ATER the preliminary registration at which approximately 380 members and guests were registered, the 138th meeting of the Institute was opened in the Concert Room of the Palace Hotel. E. A. Hersam, chairman of the San Francisco Section, voiced a brief welcome and introduced F. W. Bradley, president of the Institute, who presided over the remainder of the morning session. After expressing the welcome of the Institute to the members and guests, he read a telegram from Secretary H. Foster Bain, extending the best wishes of the eastern staff and members for a successful meeting. He next introduced Theodore J. Hoover, dean of the School of Engineering, Stanford University, who read an address by the Secretary of the Interior, Ray Lyman Wilbur, briefly outlining California's part in the mining industry and giving the welcome of California to this meeting of the Institute.

Meeting, of Jan. 22, 1915.-Dr. Albert R. Ledoux was unanimously nominated-by the Board as one of the representatives of this Institute upon the Engineering Foundation Board. The following Tellers to count the votes for officers and directors on Feb. 16, 1915, were appointed: David H. Browne; Arthur S. Dwight, and Bradley Stoughton; and the following Tellers to count the ballots, on the amendments to the Constitution: Arthur L. Walker, Max Roesler, and Burr A. Robinson. Karl Eilers was appointed a member of the Library Board of the United, Engineering Society, representing this Institute in place of C. R. Corning, ;resigned. The Pick and Hammer Club of the University of Oklahoma was established as an Affiliated Student Society. The sum of $150 was appropriated to the Columbia Local Section. The sum of $29.50 was appropriated to the Chicago Local Section.

The Soudan mine in the Vermilion district of northeastern Minnesota is the oldest iron mine in the state. It has shipped ore every year since 1884 and still contributes a yearly quota of high grade lump ore. No comprehensive report on the Vermilion iron-bearing district has appeared since Clements' monograph,' but Gruner' discussed the possible origin of the ores in 1926, 1930, and 1932, and recently Reid and Hustad have added data on mining and geology." For many years geologists of the Oliver Iron Mining Div., U. S. Steel Corp., have kept up to date a series of plans and vertical sections of the Soudan mine. In connection with mine operation considerable diamond drilling has been done, and this, together with the mine openings, has permitted a reasonably accurate picture of the structure of the orebodies and wall rocks.

Past and present phosphate production in the central Florida phosphate district has been predominantly from the unique Bone Valley formation. As these lucrative reserves are depleted, production will shift to the Hawthorn formation in all areas, but particularly so within the southern extension, where vast potential reserves of low grade phosphates exist. Use of existing plants can be extended for some years by mining deeper into the underlying Hawthorn formation, and by mining previously ignored peripheral areas if erratic combinations of the two formations. Hawthorn Production, as compared to the Bone valley, will be characterized by lower grade; lower tonnage yield, lower pebble percent of product, higher mining ratios, higher slimes (- 150 mesh) content, and more complex mining and beneficiation problems. Geological control and more sophisticated operational procedure; will become increasingly more important as the lower quality reserves replace Bone Valley production.

I WISH to call the attention of the Institute to a peculiar variety of anthracite which occurs in the Buck Mountain vein at our collieries at Drifton, and in the same and other veins in different localities in the anthracite coal-fields. It is known among the workmen as iron-gray or cast-iron. It has a dull, greasy appearance, as if a piece of ordinary anthracite had been rubbed with a dirty and greasy rag and allowed to dry. It was formerly considered a very impure coal containing a high percentage of ash, and was picked out of the coal and thrown away. But the following analysis of it and of its ash, made by Mr. J. Blodget Britton, of Philadelphia, shows that such is not the case, the percentage of ash not being much higher than that of the ordinary anthracites as they are prepared for market.

THE fifth annual fall meeting of the Petroleum Division of the A. 1. M. E. went down into history as being one of the best ever held by this Division and marked progress was made in the concentration of sentiment regarding several matters-particularly the principles of unit control or operation of oil pools. The first day's program was devoted to the discussion of well spacing and many valuable data were assembled and presented and the discussions following the reading of the different papers was interesting and spirited. However, throughout the whole trend of the discussion it was noted that in the background there was the idea of unit control of the pool and if such a condition could be secured the well spacing theories could be applied much better than could be hoped for if each lease in the pool was treated as a separate and individual unit.

Scope of Descriptive Mineralogy. - It is the province of Descriptive Mineralogy to describe each mineral species, as regards: (1) form and structure; (2) physical characters; (3) chemical composition including blowpipe and chemical tests; (4) occurrence in nature with reference to geo- graphical distribution and association with other species; also in connection with the above to show how it may be distinguished from other species. Further, it should classify mineral species into more or less comprehensive groups according to those characters regarded as most essential. Other points which may or may not be included are the investigation of the methods of origin of minerals; the changes that they undergo in nature and the results of such alteration; also the methods by which the same compounds may be made in the laboratory; finally, the uses of minerals as ores, for ornament and in the arts.

