in the end to what might be referred to as "extra-territorial" methods. It is the writer's purpose to show in this paper that marked and even extraordinary betterment can be brought about when employer and employee work together with due sincerity. In presenting our own experience, one that has been duplicated in so far as results are concerned on numerous other properties, no theory of perfection of management exists; on the other hand, our organization feels that as long as our record of accidents remains as shown by even our latest and best performance we still have far to go. It is the writer's purpose to show in this paper that marked and even extraordinary betterment can be brought about when employer and employee work together with due sincerity. In presenting our own experience, one that has been duplicated in so far as results are concerned on numerous other properties, no theory of perfection of management exists; on the other hand, our organization feels that as long as our record of accidents remains as shown by even our latest and best performance we still have far to go.

WHEN so many statements are being made relative to the requirements of zinc metal, it is difficult for some of us who are acquainted with the industry to visualize how it is possible to step up production so as to supply some of the fantastic requirement figures that are published from time to time. I shall attempt to approach this subject from the standpoint of existing conditions which affect production, also keeping in mind the price ceiling under which the industry operates. Total production of primary and secondary zinc in the United States for 1941 will be about 878,000 tons, to which should be added about 36,000 tons of Mexican slab zinc available for consumption or export from the United States, giving a total available of 914,000 tons. Production of slab zinc of all grades in 1942 should be 953,000 tons. Adding the available Mexican supply should bring the total to 989,000 tons.

The solid solubility of lithium in aluminum was determined by two independent techniques, electrical resistivity and microhardness, and the results are in close agreement. The solubility limits X-ray diffraction studies of the intermetallic compound LiAl indicate that its composition is nearly independent of temperature when in equilibrium with the terminal solid solution of aluminum. THE investigation of the aluminum-rich portion of the aluminum-lithium system at the Savannah River Laboratory was prompted by the observation that over-aged alloys consistently differed from the equilibrium states predicted by the latest published diagrams. Chemical analyses of these alloys showed their impurity contents to be quite low; therefore, the results obtained should have very nearly coincided with true equilibrium. A survey of the literature disclosed that previous studies had been made with metallographicig or electrical resistivity methods,4'5 but that agreement between results and technique was poor as evidenced in Fig. 1, which also includes the present results for comparison. The discrepancies have been attributed to impurities,3 and this is undoubtedly true in the early work.1'4'5 The latest Studies,''~ conducted with starting materials of higher purity, employed metallographic analysis, a technique that is quite sensitive to local homogeneity and depends strongly on subjective interpretation. In the present work the problem of defining solubility limits was approached in two ways. The first measured a physical property, electrical resistivity, at the equilibrium temperature. The second, a micro-hardness characterization of a diffusion zone, is a room temperature evaluation of a mechanical property under conditions removed from equilibrium. A close correlation between two such basically different approaches would strongly justify confidence in the results. Ix estimating the investment-value of a mining-property or plant, the value of which decreases with operation, it is often necessary to know the sum which must be set aside periodically from earnings either to renew the plant at the end off its life, or to return the capital involved when the earning-power of the investment has ceased. In such cases it is manifestly incorrect simply to divide the total amount to be retired by the number of periods (usually years) during which the investment shall be active, as the sums periodically withdrawn have a certain interest-earning power varying with the length of time they are held and with the opportunities afforded for their investment. But though the interest may be considered to accumulate regularly year by year, yet the rules and tables for compound interest do not apply, owing to the addition of a fixed amount of new money to the total at the beginning of each period. Briefly stated, the problem of sinking-funds is, to find the amount of money which must be periodically set aside at a certain rate of interest, regularly compounded, to yield a certain sum in a given, length of time. In most practical cases the interest is compounded and the fresh amount added at the same time-usually once a year-and on this basis the problem may be solved as follows

