WHETHER the carbides associated with bainite precipitate from the ferritic component of bainite, as originally suggested by Davenport and Bain, or from the adjacent austenite at aus-tenite:ferrite boundaries, as proposed by Hultgren, 2 remains in dispute.3-5 A recent metallographic investigation in this laboratory has shown that the bainitic carbides formed in a plain carbon hypo-eutectoid steel nucleate entirely within ferrite at higher reaction temperatures3 and in both ferrite and austenite at lower temperatures." The present investigation was undertaken to ascertain the effects of alloying elements on the nucleation sites selected by bainitic carbides. OLEIC acid, a standard flotation reagent, has generally been preferred to other fatty acids. Because oleic acid differs from saturated fatty acids by the presence of one carbon-to-carbon double bond and because the flotation operation is one in which extremely intimate exposure of the reagent to oxygen is obtained, it appeared possible that the value of oleic acid as a flotation collector was related to the oxidizability of its double bond. To test this hypothesis, the floated mineral, fluorite, was leached with a solvent capable of extracting the adsorbed reagent and the extract was analyzed.' Results show that oleic acid is not oxidized during flotation, although some oxidation can be obtained if the flotation operation is repeated many times and if oxygen in place of air is employed as the gas during flotation. Incidentally, it was found that linoleic acid which has two nonconjugated double bonds is not affected appreciably more than oleic acid. Linolenic acid which has three nonconjugated double bonds is measurably altered even during one flotation step, using air.

US 4,192,851-Recovery of elemental sulfur and the metal values from a complex sulfide ore containing two or more of the metals zinc, lead, copper, silver, gold and/or other metals. A mixture of ore and sulfuric acid and/or spent electrolyte is flowed at optimum temperature and pressure in a quiescent zone to dissolve selected metals and sulfur and coalesce the sulfur. The coalesced sulfur and unreacted sulfides are separated by flowing the leach slurry with an upward velocity component The separated materials are discharged and further processed by conventional methods as war- ranted. FRENCH steel makers are ready to support the Schuman plan. Pierre Ricard, vice-president of the French Steel Chamber syndicate, announced the industry's readiness to cooperate with the plan, which is aimed toward giving Europe an integrated steel industry. Steel men appear to have decided in favor of the plan because of its promise to unify the continent. Behind approval is the emphasis placed by French steel plant operators on continuation of the Franco Saar economic union. The French have an, abiding fear of German steel production potential. France is currently producing at an annual rate of 11 million tons, while Western Germany is producing 15.5 million tons of steel. The Saar output is placed at 3 million tons. French industrialists feel that as long as the marriage of French and Saar steel production continues, France can compete reasonably well with Germany. If Saar production should suddenly become part of the Western Germany total, it could result in an unequal competitive situation, giving Germany a production level of 18.5 million tons of steel annually, or 60 pct more than France.

Zinc ores were first discovered in Tennessee in 1856 at Jefferson City where a deposit became the Mossy Creek mine. From that time until 1913, small- scale attempts at prospecting and mining were made in various parts of the district. The actual systematic development of the zinc deposit dates from 1913 when the American Zinc Co. started operations at Mascot. Mining in the Mascot-Jefferson City area today is devoted exclusively to the zinc sulfide, sphalerite. Various grades of zinc mineralization have been found intermittently through a 600-ft vertical thickness. However, the commercial ore is confined to a total thickness of about 250 ft, from which it usually is mined irregularly from four or five separate levels known locally as "ore runs." In a few places vertical thicknesses up to 150 ft have been mined where commercial material extended from one run to another.

The six countries which make up the European Economic Community-Belgium, France, German Federal Republic, Italy, Luxembourg and The Netherlands-are populated by about 170 million consumers. Their economic abilities and their standard of living have increased at a high rate during the past few years. Consequently, the policies and trade practices adopted by the group will have International repercussions within the nonferrous Industry whether or not other nations are eventually admitted to the group. Considering the hopeful prospects of only a few months ago, it is surprising that we must now face up to the fact that Great Britain and Norway, in particular, will achieve membership status only after prolonged and difficult negotiations, if at all. However, this is but one of many factors that should remind us that the Common Market is yet in its formative stage and has by no means reached maturity.

A SURVEY of Minerals Beneficiation Div. membership indicated genuine interest in automatic process control, but revealed that the average mill is operating with a minimum of self-regulating devices. Apparently, the mill operators are content to continue without controls until the practicality of self-regulating devices is more generally accepted, or, in the opinion of the writer, until automatic controls become a necessity to meet economic demands of product quality and cost. Both to stimulate interest in control, and to solicit publication of technical know-how by members and equipment manufacturers, this paper presents a cross section of control problems in two general categories: (a) Control problems that can usually be solved by reference to the literature, i.e. controls that have proven successful in the mineral or chemical industries; (b) Problems that are troublesome and frequently unsolved due to unavoidable adverse conditions in the mill circuit to be controlled.

The Department (formerly called State) of Tolima, which is beginning to attract considerable attention in this country on account of its mineral wealth, comprises an area of 18,415 square miles, lying between latitude 1" 34' 25" and 5" 44' 12/" N. and between longitude 74" 25' 45" and 76" 34, 25" W. from Greenwich. It is bounded on the north by the Department of Antioquia, on the east by the Departments of Cundinnmarca and Cauca, and on the south and west by the Department of Cauca. It is the most recently created of the States of Colombia, having been established by decree of April 12th, 1861, and being composed of the old provinces of Mariquita and Neiva, and of the districts Melgar, Carmen, Cunday and Santa Rosa, of Tequendama.

