IN March 1949 the Calaveras Cement Co. was sued by five landowners whose properties are located in the vicinity of the plant. These landowners-all of them cattle ranchers-sued for dust damages of $120,338 and for an injunction preventing the company from casting dust upon their properties in injurious quantities. The issue was split, the jury deciding the amount of damages and the court handling the injunction features. The action came to trial before a jury in April of that year and resulted in damages being awarded in the amount of $7,508. A month later the court issued its injunction requiring recovery of stack dust to an 87 pct minimum.

Subsequent to extensive laboratory testing, a pilot plant was constructed to further evaluate the process for high temperature copper cementation on iron in continuous operation. The plant was designed to produce 1 to 10 tons of copper a day depending on the copper concentration of the pregnant solution. The energy required to operate the plant was very low as virtually all the solution heating requirements were supplied by the exothermic cementation reaction. The results demonstrated that this, process has potential for commercial application with respect to operating considerations, and yields a copper product in excess of 95% copper at high reaction rates, low iron consumption, and at least 98% copper recovery from solution.

Placer gold-bearing gravels of interior Alaska and the Yukon are, for the most part, permanently frozen, and are described as permafrost. The first step in preparing these gravels for dredging is to strip by bulldozer the surface layer of tundra, brush, and scrub timber, and to expose the ebony colored surface of the frozen mud at the grass roots. This mud varies from a frozen, muddy ooze to a sandy silt and locally may contain layers of peat. The whole mass is intercalated with ice dikes and lenses. The thickness will vary from a few feet up to 100 ft, depending upon local conditions. A freshly exposed surface will thaw to a depth of 4 in. per day during the summer season. Common practice is to expose a large surface of this mud to the sun and each day's thaw is then swept off by water and carried away in suspension.

The total value of world offshore mineral production in 1970 is estimated around $180 million-less than 1% of the total onshore value for that year (Table 1). As such, offshore mining is still a relatively small industry. Commercial operations center around production from unconsolidated surficial deposits lying in shallow waters of the continental margins. While minerals recovered include sand and gravel, iron, tin, limestone, and aragonite, other possible mineral targets have been identified For consolidated deposits, only two offshore operations are known to exist. They are Alaska Barite Co.'s Castle Island mine (see p. 46) and Freeport Minerals Co.'s Grand Isle mine in Louisiana. At Grand Isle, sulfur is recovered from an offshore platform utilizing the Frasch process. Also, Freeport recently announced reactivation of its offshore Caminada sulfur mine at an estimated capital cost of $23 million.

By S FREDERICK RAVITZ AND KENNETH E FISHER (Tech Pub 681, also Trans , vol 121 2300 words) Four liquids are ordinarily produced in lead smelting, namely, bullion, speiss, matte and slag To determine whether these exist together in equilibrium, the distribution of gold and silver among them was measured To crucibles containing similar mixtures of all four products, varying amounts of silver were added, and the crucibles were heated together under the same conditions for 3 hr, during which the charges melted and separated into four layers After cooling, these layers were assayed for silver, and the distribution coefficients, 1 e , the ratios of the concentration of silver in any particular layer to that in the bullion, were calculated In each experiment, each distribution coefficient was found to be constant, regardless of the amount of silver used Similar results were obtained using gold instead of silver The constancy of the distribution coefficients indicates that the bullion, speiss, matte, and slag exist together in equilibrium

THE construction of Norris Dam, built by the Tennessee Valley Authority on the Clinch River, a tributary of the Tennessee River, involved the production of coarse and fine aggregate for approximately 1,000,000 cu. yd. of concrete; A hammer-mill plant for the manufacture of sand from quarried rock was indicated as the most economical method of providing this material. The abrasive character of the feed as compared to the average hammer-mill feed made it necessary to control operations rather closely, and this resulted in the accumulation of many data bearing on production and maintenance. This paper will deal only with three specific sets of data, accompanied by such general infor-mation as miry be necessary to explain the conditions under which they were obtained and followed by discussions on the relation of silica content to hammer wear, comparative costs of slugger and stirrup hammers, and comparative costs of tool-steel and n manganese-steel grate bars.

Abstract-Limestone resources for industrial, constructional, and agricultural uses occur on the surface and at minable depths in several areas along the Ohio River and its navigable tributaries in Kentucky. High calcium and high carbonate limestones suitable for use in cement and lime production, steel manufacture, environment control measures, and other special uses are present in the High Bridge Group (Ordovician) and Warsaw and Ste. Genevieve Limestones (Mississippian). Deposits with thicknesses of 7.3 to 20.7 m, (24 to 68 feet) have been documented by the analysis of samples taken at 0.3-m (1- ft) intervals. Active and potential mine and quarry sites afford access to water transporation and proximity to a number of industrial and metropolitan centers. Geologic factors affecting the distribution of deposits include the Cincinnati arch, regional dip into the Appalachian and Eastern Interior basins, complex faulting in and near the western Kentucky Fluorspar mining district, and late Paleozoic, erosional unconformities in northeastern Kentucky.

