IT SEEMS strange that so many years after the pas¬sage of the first acts requiring registration or licensing of engineers, so few members of the mining branch of the profession are aware of what has taken place. Laws regulating the practice of engineering have now been passed in 19 states of this country, and in many others, such legislation has been proposed. That such laws are necessary for the protection of life, health and property, as is stated in most of them, is doubted by many. That the standing of the engineering profession will be improved by them is certainlyy open to question. That such laws are a welcome addition to the regulation of business by governmental agency, is not likely to be a general opinion. That once more, and in spite of appeals to engineers to interest themselves in affairs of government, an active minority has succeeded in imposing its will on a passive majority, seems but too true. However, the laws are there and information regarding them should be of use and interest to those most directly concerned.

ORE from the Minnesota iron ranges is transported from the mines to the loading docks on Lake Superior over four different railways: the Great Northern, Northern Pacific, Soo Line, and Duluth, Missabe and Iron Range, with hauls varying from 60 to 110 miles. WITHIN recent years people have begun to realize the importance and significance of the mining and allied industries. The leading part the engineer plays in civilization is becoming recognized. However accurate quantitative knowledge of the industrial importance of mining is still seldom possessed except by those close to this business. It is true that there are a few who go to the extreme and represent the whole progress of civilization as a reflection of man's gradual mastery of mineral utilization, but on the whole, the magnitude of the-industry is underestimated. In this paper I shall call attention briefly to the importance of mining in the United States, in Canada, and in the world. Ordinarily, the annual primary mineral production of the United States is about $5,500,000,000. The average for the last 5 years has been a little over that, but last year, sadly enough, it was less than 31/4 billion. Just now, we are on the decline, and have been for the last two years. In Canada, the 5-year average was about $268,000,000, and last year it was 227 million. Due in part to gold mines (in 1930, for the first time, Canada's gold production exceeded that of the United States), the Canadian average is holding up better than ours. Average world mineral production over the last -5 years has been estimated at about $12,000,000;000 whereas in 1931 it was less than than 8 billion.

(Cleveland Meeting, October, 1912.) THE practice of carbonizing steel for the purpose of case-hardening has assumed great commercial importance within the past, 10 years. Formerly, case-hardened steel was held in more or less contempt, since it. was considered a cheap substitute for tool-steel. This is no longer the case. The development of the motor-car industry, and coincidentally that of modern alloy-steels, has resulted in overcoming many difficulties formerly experienced in case-hardening. This result has been accomplished by increased knowledge regarding the analysis of the steel which would respond most readily to case-hardening, and by more careful methods of treatment of the carbonized steel. The ordinary method of carbonizing consists in packing the steel with the carbonizing-material in cast-iron boxes and placing them in a furnace at a temperature of from 1,500° to 1,900° F. for a time sufficient to give the required depth of cc case." The steel is then either quenched directly from the box, or is allowed to cool without unpacking, and finally given a single hardening-heat., or, for special work, two or three heats. During the year 1911, more than 100,000 tons of carbonizing-material was sold in the United States, at an average price of probably $55 per ton. More than 85 per cent. of this material consisted of granulated bone. Within the past four years, many manufactured compounds have been placed on the market, consisting largely of some form of carbon or carbonaceous material, with or without the addition of chemicals. Steel will absorb carbon placed in contact with it at the temperature of the atmosphere. The reaction is exceedingly slow, but. increases rapidly with increasing temperature. Lieut. Maxwell E. Erdory, now with the Army of Occupation in France, writes as follows: "The 602d Engrs., many of whose officers are members of the Institute, started its active service in France at Avocourt, where we built a road across `No Man's Land.' This road from Avocourt to Montfaucon started us on a career of road building which lasted from Sept. 26 to Nov. 9. The engineer in war has no working hours. Our first job meant 50 hr. continuous work, a layoff of 4 hr. and 18 hr. more. That was our initiation in this war game. "Back in the States we practised building trenches, dugouts, and underground shelters of all sorts. In France we were unfortunate enough to come upon the scene when the so-called open warfare started. That made all the above unnecessary. Roads was the cry and our job was to see that all the artillery got their roads and got over them. "I might mention here that the roads of France, which were in excellent condition except for numerous shell holes, w re one of the leading factors in the rapid termination of the war. "We built a narrow-gage railroad from Romagne to Landre St. George which cost us a few men. At Stenay we did our first bridge building. We built nine bridges across the Meuse, capable of carrying tanks, in 18 hr. The next day the American army crossed these bridges on their way to Virton, Belgium, and the Rhine. " Our course from Virton, Belgium, took us through Longwy, Musson, and Athus, in which towns I inspected the steel plants. In Musson as well as Longwy the Germans had destroyed most of the blast furnaces. This destruction began in August, 1917. In Athus the furnaces were in good condition, the Germans having removed all motors land electrical apparatus, rendering the plant inoperative. I have taken several photos of interest of these plants. "It is but fitting that I say that the engineer in this war has contributed much toward its success but the "Doughboy" is its hero and we engineers one and all say "All hail the Doughboy."

