There were no radical changes in the petroleum situation in the Russian Soviet Union during the 1926 to 1927 operating year. The developments of the previous year were continued, but the major undertakings were far from being completed. The pipe lines from Baku to Batum and from Grozny to Touapse, and the large refineries on the Black Sea are delayed in their completion by the insufficient authorizations; until their completion the changes in the general situation will be necessarily of a halfway nature. The marketing situation was subject to much controversy during the past year and, though certain statements are quite true, the bulk of the criticism against the petroleum industry hardly deserves mention. The home market in Russia is steadily growing, with the per capita kerosene consumption already exceeding the prewar figure and fuel oil consumption obviously gaining. The foreign trade is making rapid and well-grounded success, but continues to suffer from low world quotations. There is no apparent sacrifice of home consumers in favor of export trade. The production of all Russian fields increased by 13,750,000 bbl. as compared with the 1925 to 1926 operating year, and next year's program anticipates a further increase of 9,720,000 bbl. (Table 1). The increased and improved refining facilities will make the real gain in production in the next year even larger than these figures indicate.

ARSENIC and antimony are always grouped together by chemists, since they are both members of group V of the periodic table of elements and exhibit a general similarity in the formation of compounds. Metallurgists generally think of them as less closely related because they do not have similar uses. In metallurgical operations, especially lead and copper smelting, arsenic tends to go off as a vapor phase and collect as fume in the flues, while antimony tends to remain with the bullion. Broadly speaking, the frequency of occurrence, practical utility and the effects on associated metals of arsenic and antimony are such that the metallurgist is inclined to think of arsenic as a troublesome impurity in ores, but of antimony as a valuable constituent that is recovered either as a byproduct or through the metallurgical treatment of antimony ores. Estimating the world production of arsenic as about 40,000 tons annually, probably not more than about 200 tons yearly is produced and used in metallic form, whereas one half of the approximately 40,000 tons of antimony produced annually is metallic. The Province of British Columbia covers 382,000 sq. mi., about 250,000 sq. mi. of which have not been prospected. In fact, the coast country and the islands are so heavily timbered and the surface covered with so thick a mantle of soil, muskeg, and, over broad areas, glacial drift, that prospecting and even trail breaking are extremely difficult. It is only along the coast or stream channels, or above the timber line, or where snow or rock slides have scoured the surface, that rock outcrops can be found. Glaciers nestle in many of the cirques and fill the valleys in the higher ranges. Great ice sheets and perpetual snow persist in certain localities, thus reducing the exposed areas worth prospecting. Almost the entire country has been subjected to intense glaciation, so that the conspicuous oxidized outcrops of orebodies typical of the southwestern United States and Mexico do not exist and surface bodies of enriched or oxidized ore are rare. With few exceptions, the mines1 of the Province are working primary ore. Development, have proved that some of these orebodies are large and important, although usually comparatively low in grade. Besides the few mines that have produced most of the minerals, there are many small mines, but their total output is unimportant. Considering the number of mines and prospects and the widespread mincralization, it is strange that no really great mines, comparable in sizc and richness with those in the western United States, have been found. CHANGING trends in concentration, involving regrinding with the subsequent production of a finely divided, high-grade flotation product, presents a real problem to the modern copper smelter. In the treatment of such a material, handling difficulties are numerous and potential possible losses may be very great. In many plants, of course, preliminary roasting of the furnace charge remains an economical necessity. Under such circumstances, the operator has no alternative except to follow orthodox roaster reverberatory practice, though taking all possible precautions to avoid excessive dust losses and bad working conditions. In other plants, roasting is not only unnecessary but would be highly undesirable, and at best the charge would be merely dried before entering the reverberatory furnace. In the latter case the possibilities of raw charging loom large. The Miami plant of the International Smelting Co. handles the entire output of concentrates of the several mining companies operating in the Globe-Miami district. All of these companies produce a flotation concentrate which, at the Miami Copper Co. particularly, is all reground and is high in grade. In addition, the Inspiration Copper Co. ships a substantial tonnage of high-grade cement copper to the smelter from its leaching plant. Following the flow sheet of the original plant, all such material received was bedded, dried in Wedge furnaces and smelted in reverberatory furnaces. At times during the history of the plant it has been necessary to carry the drying operation further, to a partial roast, before reverberatory smelting. Since the charge contained over 80 per cent flotation concentrates, the handling of which in a dried condition was at best a dusty job, unusual precautions were taken to cut down dust losses. The Wedge furnace plant was equipped with a Cottrell treater and all hoppers and calcine cars were carefully designed to cut down dust loss in transferring the so-called calcine from hoppers to car and from car to furnace. In the furnace itself the dusting problem was a severe one. Arch erosion was very rapid and flues and waste-heat boilers rapidly filled up with a partly smelted flue dust.

