This instrument, shown in Fig. 1, is not generally known, though it has been used in England, and found very practical, handy and useful in work not requiring a transit or theodolite. It is not only a good miner's dial, but a circumferentor as well; that is, it can measure horizontal angles like a theodolite. The magnetic bearings are conveniently read on the inward-beveled upper divided circle; while another circle, graduated on the base-plate, is used for reading the horizontal angles with a vernier. Two leveling spirit-bubbles are sunk in the same base-plate. The vertical divided semicircle is attached to the compact-box by two short axes, which permit the semicircle, with its plain sights, to be turned down to a horizontal position, and rest upon a pin, which relieves the axes from strain. This adjustment gives a clear view of the needle and vernier, and protects the instrument from injury, when carried through low mine-workings. A groove in the semicircle receives a sliding-bridge which carries the plain sights, and a vernier for reading vertical angles. A ball-and-socket-headed tripod is used; but sometimes the instrument is mounted on parallel-plates and level-ing-screws; and sometimes a telescope is attached, instead of the plain sights. The instrument is admirable for all such Mexican surveys as Mr. E. A. H. Tays describes ;l and saves so much time and labor as to be vastly superior to the less accurate hanging-compass called by him a " bully " instrument. If the hanging-compass was ever used in England, it has long since given way to more modern and superior instruments.

Engineers' Centennial THIS summer, in Chicago, will be celebrated the "Centennial of Engineering" and half a hundred engineering societies will have meetings of one kind or another in the two weeks following Labor Day. It is really the 100th anniversary of the founding of the American Society of Civil Engineers. Centennial of Engineering is merely a convenient label to put on the celebration of 100 years of engineering progress in this country since the ASCE was founded. Engineering, of course, is much older than is thus indicated-thousands of years older. But Americans have a penchant for dramatizing progress by celebrating assumed anniversaries. Four years ago a special 30 stamp was issued on which a Brahma chicken was prominently displayed, with the legend, "1848-1948. Centennial of the American Poultry Industry." We feel reasonably sure that the first dozen eggs was sold considerably earlier than that. Until a hundred or so years ago engineers were generally classified as either military or civil. Apparently a group of civil engineers met for the first time in Augusta, Ga. but no records were kept and the first meeting of which we have definite knowledge was at Barnum's Hotel in Baltimore, Feb. 11, 1839. Forty engineers were present and they decided to form a society. Among the aims of these engineers was "the greatest amount of useful effect at the smallest cost," which is as good a slogan for the engineer of today as it was 113 years ago. It was mentioned that the existence and prosperity of the society depended in no small degree on "the personal conduct and exertions" of the members. "Talents and respectability are preferable to numbers ... from too easy and promiscuous ad mission, unavoidable, and not infrequently incurable, inconveniences perplex most societies."

It has long been known that minute quantities of foreign substances, when alloyed with steel, are capable of materially altering its physical properties. Thus, half a century ago, Faraday and Stodart, in England, discovered in the famous Indian steel, known as " wootz," small quantities of aluminum, from 0.0728 to 0.693 per cent., and attributed its extraordinarily good quality to the presence of such minute quantities of that metal. Since aluminum is now produced by electrolytic means on a large scale and at low cost, its addition to cast-steel has been frequently recommended of late. Chromium was alloyed with steel fifty years ago by the celebrated French metallurgist, Berthier, of Paris, and has recently been successfully applied to the same purpose by Holtzer, of Terre-Noire. In 1860 titanium was alloyed with crucible steel by Robert Mushet, of Coleford, the alloy containing up to 0.50 per cent. of titanium, which was extracted from Norwegian ilmenite. The titanium-steel was much vaunted by him for its excellent qualities. Rhodium, a very rare metal of the platinum series, was maintained by Berthier to improve steel materially in strength and hardness. Manganese has always been held by Sheffield steel-melters to provide steel with excellent qualities, and this influence was quite recently investigated by H. M. Howe and L. Campredon. Nickel was tried as an addition by Berthier, not to speak of gold, silver and platinum ; and nickel-steel has recently been brought into prominence by J. Riley and others, who recommend it for its great strength and toughness, particularly as material for armor-plates.

