In order to devise a practicable soaking pit schedule for use at The Steel Co. of Canada Ltd.'s Hamilton Works, soaking pit heating temperatures, sooking times, pit capacity, and safe maximum mill drafts were correlated with fluctuations in the current or load of the bloom mill driving motor. Other variables such as total delays in the pit, rolling schedules, mill delays, and track times were also investigated. IN order to show an easily applied and accurate means of establishing soaking pit heating temperatures, soaking times, pit capacity, and safe maximum mill drafts, these various factors are correlated herein with fluctuations in the current or load of the bloom mill driving motor. Rolling practices have a considerable influence on the production capacity of a blooming mill. The maximum values of the torque, in particular, are of importance, since even instantaneous current peaks lead to the tripping of the motor by the overload relay and result in loss of mill time. The establishment of safe maximum drafts and accelerations for ingots of different sizes and of a soaking pit practice which would ensure a consistent and satisfactory plasticity of the metal is of considerable importance for increasing the efficiency of both the blooming mill and the soaking pits. The Bloom Mill Dept. of the Hamilton Works, The Steel Co. of Canada Ltd., is equipped with one 44 in. mill driven by a 7000 hp motor with the setting of the overload relay at 22.0 ka. The speed of rotation of the motor is regulated after the Ward-Leonard system. There are three basic speeds of 9.5, 28, and 47 rpm and a further possibility of increasing the speed by weakening the field. This last possibility is hardly ever used during practical operations. The rolling program of the blooming mill is varied, both in the size of the ingots to be handled and in the steel grades. The total tonnage handled by the mill is about 2,000,000 ingot tons per year. At the time of the investigation, the Bloom Mill Dept. was equipped with 22 soaking pits (6 regenerative, 14 bottom-fired, and 2 one-way top-fired pits) with a total bottom area of 2770 sq ft. The pits are fired with a blast furnace-coke oven gas mixture having a calorific value of 155 Btu per cu ft. The foregoing figures show that the production program was such as to impose the necessity of a most efficient usage of the available equipment. For this purpose, the operations of the 44 in. mill and of the soaking pits were investigated, and the results of the investigation were used as a basis for a revised soaking pit schedule and drafting practice. The plasticity of an ingot of a certain chemical composition when being rolled is determined mainly by the following factors: I—the ingot size, both thickness and width; 2—the length of the gas soak; and 3—the surface temperature. The first two factors determine the uniformity of the temperature distribution over the cross-section of an ingot. The third factor introduces the level of the heating of an ingot. The torque produced by an ingot being rolled is determined by the area of the metal displaced, its plasticity, and acceleration values. On the other hand, with shunt motors the torque is determined by the current. This can be assumed to be correct with only a small degree of error for compound motors with a relatively small effect of the series windings as long as the velocity is not regulated by weakening the field. Since the spread is relatively unimportant when compared to the width of an ingot and since it is also reduced several times during rolling by edging passes, the draft alone and not the area of the metal displaced may be taken into consideration with ingots of a similar size. It is therefore possible to determine the main features of the heating and drafting of an ingot by measuring the current and acceleration of the mill motor. After the acceleration has been taken into account, the amount of current will be an indication of how the motor responds to a heating and/or drafting practice and these practices can be adjusted in order to get the desired result. As peak currents are more likely when heavier ingots are rolled, the rolling of plate and slab ingots was investigated. Conditions prevailing when smaller ingots are rolled can be deduced from the results obtained on heavier ingots. All measurements were made when plain carbon grades under 0.15 pct C were rolled. The motor current, the voltage across the armature, and the rpm were recorded simultaneously on synchronized charts, Fig. 1, which moved with the speed of 6 in. per min. Each draft was recorded by a special observer. The rpm curve made it possible to establish the acceleration at any given moment. For purposes of correlation, the maximum current during a pass and the corresponding acceleration were used. The charts made it possible to establish the position of the roller's lever at any given moment as well as the total time of a pass. The slab ingots were divided into three groups (28x35, 28x45, and 27Mx53 in. ingots) and each group was investigated separately. Since they account for most of the current peaks, only flat passes were used for purposes of correlation, a total of 1373 having been investigated.

