The thirteenth meeting of the Boston Local Section was held at the Engineers' Club, 2 Commonwealth Avenue, Boston, on Monday evening, Oct. 6, 1913. Fourteen members and three guests were present at the dinner, at which Chairman Robert H. Richards presided. After the dinner, the Chairman expressed his pleasure in welcoming the members at the first dinner following the vacation. He said that lie had attended a meeting of the Directors of the parent society in New York ; that they had asked what the Boston Section were doing, and expressed their hope that we would be able to make some of our papers formal and offer them for publication. The Chairman then said that lie realized the objection to this; that members were less willing to speak for publication than informally, but that lie hoped, nevertheless, that some of the speakers this year would see their way to write up a formal paper at some later date, along the general lines of their informal ,addresses.

FIVE mills are operated in Southeast Missouri by the St. Joseph Lead Co.; these have a total rated capacity of 24,300 tons per day divided as follows: Federal, 12,000 tons; Leadwood, 4800 tons; Desloge, 3600 tons; Bonne Terre, 2400 tons; and Mine La Motte, 1500 tons. These concentrators are similar in a general way, differing mainly in size and type of equipment and in minor variations in flow sheet. No attempt is made rigidly to standardize procedure in the various mills in spite of a general similarity in the ores. Each mill may be regarded as a separate laboratory in which new ideas and changes may be tried. A generalized description of the process is given, noting important differences in procedure at the various plants. The concentration process may be divided into five main stages: dry crushing, wet grinding, desliming and classification, tabling, and flotation.

