11.3-1. Basic Principles. Communications systems available for application to surface mining operations can be divided into basic categories. These are: 1. Wired systems requiring some type of metallic conductor 2. Nonwired systems, or those commonly referred to as space-radio systems. Under the heading of wired systems, telephones of the ringer type utilizing magnetos were used in the early pit operations. These are still being used in underground mining operations where calling is accomplished by ringing a code made up of short and long rings. While the standard Bell Telephone Systems have not been applied extensively in underground mining, they have been used in open pit operations but have the disadvantage of using multiple pair cables which must be installed and maintained as the mining operations proceed. They have the advantage however, that when a Bell System is installed in a surface mining operation, communication is available not only within the operation but to any point in the world through the facilities of the world-wide Bell Systems. A second type of communication available is the audio system or public address system requiring the use of a special audio cable made up of shielded pairs for the loudspeaker and microphone circuits. Audio systems have one outstanding advantage over most telephone systems in that, with a high-powered amplifier, a paging call can be heard over and above the high ambient noise conditions usually found at a surface mining operation. However, they have the disadvantage of requiring special cable which must be installed and maintained. Another type of wired communication system available for surface mining is that of carrier frequency equipment similar to that used in underground mining operations. In this system, transmission is accomplished by means of a frequency modulated carrier that travels over the underground trolley wire, the rail on which locomotives travel, and adjacent telephone wires.

IN the utilization of natural resources owner, operator, and consumer should share the attendant benefits. Development needs to be planned under terms recognizing fully the interests of all concerned, for any undue advantage given to any one of these participants is apt to involve even greater and disproportionate injury to one or both of the others. For this reason it is well to preface any consideration of needed reforms in legislation affecting the disposition of public land with a survey of certain fundamental principles that determine the general conditions of all land transfers preliminary to development, utilization, and production. The disposition of any undeveloped natural resource, whether timber, oil, coal, or water power, as a transaction to which hand owner and prospective developer are parties, must be based in theory upon a division of expected returns. Whatever the terms of such disposition, neither party can reasonably ask for anything other than an equitable division of the returns. Under this analysis three and only three questions need to be discussed ; namely, what are those profits, how is this division to be accomplished, and what is the equitable basis of division ? The answer to the third question should probably be found by applying to the problem the principles of theoretical sociology, and' the question need not be mentioned further at this time, inasmuch as it does not involve the practical considerations to be kept in mind in connection with the other questions, which are concerned with only the measure of returns and their division. That is to say, whether the land owner's equity is to be stated as 95 per cent. or as 5 per cent. of the profits attending the development of the particular resource, no change would be necessary in the method to be adopted of arriving at the closest approximation of the prospective total profit.

The smoker, Monday evening, was an unusual success. It was held in the beautiful gold room of the Congress hotel, which was very elabo-rately decorated with American flags. More than 500 were present. The gallery was filled with ladies, who responded to the request of the song leader and helped in many ways to grace the occasion. The enter-tainment, was a varied one and was original with the Chicago Committee, which deserves great credit for the unusual success of the event. Al-though it was mostly funmaking, Dr. F. B. Cottrell and George S. Rice of the Bureau of Mines gave some very interesting talks, illustrated by flags and moving pictures, of their trip through Europe since the armis-tice. Mr. Rice's talk dealt particularly with the demonstrative coal and iron regions and Doctor Cottrell's was devoted almost solely to that part of his trip in Northern Italy where he was investigating the application of volcanic steam to power purposes. This steam is derived from boracic-acid springs and helium is secured as a byproduct.

