“IT is decreed by Divine Providence that those who know what they ought to do and then take care to do it properly, for the most part meet ' with good fortune in all. they, undertake; on the other hand, misfortune overtakes the indolent and those who are careless in their work." These are the words of Georgius Agricola. to. those who are engaged in mining, taken from De Re Metallica, Book II, second paragraph. Safety in mining is just that simple, when considered on the basis of the individual. The words imply a .knowledge of what is to be done and how to do it. Armed with this knowledge it is only necessary to proceed with diligence and care to achieve the desired end without personal or financial mishap. Obviously the complication arises in the large company operating numerous mines and the consequent ramifications of company structure embodying management, supervision, engineering, and labor. Agricola stresses later on the importance of supervision and direction by the owners of the mine. We know that this principle is recognized today by the frequency with which the statement is repeated "a safety program must stem from management." People charged with responsibility for safety and management also stress the importance of securing the cooperation of the employees in formulating and carrying . out safe working practices. Safety committees consisting of employees, supervisors, and. representatives of management are recognized as the most practical method of achieving safety consciousness in all levels of mining company organization.

A standard technique for heat treating small metallurgical samples where no appreciable contamination from the atmosphere can be tolerated is that of sealing small samples in evacuated fused-silica tubes. Since vitreous silica is relatively impervious to diffusion of gases, even at temperatures approaching the devitrification range, around 1100°C, this simple procedure has been very widely adopted as a standard technique in metallurgical research. Many workers have recognized that, with metals of fairly high reactivity, insulation from direct contact with the SiOz envelope is desirable in order to avoid displacement reactions of the type M + SOz-- MOz + Si(in M). Y.--I agree with Dr. Merica that the eutectoid has a distinct effect upon the alloy and also that, as yet, it is difficult to say at just what point this eutectoid occurs or the conditions under which it appears; that is, the percentages of copper, tin, zinc, lead, and the other elements together with the temperature of pouring and the rate of cooling that is necessary; all seem to have a contributing effect. Some authorities, Law for instance, gives it as 9 per cent. of tin, yet under certain conditions I have found it with a lower percentage of tin to copper contents than that. The hard delta and the soft alpha crystals are both necessary for a bearing alloy; the one supplements the other. I am not inclined to think that phosphorus has any effect upon the eutectoid forming. The phosphide, PCu3, forms in and around the delta but is and remains distinct and separated from it. Etching with ferric chloride and then with nitric acid shows this very distinctly; it darkens the eutectoid and the other parts and leaves the phosphide bright. The rate of cooling determines the size of the crystals and the eutectoid together with their distribution and orientation. It is possible to chill the alloy to such an extent Where no eutectoid appears. I think it has been positively demonstrated that only an alpha and a beta appear. when this copper-tin alloy has been poured between two polished ingots

The name of this Committee, which was formerly known as the Committee on Increase of Membership, was changed in the revised Constitution adopted last year. At the same time, the form of organization and the functions of the Committee slightly altered. Previously it had concerned itself only with endeavoring to secure applications for membership from those who are, or should be, interested in the field of activities of the Institute and in a position to benefit from membership in it. The Committee was large and widely scattered, with the result that it was impracticable for it to hold meetings and discuss any of the larger problems involved in stimulating growth along sound and healthful lines. At the suggestion of last year's Chairman, the Assistant Secretary of the Institute, an executive committee of the main committee, consisting of two past presidents and three other members, each a prominent figure in one branch of the mineral industry, and with the past Chairman as executive secretary, was created to make a study of the general problems of membership. The first problem it took up was the membership structure of the Institute in its relation to beginners in the industry. After reviewing the organization of the three other national engineering societies and the experience of the Institute during the past ten years with the Junior Associate grade of membership, the Committee recommended to the Board of Directors, on Nov. 21, 1928, that this grade of membership be abolished and the two grades of Student Associate and

