A 2-year moratorium on accreditation of curricula bearing new designations has been declared by Engineers' Council for Professional Development at its Executive Committee meeting on July 29, 1952. Reason: a more definitive description of what the contents of a curriculum should include to be appropriately designated as "engineering" is needed. This action was brought on by the Committee of Evaluation of the American Society of Engineering Education which had become perturbed over the extension of the name "engineering" to numerous fringe curricula. The 2-year period will permit time for the Committee on Evaluation to study the question and make a recommendation for further action by ECPD. ECPD action also provided that the following curricula should only be given provisional accreditation for one year upon either inspection or reinspection; such provisional accreditation to be extended annually for not more than two successive years pending the report: Engineering Physics, Engineering Mechanics, Geological Engineering, Geophysical Engineering, and Textile Engineering. There are 22 such curricula now accredited.

Steel Tape The new Lufkin Royal Ni-Clad steel tape, made in 25, 50, 75, and 100-ft sizes, is stated to cost less than any other steel tape on the market. Figures and graduations are an integral part of the steel and the nickel plated surface is rust and corrosion resistant. Circle No. 1 Lift A manually operated and propelled hydraulic lift marketed by Century Products Co. weighs only [ ] 150 lb, but the 23x24 in. platform will raise 1000 lb from floor level to 4 ft height. Circle No. 2 Scintillation Counter The Scintillator from Precision Radiation Instruments, stated to have 100 times the sensitivity of the Geiger counter, is suitable for prospecting and may be operated from plane or moving vehicle. The instrument is contained in a 2-lb probe and the belt mounted battery box weighs less than 4 lb. Circle No. 3 Generators Wincharger Corp. announces development of a Speedy-Shift wheel-barrow base type attachment for model 700, 1800 and 5000 engine-generator sets. Portability of the engine-generator sets themselves has been improved by belted construction for higher operating speed and maximum weight reduction. Circle No. 4

A new departure of unusual importance in Institute annals was in-augurated by the trip of President Philip N. Moore to the Local Sections at Nevada, Southern California, San Francisco, Seattle, Spokane, Montana, Utah, and Colorado. Everywhere the visit of the President was the occasion of an enthusiastic and successful meeting, which is reflected in the account, published under the different Sections in this and other Bulletins. The President also joined the members of the Columbia Section in their visit to Nelson, British Columbia, at the International Mining Convention, which was attended by mining engineers of Canada and the United States. The President of the Canadian Mining Institute, as well as the officers and members of the Western Section also attended this convention. For full particulars we recommend to our readers the ac- count of this very interesting meeting, which is given on another page of this. Bulletin. It is believed that this is the first meeting between the mining engineers of America and any other country since America joined the Allies. The Secretary of the Institute accompanied the President at the first four meetings and was expecting to attend the others also, but was called home by a death in his family.

The anthracite coals of Pennsylvania are all mined from large veins. A seam less than four feet. in thickness is generally considered as unworkable, those from which most of the coal now comes being from 8 'to 30 feet thick. The system of mining employed is, almost without exception, that known as " chamber and pillar work;" that is, the coal is taken out of chambers of from 18 to 30 feet in width, and pillars of from 12 to 20 feet are left between these to support the roof. This paper may be regarded as a report of progress of an investigation into the influence of prior exposure to different high temperatures, under different conditions, on the properties of steel after it has been cooled completely. The following are the chief divisions: II.—Experiments on toughening manganese-steel by sudden cooling. III.—A study of the critical points of common or carbon-steel, chiefly by examining the spontaneous retardations which occur in heating and cooling it, and by examining the ductility of pieces of steel which have been cooled suddenly from different temperatures by quenching them in water or brine. IV.—A brief note on Osmond's theory. V.—A study of the critical points by examining the ductility of pieces of steel which have been cooled slowly from different temperatures at, above, and below them. VI.—A description of the furnace used, with notes on thermoelectric pyrometry. It remains to throw further light on the questions studied by ascertaining the condition of the carbon and the hardness proper, and by studying the microstructure and the fracture of the many pieces treated. I hope to present later the results of experiments in some of these directions. With few exceptions, the experiments have been performed in my private laboratory. JOHN BIRKINBINE :-Just 20 years ago I had the pleasure, when I retired from the Presidency of the Institute, of introducing my successor, and this afternoon it is my pleasure to ask my good friend Dr. Howe to open this discussion. PROFESSOR HENRY M. HOWE, New York, N. Y. :-This paper of Mr. Sauveur's is extremely interesting. It is one of those papers that one wishes to read in the quiet of one's study, where it can be read with great profit. There are many points which he makes which I think are of very great value, in particular as to the importance of getting fine ;grained graphite by a relatively rapid cooling, combined with a high percentage of silicon. That theory would seem to be very promising; how far it has actually been carried out very likely Dr. Moldenke can. tell us.

Servicing School Opening of a special factory training course in servicing earthmoving equipment is announced by the Euclid Road Machinery Co. Four [ ] beginning and four advanced one week training courses will be offered to representatives of distributors and customers. Circle No. 1 Core Drill The new Acker "Teredo" core drill, is named after the "boringest little animal in the world" to underline its function as a light, compact, portable core drill capable of depths to 600 ft. While light enough to be truck or jeep-mounted, it offers the combination of a three-speed totally enclosed transmission with either hydraulic or screw feed drill heads. Full 24-in. travel gives maximum footage per shift, 360° rotation permits freedom of hole location, a transmission mounted cathead winch is used in pulling rods and casings, and a power take-off is provided for a pump. Circle No. 2 Plastic Pipe Planned production of both flexible and semi-rigid plastic pipe is announced by Triangle Conduit & Cable Co. Rigid and high-impact pipe will be added to the line later. Three types: non-toxic, industrial, and suction, are being made and in sizes from 1/2 to 6 in. Circle No. 3

Considerable discussion took place at the June 18th Board of Directors Meeting concerning ways the Petroleum Branch office in Dallas could better serve its members and the essentially Petroleum Local Sections, namely the Delta, East Texas, Gulf Coast, Kansas, Mid-Continent, North Texas, Oklahoma City, Permian Basin, and Southwest Texas. The question of whether decentralization strengthens or weakens the Institute was debated, particularly as to what services could be advantageously decentralized and how both offices could keep informed on their mutual problems. Among other things, it was decided that an Auxiliary Admissions Committee could screen applications from Petroleum members before final action by the National Admissions Committee in New York. Finally it was voted, "That all administrative matters that can be properly delegated to a Branch organization may be so delegated". Final details were approved at the July 16th meeting of the Executive and Finance Committees.

Henry Carlisle: This is November, 1960, and my good friend John Gustafson is sitting on the other side of a tape recorder. I, Henry Carlisle, am going to ask him some questions on the highlights of his life, and he has been good enough to say that he will play this question and answer game with me. Now, John, let's pick out a very interesting period when you went to North Labrador and made a preliminary investigation of the big iron deposits there. You were working for either Timmins or Hollinger, which was it? John K. Gustafson: I was in charge at that time of a Hollinger Exploration Co. office in Toronto. We had acquired options on enough shares to control Labrador Mining and Explorations Co., and through Hollinger North Shore Ltd., another company, we had a 3000 square mile concession in Ungava, Quebec, on the direct extension of the iron ore fields.
