ALBERT SAUVEUR, Cambridge, Mass. :-I believe that I have the privilege, this instant, of opening one of the most important, significant and far-reaching discussions ever held before this Institute. I believe that our talk this morning will be heard far and wide, not only on this side of the water, but also on the other side. Everywhere, in short, where steel is manufactured. I welcome the opportunity of expressing my mind in regard to the production of sound steel ingots, a subject about which I entertain some very decided opinions. I shall not attempt to discuss the relative merits of the various processes that have been described. I shall, on the contrary, confine myself to a general consideration of the important questions before us. So intensely do I feel regarding the production of sound steel ingots that I have put my remarks on paper in my desire to present my Views.

Ross The first meeting of the Columbia Section was held on March 24, as a part of the 1916 Northwest Mining Convention which was held under the -auspices of the Spokane Mining Men's Club assisted by the Spokane Chamber of Commerce, the technical program being in charge of the Spokane Engineering and Technical Association assisted by the local sections of the A. I. E. E., A. S. C. E., and A. I. M. E. The program of the successive sessions was carefully arranged with view to its application to mining, and in addition to the technical program there were exhibits of ores, minerals, devices, etc., of interest to the delegates, who numbered over 500. A portion of the program was also arranged with special reference to the requirements of the prospector and miner. A reception, a banquet, a complimentary luncheon, a regular daily call' of the Stock Exchange, a visit to the High Schools and to one of the substations of the Washington Water Power Company and to the Union Iron Works kept the visitors entertained, the ladies being looked after by a special committee of ladies who held open house during the entire week. Several important resolutions were passed by the Convention and one by the Columbia Section, A. 1. M. E. With Stanly A. Easton, chairman, presiding, the Columbia Section, American Institute of Mining Engineers, occupied the time between 2.00 and 5.30 p.m., March 24th, the Moorish room of the Spokane hotel being filled with members and their guests. "The Apex Law and the Mineral Surveyor" was a paper presented by F. W. Callaway and generally dis-cussed because of its local application in the Coeur d'Alenes, the conclusions being reached after expensive litigation between two of the large mining operators in that district.

SHORTLY after publication of the article in the July, 1924, issue Of MINING AND METALLURGY, entitled "Canada as a Gold Producer," requests were received to determine the ownership of production. Advices have also been received that considerable discussion has taken place on the same questions both in Canada and Great Britain. The author is indebted to R. H. Coates, Dominion Statistician, and George C. Bateman, Secretary, Ontario Mining Association, for the following figures and takes this opportunity of expressing his appreciation. There have been no statistics compiled as to ownership of production. Statistics were compiled as of Dec. 31, 1921 relative to the distribution of stocks, bonds and "other securi¬ties" in industrials, agriculture excepted, throughout the Dominion, and "distribution of ownership of securities issued by mining companies incorporated and operating in Ontario" for the same year. Stock registration does not necessarily represent actual ownership' as large blocks may be endorsed and not transferred; neither does registration actually represent production. When the charts are studied individually and collectively one cannot help but be impressed with the fact .that in the mineral industry of Ontario and the Dominion at large, Canadian registration predominates, the United States registration is about half that of Canada, and Great Britain is about half that of the United States. When the nickel-copper industry is excepted the British registration falls to a very low percentage. Since Dec. 31, 1921, British capital has commenced to flow into mining enterprises in Ontario and it has been already rewarded by the discovery of valuable ore deposits.