Zinc is just now a very important metal. Its use in cartridges and shrapnel brass are in the public eye. But its uses after the war are no less important. Brass as an engineering material for electrical machin-ery, journal bearings, and plumbing fixtures takes fully 50 per cent. of the production, and its use in these lines would have been increased in the last few years but for the price. Its use for barbed wire is probably more in war time than in peace. In the composition of paints, it is becoming more and more necessary. One of the forms of pigment, litho- pone, is the base of nearly all interior wall paints; of all the sanitary enamels for bath-rooms and bath-tubs, and is now in great demand. Zinc oxide is also increasing in use for paint, and for manufacture of linoleum. When we realize that this district-Missouri, Oklahoma, Kansas and Arkansas-produces now over one-third of the zinc ore of the world, it is at once seen that a meeting where the geology, mining, concentration

The extraction of iron oxide from several types of siliceous iron ore by digestion in sulfuric acid solutions was investigated in the temperature range from 80 to 258°F at concentrations from 10-60% H2SO4. Degree and rate of extraction were found to be critical with respect to both temperature and acid concentration, requiring temperatures in excess of 250° F and acid concentrations of 50% to effect 80-90% extraction of iron oxide in 60 min. Rate of extraction is directly related to surface area and apparently controlled by the rate of chemical reaction. The activation energy was found to be approximately 25,000 cal per g mol. Extraction characteristics of the several ores were found to be similar. The Department of Minerals and Metals Engineering at the University of Wisconsin conducts a continuing research program to develop processes for the utilization of low-grade iron ore deposits such as the nonmagnetic taconites of the Wisconsin Gogebic range. Methods under study include high-intensity magnetic and high-tension electrical concentration, flotation, direct reduction and chemical extraction. Concentration of a number of low-grade siliceous iron ores by the extraction of silica in sodium hydroxide solutions has been reported by the writer and others in the literature.1,2,3,4 Residual concentrates containing as much as 65% iron have been obtained from taconites containing less than 30%. Currently an alternative approach is under study, namely the dissolution of iron oxides from siliceous gangue by extraction in acid, with subsequent recovery of the iron from solution. Such a process for extracting iron oxide from the low-grade oclitic deposits of Alberta with hydrochloric acid was investigated and described by Gravenor, Govett and Rigg.5 The current investigation, which is entirely devoted to extraction with sulfuric acid, is the subject of this paper. In part, the objective of this research was to determine the possibility of leaching iron ores in situ with sulfuric acid. The investigation of a recovery method is left to later research. The ores investigated contained hematite (Fe2O3) as the principal iron-bearing mineral and minor amounts of goethite (Fe2O3 .H2O), magnetite (Fe3O4), and iron-bearing silicates. The gangue was essentially quartz occurring as single crystals and microcrystalline aggregates. Detailed description of the ores may be found in the literature.1,2,4,6 A comparison of the specific ores used in this investigation is shown in the partial analyses of Table I. EXPERIMENTAL METHODS All extractions were made at atmospheric pressure using beakers with a mechanical stirrer for those tests run below the boiling point, and Erlenmeyer flasks for those at the boiling point. A thermostatically controlled hot plate was used for heating, and this maintained the mean temperature within the solution to within ±3°F during extraction. The sample of ore for extraction was weighed to + 0.02 g. For tests below the boiling point, the sample was added to the beaker containing the sulfuric acid solution at the desired temperature. INTRODUCTION Mineral explorationists range throughout the world looking for mineral deposits which can subsequently be made into mines. Mines are not found! Mines are made, usually at great cost and not often without significant risk. The process of making a mineral deposit into a mine involves a great deal more than a complete appraisal of the deposit. The making of a mine demands detailed feasibility studies of many factors, any one of which, if shown to be negative, could prevent the deposit from becoming a successful mine. Total feasibility analysis involves at least three major fields of study: (1) economic analysis, (2) financial analysis, and (3) political and environmental analysis. Economic analysis is essential for proper decision making at many stages in the evaluation of a mineral deposit. It is the yardstick by which the proposed mining project and alter- native investment opportunities are measured. Economic analysis is concerned with costs and potential profits and can be applied at various stages in the evaluation of a mineral deposit to determine if the project merits the additional funds necessary to bring about each succeeding stage. The nearer any deposit approaches to becoming a mine, the more carefully the economic analysis should be made. Financial analysis has reference to how, where, and at what cost the investment funds can be obtained to finance the proposed mine project. Political and environmental analysis has reference to the many intangible factors that can affect the making of a successful mine. These factors loom larger today than ever before, due to the profusion of government regulations and various environmental constraints now imposed upon the mineral industry both by law and by the weight of public opinion. Ultimately, many of these intangible factors can be resolved back into the economic analysis as an added cost to mine development, but more and more often they have become insurmountable obstacles to any development of certain deposits. The role of financial analysis and the analysis of intangible factors must never be underestimated when making a feasibility study upon which to base investment decisions; however, the emphasis of this text will be upon economic factors. THE PARAMETERS OF MINERAL ECONOMIC ANALYSIS The two major elements of economic analysis are: 1) The potential earnings or annual generated cash flow of the project. 2) The investment costs necessary to realize such earnings. If the difference between the two elements is large enough, i.e., if the return on investment from the cash flow is high enough to attract investors, the project can be said to be financially feasible. The mineral economic analysis must take into consideration many parameters, some of which are known or knowable within certain limits, and others of which are unknown or unpredictable within certain limits and for which estimates must be made. Because both known and estimated parameters enter into the same analytical computations, it is important for the analyst to realize the nature of each when considering the results of an analysis. Some parameters such as the grade of mining block, although estimated, are said to be known within mathematically defined limits. Other parameters, such as the future price for minerals produced, etc., can only be estimated or "guestimated" within reasonable limits for which no precision can be assigned. Known or Knowable Mineral Economic Parameters Known or knowable parameters are: 1) Tonnage and grade of valuable minerals for the total mineral body and for individual mining blocks. 2) Metallurgical recovery of valuable mineral. 3) Minimum operating life of mineral de- posit at any specified production rate. 4) Royalty schedule, property payments, etc. 5) Sales-purchasing agreements, smelter schedules, marketing contracts, etc.