For many years there have been occasional reports of the discovery of gold from a belt of the coast country of Texas which is underlain by deposits belonging to the lower Eocene. For the most part they have been treated as newspaper reports and no examination or record of them has been made. Among such, it may be mentioned that in 1896 there was a flurry over reported gold-discoveries west of Luling and elsewhere in this belt, and in 1903 some prospect-shafts were sunk on the Gon-zales branch of the Galveston, Houston & San Antonio railway, 3 miles below Harwood. During 1912, further discoveries have again brought the matter to our attention, and it may be of interest to record the facts as we have found them. Some years ago specimens were sent me, which were said to have been taken from certain beds on Gazley creek, and concentrated by washing in a rocker. In them were several particles of gold sufficiently large to be visible to the eye. Under the microscope they showed to be, with few exceptions, sharp cornered, and not rounded as is usual with placer-gold. They were not filings, however, but their sharpness seemed rather to be due to a recent freeing from their matrix. One or two grains were rusty, and one copper-hued, but the most of them were tolerably bright. On examining the material of the samples small grains or fragments were found, of a yellowish brown color, which seemed to be of a finely-granular structure—possibly a sandstone. In these fragments I found particles of gold, one of them being large enough to be visible without a lens. Gazley creek empties into the Colorado river just north of Smithville, and for a few miles north of that place its banks show, beneath the deposits of more recent materials, the sands and clays of the Lignitie division of the Eocene, with lignite, shells of iron, etc.

The melting of cathode copper, ususally containing 95.98+ per cent. • Cu, would appear to be a simple matter. Owing to the well known affinity of copper for sulfur, however, so much sulfur is absorbed by the copper during the operation that a long and expensive refining process is required to remove it, and the final product is inferior in purity and lower in electrical conductivity than the original cathode copper. The furnace operation, as now conducted, includes the following stages: 1. Charging the cathodes into the furnace. 2. Melting the cathodes. 3. Oxidizing period—saturating the copper with cuprous sub-oxide and bringing the metal to the condition known as "set copper;'' this is now done by blowing air into the molten bath of metal. 4. Reduction period, otherwise known as "poling," whereby the oxygen previously added is removed by covering the molten bath completely with coke or charcoal and introducing large poles of green wood; this reduces the cuprous sub-oxide, bringing the copper to the "tough pitch" stage ready for casting. 5. Casting Period. Many experiments have been made to obviate the long periods of oxidation and subsequent reduction, with no success. While the copper first cast will be good, as indicated by the set surface of the bars, it is impossible to hold it to the "tough pitch" condition, and long before the whole charge has been poured the copper will become "overpoled," entailing numerous difficulties. Sulfur has always been blamed by the furnace men as the reason why this refining process is necessary, yet the literature on the subject does not sufficiently emphasize how small a proportion of sulfur will ruin copper for practical purposes. The sulfur absorbed by copper during the melting period comes from two sources: (1) the sulfate left on the cathode sheets in the tank houses; (2) the fuel. The percentage of sulfates on the cathodes is variable, and depends on the care taken in washing the cathodes after removing

H ORACE VAUGHN WINCHELL was born at Galesburg, Michigan, Nov. 1, 1865, and died at Los Angeles, California, on July 28th of this year, at the age of fifty-seven. Mr. Winchell was one of the conspicuous geologists of his time. It may fairly be said that he was a geologist born and reared. His father, N. H. Winchell, was professor of geology at the University of Minnesota; his uncle, Alexander Winchell, was professor of geology at the University of Michigan. Under both of them Horace studied, graduat-ing at the University of Michigan in 1889. Mr. Winchell at once began that active life in the field which he followed for 34 years and until his death. The first years of his professional life were largely spent in the study of the iron ranges of Min-nesota. In 1898, he re-moved to Butte and became geologist in charge of the geological depart-ment of the Anaconda Copper Mining Co. and allied companies. There he remained for eight years. This period covered the trying days of the mining controversies be-tween the Anaconda and associated companies and the Heinze interests, and it fell to Mr. Winchell to direct the geological studies and development in connec-tion with that litigation. Recognizing the importance of careful geological study in the practical operation of mines, he organized and developed the splendid geological department of the Anaconda Copper Mining Co. This was one of his greatest contributions to the mining industry. Probably no mining company has attached the impor-tance to geological study and continuity of geological mapping in connection with mining operations that the Anaconda company has. It has given broad authority to its geological department and the development of its mines is under the direction of its geologists. The broad vision of Mr. Winchell was responsible for the adoption of this policy, one which is being profitably employed by many other organizations.