Having occasion a few weeks ago to investigate the subject of black band iron ore in West Virginia, I was surprised at being met at the outset with a denial of its existence. One gentleman went. so far as to offer one hundred dollars an acre for any land in West Virginia that contained a seam or vein of even a single foot in thickness, and when shown the ore he acknowledged that it was genuine, but declared it had been imported. That black band does occur in West Virginia is to-day well known to a number of persons. There is a seam on the Gauley River of about a foot in thickness of good ore, which I understand Mr. Lewis and others are making preparations to work. The great trouble with black band ores as heretofore found in this country has been their limited extent. At Fort Washington, for instance, they had a very fine show ing of ore, but it soon gave out. It has also been asserted that the black band ores of the Western Coal Measures were worthless in the furnace, and Fort Washington has been pointed out as an example of the fate of any one who should undertake to work them. But they have been successfully worked at Youngstown and in other parts of' Ohio, and I am assured by old furnace-men from Ohio that there is not the slightest difficulty in. working them if properly managed. When ore bodies are faulted or mill feed turns refractory, mining managers and engineers act vigorously to convert imminent failure into eventual success. The recent proliferation of onerous environmental regulations and restraints is likewise a threat to successful mining enterprise, in some ways more insidious and dangerous than the problems presented by natural obstacles. The regulatory burden has become so heavy that a pall of pessimism covers much of the mining industry. In this paper we frankly recommend an approach that does not just "make the best of it" but rather directs the whole environmental process: first, to improve planning, engineering, and operating procedures; and, second, to demonstrate the need for modification of laws and regulations which are intolerably burdensome to both the mining industry and the public.

Utah International's Shirley Basin Mine is located in the Southeastern High Plains of Wyoming at an elevation of 7100 ft. The Shirley Basin area is a gently rolling semi-arid land. The uranium ore zone occurs at depths ranging from 270-350 ft below the surface. Overburden consists of poorly consolidated sandstones, siltstones and clays. Underground mining was begun in 1960. Conditions were made difficult by high rates of water inflow and ground support problems. Development of a solution mining or in-situ leaching technique allowed underground operation to be abandoned in 1964. Solution mining provided limited production from 1963 to July 1970. In January, 1969, large scale development of open-pit mining was begun. A 1200 tpd mill went on-stream in March, 1971.

The 1940 output was I,2000,000 higher than in the previous year. In 1937, Poza Rica production accounted Declines in exports of Panuco crude, fuel oil and gasoline were recorded but these were more than offset by increased exports of 4,000,000 bbl. of Poza Rica crude, which was the approximate amount shipped to Sinclair during 1940 under the terms of the settlement. Over-all exports increased by 1,500,000 bbl. over the preceding year. The outstanding development regarding the destination of Mexican exports in 1940 was the increase of I0,000,000 bbl. in the exports to the United States. Exports to Germany ceased toward the end of '939 and to Italy in the second half of 1940. During the year 1940 the Sinclair interests and the Mexican Government settled their expropriation question. By the terms of the settlement Sinclair is to be compensated by cash payments and oil-purchase contracts. On Dec. I, 1940, Ada Camacho was inaugurated President of Mexico for a term of six years. Among his first acts following his election were: I. A proposal to change the Constitution to restore Supreme Court Judges' terms to life tenure. This has been ratified by both chambers of the Mexican congress and is now before the legislatures of the States of Mexico for ratification. There are a number of problems associated with underground coal mining, but the most serious and important are often related to the ground control. The influence of the prevailing geological conditions and features on the stability of underground mining has been outlined in this paper. Special emphasis has been given to the importance of geological techniques in the evaluation of coal mine roof conpetency prior to and during the mining operations. In addition to this, typi- cal ground control problems owing to the geological abnormalities have been depicted by appropriate case histories from coal seams in the State of Utah. The interdependence between longwall design and road- way stability on the one hand and geologic features on the other hand are shown in this study.

In general, many problems relating to the exploitation of mineral deposits are probabilistic in nature. This derives from the fact that the geologic universe is inherently random. Probability theory and statistics have been found useful for forecasting the behavior of natural events that occur in the geologic universe. The objective of this paper is to outline the application of the theory of extremes to this forecasting problem. Consider the design of an underground structure or the design of a rock slope. The initial step is the formulation of the various possible structural actions which result from the geometry of the layout. For a given structural model, various intensities of behavior are possible depending upon the load, deformation, and material characteristic spectra, respectively. Of popular interest to mining people is the failure behavior or condition. A necessary feature of the analysis is the rupture strength of the material. Information on the rupture strength is derived from testing either in situ or in the laboratory and the usual outcome is a variation in the test results. This variation is overcome by constructing a frequency distribution of rupture strengths, and then determining a measure of central tendency and variability. The main feature of interest in the analysis is the failure characteristic and its percentage chance of occurrence. Hence, one is naturally led to examine those areas of a distribution curve which are termed the tails. The statistical concepts which can most efficiently handle such areas are contained within extreme value statistics.