Cord-wood, sawn into blocks of about a foot in length, is a regular constituent of our fuel-charge at Mineral, Idaho, our work being the matting of silver-ores by fusion in a blast-furnace. The furnace is a round water-jacket furnace, of 36 inches diameter at the tuyeres, and the charge of smelting-mixture weighs 950 Ibs., requiring 110 Ibs. of Connellsville coke to drive it. I replace half this coke with 135 lbs. of fir-wood, cut from dead and apparently perfectly dry trees. This mixtrire produces as high a sn~elting-temperature as all coke, whence I infer that the smel ting-effeot of a given weight of wood is to that of the same weight of coke as 11 to 27, or 1 to 25/11. That the domestic consumption of gasoline displays a marked seasonal variation, with a low in the winter and a high in the summer, is well known. It is logical to expect that the nature of the variation has itself been undergoing a change as a result of improvement in roads, general employment of closed cars, and growth of mass haulage; but so far as I am aware the change in seasonal variation has never been investigated and measured. It is the purpose of this paper to present the method and results of such an investigation, undertaken as a contribution to the technique of planning operating schedules now so prominent in connection with the functioning of the industry under a Federal quota system. A sequence of 250 unconfined compression tests were completed on a common marine shale indicative of the overburden strata of east- central Ohio. The samples were of a light gray clay shale of Pennsylvanian age. The shales considered are obvious layered materials with distinct bedding planes. For this reason there is sufficient evidence to consider this material as anisotropic in nature. With a properly chosen reference coordinate system this anisotropy can be reduced to a layered orthotropic characterization. This implies that the mechanical properties can be specified with regard to principal material directions. With this nature in mind a systematic study of the combined influences of strain rate and moisture conditioning was initiated. Of particular interest is the variations in unconfined ultimate compressive strength with variations in the controlled parameters of strain rate, moisture conditioning level and direction of testing. Results of this particular phase of the program are presented.

INTRODUCTION The most efficient development of a mine plan for in-situ leach (solution) mining must be based upon an understanding and application of the basic hydrologic characteristics of the aquifer containing the mineral values. Similar knowledge of the overlying and underlying aquifers is also required. This paper summarizes the hydrologic properties of a ground water system and describes some of the more important conclusions that can be drawn from a detailed hydrologic study. Basic to an in-situ leach mining operation is the flow of fluids through porous rock from place to place. The degree to which these movements of fluids can be predicted and controlled determines to a large extent the efficiency of the ore recovery operation. HYDROLOGIC CHARACTERISTICS The principal hydrologic characteristics of a porous medium (sand, intercrystalline or vuggy limestone, fractured basalt, etc.) influencing fluid flow are: Porosity Permeability Thickness Transmissivity Storage Coefficient Water Table or Piezometric Surface Hydraulic Gradient Briefly these parameters can be defined as follows: Porosity: the void space in a unit volume of rock. Permeability: the ease with which fluid will flow through a porous medium. Thickness: the height of the formation which contributes flow to a well. Transmissivity the product of permeability and thickness. Storage Coefficient. the volume of water released from the reservoir per unit drop in head. Water Table or Piezometric Surface: the level at which water will stand in a well: the top of the zone of saturation in a gravity aquifer; the height to which water will rise above the confining bed in an artesian system. Hydraulic Gradient the direction and rate of dip of the water table or piezometric surface. A properly designed pumping test will provide numbers for transmissivity, storage coefficient and the water table or piezometric surface. Drilling records or bore hole logs provide aquifer thickness data from which permeability can be calculated. Ground elevations applied to measured depths to water enable one to calculate the direction and rate of dip of the water table or piezometric surface. Porosity can be determined from core analyses or density logs; it can be estimated from grain size distribution curves in sands or sandstones and from, microscopic examination of drill cuttings derived from carbonate aquifers. CHARACTERISTICS OF FLUID FLOW The characteristics of fluid flow that are vital to an understanding of leach mining include: Velocity Direction Flow Path Radius of Influence The velocity of fluid flow is of paramount importance in planning and managing a leach mine operation. Velocity is directly proportional to the permeability and hydraulic gradient and indirectly proportional to the effective porosity The permeability determined from a pumping test is an average value for the interval stressed; therefore, the velocity calculated from data derived from a pumping test represents average conditions. Under actual conditions discrete portions of the aquifer open to the screen may have permeabilities several times as high as the average and minimum permeabilities only a fraction as much. An injection front will be irregular to the extent that the reservoir rocks are heterogeneous An important consideration is the direct relationship of velocity to head. A reservoir which would provide a velocity of 0.05 feet per day under conditions of equilibrium would allow fluid flow of 36 feet per day under typical leaching operations, i.e. 12-foot injection head, 12-foot pumping level and 50 foot five-spot pattern. The direction of fluid flow is also vital both inside and outside the mine area. In the pattern area the direction of flow is determined by the geometry of the well field and can be approximated by mathematical modeling techniques. Outside the well field, the direction of flow is influenced by both natural conditions and the degree to which production and injection volumes are balanced. Flow directions (and velocities) are critical to an understanding of leachate excursions and their control.