The semi-annual meeting of the Montana Section was held at the Silver Bow Club, Butte, Montana, on Friday, Nov. 16, at 8 p. m.; this was a postponement of the regular October meeting because of conflict in date with the St. Louis meeting of the Institute. An informal dinner was served to 68 members and guests. After dinner, Chairman W. C. Siderfin called the meeting to order. The minutes of the annual meeting, of Feb. 2, 1917, and the special meeting of May 21, 1917, were read and approved. C. W. Goodale led the discussion with "Notes on the St. Louis Meeting." He was followed by J. H. Warner who spoke on " The Joplin and Miami Districts," and by J. L: Bruce, Alexander Leggatt, N. B. Braly, and E. B. Young, the latter speaking on the work of the War Minerals Committee; and on the Cosden Oil Refinery at West Tuba, Okla. R. H. Sales reviewed briefly the manganese situation. E. N. Norris presented a paper on "Fire Proofing of Mine Shafts by the Anaconda Copper Mining Co." This resulted in interesting discussion by C. L. Berrien, C. E. Nighman, N. B. Braly, W. B. Daly, B. H. Dunshee, and J. J. Carrigan. C. L. Berrien and C. E. Nighman presented their papers on "Fire Extinction by Hydraulic Filling." In view of the late hour, discussion was waived. The executive committee, by unanimous consent, decided to request written discussion of the above papers to be presented at the next meeting, in February. B. B. Thayer spoke interestingly on the work of the Naval Consulting Board, and referred to the arsenic situation. Spencer Miller, also a, member of the Naval Consulting Board, entertained the-meeting with a vivid description of the method of "Coaling Battleships at Sea." Robert Sticht of Tasmania, in a short talk, spoke feelingly of his relations with the United States. At a late hour adjournment ended a most successful and interesting meeting. E. B. IT has been recognized for many years that dis-persed particles have great value in raising the creep resistance of metallic alloys. In fact, some of the most successful high-temperature alloys owe their superiority to this factor above all others. A recent observation by Glen1," indicates that even better high-temperature resistance to deformation results in alloys capable of two successive precipitation reactions. The ramifications of this finding are of great interest. Unfortunately, our understanding of the reasons for such notable improvements has not kept pace with technical developments. In an effort to uncover some of the basic facts governing strengthening by particles, a program was initiated at the Battelle Memorial Institute with the primary goal of comparing creep strengths in single-phase and two-phase (precipitating) alloys. The effects of precipitation from solid solution on the creep properties of alloys are generally such that the resistance to creep is increased. However, if alloys are heat treated to different degrees of hardness before creep testing, it is often found that those possessing the maximum hardness initially do not necessarily have the maximum creep resistance. Depending on the stresses and temperatures involved other structures may prove more desirable. Considerations of the above nature indicate the importance of defining the initial state of the alloy. Here, it was decided to start with quenched single- phase alloys in which precipitation and creep deformation proceed concurrently. Equipment and Experimental Procedures Preparation of the Specimens—Four 25 lb ingots were prepared from 99.999 pct Cu and 99.996 pct Al to compositions of 1, 2, 3, and 4 wt pct Cu. Spec-trographic and chemical analyses are listed in Table I. After heat treatments and intermediate reductions, the alloys were cold rolled to 1/8 in. thick sheet. The final cold reductions amounted to 50, 40, 20, and 10 pct for the 1, 2, 3, and 4 pct Cu alloys, respectively. The specimens for creep testing were machined into tensile flats 7 in. long, 3/4 in. wide (at the shoulders), and 1/8 in. thick. The reduced sections were 1/4 in. wide and 21/2 in. long. After heat treatments at 540°C to an ASTM grain size of 1 1, the specimens were quenched into water at room temperature, then electropolished in a glacial acetic acid and perchloric acid solution. The gage marks were Knoop impressions placed 2 in. apart on the reduced sections. Blanks of 1 x 1 in, were cut from the same sheets for the age hardening runs and were given the same grain size heat treatments. The specimens and blanks were stored in a refrigerator at —40°C until needed for testing. Creep Measurements—Creep tests were conducted in a constant temperature room which was maintained at 26° ±1°C. A split-type, hinged, vertical-tube furnace was mounted on a horizontal track so that the specimen could be enclosed suddenly. It has been 5 years since the writer left the Philippine Islands and while in that country his chief work did not lie in this field, though he has visited all but one of the localities mentioned in this article. The principal field studies relating to oil were M de by his colleague, Mr. Wallace E. Pratt. The writer's investigations ealt with the general stratigraphy and paleontology of the Philippines. with the exception of the investigations made by Mr. Pratt and the writer very little information on this subject is available. A number of geologists in the employ of large oil companies have visited the Islands from time to time but, following the general rule, the public has scarcely ever been permitted to learn anything of the results. The writer is indebted to the Bureau of Insular Affairs, Washington, for late information regarding recent legislation in the Islands relating to petroleum. All the known oil seeps, petroleum residues, such as ozocerite, and natural-gas emanations are associated with Tertiary sediments. The chief seeps and most promising prospects are located as follows: 1. Bondoc Peninsula (lower end), Tayabas Province, Southeast Luzon. 2. The west coast of the island of Cebü from Alegria north to, and perhaps beyond, Toledo. 3. Central Mindanao not far from Lake Lanao. 4. The ozocerite veins on the Island of Leyte in the northwestern part in the vicinity of the town of Villaba. 5. Natural gas from some deep wells in Tertiary shale formations on the eastern flank of the Cordillera and extending out under the plain on the island of Panay. The first mention in geological literature, to the writer's knowledge, of gas or petroleum in the Philippines is found in the description of the Island of Panay by the Spanish geologist, Abella, in the year 1890. INTRODUCTION The accurate sampling of coal, as with most minerals, is a difficult task. Coal is a heterogeneous material made up of different types of coal and varying amounts of mineral matter. The product as mined may contain all the layers of coal and impurities found in the seam as well as portions of the stratas above and below the coal seam. The preparation plant is the device to size, crush, and/or remove impurities so the coal may be shipped as a salable product. Sampling may be needed at many stages in the preparation process. Although this chapter is primarily concerned with sampling in connection with preparation processes, the principles apply to all coal sampling. The main reasons for sampling in connection with coal preparation are: 1) To determine the washability characteristics of the raw coal by means of float and sink tests. These may be used for the design of a preparation plant, prediction of results to be obtained, or monitoring raw coal delivered to the plant. 2) To check the performance of various operating units in the plant, either by float. and sink tests or chemical analyses. 3) To determine the analytical characteristics of the products produced, such as moisture, ash, Btu, sulfur, etc. HISTORY The earliest accepted methods of sampling coal in the United States were given in US Bureau of Mines (USBM) publications by J. A. Holmes,l G. S. Pope,2 and A. C. Fieldner.3 The American Society for Testing and Materials (ASTM) more or less adopted the methods proposed by USBM in their Standard D-21-1916 and it remained a standard for many years. Briefly, this standard called for a 500 lb (227 kg) sample for coals less than 94 in. (19 mm) in size and a 1000 lb (454 kg) sample for all coals over 94 in. (19 mm) in size. No mention was made of increments, but there was an instruction that the sample should spread over the coal