The time-honored description of the growth of metal crystals to form polycrystalline aggregates is one in which two important steps are considered: (1) nucleation, and (2) dendritic growth, each dendrite starting from its individual nucleus and resulting (upon slow cooling, assuming no solid phase changes) in a macrograin. This picture of the process of crystallization is incomplete, and it is with the hope of enlarging upon it that the following summary and correlation of experimental results are given. Mosaic Structure For an exact definition of the mosaic structure of metal crystals—if, indeed, one can be found that will hold for all metals—one must await the results of much experimental work in this field. The writer's investigations have been confined almost entirely to copper and a few of its alloys. The following terms are proposed, and will be used in this report: Macromosaic Structure1.—Large-scale mosaic structure; more specifically, mosaic structure of a scale large enough to produce splitting of Laue spots on back-reflection Laue X-ray patterns2. The deviation from exact parallelism of neighboring macromosaics varies from a few minutes to a few degrees3. Just as there are no exact dimension limits for macrograins, so the dimensions of a macromosaic vary considerably. C. W. MERRILL*—Mr. Hughes' paper not only is very well presented but is most timely in that it covers a subject of vital interest to the United States. Tin is one of the strategic metals which has not been found here in appreciable quantities. The total United States tin output since the first recorded production over 100 years ago would not supply current consumption for a fortnight. On the consumption side, tin is extremely important in national defense because of its use in tin plate which, in the form of tin cans, makes it possible to feed properly the armies that the United States recruits from its civilian population in emergencies. Moreover, the internal combustion engines so important in powering tanks, planes, and other war machines, require large quantities of tin alloys for bearings and for soldering. These considerations, along with the fact that Malaya, historically, has been the leading source of tin to the United States, make the kind of information that Mr. Hughes has presented so ably. a matter of vital interest. Your Chairman, Mr. Romanowitz, in his introduction, referred to the fact that I had been a member of the United States delegations to the three meetings of the International Tin Study Group. Some cominents on the Group's objectives and deliberations may be of interest. When it appeared that the International Tin Committee, the prewar producer's cartel, might soon revive its operations and extend its control agreement beyond the expiration date of Dec. 31, 1946, the United States Government became interested in some kind of an international trade organization concerned with tin which would give the consumers' interest equal representation with the producers' interests. An international meeting was called in London in October 1946 to consider this problem. A computer program has been developed to simulate a gas transmission 1ine operating under transient conditions. The program was developed by application of the basic mass and momentum balance equations. The nonlinear equations thus obtained were transformed by the method of characteristics and finite-difference techniques to make them suitable for machine computation. Three tests of the computer program were made. In each of these, the initial condition was assumed to be steady-state flow, the inlet density was held constant at the initial condition, and the outlet mass flow rate was varied with time. One test was theoretical in nature, but the others were made for direct comparison with actual field data. Results of the tests are presented in graphical form. INTRODUCTION Theoretical investigations of the transient flow of gas in long pipelines have been limited in number. In 1951, Olds and Sage4 developed a gaphical method of solving the nonlinear flow equations describing transient gas flow in a long pipeline. Research in this field at the U. of Oklahoma was initiated by Nelson1 in 1956. Nelson utilized a computer to solve numerical equations involving a lengthy trial-and-error procedure, and his results have been reported in the literature? It does not seem likely that Nelson's method can be extended to the analysis of transient behavior of pipeline networks; therefore, the investigation to be discussed in this paper was undertaken to improve and extend the previous work. The following discussion presents, briefly: (1) the basic differential equations governing transient flow, (2) transformation of these equations into a form suitable for machine computation. (3) role of boundary conditions in the calculations, (4) a very brief description of the computer program which was developed to simulate the pipeline and (5) results of tests of the computer program.