A circumferential-toothed bit with novel tooth form gave improved penetration performance. In this design the exterior flank of all teeth were vertical when in rolling contact with the hole bottom. Rock chips were generated by the interior flank of the tooth displacing the rock inwardly and downslope toward the center of the hole. A unique two-cone laboratory bit assembly enabled evaluation of numerous cone and tooth configurations. Some of the variables investigated, in addition to weight on bit, rotary speed and rock type, were tooth interference, percent tooth, hole bottom angle, attack angle and relief angle. Most tests were conducted dry on a brittle synthetic sandsone or a ductile quarried limestone. Tooth configurations were found to be more significant in the ductile material. This was attributed to the deeper tooth penetration before rock failure. These studies showed that the attack angle (angle beween interior flank of the tooth and rock surface) was the controlling variable; changing the tooth configuration from the assymetric or semi-wedge to the more conventional symmetric or wedge form reduced penetration performance; and penetration performance of circumferential-type cutters was directly proportional to rotary speeds up to 200 rpm. INTRODUCTION Much of the published literature on rock-chisel interactions describe experiments wherein symmetrical wedges are vertically loaded or impacted against a smooth rock surface.1-6 are is usually taken to insure that the indentation is not made near the edge of the rock specimen less erroneous data be obtained. The literature describes relatively few studies in which the investigator deliberately attempted to take advantage of an edge or free surface. In contrast, anyone who chips ice or breaks up a concrete sidewalk almost always works near an edge. Chisel "indexing," which has been considered by some investigator1,2,6,7 makes limited application of an edge or free surface. Probably the best documented investigation into applying this idea to drilling was that of Drilling Research Inc. at Battelle Memorial Institute.' Their "annular wing" percussion bit consisted of paired asymmetric chisels oriented so as to produce and move chips to the center of the hole. They predicted that the lowest energy requirement for chip generation would be achieved with a stepped hole bottom having a median angle of 45" to the horizontal. Results from limited tests showed that approximately 50 percent of the rock fragments were large and semi-circular in shape, as would be expected by a chisel impact near an edge. The remaining 50 percent were fine chips produced by the chisels in re-establishing the steps or ledges. Initial penetration rates with this bit were high, but they rapidly decreased. This was the result of excessive tooth wear caused by the constant friction on the gauge surfaces. The basic idea — circumferentially placed asymmetric chisels — still appears to have merit. If the concept could be applied to a rolling cutter bit, two of the shortcomings of the fixed chisel design could be overcome: (1) reduction in tooth friction, and (2) greatly increased cutter surface. Adapting asymmetric chisels to cutters rolling on an inclined hole bottom is restricted by bit geometry. The basic elements of roller rock-bit construction prevents the practical attainment of a 45" hole bottom angle. Nonetheless, experimentally it was considered desirable to investigate the influence of hole bottom angle to at least 40". This paper describes the laboratory studies conducted in evaluating the circumferential-toothed roller cutter rock bit. EXPERIMENTAL APPARATUS AND PROCEDURE BIT ASSEMBLY The cost of constructing a sufficient number of conventional three-cone rock bits to investigate circumferential cutter performance was prohibitive. Instead, a novel two-cone laboratory assembly which used an external bearing system was designed and constructed. The external bearings made it possible to alter the journal bearing angles and thus allow a wide flexibility in cutter configuration. Fig. 1 shows the laboratory bit assembly, the various bearing mount plates and the appropriate roller cutters for drilling shallow holes having hole bottom angles of 0, 10, 20, 30 or 40". The bit was limited to a drilling depth of 1 1/2 in. at the gauge teeth and a hole diameter of 43/4 in. This more or less intermediate size bit was chosen because it gave a more realistic match between bit teeth and the rock than would a microbit. Also, the rock sample size required was convenient and easy to obtain. CIRCUMFERENTIAL CUTTERS The tooth configuration used in our initial studies is shown in the upper half of Fig. 2. All cutters used in this series had the same tooth form — 43" included tooth angle, 2" positive relief angle and a horizontal tooth flat width of 1/32 in. Each cone cuts alternate rows except for the gauge row. The row-to-row spacing in view was 1/4 in. Static loading tests conducted earlier with asymmetrical chisels had been used to establish this spacing. In the manufacture of rimming steel—which constitutes the bulk of the world's production of mild steel—the factors that determine the quality of the product are very closely associated with the pouring and solidification of the steel in the ingot mold. The behavior of the metal in the mold is, on the one hand, the resultant of the complex processes through which the liquid metal has passed, and, on the other, it is an indication of the probable behavior of the ingot during subsequent rolling and finishing operations. A detailed study of the mechanism of solidification of rimming ingots ought to yield information that will be useful in controlling the structure of the ingot and the quality of the ultimate product. The first step in such a study is to determine the rate at which the solid shell of the ingot forms from the liquid metal in the mold. A knowledge of the rate of solidification will make it possible to correlate observations of rimming action and gas evolution with studies of the structure, porosity, and segregation within the ingot. Thus, if the metal in the mold is observed to fall, let us say one minute after pouring, the portion of the structure associated with this fall will be located in the part of the ingot that is solidifying at that particular moment. The knowledge that the ingot solidifies to a depth of 3/4 in. in the first minute enables us to locate in the ingot the structural features corresponding to the observed fall. Conversely, the blowhole condition associated with a rising or growing ingot will be found in the part of the ingot that is solidifying at the time the phenomenon occurs. The time required for the complete solidification of an ingot has long been a matter of speculation. It is of considerable practical importance in connection with charging and heating in the soaking pits. Too rapid handling of the ingot through heating and rolling processes has been thought to be associated with excessive pipe and other internal defects, so that a further object of this investigation was to attempt to estimate the time required for complete solidification, or the minimum practical time within which the subsequent operations can be performed with the minimum hazard.