The increasing scale of mining operations over the past decade, particularly in connection with the exploitation of large bodies of comparatively low-grade copper ores, has made necessary the study of the behavior of rock under failure. When extractions of as high as 40,000 tons a day are reached in steam-shovel operations and as high as 20,000 tons per day in underground mining operations, it is evident that excavations soon become of such size that the behavior of the rock will often be dependent on fundamental principles applicable to more or less homogeneous materials under stress, rather than on weathering or local planes of weakness. In the ordinary rock excavations encountered in civil-engineering practice, such as excavations for subways, highways, railroads, etc., rock faces are not carried to depths sufficient to develop any pressures, or consequently any failures, except those due to loose masses resulting from local planes of weakness. When, however, orebodies whose tonnage is measured by hundreds of thousands are to be extracted by steam-shovel operations in open pits, it is necessary to determine if possible in advance the slopes that the sides of the pits will assume, for these slopes influence the shape of the excavations and thereby the amount of ore that may be extracted by the open-pit method. When large orebodies are mined underground at depths of 300 to 500 ft. (91 to 152 m.) by caving methods, the surface subsiding as the ore is withdrawn, it is necessary to determine in advance the outermost limits of fracture in the subsiding surface, for on the delineation of these limits depends the location of surface improvements, mills, smelters, etc. and also the location of development work, such as hoisting shafts, main haulage levels, and all other underground openings that must remain undisturbed during the period of ore extraction. Heretofore, in civil-engineering practice, it has been assumed that earth and rock behave differently in failure. For the calculation of earth pressures, formulas are used in which the assumption is made that earth banks fail by sliding along the slope determined by the frictional resistance of the material. DURING my stay at Raposos, State of Minas Geraes, Brdzil, I had the opportunity of making some observations, which, in the shape in which I am able to lay them before the Institute, are only to be considered as an experience which may possibly have important consequences. The ore-bodies worked there for gold are exclusively chimneys, mostly cylindrical, following the dip of the argillaceous slates (about 45° E.), without any visible connection with each other, without veins, and only exceptionally with some small stringers along the stratification, pinching out at short distances from the chimneys. They are composed of quartz with about 8 to 10 per cent. of pyrite and pyrrhotite, and different iron oxides.

THE atmosphere, which plays such an important part in the manufacture of iron and steel, is the most variable element involved in its several processes; and particularly is this true of the blast-furnace process, which consumes air in large quantities. At no time since the blast-furnace became an important and widely used apparatus-even when it was operated in the most crude manner-have the variations in composition of the raw materials used been as frequent and as great as the variations in humility of the atmosphere. Important, improvements have been made in the blast furnace and its accessories, such as the hot-blast stoves, the increase in size and change in the shape of the furnace, more efficient blowing engines, the increased protection given to the bosh walls, and the careful preparation of' the raw material, all of which have exerted a pronounced influence on the furnace-operations from a metallurgical standpoint. But during the past eight years little advance has been made in this direction; the fuel-consumption has not diminished, nor has there been any material increase in production. Within that period, however, there has been witnessed the greatest development in appliances for the economical handling of material. So complete has been the work in this direction, that, except in isolated cases, in this country at least., a further extension does not hold out much promise of a satisfactory return on the investment required. It seemed that, with the exception of the gas-engine, we had about reached the limit, for like a strong wall, the atmosphere, with its humility as variable to-clay as when first blown into a primitive blast-furnace, appeared to stand as a Barrier to