In 1932, as in 1931, the East Texas area outside the Gulf Coast exerted ' its influence over the entire petroleum industry. Practically 60 per cent of the oil wells completed in the United States during 1932 were in this area, development being chiefly confined to the East Texas oil field in Upshur, Gregg, Rusk, Smith and Cherokee counties. This East Texas area is geologically an interior salt dome basin, along the western edge of which are located the fault line fields as represented by Mexia and Powell. Production occurs on salt domes in the interior of the basin as represented by Boggy Creek and possibly Van, although no salt has actually been discovered in drilling at Van. Shore line conditions on the east side of this basin along the flanks of the Sabine uplift have been responsible for the East Texas oil field. Many known salt domes in the center of this basin have been tested but as yet have failed to produce oil in commercial quantities. The main producing horizon throughout the area is lowermost upper Cretaceous and is known locally as the Woodbine sand. The East Texas Oil Field Development.—Approximately 6000 producing wells were completed during the year in the East Texas oil field. No accurate estimate of the total initial production of these wells is available because few initial production tests were made as the wells were completed. The writer estimates the average initial production of these completed wells at 2500 bbl. per day while flowing wide open through tubing. Based on this estimate, the total initial production of the wells completed during the year is 15,000,000 barrels. At the close of 1932 there were approximately 9500 completed wells in the East Texas field. Of this number 176 were without pipe line connections. The oil produced from these unconnected wells could be marketed for $0.30 per barrel while the price paid for oil run from the connected wells was $0.75 per barrel.

The theory of the differentiation method for the Couette flow experiment is reviewed. Particular attention is given to the requirements on data analyses in the case of the class of non-Newtonian materials described as viscoplastics, i.e., materials characterized by a yield point or yield stress. Here changes in boundary conditions arise when the shearing stress attains a critical value with the result that the form of the basic integral equation for Couette flow is determined by the flow conditions existing during the measurement. INTRODUCTION In the preceding papers in this series,l,2 the salient features of the differentiation method of rheological analysis in Poiseuille-type flow were discussed. It was shown that a dual differentiation-integration method analysis of the Poiseuille flow of idealized generalized Newtonian and visco-plastic models could be used to develop a spectrum of highly sensitive response patterns in terms of certain characteristic derivative functions. These functions were shown to optimize the selection of the most appropriate functional relationship between f(p) and p from the Poiseuille flow experiment. The present paper reviews the theory of the differentiation method as applied to the equally important Couette flow experiment. We will also discuss the range of variables over which the basic integral equation for Couette flow is applicable when the non-Newtonian material is of the viscoplastic type, i.e., characterized by a yield point or yield stress. THEORY Having described the application of the differentiation method to Poiseuille-type flow in the preceding papers, we now proceed to the case where the test liquid is confined to the annular space between coaxial cylinders of length L, one of which is in motion, i.e., Couette flow, formulating the basic integral equation after the method of Mooney.3 The observed kinematical and dynamical quantities are the angular velocity O and the torque T. THE kaolins of the southeastern United States were known to civiliza-tion as early as the latter part of the eighteenth century-and yet the Fig. 1.-KAOLIN PRODUCTION AND IMPORTS. commercial history of Georgia kaolins may be said to begin in the year 1900. The U. S. Bureau of Mines reported for that year a production of 6885 tons of "miscellaneous" clays in Georgia. A comparison of these figures with those of 1934, when the production rose to 284,556 tons (65 per cent of the domestic production), indicates the growing economic and technologic importance of this raw material. Fig. 1 clearly shows that a part of the increase is due to a normal growth in the use of kaolinitic clays and a part is due to replacement of clays formerly imported.

Long-Chained aliphatic amine salts have been used for the separation of sylvite (KC1) from halite (NaC1) by flotation. It is puzzling how these two minerals, which are so similar chemically and crystallographically, can be separated by this method. Gaudin as postulated that the difference in floatability of halite and sylvite with salts of primary amines depends on ionic size: In the case of amine flotation, the cation would attach itself to the chloride. I have a speculation there, which I cannot prove, that the ammonium group, that is the –NH3 group in the amine, floats potassium chloride because the dimensions of this group as it has been measured in other compounds is almost identically the dimensions of the potassium ion, quite different from the sodium ion, and so it fits where potassium had been, in place of it and not attached to it.