A METHOD of top slicing has been devised at the Miami Copper Co.'s mine at Miami, Ariz., which differs radically in some ways from the customary methods of top slicing. The area of that section of the orebody in which top slicing is used is about 800 ft. square. The ore, while for the most part soft, is, nevertheless, considerably harder than the capping. The latter is siliceous, seldom containing any clay or other binding material, and breaks into fine particles so that it runs like sand if given the opportunity. Because of these facts, and because the ore is above the average grade of the mine ore, it has been mined by top slicing. Haulage levels are opened up 150 ft. apart, vertically, with two sublevels between at 50-ft. intervals, to facilitate the building of ore chutes. These sublevels are used during slicing for distributing air in the ventilation system. On the haulage level the drifts are spaced on 50-ft. centers, and raises along these drifts are also spaced on 50-ft. centers, except the incline raises as hereafter noted. The raises are cribbed where necessary. Where the wear will be excessive, ¼ -in. iron plates are spiked to the top of every third set of cribbing, for its protection. When top slicing was first used, an attempt was made to carry a slicing face from fifty to several hundred feet long. Timber and other, supplies were brought in through long drifts from an auxiliary shaft. Great difficulty was experienced in keeping these drifts open, the side pressure breaking the posts and the top weight breaking, both caps and posts. Furthermore, the men could not work efficiently while these drifts were .being repaired. The slicing faces advanced irregularly, due to varying conditions, and in many ways the results were not all that could be desired. It was then decided to divide the slicing area into blocks 200 ft. square and this wins later changed to 250 ft. square.

BECAUSE you cannot always proceed by the ordinary pathway since you sometimes find yourself in a place where you cannot have all that you might need or wish, it often happens that it is necessary to know how to recognize and understand your materials well, in addition to having them well disposed, and to know how to use your, ingenuity in arranging a mould., Furthermore, things have a great diversity among themselves, and it is not possible to give a particular rule for all. But if you have a certain broad fundamental knowledge when you have need of many things, the ingenuity awakens and supplies its needs by imitation. Now, because I have thought that you had not hitherto had the slightest shadow of knowledge of what I have described in this treatise of mine, I have expanded and narrated things in greater detail than perhaps I might have done. For this reason I have also decided that I wish to tell you of several methods that can be used if you wish to mould, especially in making an intaglio* for a relief, t or in making another intaglio in bronze from either an intaglio or a relief. And I will tell how every relief reduces, itself from convex to concave and also how the relief is made from the intaglio. These works are first made of plaster or pastes or some other liquid thing that is soft when moulded and becomes hard either by drying out with heat or by shrinking with cold, such as tragacanth, plaster of Paris, sulphur, lead, wax, or similar things. And, in conclusion, we describe the method of making an intaglio from a solid. In making an intaglio you must first consider whether it is a large or small thing, figure or foliage, whether it is in demi- or bas-relief, and whether it is a thing that projects from the mould wholly or in part.

Mineral aggregates experience degradation during field and laboratory compaction. Reduction in the aggregate size is accomplished by abrasion of the particle edges and fracturing of individual pieces which have become overstressed. Little is known of the factors that govern the amount of breakdown experienced for a given situation. A field study was made of the factors affecting aggregate breakdown under compaction using three carbonate aggregates of different physical properties. The preliminary results indicate that rock type, compactive effort, gradation, and thickness of compactive layer are factors which exert the greatest influence. Mineral aggregates experience a mechanical breakdown of some of the aggregate pieces into smaller fragments during any compaction process, whether in the field or laboratory. This phenomenon occurs as abrasion of the sharp edges during movement and reorientation of the particles in densifying and/or as granulation and fracturing of those pieces which have become overstressed. This type is almost entirely a mechanical action. The other occurs after the construction period when the roadway has been put into use. This in-service breakdown is; a different phenomenon from the breakdown during construction in the sense that it combines mechanical with chemical changes. Time becomes an important consideration that may cause subordinate factors in construction degradation to develop into principal ones for in-service breakdown. As the Appalachian mountains reach their maximum development in western North Carolina, we find also in that region indications of extensive dynamic disturbances and alterations undergone by the rocks in' connection with these mountain uplifts. Among the minor results of these changes have been the formation of numerous dikes or a veins " of exceedingly coarse granitic materials, which in some places are mined for the mica which they contain, and in other places are quarried for kaolin. These dikes are filled with quartz, feldspar, and mica, in varying proportions, very coarsely crystallized. Sometimes the mica (generally muscovite), sometimes the feldspar (generally albite or orthoclase) predominates. When the mica is present in considerable quantity, and in large crystals, the dike is usually spoken of as a mica-vein, and is often worked for mica. Sometimes these crystals of mica occur on one side or the other; sometimes on both sides; and sometimes they are largely concentrated toward the middle of the vein, or, it may be, distributed throughout the dike with a considerable degree of uniformity. In many cases the crystals of mica are too small and few to permit the working of the vein as a micamine ; in other cases, very little mica is present, and the feldspar constitutes the larger part of the material. This feldspar of the dikes undergoes, through the weathering action of the atmosphere, certain chemical changes, resulting in its alteration from feldspar into kaolinite—the kaolin of commerce. These dikes vary considerably in size, ranging from a few inches to several hundred feet in thickness, and up to many hundred yards in length. They are generally parallel to the schistosity of the crystalline rocks, which, however, in some cases, they cross at varying angles. The kaolin in those dikes which occur in the Unaka or