5. Crystallography. - The subject of Crystallography includes the description of the characters of crystals in general; of the various forms of crystals and their division into classes and systems; of the methods of studying crystals, including the determination of the mathematical relations of their faces, and the measurement of the angles between them; finally, a description of compound or twin crystals, of irregularities in crystals, of crystal- line aggregates, and of pseudomorphous crystals. 6. Definition of a Crystal.- A crystal * is the regular polyhedral form, bounded by smooth surfaces, which is assumed by a chemical compound, under the action of its intermolecular forces, when passing, under suitable conditions, from the state of a liquid or gas to that of a solid. As expressed in the foregoing definition, a crystal is characterized, first, by its definite internal molecular structure, and, second, by its external form. A crystal is the normal form of a mineral species, as of all solid chemical com- pounds; but the conditions suitable for the formation of a crystal of ideal perfection in symmetry of form and smoothness of surface are never fully realized. Further, many species usually occur not in distinct crystals, but in massive form, and in some exceptional cases the definite molecular structure is absent. 7. Molecular Structure in General.- By definite molecular structure is meant the special arrangement which the physical units, called molecules, assume under the action of the forces exerted between them during the formation of the solid. Some remarks are given in a later article (p. 22 et seq.) in regard to the kinds of molecular arrangement theoretically possible, and their relation to the symmetry of the different systems and classes of crystals.

Compania de Acero del Pacifico, S.A., the sole Chilean steel producer, is adding to the expanding Chilean economy with development of the El Algarrobo mine. Expected to go on stream early in 1962, Algarrobo is a conventional open pit mine that will include facilities for ore extraction, crushing and screening, rail transport to the harbor at Huasco, modern ship-loading equipment and maintenance shops. CAP anticipates producing 1.38 mil- lion tons annually of high-grade ore for national and world market consumption. Chilean and North American management and engineering teams combined more than a decade ago in the financing and building of CAP'S Huachipato integrated steel plant. A similar performance is being achieved in northern Chile near the town of Vallenar with the opening of a 50-year supply of iron ore from the Algarrobo deposit. This successful intra-American undertaking deserves special mention in these times when some U.S. foreign assistance programs must be defended, particularly with respect to Latin America. North American financial participation in Algarrobo, through the Export-Import Bank of Washington, represents the greatest portion of the $24 million being invested.

The memorable features of American history have been making fast during the last century, and notably so since 1860; and they are by no means confined to political or to any one branch of scientific development. Of all the industrial arts, none show a greater change or 'a mightier progress than the Bessemer manufacture. And this year, while we are celebrating the first centennial of our national life, we can also celebrate the first decennial of American Bessemer practice. While not forgetting or undervaluing what has been done in other countries, I have thought that a brief history of the introduction and development of the Pneumatic or Bessemer process in America would be of interest. In 1863 the Kelly Pneumatic Process Company was formed and an arrangement entered into with William Kelly, who had taken out letters-patent of the United States, Nos. 16,444; 17,628, reissued as 505; 18,910, dated January loth, 1857; June 23d, 1857; November 36, 1857; and December 22d, 1867, respectively. This association mas composed of the Cambria Iron Company, E. B. Ward, Park Brothers & Co., Lyon, Shorb & Co., Z. S. Durfee, and, later, Chouteau, Harrison & Valle joined the combination. Not satisfied with possessing the control of the Kelly patent, they sent Mr. 2. S. Durfee to England, to secure for this country Mushet's patent on recarburization, No. 17,389, dated May 26th, 1857, the same having been taken out in England on September 22d, 1856. In this Mr. Durfee was successful. Previous to the application of William Kelly for a patent, Henry Bessemer, of England, had taken out patents dated February 12th, 1856, and August 25th, 1856, in this country. Kelly claimed priority in the discovery of the principles of the process, and the Patent-office allowed his claim by granting him his patents. In the autumn of 1862 Mr. Alexander L. Holley, while in England, was impressed with the importance of Mr. Bessemer's invention, and so fully foresaw its future, that, upon his return to the United States, he induced Messrs. John A. Griswold and John F. Winslow, of Troy, New York, to join him in endeavoring to possess Bessemer's American patents. Mr. Holley returned to England in