FIFTEEN years ago Dr. Manning published a paper in "Petroleum Development and Technology" on '.Fundamental Research Relating to Petroleum." He tabulated for several industries "the proportion of their present success which can be fairly attributed to the application of information and processes obtained by scientific research," giving petroleum a score of 7 compared to 100 for the electrical and coal-tar industries. Today the petroleum industry as a whole and the producing groups both have raised their score beyond the majority and are climbing toward the top. Present practices are being developed both by fundamental research and the application of the research method in field operation.

IN the broad survey of the nonferrous' metallic elements contained in this book, the reader may well be impressed by the wide range of property combinations offered by the many metals and alloys the metallurgist has prepared since before Kubla Khan. The diversity is great and the overlap is considerable. It is particularly surprising, then, to find the latest structural metal new- comer designated by such extravagant terms as "Cinderella Metal," "Wonder Metal," "Miracle Metal," "The Metal of Tomorrow," "Dream Metal or Nightmare?" and "The Middleweight Champion of the Structural Metals." Of these and others, the most appropriate designation for the metal involved, titanium, appears to be that of The Middleweight Champion. Its intermediate density of 4.5 and elastic modulus of 16 million is a unique combination between the lower density and modulus of magnesium and aluminum and the higher density and modulus of copper, nickel, and iron. It is light, strong, ductile, and corrosion resistant. A chemical neighbor in group IV of the Periodic Table, zirconium, is similar to titanium in many respects but is appreciably denser, 6.5 instead of 4.5, less stiff and relatively much less abundant. On the other hand, the resistance of zirconium to acids and alkalies is better than that of titanium. Also, compensating for its higher density, lower stiffness, and somewhat lower strength level compared with titanium, zirconium has much better permeability to slow neutrons and is much more suitable as a material of construction for nuclear reactors.

(communication to the Secretary*).-The discussion of Mr. Henrich's paper took place at a meeting from which I had the misfortune to be absent, and has just come to my attention. I do not wish to let the subject pass without contributing to it a little information which has come into my possession. In 1912, I published a brief note in the Transactions on The Effect of Alumina in Blast-Furnace Slags, giving in tabular form three typical slags used in iron blast-furnace practice, one of them the high alumina slag of, which Professor Richards speaks. In subsequent experience with charcoal furnaces, I found the same rule to hold; that the chemical effect of alumina could be disregarded, providing the ratio of the lime and magnesia to the silica were kept constant. This is exactly the experience which Messrs. Dwight and Mathewson had in copper- and' lead-smelting furnaces. I have never seen any evidence or argument adequate to support the contention of Professor Richards-that the alumina acted as a base in the charcoal iron furnace and as an acid in the coke furnace, and that the function of alumina in iron-furnace slags is inherently different from that in copper- and lead-furnace slags-and I am compelled to differ absolutely with his conclusions in that respect.

One of the most difficult problems associated with modern mechanised longwall mining is the lack of system flexibility to deal with local changes in geology, seam thickness and the face design parameters. As a consequence of system rigidity and the quest for increasing the coal face performance, the percentage extraction in the U.K. is currently below 52%. The paper outlines the current guidelines used in face design which permit coal to be left in situ for various purposes and discusses the strata control implications in extracting subsequent panels in the same and adjacent coal seams. The paper examines the application of strata mechanics to the design of longwall layouts for maximizing .the percentage of coal extraction. Remedial measures include optimizing pillar dimensions, reduction in roof coal left for support purposes by improving the use of available powered support technology and application of thick seam mining methods including sub-level caving and techniques of extracting coal from odd shaped pillars. Case studies are described where coal extraction has been maximized by adopting a new single heading retreat mining system; a shallow seam partial extraction system utilizing, existing heading machines and minimisin8 coal sterilization in pillars by replacing longwall access roadways by goaf scour.