IN experiments on tantalum strained in tension, Bechtold did not observe deformation-twinning even at a temperature as low as that of liquid air.' This is an unexpected behavior for a metal of body-centered-cubic structure. Therefore, it is desirable to determine whether the lack of twinning is an inherent characteristic of this particular metal, or whether the reluctance to twin can be overcome under suitable conditions. The following experiments were performed under conditions favorable to twinning and cleavage in their competition with slip, namely, with impact loading on large-grained sheet at low temperatures. The crystallography of cleavage in tantalum sheet was also investigated carefully because of the remarkable ductility of tantalum at low temperatures and because recent tests on oxygen-embrittled tantalum had disclosed unusual cleavage behavior for a metal of this structure: cleavage primarily on (110) planes and only occasionally on {100}.2 The tantalum, supplied by Fansteel, was of 99.9 pet purity, with the chief impurities being iron (0.03 pet) and carbon (0.03 pet). Coarse grains were produced by the strain-anneal method, the anneal being 4 hr at 2000°C in a vacuum of 10-3 mm Hg, followed by furnace cooling. Impact deformation was applied in various ways: a) by hammer blows on an anvil, the specimen and anvil being immersed in liquid nitrogen ( —196°C), b) by driving a precooled center-punch into the sheet, and c) by bending around a crystallographically determined axis with a hammer blow. The impact-deformation produced bands and slip lines on the surface, Fig. 1. The bands have every appearance of being deformation twins, a) They are tilted with respect to the untwinned surface. b) They have the appearance of Neumann bands in iron, thin lens shape, some having serrated edges. c) The orientation in each is different from that of the surrounding matrix and uniform within a given band, see slip lines within them in Fig. 1. d) Upon repolishing and etching, the difference in orientation and the resemblance to Neumann bands is again evident, Fig. 2. (In this micrograph the slight bend in the bands as they cross grain boundaries was noted frequently and results from the high degree of preferred orientation in the sheet.) e) The bands persist after annealing treatments that would have removed them had they been a low-temperature martensitic phase, e.g., after an anneal of 1/2 hr at 900°C. When back-reflection Laue data were plotted for single-surface analysis of several grains, every trace of the bands in each grain could be explained by (112) planes. In addition, two of the bands were located in space by traces on two surfaces, and these also were found to lie on (112) planes within the error of the stereographic plot. Since (1 12) is the anticipated composition plane for deformation twins in body-centered-cubic metals it is felt that the observations listed above are conclusive evidence for the identification of the bands as twins. Similar tests with impact at —77° and at 25°C produced no twinning. It is concluded that the critical shear stress for slip at the rates of straining used was always low enough to prevent the applied stress from reaching the value required for twinning at these temperatures. It was noted that the serrations along the edges of the twin bands exhibited parallel crystal facets. Several similarly oriented notches are visible in Fig. 1, and a remarkable set is shown in Fig. 3. It appears from Fig. 1 and similar areas that notches are frequently associated with the intersection of a slip line with a twin, although not all such intersections are at notches. In some instances a slip line appears to enter the twin, cross it, reflect from the opposite side and recross it, producing a pattern resembling a notch but without producing the notch itself, see Fig. 1. It is suggested that the stress concentration at the end of a slip line is responsible for these details. The strain energy associated with the pile-up of dislocations at a twin boundary may be lessened by untwin-ning or failing to twin a portion of the twin band, or

Preliminary estimates indicate that world consumption of petroleum products and related fuels in 1937 shattered previous records with a figure of 1,920,000,000 bbl.; that is, 124,000,000 bbl. more than the 1936 total. The writers, as in previous years, have been unable to account for all the available supply in 1937. This "unaccounted-for" supply, which formerly was thought to go largely into storage in foreign countries, was close to 53,000,000 bbl. in 1933; 93,000,000 in 1934; 111,000,000 in 1935; 75,000,000 in 1936 and 148,000,000 in 1937. As this discrepancy between supply and demand continued year after year, it became evident that other reasons than additional foreign stocks were responsible for it. It can now be stated that the "unaccounted-for" supply (see Table 1) goes to take care of: (1) consumption of petroleum products and related fuels for military purposes, the figures of which have been and are kept confidential by foreign countries, (2) additions to stocks to be consumed for military and nonmilitary purposes in foreign countries on which likewise no information is available, (3) errors incurred in the conversion of figures of production of crude oil, its products and related fuels from "weight" units, as used in Russia, for instance, to their American or "volume" equivalents and vice versa, and (4) to the lack of reliable statistics on production and consumption, particularly from Russia, the