Kaiser Sees Bright Future for Jamaica Kaiser Aluminum Co. has a big stake in the British West Indies, the Island of Jamaica in particular. There, Kaiser is busy developing one of the most promising bauxite finds in recent years. The $12 million operation was officially opened in February. Facilities have a rating of an annual capacity of 2 million tons and will supply Kaiser plants with ore for years. The ore comes across the Gulf of Mexico, up the Mississippi to stockpiles at Baton Rouge. The stockpile at Baton Rouge would throw many an old river boat skipper for a loss. Where no mountain once existed now stands a man-made bluff of bauxite, known as Bauxite Peak.

THE RELATION OF THE ENGINEER TO RECONSTRUCTION FIFTY-THIRD MEETING OF BOSTON SECTION The fifty-third meeting of the. Boston Section was held April 28. The speaker of the evening was the new president of the Institute, Mr. Howard V. Winchell, who spoke on "The Relation of the Engineer to Reconstruction." He told of the part engineers had played in the war and paid tribute to Herbert E. Hoover as an example of what engineers can do. He said that engineers are not taking enough interest in politics, although it is badly needed as shown by the evidences of Bolshevism even in America. Conditions have suddenly changed; whereas we formerly borrowed money we are now loaning widely to foreign countries and our investments, abroad have to be protected. A committee is badly needed to investigate and determine the actual conditions. The Government has already been invited to cooperate with the Institute along professional lines and this should lead to closer contact between our Society and the Government. Mr. Winchell then went on to describe some of the mining conditions in Russia. He brought out the point that the rich platinum deposits are exhausted and only the poorer sands remain. The largest copper properties average less than 2 per cent. copper and there are some 4,000,000 tons available in .the Caucasus region near Batum. There are approximately 100,000,000 tons of high-grade manganese ore scattered in small deposits in the eastern Ukraine. There are some copper mines in the East, butt they are almost exhausted. The Baku oil field is the second largest in the world and there is probably oil in Persia. There are also manganese in Siberia and coal veins of enormous thickness.

To Install Waste Heat Boiler at White Pine White Pine Copper Co.'s smelter 18 miles southwest of Ontonagon, Mich., will have a six story high boiler utilizing what otherwise would be waste heat from a copper reverberatory furnace. Designed and under construction by the Babcock & Wilcox Co., the boiler will supply steam to a turbo-generator furnishing power for the projected development. The boiler will be in line with and following the reverberatory furnace. Using waste heat from the furnace in place of fuel for steam generation, about 50 pct of heat in the fuel originally supplied to the furnace will be recovered by the waste heat boiler. Exploration conducted over the past 15 years at White Pine, wholly owned subsidiary of Copper Range Co., has disclosed reserves of 309 million tons averaging 21.3 lb of copper per ton. Ore mineral is chiefly chalcocite (Cu2s).