THE statistical analysis of blast-furnace data was undertaken to determine some of the relations which exist between the variables involved in furnace operation, and particularly to show the effect of variation of slag composition on such economically important factors as coke consumption, daily tonnage of pig iron and sulfur elimination. It was desired to correlate the results obtained in- commercial practice with those predicted from a study of the quaternary system lime-alumina-silica-magnesia. This paper presents the results of a preliminary study of blast-furnace daily operating reports, and is intended to indicate the suitability of our method of attack and something of the results that may be expected from an extended statistical examination of such data. It has been shown that blast-furnace slags are not composed of oxides, as reported by chemical analysis, but are actually composed of several compounds, each made up of two or more of the oxides present.1 These compounds persist in the liquid state, and the properties of a slag are the properties of a mixture of these compounds, and not of a mixture of the ultimate oxides .2,3 The oxides lime, alumina, silica and magnesia make up 94 to 96 per cent. of the usual blast-furnace slag, and assuming that we may neglect the remainder of the components, we may determine the minerals present, and their relative proportions, from a study of the quaternary system involving these four oxides. Operating reports from 15 furnaces were available for this investigation. Complete slag analyses for one slag per day were available, permitting the calculation of the mineral composition of the slags used. Basic, malleable and foundry irons, with silicon varying from 0.75 to 4.50 per cent. were included in the reports for this examination.

It is well known that under certain conditions ammonia is found in the gas produced by the distillation of coal. Until recently it was held, and many still believe, that this ammonia exists in the coal, and is a natural product of the destructive distillation, varying in percentage, like the other products, according to the nature of the coal, but not formed synthetically beyond that limit. This opinion is in contradiction with well-established facts concerning the formation of ammonia from the elements of the coal. If any ammonia exists as such in the coal, the quantity is insignificant. The purpose of this paper is to explain the theory of the formation of ammonia during distillation, and call the attention of the members of the Institute to its application in connection with the production of heating-gas for metallurgical purposes, etc. For many years little or no importance was attached to the presence of ammonia in coal-gas. It was deemed by the gas-manufacturers an undesirable product of the process, as one of the impurities to be removed; and no attempt was made for its recovery. Not until its practical extraction and utilization was found possible, did scientists commence to investigate the question. Little was known about the nitrogen of the coal, and still less about the reactions leading to its transformation into ammonia. A. W. Hofmann, I believe, was the first to establish a relation between the percentage of nitrogen in the coal and the proportion of ammonia in the coal-gas. As early as 1863 he pointed out that, in dry distillation, such as is practiced in the manufacture of illuminating-gas, only one-third of the total nitrogen in the coal is liberated, two-thirds remaining in the coke. It is no longer possible to doubt that the ammonia is a synthetical product, resulting, under certain conditions, from the combination of the,elements of the coal. The peculiar conditions under which lead and silver ores are now smelted in Salt Lake Valley, Utah, render it advantageous to make slags that are siliceous and carry a high percentage of lime. The ores treated come from Utah, Idaho, Montana, and Nevada; nine-tenths coming from Utah. These ores are siliceous, and contain but little fluxing material; the iron present scarcely sufficing for the sulphur and arsenic. Formerly ores high in iron were furnished from Cottonwood Canons, but this supply is meagre. The ores from Idaho, Montana, and Nevada are high grade galenas, more or less impure. They generally require a large amount of iron for the sulphur, arsenic, and antimony. In the winter and spring of 1880—'81, we were treating at the Germania Works principally Bingham Canon lead ores and silver ores from Tintic. The former contained 15 to 30 per cent. silica, and only 4 to 5 per cent. iron (generally as iron pyrites); they ranged high in lead and low in silver, and carried more or less alumina; the lead was present chiefly as carbonate. The silver ores from Tintic contained sulphides, and ran as high as 80 per cent. silica. We had been running on a slag approximating 40 per cent. FeO, 20 per cent. CaO, 10 per cent. other bases, and 30 per cent. SiO2, which had heretofore been very satisfactory; but with the class of ores then coming in it was of the utmost advantage to use less iron and more lime, especially as the iron ore (50-55 per cent. iron and 5-7 per cent. silica) cost four times as much as the limestone (50-55 per cent. lime, 3-5 per cent. silica). The large amount of alumina in the slag influenced them for the worse; the addition of lime to the charge helped them, and after many experiments regarding the proportion of FeO, CaO, and SiO2, a slag approximating 35 per cent. FeO, 25 per cent. CaO, 5 per cent. other bases, and 35 per cent. SiO2 seemed to answer