The hypereutectic Al-Si alloys 390 and A390 have wear characteristics superior to any of the more common aluminum casting alloys. This excellent wear resistance, coupled with good mechanical properties, high hardness, and low coefficient of thermal expansion, has made these alloys candidates for the all-aluminum internal combustion engine, the application for which they were primarily developed. A390 alloy is intended for sand and permanent mold casting, and requires a lower iron ccxltent (0.5 pct maximum) than its die casting companion 390 alloy (0.6 to 1.1 pct Fe). The 17 pct nominal silicon in these alloys provides sufficient quantities of the hard primary silicon phase to assure a high degree of wear resistance, yet little enough of this phase, to minimize the casting and m achining problems associated in the past with the hypereutectic alloys. The mechanical and physical properties of 390 and A390 alloys are competitive with the best of the common aluminum casting alloys with the exception of low ductility. This low ductility is not considered a detriment, since in many applications these alloys replace cast iron. Corrosion resistance is similar to the standard alloys 380 and 333. Numerous parts, of varying degrees of complexity, have been cast of alloys 390 and A390, including engine blocks and heads. The deviations from normal good handling and casting practices that are required for the alloys are those associated with the presence of the primary silicon. To obtain optimum strength and machinability, the molten alloys should be treated with phosphorus to refine the primary silicon phase. Care must be exercised to properly control the pouring temperature and rate in order to minimize primary silicon growth and segregation. AUTOMOTIVE engineers have for years recognized the advantages of lighter weight and better heat transfer that aluminum could offer as material of construction for engine blocks. These advantages alone, however, are insufficient justification for acceptance of aluminum engines by the automotive industry. To be acceptable, an aluminum engine first must pass all tests to which cast-iron engines are subjected, and, in addition, must represent no cost penalty in manufacturing. None of the conventional aluminum casting alloys have sufficient wear resistance to withstand the tests to which cast iron is subjected as a cylinder bore material, and recent attempts to manufacture aluminum engines with cast-in-place iron sleeves could not compete costwise with the equivalent cast-iron engine. The prerequisite to an acceptable aluminum engine seemed to be a casting alloy with a high degree of wear resistance that would eliminate the necessity of cast-in iron sleeves or liners. The hypereutectic A1-Si alloys 390 and A390 have met this challenge.' Combined with modified pistons and a patented cylinder bore surface finish,2 the performance of these alloys in more than 1300 cold start and cold scuff tests, over 3500 hr of dynamometer wear and endurance tests, and more than 350,000 miles of road tests leaves no doubt as to the feasibility of running on bare aluminum cylinder bores. ALLOY DEVELOPMENT The desirable characteristics of the hypereutectic A1-Si alloys have been recognized for some time. Their excellent wear resistance and low coefficient of thermal expansions have been used to advantage in the production of diesel-type pistons in Europe and to a limited extent in this country. The major contributor to the good wear resistance of these alloys is the extremely hard primary silicon phase in the microstructure. Although the percent silicon used experimentally has been much higher, most commercial alloys have ranged from about 14 to 25 pct. Generally, as the silicon content is increased, wear resistance increases, and the coefficient of thermal expansion decreases. With increases in silicon, however, machinability and cast-ability tend to suffer. The development of a satisfactory aluminum engine block material at Reynolds involved the testing and evaluation of many alloys, covering a wide range of silicon contents and numerous variations of iron, copper, magnesium, manganese, and other alloying additions. And anyone for whom time "stands still withal" does not belong in the mining community today! In this bicentennial year of the United States of America we sense the mystery of time and we feel the pulse of history, especially in our own profession. What was mining like 200 years ago? What is it like today? What will it be like 200 years in the future?