IN recent years considerable interest has been shown in surface-alloyed metals, particularly those of chromium (chromized steels), which have excellent corrosion [ ] resistance under a variety of severe conditions, and may undergo bending and flanging operations without spalling. An early method1 employed to produce a high-chromium case on steel was developed by Kelley in 1921. It consisted of heating a low-carbon steel in intimate contact with powdered chromium in the presence of hydrogen at temperatures sufficiently high to permit diffusion of chromium into the steel. The usefulness of this process was limited because the extremely high temperatures of 1200° to 1400°C. (2200° to 2550°°F,) caused excessive grain growth and warpage, Louenstein and Ulmer2 packed iron castings in ferrochromium and com- [ ] mon salt, and heated for approximately three hours at 930° to 1040°C. (1700° to 1900°F,). A recent and more practical method of depositing chromium on steel surfaces has been developed in Germany by Daeves, Becker and Steinberg3-8 and in Russia by Izgaryshev and Sarkisov.9 This process consists of passing gaseous chromium chloride over the steel to be chromized at temperatures of 900° to 1000°C., or packing them in a porous, ceramic material that previously had been saturated with chromium chloride. The Chairman rendered a report on the activities of the Section during the past year and the Treasurer presented a financial report. (Glen Summit Meeting, June, 1911.) . ONE Of the most significant developments in the iron industry in recent years has been the discovery and opening of enormous reserves of low-grade ore in eastern and northeastern Cuba. The two principal fields are the Mayari and the Moa, situated on Nipe bay, in the Province of Oriente. A less well-known district of the same type is that of Baracoa, at the east of the island, and another is in Camaguey province in central Cuba. In the comprehensive estimates of the iron-ore reserves of the world, published during the summer of 1910 by the International Geological Congress in Sweden,' these Cuban deposits are estimated at about 2,000,000,000 tons. Certain it is that the reserve is a large one. The Spanish-American Iron Co., the Juragua Iron Co. (Bethlehem Steel Co.), the U. S. Steel Corporation, and others have been active in this exploration.. The Spanish-American Iron Co. has established a port for the handling of these ores at Felton, has built a railway 16 miles to the ore-fields, and has opened up deposits for steam-shovel mining. Its expenditures have reached an aggregate of about $6,000,000 in preparation for the handling of these ores. Shipment of the ore to Sparrow's Point, Md., has begun and may be expected to rise to a considerable amount in the near future. The ore reaches this point at a cost per unit of iron considerably lower than Lake Superior ores, and the presence of a low percentage of nickel gives a desirable steel. It is not the purpose of this article to consider these ores from a commercial stand-point, but rather to discuss their-origin. If our conclusions are correct, they throw light on the character of the deposits which should have some commercial significance. 1 The Iron Ore Resources of the World, an inquiry made upon the initiative of the Executive Committee of the Eleventh International Geological Congress, Stockholm, vol. ii., p. 795 (1910).

A series of specimens of a Cu- 3.23 pct Co alloy were prepared with particle diameters from zero to 590A. The samples were then cold-rolled 95 pct and the effects of the particle size on the behavior on annealing for hr at temperatures between 100" and 900°C were studied (by hardness, light, and electron metallography). Particles, particularly for d r 105 to 590A, greatly impeded softening and vecvystallizn-tion, and tended to give elongated grains. Particles deformed fairly homogeneously with the ,matrix, be- IN a previous study by the author,' the growth of cobalt-rich precipitates was followed electron microscopically in Cu-3.12 Co alloy as a function of aging, typically at 650°C. The coherent spherical precipitates grew to 520 + lOOA average diam before spontaneously losing coherency and developing (111) facets. Stretching a few percent after precipitation 2aused loss of coherency to occur sooner at about 220A average particle diam. The particles apparently retained their fcc structure after loss of coherency. coming lau2ellae. For d = 55 to 180A, these lamellae gave streak-contrast effects apparently due to coherency strains , and spheroidized on annealing at 600" to 650°C, forming coherent particles. Particles of d = 250 ov 320A lost coherency during t-olling, giving incoherent lamellae. Recrystallization apparently occured by growth of new grains into unrecrystallized (recovered) material at temperatures below that at which cobalt atoms had much mobility. The present study was undertaken to explore the effect of cobalt-rjch particles of various average sizes from 50 to 600A diam on the isochronal annealing behavior of copper after heavy cold rolling. The previous work' was used as a guide in preparing the two-phase series of prerolling structures. The solution-treated alloy was also rolled for comparison. A further question of interest in the present study was whether dislocation and particle hardening were additive, since the prerolling structures covered the full range unaged - peak aged — overaged, and further precipitation might occur on annealing after cold rolling. THE Executive Board of The American Engineering Council met in Pittsburgh, May 26 and 27. Its actions on the licensing of engineers and on the Employment Bureau are printed at length elsewhere in this issue. The board announced plans purposing the solution of the national problems of water power and forestry, upon which "the industrial development of the nation and the standard of living of future generations largely depends. The whole Federal water-power situation is in so critical a condition that immediate constructive action by the Government to conserve the public interests, involving vast consequences of economic and Federal policy, is necessary. After a long discussion during which the water-power problem as it affects Government reorganization was reviewed and Henry Ford's Muscle Shoal's plan was discussed, the board decided to lay the entire question before President Harding. A national movement to conserve the nation's forests, in which engineers, the U. S. Forestry Service, the forestry services of the states, universities and technical schools, and other groups such as the farmers, the railroads, and lumbermen, shall pool their efforts, was set in motion by the engineers. The work will be in charge of a Reforestation Committee of the Council, headed by Charles H. MacDowell of Chicago. Mov-ing picture interests will be asked to aid. The board pledged its support to President Harding in his plan for Government reorganization. In adopting the report of its Committee on Public Affairs, headed by J. Parke Channing of New York, the Executive Board of the council determined, in the event of the failure of the President's efforts to bring about greater economy and ffieciency in national affairs by regrouping of Federal functions, to press independ-ently a nation-wide movement for the establishment of a Department of Public Works. Progress in a national survey of the two-shift day in American industries was reported by the Council's Committee on Work Periods in Continuous Industries. This survey, called the most extensive of its kind ever made, has been in progress for more than a year; and purposes an exposition of industrial conditions which shall form a basis for establishing the relative merits of three shifts of eight hours each and two shifts of twelve hours each.