IN the study of the chemical reactions occurring in the open-hearth furnace, it is frequently assumed that a condition of equilibrium between slag and metal is attained. In order to test this assumption it is necessary to have dependable operating data as well as an exact knowledge of the equilibrium state. Considerable progress has already been made in the study of slag-metal equilibria, notably in the earlier work of Herty1 and of Oberhoffer and Schenck2 and in the more recent researches of Krings and Schackmann3 and of Koerber and Oelsen.4 None of these investigators, however, have employed basic slags comparable to those encountered in basic open-hearth practice, so that up to the present time our only information regarding the equilibria of these slags is based upon observations drawn from steelmaking practice in which there is little assurance that actual equilibrium was attained. The original plan of this investigation was to secure simultaneous slag and metal samples at intervals during the making of an open-hearth heat, recording the heat history in detail and obtaining complete analyses of slag and metal, then to bring these slag samples into equilibrium with liquid iron in the laboratory induction furnace and thus to determine directly whether or not the observed relationships in the open hearth represent conditions approaching equilibrium. This plan was only partly successful. While slags were obtained from the open hearth under satisfactorily recorded conditions and these were remelted in the laboratory under equilibrium conditions, changes in slag composition, which accompanied the remelting operation, were so great that the final slag from the induction furnace bore little resemblance to its open-hearth parent and the direct comparison was therefore abandoned. The results, however, lie within a range of slag composition that is of interest in the making of low-carbon steel. As far as we are aware, they represent the first published laboratory study of equilibria involving slags that contain all the constituents of basic open-hearth slag. EXPERIMENTAL HEATS The first set of measurements on slagmetal equilibrium was made in the Research Laboratories of the American Rolling Mill Co. at Middletown, Ohio. This will be known as series A. The second set was made in the Metallurgical Research Laboratories at Massachusetts Institute of Technology, and will be referred to as series B. In view of the recent advance made in the knowledge of the nature and conditions accompanying the occurrence of oil and gas, and of the recent activity in drilling in Wyoming, Montana, and western Canada, a discussion of the probabilities of obtaining production in such a reservoir as the Dakota sand in general, and in particular districts, is thought by the author to be timely and likely to result in more intelligent operating in certain parts of the territory underlain by this sand. In Canada particularly it is thought that these general considerations have equal if not more significance in a consideration of the oil and gas possibilities of the formations than have the various local conditions. Age and Nature of Deposition of the Dakota Sand The Dakota is distinctive in that it is known to form a generally continuous sheet of sand underlying the greater part of Alberta, Saskatchewan, Manitoba, North and South Dakota, Montana, and large areas in Nebraska, Colorado, and Wyoming. It does not seem to have been laid down in more or less isolated lenses, as has been the case with most oil-sand horizons. Except in northern Alberta, the Dakota sand contains fresh-water fauna, having been deposited very uniformly over these wide areas in shallow water with prevailing strong currents. In northern Alberta marine and brackish water conditions prevailed. In this district it forms the basal member of the Cretaceous sediments, directly overlying beds of Devonian limestone along a great unconformity in the Athabasca River valley and eastward. In southern and western Alberta it is underlain unconformably by the Kootenay shales (Lower Cretaceous), and by Jurassic and Carboniferous rocks. Many chemical methods of upgrading ilmenite to enhance its titanium dioxide content involve reduction of the FeO in this mineral followed by solution of the metallic iron produced. While the use of most mineral acids for this purpose entails acid regeneration or salt disposal problems, these difficulties can be overcome with carbonic acid. Satisfactory rates of iron removal have been achieved at temperatures below 100° C and at CO, pressures up to 600 psi. Lowering of gas pressure over soluble bicarbonate solutions permits recovery of CO. and precipitation of iron oxide. The removal of the manganese, often present in ilmenites, is also feasible with these treatments.

Griffith’s theory of brittle fracture, as modified by McClintock and Walsh to fit rock behavior in cases of failure by compression, has been successfully applied in various fields of rock mechanics. Extension of the Griffith's criterion to rock blasting problems may also be more representative of rock behavior than the simple consideration of a criterion of failure based on the dynamic tensile strength of the material. If consideration is given to pre-existing cracks within rock structure, occurring not only because of the discontinuous properties of rocks, but also as a result of drilling operations that normally precede blasting, those cracks can be propagated under the action of the dynamic stresses (radial and tangential) induced by the passage of the wave emitted by the explosion. Conditions for initiation and propagation of pre-existing cracks are deduced in terms of rock properties and explosives performance. Influence of the different variables governing the phenomenon is discussed after considering an actual example. Results seem to be well correlated with experimental evidence of radial cracking observed in blasting with high explosives acting within hard rock.

Although the above subjects will continue to receive close study for further technological advances, there are other operations involved in the production of coal, which can be improved by the application of ingenuity and modern equipment.

The system concept is to minimize costly unscheduled equipment breakdowns by replacing components earlier than their life expectancy. Periodic unit services are scheduled according to preset constraints. Service sheets are generated by matching a job and component master listing based on assigned cyclic component lives. The system can account for all man-hours reported, and history information can be selectively retrieved. By reducing unscheduled equipment shutdowns, this system allows for better manpower utilization and an overall improvement in equipment reliability and availability.

The outstanding development in the Rocky Mountain region for 1937 was the discovery of oil on the Wilson Creek dome in Rio Blanco County, Colorado, in the Morrison formation of Jurassic age. This discovery opens up a vast territory to exploitation and definitely establishes the western slope of Colorado as one of the region's more important oil areas. In former years, a large number of structures on the western slope were tested dry in Upper Cretaceous rocks but are now believed to hold possibilities in older formations, and a number of such structures are in line for drilling in 1938.

Design methods for foundation anchors and sockets constructed in rock are based largely on empirical correlations which yield a reasonable estimate for initial capacity, but do not address the general concerns of failure mode and load-displacement behavior. This paper focuses on the behavior of foundation-rock interfaces and shows that interface behavior under increasing load results in a progression from an elastic response to secondary behavior, in which interface failure occurs, and finally to a residual stage at large deformations. Procedures to follow this progression are outlined to provide a more fundamental understanding of the problem.