Hydrogen-reduction data for naturally occurring single crystals and Prepared polycrystals of dense hematite have been presented. Results cover the temperature range 400o to 1000oC, for particles from ten sources, ranging in size from 0.07 to 10 mm and in shape from spheres to cylinders, cubes, and thin slabs. A consistent pattern of behavior has been demonstrated for single crystals and the reduction mechanism shown to be temperature-dependent. Below 579oC reduction is a simple topochemical process but at higher temperatuves it is complex and occurs in two distinct stages. Prepared particles from these laboratories behave in a similar manner to the single crystals. Data from two investigators showing topochernical reduction of Prepared particles above 575°C are inconsistent with that for other dense hematites. It is concluded that topochenzical reaction should not be used as a model for generalized rate expressions for dense hematites. SINCE 1958, McKewan1-6 has brought to prominence a simple concept of dense hematite reduction. This model is that oxygen is lost from a hematite particle undergoing reduction only from an oxide-iron interface that recedes in such a way that the oxide remaining retains the original shape of the particle, i.e., reduction occurs topochemically. An adjunct to this concept is that any intermediate oxides in the transition from hematite to iron only form thin layers so that oxygen cannot be lost from the particle without movement of the oxide-iron interface. Further, the rate of oxygen loss from the particle is said to be proportional to the area of the receding interface so that the iron layer grows linearly with time and the over-all reduction process can be described by the equation where ro and do are the initial particle radius and density, respectively, R is the fraction of the original oxygen lost, i.e., the fractional reduction, at time t, and K is the rate constant. The idea of an underlying simplicity in hematite reduction is attractive because it gives a tractable basis from which general theories of hematite reduction can be developed and it has received wide support,7-14 based mainly on the large amount of data13 that can be fitted to Eq. [I]. However, despite the fact that this equation has been derived for dense materials, the bulk of the data that have been used to test it13 have been for materials of only about 90 pct of theoretical density (5.26 g cm-3) or less, so that its generality for dense hematites has not been demonstrated. In any case, as will be seen, adherence of reduction data to Eq. [1] does not necessarily imply that reaction occurs topochemically. In this work only data for hematites approaching theoretical density are considered and it will be shown that in only one study besides McKewan's is topochemical behavior observed over the whole range of temperature investigated. For the majority of materials a linear rate of interface advance is observed to complete reduction only when wustite is not a stable intermediate phase in the transition of hematite to iron, i.e., at temperatures below about 575°C. Above this temperature, reduction is an exceedingly complex series of reactions that takes place in two distinct stages and it is only in the first stage that reaction in any way resembles a topochemical process. This means then that, far from representing general behavior as has commonly been supposed, topochemical reaction for dense hematites is only a particular behavior that may be observed under some circumstances. EXPERIMENTAL Hydrogen-reduction data have been collected and cross-checked in these laboratories by three techniques, weight loss, collection of water evolved in the reduction reactions, and direct metallographic examination. Details of these techniques are discussed elsewhere," where it is shown that results obtained by the three methods are in close agreement. The weight-loss method, by which most of the results were obtained, consisted of hanging the sample in a platinum mesh basket from an Ainsworth Model AV-AU-1 vacuum recording balance inside a vertical l 1/4-in.-ID alumina tube furnace. Dry deoxidized hydrogen was flowed downwards through the tube at 2 to 4 liters min-1 (stp). Single crystals from two sources and artificial oxides from three sources have been examined. The single crystals were from hematite deposits at Yampi Sound, Western Australia, and Brazil, the latter being obtained from Gregory, Bottley and Co., London, U.K. The "Yampi Blue" crystals were hand-picked from washed, magnetically concentrated, sized fractions, -200 mesh BSS (mean diameter ca 0.07 mm) and —36 + 44 mesh BSS (mean diameter ca 0.4 mm) while 10-mm cubes were cut from the Brazilian crystals with a diamond saw. The starting materials for the prepared particles were hematites designated, respectively, "Specpure Iron Oxide", Laboratory No. S639 from Johnson Matthey & Co. Ltd., London, U.K., "Calcined Ferric Oxide" from B.D.H. Laboratory Chemicals Division, Poole, U.K., and "Pigment Grade Oxide", EPR-50, from C. K. Williams & Co., Easton, Pa., U.S.A. Approximately spherical particles were prepared from the artificial oxides by rolling the material, moistened if necessary, in a glass jar, and cylindrical compacts approximately 10 mm in diam and of approximately equal height were pressed in a steel die at 200 psi. These spheres and cylinders were subsequently fired in oxygen for 20 to 100 hr at 1370°C. The

The forty-fifth meeting of the Boston Section was held, at the Engineers' Club, on Tuesday, Nov. 6, 1917. Mr. F. C. Carstarphen, tramway engineer of the American Steel and Wire Co., was the guest of the evening. After dinner, Mr. Carstarphen gave a most interesting illustrated talk on the subject of aerial tramways. The views-showed the various forms of aerial tramways and three' unique installations, one carrying 285 tons of coal an hour, undoubtedly the maximum quantity transported by any tramway up to this time. The second installation is that of a lumber-carrying tramway, 5 miles long, operating in California. The last views illustrated a 13 ½ -mile tramway for carrying salt over the