The annual meeting of the Colorado Section was held on the evening of Jan. 24, at the University Club, Denver, Colo.; SO members and guests were in attendance and the meeting was considered one of the most interesting ever held by the local section. After the usual dinner, the officers whose names are given above were elected for the ensuing year. Dr. David T. Day and Dr. G. H. Clevenger, of the Bureau of . Mines, were present and enlightened us with short talks on oil shales and other work of the Bureau. Mr. J. V. N. Dorr was home from a visit to New York and Washington, and told us something of the war work now going on at our National Capitol. Retiring Chairman Loughridge had been insisting for months that this meeting should be given up chiefly to listening to someone who could give his personal experience in going "over the top" in western France; after a long search he succeeded in finding Sargt. F. C. Strickland, M . M., of the Second Canadian Mounted Rifles, who had very recently been discharged from the hospital with permanent disabilities and has accepted recruiting service rather than a discharge. The success of this plan was evidenced by the close attention accorded the speaker for almost two hours, during which he described conditions, hardships, successes and failures of warfare on the western front. Hardly a listener moved during this talk, and all left with a. feeling that they would have liked to hear more. FRED CARROLL, Secretary.

This paper reports the theoretical and experimental results of an analysis of ore pass drawdown as a problem in soil plasticity. The method of analysis developed appears to be a promising technique of investigating the mechanics of fragmented materials. A reconstructed plasticity theory brings experiment and theory into reasonable agreement, and hence may provide the foundation needed for rational ore pass design. The gravity-induced movement of broken rock through ore passes is an economical method of transporting fragmented materials through large vertical distances in underground mines, provided the ore pass is well designed. Unfortunately, the design procedures now followed do not very often result in ore passes that function properly. On the one hand, the huge accumulation of empirical data pertaining to the movement of materials in gravel bunkers, storage bins, deep grain silos and other structures that have features in common with ore passes remains uncorrelated. On the other hand, there is a dearth of experimental data substantiating theoretical models of material behavior. Consequently, reliable generalizations encompassing the broad spectrum of problems involved have not been forthcoming. AS an initial step towards improving the situation, a detailed case study of two-dimensional ore pass drawdown was made. The mechanics of the process were analyzed theoretically as a problem in soil plasticity and tested experimentally through observations of a laboratory ore pass model. THEORY Taylor1 defines a soil as a "mass commonly considered to consist of a network or skeleton of solid particles, enclosing voids of varying size." Broken rock in an ore pass is such a material. In plasticity theory this material is replaced by an idealized substance that deforms elastically up to some state of stress at which slip or yield occurs,2 For com-pressive states of stress, the Mohr-Coulomb criterion is a satisfactory yield condition. After the yield point is reached, the ideal soil deforms in accordance with the concept of plastic potential.4 Under plane strain conditions the governing equations separate into a system of stress equations and a system of velocity equations.' Only stress variables appear in the stress system. The velocity system, however, contains a stress variable. The two systems are, therefore, coupled. Both systems are hyperbolic, and each has two real, distinct families of characteristic curves that coincide according to the classical theory of ideal soil plasticity. The