Despite artificial curtailment in all the fields of Mexico during 1937, owing to strikes and other disturbances, the production of crude petroleum aggregated approximately 46,738,000 bbl., showing a substantial increase of about 5,571,000 bbl. over the preceding year. Most of this increase occurred in the Poza Rica area, where, although only two wells were completed during the year, production increased from 14,162,000 bbl. in 1936 to 18,634,000 in 1937. While production in the South fields (Golden Lane) remained practically stationary, the output in the heavy-oil district of the Northern fields showed an increase of 1,930,000 bbl., because production had been considerably curtailed during 1936. Production in the Isthmus of Tehuantepec decreased about 596,000 bbl., owing to labor disturbances. Crude run to stills in local refineries increased from 34,000,000 bbl. in 1936 to 36,650,000 in 1937. Exports of crude and refined products were approximately 22,700,000 bbl., or 500,000 bbl. less than in 1936. Domestic consumption, excluding ships bunkers, reached a total of 20,000,000 bbl., which shows a small increase of 200,000 bbl. over the. previous year. Domestic demand for gasoline is estimated at 3,400,000 bbl. for the year, which represents an increase of 500,000 bbl. over 1936. In all, 60 wells were completed in Mexico during 1937, as compared to 70 in 1936 and 74 in 1935. In proven areas 52 completions resulted in 25 producers and 27 failures. In the Northeastern area near the United States border, five gas wells were drilled, all of which were producers; one of them, in Camargo, came in with a daily production of 20,000,000 cu. ft. of gas. One well, resulting in a failure, was drilled in Las Uvas, Coahuila, and three wells were completed in Quebrache, to the southeast of the heavy-oil district, resulting in two small producers and one failure. TWO more wells drilled in San SebastiBn, east of the Golden Lane, were failures. Fields Northern Fields (Heavy-oil District).—A total of 11 producers and 22 failures was completed in the proven areas of the Northern fields, as compared to 16 producers and 25 failures in 1936. H. M. BOYLSTON, Cambridge, Mass.-I would first like to ask what machine Capt. Bellis used to make his tests on impact strength. I have made some tests with the Charpy impact machine, the specimen being supported at both ends and nicked in the middle, and, find that the results do not always agree with those obtained by the Izod and other machines. I would also like to ask what effect the composition and heat treatment of the tool steel had on the drilling of his rifle barrels, as compared, with the heat treatment of the steel itself? I notice that the analysis of the composition of steel used shows sulphur 0.050 and phosphorus 0.065; I should like to ask how those high limits of sulphur and phosphorus came to be allowed? I have some data which lead me to feel pretty certain that those high limits make for very unsafe steel in rifle barrels. It has never been explained to the satisfaction of all of us, why the manganese is so high: 1.22 per cent. I believe several reasons have been stated; among them, that it is high in order to compensate for the high sulphur, and also to increase the elastic limit and improve other physical properties of steel. Lastly, I wish to ask whether Capt. Bellis has tried any different methods of heat-treating his steel rifle barrels? Apparently these were all heat-treated before machining; has he had any experience with heat-treatment after machining, especially after drilling? Those questions may seem somewhat outside of the range of this -paper, but they are important, and if Captain Bellis can give us any information, it will be very helpful. Dr. J. A. MATHEWS,* Syracuse, N. Y.-The same subject was discussed here last year, and the earlier papers by Dr. Carle Hayward seem to indicate that nothing was gained by the length of time of 'tempering. (It should be borne in mind that his results were based upon electrical and magnetic measurements and not upon tensile tests.) That idea has been accepted as gospel by steel workers, until late years, and particu-larly in connection with alloy steels, on which there is no question that the effect of time of tempering is very marked.