THE Au-Ni alloy system is one of many binary systems in which the supersaturated solid solutions may exhibit a multistaged precipitation behavior during aging. In addition to the equilibrium phase separation, which was studied extensively years ago in the range 400" to 600",' there exists at least one earlier stage of precipitation, i.e., preprecipitation, which occurs below 300°C in quenched alls.-This note reports on some effects of composition on the preprecipitation in Au-Ni alloys as determined from resistivity measurements. The kinetics of the preprecipitation were studied in alloys of 15 to 85 at. pct Ni which were water- were found in alloys which after various quenching-and-aging treatments were slowly heated and cooled (1Z"C per hr) between room temperature and about 300°C. Two such heating-cooling curves for a 40 pct Ni alloy are shown in Fig. 2. Similar effects were observed in other 15 to 50 pct Ni alloys. These curves are characterized upon heating by two changes in slope indicated by A and B in the figure and upon cooling by a resistivity hysteresis of approximately the size of the original decrease in resistivity after the aging treatment. The inflection at B generally falls at about the same temperature for all heating curves for a given alloy and appears to be a critical temperature (T,) for the preprecipitation for that alloy. The values of T, for most of the 15 to 50 pct Ni alloys fall in the range 200" to 220°C. The position of the inflection at A depends upon the heat treatment prior to the heating-cooling run and perhaps the heating rate, which was held constant in these runs. The preprecipitates grown in by the appropriate aging treatments seem to decrease in size as the alloys are heated from A to T,, dissolve at T,, and do not reappear after cooling below T,. When similar heating-cooling treatments were performed on 60 to 85 pct Ni alloys, an entirely different behavior was observed. Typical results are shown in Fig. 3 for an 85 pct Ni alloy. In these

The great additional clue given to professional books by adequate alphabetical and analytical indexes has been recognized from the beginning in the publication of the Transactions of the American Institute of Mining Engineers The bust ten volumes, edited by Dr Thomas M Drown, the secretary, were provided with indexes, as well as tables of contents Moreover, he included in Vol V (published in 1877), a consolidated index of Vols I to V , inclusive, and, at the triune of his resignation in 1884, he had prepared a similar index of Vols I to X , inclusive, which was published in the following year The indexes of the annual volumes from Vol XI on were made much more extensive than their predecessors Casual mentions, as well as important discussions, were included, the geographical localities of mines of works alluded to in the text were added in the index, and numerous cross-references were introduced, with the purpose of making it easy for the student to discover at once what the Transactions contained, either of thorough treatment or of hints and clues to further inquiry, concerning any topic, locality, or person within their scope In order to extend the advantages of this larger scheme to the earlier volumes a consolidated index of Vols I to XV , inclusive (published in 1888), was prepared by compiling the several annual indexes and introducing additional items for those preceding Vol XI Vol XX , issued in 1892, contained a similar consolidated index for Vols XVI to XX , inclusive, in 1897, a sepal ate index-volume, covering Vols XXI to XXV, inclusive, was published, and on 1902 appeared another for Vols XXVI to XXX These four indexes, for Vols I to XV, XVI to XX, XXI to XXV , and XXVI to XXX, respectively, bound together into a book of about 950 octavo pages have constituted for the last five year s a consolidated index to the Transactions which they cover-with the single difference that the book had to be consulted four times, where a single comprehensive index would require to be consulted but once This disadvantage, however, was relatively small, compared with the great convenience of finding by four trials m one book what would otherwise call for 30 separate searches in 30 books Moreover, the possession of the one might be most useful to a student who did not possess the 30, by indicating to him what they con-

DEPENDENCY on foreign sources for many mineral raw materials is a characteristic of our economy which is becoming painfully evident. Although investment in foreign mining projects has increased, it has not kept up with the growing demand for foreign minerals. The sphere of American investment capital in mining ventures abroad has been severely limited by the rise of nationalism in many underdeveloped countries. Consequently, we can look back over half a century in which mining investment, exclusive of petroleum, has increased by 50 pct whereas other American investments abroad have multiplied by better than 300 pct. Investment in foreign mining or petroleum encounters different problems than capital investment for other industries. It is rarely invested in industrialized nations. Most of it goes to countries with expanding frontiers, like Canada, or to underdeveloped nations like Liberia. It must be used for building communities, recruiting and training labor, and establishing lines of communication and transportation. These complications are an accepted part of the mining game. However, the most complex problem is in those countries which consider mineral exploitation a usurpation of the people's natural heritage. This is a characteristic of the young government existing by a tenuous balance of power in an underdeveloped nation. American mining capital understandably has shunned these nations as being poor investment risks. However, they possess minerals which are needed by industry. Our government has attempted to stimulate mineral supplies beyond those provided from abroad by private capital. ECA, now under DMPA, makes loans to foreign mining companies. Since the ECA program cannot be expected to continue indefinitely, Point IV seems to be the logical next step to encourage foreign countries to fill our shortages. However, only 1 pct of the $35 million budget provided in the first year for Point IV was alloted for mining programs. Considering the need for minerals and the difficulties of procuring them by private investment, a larger share is needed and justifiable. Those who have been engaged in foreign mining can vouch for the fact that it takes many decades to teach the complex technology and economics of mining to the natives of under-developed countries. For this reason Point IV must be considered a long range program. Mineral requirements for the present must be met by more direct measures. Encouragement of private investment in foreign mining by such incentives as tax relief on profits from foreign sources, international bank-borrowing facilities for private capital, and diplomatic assistance in encouraging foreign countries to cooperate are imperative for our future mineral security.