Coal, which was discovered in Utah in 1849, covers about 18% of the total area. Production in 1981 was more than 13 Mt (14 million st). However, some Utah coal mines are quite gassy. If longwall face technology is applied, then release of a large volume of methane may be expected during the mining process. Investigations on methane content have been made by use of an isothermic bubble desorbometer. A desorbable methane content of 0.5 to 16 m3/t (20 to 632 cu ft per st) of coal has been determined.

The effects of autogenous grinding and conventional grinding on the floatabilities of copper-nickel sulfides from Duluth gabbro were investigated. At the same mesh-of-grind copper, nickel, and cobalt recoveries were higher and residual sulfur in the flotation tailings was lower with the autogenously ground pulps. With the ball-mill ground pulps the residual sulfur in the tailings could not be lowered to the level attained by the autogenously ground pulps even at increased levels of the collector addition. From mineralogical examinations of concentrate and tailings samples, an electrochemical interaction between grinding media and sulfide minerals was thought to have a greater effect on sulfide mineral flotation behavior than the breakage characteristics of the ore samples in these two types of mills.

ALTHOUGH it might seem more fitting to discuss this subject in the Ninth Book in connection with the smelting of iron where I had thought to treat of it in detail, this process of making steel appears to be almost a branch of the above chapter on iron itself; hence I did not wish to separate these two so far that they might seem to be [18v] different things. Therefore I wish to write of it here and to tell you that steel is nothing other than iron, well purified by means of art and given a more perfect elemental mixture and quality by the great decoction of the fire than it had before. By the attraction of some suitable substances in the things that are added to it, its natural dryness is mollified by a certain amount of moisture and it becomes whiter and more dense so that it seems almost to have been removed from its original nature. An overland belt conveyor system installed at Simco-Peabody's mine near Coshocton, Ohio, is presently carrying coal three miles at an estimated cost of 4.499 per ton-mile. Installed by Link-Belt Co. in late 1961, this system transports coal from open pit and underground mining operations to the Conesville Power Plant. Simco-Peabody has mining operations over a considerable area just east of the Conesville Station. In 1960 the power plant completed plans to enlarge by adding a third boiler. As a result, Simco-Peabody was required to provide means to produce and handle more coal. The haulage equipment, which consisted of one 90-ton, five 60-ton and one 50-ton off- highway trucks, was too small to handle the increasing daily coal demands. Annual tonnage was approaching a million tons and in a few years would be well over that figure.

Seventeen members of the Board were present, and the Secretary of the Institute. During part of the meeting, seven other Members of the Institute were also present as guests. After extended discussion, the Board approved the general principles embodied in the War Minerals bill, and recommended the passage of a bill embodying these principles. The vote stood 14 in favor and two opposed, one member not voting. On motion, duly seconded, it was RESOLVED, that in connection with the appointment of the proposed War Minerals Administrator, the attention off the War Minerals Committee be called to the importance of selecting a man trained in the mining and metallurgical industry, but having no pecuniary interest in these industries. John V. N. Dorr was elected Director to fill the vacancy caused by the election of Robert M. Raymond as Vice-President. Charles W. Goodale was elected First Vice-President. George C. Stone was elected Treasurer. Rossiter W. Raymond was appointed Secretary Emeritus. Bradley Stoughton was elected Secretary. The following committees were elected: Executive Committee, Finance Committee, Committee on Papers and Publications, Committee on Membership, Library Committee, Committee on Nominations, Committee on Safety, Sanitation and Welfare. John V. N. Dorr was appointed Chairman of the Committee on Increase of Membership.

Mine ventilation analysis is an engineering discipline that can be considered a branch of the body of science known as network analysis. Likewise, the group of engineering procedures known as the critical- path method (CPM) is considered a branch of network analysis. It is therefore not surprising that mine ventilation network analysis and CPM have many similarities. These similarities are useful in analyzing several types of mine ventilation problems and will be utilized in this paper. The analogy between the free split in a ventilation circuit and the critical path in a scheduling network has been recognized by Owili-Eger (1973). While this was recognized as a property of a general ventilation network, many important applications to controlled- splitting problems also exist. The mathematical procedures necessary to apply CPM and network methods have previously been presented (Wang, 1981; Wang, 1982). This paper will illustrate the implementation of these methods by application to mine ventilation networks.

I DESIRE to call the attention of the Institute to an interesting experiment, which may turn out to be an indication of a valuable improvement in the manufacture of steel. As the members are aware, the addition of ordinary spiegeleisen, in the open hearth or Bessemer converter, to a bath of decarbonized iron, has a twofold object,-the recarbonization of the bath to a desired degree, and the remedy of the red shortness otherwise found to be inevitable in the final product. This red shortness is ascribed to the presence of oxide of iron in the molten metal ; and it is supposed that the manganese of the spiegeleisen, uniting with the oxygen of such oxide, carries it into the slag. At the same time there is a small percentage of the manganese usually left in the cast steel, probably to the improvement of its quality. Whatever be the true explanation the effect of the manganese is acknowledged to be not only beneficial, but necessary. But the use of spiegeleisen containing high percentages of carbon limits the quantity that can be introduced, because the carbon must be limited if soft steel is desired. This inconvenience becomes so serious as to prevent the use of ordinary spiegeleisen in the manufacture of steel containing more than, say two-tenths per cent. of phosphorus; since the quality of the steel can be made tolerable only by reducing its contents of carbon in proportion as the