FOR a high-purity iron-carbon alloy, the phases existing at equilibrium at temperatures slightly above the temperature of the metastable eutectoid are austenite and cementite (hyper-eutectoid) or austenite and ferrite (hypo-eutectoid) and those below the eutectoid temperature (carbdn content > 0.02 pct) are ferrite and cementite. Such an alloy, held in a carefully controlled and measured temperature gradient (about 1 cm per deg) which includes the eutectoid temperature, then quenched and examined metallographicall.y, provides a precise measure of the eutectoid temperature. The samples were hollow cylinders approximately 1.3 cm OD, 0.63 cm ID, and 2.5 cm long, which had been carburized to the desired carbon content at 1000°C with an appropriate hydrogen-methane mixture. In order to cool the samples to room temperature with a minimum change of carbon content and absence of cracks they were quenched in a Cerro Bend bath at 480°C, followed by a water quench to room temperature. Three cylinders were suspended in the furnace1 in a purified helium atmosphere, by a closed end, thin wall, silica tube which also served as a thermocouple well. The top and bottom cylinders served only as a means of making the temperature gradient along the center cylinder more uniform. The temperature was determined with a platinum-platinrhodium thermel calibrated by comparison with a thermel certified (* 0.5OC) by the National Bureau of Standards. THE present study is intended as a preliminary statistical survey of the world's production of petroleum substitutes. The information presented is admittedly deficient. It is believed, however, that the increasing importance of these substitutes, particularly with Europe at war, justifies its presentation at this time, if for no other [ ] reason than to encourage enlightened pertinent discussion. The world's production in 1939 of petroleum substitutes-of which approximately 97 per cent are direct substitutes for motor fuels-is tentatively estimated at 108,000,000 bbl., or equivalent to the combined output of crude oil in 1939 of Rumania, Mexico and Colombia. With few exceptions, these figures of production represent also actual figures of consumption. The United States, owing mainly to its output of natural gasoline, leads all countries in the production of these products, with about 53 per cent of the total. In European countries, particularly Germany, the imminence of war in 1939 forced an increase in production and improvement of methods of manufacturing motor fuels, largely from coal, with the result that this country produced in that year over 20,000,000 bbl. of substitutes. Since the beginning of hostilities, substitutes have offered more and more the means of meeting the unfavorable balance between supply and demand in European [ ] countries; the increase in production of these products being at least in part offset by the systematic bombing of synthetic plants and oil storage. The source materials and the resulting substitutes are listed in Table I. The following are the approximate gross heat equivalents of some substitutes to barrels of gasoline:

Since coal is one of the largest cost items in the production of electricity, its analysis for heat value and composition has been the subject of intensive study. Sampling started with crude hand methods, out of the railroad car or barge or from moving conveyor discharge, and progressed to reliable mechanical in-plant sampling systems. The mechanical system takes its sample from a falling stream of coal such as a conveyor discharge or crusher discharge hopper. But this has a disadvantage in that the identity of the coal is lost. Coal is shipped to the user in train-loads, often made up of shipments from various mines. When the cars are dumped into hoppers and the coal conveyed to the power station, the various shipments become mixed because residual coal remains in hoppers and chutes.

THE copper mines of the Keweenaw Peninsula in northern Michigan have long been of interest in connection with deep earth-temperature measurements. The extraordinary low geothermal gradient of 1° F. in 223.7 ft. announced by Agassiz1 as a result of measurements dating from 1886, although later" stated as in error, served to focus attention on this region as one offering, because of the great depth of the mines, unusual opportunity along this line. Lane,3 Van Orstrand4 and others have made valuable contributions to this study. Fresh opportunities afforded by the constant deepening of the mines, improvements in the accuracy and reliability of temperature-measuring instruments together with increasing knowledge of the heat conductivities and specific heats of the rocks, led the Michigan College of Mining and Technology in cooperation with some of the mining companies to renew work on this problem. It is planned eventually to complete a survey which will make use of the favorable opportunities for deep rock-tempera-ture measurements presented in these mines. This survey should include the determination of a depth-temperature gradient in both conglomerate and amygdaloid mines, and also the variations in temperature at the same depth in different geological formations. The first problem has a direct bearing on the question of providing equipment for necessary ventilation with increased depth. The second may show that a relation exists between the natural rock temperature and the mineral content of the formation.