INTRODUCTION From a tax viewpoint, United States mining companies are at a substantial disadvantage in the international mining area compared with companies in other major capital-exporting countries, according to a 1975 study by Coopers & Lybrand for the American Mining Congress. The study compared the relative tax position of a United States investor with investors from Belgium, Canada, France, Germany, Japan, the Netherlands, Switzerland, and the United Kingdom. The comparison was based on average rates of return realizable by investor companies on four mine-model investments in twelve capital-importing countries. The countries in which these investments were assumed to be made are varied in their tax systems so that a wide range of possibilities was included in the analyses. Each mine model was standard so that the rates of return for each investment by each investor were affected solely by the respective tax systems of the capital-exporting and capital-importing countries. UNITED STATES POSITION The study found that the United States competitive position, in terms of the average rate of return on an overall basis, ranked next to last among the nine capital-exporting countries in the study. Further, the United States overall rate of return is more than 20% below that of the country (Japan) with the highest overall rate of return. On an average return-on-equity basis, the United States' position among the nine investor countries, for each of the mine investments studied, was: copper, eighth; iron ore, sixth; nickel, fifth; manganese, a tie for last place. Figure 1 shows the overall results realized by each capital-exporting country on the basis of average return on equity. [ ] The frequency with which a given capital-exporting country attains the highest or next highest rate of return in a capital-importing country provides further insight and another basis for comparing the tax laws of the capital-exporting countries. Of the situations compared in the study, the United States never attained the highest rate of return, and reached the second and third highest rate of return in only two instances. The tables showing the frequencies of rankings are given in Table 1 for each of the four mine models. In summary, the United States mining company does not have a competitive advantage under the tax rules when competing for mineral concessions in other countries. The United States company, in fact, appears to be at a clear disadvantage. The study also considered the effect of the following recent tax proposals on United States investors in international mining ventures:

Interfacial tension divided by the difference in density between the liquid and the vapor phases was determined experimentally by the pendant drop method on several isotherms in the two phase region below the critical point for the methane-normal decane system. The density difference data of Sage and Lacey was used in the calculation of interfacial tension. Both interfacial tension and and interfacial tension divided by density difference were found to vanish at the critical point. Interfacial tensions of less than one dyne/centimeter were observed as far as 1,000 pounds per square inch below the critical pressure. EXPERIMENTAL PROCEDURE The interfacial tension divided by the density difference for the methane-normal decane system was determined at the 100°, 130°, 160' and 190°F isotherms, from pressures of about 1,000 psi to the critical pressure, which is more than 5,000 psi for these isotherms. Particular emphasis was placed upon the investigation at pressures slightly below the critical pressure where the interfacial tension is less than 0.5 dyne/cm. Volumetric properties in the two-phase region, including the critical pressures and temperatures, were taken from the work of Sage and Lacey.1 The experimental pendant-drop technique used for the determination of interfacial tensions at high pressures incorporated the ideas of Michaels and Hauser,2 Hough, et a1,3 Walker4 and Heuer.5 In addition, the technique for determination of extremely small interfacial tension by Jennings6 was utilized in the region near the critical points. A detailed description of the apparatus is given in a dissertation by one of the authors.7 Cleaning operations on the stainless-steel sample system included successive washings with chromic acid, tap water and, finally, distilled water. Subsequent cleanings were performed with re-distilled normal pentane, which had an extremely low residue upon evaporation. Specific composition requirements necessitated a fairly precise sample introduction — although, fora two-phase, two-component system, the composition of each phase is completely determined if pressure and temperature are controlled. The normal decane was delivered into the evacuated sample system as a liquid from a burette. The methane was then introduced into the system from a calibrated isothermal container, so that pressure differentials could be used to determine the amount introduced. High pressures were obtained by compressing the sample with a mercury injection pump until the critical pressure was reached for the particular isotherm being studied. Experimental data were then obtained for specific pressures by first decreasing the pressure slightly so that two phases would appear, and then photographing a drop at that pressure. The income of the Institute is derived from dues, subscriptions to Mining and Metallurgy and sale of publications. These sources are fortunately supplemented by the interest from invested funds now amounting to over $500,000, a considerable portion constituting endowments for especial purposes. Aside from the medal funds the principal endowments are the James Douglas Fund for support of the Library, the Rocky Mountain Fund and the Seeley W. Mudd Memorial Fund. The income from the two last named is available for the support of research and a variety of other purposes, It is allocated by the Board of Directors upon recommendation of standing committees in each case. An active effort is being made to increase the endowments of the Institute, it being felt that unusual opportunities exist for research and public and professional service through the organization and at a minimum of expense. J. V. W. Reynders is chairman of the Endowment