August 15th, 1871. THE Institute assembled in Packer Hall of the Lehigh University, the President, Mr. David Thomas, of Catasauqua in the chair. Professor Henry Coppée, President of the Lehigh University, made an address of welcome to the Institute, and placed at its disposal a convenient hall for purposes of meeting. Mr. Thomas tendered his resignation as President of the Institute, as advancing years prevented him from actively participating in its meetings. The Institute declined to accept the resignation, and, on the assurance that active duties would not be expected of him, Mr. Thomas was induced to withdraw it. Invitations were received from Mr. B. C. Webster, President of the Lehigh Zinc Company, to visit the mines and works of the company; from Mr. Charles Brodhead, to visit the Chapman Slate Quarries ; and from the Lehigh Coal and Navigation Company, to visit their works at Summit Hill and Mauch Chunk and the Nesquehoning Tunnel. The Council reported the names of persons already elected in the two classes of members and associates. The following resolutions were passed: Resolved, That a committee of three be appointed, who shall take into consideration the printing and publishing of papers originating with the Institute, and that a uniform system as regards size and execution be adopted. The committee appointed consisted of Messrs. R. W. Raymond, E. B. Coxe, and the Secretary. Resolved, That the Council design and prepare a seal for the Institute at the earliest practicable time. As part of a program of investigation of the properties of electric arc welds carried out in the laboratories of the A. 0. Smith Corporation, considerable work has been done on the determination of the oxygen, nitrogen and hydrogen content of different types of weld metal, employing for this purpose the so-called "vacuum fusion method." It is the purpose of this paper to describe certain improvements that have been introduced in this method of determining the gas content of metals, with particular references to the steel specimens examined in this investigation. The method and apparatus used at the beginning of the investigation were essentially those of the Bureau of Standards as described by Vacher and Jordan.' Later a number of changes were introduced which resulted in more rapid evacuation of the graphite crucibles employed and which enabled larger volumes of gas to be dealt with than could be handled conveniently in the Bureau of Standards equipment. In addition, the analyzing of the gases evolved from a melt in the same apparatus as collected was abandoned in favor of analysis outside the equipment using standard methods of gas analysis. The time required for gas analysis in the apparatus itself, as described by the Bureau of Standards, was found to be considerable, and during this time the rest of the equipment was tied up, preventing its use for the analysis of further steel samples. As a result of the modifications introduced, the time required for the analysis of a steel sample for gas content was reduced from about 8 hours to less than 3 hours. Subsequently, the whole procedure of melting the sample and collecting the gases evolved was modified so as to enable a distinction to be drawn between the easily reducible oxides such as iron oxide and the more stable oxides such as silica and alumina. At the same time evidence was obtained indicating the probable existence in the steels of other nitrides than those of iron alone and making possible their quantitative etermination.

Cinnabar was discovered in southwestern Arkansas on Little Missouri River in sec. 1, T.7S., R.26W., in April, 1930, and near Antoine Creek in sec. 28, T.6S., R.23W., some 15 miles farther east in May of the same year. It was not, however, until June, 1931, that cinnabar was identified as such in a specimen from the original discovery area sent to W. M. Weigell by Walter F. Hintze of Murfreesboro. Almost simultaneously2, in July, 1931, Moritz Norden of Hot Springs identified specimens from the Antoine Creek area as cinnabar. Immediate interest in the district followed the identification of cinnabar and by January, 1932, the district was known to extend as a mineralized belt about one mile wide trending east-northeast from sec. 13, T.7S., R.27W., in Howard County across central Pike County and into Clark County to sec. 19, T.6S., R.23W., thence extending southeast into sections 33 and 34 of the same township. Since then, cinnabar has been found in sec. 6, T.7S., R.22W., thus giving a total east-west length to the district of approximately 30 miles. Interest focused mainly on the two discovery areas, with the result that mining development has progressed most rapidly in those localities. In the Antoine Creek area the Arkansas Quicksilver Co. has done considerable exploration work and has retorted the high-grade ore so obtained. In the Little Missouri area the Southwestern Quicksilver Co. has had a 12-ton rotary furnace in more or less continuous operation since April, 1932, and has been the largest producer in the district. In March, 1934, the United States Geological Survey began a study of the Arkansas quicksilver district, which was made possible by an allotment of funds from the Public Works Administration. Until

Cinnabar was discovered in southwestern Arkansas on Little Missouri River in sec. 1, T.7S., R.26W., in April, 1930, and near Antoine Creek in sec. 28, T.6S., R.23W., some 15 miles farther east in May of the same year. It was not, however, until June, 1931, that cinnabar was identified as such in a specimen from the original discovery area sent to W. M. Weigell by Walter F. Hintze of Murfreesboro. Almost simultaneously2, in July, 1931, Moritz Norden of Hot Springs identified specimens from the Antoine Creek area as cinnabar. Immediate interest in the district followed the identification of cinnabar and by January, 1932, the district was known to extend as a mineralized belt about one mile wide trending east-northeast from sec. 13, T.7S., R.27W., in Howard County across central Pike County and into Clark County to sec. 19, T.6S., R.23W., thence extending southeast into sections 33 and 34 of the same township. Since then, cinnabar has been found in sec. 6, T.7S., R.22W., thus giving a total east-west length to the district of approximately 30 miles. Interest focused mainly on the two discovery areas, with the result that mining development has progressed most rapidly in those localities. In the Antoine Creek area the Arkansas Quicksilver Co. has done considerable exploration work and has retorted the high-grade ore so obtained. In the Little Missouri area the Southwestern Quicksilver Co. has had a 12-ton rotary furnace in more or less continuous operation since April, 1932, and has been the largest producer in the district. In March, 1934, the United States Geological Survey began a study of the Arkansas quicksilver district, which was made possible by an allotment of funds from the Public Works Administration. Until