The San Francisco Section met on September 11 to discuss the problem of Labor in its Relation to the Mining Engineer. Mr. W. H. Shockley was in the chair. T. A. Rickard opened the discussion under four heads: The recognition of the union, the rustling-card, the sliding scale of wages, and the' contract system. He expressed his belief that collective bargaining cannot be ignored, and insisted that the mining company represented a collective bargaining of its shareholders with the men. employed in its mine. He held that the contract system was often used unfairly, but that used fairly it was the best check on labor tyranny. The rustling-card he held to be right in principle, in so far as it gave the employer the choice of employees, but he believed that it was often used in an irritating way to black-list refractory laborers. The sliding scale of wages was easy to establish in prosperous times, but it would inevitably lead to trouble when conditions went against the miner. His conclusion was that the quarrels of labor and capital were due mainly to a lack of the sense of fair play and of social justice. Albert Burch agreed with most of the foregoing, and insisted that 90 per cent. of the men were inclined to be just, but that the 10 per cent: made all the trouble. He stated that he had introduced the rustling-card in the Coeur d'Alene in 1899, as a means for getting rid of agitators. E. L. Foucar considered that labor was irresponsible. He described his experience in Peru, where the authorities promptly stopped a strike of Italian miners by threatening prompt punishment for any display of violence. Morton Webber also gave a bit of his own experience, to show that the chief trouble is that the men do not think for themselves, and are therefore easily led by fomenters of trouble. F. H. Probert described his experiences in Germany and. also in Arizona, and insisted that too often the men were not given a fair hearing. E. T. Blake argued that a manager must get the workmen's point of view, in order to control them effectively. He believed that young men who started life doing manual labor were in a better position to understand their fellow workers. George J. Young suggested that the mine owners should encourage the good men to lead the unions, and not leave the direction of the unions to the noisy element.

STAUNTON The third meeting of this winter season tool: place in a private dining room of the Sierra Madre Club in Los Angeles on Feb. 1, 1916, at 6:30 p.m., 22 members and guests being present. In the absence of the Chairman, S. W. Mudd, the Vice-Chairman, C. Colcock Jones, presided. After an enjoyable dinner the meeting was called to order, and the first paper by Ralph Arnold on Conservation of Oil and Gas in the Americas was read by the Secretary. W. F. Staunton then read an important paper on The Influence of California Oil on the Mining Industry of the West. In this he touched upon the uses of oil as a fuel for generating power, especially in connection with the Diesel engine. This paper was discussed it some length by J. F. Mitchell-Roberts, R. B. Moran, F. H. Asbury and L. D. Godshall. The Chair then introduced Robert B. Moran of the California State Mining Bureau, Deputy Supervisor of Gas and Oil, for the' Los Angeles . District, who addressed the meeting on the work of his department. The meeting concluded with A. B. Carpenter's reading of a paper on The California Gasoline Industry by W. R.. The Puget Sound Section met at the Arctic Club, Oct. 28, 1916, for the annual meeting. Those present were: Chairman Glenville A. Collins, Vice-Chairman H. L. Manley, Sec.-Treas. Amos Slater, Chester F. Lee, R. P. Tarr, G. E. Rockefeller, Simon Ash, Geo. W. Evans, Joseph Daniels, I. F. Laucks, F. C. Greene, Darsie C. Bard, Marcel Daly, Milnor Roberts, F. A. Hill, Percy E. Wright, and as guest, Mr. Coates of British Columbia. After dinner had been served, Chairman Collins called the meeting to order. The reading of the minutes of the last meeting were suspended upon request of the Secretary. The Secretary read the report from the Committee on the Associated Engineering Societies of Seattle. Upon motion, duly seconded, the report was adopted and placed on file. Mr. Lee, Chairman of the Committee. on the Mining Men's Convention to be held this coming winter, gave his report orally, and upon motion the committee was continued. The report of the Secretary-Treasurer was read, received, and placed on file.