The National Research Council was organized in 1916 at the request of the President by the National Academy of Sciences, under its congressional charter, as a measure of national preparedness. The work accomplished by the council in organizing research and in securing cooperation of military and civilian agencies in the solution of military problems demonstrates its capacity for larger service. The National Academy of Sciences is therefore requested to perpetuate the National Research Council, the duties of which shall he as follows: 1. In general, to stimulate research in the mathematical, physical, and biological sciences, and in the application of these sciences to engineering, agriculture, medicine, and other useful arts, with the object of increasing knowledge, of strengthening the national defense, and of contributing in other ways to the public welfare. 2. To survey the larger possibilities of science, to formulate comprehensive projects of research, and to develop effective means of utilizing the scientific and technical resources of the country for dealing with these projects. 3. To promote cooperation in research, at horse and abroad, in order to secure concentration of effort, minimize duplication, and stimulate progress; but in all cooperative undertakings to give encouragement to individual initiative as fundamentally important to the advancement of science. 4. To serve as a means of bringing American and foreign investigators into active cooperation with the scientific and technical services of the War and Navy Departments and with those of the civil branches of the Government. 5. To direct the attention of scientific and technical investigators to the present importance of military and industrial problems in connection with the war, and to aid in the solution of these problems by organizing specific researches. 6. To gather and collate scientific and technical information, at home and abroad, in cooperation with governmental and other agencies, and to render such information available to duly accredited persons. Effective prosecution of the council's work requires the cordial collaboration of the scientific and technical branches of the Government, both military and civil. To this end representatives of the Government, upon the nomination of the National Academy of Sciences, will he designated by the President as members of the council, as heretofore, and the heads of the departments immediately concerned will continue to cooperate in every way that may be required. The production of petroleum in India (including Burma) increased from 334,811,624 gal.' ill 1936 to 350,322,222 gal. in 1937, the highest figure in the history of the industry. The increase in 1937 was clue to an increase of some 20 million gallons from Singu, 51/2 million gallons from Attack, 11/4 million gallons from Thayetmyo, and 1 mi1lien gallons from Digboi, accompanied by decrcases of 91/2 million gallons from Yenan-gyaung and 2 million gallons from Yenangyat,. The amount of gasoline produced from natural gas during the year was 10,616,313 gal. in Burma and 456,780 gal. in the Punjab. Yenangyaung Field.—The Yenangyaung field maintained its reputation of being one of the most wonderful oil fields in the world. The total production during 1937 was less than in the previous year but the resources of the field as a whole are sufficient to ensure an adequate supply of oil for many years. At the end of 1037 there were 2910 wells producing in the field. Besides a large number of ells drilled to shallow sands, this total includes 180 hand-dug wells, whose continued existenice is one of the interesting features of the field. During the year the deep drilling activities of 1936 in the southern part of the field died down, owing to the disappointing results obtained. On the eastern flank the limit of present economic extension of the oil sands was approximately demareated. Satisfactory results continue to be obtained from gas drives in the leased blocks; gas is also injected for repressuring and storage. Casing policies continue to be carefully designed to protect the oil sands against the danger of flooding by water and, in general, production methods throughout the field are characterized by a realization of the importance of the conservation of oil and gas and the prevention of waste, whether simple or underground. Singu Field.—-In 1937 the increase in the output from the Singu field was continued. This increased production was due not only to the rapid development of the valuable area in the southern part of the field but also to the successful results obtained from the first wells to produce from behind the practically completed river training wall of the Burmah Oil

It is no longer necessary to explain to an audience like this that there are stainless or non-corrosive steels. It is still necessary to repeat, and to keep on repeating, that no one of them is stainless or non-corrosive under any and all conditions. We do not make railroad axles, springs and rails from the same kinds of steel; nor are shafts, steering-arms, gears and cap-screws made from the same type analysis. By analogy with other fields of endeavor, therefore, it is logical to expect that all the myriad conditions of corrosion due to inorganic and organic acids and salts and their mixtures in all degrees of concentration and at a wide variety of temperatures and pressures will require different materials to withstand them. Possibly stainless steel when first introduced a decade ago was expected to do too much, or suffered from overenthusiasm and lack of positive knowledge and experience on the part of its producers. Its name may have been a bit misleading too, for remarkable as this product is, it has its limitations. There are now so many different ferrous products available and calling for recognition, that we may be justified in an attempt at classification. The first division is very simple. 1. Non-corrosive steels that harden by quenching. 2. Non-corrosive steels which do not harden by quenching. We might make the classification still simpler by saying (1) those that harden by quenching, and (2) those that soften by quenching. Of course there is a border line or fringe of compositions which may possess some of both qualities under limited conditions of treatment. I have seen a steel so perfectly balanced on this border line that in its natural condition, as rolled, the outside of a 1-in. bar was soft and the inside hard, and there was quite a sharp line of demarcation in between. The hardness at the center was more than twice as great as at the surface, as measured by the Rockwell test. This border line of products does not include, however, the commercial products now available to solve the problems of industry.