The temperature and strain rate dependence of the flow stress ratio and the stvain rate dependence qi the flow stress of annealed polycrystalline a zirconiur were determined over the temperature range 30 0" to 1000°K. Some evidence was found for strain aging and discontinuous flow in the temperature ranges 520" to 650°Kand650" to 760°K, respectively. The Cottvell-Stokes relationship was obtained when deformation occurred by twinning as well as slip. The flow stress ratio showed a strong dependence on temperature and strain rate above 800°K. The expevirnental evidence indicated that the rate-controllitzg mechanism for the deformation of a zirconium above 800°K was dislocation climb, and that the deformation was not thermally activated in the range 520" to 800°K. The stacking-fault energy of a zirconium was estimated to be about 250 ergs per sq cm. A knowledge of the temperature and strain rate dependence of the applied stress necessary to deform a crystalline solid is essential for understanding the thermally activated processes occurring during deformation.' Several experimental techniques have been developed for studying these processes.273 One of the techniques is the deter mi nation of the strain rate dependence of the flow stress at constant temperature. In close-packed crystals, it has often been observed that the change in stress due to a change in the strain rate varies linearly with the flow stress, (~1,' This relationship, known as the Cottre ll-Stokes law, is obeyed when deformation occurs by glide alone. However, when deformation occurs by twinning as well as glide, there is disagreement among different investigators on whether the Cottrell-Stokes law is observed. Whereas Thornton et ~1.~find departures from Cottrell-Stokes law when twinning occurs in copper, ~avis~ and sasinski? find that Cottrell-Stokes law is obeyed when deformation occurs by twinning as well as slip in cadmium and magnesium, respectively. One of the main objectives of this study is to determine whether the Cottrell-Stokes law is obeyed when deformation occurs by twinning as well as slip. The second technique that has been used extensively to study the thermally activated deformation of crystals is the determination of the ratio of the flow stresses, at identical dislocation structures and con-

HERBERT M. WILSON, Pittsburgh, Pa. (written discussion).-Permit me to endorse the author's conclusions and their form of presentation as ,being, in my judgment, the last word 'on the subject of lights for the illumination of coal mines. I also feel that the open-flame oil lamp has outlived its usefulness, and that it should go, in the interests not only of safety but of efficiency. Where an open-flame lamp can be used with safety in non-gaseous mines, the acetylene light adds materially to efficiency by its better illumination, and to safety for the numerous reasons given by Mr. Chance. The latter, however, lays chief stress on the value of the acetylene because of its non-fouling and non-obscuring effect on the atmosphere. Another important advantage over any other form of illumination is the clear, bright light projected at the point where the workman may look for danger. The better illumination materially safeguards the worker against obstacles over which he may stumble when traveling, and against dangers from falls of roof or of coal, weakness in timbering, and similar conditions. The acetylene lamp, where it may be used with safety, has advantages even over the present electric cap lamp, in that it gives a higher luminosity; and when the miner comes to learn its signals, as he will in time, just as he learns those given by the open-flame or the safety lamp, he will find that the acetylene lamp is a fair detector not only of methane but of carbon dioxide, as clearly shown by Mr. Chance. The only, serious objection, raised against the use of carbide lamps. has been recently in Pennsylvania, due to the belief of the State Mine Inspection Department that it endangered miners working on pillar work, or other places where carbon dioxide might accumulate, or where there is lack of sufficient ventilation, and because it was believed that the indications of the carbide lamp would not give the miner sufficient warning. On this point Mr. Chance has clearly shown the fallacies of the objections. I may add that for those unable to detect carbon dioxide with the acetylene lamp, the maximum of protection would be afforded by using an open oil lamp or a flame safety lamp in such places; or, because the miner might not watch his oil light, a better, protection still would be offered by a sufficient number of daily inspections of such working places by a fire boss or other official, with flame safety lamp.