During the course of preparation of crystals of alpha brass for an investigation of their creep characteristics, a number of critically oriented crystals were produced. In each of these specimens, Po, the specimen axis, lay near some important crystallographic direction or on or near the border of two possible slip systems. Because of the unusual nature of their orientations, it was considered of interest to deform these specimcns in simple tension and to study orientation changes and any unusual occurrences, different from what would be expected for specimens ill which only one slip system had distinctly the highest maximum resolved shear stress. Choice of actual operating slip system in a crystal offering an immediate possibility of two slip systems would be expected to be due to chance., defeet, or some inhomogeneity. Even in an ideally perfect crystal so oriented, the natural oscillations of the atoms about their lattice positions would give rise to a condition wherein one slip system would be farored over the other at the critical shear stress. In the large, nonperfeet crystals of the present investigation, slip on both systems, but in different portions of the specimen, might occasionally be expected. Determination of Orientation and Operating Slip System Orientations of specimens before and after deformation were determined by Greninger&apos;s back-reflection Laue method.&apos; Elam2 has shown that deformation of alpha brass crystals proeceds as with crystals of aluminum and of copper; that is, the slip plane is a {111) plane and the slip direction is a <110> direction. There are, however, four possible slip planes of {111) form and each plane has three possible slip directions, so that there is a, total of 12 possible slip systems in a face-centered cubic lattjce. A microcrack process zone is frequently suggested to accompany macrofractures in rock and play an important role in the resistance to fracture propagation. Attenuation of surface waves propagating through mode I fractures in wedge-loaded double-cantilever beam specimens of Westerly granite has been recorded in an attempt to characterize the structure of the fracture process zone. The ultrasonic measurements do not support the generally accepted model of a macroscopic fracture that incrementally propagates with the accompaniment of a cloud of microcracks. Instead, fractures in Westerly granite appear to form as gradually separating surfaces within a zone having a width of a few millimeters and a length of several tens of millimeters. A fracture process zone of this size would necessitate the use of meter-sized specimens in order for linear elastic fracture mechanics to be applicable.

In many areas surrounding the orebodies in mining districts rocks have been bleached and altered by the ore-forming solutions and have been oxidized during later weathering processes. A number of the rock-forming silicates have been broken down to clay, sericitic micas and chlorites have been developed, and pyrite may be found hundreds of feet outside the economic limits of the orebody. These halos of altered ground are prime targets used by geologists in many districts to delineate promising sites for drilling. Both in the field and in the laboratory it is often difficult to map these mineralogical changes in the halos in detail without numerous petrologic examinations. The secondary minerals are generally fine-grained, and since conversion of one mineral to another is often progressive, many alteration processes have not proceeded to completion (feldspars to clay to sericite mica). Qualitative detection of these minerals is difficult; quantitative determination is frequently impossible.

During a mine fire or other emergency, it may be desirable to reverse the air flow in order to provide an escapeway or to control a fire. Also, in colder areas, the air flow may be reversed to prevent ice build-ups. When reversing main mine fans, the operator usually does not know what operating characteristics of flow and pressure to expect. Laboratory testing of vane axial main mine fans has been completed in order to establish forward and reverse performance characteristics under controlled conditions, with the results presented here. Preliminary tests under field conditions have also been conducted. The data obtained suggest that reverse performance characteristics are dependent upon the blade angle and the hub to tip ratio. There is also evidence that reverse performance can he predicted for a family of blade angles in a given hub to tip ratio. In general, the air quantity delivered by the fan is 30% to 60% less in reverse than when operating in the normal forward mode.