Committee. Seeley W. Mudd Memorial Fund THE Seeley W. Mudd Memorial Fund, consisting of $100,000, was given the Institute in 1929 by the family of Colonel Mudd who had served the Institute as Director, Vice-president and on many important committees. His long career of distinguished professional and public service is fittingly commemorated by this fund. The income is available for support of research and other special purposes. In view of Colonel Mudd's life work with the nonferrous metals and his keen interest in the younger men of the profession it is purposed to apply the fund particularly to the benefit of these two. Control of income is exercised by the Board of Directors on recommendation of a Committee consisting of the President and Secretary, ex officiis, together with three others selected by the Board. The Committee consists at present of the following members: W. H. Bassett, President; H. Foster Bain, Secretary; Harvey S. Mudd serving until October, 1931; Edgar Rickard serving till October, 1932; George Otis Smith serving until October, 1933. On recommendation of this Committee the Board has authorized as a first project the preparation of a series of small books designed especially to be helpful to the Junior Members. These are now being written and it is hoped will be available for distribution in 1931. The list includes: A Brief History of American Mining, by T. A. Rickard; Mining Costs, Why and What, by Arthur Notman; Introduction to Mineral Economics, by H. Foster Bain and T. T. INTRODUCTION Trade financing is a particularly important component of short-term financing for a minerals company since errors, extra costs, or payment delays/defaults can easily wipe out the profit margin on a particular shipment or can cause problems when arranging purchases of e.g. reagents. It is required to make any minerals operation function and does not have to be cross-border to require proper management. Sources of working capital are as follows: 1. Extended credit terms from suppliers 2. Inventory loans from banks, finance companies 3. Accounts receivable financing or factoring 4. Credit lines or overdraft facilities from banks. TRADE CREDITS These are provided under the familiar terms "net 10 days" or payment due by the "10th day of the following month." Thirty days for payment is usual but longer periods can be negotiated with regular suppliers. Shipment may be made on open account with specified periods for settlement. In the mining industry, a custom smelter gains trade credit by paying for concentrates three months after the month of shipment. INVENTORY LOANS Various forms of inventory finance are provided via "floor-plan" or warehouse financing. A set percentage, usually 60%-80%, of a good-quality, readily saleable inventory item (e.g. bullion, concentrates, ingots) will be provided by a bank or finance company which will usually have security over these products and has a right to inspect the goods from time to time. Legal security will he achieved by warehouse receipts, floating liens, chattel mortgages, trust receipts, or through collateral management service companies. The latter certify control over stock or distribution outlets and often carry insurance against fraud. Costs range around 1.5% - 2.0% p.a. or more plus some fees to cover out-of-pockets or other costs. ACCOUNTS RECEIVABLES Accounts receivable financing is based on the company's generation of satisfactory receivables which are continuously assigned to a bank or finance company ("factoring"). Because of the risks in being able to collect receivables, such as payments to a smelter for its blister copper shipments to a refinery, this form of financing costs as much as 3% - 5% of the debt amount purchased plus an additional charge for processing paperwork. Receivables can be purchased with or without recourse and on a notification or non-notification basis to the client's customer to, respectively, pay the invoice directly to the bank or not. LETTERS OF CREDIT Letters of Credit ("L/C's") are a common feature of international trade finance whereby a bank, at the request of the buyer, issues a written undertaking to an exporter to pay a specified sum of money within a set time on presentation of previously specified documents. This undertaking means that the exporter is no longer relying on the credit standing and integrity of the foreign importer. A dispute about shipment does not otherwise affect the obligation to pay upon presentation of a "clean" set of documents. These documents include the hill of lading and other documentation, often on standard "form" bases. There are a number of conventions and techniques in L/C's such as irrevocable/revocable L/C's, time L/C's, confirmation/advising L/C's and transferable L/C's. These are tools to adjust for the varying risks that the importer will not pay. Other routes where one is comfortable with an importer include documentary sight hills (D/P hill), documentary term bills (D/A bill), and, of course, open account.

The Ural Mountains, which were formerly the dividing line between Asia and Siberia, area chain of low mountains, the highest peaks reaching only a little over 5000 ft. The country has been much eroded and the mountains now appear as rounded hills. In the central and northern parts turf swamps abound. The range is covered with forests except at the extreme southern end. The trees are mostly pine. Birch grows on cut-over areas, but never to large size. The rivers are small or the fall is slight, so no large water powers are available. A series of rivers with a north and south course, and which are navigable for long distances, furnish cheap transportation during the summer months. Railroad communications are very insufficient. The first active exploitation of the mineral wealth was initiated by Peter the Great, who sought iron and copper for use in his wars against the Swedes. He selected a blacksmith named Demidoff to supervise operations and gave him rights to most of the Ural and to the Altai. The Nijni Tagil Estates are still in the possession of the Demidoff family. The original large grant was subsequently subdivided through inheritance and marriage, but the Ural is still a country of very large estates, some of them held as leases only and some of them by actual ownership.