THIS paper gives a short account of plastic deformation as observed in single crystals of zinc, zinc having been selected for the experiments described herein because the phenomena are comparatively so simple and can be studied throughout such a wide range. It is hoped that the paper will serve to show the type of information which studies of single crystals afford and will contribute toward the solution of the general problem of metallic behavior. PRODUCTION OF ZINC SINGLE CRYSTALS The method of Czochralski,1 as modified by von Gomperz,2 was used to produce the crystals studied. The equipment is shown in Fig. 1. Molten zinc is held in a crucible at a temperature which is not far above its melting point, as measured by a pyrometer. A lava disk floats on ,the melt, and is provided with a central hole about 1 mm. in diameter. A glass tube, drawn into a capillary at the lower end, is suspended from a string which is wound up by an electric drive at the speed desired. At the start, the glass capillary is let down into the melt and the hoist is started.. The capillary brings up a small quantity of molten metal with it to a point just above the lava disk. At this point, a jet of hydrogen cools it and causes it to crystallize, with the result that a small crystal forms. As the hoisting is continued, more molten metal is drawn up, in turn to be solidified by the jet of hydrogen. This additional metal continues the growth of the crystal already formed, and a long, cylindrical crystal results. The speed of hoisting used was generally between 0.1 and 0.5 mm. per sec., and the crystals were from 4 to 6 in. long and about 1 mm. in diameter. By varying the conditions, crystals of quite different orientations were obtained and were used in the study of the phenomena to be described.

Va.-How near the size of the sand can the coal to be treated be brought? Do you use an 8-mesh coal on that cleaner? J. J. RUTLEDGE, Baltimore, Md.-From the little I have seen of the apparatus in operation, I should say 8-mesh. In my experience in metalmine concentration work, trying to separate different minerals on one jig, sometimes I have succeeded and sometimes not. This apparatus has appealed to me; something of this kind should be useful with the silicates and carbonates of zinc. I think this apparatus has possibilities in metal mining. Recently in our coal field a screen has been introduced for cleaning coal; it is giving excellent service. When I asked the inventor why he did not take it to the metal mines, he said there was a good and sufficient reason, in a patent way. There may be reasons why it would not be applicable for metal mining; but the simplicity of it appeals to me and I cannot see why it could not be so used. T. FRASER (written discussion).-We feel that 8-mesh would be about -the minimum size of coal practicable to treat by the air-sand process. This would depend partly upon the friability of the coal. The more nearly the lower size limits of the coal- approaches the size of the sand, the more .time will be required in screening the sand out of the cleaned coal, which would mean a little more chance of breakage. In regard to the treatment of ores; this would necessitate the use of some heavier mediums than ordinary silica sand, or some other means of making the separation at a higher specific gravity than is required for coal. We are now working on a method of obtaining this effect for the preparation of anthracite coal without resorting to the use of heavier and more expensive material than common sand.