In recent years, increased attention is being paid to the application of oil-agglomeration technique for (a) improved recovery of low- ash clean coal, (b) effective beneficiation of low-grade coking coals and (c) removal of pyrite sulphur from high-sulphur coals. In this technique, which has been proved to be more effective than convention- al froth-flotation, advantage is taken of the oleo-philic nature of finely ground coal to separate it under controlled conditions from the associated minerals which are hydrophilic in nature. Unlike froth- flotation, no aeration is needed in the process and the concentrates which are obtained in the form of agglomerates or micro-pellets have easier dewatering characteristics. Optimization of operating variables in treating individual raw feed is a pre-requisite for the successful application of this process. A 10 gram batch unit was employed in the present test series. This paper presents - results from these investigations on such operating variables as (i) size of coal, (ii) amount of oil used, (iii) time of stirring, (iv) rate of stirring, (v) solid content in slurry and (vi) effect of conditioning.

During the history of man, the term concentration has had many meanings. Early in history, it may have been construed to mean sorting and smelting. Not many years ago, its definition included only the physical beneficiation processes. Today, and in this article, the term concentration is taking on the meaning of beneficiation and chemical processing, or either separately. An alternate definition could be: concentration is the process of recovering and upgrading an element or nonmetallic mineral so that the product can be used or refined for the needs of man. For the purpose of this article, concentration will have the same connotation as it does in the mineral industry, which has come to include processing methods such as leaching and chlorinization under this heading. Usually, smelting techniques and electrorefining are excluded and classified under the heading of refining. Using the broad definition of concentration, the areas of mining processing include not only the physical beneficiation processes and flotation but also hydrometallurgy and vapor-metallurgy. These methods include sorting, sizing, crushing and grinding, gravity concentrating, magnetic processing and flotation as well as hydrometallurgy and vapor- metallurgical processing.

The Bunker Hill mine in the Coeur d'Alene mining district at Kellogg, Idaho, has been a major producer of Pb-Ag-Zn ores since its discovery in 1887. The mine has produced over 29 million tons of ore from some 20 to 25 veins and ore zones and now covers an area approximately 1 mi long by 0.5 mi wide. The active section of the mine extends from 2500 ft above sea level to 1600 ft below sea level. Ore production is presently at the rate of about 1700 tpd. A 2-mi adit, the Kellogg tunnel, at the 2500 elevation provides access to the main shaft area. Ore is hoisted to the adit level through a 5000-ft. 50º-inclined shaft extending to the lowermost haulage level 1200 ft below sea level. Primary shaft service for men and materials is supplied by three major internal inclined shafts equipped with double-drum hoists. Present production requires ten levels to serve for main line track haulage. These range up to 5000 ft in length and are either 200 or 400 vertical ft apart. Also, many intermediate levels exist throughout the mine.

WHEN the roughing tables operated in 1923 were abandoned, all the coarse iron pyrite for-merly removed by the tables had to be ground to flotation size, which caused an increased power con-sumption of 2 kw.-hr. per ton. Recently, by increasing the tonnage, this has been reduced to a total of 16.6 kw.-hr. per ton. The cost of repairs has been slightly reduced by using an alkaline circuit instead of the acid mine water used in 1923. Other economies from elim-inating roughing tables and the finishing tables have more than compensated for the extra grinding and the total costs have remained practically the same, until the first part of 1927, when, with increased tonnage, the total cost has decreased to 72 cents and the repair cost to 9 cents. In 1923, with a combined gravity and bulk flotation flowsheet, the grade of concentrate was only 4.38 per cent copper. With preferential flotation this has in-creased to over 17 per cent copper. The tailing has decreased from 0.29 per cent -copper to 0.18 per cent. The copper recovery, instead of decreasing; as might be expected, has increased from 87.4 per cent to, 91.5 per cent. SINCE the blast fired August 15th, 1878, which was described by Mr. Clark,* and up to November, 1881, we have fired three smaller blasts, one in the: southwest corner of the quarry and two in-the but-tress of rock Left standing by the first blast rear the mouth of the main gangway. We intended to keep an exact account of the stone thrown down by each blast, but the large quantity required by, the furnaces since the beginning of 1879, and the time taken up by more important matters, have caused this to he neglected, so that it is not possible to separate exactly the, cost and quantity of stone obtained during this time by the old method from that furnished by the large blasts; yet as the latter quantity has beet much greater than the former, some notion of the value of the Jarge-blast plan may be reached by comparing the figures from September, 1878, to November, 1881, with those for times when the old system was exclusively used. Since 1878 wages have been raised, lowered, and again raised, and to get a year of sufficiently large production for fair comparison it is necessary to go back to that ending April, 1872, when wages and supplies were different from present prices and from those of 1878. * Transactions, vol. vii, p. 266.