Official daily output of the Reconcavo (Bahia) oil fields, which amounted to 300 bbl., increased by the end of 1944 to 500 bbl. The new productive wells are in the district of Candeias. This figure is expected to further increase during 1945. The Itatig Company, which had drilled five wildcats in the state of Sergipe, stopped in 1944, but intends to resume work during the current year, or as soon as the war is over, in order to try the Cretaceous areas around its salt deposits. Several concessions applied for in the states of Sao Paulo, Parana arid Santa Catarina were favorably considered by the Conselho Nacional de Yetroleo, which is interested in fostering prospecting activities in the country. Several national groups are interested in exploring the federal gas field of Aratu (Bahia), a proposal having been made to use the gas in the manufacture of Portland cement. Undoubtedly the most important fact in the 1944 activities was the visit by two outstanding petroleum geologists, who had the opportunity to examine some of the principal areas and reported their opinions to the Brazilian Government. By special courtesy of the U. S. Government, Mr. E. DeGolyer spent a few weeks inspecting the gas and oil fields of the so-called "Reconcavo" of Bahia (a large tract surrounding All Saints Bay, on whose shore lies the city of Salvador) Later he exchanged ideas with Colonel Joao Carlos Barreto, President of the Conselho Nacional de Petrolco, as to the most adequate measures to develop production. Considering the oil problem in the southern part of Brazil, in the sedimentary belt including formations from the Devonian to the Triajsic, Mr. DeGolyer suggested a visit there by Mr. Lemis MacNaughton. The latter traveled during the months of June, July and August, accompanied by Brazilian geologists Avelino de Oliveira, Vice-president of the Conselho Nacionial de Pctroleo, Pedro Moura, Annibal Bastos, Burdot Dutra and J. Felicissimo, and verified the actual possibilities of the region, thus confirming the opinion of Pedro Moura, Avelino de Oliveira and Froes Abreu as to the advisability of thoroughly prospecting the south of Brazil. It is to be hoped that on the recommendation of these proficient American experts the Brazilian Government will take the necessary measurcs to carry out a complete search 01 such areas, which hitherto have been unsuccessfully drilled because knowledge of the structure was not adequate. The old Government policy of monopolistic essence has now given way to the more enlightened tendency of reconciling official action with private enterprise, which should in no way be curbed but rather encouraged. Such trend is heartily welcomed by financiers and technicians alike, who realize how indispensable is the cooperation of private capital, both national and foreign, in

AT the Park Utah Mine, labor costs of stoping A have been reduced from 30 to 40 per cent. by the use of double-drum hoists and scrapers. The application of scrapers varies with the methods of timbering. In stopes, which must be timbered with square-sets or stringer sets, one method is used; another is used in wide orebodies that can be held open until filling is introduced; and still another in narrow flat veins. Nearly all the oreshoots at the Park Utah lie at less than 50" from the horizontal, and most of the ore is difficult to handle through flat chutes. Proper care is probably the most important requisite for successful scraping, as serviceable equipment can be obtained from several manufacturers. One capable mechanic, therefore, was put in charge of the scraper hoists. He visits every stope daily, oiling hoists and tail1 blocks, inspects all equipment, splices cables and changes "set-ups" when necessary; his pay has been a good investment. The Park Utah now has in use ten double-drum Turbinair hoists, and one Sullivan double-drum a. c. hoist of the same capacity and outside design as the air hoists. The electric hoist is slower than the air hoists and does not pass large boulders easily; it is, however, a very effective machine. The air hoists are fast, powerful and

The selection of a particular machine for production drilling is the most critical drill evaluation the pit engineer is called upon to make. It is a true engineering design problem requiring value judgments. Generally, the procedure follows these steps: (1) Determine and specify the conditions under which the machine will be used, including such service factors as labor, site, weather, etc. (2) State the objectives for the rock-breakage phases of the production cycle of operations--considering excavation and haulage restrictions, crushing capacity, production quota, and pit geometry-in terms of tonnage, fragmentation, throw, etc. (3) On the basis of blasting requirements, design the drill-hole pattern (hole size and depth, in- clination, burden, spacing, etc.) (4) Determine the drillability factors and select the drilling methods which appear feasible for the kind of rock anticipated. (5) Specify the operating variables for each system under study, considering drill, rod, bit and circulation fluid factors. (6) Estimate and compare performance parameters, including costs. Major cost items are bits, drill depreciation, labor, maintenance, power and fluids. (7) Select the drilling system that best satisfies all requirements with the lowest over-all cost.