THE PETROLEUM DIVISION of the A.I.M.E. continued with its diversified activities during 1.935. Sessions at the New York meeting in February were devoted to production engineering, domestic and foreign oil production, and petroleum economics. The symposiums on domestic and foreign production proved their increased usefulness. The data accumulated for 1935 were added to those published during prior years in "Petroleum Development and Technology." A joint session on the use of metals in the petroleum industry was held by the Institute of Metals, Iron and Steel, and Petroleum Divisions. W. S. Farish, chairman of the board of the Standard Oil Co. (N. J.), was the principal speaker at the annual dinner. The October meeting, held in Hous¬ton, was characterized by an excellent program and large attendance. Four sessions were devoted to problems in estimating reserves, reservoir energy, properties of drilling muds, electrical logging, water flooding, and other subsurface studies. Foreign representatives of the Anglo-Persian Oil Co. presented a paper on surface tension and specific gravity of crude oil under reservoir conditions. ONE of the major purposes of the Institute is to "maintain ... a library of books relating to subjects cognate to the sciences and arts of mining and metallurgy." In conformance with this purpose the Institute maintained its own library for a number of years until 1912 when it was merged with the libraries of the other Founder Societies. At that time the A.I.M.E.'s share of operating expenses was wholly covered by the income from a $100,000 gift from James Douglas. But interest on the Douglas Library Fund has declined from 51/2 per cent to 31/4 per cent; the library has grown from some 50,000 volumes in 1913 to more than 170,000 in 1945, with consequently increased costs; and its costs nave otherwise risen. The Institute today contributes to the library annually about 65c per member, of which about 25c is income from the Douglas Fund, or a net charge, from regular income, of 40c per member. M. A. SCHEIL (presented in written form).-Messrs. Franks, Binder and Brown are to be congratulated for the splendid paper that they have presented. We have not made stress-corrosion tests with the cantilever type of specimen which they describe, but it is well known that a uniform stress across a certain portion of the gage length can be obtained with such a specimen. This type of specimen would appear quite expensive to make. The writer was interested in the authors' remarks concerning the erratic results obtained from specimens with cold sheared edges. It might be of general interest to record here some results we obtained with annealed sheet N4 in. thick of type 304 stainless steel. After specimen No. 4 had been exposed 65 days without any signs of cracking we applied a strain gage and measured the stress as 25,810 psi. This value is considerably higher than we find for some of the type 347 stainless alloys and suggests that 18-8 might have a different threshold value for stress-corrosion cracking than 18-8 columbium. The test data in Table I show that strain caused by cold work or polishing has a pronounced effect in lowering the time for failure. In my paper I showed values of 8 hr. and 17 hr. to stress crack cold-rolled type 301 stainless steel stressed beyond the yield point. This steel contained 8.31

THIS paper outlines a method for rapid production of flat, granular surfaces on many of the medium hard- alloys. Grinding wheels and fabrics on wheels are not used; the purpose is accomplished by rubbing on emery papers and on fine abrasives heaped on hand boards. The advantages of chromic acid in the solutions for etching nickel and copper alloys are explained. Steels may require an additional step in the mechanical smoothing owing to the lack of an ideal etchant. Chloric acid is a. rapid etchant for steel. Thirty-six photomicrographs illustrate the steps in smoothing and the clearness with which structures can be rapidly exposed. New structures in low-carbon steels are announced. After a little practice, many materials can be finished within two or three minutes. CUPRONICKELS In the previous papers on the metallography of copper and magnesium which the author has presented to this Institute there has been an attempt to demonstrate the advantages of minimizing the mechanical work of surfacing and depending more on chemical means; the present paper continues the research into a still wider field. It is obvious that the success of a chemical method for smoothing and etching depends almost entirely on the use of a suitable reagent. The etchant must remove the surface granulations and outline the structures. A very special type of reaction between reagent and metal must be displayed. Promiscuous corrosion or the intensification of the attack about local couples -formed by impurities or components must not be in evidence. There are several reagents that etch highly polished nickel and copper alloys very well. Acidified ferric chloride solutions, concentrated and dilute nitric acid solutions, and nitric and acetic acids in acetone have -been used to good advantage for the purpose. However, if they are expected to etch rather deeply-that is, smooth as well as characterize-the results may be far from satisfactory.