WORK on the effect of vacuum heat treatment of 0.040 in. diam sintered and wrought molybdenum wires has been sponsored by the Office of Naval Research at Battelle for the past several years. An electrical resistance furnace' capable of maintaining a vacuum of less than 0.1 micron of mercury at temperatures as high as 4000 °F was used for heat treating the wires. Early in the work, it was found that the introduction of a few microns pressure of oxygen into the furnace resulted in a rapid increase in the oxygen content of the wire specimens and the appearance of a discrete oxide phase. Subsequent elimination of the oxygen atmosphere caused the disappearance of the oxide phase. This was used to determine the solid solubility of oxygen in molybdenum over the temperature range of 2000" to 3000°F.2 It was observed that, with the disappearance of the oxide phase, the wires regained some ductility. Single-phased wires possessed from 5 to as much as 40 pct elongation in 2 in. Later, attention became centered on determining the cause of this wide range in ductility. Wires containing less than 0.002 pct C, less than 0.0007 pct 0, less than 0.0005 pct N, and less than 0.00003 pct H exhibited the erratic ductility noted above. These percentages represent approximately the limit of accuracy of presently available methods of analysis and thus it became apparent that chemical analysis would be of little help in the study. A number of possible explanations for the wide range in ductility were suggested during the course of the work. It was first suspected that variations in the grain size of the recrystallized wire specimens might be responsible. Wire from several lots of material was available. One of these lots tended to develop very large grains when recrystallized, the others all developed an ASTM grain size of 3 to 4 when heated above 2700°F. No correlation between grain size and ductility could be found. It was thought that back diffusion of oil from the diffusion pump might cause contamination of the wire, principally with carbon, but when wires were treated without cooling the cold trap in the pumping system,

THERE was presented for discussion at the February (1924) meeting of the American Institute of Mining and Metallurgical Engineers a report of a committee named by the United States Bureau of Mines on the Use of Oxygen or Oxygenated Air in Metallurgy and Allied Processes. An extensive discussion followed the presentation of the papers, which dealt with the matter entirely from a theoretical standpoint. The results of only a limited, amount of research work were presented and discussion centered around the question: "Is it worth while to carry on research and expend money in determining what can be done in metallurgical operations if cheap oxygen can be produced?" More experimental work on this subject has not been done because metallurgists have not thought that cheap oxygen could be produced, thinking "Why waste time experimenting. with a reagent that cannot be procurable in commercial quantities?" While the producers of oxygen have said " Why waste money on the development of a process to make cheap oxygen unless we know that there will be a market for it when produced?" The discussion brought out two facts: First, many metallurgists believe that their operations can be conducted more economically if they can add oxygen to the air used in various smelting operations; second, a number of chemists believe that relatively pure oxygen can be produced in metallurgical quantities at very small cost. Negative views were expressed to both propositions, but so overwhelming was the view that if cheap oxygen could be produced, many metallurgical operations would benefit that it was voted to recommend that the Bureau of Mines continue its research work, pending the production of the cheap oxygen hoped for. Few experimental data being available, and the attitude of disputants being based largely on theoretical considerations or on reactions and temperatures incapable of positive proof, it has been decided to publish only a summary of the papers and discussions arising from their presentations. It is believed, however, that this will be sufficient to show the lines of reasoning that have been adopted, and be a guide to others who are to make their own calculations or engage in experimental work.