I. INTRODUCTION THE smelting plant of the British Columbia Copper Co. at Greenwood, B. C., now closed because of the decline in the price of copper due to the European war, is of special interest to metallurgists for several reasons. It was successfully smelting in blast furnaces the lowest grade copper ore of all plants in America. In order to do so, it had to run at' very high efficiency, which necessarily required a large tonnage per square foot of hearth area, together with the minimum amount of labor and other costs. The furnaces smelted daily 2,250 tons of ore (6.62 tons per sq. ft. of hearth area), carrying 0.85 per cent. of copper, at a smelting cost of $1.18 per ton. The entire plant required 130 men to operate it and keep up repairs, showing a labor efficiency of about 17.5 tons per man per day. In the present paper, the method of obtaining these results is shown. Most of the information contained in this description I obtained as Assistant Superintendent, during the two years preceding the present shutdown. IT is to be regretted that the data respecting the use of dry-air blast, which was presented to the Iron and Steel Institute at its meeting in the United States, in October, 1904, should. have been restricted to the period from August 25th to September 9th inclusive, and from September 17th to 30th inclusive. In order to present the paper at all it was found necessary to limit the record of operations to the period above stated. In the discussion of the paper it would appear from the conclusions of some participating therein, that they have been placed at some disadvantage in considering the economies obtained through the use of dry-air blast, by reason of the data covering such a short period. It is the purpose of this communication to present in detail the record of operations of the Isabella Furnaces from November, 1904, to March, 1905, inclusive, as shown by the furnace-records. The month of October, 1904, is not included, as the furnace using dry-air blast was stopped several times for repairs, and while the record was a very good one considering these interruptions, yet it was not a continuous one. The record for Furnace No. 1 using dry-air blast, and the comparison with Furnace No. 3 using natural air for the month of November, 1904, is set forth in Table I. By a reference to my former paper it will be noted that the month of November is the beginning in this country of the winter period, when the atmosphere decreases rapidly in humidity. The month of October being the transition month in the autumn and April in the spring, and furnaces using natural air approach more closely, from November on, to the conditions obtained by the use of dry-air blast. Calculating machines permit the use of the more rapid cotangent and semigraphic solutions of plane triangulation. The results of these methods are as accurate as those of other methods. Simple adjustment of the net, and ease of calculation encourage more complete field work. Errors in field work or in computation are easily localized.