HODGSON.-As to ".Safety First," I did not deal with that, but I will say that in 1913, the number of .men killed was nine, and that year the "safety first" program was commenced; the next year, 1914, the number was reduced to five. In 1915, I am pleased to say that the number was reduced to two in the Copper Queen&apos;s entire property, and we have none so far this year. THE CHAIRMAN (G. F. G. HERMAN, Bisbee, Ariz.).-I can say, further, that we have from eight to nineteen men per month incapacitated for more than 14 days. Those are classified in this State as serious accidents. The number of men injured has apparently increased, -but that is clue to our improved method of recording and classifying accidents, no matter how slight. C. W. In the planning and erection of smelting-works, especially of such as contain the modern large water-jacketed blast-furnaces, we are often confronted with an insufficiency in the watersupply. It may be impossible to find in the immediate neighborhood of the selected site a sufficient supply to furnish the jackets with cold water. Or there may be enough water for this purpose, but it may be highly charged with scale-forming minerals held in solution. Or, the main water-supply, if pumped from the workings of a mine, may carry iron- or copper-salts, or even some free acid in solution, all of these substances being derivable from the oxidation of sulphuret-ores in the mine. Moreover, such mine-waters sometimes contaminate the waters of the creeks, so that these become unavailable, and we have to fall back on an inadequate supply of pure water furnished by some spring or springs, entirely too small in

Efforts made in the year 1930 and in previous years restricted production in most of the fields of Texas to a point that was satisfactory, at the beginning of 1931, to the majority of producers and buyers. In the Panhandle, North Texas and West Central Texas districts, a few operators with refinery affiliations or contracts either ignored, or by virtue of injunction suits, did not comply with the Railroad Commission&apos;s orders, and there was some oil sold at less than posted prices, which, with the Oklahoma City difficulties, caused the first general price reduction. More could have been done perhaps to help the situation on the Gulf Coast and in the Laredo district, but natural advantages are not readily surrendered. East Texas Proration troubles in 1930 were insignificant when compared with those of 1931. In January, 1931, efforts were begun to convince the producers and citizens of East Texas of the necessity of curtailment. Opposition quickly developed and meetings were held in the towns of the region and proration denounced vigorously. Notwithstanding a strenuous campaign for additional legislation waged by many producers, the regular session of the State Legislature refused to strengthen the conservation laws and passed only the Marginal Well Bill, designed to prevent the Commission from prorating small wells. The Railroad Commission held a heated hearing on East Texas in the latter part of March. During April the Commission issued three orders based on the Yates plan for the proration of the East Texas field. Each succeeding order raised the allowable for the field. In June the opposition held more mass meetings at which a plan based on acreage was endorsed. Apparently on the theory that any plan was better than none, the Commission issued an order on July 2 embodying some of the features of the proposed plan, limiting production to 250,000 bbl. per day, and dividing the producing area into 20-acre units participating equally in the outlet. Owing to the bringing in of many wells and the many violators of the Commission&apos;s orders, production increased to such an extent that prices went as low as 5c per barrel.

By definition the word "grout" means a thin mortar, or a kind of plaster or cement, and "grouting" means to fill up or finish with grout. The words "cement," "plaster" and "mortar" mean a substance that is used in a soft state which subsequently hardens. Thus, grouting is the filling of void space with a substance that hardens. Construction cements are the most common substances used, either by themselves or in mixtures, but the term grouting is applied quite correctly when other substances such as plastics and certain chemicals are used. Also, the use of the term grouting to cover the filling of voids with materials that do not actually become hard, such as the flotation tailings used in grouting in the southeast Missouri lead district, should be considered correct, as some stiffening does take place and, anyway, it is a better descriptive term than any substitute. Engineers are interested in grouting because some of the materials with which they must work contain voids, and certain conditions can be improved if these voids can be filled with something solid and permanent. Grouting is done to accomplish several purposes: I. To stop the passage of fluids and gases, 2. To cement materials together to make them stronger, and 3. To prevent consolidation of materials by filling void space with something solid as a replacement for the air and water that could be forced out under load. The construction industry uses grouting extensively for all three purposes. Grouting is used to stop water percolation under and around dams. It is used to control water flow in tunnel driving and in shaft sinking. It is used to improve foundation conditions under civil engineering structures by permanently filling void space and thereby reducing settlement, or by cementing broken rock together and increasing its supporting strength. The oil and gas industry does a lot of grouting, primarily to stop the passage of gases and fluids. The search for oil at increasingly greater depths has meant greater investment per well, and the oil industry has spent large sums on development of improved drilling methods. This