WITHIN the last ten years Kentucky has become celebrated for its low-sulfur bituminous coals. Prior to this time, many investigators had discovered the abundance of this coal but the fact was unknown to the general public until the last extension of Kentucky's mountain railroads was completed. The coals of Kentucky are, broadly, separated into two geographic units-the eastern and the western coal fields. On a basis of their sulfur content these coal fields fall into three units, which are indicated on the accompanying map, by numbers, 1, 2, and 3. The area marked 1, the very southeastern part of the State, shows the lowest sulfur, all coals being averaged. In this field the maximum is 1.04 per cent. and the minimum as low as 0.68 per cent.-both averages and not individual analyses, which would of course show much greater variation. Included in this group are the following counties: Lawrence, 0.87 per cent.; Martin, 0.75 per cent.; Johnson, 0.73 per cent.; Magoffin, 0.S7 per cent.; Floyd, 0.88 per cent.; Pike, 0.68 per cent.; Knott, 1.04 per cent.; Perry, 0.77 per cent.; Letcher, 0.80 per cent.; Leslie, 0.70 per cent.; Harlan, 0.79 per cent.; Knox, 0.86 per cent.; and Bell, 0.92 per cent. The total average sulfur content for these thirteen counties is 0.82 per cent. Bordering the restricted low-sulfur field of eastern Kentucky is the No. 2 belt (slightly darker), which is commonly known as the western border of the eastern coal field. Here the maximum sulfur is 2.91 per cent. and the minimum 1.05 per cent. Again these are averages and not individual analyses. The counties in this group are: Greenup, 2.60 per cent.; Boyd, 1.67 per cent.; Carter, 1.07 per cent.; Morgan, 1.40 per cent.; Wolfe, 1.83 per cent.; Lee, 2.93 per cent.; Breathitt, 1.85. per cent.; Owsley, 1.09 per cent.; Jackson, 1.06 per cent.; Rockcastle, 2.30 per cent.; Clay, 1.09 per cent.; Laurel, 1.08 per cent.; Pulaski, 2.24 per cent.; Whitley, 1.05 per cent.; McCreary, 1.50 per cent.; and Wayne. The sulfur percentage average for this area including fifteen important counties is 1.65 per cent.

THIS country was faced with the possible necessity of utilizing nonbauxitic ores for producing aluminum during World War 11. Construction of four experimental plants to treat such ores by four different processes was authorized1-4 including one at Salt Lake City, for the conversion of Marysvale alunite to metal-grade alumina and potassium sulphate by the Kalunite process.' An aluminum reduction plant in Tacoma, Wash., with a capacity of 50 tons of aluminum per day, was constructed to handle the Kalunite alumina produced at the Salt Lake City plant. The alumina and aluminum plants were Defense Plant Corp. projects operated by Kalunite, Inc. and Olin Industries, Inc., respectively. Kalunite alumina differs from Bayer alumina in several respects, particularly in that the former contains potash instead of soda. The presence of potassium in the alumina feed to the cryolite bath was stated by aluminum technologists to be undesirable under the usual operating conditions of aluminum furnaces. In 1940, about 20 tons of Kalunite alumina produced in the Kalunite pilot plant, were reduced electrolytically in a 10,000 amp furnace at Battelle Memorial Institute and at the aluminum reduction plant at Neuhausen, Switzerland. These relatively small scale tests indicated that satisfactory commercial aluminum could be produced in a practical manner. The Tacoma plant reduced about 2,500,000 lb of Kalunite alumina to produce more than 1,200,000 lb of aluminum, in accordance with the accepted gractice for reducing Bayer alumina. It was desired to determine whether commercial aluminum could be produced on a large scale and to establish the technological differences in commercial reduction practice between Kalunite and Bayer alumina. In the course of collecting data, the effects of the abnormal chemical composition and physical properties of Kalunite alumina were observed wherever possible. Tacoma Reduction Plant The reduction plant had two pot lines, each with 120 cells in series, operated at approximately 32,000 amp. Each cell was provided with a single rectangular Soederberg continuous anode, with side-pin electrical contacts. Each cell was hooded and ventilated through a stack connected to 14 other cells, with 25,000 cfm blower. When the plant started operation in 1942, all of the cathode linings were of block construction. Rebuilt cells were of rammed paste construction.