A short time ago I paid a visit to the alluvial gold fields on the tributaries of the Chaudiere River in Beauce County, Quebec, in company with A. 0. Dufresne, late manager of the Champs d'or Rigaud-Veaudreuil, and now assistant to the Superintendent of Mines of the Province of Quebec. As the conditions under which the gold occurs in this district are not very generally known, and present some interesting features, a brief description of these conditions, and a consideration of the causes which gave rise to them, may be of interest to other mining engineers. During the latter half of last century the country was visited by many mining engineers and geologists, and many references to it may be found in the reports of the Geological Survey of Canada between 1848 and 1911. The most important of these are by J. A. Dresser and J. Keele and the late Robert Chalmers. The Department of Colonization and Mines of the Province of Quebec also published a report with map on the district by J. Obalski. From the earliest times the valley of the Chaudiere River formed one of the main avenues of approach to the St. Lawrence in the vicinity of Quebec from the country to the south as far as the seaboard of the States of Maine and Massachusetts. The Indians had a well-known trail along the banks of the stream, and armed troops and foraging parties constantly moved backward and forward along it between Quebec and New England in those insecure times before the ceding of Canada to Great Britain. Even yet the natural advantages of this old military route are recognized, and the government of the Province of Quebec has now under construction along it a magnificent highway from Quebec to the International Boundary Line, which is to form part of a through highway from that city to Boston. The land along the valley is naturally well suited for agriculture, and about the end of the eighteenth and the beginning of the nineteenth centuries farmers began to go back from the St. Lawrence, and to occupy the higher lands along the upper portions of the Chaudiere Valley. This settlement has gone on until now the country is peopled with a prosperous agricultural population.

The occurrence of oil- and gas-springs in the State of New York has been a fact of historical record since 1627, when the existence of the Cuba oil-spring was first recorded. The utilization of natural gas at Fredonia in 1821 attracted the attention of the public to the possibility of obtaining an illuminating gas by digging and drilling into the rocks. No active search was made, however, for oil or gas by the drilling of wells until after the discovery of commercial oil in Pennsylvania in 1859. In 1862 a well was drilled at Bradford, McKean County, Pennsylvania, but a few miles south of the New York state line, to the depth of 200 feet, in search of the oil-sand which had been found at Titusville, Oil City, and at other points in Western Pennsylvania. THE increased use of heat-resistant alloys (26 per cent Cr, 12 per cent Ni, 16 per cent Cr, 35 per cent Ni, 12 per cent Cr, 60 per cent Ni, etc ) in recent years has been accompanied by continued demands by the consumer for improvement in properties The manufacturers of these materials, of necessity, have resorted to more critical studies of the basic causes of variations in fundamental properties To keep pace with the need for augmented information, previous techniques of investigation have been refined and new test methods and instruments created It is the purpose of this paper to describe the apparatus, experimental technique and precision of measurement that were employed in the exploration of properties of heat-resistant alloy presented in a companion paper† The detailed precautions in experimental procedure essential for attainment of accurate and comparable data at elevated temperatures cannot be too highly emphasized THE CREEP TEST Since the fundamental concepts of creep testing have been recognized for the past 20 years, present interest is restricted to refinements in equipment and experimental procedure The creep-test laboratory constructed for the American Brake Shoe and Foundry Co is designed to permit 1000-hr tests in the temperature range of 1200° to 2200°F with a choice of applied stress extending from 50 to 50,000 lb per sq in in increments of 50 lb per sq in To simplify the calculation of weight combinations, the loading beams (Fig I) are provided with counterweights to eliminate the tare The precision of the knife-edges (10 1 ratio) is such that a 10-gram weight placed on the upper specimen grip will be exactly balanced by a 1-gram weight attached to the loading shackle Check of the loading weights proved the maximum error to be 0 06 per cent Axial alignment is provided by crossed knife-edges in the grip seats The furnaces are similar in design to those of Crane and Company, Battelle Memorial Institute, and the U S Steel Corporation An 80 per cent Pt, 20 per cent Rh No 19 B and S gauge wire is used as the heating element The details of construction are shown in the radiograph reproduced in Fig 2 The windings are held in place on an alundum tube with alundum cement, the distribution of turns is adjusted to give a maximum temperature gradient of ± 1°F over a 4-in gauge length (Fig 3) To avoid sharp temperature differentials at the ends of the test section, the length of the furnace is four times the gauge length Sixteen-inch coupons are used to reduce the temperature of the threaded