The Mexican Government operates 100 per cent of the refining branch of the industry, 100 per cent of the domestic distribution, 96 per cent of the crude production and 92 per cent of the total exports. No discussion of the Mexican petroleum industry in 1939 is adequate without reference to the "expropriation" of the foreign-owned oil properties in Mexico by executive fiat on March 18, 1938. The forcible seizing of the properties culminated a long series of efforts on the part of the Mexican Government to obtain control of the oil properties developed through foreign initiative and with foreign capital in Mexico. The heart of the issue is whether the Mexican nation or any nation may with impunity confiscate the legally acquired properties of American citizens. The Department of State of our Government has in its communications to Mexico emphasized the fact that its "expropriation" of American properties was confiscatory because Mexico had failed to make "adequate, effective and prompt compensation"; that the taking was no less confiscatory "because there may be an expressed intent to pay at some time in the future," and that, consequently, "Mexico has assumed and continues to assume to exercise a right without compliance with the condition necessary to give such exercise a recognizable status of legality." Mexico has professed its willingness to pay for the oil properties but at the same time through its Supreme Court it has declared that the owners or lessees do not have the exclusive right to extract and dispose of the oil in the subsoil. This is a reversal of the Mexican position with respect to oil as set forth in the Mexican mining laws, affirmed by Mexican Supreme Court decisions, and as clarified in the Warren-Paync and the Morrow-Calles agreements, as well as in diplomatic correspondence. THE increased importance and value of chemical analysis in connection with metallurgical operations is largely, if not entirely, due to the increased accuracy of the analytical methods used for the quantitative determination of the foreign elements always associated with the metal operated upon. This applies especially in the working of iron and steel, and to the determination of the amounts of such elements as phosphorus, carbon, and silicon. The influence of greater or smaller amounts of these elements upon the physical properties of iron and steel will be better understood when the proper experiments shall have been made upon samples whose chemical composition is known with almost absolute certainty. From the present standpoint of analytical chemistry, it is easy to see that at least one reason for the failure of many attempts to solve this problem, is the inaccuracy of the analytical methods used. Even at the present time the frequent want of agreement (over and above the unavoidable error due to manipulation) between chemists working on the same sample, leads one to think that there is still at least a choice in the methods used. It is true that very frequently a faulty method in the hands of a skilful analyst may be made to give corroborative results

10.4-1. Load Design and Construction. Surface mine haulage roads are used for transporting raw products to the mine site, preparation plant, or loading facilities, and to provide personnel and equipment an access to the pits and mine area. All of the aspects of highway engineering, including minimum slope inclines, properly banked curves, and adequate drainage, must be followed to facilitate construction of safe and efficient haulage roads for fast and economical transportation of the mined product to its destination. By maintaining good haulage roads, both truck and equipment maintenance will be kept to a minimum, resulting in reduced mining costs and subsequently higher profits. [ ] There are several basic considerations in haulage road planning. Most important, one must follow all safety procedures in both design and construction of the roadway. A maximum effort should be made to follow current mining plans when laying out and planning haulage roads (aerial photographs can be extremely useful in planning and routing of roadways). Grades, road widths, and curves must be maintained within limits of present and/or planned haulage equipment specifications, since all these factors can limit speed, and hence production (Table 10.4-1). I read Professor Gaudin's paper with great interest and pleasure because for some time I have held that the chemical aspect of comminution is a subject of considerable importance to the mineral dresser and deserves to be thoroughly investigated. It does seem appropriate, however, to emphasize the fact that "fresh" edges and corners produced by the grinding of solids display enhanced reactivity has been recognized and utilized in the development of certain mineral identification techniques. Some of these techniques are worth noting, not only because they might facilitate research in the aspect of mineral dressing under discussion, but also because they emphasize the fact that many mineral species commonly regarded as being very inert can display a surprising reactivity when in the freshly ground state. In 1951 Isakov published a number of tests for the components of certain mineral species which depend essentially on grinding in a mortar a mixture of the material under investigation with a solid reagent. Thus when stibnite, 4(Sb2S,), is ground with sodium or potassium hydroxide, the antimony is revealed by a momentary development of a yellow color which changes in air to orange-red. Other antimony minerals need a preliminary treatment before the test can be carried out. This consists of grinding with aluminium sulfate, ferric sulfate or potassium bisulfate, and breathing upon the resultant mixture.