Each generation accepts the developments of the preceding generations without full appreciation of the difficulties that had to be overcome or of the effect of any given development on society. Today, the production of pig iron is the yardstick with which general industrial health and progress are measured. So natural and logical does this seem to us, that it is difficult to picture conditions prior to the fourteenth century when pig iron was unknown. Not only was pig iron unknown but iron or steel could not be melted and poured into castings; all iron and steel articles were forged from sponge iron. All castings, as well as many worked articles, were made of non-ferrous metals or alloys. In many parts of the world, over long periods of time, not only was the annual exchange value of non-ferrous metals greater than that of iron and steel, but their combined tonnage was greater. At present, the value of the pig iron produced in a year is of the same order of magnitude as that of all non-ferrous metals combined; the tonnage of pig iron is, however, about twenty times that of all non-ferrous metals combined. Owing to lack of records, we will probably never know the relative importance of the various metals at all periods in historic times. A certain conclusion is that the iron and steel industry, since the discovery of pig iron and the cheap methods of converting it into steel, has grown at a much more rapid rate than the non-ferrous metal industries. Notwithstanding their fundamental fitness for man's needs, iron and steel owe their importance in no small degree to the low cost of production. The low cost was a result of increased knowledge of the production appliances and of the metallurgical processes. This increased knowledge is the key to our modern industrial civilization. It will remain for future generations to determine whether there is now going on a gradual change toward greater importance of the non-ferrous metals, as compared to iron and steel. The world's pig iron production in 1920 was slightly more than twice what it was in 1890, whereas the non-ferrous metals production in 1920 was about two and one-half times that in 1890. It is a pleasure to talk to you about the world economics of industrial minerals on this occasion of AIME's 100th anniversary. In order to fit this topic into the time and tenor of such a session as this where you are hearing subjects equally broad in scope one after the other, I will deal with the subject through the medium of eight minerals selected to illustrate import- ant economic factors. I must admit to some bias in the selection, since I picked personally familiar ones to elucidate facts of life in the industrial minerals business. It is a very interesting field, different in many respects from metals and certainly far different from petroleum. The minerals chosen are celestite, diamond, fluorspar, salt, sulfur, ilmenite, rutile and zircon. Celestite The market for celestite is mainly in the U. S. where it is consumed in the manufacture of strontium compounds for red-colored flares and other pyrotechnics, for the production of electrolytic zinc, for glass manufacture, and for the manufacture of ceramic ferrites. Smaller markets exist in Europe and Japan. Production comes from England, Mexico and Spain, and a new mining operation is being started in Nova Scotia. There is no significant production in the U. S. nor in the other principal consuming countries, except England; so it is mainly an international commodity. Celestite illustrates many of the factors important in the economics of industrial minerals. To have a marketable product, grade and freedom from deleterious elements are important for materials used by the chemical industry. In the celestite used to make strontium nitrate, calcium is the most objectionable of the commonly associated cations. Selling price is adversely affected because nitrate manufacturing costs are greatly increased if calcium is pre sent, hence less can be paid for the raw material. Meeting specifications can add significantly to the vendor's cost; hence a balance must be struck between the producer's capability and the consumer's requirements, permitting a reasonable profit for both. THE year 1930 resembled the preceding one in the coal industry in continuing the era of falling prices and 'of the abandonment of unprofitable mines. Practically all coal prices fell, and in the steam sizes during the last half of the year this was particularly true, due to the small industrial demand. No new mines of any size were opened in the bituminous coal industry, but there was a steady increase in the number of cleaning plants of all kinds built in all fields. It is estimated that at least nine million tons per year were added to the previous total of washed coal. The largest washing plant started during the year was that of the Buckeye Coal Co., at Nemacolin, Pa., with a capacity of 650 tons per hour. Fig. 1 shows - the mixing-bin, conveyor galleries, washing-plant and skip hoist, and Fig. 2 the 120-ft. Dorr thickener for collecting the 48-mesh material from the wash water. Dryers are used for drying the steam coal product. The following statement by J. R. Campbell shows the effect of cleaning on Pittsburgh coal in Greene County: "With the advent of the 650-t.p.h. efficient washing plant in Greene County at the Nemacolin mine of the Buckeye Coal Co., it has undoubtedly been demonstrated that the potential coking-metallurgical coals of the county can be brought within the pale of the highest grade high-volatile coals for steel manufacture. A few months' operation indicates that 9% per cent ash in the raw coal can be easily reduced to under 7 per cent ash in the washed coal and the sulfur from 1.60 per cent in the run of mine to 1.20 per cent sulfur in the washed coal.

THE Board of Trustees, made up of three from each of the four societies, conducts the business com- mitted to United Engineering Society by its Founder Societies under its Charter, the Founder's Agreement and the Library Agreement. A draft of a budget of revenue and expenditures for the ensuing calendar year is presented each September to the secretaries of the Founder Societies for the information and comment of their governing bodies. After revision, the budget is adopted, by the incoming Board of Trustees at its meeting in January.

The large increase in the wages of mine workers makes it imperative that all factors tending to limit production per miner be eliminated, if possible. The trolley and storage-battery locomotive, mining machine, hoisting engine, mining system, etc., have increased the possible output per man. But this output is still limited by the capacity of the hoisting engine and cable and by the size of the mine car. The superiority of skip hoisting in metal mining is shown by its almost universal adoption. By varying the size of skip and the rope speed, any desired tonnage can be secured and, since frequently only one kind of material is handled and breakage is unimportant, the loading of the skips can be easily and cheaply effected from bins into which the cars are dumped. The cars may then be designed to fit the conditions in the mine instead of being a compromise between hoisting and mining conditions, very likely suiting neither. In coal mines, the usual practice has been to hoist the car to the surface, either on platform or self-dumping cages. Of late years the number of skip-hoisting plants in coal mines has been rapidly increasing, but there is more or less inertia to overcome in establishing so radical a change in practice; also the earlier skip operations were not uniformly successful. As a result, it became evident that metal-mining practice would require radical modification before skip hoisting could be successfully used in coal mining. Objections to Skip Hoisting Breakage Except where coal is used for coking, or for other purposes whcre breakage is unimportant, breakage of the coal is vitally important all the way from the face to the railroad car. The average selling price is seriously reduced when the percentage of screenings is increased. Following metal-mining practice exactly, the coal would be dumped into a deep pocket, cut off into a skip load by a measuring hopper or other means, dumped into a deep, narrow skip, and dropped into a bin at the top, all of which would contribute to excessive breakage.