Literally hundreds of designs of mill liners are in use in current grinding operations, varying in contour from smooth to the roughest of surfaces, and in materials from scrap rail to alloy steels. A certain amount of variation in materials can be expected, owing to differences in local market conditions and the character of ores. However, when one attempts to rationalize the designs in current operations of a parallel nature, there is little that can be called standard practice. Designs and opinions of designs are as divergent as day and night. Somewhere in this maze there must be dues to better practice. The purpose of this paper is to examine the factors for consideration in liner design, and to propose a vigorous campaign of exploration in this phase of grinding operations. The paramount considerations in the choice of mill liners for a grinding operation are: (I) durability, in view of the cost, and (2) developed grinding capacity. Because of the strategic nature of grinding circuits in controlling the production of most mining operations: grinding capacity usually is the greater consideration. Grinding Capacity Mill liners affect grinding capacity in two ways: (I) by establishing dead space within a mill shell, which could be usefully occupied by live grinding media, and (2) by controlling the grinding action of the media. The extent to which liner thickness affects the potential volume of live grinding media, and thereby the grinding capacity, is shown in Table I. In a ball mill 7 ft. in diameter, for example, an inch of liner thickness reduces ball volume and corresponding grinding capacity by 5 per cent. With grinding capacity at a premium, this makes consideration something more than first cost of liner materials. A low-cost, voluminous material, made extra thick to secure adequate life, can be very expensive in terms of grinding capacity. On the other hand, in increased grinding capacity, a long-wearing material in a thinner pattern can save many times its value. From the standpoint of mechanics, the function of mill liners is to provide the means of driving or tumbling the load of grinding media. BrinSmade, Ixmiquilpan, Hgo., Mexico (written discussion*).—While agreeing with Mr. Gibson that his net-profit tax is the fairest and best for mines, I believe that the tax he describes can be more accurately defined by another name. In accounting, net profits are usually considered to be the residual of the gross income after operating expenses and the annual charge for upkeep of plant have been deducted. Even the necessary interest on bonds or mortgages should not be subtracted in this calculation, for this interest represents merely that fixed portion of the net profits going as a return to that fraction of the total property value owned by the bondholders. Applying this method of calculation to the gross income of a mining property, we should onIy deduct operation expenses and upkeep of plant to get the net profits on its whole property value. So Mr. Gibson in deducting a further sum, to cover the interest and amortization of the capital expended in mine development and equipment, really arrives at something quite differen't from net profits; which can properly only be defined as the annual value of the mineral in the ground, or the royalty value in miners' parlance. From one viewpoint, Mr. Gibson's first principle, which assesses taxes, "proportionate to the benefits received by the person or property taxed," is identical with his third principle wbich assesses "with reference to the extent and value of the natural resources enjoyed." With one exception, everything of use around a mine represents a cash expenditure, or its equivalent in human labor, and state action has not added an iota to its value. The one exception is what makes the enterprise possible and it includes the mineral deposits and their associated surface; water and other landed rights. These natural resources are origin2!1y the gift of tile people acting through their agent, the state, and it is evident that a tax laid on whatever profits may arise from their enjoyment will be exactly "proportionate to the benefits received by the person or property taxed." Mr. Gibson is mistaken in his belief that the general property tax of the United States has the same incidence as his system of taxing profits, because the general property tax falls not only on land1 value—as does
